  • South-East Governors want Second Niger Bridge ready in 24 months

    South-East Governors’ Forum on Wednesday appealed to President Muhammadu Buhari to ensure that the construction period of the Second Niger Bridge be reduced from 42 months to 24 months.

    Chairman of the forum and Governor of Ebonyi, Mr Dave Umahi, made the appeal when he spoke to State House correspondents after a closed-door meeting with the president at the State House, Abuja.

    Umahi stated that members of the forum were at the Villa on behalf South-East people to thank the president for the award of the N206 billion contract of the Bridge.

    He said: “we came to thank the president on behalf of South-East for the award of the second Niger Bridge to Julius Berger at the sum of N206 billion.

    “We understand that N7 billion has been paid as mobilization.

    “So, we came to ask the president if there is the possibility of paying up to 50 per cent of the sum and secure the other 50 per cent as bond.”

    According to him, this is expected so that we can sleep with our two eyes closed and be assured that the job will not be abandoned.

    “We also asked that the construction period be reduced from 42 months to 24 months. We made it clear to Julius Berger that it is achievable.

    “We are also asking for economic free trade zone in Eyimba in Abia and he promised to come and commission it; the license has been given.

    The governor disclosed that the meeting also deliberated on the state of Enugu international airport, saying that the president was urged to ensure the completion of the cargo section of the airport and extension of the runway.

    “Of course, we talked about the geometric power plant in Aba and we asked him to assist in resolving whatever the issues are so that power will be deployed to the industrial clusters in Aba and environs.

    “We reminded him that the Enugu state government has done quite a lot on the issue of relocating major infrastructure that has been obstructing smooth operations of lives. We requested that he should take over the compensations of the affected lands.

    “And of course, the issue of gas distribution should be linked to the five eastern states, to the industrial clusters so as to boost economic activities,’’ he added.

    The Secretary to the Government of the Federation, Mr Boss Mustapha, who also spoke to the correspondents after the meeting, said the visit by the leaders was remarkable.

    He debunked the impression that the Federal Government was not doing enough for South-East people.

    He, therefore, pledged that the zone would continue to be accorded their appropriate place in the scheme of things.

    Mustapha reminded the people that their political investment in the re-election of Buhari in 2019 election would determine their fate in 2023.

    He said: “we received very high-powered delegation today led by the Deputy President of the Senate and three of their governors and a deputy governor, and the Director-General of Forum of South-East governors.

    “I think it is a remarkable visit because they came essentially to thank the president over the major activities that have taken place in the South-East.

    “They appreciate the fact that the second Niger Bridge was a paper issue in the last five, six decades.

    “They are convinced that the decision to complete the Niger Bridge is real; contract has been awarded by this government for N206 billion.

    “It is a mark of appreciation for the leadership that President Muhammadu Buhari is providing for this country.

    “The South-East is an integral part of this country; it must be accorded its appropriate place in the scheme of things and we believe strongly that this particular government has extended its hands of friendship to the South East.”

    He expressed hope that South-East leaders would continue to cooperate with the government to ensure the development of their people and bringing prosperity, peace and tranquility to the area.

    The SGF reiterated that the Buhari administration would continue to do everything possible to ensure speedy development of the zone as well as other parts of the country.

    On whether Buhari solicited the votes of the South-East at the meeting, Mustapha said:  “this obviously might not be most appropriate time.

    “You remember there was a programme in the South-East where the president asked me to represent him and I flew the kite by telling the Southeast states that their quickest and easiest means to presidency is to support Buhari’s second term.

    “This means that they can short-circuit the period in terms of only having him there for another four years.

    “Whatever they do in 2019 will determine what will happen thereafter because politics is a game of numbers and it is like a cooperative society.

    “Whatever you bring as an investment when dividends are going to be shared, you will get proportionate with your investment and your investment in politics is what you bring to the table.

    “I urge the Southeast to look at this matter seriously that every time we have a presidency in Nigeria, it is negotiated in several ways.

    “It is either negotiated by votes or what you bring to the table and you must negotiate from the position of strength. You can’t negotiate from the point of weakness.” (NAN)

  • Pro-Biafra group plot anti-Ohanaeze protest

    … As Onwuka remains incommunicado

     

     

    Members of the Biafra Zionists Federation (BZF) Friday declared that they were running out of patience over the whereabouts of their leader, Benjamin Onwuka.

    Onwuka has remained incommunicado 11 days after he was reportedly arrested by security operatives after a 3rd failed attempt to enter the Enugu Government House.

