    Two varsity students abducted in Taraba

    Two students of the Federal University, Wukari, Taraba State, were abducted late Monday night at the school premises by suspected herdsmen.

    The institution’s Chief Security Officer, Sule Gani, said the abducted students, male and female, had graduated but stayed behind to remedy some of their courses.

    According to him, the incident happened about 11pm around the school premises.

    Gani said: “They are spill over students. The man came out to buy something and some suspected kidnappers took them away”.

    Police spokesperson could not be reached for confirmation as at last night.

    Taraba state police authorities have confirmed an explosion from a dane gun, which children were playing with in Didango Geita village of Karim Lamido Local Government Area. 

    The police said the explosion resulted in the deaths of three children and injuries to four others.

    The state Commissioner of Police, David Iloyonomon, refuted the earlier assertion that an improvised explosive device (IED) caused the children’s deaths. 

    He clarified that the three children were playing with a dane gun on a tree when the gunpowder detonated, resulting in their deaths. 

    He also stated that four other children playing under the tree were injured, with one sustaining fatal wounds and undergoing treatment at the state’s specialist hospital in Jalingo, the state capital.

    The police boss said: “One Danjuma Audu gave the information to the police that there was an explosion which resulted to the death of three youngsters and the injury of four others. 

    ”On the receipt of the information, we deployed the anti bomb unit of the Nigeria Police Force who rushed to the scene, conducted a professional and thorough search and discovered that no exhibit is related to dynamite or IED recovered from the scene. 

    ”Instead, they recovered pallets from a den gun which was evident in the bodies of the casualties and suspected to be responsible for their death. 

    ”Since there was no assailant, it is suspected to be an accidental discharge. 

    He further revealed that the scene of the incident have been cordoned and investigation is still ongoing to unravel more facts. 

    Iloyonomon added: “Further findings by the E.O.D unit revealed that the three pallets recovered are used in conjunction with gun powder to prepare ammunition for den guns.

    ”Thereafter a further interview with Mallam Danjuma Audu, who reported the incident to the police, revealed that the three children that died were the ones on top of the tree while in the farm, while the other four that were on the ground sustained injuries and that’s a very clear evidence to show that it is not an IED explosion, because if it were to be IED or dynamite explosion, those children on the ground and on the tree would have been shattered beyond recognition”. 

    The police commissioner identified the three deceased children as Miracle Danjuma 11 years old, Liyacheyan Bitrus 12 years old, Kefas Bitrus 11 years old, with the first casualty, Miracle Danjuma being the son of the man who reported the incident. 

    Others that sustained varying degrees of injuries include: Joseph Danjuma 8 years old, Leah Aluda 8 years old, Godbless Hassan 7 years old, Christian Hassan 7 years old who happen to be the grand children of Danjuma Audu, the owner of an irrigation rice farm whom the children followed to assist in his farm.

    18 die from Lassa Fever in Taraba

    At least 18 persons have died from Lassa Fever in Taraba State this year, the Federal Medical Centre, Jalingo, said yesterday.

    Acting Head, Clinical Services, Dr. Joseph Kumi, revealed this during an interactive session with select journalists.

    He said a medical doctor who contracted the disease survived and was recently discharged from hospital after treatment.

    Kumi said the FMC sent 105 samples for testing between January and February, adding that 60 of the samples returned positive, 39 were negative and the remaining six results were being awaited.

    Kumi said the samples were being tested at Abuja or Bauchi because the centre’s molecular laboratory got burnt.

    He said: “It is true that one of our doctors was affected. In fact, he was discharged last Saturday.

    “The fact is that this year, the number of patients that were presented to the centre was actually on the high side compared to previous seasons and that is why it is a challenging thing to us.

    “In fact we have written for more assistance from the Nigerian Centre for Disease Control (NCDC) and the state government despite the fact that they have been doing well in assisting us.

    “The number keeps increasing. Presently, we have 10 patients in our isolation wards. Some of them, the results are still being awaited.”

    Kumi added that the centre usually educated their patients about the disease and on quick response whether they tested positive or negative.

    He urged the people to maintain good hygiene and desist from exposing their food to “rats that are the main carriers of the disease”.

    The Taraba State House of Assembly, has passed into Law the “Establishment of One Rotational First Class Chief and Three Third Class Chiefs Bill, 2024”, for Takum local government area, thereby settling the decades old tussle for the Ukwe Takum stool.

