  • Ohuabunwa to Kalu: I’ll retrieve my mandate from you

    Senator Mao Ohuabunwa(Abia North) has vowed to retrieve his “stolen” mandate from a former Abia State governor, Dr Orji Uzor Kalu.

    The Independent National Electoral Commission (INEC) had declared Kalu winner of the poll in the February elections and the Commission had since issued Kalu with Certificate of Return.

    Ohuabunwa is a sitting senator elected on the platform of the opposition Peoples Democratic Party (PDP) but Kalu contested on the platform of the All Progressives Congress (APC).

    But he said INEC breached its own guidelines by giving Kalu the certificate of return, stressing that the “margin of win” recorded by Kalu was far less than the number of cancelled votes in that election.

    The senator said, “Kalu knows that what he has is a stolen mandate which he will soon surrender.

    “He knows the truth but only thinks he can play smart. But unfortunately for him, we are resolute in reclaiming the people’s mandate”.

    Leaders of the PDP in Abia who were on solidarity visits to the senators, also vowed to ensure the party explored every available means permissible in law to retrieve the mandate from Kalu.

    Zonal chairman of the PDP, Mr. Mathew Ibe, who led the delegation of party chieftains to Ohuabunwa, said there was overwhelming evidence to believe that Kalu’s election cannot stand the scrutiny of electoral laws.

    Ibe appealed to the Abia State governor, Okezie Ikpeazu and the national leadership of the PDP to give Ohuanbunwa all the support he needed to retrieve the party’s mandate.

  • Ohuabunwa kicks as Orji Kalu wins senatorial seat

    Former Abia State governor, Chief Orji Kalu has defeated incumbent Senator Mao Ohuabunwa in the battle for Abia north senatorial seat.

    Kalu of the All Progressives Congress(APC) polled 31,203 votes to defeat Ohuabunwa of the Peoples Democratic Party(PDP) who secured 20,801 votes.

    The returning officer for senatorial election Dr. Charles Anumodu declared Kalu winner while the candidate of the All Progressive Grand Alliance(APGA) Chief David Ogba who scored 11,410 votes.

    Ohuabunwa however rejected the result of the election in a statement issued by his campaign Organisation.

    Ohuabunwa, in the statement by Mr. Ukpai Ukairo, the true results Abia North senatorial election were still being collated.

    According to him: “It has come to our knowledge that INEC operatives in their haste to arrive at a pre-determined conclusion manipulated the electoral process to the shock of all well- meaning patriots who believe in democracy.

    “In this respect, it is tragic that INEC could conduct an election without the issuance of form EC40G, a form used to capture cancelled votes and places where there was no voting.

    “In the circumstances of the above, we demand that the Resident Electoral Commissioner in  Abia State should to direct the Returning Officer of the Abia North Senatorial Election to make the requisite declaration in accordance with the dictates of Rule 17E(e) of the guidelines for the conduct of elections issued by INEC by cancelling the elections completely”.

    Kalu also delivered his Bende Local Government for President Mahamadu Buhari.

     Buhari polled a total of 9,233 to defeat the candidate of Peoples Democratic party Atiku Abubakar who polled 6649.

    The returning officer for the presidential election in the area Prof Nnennaya Ibiam, announced the result at the INEC headquarters in  Umuahia, the state capital on Sunday.

    Member representing Isikwuuato/ Umunneochi federal Constituency in the House of Representatives in Abia state, Nkeiruka Onyejeocha, also won a return to the House of Representatives for the fourth term.

    She was declared winner after polling 14,712 votes to defeat her closest rival of the Peoples Democratic Party Mr. Ude Achara who polled 10,064 votes.

    Also in Bende federal Constituency, Benjamin Kalu of the All Progressive Congress also polled 9,138 to defeat Chimanyaso of the Peoples Democratic Party who polled 5591 in the Bende federal Constituency.

    The returning officer for the constituency Mr. Martin Okoro declared him winner after announcing the result.

