Sylva’s aide raises alarm over alleged detention of four arrested staff

The Special Assistant on Media and Public Affairs to former governor of Bayelsa state, Timipre Sylva, Chief Julius Bokoru, has raised strong concerns over the continued detention of four aides and domestic staff of his principal, describing their plight as unjust and inhumane.

In a statement titled, Detention of Sylva’s Aides: A call for reason, humanity and due process, Bokoru noted that Mr. Paganengigha Anagha, the first to be arrested, remains in custody.

He listed the others still being detained as Musa Mohammed, Chief Sylva’s driver; Police Officer Ayuba Reuben; and Mr. Friday Lusa Paul, an escort driver.

Bokoru lamented what he described as the ‘quiet suffering’ of innocent men “caught in the crossfire,” stressing that the circumstances surrounding their arrest and continued detention remain unclear to their distressed families.

“Yet the most distressing element of this saga is not the swirl of speculation, but the quiet suffering of innocent men caught in the crossfire. These individuals—fathers, husbands, ordinary Nigerians—have been held on grounds that appear unclear at best, and entirely vague to their traumatised families,” he stated.

He expressed concern that despite clear and formal communication between Chief Sylva and the EFCC, the four men have continued to remain behind bars.

“This persists even after Chief Sylva wrote to the EFCC, reaffirming his readiness to appear before the Commission on a mutually convenient date, subject only to his ongoing treatment for a life-threatening medical condition,” the statement added.

“Before these developments, the public was unsettled by unfounded attempts to link him to a purported coup plot, allegations the Federal Government and the military have since dismissed in absolute terms.

“One would have expected that such clarity would steady the national conversation. Instead, events escalated further, culminating in public statements from the EFCC that appeared inconsistent with earlier engagements”.

The media aide lamented that the Maitama home of Sylva had been under security siege, which he said had been traumatizing the children and other members of the household confined within the house.

Sylva will overcome his challenges, says youth leader

Bayelsa youth leader, Joshua Esere, has said the former Minister of State for Petroleum, Timipre Sylva, is “a seasoned navigator in the rough waters of Nigerian politics,” who will overcome his travails.

Esere, in a statement: “The odyssey of an Ijaw king: who is after Timipre Sylva?”, said “the waves are rough, but the Ijaw king is no stranger to turbulent seas.”

Esere’s declaration follows reports linking him to an alleged coup, which he denied, the reported raid of his Maitama, Abuja, home, by security operatives and being declared wanted by EFCC.

Esere said: “The travails of Sylva are disturbing, but not surprising. “Nigeria’s political environment is a theatre of vendettas. When a man stands tall, others try to cut him down. Yet, like the palm tree, Sylva has survived every storm that sought to uproot him.”

He noted that the former governor’s political journey reflects the spirit of the Ijaw – resilient, loyal, and principled.

“To understand Sylva’s strength,” he said, “one must look back to when he built APC from nothing in Bayelsa.

“At a time many dismissed it as the ‘Hausa party,’ he stood firm. He poured his resources, time, and reputation into giving APC a voice in Niger Delta.”

He said when APC was formed in 2013, it faced widespread scepticism in Bayelsa.

“APC was considered alien, a northern construct inconsistent with the Ijaw,” he said.

‘‘Sylva defied the odds, he turned ridicule into respect. He didn’t wait for the tide to turn. He paddled against it. That’s what leaders do.

“By 2019, Sylva’s perseverance had reshaped Bayelsa’s political landscape,’’ he said.

Under him, APC secured seven seats in the Assembly, two in the House of Representatives, and one Senate seat.

“The party won the governorship before a controversial court ruling nullified the win. That was the golden age of Bayelsa APC, a time courage triumphed over cynicism.”

According to Esere, success bred rivalry, with internal divisions emerging within the APC as some leaders sought to weaken Sylva’s grip on the party.

“Ambition took root. Some who once stood by him began plotting to replace him. They forgot that unity, not betrayal, built the party,” he said.

