  • How Fayemi’s magic won Ekiti for apc at 2019 polls

The All Progressives Congress (APC) in Ekiti State has consolidated the victory recorded at the 2018 governorship election with a resounding success at the 2019 general elections. ODUNAYO OGUNMOLA, in this piece, examines how Governor Kayode Fayemi’s impressive performance influenced the APC’s triumph during the parliamentary polls.

The opposition believed that his victory in the 2018 governorship election was a fluke. But, the electoral victories that followed have confirmed his position as the undisputed political heavyweight champion of Ekiti State.

After grabbing the gubernatorial crown, Governor Kayode Fayemi, has consolidated his hold on politics of Ekiti State by ensuring victory for his party, the All Progressives Congress (APC) in the just concluded general elections.

It is on record that the APC won Ekiti State for President Muhammadu Buhari and the party went ahead to clear all the three Senate seats and the six House of Representatives seats during the first round of the general elections on February 23.

The APC further showed that it is the dominant party in the Land of Honour by grabbing all the twenty six House of Assembly seats in the last round of the general elections held on March 9.

That the broom party won the general elections by over 70 per cent showed that it has warmed its way into the hearts of the electorate who had earlier given it the governorship seat in 2018.

The progressive bloc broke many records in Ekiti in the last general elections in that that was the first time it would win all the available seats in one fell swoop.

Recall that the party, after losing the 2014 governorship election, lost in all cycle of elections conducted in the 2015 general elections to the People’s Democratic Party (PDP).

In the general elections conducted four years earlier (2011), the then Action Congress of Nigeria (ACN) was in power in the state at the time but the PDP still managed to win the presidential election conducted that year leaving all the National Assembly seats to the ACN.

The result of the House of Assembly poll for 2011 showed that while ACN won 24 seats, PDP managed to grab the remaining two seats.

Having considered the historical antecedents of general elections in Ekiti in the last eight years, it is expedient to x-ray factors that made the clean sweep of the 2019 general elections possible for the APC.

The APC leaders in Ekiti mounted a vigorous campaign across the length and breadth of the state, showcasing the achievements of the Buhari-led Federal Government and the state government led by Dr. Fayemi to the electorate.

The governor marketed the APC presidential candidate, Senatorial, House of Reps and House of Assembly candidates with gusto in his capacity as the leader of the party in the state.

Fayemi, on various campaign trails, urged the electorate to vote the party’s candidates for the good works being witnessed in the state to continue and for the state to enjoy many benefits from the Federal Government.

The Deputy Governor, Otunba Bisi Egbeyemi, spearheaded house-to-house campaigns in his hometown, Ado-Ekiti, the state capital leading other party leaders to canvass for votes for party’s candidates.

It was no surprise that the APC won in all the 13 wards including some areas of the state capital never won by the progressives since 1999 which contributed to huge haul of votes for the party in all the elections.

The wife of the governor, Erelu Bisi Fayemi, added a tantalizing spice to the campaign with her colourful road shows across all the nooks and crannies of the state ahead of the election.

The open truck used by the Ekiti first lady which reached every hamlet, village and town, served as the mobile campaign podium from where other APC women sang, clapped, danced and educated the electorate especially the womenfolk on how to vote at the elections.

Mrs. Fayemi’s emphasis on the use of the index finger known in local parlance as “ika ilabe” to thumb print ballot papers was believed to have contributed to why Ekiti recorded the least number of invalid votes across the federation which aided smooth collation and made the state the first to conclude the presidential collation in the country.

A major factor behind the positive turnaround for the APC was the perceived performance of Fayemi since staging a historical comeback to power in 2018.

The general consensus among the electorate in Ekiti State ahead of the 2019 general elections was that Fayemi has performed well in office since he was sworn in last year.

With his governance mantra being “Reclaiming Our Land, Restoring Our Values,” Fayemi has gradually won back the trust and confidence of the Ekiti electorate with life-changing policies that had boosted their standard of living.

Despite meeting enormous challenges on assumption of office including an all-time low morale in the civil service, a huge debt burden, infrastructural deficit, high rate of unemployment, abandoned projects and a burden of expectations from the masses, Fayemi had slowly and steadily attended to the myriads of problems solving them one after the other.

Before his return to power, civil servants were owed arrears of salaries which were not regular but they now received their salaries to time and Fayemi had not owed them since mounting the saddle.

The governor also ensured that one month out of the arrears owed by the immediate past administration was paid to the long suffering workers with an assurance that the remaining arrears would be paid as the financial situation of the state improves.