    Former Governor Orji Uzor Kalu, the candidate of All Progressives Congress (APC) in this month’s Senatorial Election, is not the only candidate in the race, but Associate Editor, Sam Egburonu, reports that his candidature has continued to generate peculiar interest as observers wonder how Kalu, who has contested for the position since 2011, will overcome the Abia North riddle in his bid to displace Senator Mao Ohuabunwa

    Barely two weeks to the kick-off the 2019 National Assembly Election, Abia North Senatorial District has emerged as one of the most interesting zones in Abia State. This is not only because of the high tempo of the current politicking there but more particularly because the leading parties are fielding the same political foes that fought the battle in 2015 Senatorial Election, thus presenting the race as a rescheduled contest where the parties involved and their candidates would settle outstanding scores. Aside this, the race is generating special interest because of the calibre of the candidates and their reach.

    Former Governor of the state, Orji Uzor Kalu, who is today described by his admirers as the most experienced political leader in the state, is flying the flag of All Progressives Congress (APC); Chief David Onuoha Ogba (Bourdex), a telecom expert and business mogul, is flying the flag of All Progressives Grand Alliance (APGA) while the incumbent Senator, Mao Ohuabunwa, is flying the flag of Peoples Democratic Party (PDP).

    It would be recalled that in the hotly contested election in 2015, where Ohuabunwa of PDP was finally declared the winner in the re-run, he defeated Kalu with a mere 195 votes. The Independent National Electoral Commission (INEC) declared that Ohuabunwa polled 26,009 votes while Kalu, who contested then on the ticket of PPA, polled 25, 814 to come second. This is even as Kalu’s supporters and supporters of the other contestants in the election alleged high wired manipulation and intimidation with the aid of the state and federal might then under PDP control.

    Can Kalu overcome the riddles?

    Although the three candidates currently flying the flags of the three leading parties are said to be well known in their own rights, some informed observers said it is the candidature of the former governor, Kalu that has put the Abia North contest on the spotlight, not only in the state but also throughout the country.

    Dr. Francis Okpara, who confirmed this, told The Nation: “More than any other factor, the 2019 Abia North Senatorial Election will be an ego contest. The three leading candidates, former Governor Orji, Senator Ohuabunwa and Dr. Ogba are big politicians who are desperate to prove their worth. Ordinarily, no one would deny that Orji in particular should not find it difficult to win in his own senatorial district given his personality, net-worth and political stamina across the state and Nigeria. But as we all know, since he fell out with his immediate successor, he has been fighting against the clique in charge of PDP in the state. Incidentally, that clique and PDP were in power both in Abia and at the federal level all through the two periods he contested for and lost these senatorial elections. Now that Orji’s party is in control of the centre, it remains to be seen how he would fare. One thing is clear, Kalu will fight this political battle with all he has at least to prove that he is still popular and acceptable in his home,” he said.

    The Nation had earlier reported that until recently, Kalu’s party, APC, was not considered very strong in Abia State. But that even then, the party was well received in Abia North, even before Kalu’s formal defection to the party. This explains why, in 2015, Nnenna Nma Lancaster-Okoro, who flew the flag of All Progressives Congress, came fourth in the senatorial election. With Kalu’s entrance into the party and his natural assumption of the position of the leader of the party in the state and the Southeast, it is expected that the party stands the chance of not only doing better than it did in 2015 but actually winning the district and the state.

    Reiterating this, Madam Eunice Ajah from Item, told The Nation that Kalu’s chances are brighter this time around. “This is because we know INEC said he lost in the last two elections simply because the powers that be then did not want him to go to the senate. We believe he is not likely to suffer the obvious disadvantages that put paid to his ambitions in the last two elections. Unlike in those two elections, Orji is the candidate of a political party that cannot be intimidated by the PDP. Although PDP is still the ruling party in the state, Orji’s party, APC, is the ruling party at the federal level. We believe the Federal Government will not fold its arms and allow the PDP-controlled state government to rig the senatorial election against Orji again. So, if intimidation and rigging are disallowed, the contest will now be between the three strong candidates: Orji, Ohuabunwa and Ogba. If this happens, it would be near impossible for any of them to defeat Orji here,” she said.

