    Jonathan, Tambuwal ex-presidents hail Shagari at 90

    Second Republic President Alhaji Shehu Shagari’s Sama Road Sokoto residence was a beehive yesterday. He turned 90.

    President Goodluck Jonathan led some former Heads of State and Government to Sokoto to felicitate with him.

    Obasanjo visited Shagari alone. He left before Jonathan’s delegation arrived.

    With the President were: Gen.Yakubu Gowon,Gen. Ibrahim Babangida, Gen Abdulsalami Abubakar and Chief Ernest Shonekan, who headed a short-lived Interim National Government (ING) created by Gen. Babangida when he departed in a haste in the heat of the annulment of the June 12, 1993 presidential election won by Bashorun Moshood Abiola.

    President Jonathan described Shehu Shagari as a role model to Nigerian leaders.

    “He is a pivot especially to the members of the National Council of State,” he said:

    Jonathan added that Shagari remained calm and wanted Nigeria to grow as a united nation. He described Shagari as an elder statesman per excellence.

    “Nigerians have a lot to learn from Shagari who served the nation with humility, piety, patriotism and dedication.

    ‘’ This visit is historic and it is a token of appreciation of the tremendous contributions of Shagari to the socio-economic development, peace and unity of Nigeria, ‘’ Jonathan said.

    ‘’ He has been working diligently and tirelessly too to keep Nigeria one and peaceful, and he has never stopped,’’ Jonathan added.

    General Gowon presented Shagari a birthday card signed by all the former Heads of state.

    Supported by President Jonathan and theleaders, Shagari cut his birthday cake.

    Obasanjo, who visited earlier, described the elder statesman  as the doyen of Nigeria’s former leaders.

    Obasanjo, who as military head of State handed over to Shagari after the 1979 elections, described the Turakin Sakkwato as “a doyen of all us who have had the opportunity by an act of God to be at the helm of affairs of Nigeria.

    ‘’ Shagari has seen it all, the good, the bad and the not-so good and I have learnt a lot from him.

    ‘’ When we are in power we have a lot of people who call themselves friends, but when we are out of power is when we know our true friends,’’ he added.

    Shagari commended Obasanjo for the gesture, saying it is a very good morale booster for him to continue to work selflessly for the development of Nigeria

    House of Representatives Speaker Aminu Tambuwal also visited Shagari.

    Tambuwal, who is the All Progressives Congress (APC) governorship  in Sokoto State, said former President Shagari remained a reliable symbol of Nigeria’s democracy.

    He said: “Turakin Sakkwato is a true democrat and he symbolises democracy in Nigeria.

    ‘’ He is an epitome of humility, piety, patience, patriotism, honesty, kindness  and  humaneness,’’ he added.

    The Peoples Democratic Party (PDP) governorship candidate in Sokoto Senator Abdallah Wali said: ‘’ Shagari served Nigeria with an utmost sense of integrity and he showcased the values of hard work and moral rejuvenation.

    ‘’ We will cherish these values for Nigeria to move forward as a united, peaceful and prosperous nation.

    ‘’ Integrity is the cornerstone of good leadership”

    Former Governor Attahiru Bafarawa said the former president ‘’ is a committed, patient and patriotic leader.’’

    One of t Shagari’s sons and a member of the House of Representatives Alhaji Aminu Shagari expressed happiness with the outpouring of encomiums on his dad.

    Tambuwal seeks advice on use of military

    Amid growing concern of lawmakers on the deployment of military personnel for elections, Speaker of the House of Representatives, Aminu Tambuwal yesterday opted to seek professional advice on the subject.

    Tambuwal halted a debate on a motion on military deployment for elections and directed the Committees on Justice, Judiciary and Business and Rules to appropriately advise him on the subject.

    His decision followed the objection of Sunday Karimi (PDP Kogi) to the motion by the Minority Leader, Femi Gbajabiamila, who sought a probe of the roles played by the military deployed in last June 21 governorship election in Ekiti State.

    Gbajabiamila sought the House resolution calling on the Federal Government not to deploy military personnel during the general elections in compliance with the decision of the court.

