    Shema: I’m being persecuted

    The detained former Governor of Katsina State, Alhaji Ibrahim Shema, yesterday alleged that he is a victim of political persecution.

    Shema is in the custody of the Economic and Financial Crimes Commission (EFCC) in connection with the ongoing probe of alleged N74.6billion fraud.

    He said he is also ready to defend himself based on the fairness, justice and the rule of law.

    He however faulted Governor Aminu Bello Masari for advising him to go and defend his reputation.

    Shema, who made his views known in a statement through the Head of his Media Team, Oluwabusola Olawale, said he should be charged according to the rule of law not political and media trial which is presently the trend.

    The statement said: “Our attention has been drawn to the statement credited to Governor Aminu Bello Masari in the media offering unsolicited advice to former Governor Ibrahim Shehu Shema on the need to defend his reputation.

    “ That has been our position since Governor Masari embarked on character assassination and witch hunting of Ibrahim Shema, we have said it several times that Shema should be charged according to the rule of law not political and media trial which is presently the trend.

    “It is curious and surprising that more than a year that Governor Masari has been telling the whole world through over 100 radio, television and newspapers interviews that he has evidence to prosecute Ibrahim Shehu Shema of PDP, he has failed to prosecute and charge Shema to court of competent jurisdiction with his evidence yet he has pronounced Shema guilty of the offences through the media without trial.

    “Governor Aminu Bello Masari further exposed himself and his hatred for Shema in his statement published on Wednesday, September 21, 2016 in some selected newspapers when he stated that “ our advice to the former Katsina state Governor is that he should be manly enough to bear his cross without casting himself as an injured party innocent of the offences he wilfully committed.”

    “With this statement, Governor Masari of APC has pronounced Shema guilty of offences without trial and we are leaving the rest for the public to judge.”

    Shema insisted that his travails were nothing but political persecution.

    The statement added: “So far we have been vindicated that Shema is facing nothing but political persecution. This is further confirmed by the fact that the government is yet to charge Ibrahim Shehu Shema to court for any of the offences he was said to have committed despite more than a year of investigation by Governor Masari of APC by setting up over 13 different committees populated by APC card carrying members/ even members of his cabinet.

    For about eight and a half hours, the Economic and Financial Crimes Commission (EFCC) yesterday grilled a former Governor of Katsina State, Alhaji Ibrahim Shema, for alleged N74.6 billion fraud.

    There were strong indications last night that Shema might be detained for some days.

    But the ex-governor expressed regrets that he was dragged before the EFCC because he left Katsina State as a debt-free state.

    According to a top source, Shema arrived at the EFCC’s office in Abuja at about 9.30 am while his interrogation started around 10 am.

    As at 6.54 pm yesterday, the ex-governor was still answering questions from a team of investigators on how contracts were awarded during his tenure.

    Shema was the governor of the state between 2007 and 2015.

    The source said: “The ex-governor, who initially made a statement, was ushered into the interrogation room at about 10 am where he interacted with our detectives.

    “We confronted him with a copy of the petition by the Government of Katsina State on alleged diversion of N18.6 billion by him, his sons and cronies.

    “We also asked him to account for alleged mismanagement of over N56 billion in seven years and N30 billion security votes by the Ministry of Local Government and Chieftaincy Affairs.”

    Responding to a question, the source added: “So far, we have interrogated the former governor for eight and a half hours.

    “From the look of things, we may have to detain him for some days. We have isolated a lot of issues for him which requires more time.”

    The Head Media Team of Former Governor Ibrahim Shehu Shema, Oluwabusola Olawale, in a statement in Abuja, confirmed the interrogation of the governor.

    The statement said: “We have reiterated it on different occasions that the former Governor Ibrahim Shehu Shema has nothing to fear and he is ever ready to defend himself. But he should not be subjected to political and media trial.

    “All he wants is fairness, justice and equity in accordance to the rule of law.

    “Former Governor Shema left Katsina State as a debt-free state despite the massive infrastructural development during his eight-year tenure.

