  • How I’ll pick my commissioners, special advisers, by Sanwo-Olu

    Only tested politicians and technocrats stand the chance of making the cabinet of Lagos State Governor-elect Babajide Sanwo-Olu.

    Such politicians and technocrats, he stated, must share the same vision with him and his deputy, Dr Obafemi Hamzat, Sanwo-Olu said on Thursday.

    The All Progressives Congress (APC) chieftain said Lagosians should expect a cabinet of “intelligent and smart,” people, particularly tested politicians, technocrats and professionals, adding that “they will be round peg in a round hole”.

    Sanwo-Olu, who maintained that the basic criteria are the “shared vision and common purpose,” stressing that the team should be on the same page with him and the deputy governor.

    The governor-elect emphasised that the outlook of the State Executive Council should reflect its loyalty to the state, instead of posing as representatives of a sect, jurisdiction and clan.

    He added: “We have been on this journey for eight or nine months. We will appoint those who share the commonality of vision and purpose.”

    Sanwo-Olu spoke with reporters in Lagos on the vision of his government, the on-going projects he will inherit from the Ambode administration, infrastructural growth, security, investment drive, integrated transport management, social welfare, land use charge, Southwest economic integration and future budgeting.

    The governor-elect, who spoke on the imperative of governance branding, gave insight into his style of governance, saying that he would be humble, open, transparent, accessible and engaging governor.

    However, Sanwo-Olu said he would not condone indolence, adding that if an official fails in the discharge of his responsibilities, he would face the consequence.

    He said Lagosians have been fortunate to be governed by progressive administrations in the last 20 years, which have built critical institutions, schools, health care facilities, a mega city status and boosted internally generated revenues.

    Sanwo-Olu said while it had been suggested that the increased IGR meant financial progress, he noted that it was not enough because of the enormous challenges confronting the state.

    He promised to build on the feats of his illustrious predecessors by presiding over a strategic and focus administrations that would continually make use of the vast human talents to develop the Centre of Excellence.

    The governor-elect said he would hit the ground running after his inauguration by setting up a cabinet of talents, making serious appointments, resolving the traffic challenge and reinvigorate the waste disposal management in the first quarter.

    He promised that serious infrastructure battle, particularly road construction and rehabilitation, would begin after the raining season.

    Sanwo-Olu said: “We will look at the civil service and focus on capacity development and skill acquisition, skill and competency development. We will focus on health and infrastructure. We will roll out more detail plans to ensure growth in our education. For health, we will collaborate with the private sector so that we can foster more accessibility and affordability, which is more challenging. We will evolve a clear cut policy on power with DISCO and GENCO ensure regular power supply.”

    Sanwo-Olu said he would embark on a quarterly review of budgetary performance to ensure transparency and accountability.

    He said although he was yet to know the details of on-going projects, which his administration would inherit, he assured that they would not be abandoned.

    The governor-elect said he would revisit the Land Use Charge, based on the raging complaints, assuring that the solution would emerge through collaborative efforts.

    Sanwo-Olu said he would attract investment to the state by promoting ease of doing business, making the civil servants to respond swiftly to the urgency of business registration, and fostering security.

    He said tourism would be rebranded, adding that professionals would manage the critical sector.

    On Southwest economic integration, he said Lagos would collaborate with states, which have abundant land in the region on agricultural development by providing finance for crop production.

    Sanwo-Olu also said Lagos State would press on with the agitation for special economic assistance.

    He added: “We are happy that the next Speaker of House of Representatives will come from Lagos State. We will engage the House. They will see reason with us. Lagos is home for us all .”

    Ondo State Governor Rotimi Akeredolu has named more aides.

    A statement by his Chief Press Secretary Segun Ajiboye said: “As part of strategies to boost his administration’s efforts to provide good governance, Ondo State Governor Arakunrin Oluwarotimi Akeredolu (SAN) has approved appointments of nine special advisers, two senior special assistants and four special assistants.

    “The special advisers are: Dr. Jibayo Adeyeye, Victor Olabimtan, Alaba Isijola, Tunji Light Ariyomo, Raimi Olayiwola Aminu, Mr. Tobi Ogunleye, Princess Oladunni Odu, Dr. Olawunmi Juliet Ilawole and Tunji Fabiyi.

    “The senior special assistants are: Felix Rawa – senior special assistant on Riverrine Community Relations and Dr Wole Alade – senior special assistant on Environment.

    “The special assistants are:

    Ebi Lubi – special assistant on Niger Delta, Sowore Allen – special assistant on New Media, Banji Adewunmi N. –  special assistant on Students’ Affairs and Folasade Arise – special assistant on Special Persons.”

    Niger Assembly rejects request for special advisers

    The Niger State House of Assembly has rejected the request by Governor,  Abubakar Bello to increase the number of his special advisers.