    The Minority leader also asked the House to urge the Federal Government, the Independent National Electoral Commission (INEC), military authority and stakeholders to obey the decision of the Federal High Court.

    He noted with dissatisfaction the deployment of military personnel in polling units for election purposes, contrary to Section 217 of the 1999 Constitution

    According to him, the maintenance of public safety and public order anywhere in Nigeria, including all polling units and wars during elections, was a constitutional function of the police under Sections 214 and 215 of the constitution.

    “We are aware of a secretly-recorded audio tape involving some personnel of the military, now in the public domain, revealing or suggesting how the election in Ekiti State was allegedly rigged.

    “It is also disturbing that the presence of military personnel in polling units and wards is capable of generating unwarranted apprehension that will scare away innocent citizens, thereby preventing them from peacefully and willfully exercising their franchise.”

    Karimi objected to the motion in a point of order, saying that reference could not be made to a subject that is under litigation.

    The Speaker cautioned his colleagues, saying “In view of the sensitivity of the matter and the unfolding political events in the country, I want us to take this matter very seriously.”

    Subsequently, he mandated the three committees to work on the motion and advised the House appropriately on the status of the subject.

    Tambuwal receives 2,400 PDP defectors

    Speaker Aminu Tambuwal on Monday received 2,400 supporters of the Peoples Democratic Party (PDP) who defected to the All Progressive Congress (APC) in Kebbe Local Government Area of Sokoto state.

    Tambuwal, APC gubernatorial candidate in Sokoto State received the defectors at the party’s gubernatorial campaign rally held in Kebbe town, headquarters of Kebbi Local Government Area of the state.

    He called on the defectors to work towards promoting the lofty ideals of the party in the rural areas.

    The lawmaker also called on the youth in the area to shun all kinds of violence by ensuring peaceful conduct of the forthcoming elections.

    He said that the youth were a global catalyst for political development of any society, adding that they should be properly groomed to enable them contribute towards the socio economic and political growth of the country.

    The APC gubernatorial candidate also charged the youth to contribute towards ensuring the political change needed in the country to ensure quality democratic governance.

    In furtherance, he pledged to strengthen the agricultural sector through mechanization, if elected governor of Sokoto state.

    In his remarks, Governor Aliyu Wamakko called on party supporters to obtain their Permanent Voter Cards before the election.

    Speaking on behalf of the defectors, Alhaji Isa Maitumbi, a former local government chairman, pledged to work assiduously for the victory of the party in the February general elections.

  • Tambuwal’s agenda for Sokoto

    The ongoing campaigns by various candidates seeking elective posts and their political parties have provided Nigerians with the opportunity to assess those seeking to rule over them for the next four years. When politicians come to the people directly for a face to face interaction, citizens can evaluate their programmes and suitability for the office they are seeking.

    In Sokoto State, attention of voters is now fixed on the plan of action rolled out by the candidate of the ruling All Progressives Congress (APC) in the governorship contest, Hon Aminu Waziri Tambuwal. At the flag-off of his campaign penultimate week, Tambuwal, better known to Nigerians as the ever-smiling and no-nonsense Speaker of the House of Representatives, promised to take the state on a journey of prosperity already started by the incumbent governor, Alhaji Aliyu Magatakarda Wamakko.

    The greatest treasure the state is currently enjoying, according to him, is the peace and tranquility found in abundance within its borders. Located in a region bedeviled by the Boko Haram insurgency, Sokoto’s ability to steer off crisis has been a source of admiration for sociologists. Considering its unique position as the centre-point of Islam in Nigeria, Sokoto has in the past taken the lead in finding lasting solutions to the menace of terrorism in the country. Political and religious leaders have, at various times, given a true interpretation of all the tenets of Islam, and have openly abhorred wanton killings and destruction of property.

    The citizens of Sokoto have at various forums harped on the need to ensure continuity of government policies. Many who gave their inputs into the Tambuwal agenda emphasized that coming to start afresh will be detrimental to the prosperity of their state. Their claim followed a close observation of the achievements of Wamakko in critical areas like education, healthcare, social reorientation, youths and sports development and infrastructural development.

