  • Rerun election: Hold Kwankwaso responsible for breach of peace – Kano APC

The ruling All Progressive Congress (APC) in Kano state has urged security agencies and Kano residents to hold Senator Rabi’u Musa Kwankwaso responsible should there be any breach of the peace before, during and after the March 23 governorship re-run election in the state.

In a statement signed by the state Commissioner of Information, Youth and Culture, who doubles as the Chairman, Publicity Committee, Kano APC Campaign Organization, Malam Muhammad Garba, the APC leadership in Kano expressed worry over inciting comments credited to the former Governor (Kwankwaso) and wondered why he has not been called to order by security agencies in the state, particularly, the police.

He said, “it is no longer secret that Senator Rabi’u Musa Kwankwaso has seen the March 23 supplementary election as a war he is not ready to lose. His recent utterances indicate his ability to incite and cause violence in the state before, during and after the elections”.

“It is on record that Senator Kwankwaso has continued to mobilize his followers to cause chaos and mayhem in Kano all in the name of election, even though he is not a candidate in the contest”.

“It is pertinent at this crucial period to draw the attention of the Federal Government and security agencies to recent inciting comments credited to Senator Kwankwaso, calling for war and violence before, during and after the elections.”

The statement added that, “as a responsible party, the APC believes that election is not a do-or-die affair. Governor Abdullahi Umar Ganduje remains a peace-loving leader who would not want any blood to drop because of election.

“Governor Ganduje believes that power belongs to God and only Him can give and take away power. The modest achievements recorded by his administration are enough to give him victory.

“We wish to call on Kano stakeholders to delve into the situation and call the agents of violence to order. The Ganduje administration since its inception has continued to record and maintain peace. “We have enjoyed peace and development in the state all this while, and it will not be to anyone’s interest to allow few elements to destabilize this peace because of their selfish interest.

“To this end, the ruling APC in Kano remains hopeful of victory at Saturday’s rerun election. We call on all our teeming supporters and the good people of Kano state to remain calm, and continue to maintain peace and order for the overall interest of our dear state.”

  • Police arrest 70 over bloody clash in Kano

More than 70 people have been arrested over the bloody clash between supporters of the immediate past governor of Kano State, Senator Rabi’u Musa Kwankwaso and the House of Representative member representing Kiru/Bebeji Federal Constituency, Hon. Abdulmuminu Jibrin Kofa.

Confirming the arrests to our reporter on the phone, the spokesman of the Kano State Police Command, DSP Abdullahi Haruna, also said that Hon. Kofa and the chairman of Bebeji Local Government Area, Alhaji Ali Namadi Bebeji, were also invited by the police.

DSP Haruna, however, noted that Kofa was only invited alongside some political leaders in the area for investigation and questioning on the cause of the clash.

The Nation recalls that five people were feared dead on Thursday at Bebeji Local Government Area of Kano State when supporters loyal to former Governor of the state, Senator Rabi’u Musa Kwankwaso and former House Committee chairman on Appropriation, Alhaji Abdulmumuni Jibrin Kofa, engaged in a bloody clash.

According to eyewitness account, trouble started when Senator Kwankwaso’s convoy, while returning from a campaign, rally passed through an open space where Kofa and his supporters were praying for the peaceful conduct of the general elections.

It was gathered that Kwankwaso’s convoy disrupted the prayer session, resulting in the bloody clash that reportedly led to the death of five people while many others were injured on both sides.

According to an eyewitness account who pleaded anonymity, “the long convoy of Senator Kwankwaso, which disrupted the prayers, was actually the cause of the problem.

“It was, indeed, a bloody sight. The Kwankwaso people had provoked Kofa’s supporters who were conducting a peaceful prayer session for the peaceful conduct of the elections.

“I counted five dead bodies which were moved away on a police Hilux Van. Many vehicles were set ablaze and buildings around the Kofa Neighbourhood were also burnt.”

Confirming the incident, the House of Representatives member in a telephone interview said that senator KwanKwaso’s supporters attacked his house on their way back from Bebeji and Kiru local Government.