    “We appreciate the concern of well-meaning Nigerians who have expressed support and solidarity for Ibrahim Shehu Shema over the politically motivated, wicked and malicious allegations by Governor Aminu Bello Masari of APC.

    “The whole agenda is a campaign of calumny by Governor Aminu Bello Masari of APC to pull Ibrahim Shehu Shema down because he feels too small to occupy the big shoes and meet the giant strides of Ibrahim Shehu Shema as his predecessor in office.”

    Immediate past Katsina State Governor Ibrahim Shema has described as deliberate falsehood, allegations of misappropriation of funds and huge debt profile levelled against his administration by Governor Aminu Masari.

    Shema, in a 13-page petition addressed to President Muhammadu Buhari written on his behalf by the law firm of Chief Wole Olanipekun (SAN), decried what it called the unexpected campaign of calumny waged against him by Masari.

    Titled: “Deliberate blackmail, denigration, vilification and persecution of Dr. Ibrahim Shehu Shema, the immediate past Governor of Katsina State by the Governor Aminu Bello Masari-led administration – appeal for caution,” the petition described the allegations as untrue and unconscionable attempt to sully the locally and globally applauded developmental strides of Shema’s tenure as well as dent his image.

    The letter, according to the law firm has become necessary, giving that operatives of the Economic and Financial Crimes Commission (EFCC) have started hounding the former governor’s appointees, without any charge or accusation, and without information on who their accusers were.

    Urging Buhari to call the Masari-led administration to order, it said that heavy propaganda was being mounted against Shema by the present administration through the state owned media, portraying him and his government as treacherous.

    On the alleged N42 billion debt incurred by his administration, Shema said no loan, whether internal or external, private or public, local or foreign, was applied for, collected, received or in any way obtained for Katsina state.

    He denied owing local government workers N6.2billion gratuity, adding that the local governments were incharge of payment of salaries and gratuities of their workers.

    The petition reads: “In appreciation of and respect for the constitutionally created tiers of government, local governments were in charge of payment of salaries and gratuities to their workers. Hence, the alleged N6.2billion gratuity, which is obviously fabricated, cannot in any way or under any guise be tagged or branded ‘a state debt’. It is also untrue that a sum of N3.1billion or any other sum was owed in gratuities to retired civil servants/workers as at the end of the tenure of our client.

    “Particularly, in response to the contrived allegation on the foreign debt portfolio of $78million USD, our client categorically posits that this figure represents an accumulation of facilities taken and facilitated by previous administrations in the state, starting from the military era; and not a single dollar of it was incurred, borrowed or obtained by the administration led by our client…some predate the inception of Katsina State in 1985, and others dating as far back to 1965-about two decades before the creation of Katsina State.

    “It is therefore, mind-boggling and preposterous that the Masari administration would make such unfounded allegations, despite the well documented report and details furnished it upon inauguration.

    “For the avoidance of doubt and at the risk of repetition, be it noted that not one cent of the said loan was incurred during our client’s tenure as Governor.

    “What is more? The Federal Government, right from time, makes the necessary deductions from the monthly statutory allocations due to Katsina State, in order to settle this foreign debt portfolio.

    “These monthly deductions, at some point, were as much as N72 million every month. As a result, the Ibrahim Shema led-administration appointed an external auditor to audit all the payments made and the actual state of the alleged debt.

    “The external consultant, in its preliminary report, stated that not only had the debt been completely defrayed, the state had probably overpaid and was entitled to some refund.

    “In his handover note, our client further advised the present administration to conduct a more comprehensive evaluation into the repayment of the loan and pursue a refund of the probable excess payment.

    “All the above were intentionally left out of the report of the transition committee. Our client challenges the Masari administr?ation to make public, any foreign loan taken by his administration, as well as the date, the creditor (foreign bank), amount, and the purpose for which the purported loan was obtained.

    “Our moneys disbursed by or through the Ministry of Finance throughout our client’s administration were carefully documented and the said documents were supplied to the present administration.

    “It is therefore, strange and mischievous to say the least, that the transition committee alleged that a sum of N13billion is unaccounted for by/at the Ministry of Finance, without supporting the said accusation documentarily, factually and without founding same on any logical or analytical ground.

