  • Ahmed calls for state of emergency on drugs

    Kwara State Governor Abdulfatah Ahmed has called on the Federal Government to declare a state of emergency on drug and substance abuse.

    He spoke when the National President of the Pharmaceutical Society of Nigeria (PSN), Pharmacist Ahmed Yakassi, visited him at the Government House in Ilorin.

    According to him, the country is challenged with increased crime, such as kidnapping, robbery, cultism and insurgency, largely induced by drug abuse, usually among youths.

    He said the right steps must be taken by governments at all levels towards curbing drug abuse which is spreading across all strata of society.

    The governor noted that drug abuse goes hand-in-hand with violence, stressing that the most theatres of violence and crime in the world have associated problems of drugs and substance abuse.

    Ahmed advocated a tripartite arrangement between governments, regulatory authorities and the Pharmaceutical Society of Nigeria (PSN) to form platforms to dissuade youths from drug abuse, especially the misuse of over-the-counter and prescription drugs

    He said: “The level at which our youths have imbibed drug abuse is becoming alarming – at the basic education, secondary and tertiary level, it is a very serious situation.

    “It will require all hands to be on deck. Everybody must be involved in advocacy to ensure that all areas which contribute to the use of drugs are properly handled to give us a better society.”

    He promised that the government will improve and compliment the number of PSN in the state, and ensure proper drug dispensation to users. Yakassai said their association was engaged in fighting fake and counterfeit drugs in the country, to ensure sanity in drug administration.

    The Coalition of Northern Groups on Tuesday have asked the Federal Government to immediately declare a state of emergency in four states, inclusive of Taraba, Kaduna, Benue and Zamfara currently witnessing herdsmen/farmers clashes which they said has had untold impact on the Northern economy, disbanding current political structures, pending the return of peace to the states.

    Addressing a news conference in Abuja, spokesman of the Coalition, Abdulazeez Suleiman alleged that the herdsmen/farmers clashes were part of the plot to destroy the economy of the north and ensure that the region remains backward, adding that the Federal Government should appoint sole administrators to run the four states as political leaders of the states have failed to restore peace.

    He said: “We nevertheless believe that the current spate of killings and unrests are not isolated incidents but are linked to a grand design to destabilize the North and bring her people to their knees by dividing them along artificial lines through exploiting ethnic and religious differences.

    “For too long, enemies of the North, both foreign and local have worked strenuously to ensure that the region remains backward, divided, weak, confused and bewildered by myriads of challenges and problems.

    “In the pursuit of this occasional misunderstandings dating back more than five centuries which were ordinarily resolved at the community level, are today manipulated and turned into avenues for the venting of pent-up tribal and religious jealousies resulting in heavy loss of lives and valuable resources. 

    “The escalation of hitherto existing challenges like the herdsmen and farmers clashes which have sporadically and intermittently been going on for time immemorial, is one aspects of the plan to destabilize the North and decapitate it through exploiting internal weaknesses and cleavages.

    “It is no longer in doubt that the general and pervasive insecurity currently being experienced across the Northern region are part of a mega but clandestine plot spanning several years.

    “We condemn with all our might the actions of those who perpetrate criminal acts anywhere in Nigeria and strongly denounce those who instigate others to commit acts of violence and lawlessness.

    “We emphatically repudiate the vilification of one ethnic and religious group or the other for whatever reason or justification. In this light, we deem the targeting of the entire Fulani and by extension, Muslims, for vilification, systematic dehumanization, profiling, alienation or any action that will render them object of attack and persecution, not only immoral and illegal, but also abhorrent to our sensibilities and ordinary decency and therefore unacceptable.

    “We at CNG are quite aware that targeting of any ethnic or religious group and singling it out for any negative action for all intents and purposes, is against both our laws and international law. Such acts are the prelude to genocide and ethnic cleansing and therefore, are actionable under international human rights and humanitarian law, as well as international criminal law.

    “We see the reluctance and lackadaisical attitude  of the Federal Government to act promptly at the initial stages of the conflicts as the primary factor responsible for the deterioration of the situation.

    “We call on the Federal Government to declare state of emergency in the front line states of Taraba, Kaduna, Benue and Zamfara, suspend the current political structures in these states and replace them with sole administrators until conditions improve.

    “We call on the Federal Government to take immediate steps to disband all militias and armed groups in Nigeria by resort to the use of force if needs be, to ensure that no group has the capacity to challenge the State in its prerogative to maintain law and order, and protect citizens’ lives and properties. 

    “With regards to the crises in the North, government should take further steps to ensure that both farmers and herdsmen are given adequate protection by state agencies.

    “We ask that the Presidency, Northern Federal Legislators and Northern Governors show more zeal and effort at protecting the lives and property of pastoral communities everywhere, and ensuring their right to free movement is not impeded by any legislation or obstacle imposed by a state or a community. The days of being politically correct are over.