    The economic potential of Sokoto is enormous. With the Cement Company of Northern Nigeria factory located in the state and various small and medium scale industries scattered all over, Sokoto has already charted a path to industrialization. As Tambuwal noted in Shagari and Tureta LGAs during his campaign stop, there are also abundant water resources for irrigation farming and other agro-allied activities. The Sokoto Rima River Basin Development Authority has its headquarters in the capital and so far, there are plans to enhance its capacity to meet the growing needs of the people of the area.

    The people of Sokoto are known for their entrepreneurial disposition. Tambuwal said when elected, the state government will complement their efforts by creating an enabling environment to boost investment and other commercial activities. He said this can be done by ensuring that parameters for ease of doing business are enhanced for both local and foreign investors.

    Given its huge economical potential, it is pertinent to ask: what will the incoming administration do to further harness them to advance the socio-economic development of the state and its people? The initiatives of the present government are numerous. Let us look at a few. The first is the vision of the administration in developing the human resource capacity to meet its development challenges.

    Since its inception in 2007, the administration has invested handsomely in education, based on a vision premised on developing skills for the future industrialization of the state.  The state has its gaze fixed on developing the mining industry in the state in the very near future.

    Today, the human resource to drive that industry is being prepared. For example, quite a number of youths have been abroad to study various courses in Mining and Mineral Engineering. Others went to other parts of Nigeria and Africa to study agricultural extension. All these are done with the aim to ensure that those trained contribute their quota towards the development of various sectors of the state.

    As a leader, the Speaker has promised to lead from the front, working in tandem with other progressive Nigerians from all walks of life to bring about needed change in the socio-economic landscape of his dear state in particular an Nigeria in general. This he said can be done by fully implementing the policies of the APC as espoused in its manifesto.

    Tambuwal remains the quintessential politician who has defied the notion that politicians, especially of the Nigerian variety, cannot say the truth to the powers that be while still in power. By now, Nigerians have come to identify their Number Four citizen as a fearless man whose words are not at variance with his deeds. In a clime polluted by years of sheer indiscipline and unfulfilled promises, the optimism, and testimonies openly exhibited by those who followed his leadership style will no doubt gladden the hearts of the people of Sokoto who are now set to have him as their Leader in the coming years.

    Not since independence have we seen a politician promote an ideology as fervently as the speaker does. Tambuwal has promoted the concept of a strong dichotomy between politics and governance. To him, there is a marked difference between a candidate in electoral contest on the platform of a political party and an elected official who has assumed a non-partisan responsibility and taken oath to protect and preserve the constitution, to serve the people and the nation. While the former is not merely at liberty but under a duty to be partisan, the latter must conduct himself in a manner worthy of the call to non-partisanship in governance. And whenever partisan interests conflict with national interest it is partisan interests that must be sacrificed in the preservation of the national interest.

    In Sokoto today, many are confident that Tambuwal will leverage on his experience and contacts in national and international circle to the benefit of the state. In him, they see a person who will not only redesign the economy of the state, but will also redefining its politics.

    Edo State Governor Adams Oshiomhole has congratulated the Emir of Zaria, Alhaji Shehu Idris, on his 40th coronation anniversary.

    He also felicitated with House of Representatives Speaker Aminu Tambuwal on his 49th birthday.

    In a letter to the emir, Oshiomhole said: “I heartily write on behalf of the Government and the good people of Edo State to pay tribute and celebrate with Your Royal Highness on this momentous occasion of your landmark 40th coronation anniversary, as Emir of Zazzau.

    “Under Your Royal Highness’s glorious reign, the Zazzau Emirate witnessed phenomenal socio-economic, political, educational and cultural advancement and, more than at any time in its history affirmed its status, as a world-renowned Emirate, centre of learning and scholarship, and a home for all Nigerians.

    “Despite the fast-changing Nigeria’s developmental trajectory, it is significant that Your Royal Highness has remained a veritable bridge builder and a stabilizing force across the generational, religious, regional and inter-continental divides, which further affirmed your enduring relevance and the respect you command amongst your subjects and non-subjects alike…”

    To Tambuwal, the governor said: “It is significant that at such a young age, you have chosen the path less travelled and accordingly re-defined the Nigerian political landscape by your uncommon courage, discipline, selflessness and patriotism.  “This is evident in your unequivocal identification with the hopes and aspiration of Nigerian people, in our quest to build a more just, fair and democratic nation. It is no longer in contention that by dint of hard work, honesty and humility you have raised the bar in political representation and parliamentary governance.

