  • FG declares Friday, Monday Public holidays

    The Federal Government has declared Friday 19 and Monday 22, April 2019, Public Holidays to mark this year’s Easter celebration.

    Minister of Interior, Lt. Gen. Abdulrahman Dambazau, (rtd), who made the declaration on behalf of the Federal Government, enjoined all Christians to emulate the exemplary attributes of Jesus Christ amongst which are tolerance, love and peaceful co-existence.

    According to a statement by the Permanent Secretary, Ministry of Interior, Barr. Georgina Ekeoma Ehuriah, the minister urged all Nigerians at home and abroad to use the occasion to pray for the Peace, Unity, and Progress of our great country Nigeria irrespective of diversity in religious beliefs.

    Dambazau, while wishing all Nigerians a happy and peaceful Easter celebration, further called on them to support the administration of President Muhammadu Buhari in its determination to take the country to the next level.

     

  • Why we are yet to release UTME results, by JAMB

    The Joint Admissions and Matriculation Board (JAMB) on Wednesday explained why it had not released the results of the 2019 Unified Tertiary Matriculation Examination.

    The board said it discovered that some candidates who wrote the examination engaged in massive fraud and impersonation, putting their results in doubt.

    JAMB’s Head of Information, Dr. Fabian Benjamin, stated this in an interview in Abuja on Wednesday.

    He said the board has started screening the results of all the candidates who wrote the examination and would release them as soon as it finished the exercise.

    Benjamin said: “We will not release the results in a hurry. We will do a lot of crosschecking and matchmaking to be sure that nobody that was engaged in illicit act go scot free.

    “We will release the results as soon as we finish checking the results to ensure that all those ones that we caught in various illicit registration acts are properly dealt with and those that we could not arrest are withheld.

    “We will release the results when we finish doing our screening. We are screening the whole results.

    “We don’t have the numbers now but we won’t release any result until we are sure of the whole thing.”

    He said the board has so far arrested over 100 persons for impersonation and other fraudulent practices during the examination.

    According to him, the board would fish out anyone who was involved in sharp practices during the examination through their results and withhold them.

    The JAMB spokesperson said: “We are picking them across the nation. As at today, we have picked up over a hundred candidates and we are still picking.

    “Though we may not be able to pick all of them because of logistics problem and the state but what we are doing now for those we could not  pick who may have written the exam and gone, we are fishing them out true their result.”

    Benjamin also said the board was investigating cases of biometric verification failure in some states.

    He assured that the board would do the needful once it finished its investigation and found the reported cases to be genuine.

    “We will not be able to say genuine now until we do our due diligence. We are investigating because I told you that we have cases of illicit registration and we discovered that some of them created some scene when they discovered that their time for the exams clashed and they could not write the exam.

    “We are giving everybody the benefit of doubt. We will look at all the perimeters and ensure that no one whose case is actually genuine suffers injustice.

    “When we finish our exams we will be able to look at the whole thing (biometric issues),” he added.

  • Malabu oil: Court orders arrest of ex-AGF Adoke, Etete, others

    Justice Musa Senchi of the High Court of the Federal Capital Territory (FCT) in Jabi has ordered the arrest of former Ministers of Justice and Petroleum Resources – Mohammed Adoke and Deazia Louya Etete (aka Dan Elete).

    The judge equally ordered the arrest of Raph Wezels, Casula Roberto, Pujato Stefeno and Burrato Sebastino, who are senior officials of Shell, Agip and Eni SPA.

    The order for their arrest was issued by the judge upon an ex-parte application argued on Wednesday by Aliyu Yusuf, a Director in the Economic and Financial Crimes Commission (EFCC).

    The five are said to be linked to the monumental fraud associated with the notorious Malabu Oil deal and for which a three-count charge has now been filed against them and their companies before the court.

  • Attempted murder: Court remands Herdsman in custody

    A Chief Magistrate’s Court sitting in Aba North Local Government Area of Abia State has adjourned sine die, the case of a Fulani herdsman who attempted murdering a widow (Esther Ibem Nmecha) in the commercial city.