    The refusal is coming after the confirmation of two commissioner nominees, whose names were submitted to the Assembly by the governor.

    The governor had in a letter dated July 4 sought the approval of the Assembly to appoint three additional special advisers in a bid to ensure inclusiveness and enhance service delivery.

    The governor currently has 15 Special Advisers.

    During its plenary sitting yesterday, the legislators through a voice note denied approval for the appointments stating that the appointments is not in the interest of the people.

    Speaking to reporters after the Plenary, the spokesman of the Assembly, Hon. Shuaibu Iyah, who is the member representing Suleja Constituency, said that the denial was done in good faith, especially with the dwindling revenues of the state.

    He said that the request of the Governor is not in favour of the state as the appointment of more Special Advisers would gulp more money adding that the Governor should be more considerate and bothered in paying up monies owned to pensioners and reduce the plight of the people instead of seeking to increase his cabinet.

    “The House took this decision in good faith because the request of Mr Governor has fallen short of the expectation of the House. Today’s case clearly shows that honourable members are conscious of their responsibility. If we see anything not in the best interest of the public we will definitely go against it.

    “These advisers will cost government a lot of money and remember that we are going through a recession where we have inadequate funds to execute certain projects. We are receiving a lot pressure especially regarding the pension issue which is yet to be resolved. The state is running out of funds to achieve developmental goals of government and the Governor is thinking about appointing more special advisers,” he said

    Iyah said the refusal of the legislators to approve the governor’s request was in good faith, adding that it does not reflect that thre is a crack in the relationship between the executive and legislature as people may seem to construe.

    “The decision taken by assembly is in tandem with the fundamental functions of the legislature. It is not in every situation we will give approval to any request coming from the executive. And citizens should appreciate our position on this, which shows we are not just mere rubber stamp of the executive,” he said.

    Osun State Governor Rauf Aregbesola yesterday swore in his executive council made up of 22 commissioners and 16 special advisers.

    On the list of the commissioners are an Associate Professor of Economics, Olalekan Dauda Yinusa; a Doctor of Law, Ajibola Basiru and a former Senator, Mudasiru Hussain.

    The governor said he and his deputy, Mrs Grace Titi Laoye-Tomori, would drop their portfolios in Works and Infrastructure and Education for the new commissioners, to allow for effective policy coordination and supervision.

    Aregbesola, at the inauguration at the parking lot of Bola Ige House in Osogboý, said the ceremony was long overdue, but for financial constraint.

    He said: “I congratulate the appointees for being considered worthy of service to the government and people of our dear state and for scaling the hurdle of screening.”

    Lawmakers approve 12 Special Advisers for Obaseki 

    Lawmakers in the Edo State House of Assembly on Tuesday gave the nod to Governor Godwin Obaseki request to appoint 12 Special Advisers.

    The approval was sequel to a letter sent to the Assembly and dated April, 3.

    Majority leader of the house representing Owan East Constituency, Hon Foly Ogedengbe informed his colleagues that the governor was thorough in the selection of nominees to hold key positions in the state.

    Speaker Justin Okonoboh on his part said the appointments of the 12 Special Advisers would enhance governance in the state.

    The lawmakers also approved the appointment of Mr Raphael Okhani, Egbe Godwin, Efosa Edenene, Frank Osazuwa and Jona Ifada as chairman and member of the Edo House of Assembly Service Commission.

    This followed the expiration of the tenure of former members of the commission on March 20, 2017.

    President Muhammadu Buhari has administered oaths on four Special Advisers and one permanent secretary at the Presidential Villa, Abuja.

    They include the Special Adviser on Social Investment, Mrs. Maryam Uwais; Special Adviser on Political Matter, Senator Babafemi Ojudu; Special Adviser on Economic Matters, Dr. Adeyemi Dipeolu; Special Adviser on Planning, Tijani Abdullahi; and the Permanent Secretary in the Ministry of Foreign Affairs, Ambassador Rafiu Enikanolaye.

    While Abdullahi was assigned to the Federal Ministry of Budget and National Planning, Uwais, Ojudu and Dipeolu were deployed to the Office of the Vice President.

    The brief ceremony, which took place before the commencement of the Federal Executive Council (FEC) meeting, was presided by President Buhari.

    The Kebbi state government has appointed eight new members of the state executive council.

    Justice Asabe Karatu, who represented the state Chief Justice, Justice Bala Mairiga performed the swearing- in of eight of the new commissioners in Birnin Kebbi on Monday.

    Then new commissioner  who are  yet to be  assigned their portfolio includes; Abubakarn Bunu, Abubakar Ladan, Bala Kangiwa, Ibrahim Kamba, Ibrahim Augie, Adamu Ngaski while the only female commissioner  Rakiya Ayuba, was absent at the ceremony.