    “The Federal and State Governments in the North must deal decisively with the threat of drug and substance abuse across Nigeria and in the North in particular. We reiterate that this trend is fueled to a large extent by outside interests that aim to dislocate the social cohesion of the North, and create a class of aimless and dehumanized individuals who will forever remain a burden on the society.

    “The Federal Government should proscribe all religious groups, political parties or ethnic and tribal organizations that make the habit of undermining Nigeria’s peace, security, and peaceful coexistence through unguarded utterances and deliberate actions aimed at fomenting unrest and engendering inter-religious and inter-communal conflicts. 

    Individuals associated with such groups or organizations that incite others to violations must be decisively dealt with. In that regard, we remind the government of our earlier patriotic advice for the enactment of appropriate laws to deal with all manifestations of hate speech from any quarter.”

    While saying that the north has not benefited from the Buhari government despite casting majority of the votes that brought him into power, the Coalition asked all those who feel strongly against the politics and policies of Mr President to direct their grievances at him or his government, as further attempts to rub political opposition on an entire race or religion would no longer be tolerated.

    ‘Why Buhari can’t declare state of emergency in Benue’

    President Muhammadu Buhari has been advised against resorting to declaring emergency rule in Benue State in reaction to the recent killings of farmers by suspected herdsmen.

    A Senior Advocate of Nigeria (SAN), Sebastine Hon argued that, not only was such an option inappropriate, the current situation in Benue State has not assumed a situation warranting emergency rule.

    Hon, in a statement yesterday, said although it was still in the realm of speculation that some persons were pushing for emergency rule in Benue State, such speculations cannot be dismissed with a wave of the hand, in view of the orchestrated violent demonstrations in Makurdi on Saturday by the Hausa-Fulani, two days after the burial of the victims of New Year massacre.

    The lawyer argued that no Nigerian law empowers the President to dismantle a democratically constituted government in a state under the guise of emergency rule.

    Part of the statement reads: “The power to proclaim a state of emergency by the Presidency is provided for by section 305 of the 1999 Constitution; and there is nothing in that provision, clear or latent, which imbues the President or any authority for that matter with any scintilla of power to remove or overthrow elected or appointed State officials.

    “There being no such enabling provision, therefore, such arbitrary power cannot be implied; and if exercised, will be clearly illegal and unlawful.”

    Malala to FG: Declare State of emergency in education sector

    Pakistani rights activist, Malala Yousafzai, on Monday called on the Federal Government of Nigeria to declare State of emergency in Nigeria’s education sector.

    She made the call at the end of closed door meeting with Acting President Yemi Osinbajo at the Presidential Villa, Abuja.

    Malala, who survived being shot in the head by the Taliban for campaigning for girls’ education, had paid similar visit to former President Goodluck Jonathan in 2014.

    She had campaigned for the freedom of schools girls abducted by Boko Haram from their school in Chibok, Borno State in 2014.

    Speaking with journalists at the Villa, she said that she called for the state of emergency because education of boys and girls in Nigeria is very important.

    She urged the Federal Government, states and local governments to work together and fashion out the modalities for the state of emergency.

    She said: “It was a very good meeting. We had a fruitful discussion with his excellency, the Acting President.

    “I highlighted on the need to scale up education, that the government should declare a state of emergency in education because education of girls and boys in Nigeria is important.

    “The federal, state and local governments need to be united on this.” she added

    According to her, she also spoke on the child right act.

    She added “Secondly, the spending should be made public and thirdly, the Child Rights Act should be implemented in all states. I was really happy to hear positive response from the Acting President that they are happy with the suggestion of implementing emergency for education and that they are happy to work more on education and that they are united.

    “I’m happy to hear positive responses from the Ministers as well that they are ensuring that education is prioritised in every girl and in every boy and education in Nigeria is given priority.

    “In the morning, I met Chibok girls and I was very happy at what the Honourable minister is doing to support the Chibok girls. I’m really excited to see them going back to their homes and to their families and continuing their education. But I hope the other girls who are still under abduction of Boko Haram are released,” she said.

    Rivers State Governor Nyesom Wike has said he called for a state of emergency in Benue State because Governor Samuel Ortom had lost control of the state and lacks the capacity to stand up for his people.

    He said Ortom politicised insecurity in the country, which has now degenerated to consume his state.

    Wike was addressing the University of Port Harcourt Governing Council at the Government House, Port Harcourt, when members of the council visited him yesterday.

    According to him, Ortom was in the league of APC governors who plotted a state of emergency against Rivers State when it had security challenges.

    He said: “Benue Governor has lost control.  That is why there is an immediate need to declare a state of emergency to restore security and protect the people.

