    Pitfalls of fiscal federalism

    Oyo State Governor Abiola Ajimobi reflected on the proposed review of the revenue allocation formula in Ibadan, the state capital, at the opening ceremony of the two-day Southwest sensitisation on revenue sharing.

    The Southwest Geo-political zone has always been identified with strategic planning, focused development and methodical care for the future endeavours of its people. The enduring developmental impacts of our forebears in government were predicated on their intense passion for the socio-economic welfare of the people, as well as their development of marshal plans for the future of their people.
    In spite of the series of political challenges and geographical re-adjustments over the years, the Southwest remains the hub of progressive politics. As we all know, the hallmark of progressive politics is to proffer antidotes to the menace of mass poverty. Progressive leaders, vision-driven and passionate about the future of their people, are fired by the zeal to always prosecute causes that engender socio-economic emancipation of the downtrodden and the common man in their governmental environment.
    We are not oblivious of the fact that the Revenue allocation formula being employed for the distribution of our national resources among the federating units took its premise from the 1999 Constitution of the Federal Republic of Nigeria. We are also aware that the formula took its essence from the modification orders which came about as a result of the Supreme Court Judgment of April 2002 in the case between the Federal Government and the 36 states.
    However, it is becoming evident by the day that the current fiscal structure which favours the Federal Government with 52.68 per cent of the total national revenue is at variance with, and certainly not in consonance with the reality of responsibilities of the other tiers of government.
    Cries against this inequitable distribution have been strident among federalism experts and nationalists. Yet, there is no respite at the moment. Efforts, severally and individually, had in the past been made to make the federalist avowal of the Nigerian Constitution to reflect its fiscal disposition accordingly.  However, this desired result and effect have been elusive.
    The effort of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) to use the power conferred on it by the constitution to review the revenue formula and principles in operation is commendable. It could not have been done at a better time, in order to have our fiscal regime conform with changing realities.
    Without prejudice to the would-be report of RMFAC, after this exercise, the realities of the contemporary challenges at the grassroots level would, no doubt, be unassailable to all. I am convinced that the challenges would force out the unison of opinion of all stakeholders that there is an urgent need for an equitable and a more acceptable revenue allocation formula. A formula that will be directed towards the economic imperatives of the nation, further its oneness and eschew unfairness among the various tiers of government, is no doubt a sine qua non for an equitable nation.
    Oyo State Government, like other States in this zone, would make her own presentation in the cause of this 2-Day sensitization programme. It would not be different from the corpus of agitations for fiscal equity. As articulated by federalists and as witnessed by us in the administration of our respective tiers, the responsibility of governance, both at the state and local government levels, have become so enormous but frustrating for the operators. This has been necessitated by inadequacy of resources.
    One sole incubus implicated in this is the primary responsibilities of states and local governments that is being unnecessarily competed with by the Federal Government.  Since the states and local governments are positioned strategically to identify the critical needs of the people at these levels of governance, duplication of efforts on the concurrent list should be reviewed, so as to allow each tier of government to concentrate on areas that will better touch the lives of the governed.
    Since the inception of this administration in Oyo State, efforts are daily being made to put human faces imprints on all the socio-economic welfare programmes and policies implemented by government, with a view to bringing governance and its essence closer to the people.  This we started by advocating a style of governance and politics that is devoid of subterfuge and violence which we inherited, but rather a focus on development.  We have spared nothing to ensure that security is not compromised as only peace can engender development.  Earlier in the life of this administration, a joint security outfit named Operation Burst, comprising all the security agencies in the state, was launched and, by now, its tentacles have spread to all the geo-political zones of the state.  What we have now in Oyo State is a rest from the hitherto disorder and violence that stuck to us and our well-advertised pedigree like a leech.