According to him, over 60 vehicles were burnt while his house was not left out.

He added that the mobile policemen attached to Senator Kwankwaso shot sporadically for more than one hour, resulting in the death of many.

The spokesman of the PDP governorship candidate, Mallam Sanusi Bature Dawaki Tofa, accused Kofa’s supporters of launching attack on Kwankwaso’s convoy.

  • Kwankwaso, Ganduje in fierce political battle

With just a few weeks to the 2019 general elections, political gladiators in the ancient commercial city of Kano have intensified their leg-walks, strategies and permutations ahead of the 2019 general elections, reports Kolade Adeyemi.

Clearly, Kano remains one of the melting points of Nigeria’s political struggle, with huge electoral values to every serious contender for the office of the presidency. A checklist of states with the highest number of registered and eligible voters puts Kano, with 5.4million eligible voters, in second position behind only Lagos State. Expectedly, all eyes are focused on the major actors on its the political turf as the dates of the next general elections draw nearer.

One lead player in the unfolding political battle is the incumbent governor and leader of the All Progressives Congress (APC) in the state, Dr. Abdullahi Umar Ganduje. Another is Ganduje’s erstwhile political leader and predecessor, Senator Rabi’u Musa Kwankwaso. The imminent political contest is made more peculiar by the reality that the two lead gladiators at the centre of the storm, Kwankwaso and Ganduje, once governed Kano State on a joint ticket for eight years as governor and deputy governor respectively.

The duo, however, drew the battle line shortly after the former handed over to the later on May 29, 2015. Kwankwaso’s alleged quest to control Kano government house from Abuja and Ganduje’s reported firm resistance to godfatherism, snowballed into a deep-rooted political rivalry, which made Kwankwaso to dump the APC and return to the Peoples Democratic Party (PDP) while vowing to ensure that Ganduje is voted out of Kano government house during the 2019 elections.

But some pundits are of the opinion that, owing to recent political development in the state, Kwankwaso’s desire to frustrate Ganduje’s second-term ambition might remain a mere dream. Aside from his tussle with Ganduje, Kwankwaso had dumped the APC for PDP to pursue his presidential ambition and ultimately to create a platform and recruit a lieutenant, with whom to dislodge Ganduje from Kano government house.

Confident of the strength of his Kwankwassiyya Movement, the maverick politician thought-out his strategies and considered it a task so easy to accomplish. However, recovering from the hurts occasioned by his failure at the PDP’s presidential primaries in Port-Harcourt, Kwankwaso rushed back to Kano where he insisted that his son-in-law, Engr. Abba Kabir Yusuf, would fly the PDP gubernatorial flag, an imposition that further split the limping Kwankwassiyya Movement.

Ganduje, conscious of the trouble his former boss can give him politically, made good use of the opportunity created by Kwankwaso’s fresh trouble with his associates. He moved ahead of his former boss, lobbying the heavyweights within the Kwankwassiyya camp who were apparently miffed by the unilateral decision of Kwankwaso to impose a gubernatorial candidate on the state chapter of the opposition PDP.

The first among the Kwankwassiyya chiefs to take his exit and align with Ganduje was Kwankwaso’s former Commissioner for Special Duties, Brigadier-General Idris Bello Dambazzau. A close political associate and confidant of the former governor, Dambazzau’s dramatic exit from the Kwankwassiyya Movement did not only rattle Kwankwaso, but also shook the very temple of his political family.

The retired General had unexpectedly stormed the Coronation Hall, government house, where he openly removed his red cap, denounced Kwankwaso and vowed to work for the success of President Muhammadu Buhari and Governor Ganduje in the forthcoming elections. Dambazzau’s defection was followed by daily defection of thousands of members of the PDP and the Kwankwassiyya Movement into the APC. They would openly burn their red caps and signalled the sign of “four-plus-four.”