    In a statement by the group’s Deputy Leader, Mazi Ambrose Ugwu, he said the youths wing of the BZF were mobilizing for a massive protest against the South-East Governors and the Ohanaeze Ndigbo.

    Ugwu, who said the leadership of the BZF has been calming the youths down for nearly two weeks, said “as it stands now, there is very little we can do any longer.

    “Our youths have run out of patience in their demand to see Onwuka, either dead or alive. No law allows for the detention of any Nigerian for more than 24 hours without being charged to court, more so when the person is being denied access to food and his relations.

    “For the umpteenth time, we want to make it loud and clear, our leader, Barr. Benjamin Onwuka is being held under the instruction of the South-East Governors and the Ohanaeze Ndigbo led by Nnia Nwodo.

    “Our youths are mobilizing for a massive protest and it will lead to a total shutdown of whatever is called Ohanaeze Ndigbo. We, the elders of the Zionsits have been holding them back, with the believe that those concerned will do the needful, but we can’t hold them forever.

    “The earlier Nnia Nwodo and his cohorts, the South-East governors release Onwuka’s corpse for us, the better for them. Our demand is simple: ‘we want to see our leader, dead or alive’.

    “Nwodo and his Ohanaeze are merely interested in propagating the interest of his choice northern presidential candidate than the Igbo he claims to lead. And will soon come for him to pay for betraying the people and for sabotaging the Biafa struggle.

    “For now, we demand immediate disbandment of the Nwodo’s leadership of Ohanaeze. We have seized to recognize him as such and urge all lovers of Igbo course to do same.”

    The All Nigeria Ethnic Nationalities Youth Presidents Forum, has lauded former governor of Anambra State, Peter Obi for his contribution to development of education in the state and urged governors in the region to emulate the former governor.

    The Deputy National Chairman, Mazi Okechukwu Isiguzoro in a statement said: “When we received the news of the giant strides of students of Regina Pacis (Queen of Peace) Secondary School, Onitsha, Nigeria on their winning the World Technovation Award hosted in New York, USA, we were filled with joy on this epoch making attainment.

    “It is with a sense of fulfillment that we congratulate the past governor of Anambra State, Mr. Peter Obi, the architect of positive revolution in all sectors in Anambra State, including education.

    “The latest achievement by Regina Pacis, Onitsha – World Technovation Award – was purely computer-based. We thank the former governor  for making computers available to schools in Anambra State, providing them with trained computer teachers, internet connectivity, power generators, among others. Regina Pacis  like many other schools in Anambra State – received all these, including two buses and many more.

    “We are calling on South East governors to emulate Mr Peter Obi’s leadership style in laying good foundation for education excellence in Nigeria. Once again, we call on the federal government to give scholarships to the students of Regina Pacis Secondary School, for conquering the world.

    South -South, South East governors decry federal presence in regions

    The South-South and South East governors have decried the “unjustified” lack of significant federal presence and dearth of infrastructure in the two geopolitical zones despite its contributions to the nation’s development.

    They urged the federal government to pay more attention to the infrastructural and other needs of the regions.

    The governors in a communiqué issued at the end of the meeting of the South-South and South East Governors’ Forum, held in Owerri, Imo State, said after a deliberation on the prevalent political atmosphere in the country, it resolved to go in one direction that would be beneficial to the political future of the people of the regions.

    They also took a position that would best serve the interest of the zones.

    The Forum, in the communiqué signed by its chairman and Governor of Akwa Ibom State, Udom Emmanuel, also expressed optimism that the governors’ efforts  in maintaining peace and stability in the region, which has contributed to increased and sustained oil production with its attendant benefits to the country, would translate to increased dividends to the regions.

    The communiqué reads: “The Forum acknowledged the efforts of the security agencies which had brought relative peace to the regions and across the country and had consequently contributed immensely to an increased and sustained oil production with the attendant benefits to the country. They also commended the efforts of all stakeholders who have worked to ensure that the regions remain calm and safe.

    “The Forum expressed the hope that these efforts by the governors and other stakeholders to maintain peace and stability in the two regions will translate to the two regions reaping increased dividends in the form of greater attention paid to the urgent infrastructural and other needs of the regions.”

    The governors also commended the Inspector General of Police, Ibrahim Idris, for organizing security summits in the different geopolitical zones of the country.

    They also restated their faith in “one indivisible and indissoluble Nigeria.