Unlike what it used to be under the immediate past administration, retirees now receive their monthly pension simultaneously with civil servants’ salaries. The governor’s decision to be offsetting outstanding arrears of gratuities with N100 million every month also gladdened the hearts of the pensioners.

Policies so far rolled out by the governor which are believed to be people-friendly contributed in no small measure to the superlative performance of his party, the APC, at the polls.

Shortly on assumption of office, Fayemi released N200 million as car and housing loans to teachers in public schools, abolished education levy imposed by the Fayose regime and also restored free education in government-owned primary and secondary schools.

It is on record that Fayemi restored the monthly running grants of civil servants stopped by his predecessor with the gesture bringing smiles to the faces of workers.

The governor also released N146 million for the payment of rural teachers’ allowance and special allowance to teachers teaching core subjects.

Workers and pensioners who have been enjoying these goodies since Fayemi came back to office formed themselves into voluntary campaign groups for the APC and voted massively in favour of the party and its candidates at the general elections.

They now see Fayemi as the “real friend of the masses” who is working hard to take care of various segments of the population despite the lean resources of Ekiti.

The Ekiti chief executive paid N227 million WAEC fees for 13,390 SS3 students in January and also went ahead to pay N24 million administrative charges for WAEC candidates in March lifting a huge burden on the shoulders of parents and their wards.

The Fayemi administration purchased JAMB forms to students with exceptional O’ Level results cutting across the 16 local government areas which enabled many indigent students opportunities to seek admission to tertiary institutions.

Besides, the APC government procured furniture, books and other instructional materials to pupils and students in public schools.

Another policy of Fayemi’s government which won voters to the side of his party was the Free Health Mission to towns and villages known locally as Ulera Ekiti. The scheme which cost several millions of Naira reached eleven out of the sixteen council areas of the state for the first phase.

Thousands of residents suffering from ailments like hypertension, diabetes, malaria, dental and eye defects were treated free and given drugs and this boosted healthcare delivery in the grassroots.

Besides, the state government in collaboration with the Federal Government also sponsored free surgeries for about 405 cataract patients in February to save them from blindness at a cost of over N20 million.

Another masterstroke from Fayemi’s bag of goodies for the electorate was the release of N194.3 million to 37 communities to complete their abandoned self-help projects through the Ekiti State Community and Social Development Agency (EKSCDA).

Fayemi insisted that as witnessed during his first term, development must not be restricted to the state capital but must reach all parts of the state including the far-flung and remotest parts of the state.

Traditional rulers, chiefs, community leaders and the people who came from the communities spontaneously danced with their dummy cheques during the presentation ceremony singing the governor’s praise to high heavens and promised to repay with votes at the general election.

The governor equally facilitated a training and empowerment programme for 6,300 youths in collaboration with the National Directorate of Employment (NDE) as part of activities to mark his first 100 days in office on January 24.

Contractors are back to various sites to complete abandoned projects like the International Civic Centre while work has commenced on new projects like Ado-Iyin Road.

The assurance that good governance has returned to Ekiti was the reason why the residents chose APC at their various polling units at the general elections.

The popular refrain on the streets of Ado-Ekiti and other communities ahead of the general elections was that “Fayemi had made work easier for all the APC candidates at the polls.”

It remains to be seen whether Fayemi and his party will sustain the momentum ahead of the 2022 governorship poll and 2023 general elections.

    • Ogunmola is Special Assistant (Media) to the Deputy Governor.
  • Governors as gremlins

The original title of this piece is: ‘Hardball raps governors-elect.’ But I quickly cringed from it when it occurred to me that I came to this world seeing this headline on the pages of good old Daily Times in the 70s. Some titles are like the Rock of Gibraltar, they are constant and permanent. Editors, (poor souls) would pick a handy headline as if it were a high street damsel and throw it in the mix. This is in the wee hours of production when the cranium is heated up and the gray matter is in a semi-addled state.

Of course Hardball is not about to rap any state governor or toast him; far from it. He is about to slam them; to give ’em hell, to say it like the Yankees. To say that state governors are the bane of Nigeria is to write cheat tripe. Our governors are actually grey gremlins swarming in the system and impeding motion.

And they are like children of the wayward wench; hardly any of them has managed to show some exceptionality; hardly.

The other day, Mr Audu Ogbeh, Minister of Agriculture and Rural Development, said governors were not interested in agriculture. He noted that initiatives from the federal level slump and dissipate when they get to the states.