    “This mischievous allegation totters the imagination and begs the following questions, to wit, how would the sum of N13 billion ‘disappear’ from a ministry in Katsina State when the same government admits that the amount left in the coffers of the state by the Ibrahim Shema led administration is in excess of N4 billion as at May?

    “How would anyone allege that such an amount is unaccounted for when it is on record that Katsina State was|is the only state in Nigeria that fully paid the salaries of civil servants and did not owe any arrears in salaries as at May 29?

    “We invite Mr. President to note that this outstanding performer and very prudent administrator (our client), settled May, 2015 salaries before leaving office. How could such an amount of money be said to be ‘misappropriated’, when the Ibrahim Shema-led administration constructed a 35 thousand capacity stadium?

    “Barring any ominous underpinning, a cursory look at the books of the Ministry and all rhe documents revealed that there were no misappropriated funds and all funds were disbursed by the Ministry of Finance, and more, were used for the enviable projects executed by the state during our client’s tenure,” the letter stated.

    It confirmed the transfer of N7 billion to ALGON account, noting that it was done in compliance with the allocation procedures of the state.

    “The said sum is designated for the payment of salaries of members of the staff of 34 Local Government Areas of Katsina State, and applied in respect of the joint projects by the local government areas (LGAs).

    “While the LGAs exercised immense autonomy in the use of this fund, our client ensured that same was dispensed and/or used and applied shrewdly and prudently.

    “Again, it is untrue that the SUBEB fund was misappropriated. Using the mildest of terms, this allegation is nauseating. All funds which have been allocated to Katsina State SUBEB have been appropriately and judiciously appropriated.

    “At this point, it is important to mention that throughout our client’s eight-year tenure, he set up a free education programme for the entire Katsina State.

    “Little wonder, the state was annually adjudged as the best performer by the Universal Basic Education Board (UBEB)…

    ‘As regards the heinous allegations of N7,100,000,000 SURE-P fund, our client states that this is totally false and baseless. The disbursement of the SURE-P fund in Katsina is budgetarily provided for, and duly expended in strict compliance with the provisions of the state’s Appropriation Law.

    “All expenditures were duly tabled at the floor of the State House of Assembly and duly approved. The import of this is that the disbursements, allocations, and/or usage of the said funds are well documented.

    KATSINA State Governor Ibrahim Shema was at the weekend  honoured with The Sun Outstanding Performance Exit Award.

    The governor was honoured for his outstanding performance in governance in the last eight years.

    Speaking at the Eko Marquee of Eko Hotel and Suites on Victoria Island, Lagos, Shema thanked the Publisher/Chairman of The Sun and its management.

    He described the award as descent and honourable.

    He said The Sun has demonstrated capacity for sustaining integrity in Nigeria and in Africa.

    The governor said: “There is only one sun in the entire world. This is one award that has no string attached; it is one award that is given and funded exclusively by The Sun Publishing House; it is one award that is given to a governor that is leaving office. Not one that is just starting or one that anyone can look out to for contracts or profit.

    The Sun has set a pace and I hope that our friends, colleagues and those coming will take seriously the idea of service delivery that will be of service to humanity.

    “Wherever we are in the position of leadership, we should support and advance the course of this nation and its people.”

    He prayed that Nigeria would continue to enjoy peace, unity, progress and development.

    “This is a great nation that deserves decency and honour, our leaders must ensure dedication, commitment and continue to make the nation grow in the most successful democracy.

    He described the just-concluded elections as a watershed in the history of the country, adding that it defied all predictions of violence.

    He urged Nigerians to sustain the pervading spirit of peace, which, he said, would move the country forward.

    Former Abia State Governor and Chairman / Publisher, The Sun, Orji Uzor Kalu, said; “It is at no financial cost to receive the award, but rather The Sun has paid all the bills for what is going on here today. The Sun is the only newspaper organisation that gives award without receiving any money from the awardee. In fact, I wish that the board of editors created cash also for the outgoing governor to go home with.”

    He described the award as better than ‘Man of the Year Award’, adding that the award was important because the governor is leaving office in less than 20 days.

