  • Sokoto presents N112.5b budget proposal

    The Sokoto State Government has proposed a budget of over N112.5 billion for the 2015 fiscal year, as against the over N125.9 billion budgeted for the outgoing 2014.

    The News Agency of Nigeria (NAN) reports that the budget proposal was presented yesterday to the House of Assembly in Sokoto.

    NAN also reports that the special session of the legislature to receive the proposal was presided over by Deputy Speaker Abubakar Tureta, on behalf of Speaker Lawallli Zayyana.

    Governor Aliyu Wamakko said the decrease of about 10.59 per cent in the 2015 proposed budget, when compared to that of the outgoing year, was the result of dwindling resources from the Federation Account.

    He said the proposed budget, tagged: Budget of Accomplishment, would focus more on the completion of ongoing projects and ensuring smooth transition to the next administration in the state.

    The governor said N61.7 billion and N50.5 billion were for capital and recurrent expenditures.

    Wamakko restated his administration’s commitment to provide social infrastructure to the residents.

    The governor expressed happiness over the cordial relationship among the state government, the Judiciary and the Legislature.

    He acknowledged the sustained fatherly support and guidance of the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, and the people of the state to his administration.

    Tureta promised a speedy passage of the budget proposal to sustain the laudable programmes and policies of the government.

  • 3,000 PDP defectors join APC in Sokoto

    Over 3,000 members of the Peoples Democratic Party (PDP) in Sokoto State yesterday dumped the party for the All Progressives Congress (APC).

    The defectors were mainly from Isa Local Government Area, the home front of former governor Attahiru Dalhatu Bafarawa, a PDP chieftain.

    Receiving the defectors in Isa town, the state APC Chairman, Usman Danmadamin-Isa, hailed them for choosing a more reliable political path.

    He said: “It is a thing of joy as you immediately realise where you can have a sense of belonging for your future, not where you are left to guessing for survival.”

    Danmadamin-Isa noted that the defectors’ decision was akin to leaving darkness for light.

    The APC chairman said the PDP was at the verge of disintegration in the state, adding that its members were deserting the party in large number in the 23 local government areas.

    He said the PDP was a symbol of political doom whose national leadership were creating divisions among Nigerians through the politics of religion and ethnicity.

    Usman Danmadamin-Isa blamed the PDP for not tackling insurgency and for the killings in the North in the last three years.

    The APC chairman said it was only Gen. Muhammad Buhari that has the capacity to tackle the security bedeviling the country.

    Wali: ‘PDP’ ll return to power in Sokoto’

    Nigeria’s  former Ambassador to Morocco  Senator Abdallah Wali  won the Peoples Democratic Party’s (PDP) governorship ticket in Sokoto State. In this interview with ADAMU SULEIMAN, he speaks about the Sokoto governorship primaries, his vision and other issues. 

    How do you feel emerging as the PDP’s governorship candidate in Sokoto State?

    I feel grateful to Almighty God for making it possible to be elected as the governorship candidate of our great party, the Peoples Democratic Party (PDP) for next year’s general elections. I am highly delighted by the level of support by members of our party, who have demonstrated their confidence in me, by allowing me to fly the party’s flag in the forthcoming general elections. I thank all the delegates, particularly members of the National Working Committee and Mr. President for leading the party in such a way that people can aspire to various positions through a free and fair election. I must say that without the discipline that the national headquarters of the party has provided, people like us would not have had the opportunity to aspire, let alone win the primary election. I sincerely thank them all.

    What strategies did your party intend to adopt or put in place to win the governorship election in the state?

    Well, winning strategies are not things that should be disclosed in the public. They are things that are exclusive to the campaign committee, which is being worked on for our victory. But, be it as it may, I will say that we are well prepared for the elections. We look forward to a successful race. We have gone through the same system before and we believe we will make it again.

