  • 2019 UTME: 390 visually impaired participate in four centres across Nigeria

No fewer than 390 visually impaired candidates are participating in the ongoing 2019 Unified Tertiary Matriculation Examination (UTME) organised by the Joint Admissions and Matriculation Board (JAMB).

The UTME for the visually impaired, which is taking place in four centres, started on Tuesday  and will be concluded on Wednesday, April 17.

The Chairman, Equal Opportunity Group of JAMB, Prof. Peter Okebukola, made the disclosure to the News Agency of Nigeria (NAN) on Wednesday at one of the venues of the examination at the University of Lagos.

He told NAN  that the candidates were sitting for the examination in Abuja, Enugu, Kano and Lagos centres.

NAN reports that the Equal Opportunity Group is made up of senior academics, including experts in special education and other relevant stakeholders.

Giving a breakdown of figures of the visually challenged candidates that were sitting for the examination in the four centres across the country, Okebukola said 57 wrote the examination at the Abuja centre.

He said that 59 others would write at Enugu, 135 at Kano and 139 others in Lagos.

He noted that the subjects the candidates were examined on during the two-day examination included Agricultural Education, Arabic, Biology, Chemistry, Christian Religious Knowledge, Civic Education and Commerce.

He said others include Economics, Geography, Government, Hausa, History, Igbo Language, Islamic Studies, Literature in English and Mathematics.

Okebukola added that Music, Physics, Use of English and Yoruba completed the number of subjects.

“The goal of the Prof. Is-shaq Oloyede-led JAMB is to ensure that no Nigerian who is eligible is prevented from taking the UTME regardless of any disability.

“The JAMB boss holds the firm view that we must have a level playing field for all candidates.

“As long as the candidate is intellectually capable and meets the minimum conditions for admission in the university of choice, he or she should have a good chance of placement into any university,” he told NAN.

The former National Universities Commission (NUC)’s Executive Secretary, added that this initiative by the board has been cited in the last two years in several countries as a good model for Africa.

“So far, a respectable number of blind candidates processed through the JAMB Equal Opportunity Group have secured admission into Federal, State and Private Universities, Polytechnics and Colleges of Education,’’ he said.

He told NAN  that the candidates were still taking the examination through the dictation mode because the board was preparing and getting them familiarised with the mode of administering lectures in tertiary institutions.

“We know where these persons are going to and so, we also want to assist them by ensuring that they get exposed to what awaits them ahead.

“That being said, we have also been working towards migrating to their own kind of Computer Based Test (CBT) in a year or two.

“We are currently test running the software on this platform but I can assure you that in another year or two, we will fully migrate,” Okebukola told NAN.

Mrs Chioma Ohakwe, Proprietress, Bethesda Home for the Blind, Mushin in Lagos, said that the home presented of 25 candidates for this year’s examination.

She said she was optimistic that her candidates would post impressive performance as the home had placed the candidates under intensive teaching, monitoring and supervision.

“Infact, we had to hire eight new experts to handle and prepare these candidates.

“We have been preparing them for this examination in the past one year.

“We hired six professional teachers to coach them for this examination, one for just braille and another for computer, bringing the total of the new teachers to eight.

“So, it is my expectation that they will post a better performance compared to their colleagues who sat for the examination in 2018,” Ohakwe told NAN.

She pleaded with the board to fast track efforts in putting in place the CBT mode for the candidates, adding that they had complained of their inability to understand and get the words dictated clearly.

Also, she said the candidates had lamented that it did not give them enough time to think before answering the questions.

NAN reports that the 390 blind candidates are among the over 1.8 million candidates taking this year’s UTME which commenced on Thursday, April 11.

  • Three arrested over UTME centre scam in Lagos

Two siblings and a technical officer were arrested at a computer-based test (CBT) centre in Lagos on Tuesday for perpetrating examination malpractice in the 2019 United Tertiary Matriculation Examination (UTME).

They were caught selling fake UTME questions to candidates.

The siblings, Godswill and David Ukpai, are children of the owner of the CBT centre, Risk Global Company Limited, Anthony, Mr Emeka Ukpai, a former banker.

JAMB Registrar, Prof Is-haq Oloyede, who ordered their arrest, said the siblings, as well as centre’s technical officer, Obinna Ebere, were exposed by the Closed Circuit TV (CCTV) at the centre.

Godswill is an Accounting graduate of Abia State University while David was scheduled to write his UTME at the centre 1.30pm on Wednesday.

Obinna, is an HND II student of Civil Engineering at the Yaba College of Technology (YABATECH).