Despite the growing intrigue, he said Sylva’s grassroots following remained steadfast.

“People trust him because he has never abandoned them. He goes to the creeks, attends funerals, sits with elders, and listens to the youths.

“That’s why his base remains unshaken, even when the elites turn their backs,” Esere said.

He said observers now believe that the former governor’s recent ordeal is tied to this prolonged rivalry, which may have reached its peak amid shifting political alliances in the state.

Esere suggested that the crisis may not be unconnected with figures within the ruling establishment.

He cautioned: “Let’s not deceive ourselves. Some powerful individuals are uncomfortable with Sylva’s enduring influence in Bayelsa and his closeness to President Bola Ahmed Tinubu. What we are witnessing is not just a political game — it’s a coordinated attempt to silence a strong voice.”

He further accused certain “fair-weather loyalists” of exploiting their newfound access to federal power to undermine Sylva.

“These are people who once mocked the President, but now wear his badge for convenience. “Their affection for Tinubu is opportunistic. They forget that Sylva stood with the President long before the victory. Betrayal, however, has a short shelf life. The truth always resurfaces,” he said.

The youth leader called for calm and unity among Bayelsa APC members, urging them not to lose faith in their founding ideals.

No one can erase Sylva’s contributions. He planted the seed when no one believed it could grow. Those now sitting under the shade of the tree should not cut down its roots.”

Esere also drew a historical parallel with the late Chief Diepreye Alamieyeseigha, another Bayelsa leader who faced political persecution.

“The Ijaw nation has seen this movie before. We must not allow history to repeat itself. The politics of vengeance benefits no one. It only weakens our collective voice.”

Esere remains optimistic that justice and truth will prevail, saying: “Nigeria’s history may bend, but it does not break.

“The truth has a way of reclaiming its space, no matter how long it takes. Sylva will rise again because his struggle is not just his;  it’s the struggle of every Ijaw son who believes in fairness.”

Esere invoked a maritime metaphor that has come to define Sylva’s political resilience:

“The sea may rage, and the storm may roar, but the Ijaw king has weathered worse. Those who row against truth will one day find themselves adrift.

“Chief Timipre Sylva will not sink; he will sail through, because he was born of the tide. The waves are rough, but the Ijaw king is no stranger to turbulent seas.”

The statement reads in part: “Despite these internal storms, Sylva’s hold on the grassroots endured. His charisma and record of delivery kept the party’s base intact….

“Today, as whispers of new alignments swirl…, it appears Sylva has once again become the target of political manoeuvres — this time cloaked in national intrigue.

“While some suggest that the recent clampdown bears the faint nod of higher authorities, most Bayelsa watchers agree that the real machinery of his ordeal lies within a camp and its newfound allies.

“Yet on the ground, the story is starkly different. Among the rank and file of the APC in Bayelsa, Sylva remains a symbol of sacrifice and endurance. To countless members, he is still the leader — the man who carried the party through years of derision and danger.

“For those now basking in the comfort of federal access, it would be wise to remember that political fortunes are transient. The spirit of Sylva and the loyalty he commands continue to hover over Bayelsa’s political waters.

“It is no secret that Chief Timipre Sylva is an open and ardent enthusiast of President Bola Ahmed Tinubu. It is therefore bitterly ironic that many of those now assailing him in Bayelsa are individuals whose affection for the President is, at best, opportunistic.

“Those who seek to weaken Sylva may in time find they have wounded something far larger – the fragile faith of ordinary Nigerians who still believe politics can be anchored on principle.

“Still, hope endures. Nigeria’s history has a way of reclaiming its better angels. Truth, though delayed, seldom remains buried. Many pray that this Ijaw son will not be made to walk the same tragic path as the late Chief Diepreye Alamieyeseigha, another Bayelsa leader consumed by the politics of vengeance.”

