  • APC governors to adopt common governance structures across states

Governors of the All Progressives Congress (APC) on the platform of the Progressive Governors Forum wants to adopt a common governance initiative across all APC states, saying they want to create a distinct identity for the party that will separate it from other political parties in the country.

The Forum has therefore set a PGF Governance Programme Steering Committee headed by the Governors of Jigawa and Plateau state tasked with the responsibility of looking at how they govern their states and the federal government and advice on improvement on the governance structure in the states and federal government as well as ensure synergy between the states and the federal government.

Speaking at the inaugural meeting of the Steering Committee in Abuja on Friday, Plateau state governor, Simon Lalong said the APC governors need to aggressively ensure that they are able to settle all public debates around the distinction between the APC on the one hand and the PDP and other parties on the other hand.

Lalong who was represented by his Deputy, Prof. Sonni Gwanle Tyoden said “Given the challenge of ensuring that we achieve the vision of making our party, the APC, emerge as a distinctly social democratic party, the policy initiatives of all APC governments, particularly at the state levels, will be the defining credentials. In addition, ensuring uniformity of policy initiatives among the APC states is a fundamental requirement.

“Between 2015 and 2019, as Progressive Governors, we made quite some efforts to adopt common initiatives. Based on assessment of initiatives from our states and critical assessments of the challenges facing our states, Forum has already agreed to some priorities, which include revenue mobilisation, funding for security, education and health.

“Through the work of our Secretaries of Governments of APC States, facilitated by the Governance Programme Steering Committee, Forum has already adopted Prototype Bills in the four areas mentioned above for domestication in our states.

“While in some cases progress have been made, it needs to be acknowledged that much work will be required, especially in ensuring that progress being recorded translate to producing a distinctive governance and political identity for all APC states.

“We need to aggressively ensure that we are able to settle all public debates around the distinction between APC, on the one hand, and PDP and other parties, on the other. It is not a theoretical issue but concretely about the initiatives coming from APC governments, especially the states.

“With the experiences we had between 2015 and 2019, we want to ensure that we are able to speed up actions to produce these common initiatives. Recognising the profile of members of our Governance Programme Steering I have no doubt that the quality of output based on input from activities we will be initiating will help to speed up progress in ensuring the emergence of some uniform attributes for all APC States.”

Also speaking, Jigawa state governor, Mohammed Badaru Abubakar said despite prevailing economic difficulties facing our country, our Governors have remained focused on delivering optimum social goods to the teeming masses of our people.

Badaru said the performance of the APC governors was is in line with the progressive credentials of our great party, the All Progressive Congress and fulfils our campaign covenant of “Change” to our compatriots.

He said further that a proof of their commitment to good governance was our resolution at our November 2016 meeting in Kano that Secretaries to Governments of AFC States should meet quarterly to brainstorm, share experiences and evaluate the implementation of commonly shared governance initiatives.

“So far, 7 quarterly meetings have held, and a number of important recommendations have emerged from those meetings. All the recommendations from the Quarterly meetings of our Secretaries to Governments have been approved by Forum.

“Therefore, during the era of 2019 2023, we will want the work of the PGF Governance Programme Steering Committee to focus more on strengthening the capacity of our states to have increased commitment to implement approved initiatives.

“This may require more initiatives around issues of capacity development for functionaries of our state. This will have to be well tailored around the initiatives we subscribe to rather than the generic approach.

“Together with my colleague, we will take more steps to ensure that Forum is able to give you the needed support to ensure that we are able to get all the technical services for us to achieve our vision.”

Badaru however told newsmen that the APC governors “want the work of the Progressive Governors Forum to focus more on strengthening the capacity of our states to have increased commitment to implement approved initiatives. Some initiatives were raised and deliberated upon and approved between 2015/2019.

“At this level, we want to see the smooth implementation of these programmes and this might require more initiatives around programmes and capacity development for functionaries of our states. While we continue to look at other policies, the implementation of the ones approved is key.

“There is also the need to strengthening and increasing the capacity of those to implement those policies. As you are aware, the Progressive governors have done very well especially when you look at the history of where we are coming from and the last four years despite the economic challenges and reduction in oil prices and what we inherited. We want to improve further on this.”

  • Ekiti APC adopts indirect primaries for Council polls

Ekiti State chapter of the All Progressives Congress has adopted indirect primary method ahead of its forthcoming local government primary election in the state.

The party said the decision was reached and ratified by its State Executive Committee meeting after extensive deliberation.

The Independent National Electoral Commission had fixed December 7 for the election into the 16 Local government areas.

Speaking with journalists in Ado-Ekiti on Friday, the party Publicity Secretary, Hon. Ade Ajayi maintained that the party will give a level playing ground for all aspirants provided that membership status is certified.

The ruling party promised to conduct credible, transparent, free and fair primaries for the Councillorship and Chairmanship elections slated for Sept. 21 and 28 respectively, noting that there would be no room for imposition against peoples’ choice.

“APC is not ready to impose aspirants. But there are provisions for consensus where it is possible. And when it is not possible the party will go indirect primary.

“The party will never deprive anyone who eminently qualifies the right to participate in the primary elections,” it said.

On the alleged rigging plot raised by the opposition parties, the party described the allegation as frivolous, baseless and spurious in all its measures.

