    Dwindling allocation from Federation Account worrying , says former Edo SSG Imuekeme

    Dr. Simon Imuekeme, is a seasoned civil servant, a former Permanent Secretary, Head of Service and Secretary to the Edo State Government.  In this interview with Osemwengie Ben Ogbemudia, speaks on issues concerning politics, governance and host of others.

    How would you rate the performance of Governor Adams Oshiomhole in Edo State thus far?

    There is no doubt that the governor has continued to work hard for the people of Edo state in terms of infrastructural development. Looking at the land mark achievement that he has made in 2013, especially the various projects that he has commissioned, there is no doubt that he is still very much focused, especially in the areas of roads’ construction, schools renovation, provision of health facilities, electricity and water.
    He has just finished a year in his second term and still has three more years in office. What this means is that if he is not distracted, more people oriented projects would still be expected to be completed by the government.
    As far as I am concerned, he should ensure that he completes all the projects he has started in the three senatorial districts of the state. I believe that once these projects are completed, Edo State would have gotten to a stage of comfortable infrastructural development.

    What area would you consider the Oshiomhole government to have performed well?

    There is no area the governor has not left an indelible mark, but I am particularly impressed with the job he has done in the area of roads’ construction, schools renovation and provision of water across the state.
    In the area of school renovation, virtually all the remaining schools that are yet to get the governor’s attention has been advertised to be worked on. If he succeeds in getting this done, one would say Oshiomhole has done marvellously well, considering the state of these schools before he came on board.
    By and large, I would say that the signals are still there; his tenure he would have set a standard for his successor in office to build on and his tenure would always remain a reference point for comparison.

    There are concerns that the projects he embarked upon are too many and that most will eventually become abandoned?

    I am more worried with the dwindling resources accruing to the state from the federal level and not in the number of projects. We are all not unaware of the fact that allocation from the federation account has dropped in the past few months. The Internally Generated Revenue (IGR) has also not been performing to the expectations of the governor. It is hoped that with the Federal Government efforts to contain the leakages in the oil industry, especially pipeline vandalization, oil theft coupled with the state government efforts to boost IGR, more resources would accrue to the state government in order to address the various projects.
    The signal he has given in his first year of the second term shows he is out to complete all the projects he has started.

    Lots of politicking is already going on ahead of the 2015 elections, don’t you see this a major distraction to the governor?

    I am a bit worried about the level of politicking that is already going on. This is democracy, you cannot rule out political intrigues from democracy. My advice however is that politicians should not overheat the system, both at the state and at the federal level.
    Government would not be able to deliver to the electorates if there is distraction. I appeal to politicians in Edo not to unduly distract the governor. If this can be avoided, there is no doubt that he would deliver on his promises. When distractions become frequent and disturbing, there would be loss of focus and unnecessary dissipation of energy on irrelevant issues.

    Do you thing the criticisms of the opposition (PDP) are constructive or merely to distract the governor?

    For democracy to thrive there have to be a virile opposition and the opposition has to be very objective in its criticism and not the pull down syndrome type. If you have this in an opposition, it enhances the performance of the government in power but when it degenerates to pettiness, it becomes a problem to the sitting government. Nobody is an angel neither are we saints. We were what we were before elected into office. So, for me, the more opposition focuses on issues the better for us all.

    The opposition PDP has said that the state is broke because the governor spent so much money on his re-election campaign. What is your reaction?

    I am not aware that the governor spent the state resources on his re-election. It should be noted that globally, the economy of the world is presently going through trying times. In Europe, in America the availability of funds for social services is dwindling and Nigeria is not an exception. All over the world, there is now limited fund to governments to operate. A clear example is what happened recently in America where for two weeks there was a stalemate between the executive and the Congress as result of the request by the President for an upward review of his borrowing capacity.
    What I am trying to say that all over the world government borrow money from banks and other financial institutions to fund project. It should be made known to the public that before this money is given out, the borrowing institution would ensure that the ability to pay is guaranteed and there is also transparency and accountability in the handling of the finances of the state. So it is a thing of joy if Edo state if found worthy to benefit from the World Bank fund in view of its stringent borrowing facilities. For example, out of the 36 states of the federation that applied for World Bank support, only three states benefitted of which Edo state is one.
    The issue of heavy indebtedness does not arise as this issue has been put into consideration even before the federal government allows the state to borrow.  One of the Indices to show that the state is viable is the payment of salaries as at when due. As far as I am concern, the state workers get their salaries as at when due.