    The title of the Bill is: “A Bill for a Law to Provide for the Establishment of One Rotational First Class Chief and Three Third Class Chiefs in Takum among the tribes of Kuteb, Chamba and Jukun Takum respectively and for Other Matters Connected Therewith 2024.”

    Governor Agbu Kefas had earlier in the week sent an Executive Bill to the House seeking for the establishment of one rotational first-class chief and three third-class chiefs in Takum.

    In a plenary session held under a makeshift arrangement, the Chairman, House Committee on Local Government, Traditional and Chieftaincy Affairs, Peter Diah, said the House considered the general principles of the Bill and after an exhaustive debate it was referred to the Committee for further legislative actions.

    According to him, several stakeholders submitted their memoranda which  include: Taraba State Council of Chiefs, Ministry of Justice, Bureau for Local Governments and Chieftaincy Affairs, Kuteb Yatso of Nigeria, Tiv Cultural and Social Association, Taraba State, Jukun Takum, TEKAN/ECWA, NCWS Taraba State,  Chamba Takum, Kuteb Youths of Nigeria, Ukwe Takum Royal Palace, Jibu Ruling House under Jukun Takum and Jalingo Development Foundation.

    According to him, of all the stakeholders, only Kuteb Yatso of Nigeria, Ukwe Takum Royal Palace, Kuteb Youths of Nigeria and NCWS Taraba State, opposed the Bill citing “an attempt to deprive the Kuteb race of their inheritance as they consider the Ukwe stool as their exclusive preserve”.

    After stating their observations, the Committee therefore made their recommendations which include: that “the appointment of the Chief of Takum shall be among the three (3) third Class Chiefs and shall be on rotational basis provided that no any 3rd Class Chief shall be appointed twice if any of the other 3rd class chiefs has not been so appointed to the office of the Chief of Takum.

    “Where the Governor approves the nomination of any 3rd Class Chief to be appointed as the Chief of Takum, the ruling family from which such a nominee was drawn, shall nominate a replacement within three (3) days”.

    After laying the report, Diah further elaborated on the report. According to him, the committee saw the need to unite the three tribes of Takum in order for peace to reign.

    He recalled that a similar thing had happened on the Mambilla Plateau, explaining that this is the only way to have peace in Takum.

    During the debate, member representing Takum 1 in the state Assembly, Abubakar Tanko, said for the past 28 years, attempts had been made to implement reports concerning the stool which did not work and that there was a need to try something else in order to bring peace.

    For Member, representing Ussa constituency, Joshua Rikupki, though the Bill will bring about accommodation, the House must replicate what it has done should it happen elsewhere in the future.

    The plenary session which was presided over by the Deputy Speaker, Hamman Adama Abdullahi, therefore resolved to pass the Bill into Law and a draft copy as to be forwarded to the governor for his assent.

    Troops apprehend four ‘gun runners’ in Taraba, recover N1 million cash

    In separate operations, troops of the 6th Brigade Nigerian Army, Jalingo, Taraba State, have arrested suspected gun runners and “a violent extremist” in Ibi, Donga and Bali LGAs of the state.

    The Brigade’s spokesman, Oni Olubodunde, revealed this in a statement yesterday, adding that the suspects were arrested between January 20 and February 7.

    “On interrogation, Dutse confessed he was going to Katsina State to bring in AK47 rifles and that he received part payment of N300,000. After a thorough search on the vehicle, troops recovered 1 PK Machine Gun, 399 rounds of 7.62 mm Special ammunition and 3 AK47 rifle magazines.

    “Additionally, troops deployed at Mararaba Baissa community of  Donga Local Government Area apprehended two other suspected gunrunners who were allegedly involved in extra judicial killings and cattle rustling with the sum of N664,000, which were proceeds from their illegal activities and 2 Techno mobile phones.  The (suspected) criminals are: Alhaji Adamu Damisa, 40 and Usman Isah, 44…

    40,000 Tarabans to benefit from Govt’s livestock initiative

    A total of 40,000 people in Taraba are set to benefit from the ongoing Livestock Productivity and Resilience Support (L-PRES) programme initiated by the federal government.

    No fewer than 1.43 million Nigerians will as well benefit from the project.

    The State coordinator of L-PRES, Hananiah Albert, during the inauguration of the Taraba State Steering Committee (SSC) and the State Technical Committee (STC) of L-PRES in Jalingo, said 30 per cent of the beneficiaries would be women.

    He said the project emphasized the state’s deliberate focus on livestock value chain, including cattle, sheep, goat, and poultry, due to its advantageous position in the North-East geographical zone.