    “It is also worthy of note that you have stood as a bright spot in the Nigerian political firmament, a beacon of hope and a symbol of what an ideal politician should be. All patriotic Nigerians appreciate the quality of leadership you have provided, as the Speaker of the House of Representatives, which no doubt will go down in Nigeria’s legislative history, as a watershed in entrenching democratic values and constitutionalism in the Nigerian polity.

    AS one political circle goes for another, elected office holders are traversing the length and breadth of the country giving account of their stewardship in the last four years and seeking a fresh mandate from the people. Many will face their constituents not knowing the sort of reaction they will get. For the fortunate ones, they will be received with open arms, given warm embrace and a new mandate. For the not so lucky, they will be turned back, and will be told to come back in four years, perhaps then, the people’s anger against them would have subsided. In the ancient city of Sokoto tomorrow, Speaker of Nigeria’s House of Representatives, Hon. Aminu Waziri Tambuwal, will come before the people of his state to present his score card and ask for a new mandate, this time, a mandate to be the Governor of Sokoto State for the next four years under the platform of the All Progressive Congress (APC). That new mandate will be a new beginning for both Sokoto and Tambuwal. This is because, today, Saturday, January 10, Tambuwal added a new year to his life. He clocked 49. Much has been written about the life and politics of Tambuwal. In summary though, his courage, integrity, generosity and all-embracing character have stood high above everything else. Tambuwal has proven to be a dependable ally, one who can be trusted to be there for the people at all times. His leadership of the House of Representatives has ushered in a period of tranquility not seen in the Green Chamber since the return of democracy in Nigeria in 1999. His performance as Speaker has set the bar in governance. His intrepidity in the face of tough challenges has inspired his colleagues and emboldened them to go about their duties without fear, or favour. For Tambuwal, seeing Nigeria rise to greatness is something akin to obsession. He has, at every available opportunity, reminded Nigerians of the need to promote democracy and respect human rights of all. These ideas stem from his belief that strong democracies are more likely to secure peace, deter aggression, expand markets, promote development, combat terrorism and crime, uphold rights of workers, avoid humanitarian crises, protect and improve the global environment, and protect human health. The Speaker’s widely circulated opinions and discourses on good governance, public service, constitutional reform, youth and women empowerment and national development cannot be lost to genuine lovers of our country. He had on many occasions demonstrated his love for country above personal interest and taught others to do the same. In the period since Tambuwal came to national consciousness, he has not lost touch with his base. Importantly, he has maintained what the Ooni of Ife, His Imperial Majesty, Oba Okunade Sijuade, described as “the proper upbringing” the Speaker passed through from his formative years. Perhaps, taking a cue from past leaders with inestimable value to their communities, Tambuwal has maintained a simple lifestyle dedicated to the service of the less privileged. From the likes Mahatma Gandhi, Winston Churchill, Malcolm X, Aminu Kano and Nelson Mandela, there can be as many ways to lead people as there are leaders. Of particular reference here is Malam Aminu Kano. Before he died over three decades ago, he preached and championed the cause of social justice, environmental harmony and spiritual purification. He upheld the universal principles of truth, honesty, sincerity and keeping to time. Today, these are virtues commonly attributed to Tambuwal. Tambuwal remains the quintessential politician who has defied the notion that politicians, especially of the Nigerian variety, cannot say the truth to the powers that be while still in power. His strong stance on discipline, accountability, and truth, and his penchant desire to do things differently, has set him aside and made him an example for elected office holders in the federation. At 49, Tambuwal’s life is bedecked with the stellar. As Sam Omotseye once noted, Tambuwal’s quiet but visionary hand has held the often tempestuous House of Representatives on an even keel. This is the same House of riot and broken chairs in the past. He has never attracted scandal to himself. He is equable in temper and felicitous in language. He has secured the House and it does not play slave to the executive, and he has defended his legislative turf. He does not play the games of tribal and religious fidelity in the way that injures the commonwealth of citizens. He does not carry an air of the superior personage. That explains why all the rumoured plots of presidential-inspired impeachment did not fly. He knows how to hold his own without vanity or flamboyance. He is humble without servility, effective without showiness, brilliant without bullying. As he celebrates his birthday today, it is not just the intriguing narrative of how he was elected Speaker of the House, or how he defied countless machinations of the powers that be, that should resonate with political scientists. That experience should also serve as a reminder of the many profound achievements we could record if we rise above the inhibiting considerations of tribe, region and religion. Tambuwal has, like US President Barack Obama said of the great Nelson Mandela, showed us the power of action; of taking risks on behalf of our ideals. In the arc of his life, we see a man who earned his place in history through struggle and shrewdness; persistence and faith. He tells us what’s possible not just in the pages of dusty history books, but in our own lives as well.