Sylva saved Bayelsa from one-party state – Yakiah

…urges APC leaders to be loyal to Tinubu

The national coordinator Niger Delta Media Activists Group and Excellent Leadership Foundation, Chief Izzi Yakiah, has said former governor and leader of the All Progressives Congress (APC) in Bayelsa State, Chief Timipre Sylva, saved Bayelsa State from becoming a one party state.

The APC chieftain also urged prayers for stability of the nation’s economy and rallied support for viability of President Bola Tinubu reforms and the growth of APC.

Yakiah, in his New Year message, described the former minister of state Petroleum, Sylva, as the face of modern democracy in Bayelsa state, stressing that he “saved the Ijaw homogenous state from one party system from 2013 till date.”

The political activist, who took a swipe at some APC leaders in the state for trading the party for their ambitions, said, “The former governor and minister has remained the shining beacon of the APC in Bayelsa State, despite the betrayals by fellow party members, all of whom he helped build their political careers.

“He has, through conviction and faith in the vision of the APC and President Bola Tinubu’s Renewed Hope Agenda, upheld the party’s banner in the state against all the odds”.

Yakiah however charged APC leaders in the state to turn a new leaf and prove their loyalty to the party and the president and not just their selfish ambitions.

He said Sylva’s drive for a sustainable local economy through stable electrical power supply, sports development, scholarship for undergraduate and empowerment of citizens across strata stands tall as a challenge to former and present Government since he left office in 2012.

He noted that his contributions towards nation building particularly the Petroleum Industry Act which he personally championed and several reforms initiated repositioned the nation’s oil and gas sector for rapid growth.

The APC chieftain also commended the 2023 APC Deputy Governorship Candidate Joshua Maciver, for contributing to the recent rise in Nigeria daily oil production of one point eight million barrels per day which underscored his passion for a new Nigeria and a prosperous Bayelsa State.

Thanking the Tantita Security Services Nigeria Limited Coordinator for Bayelsa State for his numerous intervention of empowerment for thousands of citizens across religion and political lines.

He also acknowledged the commitment of State APC chairman, Barrister Demiss Otiotio to Tinubu’s Renewed Hope agenda and growth of APC in the state.

He said Otioto purposeful and visionary leadership has brought discipline and a strategic foundation road map to the party targets of taking over power in the creek haven in 2027.

He also expressed satisfaction with the operations of the Niger Delta Development Commission under Dr. Samuel Ogbuku’s vision of changing the interventionist  agency from a transactional institution to a transformation agency.

He said Ogbuku is attaining the status of the best ever administrator to have managed the NDDC following the completion of  the

Sylva’s election petition can’t distract us, says Bayelsa govt

Bayelsa state government has reiterated its commitment to working assiduously for the continued peace, stability, and development of the state.

The deputy governor, Lawrence Ewhrudjakpo, stated this on Monday, February 26, while speaking at a special dinner organized in honour of some stakeholders of Bayelsa West Senatorial District at his Lodge in Government House, Yenagoa.

Ewhrudjakpo noted that Governor Douye Diri-led administration would remain focused on completing all ongoing projects and embark on new economically viable ones to achieve job and wealth creation.

The deputy governor vowed that the administration would not allow anything including the ongoing legal action filed by the All Progressives Congress (APC) candidate in the November 11, 2023 governorship election, Chief Timipre Sylva, to distract its attention.

He called on all well-meaning Bayelsans including opposition elements to join hands with the government in expanding the frontiers of development in the state, rather than embark on a wild goose chase.

Ewhrudjakpo, who expressed optimism that the Peoples Democratic Party (PDP) and its candidate would be victorious at all levels of the legal battle, stressed that the 2023 governorship election was won and lost fair and square.

He thanked the people of the state across party lines for their show of love and support during the elections and the second-term inauguration ceremony, describing it as unprecedented in the annals of the state.

According to him, similar get-together ceremonies will be organized to appreciate PDP stakeholders in Bayelsa Central and East senatorial districts.