    Former Ogun State Governor Gbenga Daniel, who chaired the occasion, described The Sun as a newspaper of excellence and prayed that the paper would continue to succeed and move from strength to strength.

    He congratulated and applauded Shema for the good works he has done in Katsina and for the turnaround in developing infrastructure without borrowing money.

    NGO praises Shema for allowing college to release Buhari’s results

    A group, CITAR-NGO, yesterday praised Governor Ibrahim Shema for allowing Government College, Katsina to release the results of the presidential candidate of the All Progressives Congress (APC), Gen. Muhammadu Buhari. It said it was a unique political development for the governor to have allowed the college to follow due process without interference. The group made the commendation in a statement by its Executive Director, Mohammed Yakubu (Jikan Wakili).

    The statement said: “In the light of the furore created by the General Muhammadu Buhari certificate saga, we wish to strongly commend the conduct and maturity of the government of Katsina State in the way it maintained total neutrality by allowing due process to take its course. “Gen. Buhari, who is from Katsina State, is the presidential candidate of the All Progressives Congress (APC), while the Katsina State government is under the Peoples Democratic Party (PDP).

    The issue of Gen. Buhari’s secondary school certificate has been a subject of intense debate and controversy especially between the two leading political parties in the presidential race scheduled for February 2015. “Our commendation of the government of Katsina State stems from the prompt manner that Buhari’s former school, Government College Katsina, which is under the direct supervision of the Katsina State Ministry of Education allowed due process to prevail and by so doing allowing the school to release Gen. Buhari’s results. “We note with pleasure that even though Gen. Buhari belongs to the APC while the Katsina State government is under the Peoples Democratic Party (PDP), the State government did not interfere with the independence of the school or the Ministry of Education in processing Gen. Buhari’s request for his school certificate results to be released.

  • Shema: A governor’s contempt for opposition

    MY only physical interaction with Katsina State Governor, Alhaji Ibrahim Shema, occurred on April 12, 2007. It was at Dustsin-Ma, his hometown. As an Assistant Editor with Punch newspaper, I headed a three-man team deployed by the newspaper in Katsina State to monitor the governorship election Shema eventually won on the platform of the Peoples Democratic Party (PDP). The election in Katsina State was of general interest because the late former Nigerian president, Umaru Yar’Adua, an indigene and sitting governor of the state, had picked the PDP ticket for the presidential election scheduled to hold seven days after the governorship. Besides, Gen. Muhammadu Buhari, another indigene of the state, was also the presidential candidate of the All Nigeria Peoples Party (ANPP).

    The foregoing scenario accounted for the attention the state generated not just from the media and election monitors but the general public. With virtually all the media houses in the country deploying reporters to monitor the elections in Katsina State, the state invariably hosted an army of journalists doubling as election monitors. For logistics reasons, we divided ourselves into groups and spelt out the local government areas to be covered by each group. Among the local government areas that fell to my group were Daura, Buhari’s local government, and Dutsin-Ma where Shema hails from. My group decided to visit the two statesmen and sound them out on the governorship election as well as the presidential election scheduled to take place a week later.

    Our meeting with Buhari in Daura remains one of the most shocking experiences of my life. Realising that we were going to meet a former head of state who had also served as Minister of Petroleum Resources and Chairman of the defunct Petroleum Trust Fund, I expected to meet Buhari in a fortress like the one Gen. Ibrahim Babangida erected in Minna, Niger State. But there, he was in a three-bedroom bungalow whose sitting room was austerely decorated with mahogany furniture. Clad in all-white babanriga and a white cap to match, he welcomed us in his gentle voice. He told us that the house where we met him actually belonged to his younger brother. Feeling that Buhari’s house in another part of the town had become an eyesore unbefitting of a former head of state, the younger brother asked Buhari to move into the bungalow while he helped the former head of state to renovate his own house which I later learnt is also a bungalow.

