Northern governors to visit South East, South South

A delegation of Northern Governors Forum will visit the South East and South-South geo-political zones of the country.

A statement issued by the Spokesman to Sokoto State Governor, Imam Imam, said the visit was an effort to douse tension and promote peace and dialogue among all sections of the country.

“The team, to be led by the Chairman of the Forum, Governor Kashim Shettima of Borno State, will also have Governor Aminu Masari of Katsina and Aminu Tambuwal of Sokoto.

“Apart from the visit to political leaderships in those states, the delegation is expected to meet with traditional and religious leaders and also confer with northerners resident in those states.

“Importantly, the delegation will reassure their counterparts in the South-South and South East that all Nigerians are free to stay in all parts of the country.”

He said the delegation would also reiterate that “the entire North stands with the people of South East in this period of heightened tension.”

  • Buhari, Shettima, Ganduje, Tambuwal meet over security

•Northern governors urge army to be at alert

President Muhammadu Buhari yesterday met behind closed doors with Governors Kashim Shettima (Borno), Abdullahi Ganduje (Kano) and Aminu Tambuwal (Sokoto) at the Presidential Villa, Abuja, before departing for New York, United States

Malam Imam Liman, the Special Adviser to the Sokoto State Governor on Media, confirmed the meeting of the governors with the President on his Facebook page yesterday.

The President’s Special Adviser on Media and Publicity, Mr. Femi Adesina, confirmed Buhari’s departure to New York, through the Nnamdi Azikiwe International Airport, Abuja

Adesina posted on his Facebook page: “President Buhari departs Abuja to New York for 72nd Session of the United Nations General Assembly on September 17, 2017.”

It was gathered that the President might have been briefed by the governors on some national issues, including the security situations in their respective states.

Shettima, who is also the Northern State Governors’ Forum chairman, in a statement issued in Maiduguri, lauded the residents of the region for keeping the peace in the face of the recent clashes between members of Indigenous People of Biafra (IPOB) and soldiers in some parts of the Southeast region.

IPOB, which has been proscribed by the Southeast governors, was declared as a terrorist group by the military.

Sokoto metropolis, on Saturday, however, witnessed minor social unrest as some armed youths in their hundreds, set ablaze a building along Bello Way where Igbo traders have shops in what appeared to be a response to reported attacks on some northern traders in some parts of the Southeast region.

But the 19 Northern state governors, through the statement issued by Shettima, called on the army to remain on the alert in the region with a view to tackling any possible break down of law and order in the states.

Buhari, after the meeting with the governors, left Abuja for New York to join other world leaders at the 72nd session of the United Nations General Assembly (UNGA 72).

During the visit, he will participate in the General Debate where he was expected to deliver the country’s National Statement.

  • How to address Nigeria’s challenges, by Saraki, Tambuwal, others

How to address Nigeria’s challenges, by Saraki, Tambuwal, others

SENATE President Bukola Saraki, Kwara Sate Governor Abdulfatah Ahmed and his Sokoto State counterpart Aminu Tambuwal and one-time Justice Minister Bayo Ojo (SAN) yesterday proffered solutions to the challenges facing the country.

Saraki said there was need to protect democracy and called on all to support and protect the judiciary and court system because of its important role in sustaining democracy.

Tambuwal suggested the prompt enactment of strong legislation to address illegal arms proliferation that accounts for the growing security challenges being experienced.

Ahmed sought enhanced synergy among the three arms of government to allow for the delivery of democratic dividend to the people.

Ojo urged the youth to take interest in partisan politics to ensure that their interest was well protected.

They spoke in Abuja yesterday at the public presentation of a book: “The challenges of criminal justice administration in Nigeria,” written in honour of Speaker of the Kwara State House of Assembly, Ali Ahmad.

Speakers at the well-attended event poured encomium on the honouree, who many described as a humble and dedicated Nigerian, who was instrumental to the enactment of the Administration of Criminal Justice Act (ACJA) while in the House of Representatives.

Tambuwal said with all the conflicts going on in the country, this was the appropriate moment for the Federal Government to address the problem of proliferation of arms in the hands of non-state actors.

The Sokoto State governor suggested that the government first declare a period of amnesty for illegal firearm owners to return such arms for a fee, following which the law should be allowed to take its course.

“I say this because what we are witnessing in Nigeria, if we are not careful, with the level of arms and ammunition at the disposal of non-state actors, can cause a lot of damage to this country.

“That is why I propose that the Federal Government should consider it seriously. I, therefore, appeal to the Federal Government to consider this as an option of trying to control what may otherwise become uncontrollable in our security system,” he said.