    As we recalled in our earlier report on this contest, in the 2015 elections, when Orji contested on the platform of the PPA, then totally fractured, he blamed his loss to alleged intimidation by the then ruling party at both the centre and in the state, the Peoples Democratic Party (PDP).  It was said then that the administration unleashed what Kalu’s supporters described as “the worst form of intimidation,” against their candidate. According to them, “Armoured personnel carriers were stationed at the entry and exit of Igbere, Kalu’s home on the Election Day.” They also informed that this strange security measure was also replicated in every area considered to be Kalu’s stronghold.

    Aside alleged use of excess security set-up to intimidate his supporters, Kalu’s camp has also pointed out that his loss could be attributed to what they described as the questionable role of the electoral umpire, the Independent National Electoral Commission (INEC), when it reversed itself after the returning officer had declared the election inconclusive, citing irregularities and directing the parties to prepare for a rerun.

    The drama that trailed the 2015 Abia North election result cannot be forgotten in a hurry. It would be recalled that after declaring the result inconclusive by 9am on that fateful day, barely three hours later, by 12 noon, it was learnt that the returning officer was allegedly ordered to declare the result as it is.

    At that time, analysts had alleged that the then incumbent Governor Theodore Orji, whose face-off with his former political godfather, Orji Uzor Kalu, was at its peak, had used his connection as a member of the then ruling party at the centre, PDP, to influence the outcome of the result against Kalu.

    Commenting on the current contest, Nwabueze Onwuneme, an APC chieftain and State House of Assembly candidate for Umuahia North Constituency, told The Nation that the contest will be different both in Abia North and all the other constituencies in Abia State. As he puts it: “You must agree that the former governor, Chief Orji Uzor Kalu, the APC candidate for Abia North Senatorial District, is the political leader of Abia State today. I do not need to boast here that he is popular and that his popularity will ultimately help to give us Abia North Senatorial seat. APC, through the able leadership of great politicians like Orji Uzor Kalu, will not only win Abia North this year, but will also win the governorship election,” he said.

    Also commenting recently on why he and other supporters of Orji believe he stands the chance of winning this election, Hon. Maduka Okoro, the Executive Director of Reality Organisation (Worldwide), a non-governmental organisation, in a recent interview told newsmen that Kalu is better positioned today to win the Abia North race than he has ever been.

    Explaining why the people are likely to vote for Orji instead of the other contenders, he said, “Orji Uzor Kalu is doing what nobody who is not a sitting governor can do. Not just being a philanthropist, but also attracting good things for the people from the government even when he holds no political position. He is attracting federal projects as an individual. Ubani Ibeku road was a dead trap before, but today, go there and see for yourself. He has attracted many NDDC projects into Abia State. I want to give you example: Umuahia-Ubani Ibeku Road, Ubani Ibeku to Uzuakoli Road, Ozuitem-Uzuakoli Road, Ugwueke, Alayi, Nkpa roads and even Arochukwu. Most people don’t know that Kalu is instrumental in changing the face of roads in Arochukwu.

    “His Foundation is giving scholarship to different indigent students in several universities. The downtrodden are happy with him. He has a big heart. That is why you see that Orji is the only politician that can walk the streets of Abia by 12 midnight or even any time without security and people will hail him and greet him on sight. Among all sitting, past and those aiming to be political leaders in Abia, none of them can boast to have done half of what Orji Uzor Kalu has done and is still doing,” he said.

    On his part, Kalu has also anchored his campaigns on what he did when he was state governor. “When I was governor, I paid workers the 13th month as against the present situation where workers are owed over 12 month’s salaries.

    “Again, when I was governor, tuition fees at Abia State University, Uturu, was N7,000, but now the fees are beyond the reach of an average family in Abia,” he would say.