The major shocker came when the immediate-past deputy governor of the state, Prof. Hafiz Abubakar, walked back to his boss, Ganduje. Prof. Hafiz, a former Kwankwaso loyalist, had last October voluntarily resigned his position as deputy to Ganduje, in solidarity with Kwankwaso, who reportedly promised to handover the PDP gubernatorial ticket to him. But things fell apart, and the centre could not hold when Kwankwaso handed over the ticket to his son-in-law.

Apart from these associates leaving Kwankwaso to his fate in drops and in droves, some notable members of the Kwankwasiyya group have also decided to join Ganduje’s train ahead of the forthcoming elections. Penultimate Friday, a number of strong financiers and strategists of the Kwankwasiyya group paid a solidarity visit to Ganduje at the Kano Governor’s Lodge, Asokoro, Abuja. They assured him of their unalloyed support in the forthcoming elections.

In the delegation were Senator Isah Yahaya Zarewa, Arc Aminu Dabo, Bala Gwagwarwa, Babangida Sule Garo and Engineer Mu’azu Magaji  Dawakin Tofa, popularly called Dan Sarauniya. During a brief discussion at the meeting the governor held with them in the presence of the Director General, Ganduje Campaign Council, Alhaji Nasiru Aliko Koki, the visitors were visibly happy.

The former national treasurer of the APC who defected to the PDP with Kwankwaso last year, Bala Gwagwarwa, said they left the Kwankwasiyya Movement because the respect they deserve from Kwankwaso was not there. They accused him of postulating anti-democratic ideologies. He added that “everybody knows that we always support him because we believed he needed that support in his political engagements. But with the recent events, it appears that he doesn’t think we are matured enough to be consulted on issues like his choice of Abba K. Yusuf as the gubernatorial candidate of PDP Kwankwasiyya for 2019 election.”

He further assured that they came into APC fold to help Ganduje get another chance of four years to govern Kano, adding that “all we are after is the development of Kano State and the country in general. We believe Governor Abdullahi Umar Ganduje can deliver and he is delivering.” He hinted that more people will join them from the Kwankwasiyya group. “This is just the beginning. More are coming. We all believe that governor Ganduje knows the dignity of all irrespective of age or social status,” he said.

Also speaking, Engineer Mu’azu Magaji noted that, Ganduje’s style of leadership and human management is worth writing about. Insisting that “Kano’s development is what we are after not any other thing. We believe both President Muhammadu Buhari and Governor Dr Abdullahi Umar Ganduje mean well for the country and the state. The former governor thinks he could do and undo whatever he wishes. It may sound awkward, but Kwankwaso feels that Kano belongs to him alone.”

He added that “as you are seeing us here, we have many more coming towards our direction. For your information, we are in touch with Kwankwasiyya’s strong people across the state, who are disturbingly touched with the decision of Kwankwaso on fielding his choice gubernatorial candidate. And they too are coming our way. During the 1999 primary election Kwankwaso was given the ticket not because he was somebody’s son or an in-law to somebody.

“But he changed the pattern that was decent and orderly. Kwankwaso derailed from moral political practice. So, to us, he has nobody to blame but himself. People should also know that coming back to APC to us is not something difficult. Just look at how Governor Abdullahi Umar Ganduje accepts us with all open mind and smiling face. Among many factors for our defection is Ganduje’s humility, humane face, and unmatched infrastructural development, without any consideration to party differences.”

Just recently, Kwankwaso and the PDP suffered yet another huge setback when a frontline gubernatorial aspirant of PDP in Kano, Engr. Bello Sani Gwarzo defected to the APC with thousands of his supporters across the 44 local government areas of the state. Speaking during a grand rally to welcome the defectors, the Director General of the Engineer Bello Sani Gwarzo Campaign Organisation, Alhaji Mika’ilu Koki, said their decision to defect to APC is in view of its good policies and developmental programmes.

Koki lamented that their former party, the PDP, is not in any way interested in addressing the plight of the common man as evident by its retrogressive policies occasioned by poor governance which had retarded the development of the country. He added that “instead, they were more concerned about enriching themselves rather than making Nigeria great as evident by their poor governance in their 16 wasteful years in power.”