    The party won the 2007 and 2012 general elections in the state. Although, the governor and some of his aides have since moved to the opposition All Progressives Congress (APC),  we believe that the PDP is a party that is still alive. It is still kicking and capable of winning any elections in the state. The coming of His Excellency, the former Governor of Sokoto State, Alhaji Attahiru Bafarawa into the PDP fold has re-galvanised the party. We believe we can win all the various seats. You will also recall that in 2003, former Governor Bafarawa was running for second term on the platform of the defunct All Progressive Party (APP), and I was also contesting on the PDP platform for the first time. But, he (Bafarawa) won the election in that contest and today the two of us are working together. We believe that we have the necessary structure on the ground to win the election for the PDP. By God’s help, it will come to pass.

    Why are the other contenders refusing to accept the outcome of the primary?

    Well, I will say that I am very disappointed by the development because the election was covered by the media and other observers. We, the four aspirants received an invitation to the venue from the panel in order to address us. When we arrived, we found that we were only three; we were told that the forth aspirant, Alhaji Yusuf Suleiman had withdrawn from the race. The panel advised us to go through the election in a peaceful manner and urged us to accept the outcome of the elections.

    The accreditation lasted for a long time.  Though, the accreditation exercise was supposed to be a simple formality in the sense that the same delegates voted a week earlier for the state assembly election across the state. All the delegates that had participated in the congress of the governorship primary were delegates to the state assembly elections in their respective constituencies. These same delegates also participated in the National Assembly elections which was conducted without hitch. The governorship election was the fourth election the delegates were participating in. The accreditation was still done in the usual way and after that the election panel announced the commencement of the election.

    That was when one of the aspirants, Alhaji Mukthar Shagari, as we were told, approached the panel that since the election could not hold in neighbouring state of Zamfara, it should also be postponed here in Sokoto. That was an absurd proposition. The Police Commissioner had to come and address us individually assuring us that election must hold because the accreditation has been completed. Later, he (Shagari) had a session with the media and later met with the electoral panel before staging a walk out from the Giginya Stadium, venue of the exercise. To me, all those actions are not consistent with the democratic principles. People who hold the position of leadership are supposed to live by example. In summary, the voting continued and election was conducted peacefully in the open. The result was later declared and we expected them to quickly congratulate the winner.

    One of the contestants alleged that the delegates’ list was manipulated in the process. What is your take?

    As I said earlier, the delegates that were accredited had voted three times previous occasions before the congress. In the real sense, there is no justification for accusing anybody of manipulating the delegates’ list.

    Do not forget that these delegates were accredited in front of three certified agents that represented the three aspirants.

    To us, it is embarrassing for anybody to raise the issue of fake delegates during the election. This venue was an open air arena and not a hall. Officials of the Independent National Electoral Commission (INEC) were present and they monitored the processes. Security agents were also present at the venue. To many, the election was one of the most transparent in the state. Two of the aspirants were even seen going round, speaking with the delegates.  But, I was not involved in the act because according to the rules, contestants are not expected to have contact with the delegates. Anybody who says the exercise was not fair, is not telling the truth. I hope such people would quickly desist from that and accept the outcome.

    Have they formally congratulated you?

    Senator Abubakar Gada, one of the contestants had since congratulated me for winning the election. Alhaji Mukthar Shagari was not at the venue when the winner was declared, so I am not expecting him to congratulate me immediately. I have been hoping to receive his phone call or text message. But, up till now he has not done so. I believe we are one PDP family and we are supposed to work together as a team for the success of the party. I have invited the party executive members to brief them on the preparation of my campaign team and activities. We will also invite the supporters of my co-contestants to join our campaign team, so that together we will work hand-in-hand in order to come out victorious.

    The action of your co-contenders, by not accepting the outcome of the contest, could threaten the party’s success next year. Don’t you think so?

    You see, this borders on the unity of the party as a whole. We all believe that it is only a united front that can bring success to our party. The first aspect is that, one of the aspirants, Senator Abubakar Gada, has accepted the outcome of the election because right there, he congratulated me and I alluded to that in an acceptance speech.