Confessing their misdeeds, the suspects said they took pictures of UTME questions on the screens while the examination was ongoing and sold same to the proprietor of a tutorial centre called Embassy Tutorial Centre in Lagos.

They claimed the owner of Embassy used their centre for registration of candidates and examination venue.

Oloyede said the suspects’ phones contained evidence of their illegal activities even though they were not supposed to be in the hall during the examination.

Ebere’s phone showed he had charged the Embassy centre boss N5,000 for some questions.

With the UTME questions shuffled for each candidates such as they cannot be repeated until after five years, the JAMB Registrar said the questions the suspects sold would be of no use to anyone.

The centre’s involvement in the scam led to its suspension by JAMB. Oloyede said candidates to write the examination there on Wednesday, the final day of the UTME, would be rescheduled.

Oloyede said in the course of the examination JAMB had caught over 100 fraudsters using technology.

“When a whole professor was sent here as supervisor, they did not know what we meant. The sacrifice by these eminent personalities is to ensure that there is no compromise.

“Prof Kabir Usman is a former director of CMD in Lagos and you can see how perfectly he has helped to apprehend these fraudsters. If we had sent a young person, may be they would have just offered the individual N10,000 and the rot would be covered,” he said.

Reacting to his sons’ arrest, Mr Ukpai said they should be tried accordingly.

“They are old enough to face the music for their actions. They are only allowed into the hall in the morning to help power the computer systems before the examination starts.

“How they got themselves involved in this mess I cannot explain and I feel that they should be tried appropriately. It is very unfortunate and regrettable,” he said.

  • Solskjaer: Man United rebuild could take years

Ole Gunnar Solskjaer has admitted he faces a rebuilding job at Manchester United that may take years after a humbling Champions League exit to Barcelona.

United were out-classed by the Spanish giants, who eased to a 3-0 win at Camp Nou thanks to two goals from Lionel Messi.

It stretches their wait for the Champions League semifinal to eight years and Solskjaer says he has work to do to get his team back to that level.

“We know there’s work to be done,” said Solskjaer.

“I’ve said all along this isn’t going to change overnight and the next few years are going to be massive to get to the level of Barcelona.

“We’re on with the job and we’ve spoken to the players about it as well.

“We need to create an environment of top, world-class attitude every single day. We’ve got a lot of good players to work with but as I have said, we have a rebuilding job. It started with coaches, players and of course one or two additions in the summer.”

Looking to overturn a 1-0 deficit from the first leg, United started well against Barcelona and could have taken the lead after just 24 seconds when Marcus Rashford hit the bar.

But any hope was extinguished when Messi scored twice in four minutes in the first half — the second squirming under David De Gea’s body and into the net.

“That’s unfortunate with goalkeepers, when you make an error it can get highlighted and that’ll be remembered,” said Solskjaer.

“He made some fantastic saves and his contribution to the team is good but sometimes that happens in football.”

Both Rashford and Scott McTominay had early chances as United started on the front foot but after Messi scored with Barcelona’s first two shots on target the tie was all but over.

Philippe Coutinho added a stunning third in the second half, curling a shot beyond De Gea from 25 yards.

“We did well to get here and the quality of their finishing was absolutely outstanding,” said Solskjaer.

“We started well in the first five minutes and we felt we’ve got something here and then in four minutes they scored two goals.

“The attitude was right but we were fighting against a good team.

“Messi is an exceptional talent. Him and Cristiano [Ronaldo] have been the best players in the world for the last decade and he showed why we think that and why this team have won so many Champions Leagues.

“If you give him space and time around the goal he’ll create and score goals. He’s a fantastic player.” (ESPN)

Other eminent Nigerians that would grace the event, according to Owoseni, include APC chieftain, Chief Pius Akinyelure (Chairman of the day); former Inspector General of Police, Alhaji Musiliu Smith (Co-chairman); former Governor of Osun State, Ogbeni Rauf Aregbesola; Majority Leader of House of Representatives, Hon Femi Gbajabiamila; Oba of Lagos, Oba Rilwan Akiolu; Elegushi of Ikateland, Oba Saheed Elegushi; renowned finance expert, Mr Wale Edun; former Lagos State Commissioner for Information and Strategy, Mr Dele Alake; and Lagos State Commissioner for Science and Technology, Mr Hakeem Fahm.

Olukotun particularly expressed strong optimism in the ability of Sanwo-Olu and Hamzat to place the state on sound footing for upward trajectory across board, saying that it was evident that the state would be in good hands with the duo, adding that they would be speaking more about their plans for the state at the event.