    According to Albert, prospective beneficiaries range from livestock producers, feed suppliers, equipment dealers, marketers, transporters, processors, input suppliers, and off-takers.

    “The project aims to support livestock farmers and sector operators with extension services, animal health services, and investments in infrastructure such as the construction and rehabilitation of livestock markets, abattoirs and slaughter slabs.

    “Furthermore, the initiative will facilitate the provision of manual and motorized boreholes, installation of weigh bridges and loading ramps in livestock markets, and the establishment of an Artificial Insemination (AI) Centre, among other measures,” he said.

    Commissioner for Agriculture and Food Security, Prof Nicholas Namessan, affirmed the project’s potential to enhance livelihoods in secondary and pastoral communities.

    Governor Dr. Agbu Kefas, through his deputy, Alhaji Aminu Alkali, pledged a robust support for the two committees, ensuring their effective functioning in implementing the L-PRES project.

    He stated that the initiative was a significant step towards fortifying the livestock sector and uplifting communities across Taraba state.

    SIR: Recently, the media have been awash with the news of bandits’ daring attacks in Taraba and Plateau states. On November 24, 2023, it was reported that gunmen in their numbers attacked and killed 20 people in the Yangtu Development Area of the Ussa Local Government Area of Taraba State. On the early hours of Tuesday, December 19, 2023, gunmen attacked Pupule community in Yoro Local Government Area of the same Taraba State, kidnapped Umaru Nyala, the chief of Yorro chiefdom, and also abducted 22 other people.

    Though the Taraba State Police Command and other security operatives killed over 50 bandits terrorising villages along the corridor of Bali Local Government Area on Tuesday, November 28, 2023, a month after, on Wednesday, December 27, 2023, a group of bandits stormed the Gondon Maliki weekly market in Taraba State, kidnapped scores of people, and carted away food and wares using motorcycles.

    The Sultan of Sokoto, Alhaji Sa’ad Abubakar III, while condemning the gruesome murder of over 100 people on the Plateau said, ‘the bandits seem to be ahead of the government’.

    To be fair to all the Nigerian security operatives, they’ve done an excellent job in the Northwest’s states of Zamfara, Kaduna, and Katsina, facing the menace of the bandits. These states have witnessed a visible improvement in security in areas being terrorised by the bandits, and the Abuja-Kaduna highway is secured while the Niger axis is a little bit silent.

    It appears that the military and other security onslaughts on the bandits and other terrorists have killed many of their leaders, and they have dispersed to the northeast axis and some parts of the plateau. Why did the bandits settle in these areas, especially the northern parts of Taraba State—Yorro, Lau, Jalingo, and Ardo Kola local government areas? Is it due to its topography, location or economy? Taraba State is among the poorest states in Nigeria but rich in agriculture and forestry. Probably the bandits found solace in Taraba due to its uniqueness in geography and agricultural activities. Furthermore, the Cameroonian mountains, which stretch almost the entire northern and southern parts of Taraba, linking the state with the River Niger, will certainly provide a hiding place for criminals, bandits in particular.

    The state, federal, and local communities should work together; collaboration is key to security management. For example, at its 8th and 9th meetings held in Maiduguri, the Borno State capital, on September 9, 2023, and in Yola, the Adamawa State capital, on November 24 and 25, 2023, the Northeast Governors’ Forum expressed its concern about the new dimension of growing banditry in Bauchi, Gombe, and Taraba states as a result of the concerted efforts of the military on neutralising the bandits from other parts of the country. The governors called on the federal government to intervene and promised to work with and support all security agencies.

    Managing security in a vast country like Nigeria with inadequate modern technology for security management is difficult, and our security operatives cannot be everywhere and anywhere at the same time. So what is the solution?

    The reinvigoration of the kinetic and non-kinetic security approaches by the Office of the National Security Adviser (ONSA) has resulted in many successes and breakthroughs; however, more intelligence gathering is needed; community engagement and direct communication with the bandits should be employed.

    In community engagement, the model being used by the Umaru Fintiri-led Adamawa State government in tackling farmer-herder conflict should be adopted; the community should be made to feel part of the solution in security management, thus providing intelligence and also being a watchdog for security operatives without being endangered.