    It was in the open when he came over to me and I thanked him for that. The second aspirant who is yet to accept the result now is Alhaji Mukthar Shagari. Of course, his decision not to accept the outcome is a challenge. But, it is a manageable challenge because the election is not a question of somebody winning 100 per cent. We only won with 74 per cent of the total votes, which means three quarters of our party faithful shared our beliefs and dreams. That is a strong percentage of the party followership that can lead the party to success. Secondly, even among sympathizers of other aspirants, we are still going to have sizeable numbers of them that could work for the party. Since all of them are aware that the process was free and fair. They (delegates) would be convinced to toe the path of truth at the end. It is natural for aspirants to be disappointed after losing a contest and thereby refuse to congratulate the winner. But, that is not always the case for followers.

    What are your plans for the state, if elected as the governor?

    You see, Sokoto State is facing very stiff challenge in terms of moral value. The people of the state are so worried that the morality level among the youths has gone so low and they believe that something must be done. One of the reasons I am aspiring for the governorship position is because people believe in our sincerity of purpose. They are aware that we are really committed to changing the trend of moral decadence in the state and that we will do by the grace of the Almighty. We are committed to doing that for ourselves and for the sake of our children. That is one area. The second one is the national disgrace that the state is facing today going by analysis from National Bureau of Statistics (NBS). The bureau has for long identified Sokoto as the poorest state in the poverty indices. The question is that, why should we be the poorest state in the country?

    What really is the problem, is the state lacking in human or natural resources?

    The answer is none. So, why should a state that has over 90 per cent of its land arable and has one of the major productive dams in the country be called a poor state? This is simply because of lack of good leadership. We believe that we can change that trend. We intend to use agriculture as number one focus in transforming the fortunes of the state. We will give support to farmers during the rainy season. We will make sure that we draw the Goronyo Dam to service all the farmers that are on the sloppy part of the state. Where we cannot use the dam, we are going to construct tube wells and make sure that our people are engaged in farming all-year round. Sokoto people are productive people and we believe that if we can support them, it will improve their lot.

    What can you say about education in the state?

    On that also, the National Bureau of Statistics has also released the indices that Sokoto State is the worst state in education. How can this state that is the historical bedrock of learning be rated so low?  Sheikh Usmanu Danfodiyo of blessed memory established the Danfodiyo dynasty on the basis of knowledge which is the most critical ingredient for the foundation of the Danfodiyo dynasty. So, how can we say 200 years after, all the evidences of learning in terms of the books produced by Danfodiyo, his son Muhammadu Bello and his brother Abdullahi Fodiyo have faded off? That is not acceptable. So, if voted into power, we will tackle the problems facing education from the primary up to the university level. Take for instance when you talk about scholarship, the government made a principle that it will provide scholarship to students. But, such promises are usually not fulfilled.

    So, we believe that we will strategically tackle that. We will bring the best brains we have from primary school to the tertiary level, so that the state can compete favourably with other states. We will design a system that will bring the best out of us.

    As a stakeholder, have you in anyway proffered solution to the government in these areas you have identified?

    The problem is that we do not have a listening government. Even when we were both members of the same political party, the state government never considered us as stakeholders in the system. The best we can do is to get them out and then take charge.

    Do you see the emergence of the APC flag bearer, Alhaji Aminu Tambuwal as a threat to your aspiration?

    Honestly, I do not see it that way. We know from the onset that he (Tambuwal) is one of the possible contenders of the APC ticket. For that, we built our strategies in such a manner that anybody that the APC pushes forward, we believe that we have an edge over him and can be able to face any of their candidates. I believe that when he emerged we did not have any cause to be apprehensive. We only considered it as one of the natural cause of the event. So, we will go ahead and fight the APC until we take over the state.

  • Sokoto varsity agog as students return

    Activities have resumed at the Usmanu Danfodiyo University, Sokoto (UDUS) as the  institution re-opened for 2014/2015 session.