Moreso, Ganduje’s political prowess and popularity soared higher when the two-time governor of the state and former Minister of Education, Malam Ibrahim Shekarau, dumped the PDP and joined forces with Ganduje. Shekarau did not come alone; he came with hundreds of thousands of his political followers and disciples. Interestingly, Shekarau, is contesting the Kano Central senatorial seat, currently being held by Kwankwaso at the red chambers of the national assembly. Since 2003 when he defeated Kwankwaso as an incumbent governor, Malam, as Shekarau is fondly called, has become a political nightmare to Kwankwaso.

Though Kwankwaso is not re-contesting the senatorial seat, he planted one of his political godsons, Madakin Gini, as the PDP candidate for Kano Central. However, pundits have described Madakin’s candidature as a ladder to victory for Shekarau, as the former House of Representatives member cannot, in any way, withstand Shekarau’s political weight.

To add credence to Ganduje’s growing political fortunes, a Ghana-based public opinion poll group, Poll 4 Excellence Africa (P4EA) has come out with the results of 2019 Kano gubernatorial election opinion poll, scoring the state governor and candidate of the All Progressives Congress (APC), Dr. Abdullahi Umar Ganduje, 80 per cent above other contestants.

In a letter sent to Ganduje from Accra, signed by the coordinator general of the group, Mr. Ephraim Nonso, P4EA congratulated the APC gubernatorial candidate over the result of the opinion poll, which they said took them some months to conclude. According to the letter: “Congratulations Governor Abdullahi Umar Ganduje for securing such intimidating percentage in our opinion poll against 2019 general elections, gubernatorial election specifically in your own case.

“We are conducting similar polls in three strategic states in Nigeria. And very soon results from other states will be out for the public. Kano occupies some specific, highly strategic and unassuming democratic practice and culture, that is why we allocate more time to the state above all the remaining three states, identified. Members of the public expressed their unalloyed satisfaction with Ganduje’s delivery in all sectors of the state.”

The letter further stated that “public opinion suggests that Ganduje’s performance in all sectors serves as a shield between him and opposition political tricks. People believe that the governor would redouble his efforts when given another chance of four years. We learned that the choice of the gubernatorial candidate of the Peoples Democratic Party (PDP) by the Kwankwasiyya faction of the party spells doom for the group and the party in general.”

Also, when PDP Kwankwasiyya anointed their gubernatorial candidate, many heavyweights from the faction started backsliding. Apart from that, another issue militating against sound opposition from Kwankwasiyya is the fact that, up till now, the long standing leadership structure of the PDP does not see the Kwankwasiyya man as their own. Going by the political scenario in Kano currently, pundits believe that Ganduje is on the fast-lane to victory in the forthcoming gubernatorial elections in the state.

Though Kano politics remains capricious and the pendulum could swing with the barest minute left, it is, however, obvious that these are very tough times for Kwankwaso in this political season. However, in few a weeks to come, the battle royale will be fought and the real owner of Kano’s political soul will emerge. Who will it be? Ganduje or Kwankwaso? Surely, time will tell.

  • Ganduje to deputy: Quit now, if you wish

The Kano state Government has expressed great shock over what it described as unguarded remarks by the state deputy governor, Prof. Hafiz Abubakar who allege that, his life and that of his immediate family members are threatened.

In a statement signed by the state’s commissioner for Information, Youth and Culture, Malam Muhammad Garba said that the fault-finding comments made by Prof. Abubakar are not only unwarranted but also unfair to the state government.

“Rather than making such vituperative remarks, the embattled deputy governor is advised to make a choice of quitting or remaining in the government.”

According to him, the government holds the office of the deputy governor at high esteem, but however, sees him as too insignificant for government to commit state resources to orchestrate plan just to remove him from office, talk less of any attempt on his life.

Furthermore, to prove that the allegations made by the deputy governor were false, he was at Tuesday’s state Executive Council Meeting, and he came with fewer security aides.