    Are you worried that the APC could face similar problem as bedevilling PDP in view of your coming registration exercise?

    As far as the party’s registration is concern, the governor who is the party’s leader in the state, has made it abundantly clear that nobody will be disenfranchised. He said as long as you are an APC member, you will be registered. I think there would be no problem as far as APC is concern. We are working round the clock to ensuring that any issue that would lead to disaffection is quickly tackled.

    What is your message to the people of Nigeria and Edo in particular, especially as we all look towards the 2015 elections?

    Nigeria is a country that is blessed by God. Let those of us who have been given opportunity to lead the country not destroy it; we should remember that governance and positions are ephemeral. You are there today; tomorrow will be the turn of another person. It is what you do to positively impact on the lives of the people while in office that tells your story.
    I like to conclude by saying that we should not unduly heat up the polity in this country.

  • Re- “Taraba is broke”

    SIR: Journalists all over the world are regarded as agents of positive changes in the society. For a report to be considered as worthy of publication, it must not only be accurate, but it must be balanced as well. I came across a report filed by The Nation’s correspondent in Jalingo, Fanen Ihyongo with the above headline quoting the Chairman of Sardauna LGC Dr David Jedua as saying that “for the first time the state is so broke that even the treasury of the Bureau for Local Government and Chieftaincy Affairs is empty”. He also quoted the immediate past Secretary to the Taraba State Government Emmanuel Njiwah as saying “Take SURE-P funds for instance; the money has all gone”.

    First and foremost, the quoted former SSG served under the Acting Governor for almost a year until when he was unceremoniously sacked as a result of his alleged involvement in the looting of flood disaster intervention fund released to the state by the federal government. Since bankruptcy is a gradual process, he had never raised any alarm then; why now?

    Secondly, he failed to prove his accusation by not presenting any concrete evidence of bankruptcy against the state government. The state government has been performing its obligations, for instance, salaries are being paid regularly as and at when due, all ongoing projects are being funded. One may wish to ask Dr. David Jedua if Bali-Gembu Road project which is under his immediate constituency has been put on hold due to lack of fund? The Acting Governor just paid over three billion debt incurred by Gov. Suntai among others. This is a pure blackmail from people who are bent on sabotaging the effort of the current administration.

    What baffled me most was that the reporter failed to hear from the state government’s side of the story, which is one of the basic ethics of journalism. Let’s try to be objective in our reportorial duties so that we can boost the credibility of our profession.

    PDP criticises Rivers one week centenary holidays

    •Public holidays for celebration, says SSG

    The Rivers State chapter of the Peoples Democratic Party (PDP) has criticised the declaration of one week public holidays for the Port Harcourt Centenary Celebration by Governor Rotimi Amaechi.

    The party accused the governor of impunity and called for a revolution.

    Rivers PDP Chairman, Chief Felix Obuah, in company of other members of the State Working Committee (SWC), told reporters yesterday in Port Harcourt, the state capital, that Amaechi wanted to subvert the course of justice.

    But the Secretary to the State Government (SSG), George Feyii, insisted that the public holidays were to enable the people participate in the centenary celebration.

    The Caretaker Chairman of Obio/Akpor Local Government Council, Chikordi Dike, at a media briefing on Monday in Port Harcourt, accused a judge of the Rivers State High Court, Justice I. A. Iyayi-Lamikanra, sitting in Port Harcourt of bias, in the suit filed by the suspended Chairman of the local government, Timothy Nsirim.

    Iyayi-Lamikanra was set, last Friday, to reinstate Nsirim; his deputy, Solomon Eke and 17 councillors.

