  • Evans: Police promotes Abba Kyari, Kolo, 56 others

    The Police Service Commission has approved the promotion of Abba Kyari, Yusuf Kolo and 56 others for the roles they played in the arrest of Chukwudumuje Onuoamadike, aka Evans and his gang.

    Their promotion is part of the special promotion exercise conducted by the Commission.

    The Commission had last year suspended special promotion exercise after the outcry by Senator Isah Misau and others.

    A statement in Abuja Thursday by the Spokesman of the Commission, Ikechukwu Ani stated the promotion and acting appointments were based on the superlative performance of the officers in the arrest of the deadly gang who terrorized Nigerians.

    Ani explained that the Commission took the decision on Thursday at its 27th Plenary meeting which was presided over by the Chairman of the Commission, Mike Okiro.

    A source at the Commission confirmed to The Nation that Abba Kyari and Yusuf Kolo who were part of officers who have led operations that led to several arrest of kidnapper and other criminals were amongst those promoted.

    The two officers have been promoted from  the rank of Assistant Commissioner of Police to Deputy Commissioners of Police.

    The statement reads: “The Police Service Commission has approved special promotion of 45 police officers and acting appointments for another 13 officers who played major roles in the arrest of Chukwudumuje Onuoamadike, aka Evans, a notorious kidnapper and 21 members of his gang.

    “The officers are of the Intelligence Response Team, (IRT), Special Tactical Squad (STS) and Technical Intelligence Unit under the direct supervision and coordination of the IGP Monitoring Unit at the Force Headquarters Abuja.

    “The promotion and acting appointments were also necessitated by the need to match rank with schedules of duty either being performed or to be performed by the officers and for their acts of gallantry and courage exhibited in the course of duty.”

    Dr. Okiro said the new ranks would greatly motivate the Officers for improved performance.

    The statement continues : “45 officers promoted included DCP Habu A. Sani, the Head of the IGP Monitoring Unit, who however, has been directed to appear before the Commission tomorrow, Friday, April 20th   2018 for an interactive session in line with the Commission’s policy for officers transiting to the rank of Commissioner.

    “Others are two Assistant Commissioners of Police to Deputy Commissioners, one Chief Superintendent of Police to Assistant Commissioner of Police, one Superintendent of Police to Chief Superintendent, sixteen Assistant Superintendents of Police to Deputy Superintendent and twenty four Inspectors to Assistant Superintendents. One Assistant Superintendent was appointed acting Deputy Superintendent while twelve Inspectors were also appointed acting Assistant Superintendents.”

    The Commission’s Spokesman said the acting appointments were approved for officers who were not due for promotion.

    On why the ban on the special promotion was lifted,   Ani said: “The special promotion was suspended because we wanted to be properly guided.

    “We gave a guideline for special promotion to be effected to the IG and the ones we are treating now are the ones that followed the guidelines.

    “We gave the IG the guidelines for him to give us proof of what those people have done to deserve the promotion,” he said.

    Corruption: Senate postpones investigation hearing against IGP

    The Senate Ad hoc Committee investigating allegations of corruption and misconduct levelled against the Inspector General of Police (IGP), Mr Ibrahim Idris by Sen. Isah Misau (APC Bauchi) was  on Wednesday adjourned to a later date.

    This followed  presentation of some documents by the IG-P to the committee on the allegations against him.

    The committee resolved to adjourn the meeting to thoroughly study the documents before taking further action.

    The Chairman of the committee, Sen. Francis Alimikhena, said the senate was not in any way trying to witch-hunt anybody but to carry out its responsibility as provided by the Constitution.

    “In pursuant to the Senate resolution of Wednesday Oct. 4,  you were invited to testify before this committee.

    “”The principle of separation of powers in a constitutional democracy requires that the senate carries out this function in accordance with  the provisions of the Constitution.

    “It is one of the vital functions of parliament in partnership with other arms of government in exposing and fighting corruption and abuse of office.

    “The committee is not constituted to witch-hunt any person but to see that justice is done,” he said.

    He said Nigerians were eagerly waiting  to know the truth of the allegations  “because “they are too weighty to be swept under the carpet.’’

    The IG-P said he would not make any comment or ask any question as the matter was already pending before the court.

