  • African leaders must take drastic measures to tackle underdevelopment – Ngige

Nigeria’s Minister of Labour and Employment, Senator Chris Ngige has asked African leaders to rise up and take drastic measures to fiercely tackle the myraids of teething problems of underdevelopment bedevilling the country if the continent is to get out of the wood.

Ngige who spoke at the 3rd Biannual Special Technical Committee on Social Development, Labour and Employment under the auspices of the African Union Commission in Addis Ababa, Ethiopia said if African leaders fail to rise to the occasion, Africans will remain hewers of wood and fetchers of water, stressing that President Muhammadu Buhari has already taken the lead in this direction.

Ngige said the Buhari administration has made serious efforts in the last four years to chart a new course for Nigeria with the results of that giant strides made manifest in core sectors of agriculture, anti-corruption , employment generation, infrastructural development and war on insurgency.

He disclosed that the Economic Recovery and Growth Plan of the Buhari administration which is the economic development agenda of the Buhari administration was tailored towards a concurrent growth of the three-tier federal structures of national, states and local governments in line with the diversity of the nation.

He said the battered economy which the administration met in 2015, slipped into recession in the first and second quarter of 2016, prompting an aggressive economic recovery plan with big emphasis on agriculture and food security.

Acording to the Minister, “the effects were dramatic. We boosted agriculture and raised the capacity of the nation to feed herself, to the extent that importation of rice for example, dropped by 95%. The same goes for sorghum. This decisive inward look was pivoted on the elastic efforts of government which the Central Bank of Nigeria piloted through the Anchor Borrowers Programme in agriculture.”

Speaking on the government’s social investments, Ngige said the Home Grown School Feeding Programme has been complementing  the free education policy at the primary, and junior secondary school levels while stemming the incidence of school dropout which he identified as precursor to child labour. The programme he added has captured about N10 million school children in 25 states of the federation.

He Identified poverty, disease and ignorance as an evil triad that must be fought together, and gave insight into other social investment programmes such as the N-Power under which the Federal Government has employed 500,000 graduates, the N-Build where 50,000 are engaged, the N-Agro, N-Knowledge, N-Health, and N-Build where hundreds of thousands are also employed.

He also informed the gathering of the Government Enterprises and Empowerment Programme which makes interest-free loans available to small businesses  as well as the National Cash Transfer programme (Conditional and Unconditional) to over 1million vulnerable and poor Nigerians, besides the thousands already benefitting from similar programmes by the National Directorate of Employment (NDE)

According to the minister, the Economic Recovery and Growth Plan would have been impossible without the anti-corruption measures such as the Treasury Single Account (TSA) and the whistle blowing policy  which government put in place, thus, shutting down leakages and easing the recovery of stolen funds as well as the efforts of the anti-corruption agencies primed for zero-corruption agenda of the government.

Similarly, a co-discussant and the Chairperson of Business Africa, Mrs. Jackline Mugo called for a common front to solve Africa’s numerous challenges, while pushing for a change in Africa’s social dialogue as it relates to labour and employment so as to fully tap the full benefits of the  African population, which she termed her wealth.

Mugo further said Africa can leapfrog from its present commodity dependency if each of the fifty-four countries is able to concentrate on the production of a single product and achieve an optimal international competitive advantage. “You can imagine what it means to have over fifty products from Africa,” arguing it was the route the Asians took.

Meanwhile the Ministers nominated Nigeria as one of the Titulars members for Africa in the Governing Board of the International Labour Organization when the next election will be held in June 2020.

Nigeria emerged from West Africa due to her performance since 2017 when Africa put her forward as a Deputy Titular. The Ministers further took particular note of the leading voice which Nigeria’s Minister of Labour and Employment has given to Africa, the very fact that made the ILO elevate him to head government side of the Tripartite even as a Deputy.

Meanwhile, Kaduna State Police Command lost two of its men in the cross-fire with the bandits.

The Command’s Police Public Relations Officer (PPRO,) DSP Yakubu Sabo confirmed the development in a statement he issued on Sunday.

The PPRO said, “the command received a distress call through DPO Randagi on 6/4/19 at about 1900 hrs  that armed men in large number entered  Kakangi village of Birnin Gwari council, who started shooting sporadically and attacking the villagers.