Tambuwal, under who Ahmad served as Chairman of House of Reps Committee on Judiciary as Speaker, said he performed creditably well beyond the imagination of many.

Ahmed faulted the acrimonious relation between the three arms of government and called for collaboration between them because the people are yearning for performance and not crisis.

He said: “While our Constitution envisages a certain degree of attention among the three arms of government in the spirit of separation of powers, I believe that national interest should guide the exercise of that key doctrine of the presidential system as practised in Nigeria

“Given the challenges confronting our country, there is need for greater synergy between the three arms of government to reduce needless tension and enhance the capacity of our institutions to make our democracy more beneficial to all citizens.

“It is my believe that such synergy on one hand and enforcement of separation of power on the other, should be complementary rather than mutually exclusive as national interest must remain the overriding consideration.

“In pursuit of such national interest, therefore, I call for a stronger working relationship among the three arms of government, for the benefit of Nigerians and the delivery of good governance,” Ahmed said.

The Senate President was represented by his wife, Toyin.

Mrs. Saraki, who said the honouree was her classmate at the Law School in 1989, urged the government to, within the framework of administration of criminal justice, put in place measures to ensure that every death and birth in the country is accounted for.

Ojo, who urged the youths to join politics, not as observers, but as players, argued that the old ones will not willingly yield the stage, except they are challenged by the youth.

Ojo described the honouree thus: “He is a proud emblem of his generation and a huge inspiration to those coming behind him. Through his awesome professional competence, untrammelled intellect and the strength of his impeccable character, which enabled him to achieve the enviable height which he is today.”

The book was reviewed by Prof. Maxwell Gidado (SAN), who described it as a product of strenuous intellectual rigour and robust research. Gidado said the book is a veritable tool for all Nigerians, who seeks justice in the land.

Prof. Gidado described the book as a collection of “very rich research topics on the subject”.

The 11 chapter book, consisting of 548 chapters, was authored by a lawyer, Oluseyi Adetonmi, with contribution from Dare Oketade.

Ahmad gave an insight into how the 7th National Assembly was able to ensure the passage of the ACJA, which he said would not have been possible without the support of the executive.

He said: “Given that it was considered a Tambuwal House and a PDP administration, the then Hon. Attorney-General Adoke proved extremely helpful in this regard.

“On 13th of May, 2015, a day I will never forget, the Clerk of the National Assembly transmitted the clean Bill to the Villa.

“Few hours thereafter, Mr. Adoke called that I should inform the Clerk of the National Assembly that the Bill had been assented to. It has never happened before that a 400-clause legislation becomes law in three hours.

“The lesson that the implementation of the Act teaches me is that good governance will continue to elude Nigeria, if the three arms of government would not agree to cooperate and work in the same direction.”

  • PDP committee yet to contact me, says Tambuwal

Sokoto State Governor Aminu Waziri Tambuwal has said the People’s Democratic Party (PDP) reconciliation committee is yet to contact him for possible return to the party.

The governor spoke with reporters on Sunday at former Jigawa State Governor Sule Lamido’s home in Bamaina village, Birninkudu Local Government Area after a meeting.

He said he was in the former governor’s home to condole with him over the death of his daughter.

Tambuwal said: “I’m sure you are aware that we lost our dear sister few months ago. I was not able to come and condole with our leader and pay my condolence to the family and pray that may her soul rest in perfect peace.”

The Sokoto governor denied discussing politics with the ex-governor and PDP presidential aspirant during the visit.

He said: “No political discussion at all.”

On restructuring, Tambuwal said as the chairman, Northern Governors Forum’s committee on the issue, he would not express his personal opinion on the issue.

According to him, I’m holding to my opinion because I’m chairing a committee set-up by the Northern Governor Forum on the same issue. So, I don’t want my opinion to be misread or misinterpreted as the opinion or decision of the committee.

PDP yet to contact me on possible return – Tambuwal

Sokoto State Governor, Aminu Waziri Tambuwal, said on Sunday that the Peoples Democratic Party (PDP) is yet to contact him for his possible returns to the party.

The governor stated this while fielding questions from journalists at the residence of former Jigawa State governor, Alhaji Sule Lamido, in Birninkudu local govrnment area of the state.

Tambuwal said the committee set up by the PDP to contact its top members who left the party before the 2015 general election has not discuss with him formally or informally on the matter.

The governor said he was in Lamido’s residence to condole with him over the death of his daughter, Hajiya Hadiza.

“I’m sure you are aware that we lost our dear sister few months ago. I have not been able to come and condole with our leader and pay my condolence to the family,” he said.

The Sokoto governor denied any political discussion with the ex-Jigawa governor and PDP presidential aspirant during the condolence visit, saying “there was no political discussion at all.”