    The state government is also hosting foreign investors more than ever before and yet almost on daily basis, new proposals are received to do business with the serene and peaceful New Oyo State.  Just recently, a Canadian team signed a Memorandum of Understanding (MoU) with the state to invest over $1 billion in agriculture in our state. This could not have been possible in the hitherto atmosphere of brigandage and disorder.  The attraction is also the massive infrastructural rehabilitation and construction being embarked upon throughout the length and breadth of the state.
    Investment in the future of our teeming youths has also evolved several youth empowerment programmes.  Apart from the initial 20,000 youths employed by us almost two years ago, many more youth have passed through our skill acquisition centres.  Both the education and health sectors of the State are also witnessing a revolution of massive rehabilitation and infrastructural development that is aimed at bringing back the old glory of the Western Region.
    While this is not a forum for blowing the trumpet of achievements of this administration in the state, driving round the capital city, Ibadan and our major cities will confirm that, like our forebears, we are driven by a vision to bring the condition of living of our people to the acceptable standard for humans in the world.
    This forum is premising its gathering on the last presidential debate organised by the Broadcasting Organisation of Nigeria (BON), where the President had promised to present whatever are the views of the general public on the subject of the proposed review of revenue allocation formula to the National Assembly, as would be submitted through the report of the Revenue Mobilization Allocation and Fiscal Commission.  This has given a hope that the age-long yearnings and aspirations of the federating units of this nation, in term of availability of resources for the respective responsibilities of governance, would soon be met.
    This is also the forum for all stakeholders to lend their voices to the desired devolvement of more financial resources from the center to the states and local governments.  There is no doubt that some of the issues that would lead to the realization of this dream would require constitutional amendments.  Necessary steps should therefore be taken to correct the present imbalance and unfair distribution of our financial resources.  Both the existing vertical and horizontal allocation formula should be discussed for review.
    Apart from the vertical method which has favoured the Federal Government with 52.68 per cent of total revenue, the seven indices currently in use for the horizontal formula deserve particular attention. It is hoped that indices of general concern like equality and population (including density) is reviewed upward.
    I wish to particularly point out that the issue of crises of population, for example, should be given a proper attention as one of the relevant determining factors for revenue allocation.  For instance, the last census figures which controversially puts Oyo State at 5.6 million is grossly understated and this might have been responsible for the unfair treatment meted to the state in terms of allocation from the Federation Account.  In reality, the population of Oyo State is close to seven million, with a high range of density.
    It must also be mentioned that Oyo State has deposits of minerals in commercial quantities, with the Federal Government undertaking mining activities in the various parts of the state, albeit without the state benefiting from the 13 per cent derivation due to states where mining activities are taking place.
    I know that the South Western zone will have a coordinated view on this subject matter by the end of this sitting.  I wish to assure the commission that the six states in this region will do everything possible to ensure that the objective of this sensitization exercise is realised.  Our hope will then be for justice to be done.
    Once again, I thank the chairman and commissioners of the Revenue Mobilization and Fiscal Allocation Commission (RMFAC) for bringing hope that will improve the economic future of all the federating units of this Country through this conference.