    Aside performance of its candidate while in office, The Nation learnt that there are other issues that may have further strengthened the position of APC in the Abia North Senatorial District. One of them is the fact that since 1999, the area that APC candidate, Kalu, comes from is yet to produce a senator. It would be recalled that in 1999, it was Senator Ike Nwachukwu, from Isuikwuato area that sat on the seat at the Red Chamber. Nwachukwu represented the people up till 2003. He was succeeded by the Late Senator Uche Chukwumerije in 2003. He served the people until 2015. He was replaced by Senator Mao Ohuabunwa. Given this scenario, there is the argument that the area Kalu came from should also be allowed to produce a senator for Abia North.

    But reacting to the agitation, an aide to Kalu told The Nation that more than such sectional consideration, APC is more hopeful because its candidate has what it takes to represent the entire Abia North more effectively than what obtains today.

    As the candidates round up their campaigns, all eyes in the state are on Abia North, especially on Kalu, whose political interests since 2011 has remained a spotlight to all. Will he make it this time? Some observers said his performance would go a long way in determining the fortunes of his party in both the presidential and governorship elections in the state.

  • Senate tasks FG on gully erosion menace in coast line states

    Ravaging effects of gully erosion in parts of the country took centre stage in the Senate Wednesday.

    The upper chamber resolved to ask the Federal Government to take urgent steps to address the situation.

    Senate intervention through a motion on “The menace of gully erosion in several communities of Abia North, especially in Isuikwuato local government communities of Uturu and Oguduasa” was raised by Senator Mao Ohuabunwa.

    Ohuabunwa in his lead debate drew the attention of the Senate to gully erosion ravaging the affected areas.

    He informed his colleagues that the affected communities have been cut off from other parts of the state.

    He said that several houses and farmland have also been washed away by erosion.

    The Abia North lawmaker noted that many more houses and farmland may go unless urgent steps are taken to address the menace.

    He said “The affected communities have been facing serious menace of gully erosion partly due to increased rainfall that exacerbate flooding and which threaten the livelihood and entire existence of many communities.”

    Ohuabunwa prayed the Senate asked the National Emergency Management Agency(NEMA) to urgently provide relief materials to the displaced persons in Uturu, Oguduasa, and other affected communities in Arochukwu, Ohafia, Bende,  Isuikwuato,  and Umunneochi local government areas of Abia State.

    Other senators who spoke lamented the devastating effects of gully erosion in their states.

    Senator Gbenga Ashafa specifically said that special attention should be paid to erosion in coast line states.

    The Senate also resolved to urge the Ministry of Works, Ecological Fund to urgently fund the immediate construction of a new rout that will link the affected communities with other surrounding states.

    It said that NEMA should quickly intervene to rescue the situation and restore easy mobility in the interest of the affected areas.

    Senate panel, power ministry at war over alleged budget padding

    The budget defence session between the Senate Committee on Power, Steel Development and Metallurgy and the Ministry of Power, Works and Housing was Monday declared inconclusive following alleged questionable duplications of items.

    Minister of State for Power, Works and Housing, Mustapha Baba Shahuru and Permanent Secretary, Louis Edozie, were ordered by members of the committee to go and rework their documentation.

    The committee said that there were “too many duplications, repetitions and replications” in the presentation of the minister and the permanent secretary to be overlooked.

    Part of the details of the 2018 budget proposal the ministry officials presented at the session showed that N120 million, N480 million and N288 million were separately voted for purchase of utility vehicles by the Ministry.

    Another N100 million was earmarked for transfer and management of office files and documents.

    The lawmakers were furious that “year in, year out, the Ministry presents the same items in the budget and ask for more funds to execute the same projects.”

    Signs that the budget defence session might not end on good note started when Senator Clifford Ordia observed the duplication of purchase of utility vehicles, captured in three separate pages of the budget document.

    The Edo Central lawmaker also demanded explanation from the Minister and Permanent Secretary on why the Ministry planned to spend N100 million to transfer files.

    He added that there was another huge provision for ICT which should not be left hanging.

    Ordia said, “I need to understand this thing. Look at the different pages. You earmarked N120 million, N288 million and N480 million for the purchase of vehicles. I do not understand. Are these vehicles different? If you add up these figures, they will give you about N888 million.