    Dike said the judgment was leaked, with the suspended chairman and his supporters already celebrating ahead of the “favourable” judgment.

    The initial public holidays were on Friday and Monday, but were extended by the SSG till Friday.

    Five appeals and three motions for a stay of further proceedings on the Obio/Akpor suit pending before the Court of Appeal, Port Harcourt, would be taken on Thursday.

    The caretaker chairman also raised concern that “serious” travesty of justice would have occurred yesterday at Iyayi-Lamikanra’s court, if she had delivered the judgment in the Obio/Akpor suit.

    Dike wondered why Iyayi-Lamikanra was bent on delivering judgment yesterday in the suit when over 100 cases in her court had not been attended to while there was also a pending appeal on the suit before her.

    The Rivers PDP said: “Our attention has been drawn to a barrage of work-free days, first announced midnight on Thursday, November 14, 2013 by Governor Chibuike Rotimi Amaechi, declaring Friday, November 15, 2013 and Monday, November 18, 2013 as public holidays.

    “On November 18, at 8pm, Governor Amaechi extended the work-free days to November 22, without justification, other than to obstruct the course of justice in Rivers State.

    “The State PDP has it on good authority that Governor Amaechi, in the past two months, has attempted to dictate to some magistrates and judges and, indeed, judicial officers in the state on how to handle political cases. This has revealed his insistence on having Justice Peter N. C. Agumagu as the Acting Chief Judge of the state, without regard to laid-down rules and against all wise counsel.”

     

     

    “Amaechi had used all tactics, including financial inducements and executive orders to his aides and some council chairmen/caretakers to cast aspersions on some magistrates and judges, who are seen to have insisted on doing the right thing. This fact is not lost on us as well.

    “The reason given about the ongoing work-free days is political and diversionary. Since 1967, when Rivers State was created, we have not seen such abuse of work-free days, as we have seen in the last one week.

    “We also have it on good authority that the work-free days shall continue even after this week. Governor Amaechi has …demonstrated the crass impunity that characterises his governance.”

    The Rivers PDP urged the elders of the state, activists, labour leaders, among other notable people from state, to call the governor to order.

    It described their silence as “indeed” deafening.

    On April 22, Amaechi suspended the Obio/Akpor local government chairman, his deputy and all the 17 councillors, on the basis of an interim report of the Rivers House of Assembly Committee on Local Government Affairs, following a petition by Obio/Akpor Concerned Stakeholders.

    The stakeholders alleged huge financial looting against the Nsirim-led team.

    Amaechi, in compliance with the resolution of the House of Assembly, appointed a caretaker committee, pending the outcome of the investigation by the lawmakers.

    The members of the Rivers Assembly approved the names of the caretaker committee members on April 23 and were inaugurated the same day at the Government House, Port Harcourt, by the Secretary to the Rivers State Government, George Feyii.

    The Rivers PDP chairman asked the 32 lawmakers, who are all members of the ruling party, to reinstate the suspended chairman of Obio/Akpor LG, his deputy and the councillors, but they declined. This angered the Obuah-led executive.

    In order to wield the big stick, the Rivers PDP suspended the 27 legislators loyal to Amaechi, who is also the Chairman of the Nigeria Governors’ Forum (NGF), while the Rivers governor was in May recommended to the National Working Committee (NWC) of the party for suspension for anti-party activities and he was subsequently suspended.

    Nsirim and other suspended officials of Obio/Akpor LG, however, immediately challenged the Rivers lawmakers’ decision at the high court in Port Harcourt.

    Last Wednesday, Akwa Ibom State Governor Godswill swore a former banker into office as Secretary to the State Government, amid excitement

    Take off the hat from one of them; you will think they were biological brothers. That was how striking the resemblance of former Akwa Ibom State Secretary to State government (SSG) Mr. Umana Okon Umanah, to his successor, Mr. Udom Gabriel Emmanuel ,was, as they sat side by side during Emmanuel’s swearing in Wednesday last week.

    Emmanuel, who wore a hat, was resplendent in his native Akwa Ibom attire, looking different from those years as a player in the financial corporate world where suits are the hallmarks. Umanah wore a suit.