    Freshers have since begun registration, which would last for two weeks, while that of returning students follows.

    Students, who are unable to register within this period, would have  one week’s  grace or pay a fine for late registration.

    The registration centres were beehives when CAMPUSLIFE visited the campus last Thursday. Students were seen moving from one office to another to beat the deadline. Some of them described the registration as stressful, but others said there were improvements from what they had last session.

    Abdulkadir Imam, a 300-Level Business Administration student, said: “I am happy that we have resumed because we had a long holiday. The registration is stressful but it appears there has been improvement from what we had last session.”

    Another student from the Islamic Education Studies Department, Saudatu Mahmud, said the registration was tough. Aminat Jibril, a fresher at the Biochemistry Department, said: “It is tiring and stressful. I don’t know why I have to pass through pain to get my courses registered. I am tired.”

    A final year student of Political Science, Abulkareem Isiaka, said the registration ended a period of rumour over their resumption. “It is so disheartening that we had troubles dealing with resumption date because of rumours. Thank God, we are back to school at last. I am impressed with the registration, because it is not just online but it is fast and easy.”

    An official at the registration centre, Mallam Ibrahim Aminu, said any new system always had its attendant challenges, noting that the online registration was no exception. He said: “Since the new system of online registration was developed in 2010, we have been facing various challenges yearly. We have tried to update and improve the system to make it perfect. We urge any student who is experiencing any difficulty to report to our support team at the Information and Communication Technologies Centre as well as the Management Information System (MIS) and we shall definitely solve it.”

    THE Acting Chairman, Sokoto State chapter of the All Progressives Congress (APC), Alhaji Usman Danmadamin Isa says the party remains determined and resolute to clinch the state’s governorship seat in 2015. He said APC in the state remains the political platform that is fast gaining grounds with large followership.

    “APC is strong in Sokoto state because we are grassroots oriented while the opposition PDP is a weak platform in the state.” Danmadami, who is from the Eastern zone of the state spoke to reporters on Friday in Sokoto where he also expressed satisfaction with the outcome of Thursday’s governorship primaries with an appeal to those who lost out to join hands with Aminu Tambuwal and rally support for the party’s victory come 2015. “The conduct was orderly, free, fair and transparent,” he stated.

    “I wish to personally appeal to all contestants who lost out to please consider it as the wish of Allah and let them drop whatever ill feelings behind them and team up with Tambuwal to develop the state if APC wins,” he stressed. Commenting on Wamakko’s strides over the years, Danmadami said the emergence of the incumbent governor has been unprecedented, saying “Sokoto people are basing their politics largely on personality than party. And Wamakko is endeared to the people of the state and for the past seven to eight years, his performance has been wonderful,” he added.

    Defining moment for Tambuwal in Sokoto

    Before the Speaker of House of Representatives, Alhaji Aminu Tambuwal, declared his intention to contest the Sokoto governorship election on the platform of the All Progressives Congress (APC), there were seven aspirants vying for the ticket. Five of them are from Sokoto South zone, where Tambuwal hails from.

    They include: Governor Aliyu Wamakko’s close associate and the Commissioner for Local Government and Community Development, Alhaji Faul Malami Yabo, who was the governorship candidate of the defunct All Nigeria Peoples Party (ANPP) in 2012; the Chairman, Senate Committee on Judiciary, Senator Umaru Dahiru Tambuwal; Ibrahim Danbaba; Mallam Yushau Kebbe; and a former Commissioner for Information, Mr Aliyu Sayinna. The two aspirants from Sokoto Central are: Professor Lawal Bashar and Alhaji Abubakar Bello Guiwa.

    But, obviously the odds favour Tambuwal. The relationship between him and Governor Wamakko, as well as the zoning of the governorship ticket to Sokoto South are working in his favour to clinch the ticket. Observers are of the opinion that Wamakko has no option at this crucial time but to settle for Tambuwal, who many believe has what it takes to battle the PDP in next year’s general elections in the Northwest state in particular and the country in general.

