  • Benue PDP demands release of former Governor Suswam

The Peoples Democratic Party ( PDP) Benue state chapter has called for the immediate release of former Governor Gabriel Suswam .

Gabriel Suswam was arrested by Director of State Services (DSS) after he honoured an invitation in Abuja.

His arrest is said to be in connection with  insecurity in Sankera geo- political zone comprising Ukum – Logo and Katsina Ala local government area in Benue state .

The former Governor hails from Logo Local Government area .

The area had been under massive attacks  from men suspected be to Fulani herdsmen since January, 2018.

Addressing journalist in Hallydays Hotel Resort in Makurdi ,Benue state capital ,PDP Publicity Secretary Comrade   Bemgba Iortyom said the former Governor should be released on bail of charged to court .

Comrade Bemgba expressed concerned that since his arrest and detention, the DSS was yet to explained to Nigerians the offence which he committed.

The Publicity Secretary was accompanied to the press conference by  some PDP chieftains including  Tim Nyor and   Hon .Terwase Aondokaa

Earlier, security men had stopped a planned  peaceful protest to demand for the release of the former  governor on Monday.

  • ACF, PDP, Mark, Suswam, others decry killings

The Arewa Consultative Forum (ACF) has described   Tuesday  killings in Benue State as “unfortunate”.

In a statement by its National Publicity Secretary, Muhammad Ibrahim Biu, the ACF said:  ”The spate of attacks on innocent people, including clergy men and worshippers in their places of worship, is most callous and unfortunate.

”ACF therefore calls on the security agencies to be more proactive and re-strategise their security operations in order to nip these avoidable bloodlettings in the bud.

“Perpetrators of these heineous crimes should be fished out and be brought to book to serve as deterrence to others.

”Furthermore, ACF urges the Federal Government to set up a panel of inquiry into these incessant killings that have continued to bedevil most of the Northern states, with the hope that amicable solution would be found for common good.

”ACF consoles the government, people and families of those killed and wounded and hope that God would provide them with what it takes to bear the losses. May their souls Rest In Peace.”

Former Senate President David Mark condemned the killings.

In a statement on Wednesday by his media aide, Paul Mumeh, Mark said: “I am saddened by this unabating carnage. The people of Benue State are accommodating and law-abiding but it seems this gesture has been misconstrued to be cowardice.

“Our people are known for their bravery. We are not cowards. Something must be done to stop this carnage. Enough is enough.”

The Peoples Democratic Party (PDP) described it as sacrilegious and callous.

Spokesman Kola Ologbondiyan said: “More worrisome is that the Federal Government has continued to allow these killings without any decisive steps to stem the ugly trend.

“President Muhammadu Buhari-led All Progressives Congress (APC) Federal Government must live up to its basic responsibility of protection of lives and our national territorial integrity. Indeed, our citizens cannot continue to daily fall victims to attacks by marauders while the government fails to exert itself to guarantee their safety.”

“The PDP commiserates with the Catholic Church, the government and people of Benue State as well as the families of the victims of these horrendous killings.

“We pray God to heal our land and enthrone a national leadership that would restore peace, unity and harmonious living in our country,” the statement added.

Former Governor Gabriel Suswam and former Assembly Speaker Terhile Ayua condemned the killings.

They also sent their condolences to the Catholic Church and the people of the state over the killings of two priests and 14 other worshippers by alleged herdsmen during mass on Tuesday.

Suswam, in a statement he personally signed said: “Words fail me to convey my feelings of grief at this sad occurrence, neither can another mere condemnation of such a dastardly heinous act suffice.

“It is becoming a tragic routine to witness those killings and issue condemnation to them, after which they continue.”

  • Re: Akume and Suswam must do restitution

SIR: Reading through the “Letter to the Editor” with the above title, in The Nation of Friday, February 23, one could imagine that the writer, Sunday Adole Jonah, supposedly an academic, shares the concern of all well-meaning people who are worried that Benue State University, Makurdi was forced to suspend, on Friday, February 16, second semester examinations of the 2016/2017 Academic session.