    APC denies zoning VP slot to Southwest

    The All Progressives Congress (APC) has decribed as reckless, baseless and completely unfounded yesterday’s report published by a local newspaper (not The Nation) that the party has zoned its vice presidential slot to the Southwest instead of Southeast.

    In a statement in Lagos by its Interim National Publicity Secretary, Alhaji Lai Mohammed, the party said the report was orchestrated by those who are threatened by the high profile and prospects of the party’s candidate in the forthcoming governorship election in Anambra State.

    ”Having realised that their attempt to milk the so-called deportation issue has fallen flat on its face, these desperate politicians have now resorted to outright lies and wild imagination. They figure that if they played the Southwest against the Southeast, by saying the APC has zoned the VP slot to the former over the latter, some people may just fall for it. This is cheap politics,” it said.

    APC assured Nigerians that the party has, at no time, discussed the issue of its presidential and vice presidential slots, hence could not have zoned any of the posts.

    ”Our party is an inclusive national party which will definitely accommodates the interest of all Nigerians in all its actions. We are therefore urging all the good people of Nigeria to ignore this fabricated story. There is no iota of truth in it,” the party said.

    APC expressed concern that a newspaper with a good pedigree will lend itself to be used to push such a dangerous and irresponsible agenda by reporting fiction as fact.

    ”One would have expected a media organisation that is worth its salt to be circumspect in reporting such fiction. It is particularly interesting that all the media organisation had – as a basis for the story – was a ”strong indication” that the party will zone its vice presidential slot to the Southwest.

    ”Not once was a single source quoted by name, for such an important story. This is the height of irresponsible reporting that runs against the grain of responsibility, fairness and accuracy in journalism,” the party said.

    Southwest PDP: Obasanjo alone can’t fill zonal position

    The leadership of the Peoples Democratic Party (PDP) in the Southwest has faulted reports that the Office of the National Secretary and other offices meant for the Southwest will be conceded to former President Olusegun Obasanjo as part of the ongoing reconciliation efforts.

    The leadership of the party, consisting of the Zonal Caretaker Committee, the State Chairmen Forum, the Elders Committee, the Stakeholders Forum, the Organisation and Mobilisation Committee, the Women and Youth fora, said: “No one individual or group, no matter how powerful, can singlehandedly fill positions allotted to the Southwest zone. We are opposed to anything short of a free, fair and democratic congress where delegates would elect their leaders as ordered by the court in Suit No FHC/L/CS/347/2012.”

    In a statement yesterday by the Acting Chairman, Caretaker Committee, Southwest PDP,Adedeji Doherty, the party noted that it was the irregularities of the past that necessitated the sack of the erstwhile Zonal Executive Committee, was headed by ousted Ekiti State Governor Segun Oni – and the removal of the former National Secretary, Prince Olagunsoye Oyinlola by the court.

    The party said any attempt to fill the vacant position of the National Secretary, except as prescribed by the court, would be tantamount to another illegality.

    “It would be recalled that a Court Order/Judgment was given in the matter between Chief Adebayo Dayo and others Vs Prince Olagunsoye Oyinlola, Peoples Democratic Party and the Independent National Electoral Commission (INEC) in Suit No. FHC/ABJ/CS/504/2012 whereby Oyinlola,our representative from Osun State, was relieved of his duties.

    “In the same Order/Judgment, the court also directed that the zone should conduct a Congress to nominate a replacement to the above position.

    “The court says inter alia ‘that an order is hereby granted directing the third defendant (INEC) to rectify the records of the second defendant (PDP) by deleting the name of the 1st defendant (Oyinlola) and replacing same in accordance with the provision of the Constitution of the first defendant with a candidate nominated at a valid congress of the Southwest zone chapter of the 1st defendant (PDP).’

    “In obedience to the Orders and Judgment of the Court, the Caretaker Committee under the supervision of the former Chairman, Chief Ishola Filani on Saturday, July 13, 2013 conducted a Special Congress where Prof. Wale Oladipo (Osun State) was nominated as Oyinlola’s replacement.

    “We have since filed the returns to the court and the National Secretariat. All that is remaining is for the court to decide the matter, one way or the other, and the national leadership of our great party will act accordingly,” Doherty said.

    He said any deviation from the path set by the law would be counter-productive and throw up another round of crisis instead of resolving it.

     

  • Southwest PDP slams factional governors

    The Peoples Democratic Party (PDP) Stakeholders’ Council in the Southwest yesterday berated the seven governors that walked out of the party’s special convention in Abuja last weekend.

    It described the governor’s action as “a crass display of ego and lawlessness and as assault on democracy”.

    In a statement yesterday by its Chairman, Senator Lekan Balogun, in Ibadan, the Oyo State capital, the group said: “Nigeria’s democracy, more than ever before, has come under serious assault from the seven governors that walked out on the party leaders at the PDP national convention.

    “Their action was a demonstration of egoism, the same egoistic act that got PDP into this mess in the first instance. For the avoidance of doubt, a governor is not the party leader in a state, though a No. 1 provider of resources to run the party, which has wrongly created this level of swollen headedness. But it takes a high level of maturity for a governor to recognise that the party leader deserves his respect.”