“The manifesto of the Governor-elect as captured in the five pillars of developmental agenda for the state aptly presents a clear vision and roadmap in critical sectors including Traffic Management and Transportation; Health and Environment; Education and Technology; Making Lagos a 21st Century Economy; as well as Entertainment and Tourism.

“From a careful appraisal of the manifesto and the eloquent manner with which the Governor-Elect and his deputy presented the agenda to Lagosians at various platforms, we know that Lagos is in for a great time which is in tandem with our vision for the State.

“So, at this upcoming appreciation dinner, the Governor-elect and the Deputy Governor-elect will be speaking more to their plans and also specially thank the people for the massive support at the poll,” Olukotun said.

  • Onnoghen’s resignation not enough – SANs

A 20-man group of Senior Advocates of Nigeria (SANs) under the aegis of the Justice Reform Project (JRP) on Tuesday said Chief Justice Walter Onnoghen’s resignation was not enough in view of “the grave nature of the allegations” against him.

Urging the Federal Government to sanction other judges whose legitimate earnings do not justify their wealth, the group said justice should run its course in the Onnoghen matter.

According to JRP, extending the anti-graft exercise to other judges will restore confidence in the Judiciary and dampen the impresson that the former Chief Justice of Nigeria (CJN) was being victimised.

The group, set up to push for reforms in the judiciary/legal profession, is led by one of the oldest SANs, Mr Ebun Sofunde. Jibrin Okutepa, Dr Babatunde Ajibade, Prof Ernest Ojukwu, Osaro Eghobamien, Mrs Funke Adekoya, Kayode Sofola, among others, are members.

In a statement, JRP said it noted Onnoghen’s resignation “with concern”, but added that the matter should not end there.

“His resignation/voluntary retirement is not an answer to these allegations and the JRP expects that justice, which is no respecter of persons or position, will be allowed to take its course,” it said.

JRP urged the Federal Government to look beyond Onnoghen for three reason main reasons.

It said: “Beyond Honourable Justice W. S. N. Onnoghen, however, the JRP believes the revelations that have been made in the course of this affair necessitate that urgent steps be taken to identify and sanction all other Nigerian judicial officers who are found to possess inexplicable wealth that cannot be reconciled with their legitimate income or their asset declarations, two of the allegations made against Justice Onnoghen.

“These steps are necessary for a variety of reasons. First, to restore public confidence in the judiciary and disabuse the notion that all judicial officers in Nigeria are corrupt and that justice is for sale.

“Second, to disabuse the notion that Justice Onnoghen’s travails are a mere witch-hunt motivated by ethnic and political interests rather than the result of a genuine concern for sanitising and reforming the Nigerian judiciary.

“Third, to eliminate the suspicion that the Executive arm of government is using the information it has access to by virtue of its control over the apparatus of the state to take selective action only against those judicial officers that fail to do its bidding.”

Besides, the group said Onnoghen’s response to allegations by the Economic and Financial Crimes Commission (EFCC) before the National Judicial Council (NJC) raised significant questions about how heads of courts manage the judiciary’s funds.

“Without prejudice to the legitimate clamour for increased budgetary allocation to the judiciary, its financial independence and improvement in the working conditions of service of judicial officers, all of which JRP wholeheartedly supports, there must be better management of that which is currently allocated.

“The JRP calls on everyone with a stake in our judicial system (the public, the Bar, and the bench), to report their concerns, if any, to the relevant regulatory agencies so that they are investigated.

“The legal profession is a self-regulating one, so it behooves all its members to take an active interest in maintaining the standards of rectititude and integrity expected of judicial officers and legal practitioners.

“In making this call, the JRP merely exhorts every member of the legal profession to act as they are expected to act.

“If the profession does not regulate itself effectively, incidents such as those involving Justice Onnoghen will remain a fixture in our judicial system.”

  • Policemen, others to die for kidnapping woman

Three policemen and four others are to die for kidnapping a woman, a court ruled yesterday.

The State High Court, Uyo, Akwa Ibom State, presided over by Justice Joy Unwana, sentenced the convicts — three policemen, a woman and three others— to death by hanging.

The woman was hired by the gang of kidnappers for N50, 000, to cook for their victim, Deaconess Ime Anietie Ekanem, while they negotiated for ransom.

The state instituted the suit against eight members of the gang in 2012.

They are: Cpl Emmanuel Charlie, Ekaette Edet Moses, Fidelis Emmanson Jeremiah, Cpl Bassey Sunday (377812), PC Mfon Bassey (478463), Ndu Okon Johnny, Unyime Edem Etukakpan and Itohowo Godwin Akpakwa.

They were convicted on all three-count charges of conspiracy to commit felony, kidnapping, and concealing, aiding and sponsoring kidnapping.