Ewhrudjakpo said: “First, we all have to thank the Governor who has directed us to start this process. We are going to do this across the three senatorial districts as part of measures to thank you for the support you have always given to us and our party.

“Unfortunately, few of us defected because they fell for the deception dummy our opponent sold to them. I pity them and I don’t know why they are always falling for his tricks.

“I hear he told his supporters that there was going to be a repeat of 2020. I don’t blame him because he doesn’t know that my boss and I are a special species. He fails to understand that he doesn’t have the kind of grace we carry.

“What doesn’t happen anywhere continues to happen for us. Our swearing-in recently was unprecedented. There won’t be any swearing-in like that again in this state just like there was none like it before.

“You all saw how colourful it was and the number of dignitaries that attended: Two presidents – Liberia and our own president represented by their vice. Secondly, two former presidents and over 11 serving governors across party lines.”

In his remarks, the state chairman of the PDP, Solomon Agwanana, underscored the sense of unity and singleness of purpose with which the people of Bayelsa West pursue their political agenda.

While urging the senatorial district to sustain the gesture, Agwanana maintained that the people of Bayelsa West were able to garner the highest votes for the PDP in the 2023 governorship election because of their unity.

Also speaking, the PDP Caucus Chairman of Sagbama LGA, Hon. Fyneman Wilson, and his Ekeremor counterpart, Hon Dein Benadoumene, expressed gratitude to the Deputy Governor for organising the Thank-You event less than two weeks after the second tenure inauguration of the prosperity government.

Bayelsa guber: Appeal Court rejects case seeking Sylva’s exclusion from election

The Court of Appeal in Abuja has dismissed an appeal seeking to prevent former Minister of State for Petroleum Resources, Timipre Sylva from participating in the Saturday, November 11, governorship election in Bayelsa state.

In a judgment on Thursday evening, a three-member panel of the Court of Appeal held that the appeal brought by Hon Isikima Ogbomade Johnson was without merit.

In the judgment read by Justice Binta Zubar, the court held that the subject matter of the case was non-justiceable, adding that the case was brought in bad faith.

The court upheld Sylva’s argument that it cannot be said that he took the oath of office as a Governor twice because his first election as Governor of Bayelsa State was voided by courts, which informed why another election was conducted, which he won.

The Court of Appeal, in the judgment on the appeal marked CA/ABJ/CV/1052/2023 rejected the appellant’s claim that the primary election conducted by the All Progressives Congress (APC) on April 14 which produced Sylva as the party’s candidate, was held without compliance with relevant laws.

The appellate court held that the overwhelming evidence presented by the Independent National Electoral Commission (INEC) and APC showed that no legal provision was violated in the conduct of the primary.

It added that with the undisputed evidence coupled with the monitoring report produced by INEC,, the allegations by the appellant that Sylva emerged from a flawed primary election was unfounded.

The court said: “From the uncontroverted independent report of INEC, it was clear beyond any doubt that a valid primary election was conducted by APC and monitored by the electoral umpire as required by law.”

It also held that the case of the appellant was statute-barred having been instituted outside the 14 days allowed by law as a pre-election matter.

The Court of Appeal proceeded to uphold the judgment of a Federal High Court in Abuja delivered by Justice Inyang Ekwo which on September 26, dismissed the suit by Mrs. Johnson for lacking in merit and substance.

The Court of Appeal also imposed a cost of N1 million against the appellant.

Mrs. Johnson had, by an originating summons, sued the APC, INEC and Sylva before the Federal High Court, praying for an order to disqualify Sylva from the November 11 governorship election on the grounds that he had been elected into governorship office twice and took the oath of office and oath of allegiance twice.

She also claimed that the April 14 primary election that produced Sylva was illegal and unlawful, having been allegedly done in contravention of APC’s guidelines.

We’ll ensure minister’s victory, APC chieftains boast

The Bayelsa State chapter of the All Progressives Congress (APC) has told the State Governor, Douye Diri, to prepare his handover note, saying the party was working together to ensure the landslide victory of its governorship candidate, Chief Timipre Sylva, on November 11.