    Justice Karatu, also performed the swearing-in of three special advisers to the governor- They are the former speaker of the state  House of Assembly, Alhaji Aminu Jega, Navy Capt. Abubakar MuazuRtd and Dr. Fatima Bunza.

    Governor Atiku Bagudu who supervised the ceremony said the new members into the executive council were the first batch and tasked them to support his administration in moving the state forward.

    He lamented that his administration had been weighed down by a debt of N83 billion from his predecessor stressing that the fall in Oil prices in the international, market had further reduced the revenue earnings by the state from the federal government.

    “I urge the new commissioners to think creatively in restoring the lost glory in the civil service.  My administration would accord priority to agriculture, education and health care delivery,” he added.

    Ambode to swear in Commissioners, Special Advisers Monday

    Lagos State Governor, Mr. Akinwunmi Ambode will on Monday, October 19, swear in 23 Commissioners and 14 Special Advisers, who will constitute the State Executive Council.

    According to a statement signed by the Chief Press Secretary, Mr. Habib Aruna, the ceremony will hold at the Adeyemi Bero Auditorium, Alausa Secretariat by 10am.

    According to him, “The House of Assembly has just officially informed His Excellency that they have completed the screening and confirmation of all the 23 Commissioner Designates and 14 Special Adviser Designates which he had sent to the House on September 21. So what is left is for him to conduct the swearing in ceremony so as to enable them resume the task of governance.”

    It would be recalled that Governor Ambode had named six former cabinet members from the Babatunde Raji Fashola administration including former commissioner for Agriculture, Gbolahan Lawal, former Commissioner for Health, Dr. Jide Idris, former Special Adviser, Central Business District, Folarin Coker, former Special Adviser Commerce and Industry, Seye Oladejo, former Special Adviser Works and Infrastructure, Engr. Ganiyu Johnson and former Special Adviser Rural Development, Babatunde Hunpe.

    He also named a relatively young cabinet with the likes of Mrs. Yetunde Onabolu, Fela Bank-Olemoh, Akinyemi Ashade, a partner in KPMG, former Managing Director, National Mirror, Steve Ayorinde, Alhaja Uzamat Akinbile-Yusuf, a pharmacist, Kehinde Joseph and Prof. Ademola Abass, a Professor of Law, whose ages range between 39 and 47 years.

    Other names include Dr. Akintola Benson, former Special Adviser Political and Legislative Powers Bureau, Dr. Abdul-Hakeem Abdul-Lateef, Dr. Mohammed Akinkunmi, former member, House of Representatives, Dr. Babatunde Adejare, Dr. Femi Onanuga, CEO of LAMATA, Dr. Dayo Mobereola, Engr.     With the approval of the Senate for the appointment of 15 Special Advisers by President Muhammadu Buhari, the new appointees should be named soon.
    In determining who should be named Special Advisers, President Buhari will find a joke shared by a friend of former President Goodluck Jonathan on who should be appointed.
    Ex- President Jonathan shared the joke while swearing -in 13 of his 18 Special Advisers in 2011.
    “Let me share a joke with you that a friend recently told me when I was talking about Special Advisers; he admonished me and said, Mr. President, ‘I hope you will not appoint Special Advisers that you will advise’. But from your citation, I am quite sure that I am appointing Special Advisers that will advise me and not those I will advise. So I congratulate you,” Jonathan stated.
    He reminded the Advisers that government’s challenges are quite enormous, saying that “if you have been following the papers, you will know that Nigerians expect so much from us. As Special Advisers, you are expected to be more knowledgeable in the area that you will advise than even Ministers, in most democracies that is what it is supposed be”.

    Buhari seeks Senate’s approval to appoint 15 Special Advisers

    President Muhammadu Buhari has asked the Senate to grant him the approval to appoint Special Advisers.

    Buhari, in  a June 2  memo titled: “Appointment of Special Advisers”, sought approval for the appointment of 15 Special Advisers.

    The memo was read yesterday by Senate President David Mark.

    The president said the request is sequel to the provision of Section 151(1) of the 1999 Constitution (as amended).

    The memo reads: “Pursuant to the provision of Section 151(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) which confers on me to appoint Special Advisers to assist me in the performance of my functions, I write to request for your kind consideration and approval of the Distinguished members of the Senate of the Federal Republic to appoint 15 Special Advisers as prescribed in Section 151(2-3)of the Constitution of the Federal Republic of Nigeria.”

    Buhari sought prompt consideration and approval of the request.

    The names of the advisers were not stated. The president has already named a former Managing Director of The Sun Publishing Limited, Mr Femi Adesina, as his Special Adviser on Media and Publicity.

    When his request is approved, he is expected to appoint 14 more Special Advisers.