‘’At the meeting, when His Excellency had to excuse himself to embark on a trip, he directed the deputy governor to preside over as usual, and that  all the resolutions reached at the meeting are binding, something that would not have been accorded him by his political godfather, Senator Rabi’u Musa Kwankwaso,’’ the statement adds.

Malam Muhammad Garba points out that despite several unguarded comments by the deputy governor, the government continues to accord respect and support for his office both morally and otherwise.

The statement also debunks allegation that he has not been provided with statutory official residence, pointing out that it was his choice to remain in the private residence as he personally brought the contractor that is handling the construction of his official residence.

  • Kano: Lawmaker accuses Kwankwasiyya of plotting to cause mayhem

    … It’s a lie, says Kwankwasiyya

The Chief Whip of Kano state House of Assembly, Hon. Baffa Babba Danagundi Thursday in Kano raised an alarm over alleged plot by the Kwankwasiyya Group led by Senator Rabiu Musa Kwankwaso to unleash terror in Kano on Sallah day.

Danagundi who is representing Kano Municipal, covering the Emir’s Palace, in a letter dated 13th June, 2018, signed by him, and addressed to the Inspector-General of Police, Mr. Ibrahim Idris and made available to The Nation, called on the police and other security agencies to come to the rescue of his constituency and save it on impending mayhem allegedly sponsored by the Kwankwasiyya Group.

Abdullahi Yusuf Attah and the state Director of Civil Defence, accused leaders of the Kwankwasiyya Group of sponsoring miscreants to cause breach of the peace in Kano Municipal during the Sallah celebration.

Danagundi accused former Secretary to the State Government, Alhaji Rabiu Bichi, former Chief of Staff and Commissioner for Water Resources to ex-Governor Kwankwaso, Dr. Haruna Adamu Dangwani of hatching a new plan to destabilize Kano.

According to Danagundi in the letter entitled ‘Notification of Illegal Activities of Kwankwasiyya People in Kano Under the Leadership of Senator Rabi’u Musa Kwankwaso,’ “I write to formally invite the kind attention of the Inspector-General of Police to recall the unfortunate incidence which occurred during the last year’s Sallah festivities at the Emir’s Palace, Kano where teeming supporters of Senator Rabi’u Musa Kwankwaso from Katsina, Jigawa, Bauchi and Kano, converged at the Emir’s Palace with the sole purpose to disturb public peace which the good people and Government of Kano enjoy.

“The Inspector-General of Police may wish to further recall that during the said incidence in which fight broke out within themselves due to failure to settle the amount promised the hired thugs.

“It took the intervention of the police and men of the State Security Services to rescue the victims and restore peace, otherwise, many people could have been killed in the mayhem.

“The said former Secretary to the State Government, Alhaji Rabi’u Sulaiman Bichi, former Principal Private Secretary, Dr. Haruna Adamu Dangwani (currently under investigation of an allegation of terrorism) and the former Commissioner for State Affairs, Comrade Aminu Abdulsalam, are believed to be hatching new plans for organizing another illegal gathering capable of causing public disturbances during the forthcoming Sallah celebrations.

“In view of the information available to me and as the member representing Kano Municipal where the Sallah festivities take place, I find it appropriate to draw the attention of your good offices to note that anything that might occur to disrupt peaceful atmosphere of my Local Government and the state at large as a result of activities of Kwankwasiyya people, the above identified persons should be held responsible.”

Reacting to the allegations leveled against the Kwankwasiyya Group, former Commissioner for State Affairs under the administration of Senator Rabi’u Musa Kwankwaso, Comrade Aminu Abdulsalam, debunked the allegations, describing them as false.

According to him, “the Kwankwasiyya movement in Kano and in Nigeria at large is known to be very peaceful. Our people are very organized. In spite of extreme provocations, we remain peaceful. We have been conducting ourselves in a peaceful manner in the last three years, even under extreme provocation by the state government and the likes of Dr. Baffa Babba Danagundi.

“Let me place it on record that we are senior citizens and responsible citizens of Kano and will never be party to anything that will trouble in the state or breakdown of law and order in the state.