The party in a statement signed by its Assistant Publicity Secretary, Tamaratare Zuokumor, said all APC stakeholders were more united ahead of the election than they were in 2019 when the party trounced Diri at the poll.

Insisting that Sylva/MacIver ticket remained the project of all Bayelsans seeking the liberation of the state across party lines, Zuokomor said, Diri was wasting his time trying to patronise the APC in his recent complimentary remarks.

Zuokumor said: “The party is aware Governor Diri is merely trying to make it seem our leader and governorship candidate, His Excellency Chief Timipre Sylva is the collective enemy of both the APC and the PDP. This is lying at psychopathic levels.

“Sylva is the governorship candidate of APC and not APGA, so a sane person cannot say he is fighting Sylva and not APC. When Sylva triumphs at the polls, as he will, it is the APC that ascends to power, not any other party.

“We wish to state categorically that our party is more united and stronger than it has ever been, stronger and more united even than in 2019 when we trounced Gov. Diri at the polls.

“Our impressive support base, our party leadership and our able stakeholders are fully committed to the Timipre Sylva/Joshua Maciver ticket and all hands are on deck to liberate Bayelsa state, including thousands PDP members with good conscience who have chosen state over politics.”

  • $9.6b judgment: Reps summon Malami, Sylva

ATTORNEY-GENERAL and Minister of Justice Abubakar Malami and Minister of State Petroleum Timipre Sylva have been summoned by the House of Representatives over the $9.6 billion judgment debt against the country in the United Kingdom.

The angry lawmakers took the decision at plenary on Wednesday after deliberating on a motion of urgent national importance moved by Prof. Julius Ihonvbere.

The House observed that “this embarrassing judgment exposes a deep decay in our governance and leadership infrastructure with far-reaching implications for the credibility of the country’s capacity to handle business and legal cases.”

It mandated a 17-man ad Hoc Committee to invite the ministers and other government officials that are connected to the deal.

According to the Green Chamber, the minsters are to give report on the huge cost awarded in favour of Process and Industrial Development (P&ID) Limited, and explain the lapse in judgment of time and due diligence in the  handling of the case with a view to finding lasting solutions to the avalanche of extant and future cases.

The lawmakers are also to invite other officials of the ministries, saddled with the responsibility to negotiate the agreement with P&ID and the prosecution of the matter before the tribunal.

The committee is headed by a Katsina State All Progressives Congress (APC) lawmaker Sada Soli.

The resolution was sequel to the passage of a motion sponsored by Ihonvbere.

Ihonvbere noted that the $9.6 billion (with daily interest accruing) by a commercial court in the United Kingdom (UK) against Nigeria, “leaves a very sour taste in the mouth.”

He said for a country with a foreign reserve of only $45 billion and a sovereign debt profile of over $80 billion, the judgment debt is not only punitive but would devastatingly affect the economy.

The lawmaker said: “Aware of the fact that Nigeria has a penchant for disregarding the sanctity of contracts and terms of agreement, coupled with the failure of Nigeria’s representatives in many cases, to carefully or diligently scrutinize agreements they sign knowing that the consequences will affect past and future generations.

“Aware also that Nigeria had entered into a Gas Supply and Processing Agreement (GSPA) with P &ID Limited, in January 2010, through the Ministry of Petroleum Resources with the understanding that Nigeria would supply natural gas (wet gas) at no cost, through a government pipeline to P&ID’s production facility, while P&ID in return would construct and operate the facility, process the wet gas and return to the government of Nigeria lean gas for the generation of power at no cost to Nigeria.”

He noted that two years down the line, P&ID had not built any gas plant to which Nigeria could supply wet gas for processing, signifying in the first place that the move to Arbitration was opportunistic and grossly self-serving.