“Upon receiving hints, combine teams of PMF Personnel,  conventional Police and Vigilante were quickly mobilized to the village to engaged the bandits in fierce gun duel and successfully repelled the attack, but however, “two of our men paid the supreme sacrifice during the intense gun duel with the bandits.

  • Air Force strike kills 25 bandits in Zamfara

The Nigerian Air Force on Sunday said more than 25 bandits have been killed in Zamfara state after it launched air strikes on their hideouts at the weekend.

The spokesman of the Air Force, Air commodore Ibikunle Daramola said in a statement that the strikes were carried out after intelligence platforms have established the presence of the bandits in the areas.

He added that the structures and logistics base of the bandits were also destroyed during the operations.

Air Commodore Daramola said: “The Air Task Force (ATF) for Operation DIRAN MIKIYA has successfully destroyed an armed bandits’ logistics base at Ajia and neutralized dozens of armed bandits at Ajia and Wonaka in Birnin Magaji Local Government Area (LGA) of Zamfara State.

“Few survivors, seen fleeing the vicinity of the target area, were taken out in follow-on attacks while others, who managed to escape the area, were tracked to Wonaka and equally neutralised.

“Independent HUMINT sources subsequently confirmed that more than 25 armed bandits were neutralized in the attacks on the 2 locations.

  • I red-carded Diego Costa for abusing my mum – Referee

Atletico Madrid striker Diego Costa was given a straight red card in Saturday’s 2-0 loss to Barcelona at the Camp Nou for crude remarks he made about the match official’s mother, according to referee Jesus Gil Manzano.

Costa was shown a straight red card in the 28th minute of the top-of-the-table clash for a verbal outburst at Manzano, who later reported the contents of the ex-Chelsea man’s derogatory message in his match report.

With a man advantage for over an hour, Barca finally found a breakthrough with a wonderful curled strike from Luis Suarez in the 85th minute and Lionel Messi sealed the win with a goal moments later.

After the match, Atletico coach Diego Simeone cursed his side’s bad luck with refereeing decisions in games against Barcelona

“I asked the referee if what he said was so bad because we have seen Barca players do the same thing, saying things right in the referee’s face and they did not get sent off, they got away with it,” Simeone told a news conference.

“If Costa really said what the referee claims he did, then he was correctly sent off, but we must be doing something wrong as we have had seven players sent off in 11 games.

“I remember we had Fernando Torres, a global icon, sent off here for making two fouls.”

Atletico midfielder Koke also aired his frustration.

“We were doing so well until the red card but all the small details went their way,” he said.

“Whenever we come here something strange happens, we’ve had a lot of red cards against Barca and not all of them have been fair.”

Atletico coped well with 10 men and had one glorious opportunity to break the deadlock in the second half from a free kick but midfielder Rodrigo headed narrowly over the bar.

“The plan was to close space through the middle and invite the opponents to play on the wings so we could have a tiny possibility of winning,” Simeone added.

“We were better in the second half, we made a huge effort and I felt we were in control until the final five minutes when Suarez got the breakthrough. I’m left encouraged by many things which my team did today.”

Tears flowed at the weekend in Nembe-Basambiri, Nembe Local Government Area Bayelsa State following the burial of 26-year-old supporter of the All Progressives Congress (APC) Kenneth Adebo, who was shot dead on the eve of the Presidential and National Assembly elections.

Adebo was killed by thugs suspected to be members of the People’s Democratic Party (PDP) in an electoral violence that erupted in the community.

Speaking in an emotion-laden tone, the father of the deceased, Mr. Francis Adebo, who could not hold back his tears said it was painful to lose his son in such circumstance.

The bereaved father said: “What do you want me to say? Is my son still alive? Why my son? I believe that my son died for a course. He sacrificed his life for a course.

“He has been buried. I don’t have anything to say. If I open my mouth, I will say things I don’t want to say. Please let me be”.

Also speaking, the Youth President of Nembe Basambiri, Iro Theo described the death of Kenneth Adebo as a great loss to the entire youths of Nembe Federation and Bayelsa.

He said: “Today, we came to bury Mr. Kenneth Adebo who was shot by PDP thugs on the 29th of March, eve of the presidential and national assembly elections here in Nembe Basambiri.