    “You also said that you want to spend N100 million on transfer of office files. How do you intend to do that? The people in your office, what have they been doing? I can also see from your estimates here that you captured another item for ICT, different from the N100 million for transfer of files. You need to explain these things.”

    Another member of the committee, Senator Mohammed Hassan on his part noted that they were tired of seeing the same items every year.

    Hassan insisted that the minister and permanent secretary should take steps to put the ministry in order in the interest of the country.

    Hassan also demanded the breakdown of the N17.8 billion the ministry received in 2017 stating where the money was applied.

    The Yobe South lawmaker said, “Every year you bring new projects that are unrelated. We should be given list of ongoing projects. Unrelated projects are listed, nobody knows how much has been applied to the projects.”

    Senator Mao Ohuabunwa, another member of the committee said: “From the beginning to the end of the documentation there are questions and questions to be asked. Most of the funds were duplicated in the Transmission Company of Nigeria budget.

    “Mr. Minister, you said you will provide answers to our questions later. Why do we waste time sitting here when answers to our questions will be provided another day. They are not prepared for the budget defence. They should go back when they are prepared they should come back.”

    Chairman of the committee, Senator Enyinnaya Abaribe, noted that the 2017 budget (capital) of the Ministry recorded 18 only per cent performance.

    Abaribe said, “We will take it that the 2017 budget was abysmally low at only 18 per cent performance. This is unacceptable and I need to put it on record.”

    A mild drama ensued, when the Minister of State, Shahuru, could not respond to questions.

    Instead of answering the questions, Shahuru asked the committee to allow the Permanent Secretary, Edozie to provide answers on his behalf.

    His request was rejected by senators.

    Abaribe told the minister, “You were sent here to represent the Minister. It means you are here to respond to our questions. Last week, we invited the Permanent Secretary to respond. Today, it is your turn.

    “My colleagues asked me how come you are the person here and not Minister Fashola. But I told them since you were also a Minister, you could be here to on behalf of your Minister.”

    Asked why the substantive Minister of Power, Works and Housing, Babatunde Fashola, did not show up for the budget defence,  Shahuru, said that Fashola was attending to other state matters.

    Speaking on Fashola’s absence Abaribe said: “Maybe Fashola decided to snub us because of some media reports last week. But he ought not to have been angry by that. I am sure that was why he sent you because he did not want to come here.

    “I said it that it was deliberate that Fashola did not show up. What we need to scrutinise the budget was not provided. We needed something to make the process easy. Nobody is satisfied with these vague items. We are going to adjourn this meeting, pending when we will get these submissions from you.”

    “We are asking you to inform the Minister to be here to properly respond to all the questions we need to ask. We will do a comprehensive letter asking for explanation on items where we have raised questions. That will guide you in giving your submissions. We need you to be prepared when next you come.”

  • Arochukwu women honour ex-leaders

    Nzuko Arochukwu Women’s wing, Enugu branch has honoured its past presidents and secretaries as well as the elderly among them who were decorated with Nnedi Ugwu title.

    The occasion attracted the cream of the Aro society both at home and in the diaspora. Although not present at the occasion, Senator MAO Ohuabunwa and the House of Representatives member, Hon. Uko Nkole sent representatives.

    The occasion was chaired by a business mogul, Mazi Emeka Ozuomba who used the occasion to lament the deplorable condition of all the roads leading to Arochukwu town. Ozuomba admonished that the time has come when the Aro people should shun government dependence in fixing the roads.

    He said although he now takes Okigwe as his hometown, he now desired to build a bfitting house in his ancestral home of Arochukwu but could not do it due to the bad roads leading to the ancient town.

    “The road leading to Arochukwu is scaring us from returning home. I want to put up the kind of edifice I have in Okigwe at Arochukwu but the poor condition of roads roads, particularly the Ohafia/Arochukwu Road, is scaring me away,” he lamented.