Ihonvbere said: “Cognizant of the fact that, the matter went before an Arbitration Tribunal, under the Rules of the Nigerian Arbitration and Conciliation Act 2004, with London, England as place of Arbitration.

“After affirming its jurisdiction in the matter, the Tribunal began hearing to determine whether or not there were any repudiatory breaches of contract. At this point, there was an attempt by the Ministry of Petroleum to reach a settlement agreement with P&ID Limited to the tune of $850 million, payable in installment which obviously was not diligently pursued.”

Ihonvbere expressed concern that the agreement was somewhat shrouded in secrecy and as such apparently dubiously procured, “as those who ought to know about its existence did not and more importantly, the relevant laws in Nigeria for the transaction to be consummated was not applied especially, Part IV of the Bureau of Public Procurement Act 2007 which deals with the fundamental principles of procurement.”

According to him, it was alarming “that it took the new government more than four months to respond to the vital arbitration judgement of about $9.6 billion with a ridiculous excuse that there had been a change of administration in Nigeria and that ministers, including the Attorney-General had only just been appointed thus asking for an extension of time to act on the outcome of the arbitration tribunal.”

He said it was equally alarming that, rather than engage P&ID in the matter before the tribunal with robust legal arguments and interpretations; Nigeria was busy shopping for a favourite forum to plead her case in a court in Lagos, Nigeria.

The ad hoc committee is to recommend appropriate sanctions where necessary without fear or favour or preference for status in line with Order 14 of the Standing Orders of the House.

It will also initiate a process of reviewing all agreements and treaties signed by Nigeria through the appropriate committees to create opportunities to discover anomalies and avoid a repeat in the future.

  • Nigeria to cut oil production by 100% in October

The Minister of State for Petroleum, Timipre Sylva on Thursday said that Nigeria has agreed to cut oil production by 50% this month, by 100 percent in October this year.

A statement of the Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu disclosed that.

It quoted the minister as saying “We have agreed to comply with production cuts of 50% this month (September 2019) and 100% from October this year.”

The statement noted that Sylva made the commitment at 16th Joint Ministerial Monitoring Committee (JMMC) in Abu Dhabi, United Arab Emirates on Thursday.

According to the statement, OPEC commended Nigeria’s unwavering commitment to the stability of the global oil market which spanned many years of its membership of the organization.

This commendation came from the Chairman of OPEC’s 16th JMMC, Prince Abdulaziz Bin Salman.

Bin Salman, who doubles as the Saudi Arabian Energy Minister noted that since the 1980s when Nigeria’s late Oil Minister Dr. Rilwanu Lukman reigned at the helm of the Organisation, the West African nation’s role has been very pivotal in helping OPEC achieve stability in the oil market.

“Nigeria has always brought commitment and obligation towards the OPEC cause. I always thought of how we would have crossed the uncertainties of the global oil market of the 1980s without Nigeria,” Bin Salman added.

According to him, Nigeria’s role cuts across compliance with OPEC charters as well as mediation and reconciliation among member countries over the years.

During Thursday’s JMMC, OPEC reiterated its determination to accelerate concerted action towards addressing market challenges and adapting to future developments.

While enjoining non-compliant members to fully observe their production commitments, the JMMC also underscored the need for continued commitment for the Declaration of Cooperation (DoC) in support of oil market stability on a sustainable basis.

Earlier in his remarks, Sylva said OPEC’s endorsement was a testimony to Mr. President’s efforts at ensuring that Nigeria remains a stabilizing force within the organization.

“The rest of OPEC have always looked up to us whenever there are problems. Recall that as OPEC Secretary General, our late Oil Minister Dr. Rilwanu Lukman was highly influential and since then we have played a central role and have been taken very seriously by member countries,” he stated.

Sylva, who was in his maiden outing at the OPEC described the endorsement as “heartwarming”, adding that it would go a long way to spurring and encouraging the country to do better.

The next meeting of the JMMC comes up on the 4th December 2019 at the OPEC Secretariat in Vienna, Austria.