However, if he were well abreast with issues surrounding the “examinations impasse”, he would have been more circumspect in making the innuendo and blanket indictment of former governors George Akume and Gabriel Suswam as well as incumbent Governor Samuel Ortom the way he did.

For Benue State University, the duo of Akume and Suswam, during their tenure as visitor, gave the institution the needed support just like incumbent Governor Samuel Ortom is also doing.

While former Governor Akume, for instance, started the university’s college of health sciences, his successor, Suswam, completed the Benue State University Teaching Hospital (BSUTH) which enabled students of the college to advance to their clinical classes. The incumbent governor, Ortom, since becoming governor in 2015, has ensured that accreditation issues of the medical college are treated with despatch and this has resulted to the graduation of over 150 medical doctors from the college, since then.

It may interest Adole to know that the issues which resulted to the current closure of the university have been largely caused by the students themselves, either out of ignorance or wilful refusal to conform to university regulations.

On discovering that some students of the university have been undergoing their studies without proper registration of their courses, the present management of the institution, led by Professor Msugh Moses Kembe, on assumption of office in November 2015, resolved to change the old way of doing things. The idea is to enforce compulsory registration of courses, especially now that the exercise does not end with filling of hard copies of registration forms but also digital registration to ease marking and processing of examinations.

So, to simplify the matter, Benue State University has about 25, 282 undergraduate students. At the moment, 13,082 of these students are fully registered and have paid all their student charges while 6562 of these have paid their student charges but are not registered. Only 5638 students have neither paid their student charges nor registered.

It is pertinent to bring it to the knowledge of all that at the parents/ stakeholders’ forum convened by the university management on Wednesday, February 21, the forum endorsed the suspension of the examinations until March 5. It was further agreed that students who have not paid their sundry charges and those who have paid but have not registered should use this period to complete their registration. For students who may not be able to meet the financial responsibilities within this period, their parents/guardians could come forward and submit an undertaking for such wards to write the examinations.

Akume and Suswam must do restitution

Sir: The news that some 7,000 students were unable to pay their school fees over at the Benue State University (BSU) Makurdi was depressing, very depressing indeed. As a result of the angst resulting from this state of affair, this university is shut till further notice. What is plaguing the BSU is a small-scale manifestation of what plagues the larger Benue society where the office of the governor has been a cheap getaway to the billionaires’ club.

George Akume was someone who spent Benue State money with careless abandon. Gabriel Suswam was addicted to a cult of personality. When I first mooted the idea of a cattle ranch homestead plan to the Benue State government that would be under the auspices of an appropriately-named National Ranch Homestead Commission (NRHC) circa 2012/2013, the idea was such a great one that the federal government committed a hefty chunk of money into the process of ensuring that the Fulanis are settled for good in ranches. How Governor Suswam managed that fund is still a mystery to me. It sickens me to think that Suswam is a smug billionaire today whilst his hometown folks in Logo are being mowed down by the Fulanis that some say a N100 billion was appropriated for to settle them in ranches in the vast open landmasses of Northern Nigeria.

Now, Benue State parents cannot pay their charges school fees because the culture of impunity that involves non-payment of salaries began with Suswam. Since former governors Akume and Suswam are ex-public servant billionaires, it should be on their consciences to do restitution and pay the school fees of those students who are hard-pressed for money at the moment over at the BSU Makurdi. Governor Samuel Ortom must pay the emoluments of civil servants and quit entertaining the thought that a cheap route to a crooked billionaire’s club is a cool thing. Benue State has endured too much tribulation as it is and this is a state that lends itself to ease of governance with so much pliable flexibility. I wonder why the governors cannot get it right.

2019: Ortom meets Suswam in Tor Tiv’s palace

Benue State Governor Samuel Ortom and his predecessor, Gabriel Suswam, on Sunday held an all-night meeting at the palace of the Tor Tiv in Gboko.

The Nation gathered that the meeting was organised at the instance of the Tor Tiv, Prof. James Ayatse, and may not  be unconnected with the 2019 governorship ticket.

Suswam is leader and sole financer of the opposition Peoples Democratic Party (PDP) in the state.

But there is a bitter rivalry between Ortom and Suswam over the Justice Kpojime-led Commission of Enquiry, which indicted Suswam and some of his political aides.