    The council said the Governors’ Forum was wielding undue influence on the country’s politics and its activities were becoming dangerous.

    It said: “This problem has become compounded with the creation of the Governors’ Forum. You can have a forum for any group of political actors/role players. The Senators’ Forum is an instance, but it has never gotten into conflict with the party.

    “The Governor’ Forum has become so powerful that it now threatens the leadership of the party, culminating into the recent childish and irresponsible walk-out by the governors halfway into the convention.

    “The governors seem to be either oblivious or contemptuous of the fact that the convention was a creation of the law. It, therefore, amounts to a demonstration of ego and lawlessness for these governors to walk out of such an important legal creation.

    “One implication of this act and its fall-out in the days ahead is that it has not only undermined the authority of the PDP but also poses a threat to the nation’s democracy.

    “The masses are getting increasingly disappointed with the growing irresponsibility, lawlessness and egoistic tendencies of their elected representatives, who are expected to be temperate in their conduct, as well as respect the law and constituted authority.

    “The people may be left with no other choice than to resist this lawlessness to protect and preserve their budding democratic institutions and processes.”

    The council backed the Alhaji Bamanga Tukur-led faction.

    Southwest PDP roots for Tukur

    The leadership of the Peoples Democratic Party (PDP) in the Southwest yesterday passed a vote of confidence in President Goodluck Jonathan; its National Chairman, Alhaji Bamanga Tukur and the National Working Committee (NWC).

    The Zonal Caretaker Committee, the State Chairmen Forum, the Elders Committee, the Stakeholders Forum, the Organisation and Mobilisation Committee, the Women and Youth fora said Tukur’s leadership was good for the party.

    In a statement by the Acting Chairman of the Caretaker Committee, Adedeji Doherty, the leaders expressed satisfaction with the leadership of Jonathan and Tukur.

    They urged the duo to continue the good and commendable leadership that they had given the Federal Government and the party.

    The leaders regretted the action of some governors, particularly at this period when all hands should be on deck to rebuild the party.

    While urging the aggrieved governors to retrace their steps and embrace dialogue, they praised former President Olusegun Obasanjo for the prompt action he took by calling for the intervention of the elders to resolve the issues.

    “It is hoped that the elders will respond positively to this clarion call and resolve the issues promptly,” leaders said.

    They urged all members of the party across the country in general and the Southwest in particular to remain loyal to the party and give support to the Federal Government and the party officials so that the opposition does not use this “family feud to disorganise our great party and government”.

    The leaders reiterated the earlier South West endorsement of Jonathan for a second term since he is legally qualified to contest.

    They noted that the second term would afford him the opportunity to complete his Transformation Agenda and other reforms.

    The urged the party leaders and members to eschew bitterness and create a peaceful atmosphere within the party so that we can prepare, fight and win the governorship elections in Ekiti and Osun states in 2014.

  • ‘We must save Southwest PDP from liars’

    A chieftain of the Peoples Democratic Party (PDP) in Ogun State, Prince Buruji Kashamu, has urged the Presidency and the party’s national leadership to save the PDP from dying in the Southwest.

    Kashamu, in a statement yesterday, said recent events in the Southwest PDP could kill it.

    He said: “I must confess that I never knew my worth until some of our leaders went all the way to Abuja to lie against me and fabricate all sorts of stories about the state of the party in the zone.

    “I am not contesting with anybody for the leadership of the PDP in the Southwest. It is an indisputable fact that the only leader we have in Yoruba land is ex-President Olusegun Obasanjo.

    “All others, including my humble self, are his foot-soldiers. I am a comfortable entrepreneur with multiple verifiable sources of income. Since my intervention in our great party in 2009, I have spent my personal resources to keep the party together in my home state of Ogun and the zone without asking for anything in return. “

    Kashamu said it was wrong of some people in the zone to institute a legal action against the party’s zonal congress, describing it as “working straight to answer”.