    As early as 8am, invited guests to the event, had trooped into the Government House Banquet Hall, venue for the ceremony.The guests mostly women who turned out in their UyaiIban AkwaIbom uniform and bankers who came to celebrate one of their own, outnumbered the men and political class in the state at the event.

    Before Governor GodswillAkpabio, Deputy Governor Valerie Ebe and Emmanuel arrived the venue, Umanah had first made a quiet entry in company of former military Governor Air Commodore Idongesit Nkanga (rtd), Senator Anietie Okon and Senator Emmanuel Ibok-Essien. A short while after Umanah arrived, wife of the governor, Ekaette , entered making straight for the ‘gallery’ where she exchanged banters with guests.

    Mrs. Akpabio sat with the crowd talking to anyone who “dared” to go and meet her. She only went up to the high table when the governor arrived.

    After the national anthem, Emmanuel was presented to the guests by the Special Assistant to the Governor on Public Affairs, Oliver Udokpo, who also doubles as the official compere at state functions. In a brief citation, Udokpo descried Emmanuel as a whiz kid, a strategist and an icon.

    Thunderous applauses interrupted Udokpo’s presentation. Emmanuel was thereafter called up to be sworn in as the SSG after taking the oath of allegiance and oath of office.

    Akpabio said he was happy Emmanuel “decided to heed the call of service in his fatherland and come to join us in building a new AkwaIbom State”.

    He acknowledged the contributions of Umanah to his administration and his dedication to service “at the different stations in which he patriotically served the state in a long illustrious career which began in the civil service and culminated in his appointment as the Secretary to the State Government in 2007.”

    It was an emotional moment for Akpabio as he took photographs with Emmanuel and Umanah, whom, he said, was not just a friend but a brother, who served his government with great zeal and commitment.

    Speaking after the event, some guests said they were excited at the change. Obong Godwin Udo said only a competent and experienced person like Emmanuel was good enough to replace Umana whose mark in the government had been exceptional. To Idorenyin Umoh, a former banker, Emmanuel’s appointment is an added value for the Akpabio government. For Joy Enoh, a woman leader, Akpabio “has once again showed that he means well for the State by bringing in an experienced technocrat to take over from another experienced technocrat in the dying days of his regime, especially at this time that nothing should distract the holder of that office from making sure the Governor exits the scene with honour in 2015”

    Emmanuel, a former Executive Director of Zenith Bank and a fellow of the Institute of Chartered Accountants of Nigeria, had served as a non-executive director of the African Finance Corporation.

    The ceremony was attended by Chief Judge Justice Idongesit Ntem Isua; the Deputy Speaker of the House of Assembly, Udo Kierian Akpan; Chairman of the People’s Democratic Party (PDP), Mr. Paul Ekpo; the party secretary, Sir Ibanga Akpabio; a delegation from Emmanuel’s Church, the Qua Iboe Church in Surulere, Lagos; Commissioners, Special Advisers; local government chairmen and PDP stalwarts.

     

  • Akwa Ibom SSG’s office sealed off

    •Workers asked to vacate premises

    Security operatives, allegedly acting on the orders of Akwa Ibom State Governor Godswill Akpabio, yesterday sealed off the office of the Secretary to the State Government, Umana Umana.

    Workers were searched and asked to vacate the premises.

    The Permanent Secretary in the SGG’s office, George Akpabio, was transferred to the Ministry of Transport.

    Akpabio’s transfer, according to a Government House source, was conveyed to him by security operatives.

    A worried Akpabio was said to have asked the security personnel: “Just like that? Is that how they move a permanent secretary?”

    Both Umana and Akpabio were said to be in Abuja at the time of the incident.

    The decision to remove the SSG, according to sources, may have been his interest to contest the 2015 governorship race.

    The governor is said not to be pleased with Umana’s plan.

    Umana, who is from Uyo Senatorial District of Nsit Ubium, is one of the nominees for Managing Director of the Niger Delta Development Commission (NDDC).