    Ozuomba called on the senator, Ohuabunwa and the House of Representatives member representing the area to do all within their powers and ensure that the road is fixed before the end of their tenures.

    The president of the Nzuko Arochukwu women wing, Enugu branch, Mrs.  Ekemma Chukwu said the occasion was organized  to appreciate the efforts of the past presidents and secretaries of the union as well as “perfom the award of Nne di Ugwu on some of our deserving mothers who are very active in the meeting, their age notwithstanding.”

    She called for the unity of all Aro people wherever they domiciled, saying that the presence of the Aro are always felt wherever they are.

    “We, the Aro are living in different parts of Igbo land and beyond. We buttress this assertion a follows: Aro Amokwe, Aro Ihube, Aro Okigwe, Aro Ikpa, Arondizuogu, Aro Ajalli, Ndikerionwu, Ndi Okoro, Ndi Owu, Aro Oguta to mention a few.”

    Honoured include eight past presidents, six past secretaries and three Nne di Ugwu.

    Senate wants scientific verification of HIV/AIDS cure claims

    The Senate Committee on Primary Health Care and Communicable Diseases has called for scientific verification of claims to discovery of cure for HIV/AIDS.

    A Professor of Veterinary Medicine and Clinical Virology, Prof. Maduike Ezeibe, had last week, announced the discovery of a curative drug for HIV/AIDS.

    However, the National Agency for the Control of HIV/AIDS, (NACA) had dismissed Prof. Ezeibe’s claims on grounds that there was no cure yet for the scourge.

    But at a budget defence session yesterday, the Chairman of the Senate committee, Senator Mao Ohuabunwa directed NACA and other relevant health agencies to interface with Prof. Ezeibe, with the view to subjecting his claims to scientific verification.

    Ohuabunwa expressed displeasure with NACA for dismissing the Professor’s claims without scientific verification, in line with standard practices the world over.

    NACA had continued to insist that there was no scientific basis in Prof Ezeibe’s claims, as enunciated by the university teacher in a presentation.

    In a statement signed by the Director General of NACA, Dr. Sani Aliyu, the agency stated in a reaction to the claim, “The claim for HIV/AIDS cure is not new. It is also not new to find a scientist using ambiguous scientific methods and practices to buttress this claim; and to find obscure journals increasingly prepared to publish these claims”.

    Media report quoted the claimant as having said that the drug contained Aluminum Magnesium Silicate and that it had been tested on 10 individuals living with HIV.

    The Professor was also quoted to have claimed that the drug has a clinical outcome of the ability to reach all cells and making HIV “a conquered organism”.

    The Senate committee also took the National Primary Health Care Development Agency (NPHCDA) up on the matter, describing its position on the issue as hasty.

    The Executive Secretary of NPHCDA, Dr. Faisal Shuaib, had earlier admitted before the Senate committee that the agency was aware of the claim, but that it dismissed it just the way NACA did.

    Shuaib had told the committee that he was in agreement with his counterpart in NACA, saying that the study quoted by Prof Ezeibe did not conform to standard ethical protocols for clinical trials.

    The NACA DG however admitted that the study quoted by Ezeibe did show evidence that he obtained ethical clearance from an appropriate body in Nigeria to conduct the study.

    But the NACA boss added that the Professor quoted only ambiguous evidence that informed consent was sought from the evidently vulnerable patients.  “

    “We are concerned that the publicity given to these claims will stop patients from taking life-saving antiretrovirals and give them false hope of a cure.

    “It will be a great disservice to this vulnerable group of patients for the media to disseminate these claims in absence of sound scientific evidence”, the NACA DG stated.

    Senate to probe $400m Global Fund for communicable diseases

    …To monitor use of $1.5m FG’s fund for polio
    The Senate Monday said that it has concluded arrangements to investigate the application of over $400 million Global Fund for communication diseases.

    The upper chamber also said that it has made preparations to monitor the use of the $1.5 million the Federal Government granted states to guard against the resurgence of polio in the country.