    The court also transferred the matter to the Director of Public Prosecution (DPP) for further action while the culprit is remanded in custody.

    A Fulani herdsman, Salisu Garuba has in an attempt to kill a woman in Aba, identified as Mrs. Esther Ibem Nmecha, a fortnight ago chopped off her three fingers.

    It was gathered that the herder had taken his cattle to the business premises of the woman identified as Mrs. Esther Ibenmecha at No. 1 Pepples road in Ogbor Hill, Aba, for pasture.

    It was reported that the woman who hails from Ohafia in Ohafia Local Government of the state, politely asked the herder to take the cattle away as not to disrupt her business.

    Garuba was said to be adamant and when Mrs. Ibem Nmecha insisted the cows must be taken away from her business premises, the herder allegedly first hit her with a stick.

    As if that was not enough, the Fulani herdsman was said to have immediately reached for his machete and attempted severing Mrs. Ibem Nmecha’s head, but the woman used her hand to block the machete which resulted in the cutting off of her three fingers.

    The herder was arraigned penultimate week at Chief Magistrate Court 4, Aba North where the presiding Chief Magistrate, Callistus Eluwa reminded him in Aba Prisons, transferred the case file to the DPP and ordered that the prosecution should make a report of compliance to the court.

    When the matter came up again for hearing yesterday, the prosecution reported that the court’s order was carried out and prayed for the matter to be transferred to the DPP for further advice.

    In his ruling, Chief Magistrate Eluwa said although his court has jurisdiction to entertain the matter, but since the suspect was not represented in court by any counsel, he had no option than to transfer the case file to the DPP so that Garuba could be tried in a High court where he could be represented by a lawyer.

    He therefore adjourned the matter sine die pending when the DPP will take action and ordered that the suspect be remanded in prison.

    Lawyer to the injured woman, Victor Onweremmadu in aligning with the ruling of the court said although the Fulani herdsman has agreed to cutting off of Esther’s fingers, it was trite in law that he should be represented by a defence counsel.

    He said since the matter has been transferred to the DPP, it behooves on the office of the DPP to file information to the High court where the suspect should be tried and possibly assign a defence counsel to him.

    Chief Oji Oji Kalu, the president of Esther’s Ohafia community in Aba who was in court said his people are happy that the suspect has been arraigned.

     While calling on government to stop the incessant killings and maiming by Fulani herdsmen across the country, he however called for the expeditious prosecution of the suspect for justice to be done.

    He promised to ensure that the peace existing between Ohafia people and herdsmen in the area is maintained.

  • Ex-NBA chairman escapes kidnap attempt

    A former Chairman of the Nigerian Bar Association (NBA), Benin branch, Barr. Razaq Isenalumhe, on Tuesday night escaped being abducted by gunmen suspected to be kidnappers.

    Barr. Razaq however escaped with injuries.

    It was learnt that the gunmen had waylaid him at his residence along Upper Mission extension road and attempted to take him away in his Toyota Spider Saloon car.

    Sources he managed to escape but the gunmen left with his car which has been recovered by the police.

    Publicity Secretary, NBA Benin branch, Douglas Ogbankwa, who confirmed the incident said: “The vehicle of the  former NBA Benin chairman Razaq Isenalumhe Esq.,-a Toyota Spider Saloon Car which was used to kidnap him albeit for a short while, as he escaped miraculously, has been recovered this morning by the Police.

    “The former Chairman is hale and hearty but is being attended to for the shock he received as a result of the incident.

    “We are calling an emergency meeting this evening because we are becoming worried at the level of kidnap of our members and even the killing of some”.

  • Bayelsa recovers N2.2bn from public sector reforms

    Bayelsa State Governor, Seriake Dickson, Wednesday said that the ongoing reforms in the state’s public sector had so far led to the recovery of N2.2bn annually in the state.