    Speaker of the House of  Representatives, Aminu Tambuwal, has urged Nigerians to apply the teachings of Prophet Muhammad (SAW) to achieve national rebirth and cohesion.

    According to the Speaker in his Eid-el-Maulud message to Nigerians yesterday, called for collective reflection on the life and teachings of Prophet Muhammad (SAW) and application of same to propel  the nation towards rapid growth and development.

    He said: “Prophet Muhammad promoted the virtues of diligence, hard work and co mmitment to set objectives which can help propel the nation towards rapid growth and development.

    “Nigerians should use this year’s celebration to pray for the country, adding that they should also reflect on the ideals of peace, unity, harmony and selflessness taught by Islam in order to build a stable nation.

    “With peace, tolerance and brotherly love, we can build a country of our dream. We should, therefore, eschew all forms of vices as we continue our march towards unity, development and self-sustenance”.

    While expressing optimism that the year 2015 will be a positive one for Nigeria, Tambuwal wished all Nigerians a happy and successful Maulud celebration.

    2015 elections: Tambuwal, Amosun, Okorocha urge prayers

    Speaker of the House of Representatives Aminu Tambuwal, Ogun State Governor Ibikunle Amosun and Imo State Governor Owelle Rochas Okorocha have urged Nigerians to use the Christmas to pray for the successful conduct of the next year’s general elections.

    Tambuwal also asked Nigerians to seek God’s intervention for an end to security challenges confronting the nation.

    The Speaker, in a Christmas message by his Special Adviser on Media and Public Affairs, Malam Imam Imam, said despite the nation’s difficulties, a new dawn would soon set forth.

    It reads: “We should all pray for the successful conduct of the 2015 general election because candidates who emerged through free, fair and credible exercise are more likely to serve the interest of the nation.

    “The coming elections provide an opportunity for our country to start afresh. I am confident we will get it right”.

    Amosun, in a Christmas message by his Senior Special Assistant on Media, Mrs. Olufunmilayo Wakama, said with prayers, the country would overcome insurgency and bloodletting being carried out in some parts of the country.

    The governor also urged parents to be vigilant and ensure that their children and wards were not used as tools for violence during campaigns and at the elections.

    “Let me appeal to parents to keep watchful eyes on their children and wards, so that they do not become ready tools for some politicians, who do not wish them well.

    “As the political parties begin their campaigns and we move towards the election period, let us always pray for our nation and shun all forms of violence. We are Nigerians and we have nowhere else to go. We should also pray that God touches the hearts of those shedding the blood of innocent citizens,” he added.

    Okorocha has urged Nigerians to use the opportunity being offered by the season to pray for the peaceful conduct of the election so that it be seen and adjudged to be free and fair.

    He also appealed to Nigerians to also pray for divine intervention over the issue of insurgency that has claimed many lives of innocent Nigerians.

    2015 budget: Okonjo-Iweala begs Tambuwal, House leaders

    Ahead of today’s laying of the 2015 budget on the table for National Assembly’s consideration, Minister of Finance Dr. Ngozi Okonjo-Iweala, yesterday pleaded with House of Representatives Speaker Aminu Tambuwal to facilitate the bill’s passage.