Justice Unwana said: “The decision of the court to pass the death sentence is in tandem with the anti-kidnapping law of Akwa Ibom State. It is loud statement to the country that the crime of kidnapping is grievous offence in the state and punishable by death. I hope it will discourage those planning to engage in the crime to steer clear off Akwa Ibom.”

The eighth accused, Mrs. Akpakwa, in her statement which was admitted as exhibit, confessed to visiting her friend in a bar at Idakeyop Aka, where she gave the seventh accused, Etukakpan, money to buy medicine for his ill-health.

Read also: Man charged with kidnapping

Though Mrs. Akpakwa denied knowledge of the plot to kidnap her friend and neighbour, no fewer than three other members of the gang told the court that they did not know her name when she attended the final meeting at Aka.

They insisted that she was the one who identified her friend and gave the direction to her house in Obio Etoi village, Uyo.

It was learnt that the victim was dragged out of the Toyota Sienna car driven by her husband, in front of the family house at about 6.30pm and whisked away in a Volvo Wagon car to Afaha Udoeyop in Ibesikpo Asutan council area, where she was kept, under armed guards, in an isolated building pending agreement and payment of ransom.

The anti-kidnapping unit of the State Criminal Investigation Department (SCID) swung into action as telephone negotiations between the kidnappers and the victim’s husband brought down the initial demand from more than N20 million to about N1.8 million to be paid in two installments.

Security operatives of the SCID in mufti were shocked to discover that the first two persons who approached the Afaha Ibesikpo Market square venue for the ransom delivery were their colleagues.

Shortly after the encounter, the change in venue for delivery of the ransom was relayed to the husband of the victim by phone.

A police investigation report, it was gathered, indicated that after thrice changing the venue, the first installment of N800, 000 was delivered at Itam in another local government area.

From the totality of evidence before the court, it was observed that the gang might have got away with the crime had the proceeds been shared equitably.

It was also revealed that a disagreement in sharing the money led to friction.

A member of the gang, who at the time of sharing was in Uyo Prison on a different criminal matter, returned home to discover that he had been short-changed.

He then gave details of the plot and how it was carried out to the police, and later became the star witness for the state.

The eighth and the only accused who escaped the capital punishment, Mrs. Itohowo Akpakwa- a member of the staff of the University of Uyo, had earlier been granted bail.

  • UCL: Ajax eliminate Juventus with scintillating display

Ajax Amsterdam followed up their elimination of Real Madrid by producing a spell-binding display of inventive, passing football to win 2-1 away to Juventus on Tuesday.

The win by Ajax ended the Serie A team’s dreams of winning the Champions League.

Ajax’s 19-year-old captain Matthijs de Ligt headed the winner from the corner in the 67th minute of the quarter-final second leg.

The Dutch side came from behind to clinch a 3-2 aggregate win and reach the last four for the first time since 1996/97.

Cristiano Ronaldo, aiming for a fourth successive Champions League title after winning the last three with Real Madrid, put Juventus ahead in the 28th minute.

It was a typically emphatic header, and the Portuguese sixth goal of the competition.

But Donny van de Beek levelled six minutes later before the visitors swept Juventus aside in the second half with wave after wave of attacks as they earned a semi-final against Manchester City or Tottenham Hotspur.

Ajax goalkeeper Andre Onana gave his team an early scare when his clearance was charged down by Emre Can but the rebound flew wide.

Ajax settled well after that but, despite not playing well, Juventus went ahead when Ronaldo got away from the defenders to score the 126th Champions League goal of his career.

There was a long delay for the VAR review, the referee eventually going to the pitchside monitor with the ball back on the centre circle ready for the re-start, before the goal was confirmed.

Ajax kept their cool and took six minutes to level, helped by a somewhat lucky break.

Hakim Ziyech’s long-range shot hit a defender and fell perfectly for Van de Beek who, unmarked and onside, slotted the ball calmly past Wojciech Szczesny.

But the Dutch side had to wait for another long VAR check before the goal was confirmed.

Ajax took complete control in the second half and their geometric passing repeatedly opened up the Juventus defence, which sorely missed injured veteran Giorgio Chiellini.

Szczesny made one-handed save from Ziyech after Juventus were opened up again and then turned Van de Beek’s curling shot over for a corner.

Juventus were rocking but, ironically, Ajax’s winner came from an old-fashioned header as De Ligt outjumped two defenders to score.

Ajax had chances for further goals and Ronaldo’s frustration boiled over in stoppage time when he was booked for a lunging tackle from behind near the centre circle. (Reuters/NAN)