It is also suspected that Ortom may dump the All Progressives Congress (APC) and seek election on a different platform.

The meeting, which started about 5 pm, lasted till midnight, and was attended by the six first class chiefs in Tiv land and traditional rulers from Suswam’s Sankera axis and Ortom’s Minda axis.

Prof. Ayatse’s media aide, Freddie Adamgbe, said the monarch was bitter that Ortom and Suswam are fighting instead of attracting development to the state.

Adamgbe said the meeting was successful as both parties resolved to work together, especially at this time when the state is besieged by woes.

Ortom confirmed the reconciliation meeting, saying  they agreed to work together.

He said: “The meeting was a reconciliatory one. I was there and former Governor Suswam was there too. The Tor Tiv urged us to sheathe our swords for the common good of the people.

“He said the challenge in the state is becaue we cannot work together for the common good of the state. And he urged us to put our differences behind us and work for the interest of the state and Tiv land, instead of dancing naked in the public.”

The governor, however, debunked claims that he was reconciling with Suswam because he is planning to defect to the PDP, saying he had no such plans.

    Suswam‘ll be biased, says group

A group the Peoples Democratic Party (PDP) Professionals for the Defence of  Integrity and Equity has kicked against the appointment of former Benue State Governor Gabriel Suswam as Chairman of the Electoral Panel of the PDP Convention.

In an open letter to the Chairman PDP Caretaker Committee Senator Ahmed Makarfi signed by its Chairman Tichus Zungeru, a lawyer, the group said it “observed with dismay and total disgust” Suswan’s appointment.

“Mr Suswam surely does not represent a symbol of unbiased purity, the very image of sanitizing wholesomeness without which we cannot have a clean, equitable, unsoiled election.

“ Mr Suswam is a known ally and sworn friend of Mr Nyesom Wike, the goernor of Rivers State who does not hide his brazen sponsorship of Uche Secondus for the National Chairmanship position.

“With such an obviously compromised scenario, we do not need a soothsayer to tell us how Mr Suswan will behave as Chairman of such a very important Committee. Naturally he will be working for Secondus right from the inception.

“Mr Suswam’s appointment is therefore unacceptable to us . It is very flawed, erroneous, deliberately designed to arrive at a predetermined solution”.

The  group added: “Mr Suswam is battling with various EFCC cases”.

  • Alleged N9.79b fraud: Court rejects request for bench warrant on Suswam

A Federal High Court in Abuja yesterday rejected a request to issue a bench warrant on former Benue State Governor Gabriel Suswam.

Justice Gabrial Kolawole, however, warned Suswam not to push the court to a state where it will compel him to attend court.

The Office of the Attorney General of the Federation (AGF) on March 27, filed a 32-count charge against Suswam and two others, accusing them of diverting N9,791,602,453.8, part of which was meant for police reform and the Subsidy Reinvestment and Empowerment Programme (SURE-P).

The others are the Finance Commissioner during Suswam’s tenure, Omadachi Oklobia and former Accountant, Benue State Government House Administration, Mrs. Janet Aluga.

They were to be arraigned on the new charge on April 11, but for the absence of Suswam, who was in the custody of the Department for State Services (DSS).

The development prompted Justice Kolawole to order the DSS to produce him (Suswam), and adjourned to yesterday.

The DSS released Suswam on May 7. He was in court on Wednesday when his lawyer, Joseph Daudu (SAN) withdrew the N10 billion rights’ enforcement suit he filed against the DSS, which Justice Kolawole struck out.

But yesterday, Suswam was not in court. Oklobia and Mrs. Aluga were present. The ex-governor’s lawyer, Miss C.E Ogbuozor, said Suswam was admitted in hospital for hypertension-related ailment, which allegedly arose due to his prolonged stay in the DSS custody.

She said: “After his release from the custody of the SSS (DSS), he met with us, his lawyers and explained to us that, owing to his detention, he has been unable to keep up with his medical checks or take his medication for a hypertensive medical condition, which he had.

“Having stayed in detention for over 70 days, he proceeded to see his doctors, who after due examination, advised that he be placed on bed rest and subject to his doctor’s observation.