“What happened is that some people tried to hijack electoral materials on the eve of the election and the youths of the community protested that the materials should not be hijacked, that the materials should be given back to INEC so that the following day, everybody can go and vote the candidate of their choice. It was during the resistance that this happened”.

Describing the late Kenneth as a humble gentleman, the youth president said the family and the entire community would greatly miss him.

Speaking further, Theo said: “Personally, I will miss him so much because I have worked with him. He was a kind, gentle and likable young man.

“I want justice to be done on those who killed Kenneth. Those who killed Kenneth should be arrested and prosecuted. The police know what to do. They should not be biased.

“If the police show bias in this case, nature will catch up with them. I know that those who killed Kenneth will not have rest of mind. They will be hunted for the rest of their days”.

Also speaking, a female indigene of the community, Mrs. Favour Emmanuel, who described the death of Kenneth as shocking and painful, said they were in the community to show their last respect.

“Kenneth was a very calm, cool-headed guy. The most painful part of his death is that his wife was carrying about four months pregnancy before he was killed.

  • AGF raises alarm over untreated audit reports by NASS

The Auditor General for the Federation (AGF), Anthony Ayine, has asked members of the National Assembly to take steps to clear mounting backlogs of audit reports submitted to them.

Ayine said that there was no doubt that corruption has stifled economic growth and development in the country.

The AGF stated this in a paper “The role of National Assembly in promoting public accountability” which he presented at the ongoing orientation programme for Senators-elect/members-elect of the 9th National Assembly, in Abuja.

Ayine noted that to the best of his knowledge, there is no Auditor-General’s report that has been fully considered by the National Assembly since 1999.

He explained for audit reports to be seen to have been fully considered after submission, a resolution of the National Assembly on the audit report must be transmitted to the Executive arm for necessary action.

He explained that for audit report to be submitted to the National Assembly, “we work with the financial report of the Accountant General of the Federation financial report.”

The AGF said that they were already working on the 2017 financial report for submission to the National Assembly for consideration.

He said that the last report submitted to the National Assembly was for year 2016.

Good governance, he said, will remain a mirage in the country, without transparency (openness) and accountability.

Ayine said: “Corruption has stifled economic growth and development in our country. I am therefore optimistic that synergistic effects of efforts of the three arms of government in ensuring openness and accountability can put Nigeria on a good pedestal and enable her attain her place in the comity of nations where corruption is despised.

“The two Public Accounts Committees (PACs) (of the National Assembly) should draw up time table for clearing backlogs of audit reports.”

The AGF noted that accountability has to do with stewardship while openness is important because nothing is hidden, a situation that makes corruption impossible.

Ayine, who stressed the need for a paradigm shift in the country, noted that the National Assembly could lead the way in being transparent through a demonstration of public accountability in handling its affairs, including finances.

He noted: “Transparency allows access to information, reinforces accountability and makes corruption difficult to be successfully perpetrated because corruption is usually a hidden affair.”

He insisted that the Public Accounts committees should ensure timely consideration of audit reports as well as take a dim view of late responses to audit queries by ministries, departments and agencies.

For the AGF, public accountability will be greatly enhanced, if those in public positions begin to see governance as a social contract for the people they represent and realize that they are responsible to the public.