    Dickson spoke during a meeting of labour leaders, members of the Post Primary Schools Board and Association of All Nigerian Conference of Principals of Secondary Schools (ANCOPSS), in Yenagoa.

    The governor in a statement by his Special Adviser, Media Relations, Mr. Fidelis Soriwei, said that the amount was saved from the ongoing verification exercise in the mainstream civil service and that of the post primary schools in the state.

    He said that the government had so far recovered N53million per month from the mainstream civil service and N134million from discrepancies in salaries of secondary school teachers and principals.

    The governor commended the labour unions for supporting the reforms designed to stop the endemic payroll fraud in the public service.

    He said the money saved from the exercise could be committed to the development of the education sector to enhance service delivery.

    He lauded the efforts of workers verification committee led Dr. Josephine Igodo for its commitment and diligence and expressed optimism that more funds would be recovered by the end of the exercise.

    Dickson vowed to ensure a holistic implementation of the civil service rules and directed immediate identification and retirement of those above the statutory retirement age.

    The governor further approved the payment of the arrears of N18,000 minimum wage owed secondary school teachers and directed the release of N50million monthly with effect from April for that purpose.

    He said: “I will implement the civil service rules to the letter. All those who are beyond the statutory age of retirement in the service should be identified and retired.

    “The labour leaders generally have been supportive in these reforms and we have saved this state a lot of money. And I know that by the time we conclude this exercise we will save more than this amount.

    “This money will enable me employ more teachers if we want to employ more. All the leakages that were there before have been blocked so that we can serve the people better.

    “My predecessor approved the N18, 000 minimum wage and we inherited the arrears. And if we have paid the mainstream civil servants, we must pay the teachers with effect from this month because government is a continuum. Let us make a deposit of N50 million.”

    The governor called on teachers to also reciprocate government’s gesture and the investments made in the education sector by demonstrating dedication and commitment to their teaching profession.

    He said that he was optimistic that the government’s efforts would yield more results  by the end of the exercise.

    He noted that withheld teachers’ salaries would be paid into a special account, Unpaid Salaries Account, pending when they had been duly verified.

    In her remarks, the Executive Secretary to the Post Primary Schools Board, Dr. Blessing Ikuru, commended Dickson for his efforts at sanitizing the secondary schools.

    She said the board was working hard to regularise all discrepancies discovered in the grade levels and steps of teachers’ salaries.

    The State Chairman of the Nigerian Union of Teachers (NUT), Kalama Tonpre and President of ANCOPSS, Mrs. Christiana Ezetu applauded Dickson for promoting professionalism and welfare of workers in the state.

     

     

  • House of Reps committee lays 2019 budget appropriation report

    The House of Representatives Committee on Appropriations on Wednesday laid the report of the 2019 budget appropriation before the House at plenary.

    The Chairman of the Committee, Rep. Mustapha Dawaki (APC-Kano), who presented the report did not give the details of the approved figure.

    Following this development, the report would now be considered at the Committee of Supply at the next legislative day in line with parliamentary practice.

    Meanwhile, the House has adjourned plenary till Tuesday, April 23, 2019 to observe the Easter Holiday.

  • APP seeks fresh guber poll in Adamawa

    The Adamawa State Election Petition Tribunal sitting in Yola has received a petition from the Action People’s Party (APP) over alleged failure of the Independent National Electoral Commission (INEC) to include the logo of the party on the ballot of the last Match 9 governorship election in the state.

    In their petition, the party asked the tribunal to order the conduct of a fresh governorship election for which the candidates of the party will be duly presented to the electorate.

    Counsels to the APP, Barrs. Obed Okwukwe Agu and Oluchukwu Nweke, filed the petition before the tribunal headed by Justice Suleiman Akanbi who promised speedy dispensation of justice.

    The APP became the first party to go to the tribunal to allege non-inclusion of party logo for the Adamawa State governorship election. Parties have until close of Wednesday to file petitions at the tribunal over the governorship election.