    Before the meeting with Buhari, we had met with Shema in a hut in front of his house in Dutsin-Ma. Knowing that he was the candidate favoured to win the election because of the popularity of his party in the state, I had expected to meet Shema in a boisterous state, but the Shema that confronted us was the sober one beaten into a timid mien by anxiety. As would be expected, we chatted with him about the election, asking if he expected victory at the end of the day. If he was sure of victory, he did not do or say anything to give it away. He came across as a perfect gentleman Katsina people would be lucky to have as governor.

    He was even quick to give us his mobile phone number, and I remember joking that I would call him before the result of the election was announced because it might be impossible to reach him thereafter.Of course, he responded by assuring us that the allure of office would not change his gentle and friendly disposition, saying that he would be very reachable even as the chief executive of Katsina State. After the interaction we had in 2007, I have not made an attempt to visit the governor or even call him on the phone. But I have heard and read enough about him since then to suspect that he is no longer the amiable individual we met in Dutsin-Ma about seven years ago. His gentle disposition appears to have been so defiled by power that he now sees a fellow human being as an object of no higher value than a cockroach.

    Governor Shema reportedly unleashed tension on the state recently after inciting his supporters against their APC counterparts in the state, describing the latter as cockroaches and urging the supporters of the PDP to wipe them out. Shema, who reportedly addressed his supporters in Hausa, was quoted as saying: “If you look around, some states that I will not mention here, they keep making the headlines that PDP could not do this or that, but they should know Katsina State is PDP and we have done it. You should not be bothered with ‘cockroaches of politics.’ Cockroaches are only found in the toilet even at homes. If you see a cockroach in your house what do you do?” he is quoted as asking. The crowd was quoted as responding, “You kill it!” to which the Governor agrees, saying “Crush them! Anyone who does anything against you, we will retaliate, I am telling you now. Before now, people from the opposition would humiliate us in the PDP and we would say don’t do anything about it. But now, I am telling you to fight back. There should not be mercy or moderation!”

    His supporters have tried to rationalise the speech by saying that what the governor meant was that his supporters should crush the APC supporters at the polls. They are also worried that the governor’s critics were mischievous in singling out the section from the long speech the governor made on that occasion. These are, however, beside the point, and their defence has been too tepid as to be an afterthought. Apart from being one of the most detestable species of animals on account of their ugly physical appearance, cockroaches are vectors for the transmission of pathogens. They spread diseases, trigger allergies, contaminate food supplies and generally make our body ache with disgust upon sighting them. The world was alarmed recently when a Boko Haram suspect declared that the ruthless sect had found it easy to slaughter people because its members see no difference between a human being and a chicken. But here is a governor describing political opponents not even as chickens but as cockroaches. Many have since reasoned that Shema’s comment offers an insight not just into the governor’s personal mentality, but the mentality of the party he represents. Nobel laureate, Prof. Wole Soyinka, once described the PDP as a nest of killers and there seems no better way to justify the observation of the respected scholar than Shema’s declaration of fathia on hapless party supporters. This, coupled with the lukewarm attitude of the ruling party to the killings in Borno, Yobe, Adamawa and other parts of the country, explains why the country is in anomie.

    Clark condemns Shema, Amaechi over comments

    A former federal commissioner, Chief Edwin Clark, has condemned in strong terms the hate campaigns by some political gladiators ahead of the 2015 general election.

    Clark, who was apparently reacting to recent statements credited to Governors Ibrahim Shema and Rotimi Amaechi of Katsina and Rivers respectively about their perceived opposition to the government, described the statements as unfortunate.

    The Ijaw leader at a press briefing in Abuja on Monday urged politicians in the country to avoid hate campaigns that could further aggravate the current tension in the country.

    Clark in apparent reaction to Shema’s alleged crushing of cockroach (opposition) and Amaechi’s setting up of parallel government should the ruling party win the coming election, said the people should be allowed to decide and not overheat the polity.

    He also stressed that the constitution and the relevant electoral laws have provided safe guards for any disputes that might emerged from the elections.

    He said: “The statement of Shema is also condemnable. Politics of bitterness must be stopped because it is not healthy for our democracy.”

    On Amaechi, he said “with all seriousness and sense of responsibility and patriotism, I state that alternative or parallel, government is treasonable!”