    In attendance at the meeting that lasted into the early hours of Monday morning were Governors Rochas Okorocha (Imo), Emmanuel Udom (Akwa Ibom), Dr. Ifeanyi Okowa (Delta), Ben Ayade (Cross River) Nyesom Wike (Rivers), Okezie Ikpeazu (Abia), Ifeanyi Ugwuanyi (Enugu) and Seriake Dickson (Bayelsa).

    The Anambra State Governor, Willie Obiano, was represented by his deputy, Dr. Nkem Okeke.

  • IPOB and South-east governors

    Earlier in the week, a friend had posted on his Facebook page his reading of the no contest between the bunch of stick-wielding IPOB militia and the Nigerian Army. In the decidedly a one-sided narrative of what he would acknowledge as a David versus Goliath mismatch, the army was cast as the lone aggressor, the clash between the modestly armed youth and a well kitted army is presented as a heroic new normal in the quest for self determination.

    The daily spectacle of quasi military parades by IPOB and its leadership meant nothing, the buildup and priming of the obviously misguided youths for an inevitable showdown was supposed to be fair agitation as in war. The images of the Biafra Secret Service, the Lion Brigade and other paramilitary assemblages counted for nothing. Add those to the threats to burn down the zoo; the order by Nnamdi Kanu to his equally unhinged supporters to kill anyone who dared to come near to take him in.

    Juxtapose these with the venomous frothing which has gone on the for years on Radio Biafra against the inhabitants of his Nigerian zoo, the ethnic and religious baiting, the delusions which bordered on the schizophrenia the climax of which was the threat and overt mobilization to stop the election in Anambra; all of these were deemed to be cowboy affairs – and, ostensibly for some – supposedly more tolerable of the countless moral equivalences symptomatic of the many dysfunctions of our diseased polity!

    I beg to differ. Understandably, a lot has been made of the unbridled militarization of the civil space as evidenced by Operation Python Dance and its many hybrids across the Nigerian federation. I would of course agree that the situation is deplorable as it is. It does not matter whether it is Operation Crocodile Smile in the South-south and parts of South-west, Operation Harbin Kunama II in the North-west and parts of the North-Central, aberration is the word. I will argue that the developments are merely a window into the grave distortions that have made our federation experience such a nightmare – a topic for another day.

    The psych-op deployed against the IPOB leader is however a different kettle of fish. The one, although by far inexcusable, is tolerated because the Nigerian state failed in the duty to equip the Nigeria Police; the other, a necessary measure in the face of direct and sustained affront to the territorial integrity of the Nigerian state by a group whose declared mission is to break up the country.

    Conflating the military show of force against bandits, kidnappers and murderous Fulani herdsmen with the psychological operation against the secessionist band in the circumstance would seem plain cheap and opportunistic!  Those who see the army’s so-called ‘provocation’ in Kanu’s neighbourhood as anything more than a signal warning to a putative foe and so indulge in the fancy semantics and dubious legalese about IPOB being ‘non-violent’ only because it has not opened up its armoury for review or formally commissioned its fighting brigades are entitled to their delusions. As the Yoruba is wont to say – you do not wait for the stubborn gouge your eye; you take steps to remove it from a safe distance!

    One does not have to be an authority on military psychology to understand why the army would not take kindly to the threat that Kanu and his IPOB have come to represent; perhaps only in the Kanu’s vacuous universe of thoughtless followers could that kind of scenario be contemplated.  This is perhaps what the army set out to prove. It certainly “helped” that Nnamdi Kanu and his IPOB, jointly and severely, crossed innumerable treasonable red lines. Even at that, the timing of the ‘confrontation’ would seem a matter of operational convenience – coming few days before the September 15 kick-off of Operation Python Dance.

    Where do we go from here? At this stage, the answer is hard to hazard. One thing seems clear though:  things will never remain the same for IPOB and its leader Nnamdi Kanu. In the first place, the operational symbolism of the psych-op apart, the action by the military has somewhat demystified the IPOB leader; for now, it appears to have created a dramatic effect of enabling the constitutional authorities regain the initiative –assisting the South-east governors to pull the chestnut out of their fire. With IPOB proscribed by the South-east governors and the federal government going as far as declaring IPOB a terrorist organisation, there is perhaps now a remote possibility of a more productive discourse if not engagement – among and between different regions – on the contending issues at the heart of the crisis of our nationhood. By hurling all manners of invectives against other ethnic groups, Kanu and his co-travellers would appear to have foreclosed that prospect or possibility in his pet Biafra project.  Apart being tragic in the circumstance in which the nation currently finds itself, it is, as current developments seems to dictate, proving to be fatal to his Biafra quest.