    He said his lawyer, Mr Alex Iziyon would respond to the committee’s queries.

    “I am represented by the Senior Advocate of Nigeria, Dr Alex Iziyon.

    “I will not make any oral comment or answer any question in respect of the allegations in view of the civil and criminal cases pending in the law court, more so that the senator has been arraigned in court in respect of these matters.

    “I decided to appear before this committee  on the allegations because of the high regard we have for the Senate and respect  for the rule of law.

    “It is expected that the Senate and the committee will refrain from making references to the issues as it will be against Order 41 (7) and 53(5) of the Senate Standing Order, 2015(as amended).

    “Order 41(7) states that the Senate shall not receive any petition or any matter for that which there  is a judicial remedy.

    “Order 53(5) says reference should not be made on any matter in which the judicial decision is pending in such a way that it might in the opinion of the President of the Senate prejudice the interest of the parties thereto,’’ he said.

    Dr Iziyon  said the IG-P had nothing to hide, adding that following instructions given to him by the IG-P, he had tendered his response to the  allegations.

    “We responded to each of the allegations to show that we do not have anything to hide.

    “I have submitted 15 copies  of the response to the committee,’’ he said.

    Earlier, a group of protesters in support of the IG-P gathered at the entrance to the National Assembly to show their solidarity.

    They were seen displaying placards with different inscriptions.

    Some of the placards read: “IGP Ibrahim Kpotun Idris is working, Senator Misau leave him We stand by IGP Ibrahim K. Idris, We support Nigeria Police Force.”

    The Senate has set up an eight-man ad hoc committee to investigate allegations of corruption brought against the IG by  Misau

    Misau had claimed that the IGP purchased two jeeps for the wife of the President, Mrs. Aisha Buhari.

    He also alleged that the IGP misused over N120 billion generated by the Force in one year.

    Misau equally alleged that the police boss got a serving police officer pregnant and hurriedly arranged a marriage ceremony in Kaduna.

    The Nigeria Police Force has denied buying two Prado Jeeps for President Buhari’s wife, Aisha Buhari.

    Senator Isah Misau when he appeared before the Senate Adhoc Committee alleged that the Inspector General of Police (IGP) gave Aisha Buhari the vehicles.

    The police while making clarifications on the allegation noted that the car was only given to the Aide to Buhari’s Wife after a request was made.

    The police also said the car was given to the convoy for security purposes.

    On the claim that the IGP Manipulated his retirement age, the Police explained that the difference in the date was just 12 days adding that it was insignificant.

    Reacting to the allegation in Abuja Thursday, the Force Spokesman, CSP Jimoh Moshood said: “It is pertinent to state that at no time did the Wife of the President and Commander in Chief of the Federal Republic of Nigeria, Mrs Aishat Buhari requested directly or indirectly for vehicles for her use from the Inspector General of Police and no vehicle whether Jeep or SUV has ever been given for her personal use.

    “To set the record straight and disabuse the minds of the public most especially those who must have read the story, that the Inspector General of Police is empowered by the 1999 Constitution of the Federal Republic of Nigeria as amended and the Police Act and Regulations, precisely Section 215 (1)(a&b) and (2) “The Nigeria Police Force shall be under the command of the Inspector General Police“ and the Deployment and Control of the entire Operations of the Force including allocation of Police vehicles for operational use throughout the country shall be under the purview of the IGP.

    “It is within the powers of the Inspector General of Police as stated above that when on the 17th January, 2017, SP Sani M Baba –Inna, the ADC “Wife of the President” Federal Republic of Nigeria requested for two vehicles for Police Personnel in the convoy of Wife of the President for convoy movement and security purposes.

    Two Police Vehicles  (i) A Toyota Sienna Bus with Reg. No. NPF 2406D (ii) A Toyota Hiace Bus with Reg. No. NPF 3363D were approved by the Inspector General of Police to the ADC “Wife of the President” SP Sani M Baba –Inna for the purposes requested and not to the person of the Wife of the President or for her personal use as alleged by Misau.

    “The Nigeria Police Force categorically wishes to state that all the allegations made by Misau against the Inspector General of Police and the Wife of the President, Federal Republic of Nigeria of buying two (2) Jeeps for the Wife of the Presidents as reported in some media are baseless, untrue and done in bad faith to misinform and mislead the Public.”