    There has been no love lost between the executive and the Speaker since he defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC).

    Tambuwal’s security guards have been withdrawn and he and some of the members were prevented from accessing the National Assembly complex on November 20.

    They were also tear gassed.

    In response to the police invasion and the declaration by Inspector General of Police Suleiman Abba that he does not recognise Tambuwal as Speaker, the House has restricted policemen to the gate of the complex.

    A principal officer, who spoke in confidence with our correspondent, said: “The Minister of Finance met with Tambuwal to solicit the support of the House for easy passage of the 2015 budget.

    “For about two hours, she begged the Speaker and other House leaders, including the chairmen of the House Committee on Finance and Appropriation, on the presentation of next year’s Appropriation Bill.

    “There is need to fast-track the budget in the overall interest of the country. The Minister decided to by-pass the legal cold war between the Presidency and the House to make a strong case for the nation’s economy.”

    Another principal officer said: “Okonjo-Iweala briefed the session on some realistic projections surrounding the 2015 budget, including the $65 per barrel benchmark.

    “She spoke on the likely challenges the nation might face with the implementation of the 2015 budget and the plans put in place by her ministry to manage these shocks.

    “She marshaled her points in an emotional manner.

    “She came to plead with the House to put the survival of the economy above petty politics overshadowing the activities of the House.

    “The nation’s economy will be in dire straits if the row over the plot to force the Speaker and others to vacate their seats festers.

    “I think, it is this kind of rapprochement that the nation needs. Tambuwal assured the Minister of the readiness of the House to facilitate the quick passage of the budget whenever it is presented or laid.”

    Notwithstanding the visit of the Minister, Tambuwal staved off the plot to force him to vacate his seat following House decision to stop the police from manning all the gates to the National Assembly Complex.

    Policemen have now  been restricted to the entrance checkpoint, which is about two to three kilometres to the main gate of the National Assembly Complex.

    Instead, sergeants-at-arms were directed to take over security in the National Assembly.

    Besides the security build-up, it was gathered that the rejection of an ex-parte application to sack Tambuwal by Justice Ahmed Mohammed put the anti-Speaker’s camp in disarray and the plot failed.

    Those behind the plot have also discovered that they could not muster the required number to force Tambuwal  to vacate his seat because of issues over primaries, which had forced some members to defect from the ruling Peoples Democratic Party(PDP) to other parties.

    A source said: “We did not want a repeat of the invasion of the Assembly complex by the police. So, we haveprepared ahead to forestall any attempt to use the police to force Tambuwal to vacate his seat. We took pre-emptive measures.

    The People’s Democratic Party (PDP) failed on Monday in a bid to sack the Speaker of the House of Representatives, Aminu Tambuwal, as a Federal High Court in Abuja refused an ex parte motion filed by its member, Abiodun Akinlade.

    Akinlade, a member of the House or Representatives, representing Yewa South/Ipokia Federal Constituency of Ogun State, had by the motion, sought to restrain Tambuwal “from continuing to act or parade himself as the Speaker of the House of Representatives of the Federal Republic of Nigeria pending the hearing and determination of the motion on notice.”

    He also sought an order dispensing with personal service and for substituted service on Tambuwal “by serving all processes in this suit in the office of the Speaker, House of Representatives, Abuja, Nigeria.”

    Akinlade’s lawyer, Babs Akinwumi, while moving the ex-parte motion, urged the court to grant the interim injunctions sought by his client pending the hearing of the substantive suit earlier filed by Akinlade.

    Ruling, Justice Ahmed Mohammed, refused Akinlade’s prayers on the ground that it was unfair to all defendants in the case for the court to make ex-parte orders against them when they were already aware of the case and were represented in court by lawyers.

    He ordered Akinlade to convert he ex-parte application to a motion on notice and serve it on the defendants to enable them respond to it.

    “In this situation, all the parties are represented in this case. It will be most unfair to grant an order ex parte against a party that has representatives in a case,” the judge said.

    He fixed January 19 for further hearing on the case.

    Defendants in the suit are Tambuwal (as the first defendant), the House of Representatives and the Independent National Electoral Commission (INEC).