    The Movement for the Restoration and Defence of Democracy (MRDD) had earlier gone to the state high court, while the governorship rerun was yet to be held, to make the allegation and to seek a nullification of the March 9 election. The high court dismissed the case on March 28 for lack of evidence, but it has reportedly been appealed.

    The APP in its petition, is telling the Adamawa Election Petitions Tribunal that the entirety of the Adamawa State Governorship election is invalid by means of substantial non-compliance with the provisions of the Electoral Act 2010 (As amended).

    ”The election is invalid by means of unlawful exclusion of Mr. Bitrus Madeh as the valid candidate of the petitioner to contest the gubernatorial elections,” the petitioner said, adding that Mr. Bitrus Madeh and Audu Zanda as its validly nominated and /or replaced governorship and deputy governorship candidates for the election were unlawfully excluded.

    They asked the tribunal to declare that the Adamawa State governorship election held on 9th March, 2019 is invalid or voided “for substantial non-compliance with the provisions of the Electoral Act.”

  • Senate passes seven bills rejected by Buhari

    The Senate on Wednesday passed seven bills vetoed by President Muhammadu Buhari.

    This is coming as the upper chamber initiated the override of the president on the Fourth Alteration Bill No.28.

    The Senate said that the bills were reconsidered and passed in line with legislative procedures.

    Buhari, in his letter of rejection, raised concerns about the constitutionality of the bills if passed into law.

    The President requested the Senate in the letters to consider the issues raised for their rejection and reconsider the bills.

    The bills included Petroleum Industry Governance Bill (PIGB), National Institute for Hospitality and Tourism Bill, National Research and Innovation Council Bill, and Stamp Duties Act (Amendment) Bill.

    Others were National Agricultural Seed Council Bill, Agricultural Credit Guarantee Scheme Fund (Amendment) Bill and Independent National Electoral Commission (INEC) Act 2010 (Amendment) Bill.

    Senate President, Bukola Saraki, directed the Senate secretariat to take note of observations and corrections made by senators and ensure that they were reflected in the bills before transmitting them to the president for assent.

    On Tuesday, the Senate included in its Order Paper, two bills earmarked for override.

    The two bills were not considered at the end of plenary.

    No explanation was given by the Senate leader, Ahmad Lawan about why they were not considered.

    The two affected bills slated for override, but not considered are Fourth Alteration Bill No. 28, and the Industrial Development (Income Tax Relief) Amendment Bill.

    The upper chamber relisted the Fourth Alteration Bill No. 28, and the Industrial Development (Income Tax Relief) Amendment Bill yesterday.

    Both passed second reading.

    The second reading of the bills is the second stage of the override process.

    If the bills pass the third reading with the required by 2/3 majority (73 senators) and go secure the concurrence of the House of Representatives, the two bills will become a law.

    The Forth Alteration No. 28 Bill is a constitution amendment, which seeks to provide for the time within which the President or Governor shall lay the Appropriation Bill before the National or State Assembly.

    The Bill also seeks to encourage early presentation and passage of Appropriation Bills.

    President Buhari declined assent to the Bill on the grounds that it didn’t take cognisance of the provisions of Section 58(4) of the 1999 Constitution, as amended.

    On the other hand, Industrial Development Amendment Bill, if passed, will enable companies to expand their operations in pioneer industry or product to apply for a new pioneer status.

    President Buhari declined assent to the bill on the grounds that ongoing inter-ministerial consultations would be affected if the Bill was signed into law.

  • We’re determined to make right difference in governance, says Abiodun

    The Ogun state governor – elect, Prince Dapo Abiodun, on Wednesday declared that his in – coming administration is imbued with determination to make a difference in the governance of the State.

    Abiodun, however, expressed the hope that the out – going Governor Ibikunle Amosun would provide timely and accurate information on all the ongoing projects in the state and the general state of affairs of the people’s common patrimony to enable him face governance seamlessly.

    The Governor – elect made this known in Ogere, Ogun State, during the formal inauguration of his Economic Transition Committee (ETC) and Work Groups.