“We have also been issued with a report, which we have furnished the prosecution this morning. Out of respect for this court, the lead counsel, Mr. J.B Daudu (SAN), had to bring the first defendant to court yesterday (Wednesday) for his civil matter.

“Today, we made effort to secure his attendance in court this morning, but unfortunately, his doctors would not oblige us.

“In view of the foregoing, we sincerely crave the indulgence of the court for an adjournment to enable the first defendant to attend his trial to take his plea and to also prepare on the appropriate plea on each of the 32 counts, which we confirmed were duly served on him personally on May 8, 2017 following the orders of this court,” she said.

Prosecuting lawyer Aminu Alilu said he was not served with any medical report from the defence.

He said: “His (Suswam) presence in court yesterday showed that the condition is not as complicated as the counsel presented it.

“We urge your lordship to invoking Section 131 of the Administration of Criminal Justice (ACJ) Act, by which my Lord is empowered to issue a warrant of arrest on the first defendant, and we so pray.

“But, we are not opposed to the adjournment since the arraignment cannot go on today in the absence of the first defendant,” Alilu said.

Lawyers to other defendants, F.R. Onoja (for Oklobia) and Innocent Da’agba (for Aluga) agreed with Miss Ogbuozor and prayed the court not to grant Alilu’s request for a bench warrant on Suswam.

When a copy of Suswam’s medical report was shown to him, Alilu faulted the document, insisting that the situation requires that a warrant of arrest be issued on the defendant.

Alilu said: “I just saw the medical report tendered by the first defendant. They said the report was from a private hospital and there ought to be an affidavit by the doctor, who signed it, informing this honourable court, on oath, the ailment of the first defendant stated on the medical report.”

Justice Kolawole observed that Suswam attended court the previous day.

The judge, however, faulted Alilu’s argument, noting that he did not support with any judicial authority his argument that a medical report issued by a private hospital, as against a government hospital, must be backed with a supporting affidavit deposed to by the doctor, who signed it.

Justice Kolawole said Alilu’s argument would not prevent the court from accepting the medical report, dated May 10.

The judge warned Suswam against being absent in subsequent proceedings, and adjourned till June 19 for arraignment.

Police: ex-Jigawa governor to remain in our custody for investigation

The Assistant Inspector General of Police in charge of Zone 1, Kano, Mr. Kayode Aderanti, said yesterday the arrested former Jigawa State Governor Sule Lamido would remain in their custody for further investigation.
Aderanti spoke through the Public Relations Officer, Zone 1,DSP Sambo Sokoto, at a news briefing in Kano.
According to him, the former governor ‘honourably’ presented himself before the Police after an invitation was sent to him to answer questions.
“The invitation was as a result of a complaint we received from the Jigawa State Government on April 27, following an inciting statements alleged to have been made on a local radio by Lamido.
”The Jigawa State Government alleged that the former governor called on his supporters in the state to stop the conduct of the upcoming local council polls by all means,” he said.
According to him, the statement made by Lamido was capable of breaching the Public peace.
He said it is a public offence, which is contrary to Section 114 of the Penal Code of Nigeria.
He said as soon as the investigation is completed, Lamido would be charged to court for appropriate prosecution.