    On IGP’s retirement age, Moshood described the allegation as Ill-motive.

    Moshood while displaying the copy of the letter to Journalists said: “For avoidance of doubt, the Nigeria Police Force Headquarters, Force Secretary Office wrote the Chairman, Police Service Commission on the 18th of January, 2017 drawing the attention of the Commission to the observation on the current Staff List of Senior Police Officers whereby the date of birth of the Inspector General of Police, IGP Idris, was incorrectly stated as 3/01/1959 instead of the actual date 15/01/1959.

    “All documents and records of the IGP has 15/01/1959 as his date of birth except the staff list Senior Police Officers and this is the reason why the approval of the Honourable Chairman, Police Service Commission for correction of the error was sought in this regard.

    “The difference of dates between 3/01/1959 and 15/01/1959 is just 12 days which is very insignificant in 35 years that a public servant can be in service”, he said

    The police also noted that the Senator refused to answer to the allegation levelled against the IGP.

    Moshhod said: “The Public will note that Issa Hamma Misau deliberately refused to prove the allegations he previously levelled against the Inspector General of Police on the floor of the Senate for which he was invited by the Senate Ad-hoc Committee but instead brought up other falsehoods to distract the Committee and the members of the Public.

    Moshood added that the IGP will not be distracted or deterred by mischievous people from carrying out his statutory responsibilities for the benefit of the entire Police Personnel and all Nigerians.

    Senate sets up committee to probe corruption allegations against IGP

    The Senate has set up an eight-man ad hoc committee to investigate allegations of corruption brought against the Inspector General of Police (IGP), Ibrahim Idris, by Senator Isah Misau.

    The Senate also mandated its Committee on Ethics, Privileges and Public Petitions to investigate police allegations against Misau and present its findings to the lawmakers.

    The police had alleged that Misau did not follow due process when he retired from the force.

    The Senate’s resolution followed a Point of Order raised by Misau, who is the Chairman of Senate Committee on Navy.

    The senator had told his colleagues that he had been having a running battle with the IGP over corruption in the police.

    Misau said he deemed it necessary to bring the matter before the Senate because it had been in public domain for “some weeks now.”

    He accused the IGP of blackmailing him because he dared to talk about the level of corruption in the force.

    He said: “I am a retired police officer and served for 10 years. My father served the force for 34 years. In fact, he joined the police before I was born.

    “So, when I speak about the police, I know what I am saying. When I speak about the police, I speak with authority.

    “I am concerned about what is happening in the police in terms of bribery. There is a need for something urgent to be done to salvage the image of the institution.

    “Before raising alarm on the irregularities in the institution, I called three serving officers and they confirmed to me that people pay more than N500,000 to get promoted.

    “I also have other evidences that I am ready to release for investigation.”

    Police invites Senator Misau over authenticity of retirement letter

    The Police Service Commission has invited the Chairman Senate Committee on Navy, Senator Isah Misau, to appear before its Special Panel.

    The Panel is investigating allegations surrounding the now rested recommendations on Special promotions in the Nigeria Police Force.

    The Senator is expected to appear before the panel on 6th September, 2017 at 11.00am with the original copy of his letter of retirement for authentication.

    The Commission in a letter signed by the Chairman of the Special Panel, Justice Olufunlola Adekeye, titled, “Re: Retirement from the Nigeria Police Force of AP 57300 DSP Mohammed Isah Hamma – Invitation to appear before Police Service Commission Panel” stated that the immediate issue for investigation is the genuineness or otherwise of the two letters of Retirement supposed to have emanated from the Police Service Commission in connection with this retirement”.

    This is contained in a statement in Abuja Wednesday by the Spokesman of the Commission, Ikechukwu Ani.

    The Commission noted that it received correspondence from the Nigeria Police Force Special Investigation Panel (SIP) Force Headquarters dated 28th August, 2017 relating to the Senators retirement from the Nigeria Police Force.

    According to the letter, “The Police Service Commission, the only organ saddled with the statutory responsibility of issuing letters of retirement to all Police Officers except the IGP has a vital role to play in determining the authenticity of this letter”