    Secondly, the reported ongoing. ‘soft approach’ should be sustained, and, in direct communication with the bandits, most of them now also use social media; thus, a kind of smooth operation should be launched by the ONSA and other relevant bodies to recruit people who speak the languages of bandits to send convincing messages to them on the ills, disadvantages, and evils associated with their dangerous ‘trade’ while showing them the beauty and benefits being enjoyed by their ‘kind’ who adopt normal lives, go to school both western and religious, but still maintain their culture, beliefs, and inherited legal trade. Furthermore, radio and TV are also still tools to reach the bandits, as satellite TV and solar power technology have now made it possible to watch or listen to the world, wherever one is- bandits, hiding in thick forests, use solar power and satellite technology to charge their phones, watch TV and listen to the radio.

    Appeal Court upholds Taraba reps member Useni’s election

    The Court of Appeal sitting in Abuja FCT on Saturday, December 23, dismissed the appeal by Rimamde Shawulu of the New Nigeria People’s Party (NNPP) challenging the election of Hon. Mark Useni of the All Progressives Congress (APC

    The court said Shawulu’s appeal lacked merit.

    Mark Useni, the member representing Takum/Ussa/Donga Federal Constituency at the National Assembly, described his victory at the Court of Appeal as one that would “spur” him to do more for his constituency and the country.

    The National Assembly Election Petitions Tribunal sitting in Jalingo, had in October affirmed the election of Useni, after Istifanus Gbana of the PDP and Rimam Shawulu of the NNPP challenged his victory.

    The petitioners had approached the tribunal on grounds of non-compliance to the electoral act in the constituency rerun election.

    Both parties sought for the nullification of the election over non-compliance with the electoral law by the Independent National Electoral Commission (INEC).

    They also said Useni did not acquire the lawful number of votes to be declared as the winner of the election.

    The former Speaker of  the Taraba State House of Assembly, who was exhilarated after watching the judgement virtually in his Jalingo home, admitted that he had to endure the distraction brought to him as a result of the legal tussle.

    Useni disclosed: “You will recall that I had been in court right from the primary election beginning from the Federal High Court to the Court of Appeal and it ended at the Supreme Court and I got judgement at the Supreme Court just 28 days to the election. Then I went to the election.

    “Soon after the election, there was a supplementary election which I won again. And at the tribunal three cases were filed against my election. The tribunal affirmed my case. One of the candidates, Rimam Shawulu filed a case against me at the appeal court and today the court affirmed my election. 

    “One other thing the court of appeal established today was that supplementary election cannot be held twice. That was one of the issues that Shawulu canvassed for. So the court said clearly that the supplementary election comes only once. 

    “It is remedial election. It is not an entirely new process. The court therefore dismissed his appeal and agreed with my lawyers on the two grounds of preliminary objections that were filed.

    “I am very happy that the judiciary has once again proven to be the last hope of the common Nigerian. And to me I have been spurred to do more. I am six months in the House of Representatives and so far by the grace of God I have been doing my job very well despite the distraction that has been caused by this legal process.”

    The traditional ruler of Pupule chiefdom, Yorro Local Government Area of Taraba State, Alhaji Umaru Buba Nyala, was yesterday morning kidnapped alongside 21 of his subjects.

    A resident said the victims were taken by kidnappers who lived in the surrounding mountains.

    He said: “The kidnappers living in the hills surrounding us invaded the town and kidnapped 22 people, including the chief, Alhaji Umaru Buba Nyala”.

    Police spokesman Abdullahi Usman said 15 persons were kidnapped, including two police officers.

    “15 persons were kidnapped and among them are two policemen (a sergeant and an inspector)”.

    He also confirmed that the kidnappers lived in the surrounding mountains, and that a combined security team is presently on the manhunt to arrest the perpetrators and rescue the victims.

    He said: “The command has deployed men of the strike force, in collaboration with vigilante and hunters, to comb the areas so the culprits can be arrested and the victims rescued.

    “Investigation has shown that they live in these mountain areas. The Pupule area is surrounded by mountains. From Yorro down to Jalingo; most of them live on these mountains. They descend from the mountains, perpetrate their acts and go back.”

    A second class chief, Alhaji Umaru Buba Nyala of Pupule chiefdom in Yorro LGA of Taraba state and 21 of his subjects were kidnapped in the early hours of Tuesday, December 19.

    A resident of Pupule, who craved anonymity, told The Nation that the traditional ruler and others were abducted by kidnappers who lived in the surrounding mountains of the town.

    The source stated: “The kidnappers situated in the hills surrounding us invaded the town and kidnapped 22 people including the second class chief of Pupule, Alhaji Umaru Buba Nyala”.

    Confirming the event, the police spokesman in Taraba, Abdullahi Usman, said 15 persons were kidnapped including two police officers.
