    Shaibu Husseini: Redefining NFVCB in two years

    Since the creation of the National Film and Videos Censors Board, Nigerian creatives have continued to yearn for a purposeful leadership of the board.

    However, since the emergence of Dr. Shaibu Husseini, the board has undergone tremendous improvement in its affairs and relationship with Nigerian creatives.

    A creative and journalist, Dr Husseini’s appointment by President Bola Ahmed Tinubu received many commendations and applause from the members of the creative community.

    Hence, his success didn’t come as surprising to many of the industry stakeholders.

    In a recent chat, Dr. Husseini shared the secrets behind his remarkable achievements at the helm.

    Dr. Husseini attributes his success to divine guidance and praises his team’s dedication and expertise. He highlights the importance of staff welfare and involvement, ensuring a highly engaged team.

    Since he assumed office 2024 till now, Husseini has spent time turning vision into action not just as a regulator but as a partner in growth for the Nigerian creative industry.

    In the last 24 months, Husseini has traveled, spoken on local and  global panels and met with the brilliant minds shaping our future.

    He said, “My mission has been simple: to make processes faster, protect our creators’ intellectual property and ensure that we balance creativity with regulation.”

    In his bid to make a positive impact on NFVCB, Dr Husseini set out to correct the popular ills and complaints of the creatives. From cutting down time for film classification to moving from censorship to classification and protection of the craft, Dr Husseini has continued to score points in the last two years.

    Analysing his achievements, Dr Husseini said, “ I have cut down wait times for film classification so creators can get their work to the world without delays. I am leading the move from “Censorship” to “Classification,” pushing for new laws that empower creativity rather than just restricting it. I am taking a firm stand against unauthorized streaming and unclassified uploads on platforms like YouTube. If it’s not classified, it shouldn’t be live.

    “Beyond the paperwork, I have been on the ground facilitating media literacy and capacity building, directly impacting the next generation of filmmakers.  Collaboration is the heartbeat of Nollywood. Whether I am attending events or streamlining digital licensing, I am committed to building a transparent, globally competitive industry we can all be proud of. The future of African storytelling is bright and I am honored to help guide the way.”

    On his experience as the Executive Director of NFVCB, Husseini said, “Two years down at the National Film and Video Censors Board – NFVCB, two years of service, learning, and impact. I am grateful to God for His faithfulness and for the journey. Thankful to Mr. President Asiwaju Bola Ahmed Tinubu and the Honorable Minister Hanatu Musa Musawa, for the trust and confidence. I am also grateful to the dedicated team and stakeholders who made the work and journey  meaningful and worthwhile.”

    In a recent radio conversation on Mainland FM 98.3, Dr. Shaibu Husseini, Executive Director of the National Film and Video Censors Board (NFVCB), has shared the secrets behind his remarkable achievements in under a year at the helm.

    Dr. Husseini attributes his success to divine guidance and praises his team’s dedication and expertise. He highlights the importance of staff welfare and involvement, ensuring a highly engaged team.

    Accompanied by the Director of Corporate Affairs, Ogbonna Onwumere, and Jesse Okoroafor of the Lagos Office Corporate Affairs Unit, Dr Husseini opened up to the Village Square Team of Frank Meke and Bunmi Adenji.

    During the chat, the Executive Director was asked, ‘What does the NFVCB do?’

    Going down memory lane, Dr. Shaibu maintained that it is a global convention for government institutions to set up a structure to regulate the film industry, knowing that as an act of work, film has a massive influence on people and society.

    He said the NFVCB was set up to censor and classify films and video works imported or produced in the Country to ensure that vulnerable children are protected from watching films that could be harmful to them, among other things.

    Speaking further, he said he has a friend who never visited any part of Europe or America but dresses and speaks like them because of the influence of their films on him. He also referred to another woman who also dresses and speaks like Indians because she watches their films. According to Dr Shaibu, most of the violence some children exhibit are influenced by the films they watch.

    He stated that the NFVCB was set up in 1993 to classify films and video works, to license a person to exhibit films and video works, license premises for the purposes of exhibiting films and video works, regulate and prescribe safety precautions to be observed in licensed premises, ensure we have a safe and healthy screen  among others.

    Dr Shaibu also explained that though the Board has been existing since the colonial era it has been lying fallow over the years that so many people are unaware of its existence.

    “On assuming office, I launched the safe screen campaigns, healthy screen campaigns and many others to enable people to understand the type of film to watch based on the rating,” he said.

    Husseini used the opportunity to restate that the Board no longer censors films, but only classifies. This, he opined, necessitated engaging filmmakers to appeal to them to make clean films by managing their contents very well to make the NFVCB job easier.