    He noted that he is not unmindful of the fact that people have become quite cynical of government and the political class because of their experiences, but pledged that his would be different, as he would provide leadership that could earn the confidence of the people.

    He also pledged to run a government that has character that could be trusted.

    The 23 member ETC is chaired by Mr. Tunde Lemo, a former Deputy Governor of the Central Bank of Nigeria with  Dapo Okubadejo serving as its Secretary while the Work Groups which are broken into parts have larger memberships.

    While ETC is expected to help articulate Abiodun’s  campaign manifesto, ensure robust engagement with stakeholders and develop a roadmap to guide its implementation,  the Work Groups would focus on assigned thematic areas such as Education, Youth and Sports, Health and Social Services, Government Processes, Agriculture and Food Security, Transformational Initiatives, to ensure an effective and efficient discharge of its assignment.

    He reiterated his vision to provide good and focused governance that will create an enabling environment for sustainable economic development of the state and translates to significant improvement in the welfare of citizens and their individual prosperity.

    Abiodun, an oil magnate and successful entrepreneur noted that the paucity of funds may present challenges to the incoming government, and urged the Work Group on Finance to identify creative means of funding to support the realisation of governance agenda.

    Abiodun said: “The importance of the task at hand cannot be over-emphasised. You are being called upon to elaborate on the campaign manifesto, identify and distil the pressing needs of the state and our people, recommend specific programmes and policies and develop a measurable and realistic roadmap, including identifying low hanging fruits, for implementation.

    “The Terms of Reference for the Work Groups will be provided to guide the assignment. However, should there be a compelling reason to tweak any of the items; I believe the Secretariat will be favourably disposed to consider such adjustment.

    “I am confident that the main committee and the Work Groups are most suited to deliver the objectives of this assignment, what with an array of leading lights of our State in all fields of endeavour, rich blend of perspectives across professions, political affiliations, gender, demography, among others. While our non-partisan technocrats are expected to bring to bear on the assignment their rich, global and detached “outsider” perspectives, the professionals in politics and other political actors will provide context and knowledge of the environment to develop a Policy Document that is deep in concept, broad in scope, ambitious in vision but takes cognizance of the current realties.

    “Equally important, it will enjoy the ownership and buy- in of the critical stakeholders, an important component of our commitment to inclusive government. In this regard, each work group should identify critical and relevant stakeholders and seek their input, as may be necessary.

    “Our vision is to provide good and focused governance that creates an enabling environment for sustainable economic development of the state that translates to significant improvement in the welfare of our citizens and their individual prosperity.

    “In traversing the length and breadth of the over 16,000 square kilometers of the state during the campaign, I gained further appreciation of the vast natural resources spread across the state. These natural resources, coupled with the premier status of Ogun State as the intellectual capital of the nation, should make the job easy. The challenge here is to bridge the gap between the potentials and actual performance.

    “There is no gain-saying that funding will be a major constraint, hence our recognition of public – private partnership as a veritable tool for funding in a manner that keeps the interest of the state paramount while delivering significant value to all the stakeholders.

    “Therefore, the Work Group on Finance is enjoined to identify creative means of funding to support the realisation of the governance agenda.

    “There are two other issues that I believe are worth emphasising. First, the Transition Committee and the Work Groups are requested to come up with recommendations on Monitoring and Evaluation mechanism that will ensure that agreed initiatives are not only implemented, but there is a framework to track progress and ensure desired outcomes are achieved.

    As Larry Bossidy, co-author of Execution: The Discipline of Getting Done, once said, “strategies are intellectually simple; but the implementation is not.”

    “On our part, I want to assure that we are fully committed to this process and that the document that will emerge will not be used to decorate the shelf but will be diligently implemented.

    “The second point I will like to reiterate is that the government is a continuum. Therefore, the next Administration will continue the implementation of the ongoing projects that have a clear line of sight to upliftment of Ogun State and benefits to the people.

    “I am hopeful that the incumbent government will provide to us timeously accurate information on all the ongoing projects in the state and the general state of affairs of our common patrimony.”