    Chairman, Senate Committee on Primary Health Care and Communicable Diseases, Senator Mao Ohuabunwa, stated this at a press briefing to mark the World Polio Day in Abuja.

    The Geneva based Global Alliance for Vaccines and Immunization (GAVI) had indicted Nigeria for alleged misapplication of funds donated for immunization of children against polio in the country.

    Also the Ministry of Health and the National Primary Health Care Development Agency were implicated in a fraud audit conducted by GAVI in which over $400 million disbursed for procurement of vaccines was alleged to have been grossly abused by Nigerian officials.

    Senator Ohuabunwa noted that it was sad that on August 10, 2016, two cases of Wild Polio Virus (WPV) were detected in Jere and Gwoza Local Government Area, Borno State, Northeastern Nigeria where insurgency made it impossible to reach children with Iife-saving immunization and other important health care services including food, shelter and other necessary amenities.

    Ohuabunwa said, “As of now, the Federal Government has released N9.8 billion to implement the Out Break Response (OBR) that will ensure a stop in the transmission of WPV in the Northeast and beyond. This is coupled with the effort of donors and partners to support the OBR. While this is good news, my committee was also informed that vaccine availability is still a challenge and that the implementation of the OBR in November and December, 2016 is not certain due to this vaccine shortage.

    “As part of its core mandate to improve PHC service delivery, the Senate Committee on PHC and Communicable Diseases despite the Senate being on recess, recalled all its members for an urgent meeting when the first two WPV cases were reported in Borno State. The Committee then called all the key stakeholders in Nigeria’s Polio eradication effort for a meeting in the Senate where critical gaps in the immunization programme were discussed with a view to finding lasting solution.

    “The Committee hereby pledges its resolve to ensure FG lives up to its responsibility of funding the procurement of vaccines and other critical PHC services. We also want to reiterate the importance of strengthening Routine immunization (RI). With strong RI, there will be less need for Polio campaigns which are very expensive to sustain on the long-term. Structures at PHC level to strengthen RI should be supported. Health care workers need to be trained; paid and made available at all levels to ensure Rl succeeds. Cold chain equipment, surveillance systems and structures need to be supported to succeed as well.

    “We also call on International Polio partners and donors to come together and aid our country like they have always done in times like this. We specifically thank WHO, CDC, USAID, CORE GROUP, UNICEF, Rotary and other partners for strongly supporting the effort to make Nigeria Polio-free.

    “While thanking the partners for the great support, we will like to remind them that the importance of proper donor coordination and collaboration especially in the Northeast cannot be over-emphasized. Currently, there are several partners supporting various interventions in the Northeast and their purpose, mission and activities need to be better harmonized to avoid duplication and wastage of scarce resources.

    “The Senate committee on PHC and Communicable Diseases pledges its total support to strengthening Nigeria’s PHC system so that good and affordable health can be guaranteed for all Nigerians. This is the mandate we were given and by the grace of God, we will achieve it. Every aspect of PHC service delivery is being assessed by the Committee with a view to ensuring Nigerians get the best and that FG lives up to its responsibility of providing quality and affordable health to Nigerians.

    “In this wise, my Committee will ensure its statutory oversight functions of key Government agencies and parastatals are conducted as and when due with a view to ensuring probity and accountability on how health-related, PHC services are funded and implemented.

    “Additionally, we want to reassure all donors and partners of our resolve to ensure donor funds are also well spent and that they reach the masses that need them. Kev funding agencies like Global Fund, GAVI and several others will be engaged by my committee to ensure mistakes of the past are avoided and that funds from these donors are used judiciously. We cannot afford mistakes of the past where funds for developmental projects from donors are improperly managed leading to sanctions on Nigeria from these donors. We cannot continue to be disgraced as a nation through mismanagement of donor funds and must work hard to gain or regain the trust of all donors, bilateral and multi-lateral partners.