APC said Fayemi’s unparalleled achievements within one year in saddle have endeared the party to peoples’ minds, noting that the party electoral victory is sacronsanct.

  • Who is afraid of peace in Borno?

Since 2009 when Boko Haram terrorist took up a violent campaign against the state, not many of us thought it would drag till this very time. Not many of us also believed that those politicians that initially seemed to be advancing the case of the people would be the ones taking advantage of the crisis to the detriment of the people of North-East Nigeria.

The situation in Borno state is indeed a sad tale of how politicians have entirely hijacked the system and turned it into a money-making machine. I stand to be corrected, the very day the Boko Haram crisis comes to an end, the politicians in Borno State would relocate from Nigeria because of the way and manner they have exploited the system to their advantage.

While this position has been stated in numerous forums about the activities of Borno politicians and how they have been engaging in acts that would ensure that the crisis in the state does not come to an end, it must be expressly stated that with the position of things, there ought to be some level of connivance or conspiracy between Borno politicians and the Boko Haram group.

It is evident that with the return of peace to Borno state, lots of questions would pop up as regards the usage of funds meant for the people of the state by those who occupied political offices. To put it modestly, since 2009, I doubt if the monies intended for local government areas in Borno state could be accounted for. I also doubt if whatever it is that is on the ground in these local government areas would indeed reflect the quantum of monies that have been released in the past 11 years of the Boko Haram Insurgency in the state.

This, in my opinion, might be responsible for why in some quarters it has been stated that the war against terrorism in Borno state might not come to an end soon because of how the politicians are busy smiling to the bank while the people are cramped in IDP camps all over the state.

This in a way could also explain the hue and cries that usually greets the introduction of new operational strategies by the Nigerian Military in the sense that the end of Boko Haram might be around the corner, and this isn’t always the wish of those politicians that are neck-deep in the embezzlement of the collective wealth of the people.

The question of who is indeed afraid of peace in Borno state can be best answered by the political class that is hell-bent on seeing to the fact that the crisis continues unabated so that they can continue to enrich themselves to the detriment of sustainable growth and development in Borno State.

This is indeed a sad tale and one of the factors why there seems to be some level of resistance to the operations of the Nigerian Military in the state. For one, whenever these merchants of death notice that the Military is gaining grounds in the war against terrorism, they devise means and strategies to thwart such efforts, not minding whose ox is gored.

This is the state of affairs in Borno state today as it stands, and it is such a pity that these individuals would be so mean to the extent of feasting on the blood of innocent people all in the quest for pecuniary gains. They hide under various nomenclatures to siphon monies meant for infrastructural development. They even go as far as embezzling monies earmarked for the resettlement of IDPs back to their host communities. If this is not wickedness, I don’t know what else to call it.

In some quarters, it is also speculated that some Borno politicians have been covertly sponsoring the activities of the Boko Haram sect so that there would be continued instability in the state, which provides that conducive environment for them to continue with their nefarious activities.

This is indeed a serious business endeavour that has cost the state billions of naira. A very good business that yields dividends for as long as bombs continue to detonate and gunshots are heard from near and far. In exact terms, the local government funds are worst hit by the activities of those I have labelled as the Borno merchants of death.

They don’t care about the number of lives that have been lost in this crisis that has engulfed the state. They don’t care about the number of years it would take in rebuilding the state from the present ruins which they are by extension part and parcel of.  I dare say for the politicians in Borno state; it is good business and as far as they are concerned nothing in this world, not even the efforts of the Nigeria military should come in between them and their goldmine.

But at some point, they should also remember that nothing stays the same forever. They must come to the realization that monies that were meant for schools and hospitals that they ended up diverting would one day run dry, and the same infrastructures they refused to build might end up being their greatest undoing in the lives of their children and great-grandchildren.

I am, however, consoled by the words Mahatma Gandhi, who stated that our greatest achievements in life are not to change the world but to change ourselves.  This words of wisdom by Mahatma Gandhi is directed to the politicians in Borno State because the rational thing for them to do now is to change their ways in the interest of peace in Borno state. This they must understand as a matter of urgency and in the interest of peace and tranquillity.

  • BREAKING: Tribunal dismisses petition against Taraba Gov, Ishaku’s election

The Taraba State Governorship Election Tribunal has dismissed the petition by Abubakar Danladi of the All Progressive Party (APC) challenging the re-election of Governor Darius Ishaku of the Peoples Democratic Party (PDP) in the March 9, 2019 governorship election.

A three-man panel led by Justice M.O. Adewara unanimously held that the petitioners failed to prove their claims that the marred by irregularities and substantial non-compliance with the Electoral Act.

Justice Adewara, who read the lead judgment, also held that since a Federal High Court in the state, gave a judgment on March 6, 2019, in suit: FHC/JAL/CS/01/2019, disqualifying Danladi from contesting the election, he could not be said to be a candidate in the election.

The tribunal also held that since judgment was upheld up to the Supreme Court, it meant that APC had no valid candidate in the election, did not participate in the election and was not qualified, along with Danladi, to have presented a petition before the tribunal.

The tribunal further held, that even if the petition was to be considered on the merit, the petition failed to lead sufficient evidence to establish their claims that Ishaku was not validly elected by majority of lawful votes and that the election was marred by irregularities, non-compliance and corrupt practices.