    Now, I do not by any means underrate the capacity of the group for mischief; a lot would of course depend on well the Buhari administration is able to respond appropriately in the coming months. However, it does seem highly likely that the world will, going forward, insist on measuring the atavism of the group against its latter-day pretensions of being non violent. For the South-east leadership many of whom had been thoroughly embarrassed by the antics of the group, including those browbeaten into silence, (I am not talking about closet IPOB diehards who obviously see the appeasement of Kanu as the only way out), it seems about the best of times to step out to offer contributions.

    At the moment, the buzz word is restructuring. Like I observed sometime ago on this page: “while most of us – in some form or the other – somewhat agree that Nigeria, in its present form, is not only a political, but also an administrative, nightmare. That whereas Frederick Lugard and company may have designed it to secure maximum benefits for the colonial authorities, the structure has neither served to integrate the people nor fostered development; and that while the in-built dissonance is itself potentially fraught with challenges, our situation has been exacerbated by the crisis of governance that has dogged her since independence…”

    My warning then bears relevance even today: we must be wary of the current champions of unbridled ethnic nationalism. Yes, a new architecture of governance is desirable; in fact, it has become imperative in the circumstance to remove the suffocating hands of the centre from the states to allow them to be more productive. Nothing is to be gained by the secessionist cry as championed by IPOB.

    South-East governors set up committee to probe Army/ IPOB clash

    The South-East Governors’ Forum has set-up a seven- man committee to investigate the recent clash between the Nigerian Army and the Indigenous Peoples of Biafra (IPOB) members in Umuahia, Abia State.

    The forum’s Director of Media and Communications, Mr. Michael Udah, said in a statement on Tuesday, the committee is expected to submit its report on September 15.

    Udah did not mention the leader of the committee, but said it was set-up to proffer lasting solutions to such problems and forestall future occurrences.

    He said: “Reports in the social media that the governors condemned the alleged attack on IPOB members are false, but instead, they are working assiduously to bring lasting peace and stability to the zone.

    “I did not tell any medium on the social and print media that the governors condemned the incident as they would soon meet to review the situation.”

    Udah said the governors were consulting with relevant stakeholders in the zone including the military to ensure clarity of positions.

    “I urge my colleagues in the media to exercise decorum in their reportage to avoid creation of false and embarrassing impressions about sensitive national issues,” the forum’s spokesman added.

    S/East Governors flay shooting near Kanu’s residence

    The Governors of the South East states Monday expressed worry over the shooting incidence that occurred on Sunday near the residence of Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB) in Umuahia which reportedly left some persons injured.

    The governors regretted that the incident was coming at a time they were making concerted efforts to broker peace between federal authorities and the members of the Biafra agitators.

    Speaking to Reporters on Monday in Abakaliki, the Director of Information, South East Governors Forum Secretariats, Chief Mike Udah, said that the incident in Umuahia by suspected military men has punctured the peace moves initiated by the governors.

    The South-East Governors’ Forum has described a report saying it accused the Federal Government of killing members of Indigenous People of Biafra (IPOB) as a ’’tissue of lie from the pit of hell.”

    The Chairman of the forum, Dave Umahi, in a statement by his Chief Press Secretary, Mr. Emmanuel Uzor, said the report was a figment of the writer’s imagination.

    He said the report was intended to embarrass the forum and bring confusion between the governors and federal government to thwart the peace processes initiated with IPOB.

    “The originators of the falsehood are trying to sabotage the process of moving the zone forward and achieve lasting peace in it,” the Ebony governor said.

    He noted that although it was the forum’s responsibility to protect the people’s lives and property, including IPOB members, it should not be linked to politics.

    Umahi said: “The writer and his paymasters, failed to appreciate the peace agreements reached between the governors’ forum and leader of IPOB, Nnamdi Kanu, during its last meeting in Enugu.

    “The forum, therefore, wishes to assure the public that the communiqué raised during its last meeting with IPOB leadership still stands and anybody circulating any contrary report is Ndigbo’s real enemy.

    “Such reports should, therefore, be disregarded as there was no such meeting against the federal government by the forum.”

    Quit notice: Governors assure Igbos in northern Nigeria of safety

    South East governors have urged Igbos leaving in the northern part of the country to remain where they are and go about their activities without fear of being attacked.

    They also assured Igbos in the north of their security despite a three- month ultimatum given to them to leave the region.