    “The committee is also preparing to beam its searchlight on the recent disbursement of 51.5 Million Dollars to the 36 states as the first tranche of money under the Saving One Million Lives Program for Results (SOMLPforR). The committee will like to review the process of how certain decisions were made with a view to strengthening the whole grant system in a manner that makes monitoring the states more rigorous thus making the states more accountable on how the funds are used. The Committee will work to ensure that only states that perform to standard get more funding. The committee is also currently studying the Midwifes Service Scheme (MSS) to determine whether it should be scaled up or not. This will based on the reality of Nigeria’s economic situation as well as the need to align with the FG’s plan of making 10,000 Primary Health Care Centers functional.

    “Regarding the new WPV cases, the committee is confident that Nigeria will come out of this challenge stronger and be eventually delisted from Polio endemic countries list once and for all. We in the committee are confident that with concerted efforts, proper use of resources. Nigeria will be certified Polio-free in due course.

    “However, we must not relent, but must work hard, ensure vaccination teams are trained and funded to vaccinate every eligible child.

    “We also call on the Presidential Task Force on Polio Eradication which consists of the President of Nigeria and all 36 State Governors to convene a meeting t0 discuss how to get Nigeria back on track to achieving a Polio-free status. The leadership and guidance of this Task Force is critical at this juncture of our battle to eradicate polio.

    “From July 24th, 2014 till August, 2016, Nigeria had no case of Wild Polio Virus (WPV) untill August 10, 2016, when two cases of WPV were detected in Jere and Gwoza LGAs of Borno State, Northeastern Nigeria where insurgency has made it impossible to reach children with Iife-saving immunization and other important health care services including food, shelter and other necessary amenities.

    “On 25th September, 2015, Nigeria was delisted from Polio endemic countries list by the World Health Organization (WHO). Currently, Nigeria is back on the list of Polio endemic countries joining Afghanistan and Pakistan that it had initially left behind. This is rather unfortunate.

    “As at today, Nigeria has a total of four Wild Polio Virus (WPV) cases all in Borno State. This set-back is a lesson that we should not be complacent after achieving a Polio-free status for more than 24 months that led to Nigeria being declared a non-polio endemic country.”

    Ohuabunwa: We must return to farming to fight recession

    Nigeria will only come out of the biting economic woes when people return to agriculture, Senator Mao Ohuabunwa (Abia North) has stated.

    Health Care and Communicable Diseases, said that the present economic depression calls for urgent attention to agriculture.

    Speaking in Ohafia during his maiden Town Hall meeting, Ohuabunwa said that it is obvious that the federal government has no plans to improve the economy.

    Ohuabunwa said that despite all the ruling party promised during campaign, it has nothing to show for the past one year.

    The senator stressed: “Things are hard in the country but that worst is that there is no plan to make it better.

    “The level of suffering in the country is unbearable. The only solution to the economic problem is for everyone to go back to farming.  I want to be a farmer myself.”

    He advised the people of the zone which comprises five local government areas of Arochukwu, Bende, Isuikwuato, Ohafia and Umunneochi to remain steadfast in the Peoples Democratic Party (PDP) so that by 2019 the party can take over. Ohuabunwa explained that the Town Hall meeting was in fulfillment of his campaign promise to regularly interact with the people for the good of the zone, which he described as a feedback mechanism for effective representation at the senate.

    He regretted projects he had brought before the

    senate including rural electrification for Isuikwuato and Umunneochi, road rehabilitation and erosion control were not included in the budget because he was not in the Senate at the time of the budget preparation because of the rerun election.

    Ohuabunwa said that he has plans to establish skill acquisition

    centre, institute a loan scheme for women and youth, scholarship for indigent students and empowerment program while brand new tractor would be purchased for farmers to make farming easier.

    He announced that arrangement has been concluded for SMEDAN to assist small and medium entrepreneurs to access loans to improve their production and the quality of their output.

    Ohuabunwa explained that he would have done more for the people but for the protracted election litigations, which he said “is taking much funds from me that would have been used for better things for my people”.

    He appealed to the gathering which comprised traditional rulers, political office holders, women and youth organisations, transport union to be patient as everything he promised would be accomplished, despite the litigations he has been facing.