The Ahmed Makarfi-led Caretaker Committee of the Peoples Democratic Party (PDP) has demanded the immediate release of the former Jigawa State Governor Sule Lamido.
Lamido was arrested and detained by the police in Kano on Sunday for allegedly making inciting statement regarding the forthcoming local government election in Jigawa State.
The PDP faction also demanded the release of former Benue State Governor Gabriel Suswam and ex-Niger State Governor Babangida Aliyu, who are also being detained.
A statement yesterday by the spokesman of the Makarfi camp, Prince Dayo Adeyeye, demanded the unconditional release of the three former governors and other political detainees.
Describing the arrest and detention of Lamido as unwarranted, outrageous and anti-democratic, the opposition said the allegation against the Jigawa ex-governor was frivolous.
The statement said: “The true reason for his arrest, however, has to do with the forthcoming local government election in Jigawa State. The long incarceration of former Governor Gabriel Suswam is also linked to the forthcoming local government election in Benue State.
“The APC led administration is fast losing the confidence of the people because of its non-performance, high handedness and lack of empathy for the suffering of the people.
“The only option left for it is to prevent the opposition from effectively campaigning and mobilising the people for the elections. The whole strategy of the failed APC government is founded on the assumption that if there is no opposition, then they cannot be defeated.
“Hence, the intimidation, harassment and incarceration of popular opposition leaders like Sule Lamido. We are aware that we in the opposition will be in for a hard time in the run-up to the 2019 general elections with more arrests and intimidation of our prominent leaders.”
The party recalled what it described as inciting statements made by President Muhammadu Buhari shortly before the 2011 general elections, which resulted in bloodshed after the poll; but for which Buhari was not arrested by the then PDP-controlled Federal Government.
It also noted Buhari’s statement before the 2015 general elections, where he threatened a repeat of the 2011 post-election violence by vowing that the “dog and the baboon would all be soaked in blood”.
“For this statement and others as well, he was never invited, arrested or detained by any of the security agencies under the PDP administration. It was not a sign of weakness by the PDP-led government. It was in deference to freedom of speech, democracy and peace.
“The APC has today unleashed the Nigerian Police, the DSS and the EFCC to harass and intimidate judges, opposition leaders, social media influencers/bloggers and other Nigerians that speak against the APC-led federal or state governments on fabricated charges just to cow them.
“Lamido merely asked the people to defend their votes against rigging. How is that a crime? If you are not planning to steal the peoples’ votes, why should you be afraid if the people are advised to defend their votes? Of course, no thief would want the owner to guide his house against burglary.”

•Court urged to ignore ex-governor’s request for freedom

THE Federal Government has accused former Benue State Governor Gabriel Suswam of having links with some militant groups in the state.

It claimed to have information linking Suswam with the militant group that recently attacked Zaki Biam.

The government claimed possession of a security report from Benue State government, which said the state will become ungovernable should Suswam be released from incarceration.

The government made these claims in a counter affidavit filed by the Department of State Services (DSS) against a fundamental rights enforcement suit at the Federal High Court in Abuja.

Suswam, who is being detained by the DSS, is challenging his continued detention without trial.

The counter-affidavit, which was served on Suswam’s lawyer early yesterday, stalled proceedings.

Suswam’s lawyer Adedayo Adedeji informed the court that he had served the DSS with his application since April 19, but that DSS only served him with its counter-affidavit yesterday morning.

Adedeji said: “However, this morning at about 9.45am in the court, I was served with counter-affidavit and a written address in opposition to the motion.”

He said he would reply to the counter-affidavit and seek a date.

Adedeji’s attempt to move an ex-parte motion earlier filed, seeking to compel the 1st respondent to unconditionally release Suswam, was refused by the judge, who noted that it was no longer necessary as the respondents have joined issues with the applicant.

In the main suit, Suswam is seeking a N10 billion compensation for unlawful incarceration and violation of his rights. He also wants to be released unconditionally.

He urged the court to direct the respondents to tender public apology to him in seven national newspapers for the “illegal arrest and detention”.

Suswam also asked for an order of perpetual injunction restraining the respondents, particularly the DSS, from torturing him and if proved that he had been tortured, the court should “nullify any statements, documents or other materials that may have been extracted or obtained” from him under “such unwholesome and constitutionally prohibited circumstances”.

•Pleads for bail for ex-Benue governor

The prolonged detention of the immediate past governor of Benue State, Mr. Gabriel Suswam, has attracted the sympathy of the Tiv Traditional Council and the paramount ruler, Professor James Ayatse.

Tor Tiv V Ayatse has consequently  dispatched   a fact-finding delegation to the Department of State Security Service (DSS) to explore the possibility of arranging  bail for the politician.

    The ex-governor is Tiv.

But the deal could not sail through owning to the absence of the DSS Director-General, Mr. Lawal Daura, from office.

The delegation, led by Tor Jechira, Chief Clement Uganden(a First Class Chief  ),only went as far as greeting Suswam.