    He said: “We are grateful to the Almighty Allah that many a time we have been underrated by our detractors, but He has continued to bring victory our way, just as He did again when some aggrieved members of our party contrived a case against the conduct of the proposed zonal congress. “

    Southwest leaders of the Peoples Democratic Party (PDP) have raised the alarm over alleged plans to impose a candidate as the National Vice-Chairman in the zonal congress slated for Saturday.

    In a statement yesterday, the Deputy Zonal Publicity Secretary, Mr. Semiu Babatunde, said a minister from Ekiti State and a PDP leader in Lagos State were behind the move.

    The statement reads: “Already, they have scheduled a meeting for Tuesday night in Abuja where they intend to put perfect their plan.”

    The party said it was mobilising delegates against “any form of imposition”.

    It urged stakeholders to resist any attempt to manipulate the process.

    It said: “We are also delighted to note that Chief Mike Oghiadomhe has distanced himself from any plot to drag his in-law, who is a private businessman, into the politics of the Southwest, using his name.

    “We know that Chief Oghiadomhe is at one with the Presidency and the national leadership of the party that our people should freely choose their leaders without any coercion, imposition or manipulation.”

    The party urged delegates from the six states in the zone to be united and speak with one voice, “so that we can liberate ourselves from the profiteers of our commonwealth – people without electoral value, who have held us down over the years”.

    2015: We’re party to beat in North, Southwest, says APC

    AHEAD of the 2015 elections, the All Progressives Congress (APC) has said it is the party to beat in the North and Southwest.

    Its National Publicity Secretary, Alhaji Lai Mohammed, described the party as the Ark of Noah, which will take the country to the promised land.

    Recalling how the party came into being, Mohammed said its leaders evolved a strong platform through consensus, sacrifice and determination.

    He expressed delight at the nationwide enthusiasm trailing APC’s registration, attributing it to the party’s national outlook.

    Mohammed said: “The honest truth today is that we are the party to beat in those four zones (Northwest, Northeast, Northcentral and Southwest). And with the implosion in the Peoples Democratic Party (PDP), the APC has come at the right time. We are like the Noah’s Ark that will take to safety all endangered species”.

    Reiterating the party’s commitment to change, he said the APC had embarked on a rescue mission to prevent the country’s drift.

    Mohammed who spoke with Freedom Online on APC’s registration, its programmes and strength, praised the merger leaders, like Gen. Muhammadu Buhari, Asiwaju Bola Tinubu, Chief Bisi Akande, Chief Ogbonnya Onu, Chief Olusegun Osoba, Prince Tony Momoh, Chief Tom Ikimi and the 11 governors for their patriotism, sacrifice and commitment, adding that they are assets to the party and the nation.

    Mohammed said APC’s registration was making the ruling PDP jittery, insisting that 11 PDP governors and chieftains from across the federation were planning to defect to the mega opposition party.

    He said: “We are very optimistic. As a matter of fact, going by the kind of goodwill messages that we have received from the serving PDP members, we are very hopeful that, even if not now, they are sending their people to join the party very soon”.

    Mohammed said APC would take the polity by storm in 2015 by dislodging PDP from power. He said it was misleading to judge APC’s strength by its number of governors.

    He said: “If a honest opinion poll is taken today, you will come to a conclusion that, in the Northwest, Northeast, Northcentral and Southwest, the APC is the preferred party. If this merger had taken place in 2011, we won’t have what we have now. Many of the states that we lost, the combined votes of the ACN, Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and even All Progressives Grand Alliance (APGA) in those states, are by far more than the votes of the PDP that won either legislative elections or governorship elections in those states.

    “You can imagine in Benue State what the result would have been, or in Akwa Ibom, or in Niger State. Clearly, using the elected representatives today as the sole barometer for the electoral fortune of the APC in 2015 would be quite wrong. The honest truth today is that we are the party to beat in those four states”.

    Mohammed said APC leaders were mindful of the party’s numerical strength and heterogenous nature; assuring that the process for the selection of candidates for elections would be transparent.