    On why he went to engage with the stakeholders after his appointment, he said that it was critical for him to do that to make his work easier as well.

    He said it is very difficult to achieve proper enforcement without having an excellent understanding with the stakeholders because they would resist every effort that goes against them. Besides, most stakeholders believe that he is one of them, and he felt the need to seek their support.

    “I explore every opportunity available to engage them for better understanding. I have been encouraging my staff to have a good understanding also with the stakeholders in the film industry,” he said.

    On staff welfare, Dr. Husseini said that he is a firm believer of the system that gives priority to the staff welfare and their training. The Executive Director was full of commendation for the staff.

    The Executive Director disclosed that Nollywood was so blessed in December 2024 that there were five blockbuster films running concurrently in the cinemas. He disclosed that it is interesting to note that the Nollywood films were having more box office numbers compared to foreign films running at the cinemas.

    The Executive Director and Chief Executive Officer of the National Film and Video Censors Board (NFVCB), Dr. Shaibu Husseini, has rolled out plans for the New Year while expressing optimism about the future of the Nigerian film industry.

    Speaking on Lagos Television’s programme ‘The Conversation,’ Dr. Husseini highlighted his plans for the board.

    The Executive Director also announced plans to establish a script writing lab to improve the skills of local writers. Dr Husseini stated that the establishment of the proposed production labs will reduce the challenges most Nigerian films face in other countries.

    According to him, the board no longer censors films, rather classifies them.This greatly puts the responsibility of the rating of the film entirely on the filmmaker, because the board classifies based on the classifiable elements in the film.

    For instance, some Islamic countries may not allow the showing of films with certain levels of nudity in their jurisdictions. He was, however, optimistic that the establishment of the Production Labs, will enhance the skills of the filmmakers. He acknowledged that despite all these challenges, Nollywood had a remarkable year in 2024.

    Husseini also disclosed that the Hon Minister has approved a proposal from the board to grant a two-year waiver to investors interested in opening a minimum of five community cinemas. This initiative aims to increase revenue generation from the film industry and bring cinema closer to the people at an affordable rate.

    As the industry looks forward to 2025, Dr. Husseini expressed optimism about its potential for growth and global recognition. He emphasised the need for skilled professionals in different aspects of film production and encouraged stakeholders to take advantage of the government’s interventions and the NFVCB’s initiatives to develop the industry.

    Dr. Husseini further identified funding, poor production quality, and censorship restrictions as major challenges facing the industry. However, he expressed confidence that these challenges would be addressed in 2025.

    Shaibu Husseini opens up on ‘Healthy Screen in Abuja’

    The Executive Director and Chief Executive Officer of the National Film and Video Censors Board (NFVCB), Dr Shaibu Husseini, Ph.D has recently lent his voice to healthy screens in Abuja.

    Husseini, recently, participated in an insightful discussion on Nigeria Info 95.1FM where he spoke extensively on the impact of media content on society, particularly the youth, in the Federal Capital Territory.

    Husseini, during the interview, corrected the erroneous impression in some quarters that the board is only engaged in classification of films and video works.

    According to him, the board carries a lot of advocacy into ensuring a healthy screen for the unsuspecting Nigerian youths. This it does through media literacy campaigns geared towards making more Nigerians media literate in the observance of the classification ratings of the board.

    The film enthusiast also stated plans by the board to engage more in the churches, mosques, market places, in addition to the numerous institutions of learning visited.

    Finally, he disclosed plans by the board to join women in the South Eastern part of the country during the famous August Meeting to discuss a healthy screen for our nation.

    According to him, after the meeting, the women will become more media literate and will be inducted as the Board’s ambassadors in advancing the course for the adherence of the classification ratings of the Board in their respective families leading to a healthy screen.

    The Managing Director of the Nigeria Film Corporation, Ali Nuhu recently paid a courtesy visit to the Executive Director of the National Film and Video Censors Board, Shaibu Husseini, Phd.

    The Nation was reliably informed that the star actor visited Shaibu in his Abuja office in Abuja.

    It was further gathered that the two chief executives spent time discussing how to move the entertainment landscape forward.

    Nuhu and Shaibu, it was gathered, have agreed to collaborate in taking the Nigerian film industry to a greater height.

    The two unanimously resolved to collaborate and be on the same page on matters regarding the sector for the overall growth of the industry.

    Nuhu and Shaibu have been major stakeholders on the Nigerian film scene with each of them contributing to the development of the industry in different capacities.

    While Nuhu is a celebrated actor, director, and producer, Shaibu is a film critic, writer, and member of the judges of Africa Movie Academy Awards, AMAA.