The Nation gathered that the brief access granted the chiefs to Suswam  was to prove that he is not  being maltreated as alleged in some quarters.

Other members of the delegation were   Ter Ukum, Chief Teran Kwaghbo;  Ter Logo, Chief Jimmy Meeme; and Ter Katsina/Ala, Chief Fezanga Wombo.

They were  received by the Director of Operations of the DSS in the absence of the DG.

There were indications that the DSS might give the Tiv chiefs another date to have one-on-one interaction with the DG.

”The chiefs were allowed access to Suswam who has been in detention since February 25. He was brought out of his detention facility to greet the chiefs to prove that he was not hurt by DSS,” a top source said.

“The delegation was denied any interaction with the ex-governor.”

Responding to a question, the source said: “The essence of the visit was to see our son as well as the DG of DSS to find out what is actually the case against Suswam.

“After the fact check, we will report back to the Tor Tiv, Professor Ayatse, as directed by the Tiv Traditional Council (TTC).

“We also went to plead with the security agency to consider the possibility of granting Suswam bail because his detention is  dividing the Tiv nation and creating political tension in Benue State.

“Unfortunately, the Director of Operations could not do much. We will revisit the DSS soon on these demands.”

This is the second visit by  Benue leaders to  Suswam in custody.

On the first delegation  were a former Minister of Interior, Comrade Abba Moro; ex-Commissioner of Police, Abubakar Tsav; a former Speaker of the state House of Assembly, Hon. Mzenda Iho; ex-PDP chairman in Benue State, Emmanuel Agbo;  and the current party chairman, John Mgbede .

Suswam is being probed in connection with seven petitions, including the alleged link with a militia leader, Terwaze Akwazza (a.k.a Gana) who is holding  three local governments hostage  in Benue State.

The local government areas are Logo, Katsina-Ala and Ukum

Suswam has not been able to give DSS ‘credible clues’ which could lead to the arrest of  Akwazza.

Two of the petitions border on the over 240-page report of Justice Elizabeth Kpojime Commission of Inquiry  into state finances  from 2007 to 2015 and alleged misuse of a N4.5billion sourced from capital market.

The state government had referred the report of the commission of inquiry against Suswam and 51 others to the DSS and the Economic and Financial Crimes Commission (EFCC) for further investigation and prosecution.

The over 240-page report alleged that Suswam and many of his appointees including civil servants mismanaged the resources of the state.

Those blamed include Hon Solomon Wombo, Omodachi Oklobia, Emmanuel Atini, Asen Sambe, Isaiah Ipevnor, Hon Paul Biam, Aza Biam, Maria Iyortyom, Michael Oko Agbam, Miss Ajuma Olokpo and Abel Musa of (GTbank staff).

Others are Mohammed Kabir Rago, Hon. Terna Kester Ikyenge, Hon Yerfa Atoza Hindan, Terna Iyorkyaan, San Carlos Benue Farms/Barr Tyokegh, Christian Aba (aka Mad Lion), Sunday D. Umoru, Ruth Ijir, Kpaapka, Andrew Ayabam, among many others.

Some of the corporate bodies fingered in the alleged looting of the state are: Ashitech and Ashi Foods, Carlos Benue Farms, SCAMPT Nigeria Ltd, among others.

The panel recommended that 52 individuals and 10 corporate bodies should refund over N107 billion to the coffers of the state government.

It also recommended deeper investigations and possible refund of over N44 billion from transactions they found not in compliance with the laid down financial guidelines.

The panel said  N1.21 trillion accrued to the state from about 27 identified sources out of which N802 billion was appropriated while N219 billion was expended but not appropriated.

The former governor, his  Commissioner of Finance, Omadachi Oklobia, former Special Adviser on Local Governments and Chieftaincy Affairs, Solomon Wombo, and two former permanent secretaries, Emmanuel Atini and Asen Sambe, Messrs Isaiah Ipevnor, a former accountant of the Bureau are alleged to have diverted local government funds amounting to N51, 559,859,968.00 into personal use.

Suswam is already facing trial before a Federal High Court in Abuja for alleged  N3.1bn fraud relating to the same issue raised by the Justice Kpojime led probe panel.