  • Akeredolu a failure in Nigeria educational development – NANS

The Nigerian Association of Nigerian Students (NANS) has described the governor of Ondo State, Rotimi Akeredolu as the worst performing governor in the area of educational development in Nigeria.
NANS national president, Danielson Bamidele Akpan made this known in a press conference on Wednesday.
Akpan said it has become imperative for the leadership of the students’ body to examine and analyse critically certain political leaders whose actions in recent times have made life unbearable for the  citizens under their watch.
    The full text read below;
“It is no longer news that the government of Ondo State under Governor Rotimi Akeredolu, a supposed Senior Advocate of Nigeria is today championing an agenda that takes education out of the reach of the poor.
“Without any dubiety, before his emergence as the Executive Governor of Ondo State, education since 1999 under Governor Adebayo Adefarati through Olusegun Agagu and Olusegun Mimiko was free from primary to secondary level.
“However, a governor who claimed to have fought alongside others during his days at Obafemi Awolowo University, Ile-Ife against the reversal of the great benefit of the Awolowo education policy is today making education, an exclusive right of the rich, thereby creating class differentials amongst the people he governed over.
“Education in Ondo State is now fully commercialised. Secondary school Students who hitherto enjoyed payment of WAEC/NECO fees under the past admistrations now have additional burdens placed on their parents by the insensitive Akeredolu anti-education government that have scraped the payment of WAEC/NECO fees for SS3 students. This deliberate policy by past democratic administrations have now been abolished and the hopes of many families dashed.
“Let it be known to the entire public that undergraduates of state owned Tertiary Institutions in Ondo State are daily dropping out of school due to increase in their various school fees which their parents certainly cannot afford.
“How can we explain that a supposed progressive government, increased arbitrarily, fees of Adekunle Ajasin University, Akungba Akoko from 33,000 to 150,000? Students of Rufus Giwa Polytechnic, Owo has their fees increased from 63,000 to 108, 000 while those in Ondo State University of Science and Technology has their fees inceased to 200, 000 from 70, 000.
“Lest we say that the Akeredolu government did not only defraud students at the School of Nursing but breached their trust by deceiving them into paying higher fees in exchange for Nursing degrees awarded by the University of Medical Sciences established by the immediate past administration of Olusegun Mimiko. We know as a matter of fact, that since the increment, the students from the school of nursing have been made to understand that their certificate will remain the same despite the agreement reached with the government to award them degree certificate from the  University of Medical Sciences haven paid the new tuition fees forced on them for that purpose.
“Today, Governor Akeredolu is globally junketing with tax payers money in order to create awareness for legalisation of hard drugs and narcotic use. What a confused Chief executive! For once, we should be worried that it takes someone who purchases, uses and is addicted to hard drugs to know it’s economic prospects without caring about lives and its negative impact on the society.
“For a governor who has refused to make education a top priority to now lead an advocacy for legalisation of banned drugs that distorts thoughts and stability reveals his level of denigration of governance.
“Isn’t it a pity that in  a state where education is more or less an industry and a pride, Governor Akeredolu has proven that he is on seat to retard the progress of the youths by encouraging the plantation of cannabis(Indian Hemp) against the pursuit of knowledge? This obviously is the height of his incompetence and insensitivity to the needs of the youths.
“We condemn in totality the managements of the state owned institutions who joined the governor in this inglorious journey, for example, the Vice-Chancelor of Adekunle Ajasin University who implemented a policy of no school fees, no test about two weeks ago which was vehemently resisted by the students that lead to the closure of the Institution. To this end, NANS will resist any form of intimidation, oppression or threat to the life of any of our member who are resolute in pursuing their rights and privileges.
“We also use this medium to call on UNESCO, other national and international agencies including progressive minded and well meaning individuals to prevail on Governor Akeredolu who have threatened kill and maim our members who will come out and protest against his obnoxious education policies cum commercialization of education in Ondo State.
“Let it be known that NANS is relentless in her pursuit of total reversal of all fees increased by the cannabis indulging governor of Ondo State.
“We refuse to buy into this life threatening advocacy of addiction and retardation through promotion of hard drugs. We demand that Governor Akeredolu subject himself to a clinical drug test to determine his mental state.
“While appreciating the support and endurance of Ondo Students in peacefully demanding for reversal of the obnoxious and satanic increment in their fees, we wish to as a matter of honour, in respect of on-going final rites for the revered Olowo of Owo kingdom who passed on, put on hold our proposed mass protest against the increments until immediately after the traditional rights scheduled for this week. This unjust education policy will surely be challenged and we shall do so upon the completion of late Olowo’s passage rights.
“We challenge Governor Akeredolu to a public debate with NANS where he can lay bare his educational policies for Ondo people. We are constantly embarrassed by his seeming threat to wipe off Ondo students for daring to speak out against his anti- educational policy. We view his threat as a test of our resolve to once again lay an irrefutable claim to our heroic struggle for the enthronement of the democratic rule he’s today diminishing without his active participation. We would have reported him to his professional colleagues who side by side fought with us and defended many of our victimized leaders under the military but understanding that he’s now a suspended member of the highest bar gathering in Nigeria.
“Another option would have been to report him to his political party, the All Progressive Congress, under whose platform he governs the state but we are also reliably informed that he has been suspended for various offenses, therefore we are left with no other option than to face the unrepentant oppressor of the students.”