    He reiterated the APC leaders’ desire to jettison personal agenda and ambitions for the national interest.

    Mohammed debunked the notion that the defunct Action Congress of Nigeria (ACN) often engaged in imposition of candidates, saying critics had always confused consensus candidacy with imposition.

    Southwest PDP urges court to effect Oyinlola’s replacement

    The Peoples Democratic Party (PDP) in the Southwest has urged the Federal High Court, Abuja to endorse its substitution of Prince Olagunsoye Oyinlola with Prof. Adewale Oladipo as its National Secretary.

    The party, in a motion on notice filed yesterday, said its action was in compliance with the court’s judgment of January 11, this year, sacking Oyinlola as the party’s National Secretary because he was not validly nominated by the Southwest chapter of the PDP.

    The party pleaded with the court to direct its national body and the Independent National Electoral Commission (INEC) to amend their records to reflect the new changes.

    The application seeks the following prayers:

    •An order extending the time limited by the judgment of the court dated January 11 for the conduct of a valid congress of the Southwest zone chapter of the 2nd defendant (PDP)for the purposes of nominating a candidate for the office of National Secretary of the 2nd defendant, to replace the 1st defendant (Oyinlola) removed pursuant to the judgment, till July 13.

    •An order deeming the nomination of Prof. Oladipo by the extra-ordinary Southwest Zonal Congress of the PDP held in Ibadan on July 13 as proper and due compliance with the said judgment of the court for the purpose of the replacement of the 1st defendant in the office of National Secretary .

    The application filed by Chief Adebayo Dayo, Semiu Sodipo (for themselves and on behalf of the PDP) has Oyinlola, PDP and INEC as defendants.

    The plaintiffs said, in a supporting affidavit, that although the orders contained in the January 11 judgment were still valid, their motion was informed by the fact while the court ordered Oyinlola’s replacement within 21 days of the judgment, compliance was immediately impossible because of the internal crisis in the party.

    “ The Southwest Zonal Congress could not be conducted due to internal disharmony in the Southwest and failure to convene a quorum of its Executive Committee.

    “Following the appointment of a Caretaker Committee for the Southwest Zone of the 2nd defendant the process of reconciliation towards the Congress commenced.

    “An Extra-ordinary Southwest Zonal Congress of the 2nd defendant was thereafter validly convened by the Caretaker Committee and conducted without rancor or disagreement on July 13.

    “That the congress was conducted outside the time limited by the judgment of the court.

    “That the delay was not due to any disrespect to this honourable court.

    “That Prof. Oladipo was validly and unanimously nominated to replace the 1st defendant in the office of National Secretary of the 2nd defendant at the Extra-ordinary Southwest Zonal Congress.

    “That the default fees for the delay in compliance with the time limited by the judgment of this honourable court has been paid.

    “That the court has the power to extend the time limited by the judgment for the conduct of a Southwest Zonal Congress for the nomination of a replacement for the 1st defendant in the office of National Secretary of the 2nd defendant.”

    The Alaafin of Oyo, Oba Lamidi Olayiwola Adeyemi 111, has described the economic integration of the Southwest as a lubricant to catapult the country into one of the world’s leading economies.

    He spoke when the executive members of the Oodua Chambers of Commerce, Mines and Agriculture, led by the Iyalode of Yorubaland, Chief Alaba Lawson, visited him.

    The monarch said the aim of the British during colonisation was to exploit and extract the natural resources to develop their country.

    Said he: “In Yorubaland, we are self-sufficient in food production. We are a hard working people. We believe there is dignity in labour. We are well-educated and excel in our chosen fields.

    “For instance, the Yoruba are the first to produce an engineer, lawyer, woman-medical doctor and business magnate. Our leadership role in the development of the national economy remains unchallenged and indisputable.”

    Oba Adeyemi hailed the pro-activeness and foresight of the Oodua Chambers in complementing the determination of the Action Congress of Nigeria (ACN) in the Southwest to resuscitate the inheritance of the Yoruba founding fathers.