    “If you are from Benue State, I apologise. But when Rivers State had security challenges, Governor Ortom was among the APC governors who plotted for the declaration of state of emergency in the state.

    “When the insecurity started here in Rivers, instead of joining hands to proffer solutions, they politicised it.

    “Except those at the forefront of the plot repent, this insecurity will visit them one after the other.”

    Wike urged the university management to remain apolitical. He said the strained relationship between the state government and the university was because of his advice that the institution be not involved in rigging the rerun legislative elections.

    He, however, said the state will continue to support the university through the execution of projects.

    Chancellor of the university and Emir of Gwandu Gen. Muhammadu Bashar (rtd), urged the governor to remain committed to the service of Rivers State and Nigeria.

    He admonished Wike to forgive the university management.

    Gambia’s National Assembly revokes state of emergency

    Gambia’s National Assembly on Tuesday revoked a state of emergency declared by Former Leader Yahya Jammeh in an attempt to stay in power.

    The move comes shortly before President Adama Barrow is expected to return to Gambia from neighbouring Senegal, where he sought refuge for security reasons.

    West African troops were meanwhile securing the capital, Banjul, in preparation for Barrow’s arrival.

    Jammeh, who ruled the small West African nation for 22 years with an iron fist, caused weeks of political impasse when he refused to step down after losing the Dec.  1 presidential election to Barrow.

    Gambian President Yahya Jammeh yesterday declared a 90-day state of emergency in his bid to hang on to power despite losing the December 1, 2016 election.
    His term is due to end tomorrow and the international community has told him he should respect the wishes of his people and hand over power to President –elect Adama Barrow. But he has refused to recognize the result despite initially giving the indication.
    In a broadcast yesterday, he decried “extraordinary” foreign interference in his country’s affairs and the December election.
    President Muhammadu Buhari and other leaders of the Economic Community of West African States (ECOWAS) have twice visited Banjul, the Gambian capital, to persuade Jammeh to rscpect the elction result but they were unsuccessful.
    Nigeria has deployed a warship to put further pressure on Jammeh to step down. A source quoted by the BBC said the vessel – the NNS Unity – was yesterday sailing off the coast of Ghana.
    This is in addition to the ECOWAS Regional force led by Senegal. But the sub regional body has maintained that military intervention would be a last resort.
    In the broadcast, Jammeh said: “any acts of disobedience to the laws of The Gambia, incitement of violence and acts intended to disturb public order and peace” are banned under the state of emergency.
    He said security forces were instructed to “maintain absolute peace, law and order”.
    The rubber stamp National Assembly also passed a motion condemning what it called the “unlawful and malicious interference” of the African Union and the country’s neighbour, Senegal, in The Gambia’s affairs.
    Six ministers including ministers of finance, foreign affairs, trade and environment yesterday resigned from President Jammeh’s government.
    Tourism and Culture Minister Benjamin Roberts, also joined the group in what is a loss of confidence in Jammeh.
    The mayor of the capital Banjul has also resigned, according to sources at the city council
    According to Gambian state television on late Monday, Finance Minister Abdou Kolley was being replaced.
    Ministry sources said other government leaders including Foreign Minister Neneh Macdouall-Gaye had left the government and the country.
    Their departure followed the resignation of communications minister Sheriff Bojang last week.

    Senator Saidu Mohammed Dansadau has asked the Federal Government to immediately declare a state of emergency in Zamfara State to halt the mass killing going on there.

    Senator Dansadau, who represented Zamfara Central in the fifth and sixth Senate, urged President Muhammadu Buhari to invoke his powers under Section 305 (3) and (S) of the Constitution and declare a state of emergency in Zamfara, and appoint a competent administrator for the state.

    Dansadau, in a letter sent to President Buhari, with copies sent to Senate President Bukola Saraki and Speaker, House of Representatives Yakubu Dogara, reads: “By Sections 4 (2) and 176 (2) of the Constitution of the Federal Republic of Nigeria, the executive powers of a state are vested in the governor. By Section 215 (4) of the Constitution, the governor is the Chief Security Officer of the state.

    “The Constitution envisages that to perform these onerous responsibility, the governor is expected to be resident in the state and give his full attention to the governance of same.

    “I wish to bring to the attention of Mr. President that since the incumbency of Governor Abdulaziz Abubakar, which began five years ago, public perception is that the governor has spent only about 20 per cent of that whole period in Zamfara, and had utilised the other 80 per cent junketing from one part of the country to the other, and shuttling around the globe.

    “All matters of state that require action are kept waiting until he returns. Consequently, intelligence and security reports are kept in abeyance. For instance, at a period, out of 60 straight days, the governor spent only two days in Zamfara.