“So, we refute the allegations and we dismiss all the claims raised in the letter by Hon. Baffa Danagundi as very untrue and false.”

  • Senate aborts debate of grazing bills

Senate aborts debate of grazing bills

The debate of the controversial bills for the establishment of Grazing Areas Management Agency and another for the establishment of National Ranches Commission was aborted in the Senate Wednesday.

The bills entitled “ A Bill for an Act to provide for the establishment of Grazing Areas Management Agency and for other related Matters, 2016 sponsored by Senator Rabiu Musa Kwankwaso (Kano Central); A Bill for an Act to provide for the establishment of National Ranches Commission for the regulation, management, preservation and control of ranches and for connected purposes, 2026 proposed by Senator Barnabas Gemade (Benue North East) and A Bill for an Act to control the keeping and movement of cattle and related matters thereto, 2016 sponsored by Chukwuka Utazi (Enugu North), were withdrawn due to disagreement on the way forward.

Deputy Senate President, Senator Ike Ekweremadu, told his colleagues that the upper legislative chamber lacked the power to legislate on livestock matters.

Ekweremadu said that the states were better suited according to constitutional provisions to deal with the issues raised in the bills since the issues were residual matters.

He said, “The issues at stake here are neither in the Exclusive List nor in the Concurrent List. I believe therefore it is a Residual matter; it is for states to decide how to deal with it.

“I believe the matter here concerns everybody given the level of carnage and the conflicts going on in different states so I feel the concern of my colleagues but unfortunately we do not have power to legislate on matters relating to livestock in this Assembly.

“It is a matter reserved for the states. So, I believe that the bills by Kwankwaso, Gemade and Utazi is beyond the reach of this National Assembly and should be accordingly withdrawn so that the states under the constitution should be able to deal with the matters which the constitution has prescribe for them.

“I will like to see somebody to show me anywhere in the Exclusive List or Concurrent List that has given us powers to legislate on this matter because they are not in existence.”

Ekweremadu quoted copiously from the constitution to buttress his position.

Senate Leader, Mohammed Ali Ndume, in his contribution said that Ekweremadu raised fundamental issues that should not be ignored.

Ndume said that there was no point the Senate wasting its time debating the Bills if it lacked power to legislate on the matter.

He said, “I just want to join the DSP to explain. I just want to remind us of Order 81 and also appeal that we are the Senate. We should not allow any emotional or whatever this thing to guide us.

“The point that the DSP raised is a very important one. Number one, if we don’t have the power to make laws if it is so, I think there is no need to even start arguing on it. But having said that if that is not even the case our rules 81 say second reading of bills.

“On the order of the second reading of bill being read, a motion maybe made that the bill now be read the second time and a debate may arise covering the general merits and principles of bill. What is now before us to be very candid is just the heading of the bill which attracted us.

“We should hear them out on the merits if that is possible but if it is not possible Mr President, it is because we don’t have the powers to do it then we just waste our time but if we have I think we should listen to the merits and principles of the bills.”

Senator Gemade who spoke on the consolidation of the bills, noted that though the three bills seemed to deal with the same subject matter, the fundamentals of the bills are different.

The Benue North East lawmaker, who noted that there must be things acceptable in the bills, said that the issue of consolidation of the bills should left for the committee stage.

Senate President, Abubakar Bukola Saraki seemed not to be comfortable with the trend of debate of the bills.

He said that since the understanding that the bills would be consolidated could not sail through, the bills should be stepped down.

He noted that the only reason bills were captured in the Order Paper was on the understanding that they would be consolidated.

Saraki said, “Before the point of order of Deputy Senate President, I had already put a suggestion that these bills are on the Order Paper based on the discussion I had with the sponsors that the bills will to be consolidated.

“It is clear from the discussion today that it is not so and my view is that since the basis by which they came on the Order Paper has changed, the way forward is for us to step them down from the Order Paper of today.

“I will want the leader to move that we step them down from the order paper of today to another legislative day.”

After Saraki’s suggestion, Ndume promptly moved that the bills be stepped down.

    The motion was adopted.