    The Chairman of the Forum, David Umahi, gave the assurance at a press briefing in Abakaliki on Thursday.

    He was reacting to the ultimatum issued by the Arewa Youth Consultative Forum (ACYF), a coalition of socio-political groups in northern Nigeria, to all Igbos in the 19 northern states to vacate the region.

    The Federal Government and the Kaduna State government have since condemned the call, assuring the Igbos of maximum security.

    Governor Nasir El-Rufai has since called for the arrest of those that signed the eviction notice to the Igbos.

    Governors of the 19 northern states have also disowned the Northern youth groups that issued the ultimatum and assured the Igbos of their safety in the region.

    Describing the ultimatum as provocative and mischievous, Governor Umahi urged northern leaders to take actions that would counteract the intended plot of the youths, in other to ensure that the grim history of the past is not repeated.

    The Ebonyi governor said, “We must call on all serious minded patriots, particularly the religious leadership in Northern Nigeria; the leadership of other socio-cultural groups in Northern Nigeria; the Nigerian Governors’ Forum and all the service branches to rise up with voices of peace and wisdom to counteract the mischievousness and exuberant excesses of the northern youths.

    “The ugly lessons of history are too grim to be stoked with carelessness. As leaders, we must exert the full measure of our powers and influence to forestall a repetition.

    “We call on all Igbo sons and daughters resident in Northern Nigeria to go about their lawful daily activities without fear of intimidation, hindrance or molestation.”

    Umahi reiterated the commitment of the South East governors to “the existence of a virile, united prosperous and progressive Federal Republic of Nigeria where Justice, fairness, equity, mutual respect and equality of opportunity to all citizens regardless of creed, ethnicity or gender will reign supreme under the inflexible rule of law.”

    The governor also denied reports that the governors held a meeting on Wednesday night and resolved to send buses to evacuate Igbos in the north.

    Biafra: South-East governors to discuss complaints with Buhari – Umahi

    Ebonyi State Governor, David Nweze Umahi, has restated his resolve to retain his membership of the Peoples Democratic Party (PDP) even as he confirmed decision of South-East governors to discuss the complaints of Biafran agitators with President Muhammadu Buhari.

    Umahi was reacting to speculations in a section of the media that he was set to move to the ruling All Progressives Congress (APC) when the leadership of the Abakpa Main Market Traders Association, visited him at the Government House in Abakaliki on Thursday.

    He said, “When I said publicly that Ebonyi people will support Mr. President, they said, we have moved to the APC.  PDP remains our party and will remain our party.

    “But we need help and the way to get it is not to start castigating the President and no governor should castigate the President.  But opposition belongs to the political parties.  For me and you, we are still bonafide members of the PDP.”

    On the increasing wave of the activities of the Indigenous People of Biafra, Umahi stated that the South-East governors had listened to the complaints of the IPOB agitators and had decided to discuss them with the President.

    “We have listened to the complaints of the boys.  There is no way anybody could say that what they are saying is completely outside the truth, but just like husband and wife, you must have a way of getting along through dialogue.

    “The governors of the South-East have taken up their matter to discuss with Mr. President and I believe that we don’t need another war in this country.  I want to plead with you to encourage whoever is involved that we have taken up the matter and we will do everything possible to make sure that their feelings are addressed.

    “We should not support secession. We should not support demonstrations; we should not support the castigation of our leaders”.

    Umahi maintained that his government was poised to redefining Abakaliki by looking inwards on how to take advantage of its location as a transit point to “realise our potential.”

    Urging the traders to key into the vision of his administration, he stated that the first batch of traders would be relocated to the International Market in April 2016.

    According to him, the second batch will   be relocated in  June  while the third and final batches will be  in September.

    He further announced that the government would be constructing additional vehicular parks and warehouses beside the Centenary City, opposite the International Market as a measure to minimize the inconveniences that traders might face when they move into the International Market.

    Earlier in an address, the Chairman of AMMTA, Comrade Emeka Nwome, commended the governor on his life touching achievements within six months in office.

    In a related development, traders under the auspices of South-East Amalgamated Market Traders Association (SEAMATA) yesterday expressed support for pro- Biafran movement but condemned the invasion of the market by the pro-Biafra agitators.

    SEAMATA, in a statement signed by its President General, Chief Okwudili Ezenwankwo and the Secretary, Mr. Temple Udeh said in as much as the traders support the movement for Biafran state it condemned the attitude of the pro-Biafra agitators/ protesters that was infiltrated by miscreants.