    He therefore warned that “political gladiators should allow the Nigeria people decide in 2015.

    He added: “The 1999 constitution of Nigeria, the Electoral Act and the judiciary provide adequate safe guards and measures to be taken by any aggrieved person or group, before and after election.”

    Senate President, David Mark, on Tuesday led a high powered Federal Government’s delegation to the 2014 FIFA World Cup in Brazil.

    President Goodluck Jonathan had in a letter mandated Mark to lead the delegation which includes Chairman Senate Committee on Sports, Senator Adamu Gumba and his House of Representatives’ counterpart Geofrey Gaiya.

    Also on the entourage, according to a statement issued by the Chief Press Secretary to the Senate President, Paul Mumeh, in Abuja, are governors of Cross River State, Liyel Imoke, his Katsina State counterpart, Shehu Shema, Federal Capital Territory Minister Bala Mohammed, Culture and Tourism’s Edem Duke as well as Youth Development Minister, Boni Haruna.

    Others are –Minister of Sports, Tamuno Danagogo, Minister of State Foreign Affairs 1, Prof. Viola Onwuliri, and Commissioner of Police Kola Sodipo.

    According to the statement, Mark will deliver President Jonathan’s goodwill message to the players and officials and also hold pep talks with them ahead of their opening game against Iran on June 16.

    As the date for the 2015 governorship election in Katsina State draws nearer, Governor Ibrahim Shema of the state finds himself sinking deeper into a serious dilemma over how to handle the mammoth of interests being signified in the race by a host of close aides, political allies and mutual friends.

    According to close aides of the governor, he is finding it uneasy seeing his allies fight themselves dirty over who succeeds him.

    Prominent among the governor’s allies who are currently seeking his support ahead of the 2015 guber race is Umar Abdullahi Tsauri, popularly known in Katsina politics as Tata.

    The Dutsin-ma-born politician is all over the place canvassing for the support of party leaders and members in order to be given the governorship ticket of the ruling Peoples Democratic Party (PDP). Tata is well known as a friend of the governor in Katsina.

    There are also talks that the current Speaker of the State House of Assembly and a long-time political ally of the governor, Yau Umar Gwajo-Gwajo, is also getting set to throw his hat into the ring. If he does, the pressure on Shema will be doubled.

    Another of Shema’s men in the race currently is Musa Sada, Commissioner of Agriculture in the state. A close ally of the governor, he is said to be banking on Shema’s support in his bid to govern the state.

    With so many of his men queuing up to succeed him, the job of anointing a successor for the 2015 poll, pundits say, is definitely not a laughing matter for Governor Shema.

    Shema, Kolade urge accountable leadership

    Katsina State Governor Dr. Ibrahim Shema has said government must ensure transparent management of resources, to maintain peace and ensure economic growth.

    Speaking yesterday through the Head of Service, Alhaji Aliyu Mohammed, at a lecture organised by the Nigeria Leadership Initiative (NLI) in Lagos, Governor Shema said his administration operates an open door policy to clear doubts in people’s minds.

    The governor, who is a guest speaker on the topic: “The Challenges of Political Leadership,” said government’s agencies, which complement, sustain and support the maintenance of peace in the state, have imbibed the culture of tolerance and accorded the indigenes their rights under the rule of law.

    He went on: “This has created an atmosphere of ambience, giving a platform for religious leaders to meet government and its officials on the issues of mutual concern.”

    Governor Shema said his administration had struck a balance among the arms of government. “As the chief law officer of the state, government, as represented by the executive arm, has institutionalised the independence of these arms in the administration of their finance, among others,” he said.

    The Chairman of the Subsidy Reinvestment and Empowerment Programme (SURE-P), Dr. Christopher Kolade, said leadership was about sacrifice.

    He said leaders should offer selfless service in whatever capacity they found themselves.

    Dr. Kolade said Katsina today stands out among the Peoples Democratic Party (PDP)-controlled states because of its pro-people’s policies and accountability.

    He said the plan by lawmakers in the National Assembly to put themselves on pension was self-serving, adding that it would have a negative effect in the long run.