He pointed at the farm settlements set up by founding fathers like Awolowo and Okpara which lay waste across the country. It won’t cost much for states to revive these wasting assets, Ogbeh laments. The same way they won’t revive industries littering their domain; not even educational and health institutions which were hitherto pride of their localities have been kept at the world standards they were.

In other words, Ogbeh is accusing governors of not being creative or imaginative. It means they are not interested in either improving or diversifying their economic base. Most of them only collect federal allocation and local taxes and set about on a binge of squandermania.

But let us assume that they have an acute inability to think and produce, but they can at least deploy the resources at their disposal with a bit of commonsense. But it seems they cannot. Here are some reasons:

Annual budget: in most states, the ritual of making financial projections is actually what it is, ritual. Immediately the motion of passing it through the Assembly has been concluded, there it ends. Nobody refers to that document ever again till the next budgeting cycle. Most states’ funds are disbursed at the whims of the governor; hardly according to budget.

Local government administration: governors in Nigeria deliberately emasculate the LGAs. Result: emasculated country.

    What more can we say!

  • Court summons agent, NAWOJ president over housing scheme

A Lagos High Court  has summoned a businessman,  Prince Tunji Ogunwusi, his company, Prime Waterview Holdings, and three others over a housing scheme to which  over 800  people subscribed.

The subscribers’ funds have not been accounted for five years after their initial deposit for the scheme.

The others are Nigeria Association of Women Journalists (NAWOJ) president Ifeyinwa Omowole, National Treasurer, Tosin Odusola and former Chairman of Lagos State Council of the Nigeria Union of Journalists (NUJ) Deji Elumoye.

They are to appear before Justice K. O. Dawodu tomorrow.

A copy of the April 1, 2019 summons, titled: “Request to appear before the Alternate Dispute Resolution (ADR) Judge”, signed by Deputy Director Mrs Achere Cole  and Lagos Settlement Week (LSW) Administrator, Rosemary Ubajaka reads : “Be informed that the 3rd (Odusola) and 6th (Prime Waterview) respondents have been requested to appear before Hon. Justice K.O. Dawodu at the Lagos Multi-Door Courthouse on Wednesday, April 10, at 2pm prompt to give reasons for their refusal to submit.”

Omowole,  Odusola and Elumoye  floated the scheme, initially for women journalists; then incorporated their male counterparts and subsequently  all interested Nigerians.

About 800 people subscribed  and made payments  in dollars and naira, many committing about N2 million. The project was expected to be executed by  Primewaterview.

The houses have not been built and  subscribers have  not refunded since then.

After 26 of the subscribers reported the matter to the Economic and Financial Crimes Commission (EFCC), Ogunwusi admitted receiving N70 million from NAWOJ, but claimed that he spent it clearing bush and importing electrical fittings from China.

The respondents have evaded the summons of the Lagos State Multi-door Courthouse where the 26 subscribers are  seeking a refund of their payments, interests and damages, among others.

Their counsel, Oluyinka Olujimi, said the summons   indicated that the ADR was set to dispense with the dispute.

“We will see if they will treat the court with disdain. We will keep our fingers crossed till then,” he said, adding that since Justice Dawodu’s court sits a day before the scheduled ADR, it is very important to have some key members of the petitioners to be in court for the two days.”

Of the six defendants, only NUJ was present at the last sitting in February.  Omowole and Elumoye were represented by a lawyer, Yinka Kalejaye.  Primewaterview and Ogunwusi were not represented.

Omowole and Elumoye through their lawyer, requested for a date in April for their appearance.

  • Truck owners threaten shutdown over planned auction

The Association of Maritime Truck Owners (AMATO)  has threatened to withdraw its services from the port over plans by the Nigeria Customs Service (NCS) to auction trucks seized for conveying contraband items.

Its Chairman, Remi Ogungbemi, who spoke shortly after a meeting with the Service’s Zonal Coordinator in charge of Zone ‘A’, Assistant Comptroller-General (ACG) Kaycee Ekekezie, in Lagos, urged  the Nigerian Port Authority (NPA) and the Nigerian Shippers’ Council (NSC) to prevail on the Customs to stop the planned auction.

Accusing importers and clearing agents of making false declaration in their documentation, Ogungbemi said he was surprised that Customs decided to re-introduce the auctioning of seized trucks despite that truckers were not privy to the content of the containers they carry on behalf of importers and agents.