    Tambuwal, according to observers, is endowed with good leadership qualities, charisma, humility and the war chest to prosecute next year’s governorship election, compared with other aspirants.

    Many believe this is the payback time for Wamakko, who benefitted from the generosity of the Speaker when he (Wamakko) was on the verge of disqualified and humiliated two years ago. This followed a petition by some members of the Peoples Democratic Party (PDP), alleging that the governor was involved in anti-party activities. To demonstrate his support for Tambuwal’s governorship ambition, Wamakko told APC members at a stakeholders meeting held in Sokoto: “I want to inform all stakeholders of the APC gathered here that Tambuwal has been with us since the formation of our great party. We told him to remain in the PDP until the day of nomination of the party’s governorship candidate. And today is the day. So, we should put the interest of the party above our personal interest and not to be like the PDP who are quarrelling over positions.”

    After the stakeholders meeting, the impression created among the people was that Wamakko had anointed Tambuwal as the APC governorship candidate ahead of the election. Wamakko’s body language suggests that he is favourably disposed towards Tambuwal’s Sokoto governorship bid.

    But Senator Dahiru has dismissed Tambuwal as a threat to his winning the party’s governorship ticket. He said: “I can never be threatened by anybody. He is not and can never be a threat to me. I believe that nobody can play God. It is for God to decide who would become the party’s flag bearer.

    “Tambuwal is welcome. All we want is a free and fair election. There is nothing to be worried about and I believe he will concede if he is defeated at the primaries. I will equally do the same, if I find myself in that circumstance. It is not only Tambuwal and me; there are eight of us in the race.

    “I want to succeed Governor Wamakko in office to improve on what he has done. I believe there is more work to be done in Sokoto and I believe I have the capacity to do much more than what is already on the ground.”

    Prof Bashar from Sokoto Central has opposed the move to pick Tambuwal as the party’s consensus candidate and criticised the party for zoning the governorship ticket to Sokoto South. He argued that zoning is not in the party’s guidelines for contesting an election. He warned that such arrangement could deny aspirants a level-playing ground to emerge as party’s flag bearer.

    But, the supporters of Guiwa said their aspirant would accept all measures taken by the APC leadership to ensure that a credible candidate emerges in the end. “Politics is all about popularity and strength; we want a situation where all aspirants would meet at the party’s primaries,” one of such supporters said.

  • 15 passengers die in Sokoto car crash

    Fifteen passengers were reportedly drowned when their vehicle plunged into river Rima in Goronyo local government of Sokoto state last Thursday night.

    The deceased according to reports were said to be traveling to their hometown, Dan-Wauru village from Takakume village, within the same area.

    Reports further confirmed that they were said to have attended a religious ceremony on the fateful day and the driver was said to have fallen asleep.

    Spokesman of the state police command, DSP Al-Mustapha Sani confirmed the incident to NAN in Sokoto on Saturday.

    Sani said that the ill-fated Avensis Toyota model vehicle was conveying 17 persons as at the time of accident, and two of them survived.

    He said that the remains of the deceased were evacuated by the police attached to the Goronyo police division.
    Sani said that the dead persons had since been buried by their respective families according to islamic rites.

    Meanwhile, Governor Aliyu Wamakko had condoled the families of the deceased persons on Friday.

    He urged the bereaved families to regard the incident as an act of God.

    Wamakko prayed God for the repose of their souls.

  • ‘Cash for girls’ education launched in Sokoto

    Thousands of girls in the North are set to receive cash to pay for textbooks and other school-related costs, as part of a UNICEF-supported programme – launched in Sokoto on Monday.

    The initiative aims at encouraging parents to send their daughters to school.

    At the ceremony outside the primary school in Wurno Local Government Area in Sokoto, many mothers received a first quarter payment of N5,000  (US $ 31) for each daughter aged six to 15, the first payment of an annual N20,000, Sokoto State Commissioner for Education Alhaji Bello Yusuf Danchadi said.