  • Hyenas, jackals and Tambuwal’s option

SIR: The recent drama on the floor of the Sokoto State House of Assembly that led to the impeachment and subsequent replacement of the Deputy Majority Leader did not come as a surprise to many observers. It was simply a manifestation of a long choreographed drama that has been gradually crystalizing through both formal and non-formal channels of politicking. This is not a new thing in the history of the state. The political sophistication and political awareness of Sokoto’s polity is simply at work.

It all started when nocturnal meetings of dis-contents over various issues started surfacing between mainly two factions that were hitherto, existing only in the winds. The cat was let of the bag recently a serving commissioner in the state organized what to him was an ordinary tour to promote the presidential ambition of his chosen candidate for the 2019 elections in faraway Abuja.

This is perfectly in order and constitutional. But then at an APC stakeholder’s meeting over the ‘tour’, there was commotion and consequently a brawl ensued between the members allegedly supporting the sitting governor, Rt. Hon Aminu Waziri Tambuwal and those of the former governor and serving Senator Dr. Aliyu Magatakarda Wamakko.

As it happened in 1996 between Governor Attahiru Bafarawa and the then Deputy Governor Aliyu Magatakarda Wamakko, the theatre of hostilities naturally shifted to the floor of the House of Assembly where the two camps had already concretized into open opposing sides and were already at each other’s throats.

It became open that two camps were being remote controlled by the two gladiators who from all indications, are friends in the day and foes at night; who have been best of ‘pallies’ in front of the cameras and the opposites when the cameras are away; the case of the hyenas and the jackals.

It is about 2019. The fight has begun and the first round has been fought and won. Tambuwal, the proverbial ‘up starter’ has floored Wamakko, the Veteran and the Maverick against all odds and predictions. Indeed, it only takes Wamakko to tinker a little with the tail of the Tiger to court its wrath and subsequent destructive reactions. Finally, it will also take a determined and fearless Tambuwal to venture into the dungeon of a well fortressed ‘Sambisa’ of the Emperor himself. Only time can tell.

Boko Haram: Northern governors donate N360m to Borno

The governors of 18 Northern States on Wednesday donated the sum of N360 million to support Borno State government’s efforts  at rebuilding communities destroyed by Boko Haram insurgents.

Governors Aminu Bello Masari (Katsina), ‎Nasir El-Rufai  (Kaduna), Aminu Tambuwal (Sokoto) and Jibrilla Bindow (Adamawa) presented the cheque to Borno State Governor, Kashim Shettima, at the Government House in Maiduguri.

They said each of the 18 states, excluding Borno, donated N20 million.

The governors also interacted with displaced persons in one of the Internally Displaced Persons (IDPs) camps in the state and paid a courtesy call on Governor Shettima.

Masari, who spoke on behalf of his colleagues, said they were picked to visit Maiduguri and commiserate with Shettima and the people of Borno State over the resurgence of Boko Haram attacks in the state.

He said: “At the last meeting of the Northern Governors, it was resolved that a committee be set up to visit Borno. We were nominated as members of the committee. We are here to show sympathy to the good people of Borno and in solidarity with our brother, Governor Kashim Shettima. We are solidly behind him in this trying time.

“We have also resolved to be more united than ever before. What affects any of us, affects all. Each of the 18 northern states is donating N20million totaling N360million. Some have already issued cheques while others are sending theirs soon. We will stand in solidarity with each other and do everything humanly possible to ensure that this kind of crisis that affected the northeast does not affect any other part of the north and by extension the country.”

In his remarks, Governor Shettima hailed the support of his colleagues, saying their empathy has been a source of encouragement.

He said: “As your brother and colleague in this state, one of the things that has kept me strong despite the calamity of Boko Haram, is the genuine empathy and encouragement I constantly receive from all of you.

“Most Governors have solidly identified with us even when Borno suffered its most severe neglect between 2011 and 2014. It was at this period that Boko Haram took over most of our local government areas after very audacious and bloody attacks. They killed thousands, destroyed communities, abducted and raped our sisters and daughters.

“They destroyed nearly one million residential houses; destroyed over five thousand classrooms and other school buildings. They destroyed over 200 healthcare centres and bombed water and electricity installations.”

“He made it clear for them to have understanding of the mandate of their respective agencies, strategic and operational planning and the need to focus on results delivery, rather than on inputs, activities and processes, for development to be of relevance and benefit to the citizens”

Tambuwal described the appointees as the bridge between the government and the people.

While urging the appointees to make wide consultations and  properly gauge the needs of the people, the governor urged them to make the welfare of the people their top priority.