“I am surprised that instead of Customs just seizing the contraband goods and give us our trucks, they have started auctioning our trucks. They were doing this before about 20 years ago but later  stopped and issued us a circular that henceforth, they would be releasing our trucks to us. So we truckers are warming up for strike and we want the authorities to intervene, otherwise we will withdraw our services in protest against the illicit activities of importers, exporters and their agents who will not tell the Customs exactly what is inside the container and that form the reason why Customs is impounding and auctioning our trucks,” he said.

Though he agreed that the law was clear that “any contraband seized should be seized together with the means of conveyance,” he argued that some of the containers were examined by Customs at the port before they were released, while truckers were not part of the examiners, neither were they privy to the document used in clearing the containers.

He, however, said the Customs Zonal Coordinator had promised to table the matter before the Comptroller-General and convene a meeting between the truckers, clearing agents, importers and exporters.

  • Police urged to protect rights

Stakeholders have charged the police to always show exemplary conduct that would portray them as protectors of people’s rights as prescribed by law.

They spoke at the 33rd graduation ceremony of trainees on human rights, organised by the Crimes Victims Foundation of Nigeria (CRIVIFON) in partnership with the Lagos State Police Command at the Police Officers Mess, GRA Ikeja.

The 33rd batch comprised 300 members of the Nigerian Police, from Superintendents, to the rank and file.

They received training on Human Rights Awareness, Basic International Human Rights Abuses and Investigative Interview, Interpersonal skill and Communication skill, Police Power and Human Rights Humanitarian Law, Child Rights Law, UN code of conduct for law enforcement officers and the Lagos State Domestic Violence Law 2009 among others.

Police Commissioner in Lagos State, Zubairu Muazu, who spoke through his Assistant Commissioner of Police (ACP) Victor Okon-Otoyo, charged the participants not to abuse people’s rights but promote same.

He noted that since human rights training began at the Command in 2006, no fewer than 15,000 officers and men had been trained by CRIVIFON with the assistance of legal officers from the Lagos State Ministry of Justice and human rights lawyers.

Similarly, Assistant Inspector-General in charge of Zone Two,  Mr. Lawal Shehu who was represented by Chief Superintendent of Police (CSP) Fakeye Bode, paid tribute to CRIVIFON for introducing the training to police authorities and sustaining it over the years.

The Director of Public Prosecution (DPP) in Lagos who was represented by Mr. Akin George, while speaking on the theme: “Understanding the Criminal Justice Act”, explained that the Act was expressly enacted to facilitate criminal justice administration in such a manner that victims of crime get justice while culprits are punished for their acts.

Earlier in her welcome address, the Executive Director of CRIVIFON, Mrs. Gloria Egbuji pointed out that the main purpose of law enforcement is to serve the community by protecting its members against illegal acts.

She said: “Therefore, humanitarian laws will help the police in the execution of their day to day activities and also enhance their image as one whose purpose is to serve and protect.

According to her, “the Nigeria Police occupies an important place in the strategic framework of national security, making their functions indispensable to government stability.

“Therefore, the training of policemen on human rights willow further equip them with skills, so that they can professionally serve the public.”

Security operatives have been deployed in Mmiata, Anambra West Local Government Area, following Saturday’s alleged herdsmen’s attack.

Police spokesperson Haruna Mohammed said the security agencies comprised the Army, police and local vigilance members. Two units of mobile policemen and other regular officers were also deployed.

Mohammed, however, said three persons were killed in the attack as against the six earlier reported.

He said: “The Commissioner of Police, Mustapha Dandaura, has ordered an investigation of the incident to bring the perpetrators to justice. We are working with other security agencies in the operation.

“Three persons were killed in the attack. We are on top of the situation and I can assure you that normalcy has returned to the place.”

Mohammed was however silent over any arrest, but promised that the outcome of the investigation would be made public at the appropriate time.

“I wouldn’t want to speak on issues that would jeopardise investigations,” he added.

Meanwhile, Governor Willie Obiano, who is currently on a trip abroad, may likely cut short his trip following the attack, the Commissioner for Information and enlightenment, Mr. C-Don Adinuba said.

He said: “A report of the incident has been sent to the governor who may return to the country earlier than his scheduled date of return in view of the seriousness of the attack.”

Adinuba urged the people to remain calm, promising that the government would do everything possible to end the frequent attacks .

A resident, Mr Orjiako Nnaluo (Ideh Anam), told reporters that the suspected herdsmen entered the farm settlement about 5:40am, killing people, burning houses and raping women.

He said: “Before we knew what was happening, six people were already dead, while about 30 were injured.”

The injured are receiving treatment at an undisclosed hospital, he added.