    Danchadi, who spoke on behalf of Sokoto State Governor Aliyu Magatarda Wammakko, said: “Today, we are here to officially kick off the 2014/2015 enrolment drive campaign disbursement of cash.

    “The disbursement will continue every quarter for the next two years.’’

    ‘’Getting girls to enroll, and remain in school is particularly important in a country where 10.5 million children are out-of school, with 60 per cent of them in the north, and mostly girls.

    “An educated girl will have a better life, as will her family,” said Utpal Moitra, who heads UNICEF office for the Northcentral and Northwest.

    “We know that educated girls will have healthier children. Every additional year of schooling further reduces the probability of child mortality,”

    “In all, 23,000 girls will benefit from the cash transfer programme in the Northern states of Sokoto and Niger this year, and as many as 50,000 the next. The programme is expected to expand and also be replicated in other states.”

    There is still resistance to sending children to school in northern Nigeria, in part because of a low perception of the value of education, particularly for girls, but also because many parents just can’t afford to send their children to school.

    Among those in attendance was the Nollywood star Zack Amata, who is producing a film that aims to encourage parents to send their daughters to school.

    “We want to tell parents: ‘If you send a girl to secondary school, you will get more money later’,” he said after the even. “The longer she attends school, the greater the economic benefits,” added Amata, who heads the Centre for Change and Community Development.

    The project is jointly implemented by the government and UNICEF, and is funded by the United Kingdom’s Department for International Development (DFID). The South African-based Economic Policy Research Institute (EPRI) has been contracted by UNICEF to help design and implement the project.

     

  • Sultan: support education

    The Sultan of Sokoto, Muhammad Sa’ad Abubakar III, has urged old students of schools to  contribute to the growth of their alma mater.

    The Sultan said this would improve the education sector, adding: “No gesture is too small or too big for the development of the sector. What matters is the spirit of giving and we should all imbibe it.”

    He spoke yesterday while hosting members of the Federal Government College, Sokoto, Old Boys Association.

    The Sultan said the government’s efforts in the education sector should be complemented by individuals and organisations, adding: “The era when the funding of the sector and the infrastructural development of schools at all levels was left to the government alone is gone. The three tiers of government are trying their possible best in spite of the various sectors competing for financing.

    “At my former school, Barewa College, Zaria, I built a multi-purpose hall and a principal’s office. We should strive to give back to our former schools because they laid solid foundations for our lives.”

    The Emir of Bungudu in Zamfara State, Alhaji Hassan Attahiru, who led the delegation, hailed the Sultan’s efforts to “sustainable peace and unity in Nigeria”.

  • Sokoto votes N246m for students scholarship abroad

    About N246.17 million has been earmarked by the Sokoto State government  for the sponsorship of 143 indigenes of the state in Bangladesh, Sudan and Niger Republic.

    Governor Aliyu Wamakko, who disclosed this in Sokoto while delivering his farewell message to the beneficiaries of the gesture drawn from the 23 local governments of the state said students were drawn from various courses cutting across Medicine, Pharmacy, Engineering, Medical Laboratory Science and Nursing, among others.

    He said the gesture was an addition to similar ones since 2007 to date.

    He said: “Currently, there are various indigenes of the state undergoing numerous graduate and post-graduate programmes in African countries, Asia and Europe, among others.

    “This is to help in bolstering the state’s manpower and we had ensured equal representation of the beneficiaries from the 23 local governments of the state.”

    Wamakko said further that the gesture was aimed at providing the much-needed medical and other skilled manpower for the state and the country in general. He promised to do everything possible to restore the lost glory of the state as a centre of learning.

    He warned students not to allow themselves to be dissuaded by foreign influence, adding: “You should excel in learning and conduct, be law abiding, as well as be of good behaviour, ceaselessly as good ambassadors and image makers of Nigeria.“

    The students’ spokesman, Abdul-Aziz Gada, thanked Wamakko for the gesture, pledging that they would live above board in their studies.