    Other nominees are Special Adviser, Bureau of Technical Matters, Etido Inyang, an Ikot Ekpene man and Loveday Ekuyok, a native of Eastern Obolo Local Government Area.

    The SSG, while declaring interest for in 2015 governorship race, said it had become imperative to make known his position to assuage the overwhelming wish of the greater majority of Akwa Ibom people.

    But the governor has always said only God will determine his successor.

    It was gathered that the relationship between Akpabio and Umana turned sour last Friday when Umana was prevented from attending a meeting the governor convened with Peoples Democratic Party (PDP) state executives.

    According to a Government House source, the governor said he did not want to attend a meeting with any governorship aspirant “so that it won’t look as if the party is supporting the aspirant.”

    The source said: “The governor conveyed a meeting on Friday with the party and when the SSG and Commissioner for Special Duties, Emmanuel Enoidem, went, they were prevented from entering.

    “The governor said he wanted to meet with only the state PDP state executives that he did not want to attend any meeting with any governorship aspirant again so that it won’t look as if the party is supporting anybody.

    “With that embarrassment, when the Senate President came to declare open the Senate Press Corps retreat in Uyo, Akpabio was not pleased with the SSG’s absence because no official reason was given for his absence.

    “On Sunday evening after the Senate President left, it was gathered that the governor had purportedly told the SSG to resign but the SSG did not.

    “So yesterday morning, mobile policemen stormed the SSG’s office and locked the place.”

    Neither the Akwa Ibom State Government nor Umana has made any official statement on the incident.

     

  • I’ll run in 2015, says Akwa Ibom SSG

    The Secretary to the Akwa Ibom State Government, Umana Okon Umana, has ended his silence on his 2015 governorship aspiration.

    Umana, who spoke with reporters in Uyo, the state capital, yesterday said he would contest the 2015 election.

    He said it has become important to make known his position to assuage the wishes of Akwa Ibom people, who urged him to take a position on the matter.

    “I have decided to make public my intention to run for the office of governor in response to the overwhelming pressure from the people of the three senatorial districts of the state for me to declare my interest in the race. I wish to assure our people that I will run for governor in 2015.”

    When asked why it took him so long to officially make a pronouncement on the matter, Umana said: “I had to consult widely on the issue.

    “I was also mindful of the fact that I had a job to perform, which I needed to give my all.

    “But as you can see, 2015 is just by the corner and I have to begin the normal consultations, while waiting for the official flag-off of campaigns by my party.”

    He called on the people to continue to support the Godswill Akpabio administration, adding that the administration will continue to justify the enormous confidence the people have in it.

     

  • Ex-Edo SSG’s comment faulted

    The Edo Youth for Truth and Transparent Government and the state chapter of the Peoples Democratic Party (PDP) yesterday faulted comments by Pastor Osagie Ize-Iyamu on why the administration of Lucky Igbinedion was a failure.

    Ize-Iyamu, who was the Chief of Staff and Secretary to the State Government during the Igbinedion administration, attributed poor finances and crisis in the PDP as reasons for Igbinedion’s failure.

    PDP Chairman Dan Orbih said Pastor Ize-Iyamu should apologise to the people.

    Orbih said the problem of Igbninedion’s administration was not the PDP as a party but that of the principal actors who had no knowledge of what to do in government.

    He said the failure of Igbinedion was a collective responsibility and not an individual factor.

    SSG kicks against Imo govt’s abortion law

    MORE than a year after Imo State Governor Rochas Okorocha signed into law the Violence Against Persons Prohibition Bill, a portion of the law sparked protest yesterday on the streets of Owerri, the state capital.

    Catholics, after a two-day Pro-life International Conference organised by the Archdiocese of Owerri demanded the portion that gives a woman right to medical abortion.

    The portion also pitted the Secretary to the State Government (SSG), Prof. Tony Anwuka, against his boss who signed the bill into law on May 29.

    Anwuka, who represented the governor at the conference said he was expressing his personal feeling as a “knight of St. Mulumba of the Catholic Church”.