    “The fall-out of this is that threats to the breakdown of public order and safety are left to incubate and fester, until they escalate and become intractable, when simple measures of amelioration could have ensured public peace and security.

    “This dereliction of responsibility by the governor has cost the state unimaginable number of precious lives and property worth billions of Naira. In Dansadau alone, about 360 people have been killed.

    “If the killings in the remaining 23 constituencies are added, the total number of lives lost can better be imagined. All these losses would have been averted were the governor alive to his constitutional responsibilities.

    “There were no killings of tribal coloration until Yari took the reins of governance in. Since then, there has been a trail of daily killings, abductions, rapes, kidnappings, attacks on rustic villages, the scale, regularity and ferocity we have never witnessed before.

    “It is worrisome that inspite of the known identities of these criminals, the police have failed in securing the communities and protect lives and property. The failure of the police to safeguard the people may not be unrelated to the disconnection between them and the governor who is rarely seen to provide leadership as the chief security officer.

    “Sadly, the private security volunteers who have been helpful in defending the villages and protecting the people against these marauders have, by executive fiat, been banned from operating.

    “In view of the foregoing, Mr. President is invited to invoke his powers under Section 305 (3) and (S) of the Constitution and declare a State of Emergency in Zamfara and appoint a competent Administrator for the state until such a time when the President, through the administrator, is satisfied that normalcy has been restored.

    “Anything short of this will turn the thick forest between the southern border of Zamfara State with Katsina, Kaduna, Niger and Kebbi States into a national park of criminals and killers, worse than what the country has seen in Sambisa Forest.

    Kidnapping: Police declare State of Emergency in Kaduna

    The Kaduna State Police Command on Tuesday declared a State of Emergency to stem rising cases of kidnapping in the state.

    The command’s spokesman, DSP Zubairu Abubakar, said in an interview with the News Agency of Nigeria (NAN) in Kaduna, that a special team of anti kidnap squad has been formed to track and dislodge the criminal gangs.

    He said the declaration of the state of emergency was on the orders of the Inspector General of Police, Solomon Arase.

    NAN reports that several people in towns and villages have been kidnapped for ransom by criminals in the last three months across the 23 local government areas of the state.

    In some of the recent high profile kidnap cases, a Colonel in the Nigerian Army, Samaila Inusa, was reportedly killed by his abductors hours after he was held on March 25.

    Similarly, Rev. Iliya Anthony, vice-president, United Church of Christ in Nigeria, died in the hands of his abductors recently.

    The man was kidnapped along with the President of the Church, Rev. Emmanuel Dziggau and Rev. Yakubu Dzarma, who were later released.

    A former Executive Director, NNPC, and now a Director in Dangote Group, Mansur Ahmed, also regained his freedom after he was abducted recently in Kaduna.

    Abubakar acknowledged the cases and said that the police had made several arrests and commenced prosecution of some of the suspected kidnappers.

    According to him, 13 suspects have been charged to court while 15 others are under investigation.

    He said the deployment of the new squad was to heighten the search for the criminal gangs and make the state safe from their nefarious activities.

    The police spokesman appealed for more support from the general public in the renewed effort to rid the state of criminals.

    [dropcap]T[/dropcap]he Federal Government was advised yesterday to declare a three-year emergency on the economy.

    Southeast Southsouth Professionals’ President Emeka Ugwu-Oju gave the advice when the group visited Vice President Yemi Osinbajo at the Presidential Villa, Abuja.

    Briefing State House correspondents at the end of the meeting, Ugwu-Oju noted that the economy was in bad shape.

    He said: “On the current stage of the economy, we strongly suggested that Mr. President, in consultation with the National Assembly, declare a three-year emergency on the economy.

    “And this is not about APC and PDP, this is something non-partisan, our economy is bad. People should realise that because we are making it seem like is something that will go away. We were having $100 a barrel and now we might not have $50 a barrel in the next three years and we have to factor it in.

    “This issue of fuel scarcity is a typical example of what has happened. We didn’t plan for it before, we now have to get every citizen, not a question of Mr. Bad or Mr. Good. The total leadership has to realise that Nigerians have to come together; we have to roll up our sleeves so that everyone has a role to play.”

    Ugwu-Oju added: “We have to sacrifice. It is not just the poor that should be sacrificing alone. For example, I see no reason why any minister, governor or whoever should be travelling outside economy class. We have to show that things are bad. You can’t tell me things are bad and I see you drinking champagne, flying first class or on private jet; same goes for the private sector.

    “These were the things we tried to make the Vice President know and then communicate. We had a good engagement and as you know, he is intelligent, hardworking, cerebral and we are happy he is the Vice President of the country.”

    According to him, the Vice President accepted to be the special guest of honour at the second Southsouth Southeast Forum on April 28 and 29.