    The SSG faulted the inclusion of Section 40 (1) (i), which allows “right to medical abortion” by women who need it in the state.

    Okorocha signed the Violence Against Persons Prohibition Bill into law on May 29 after the House of Assembly passed it and sent it to the executive for assent.

    The Imo State of Nigeria 2012 Law No 12, Section 40 (1) (i) states as follows: “Every woman shall have the right to enjoy reproductive rights, including right to medical abortion in cases of sexual assault, rape, incest and where the continued pregnancy endangers the life or physical, mental, psychological or emotional health of the mother.”

    But Anwuka condemned the inclusion of the portion which allows “medical abortion” in the body of the law, saying: “As a Knight of Saint Molumba of the Catholic Church, I will ensure that this portion of the law is expunged and abrogated soonest.”

    According to him, all Catholics must and should vote for pro-life and no government should violate this right in whatever form including enactment of laws.

    Anwuka said: “Every person should have the courage to preserve life rather than destroy it; medical doctors, pharmacists and all healthcare givers as well as government should have a rethink because if they have a life, they should think only about how to keep other lives and not how to terminate these at whatever stage.”

    The SSG applauded the position of the National Assembly on same-sex marriage, saying: “For the first time, I felt proud for their collective action to make sure that this new cancer that is eating up the world-same–sex marriage, has to stop before its development in our land.”

    The Catholic Archbishop of Owerri and Metropolitan of Owerri Ecclesiastical Province, Anthony Obinna, described the law as against human and natural justice, saying “the assent of the law by the governor took the Catholic Church by surprise, but we would do everything possible to protest against it until it is repealed”.

    Welcoming delegates to the conference, the cleric said the movement of pro-lifers would not be deterred by the current tide in the world, where everything is being done to ensure women are “forced to accept principles that violate God’s laws of procreation”. He said aside the church’s acceptable methods of natural births, no other artificial method, including the use of contraceptives for family planning is morally approved. “Similarly, the use of stem cells in reproduction is against natural laws,” he added.

    Other speakers spoke on why Catholic faithful should not be involved in accepting any form of family planning methods which are against the approved methods, such as billings, Rhythm, Temperature and the recent Natural Procreative Technology (NAPROTECH).

     

  • How N500m was spent, by SSG

    The Anambra State Government yesterday explained how it spent the N500 million flood fund from the Federal Government.

    The Secretary to the State Government, Oseloka Obaze, said the state disbursed N400million and spent another N132million on the victims.

    Obaze said: “It has become necessary to set the records straight in light of recent reports about measures taken by Anambra State in connection with the funds for last year’s flood.

    “Anambra State got N500 million from the Federal Government. We have disbursed N400 million and spent an additional N132million of our own funds.

    “There is a formal interim report on the flood and a comprehensive list of how much each community got.

    “The next tranche of relief funds will be targeted at industries, manufacturing and micro-finance institutions that gave out loans to farmers in the affected areas.

    “We’ve started our early warning flood advisory campaign. We are consulting with relief agencies on contingency plans for this year’s flood.

    “We are looking at quick-yielding seedlings that could be harvested before the rains begin.

    “State and federal provided funds and relief materials were given out to those communities affected by the floods that had been identified previously. We have received very few complaints.

    “There may be one or two genuine cases of omission. We are aware of three communities, which claimed they were omitted namely: Ifite-Aguleri, Uli, Ifite-Enugwu. We are reviewing their claims.”

    Governor Umaru Tanko Almakura of Nasarawa State has appointed Hajiya Zainab Abdulmumini as the Secretary to the State Government (SSG).

    She is the first woman SSG since the state was created in 1996.

    A statement by the permanent secretary in the state’s general administration reads:

    “Umaru Tanko Almakura, the Governor of Nasarawa State, has approved the appointment of Hajiya Zainab Abdulmumini as the Secretary to the Nasarawa State Government (SSG).

    “The new appointee will be sworn in by the governor at a later date.”

    The appointment of Hajiya Abdulmumini followed Governor Almakura’s dissolution of his executive council.

    As at yesterday, it was not known when new commissioners would be appointed.
