    NIPOST chief applauds Tinubu for bridging age, gender gap in governance

    The newly appointed Postmaster General of the federation, Tola Odeyemi, has commended President Bola Tinubu’s commitment to gender inclusion and equity.

    Odeyemi gave the commendation on Monday, October 16, in Abuja when she resumed formally as the new Chief Executive of the Nigerian Postal Service.

    Odeyemi, the first female Post Master while addressing the staff said: “I would like to express my profound gratitude to President, His Excellency, Bola Ahmed Tinubu GCFR for entrusting me with the duty of Postmaster General of the Federation, a national assignment that I hold dear to my heart.

    “As the first female to hold this position in the over 38 years of existence of NIPOST, my appointment is a testament to the strides our nation is making to close the gender and age gap in governance in Nigeria. This aligns seamlessly with President Bola Ahmed Tinubu’s renewed hope agenda and vision for a more inclusive Nigeria, where everyone, irrespective of gender, age, religion or ethnicity, has an opportunity to contribute to the nation building.”

    She also pledged to ensure enhanced service delivery to citizens by leveraging technology and partnering with other government agencies and the private sector.

    Odeyemi said: “I aspire to not only solidify NIPOST’s status as one of the leading postal operators in the world but to also make it a critical conduit in bridging the trade, economic, and social gaps of our beloved nation. As we embrace the future, let’s leverage digital transformations, innovative solutions, and the collective power of our human capital to redefine NIPOST for the modern age. As an organization, we shall leverage partnerships both with fellow public-sector MDAs and the organized private sector.”

    The new NIPOST chief also expressed her readiness to work closely with the Minister for Communications and Digital Economy, Bosun Tijani, and pledged to prioritize staff welfare.

    She added: “I am particularly excited to be working closely with the Hon. Minister of Communications and Digital Economy, Bosun Tijani, who superintends our institution is a visionary who will chart a path that allows us to leverage the latest in technology and digital transformation to better serve our citizens and solidify our position in the global postal community.

    FCT indigenes laud Tinubu, Wike on creation of FCT Civil Service Commission

    The indigenes of the Federal Capital Territory (FCT) known as FCT Natives have commended President Bola Tinubu and the FCT minister, Nyesom Wike on the recent creation of the FCT Civil Service Commission and Secretariat for Women Affairs.

    A former Director of Human Resource Management, at Federal Capital Territory, Lazarus Gaza, disclosed this during a press conference organize by Federal Capital Territory FCT indigenes in Abuja.

    Gaza hailed the president and Wike for removing the FCT Administration from the Treasury Single Account (TSA).

    He said: “In a few months from now FCT will wear a new look because there will be new projects, FCT indigenes are very pleased and fully in support of President Bola Tinubu and the FCT  Minister Nyeson Wike for their thoughtfulness and swift actions to see to the growth of Abuja and the welfare of civil servants.

    “With this development, FCT will have Permanent Secretaries and a Head of Service. Again the interest placed on the women, especially the approval of the creation of a secretariat for women just like the Ministry of Women Affairs in the states is renewing the hope of the natives and the FCT residents as well.

    “I commend the President for the creation of the FCT Civil Service Commission to allow staff career progression and Treasury Single Account TSA, which will pave the way for the Minister to utilize the FCT Internally Generated Revenue IGR for the development of the nation’s capital which will be a huge milestone. I would like to state that Tinubu is a consummate democrat and the leader of progressives, I know he would not leave the FCT Natives behind.

    “I also commend the Minister for tackling insecurity problems in the FCT. Recently, he directed the six area council chairmen to constitute surveillance teams in their respective domains. He said the surveillance team would help in checking activities of illegal mining in communities, which create avenues for insecurity. The Police and the Civil Defence Corps, are also working effectively in tackling insecurity in the FCT.”

    Wike has promised that Abuja would be back to what it ought to be.

    He talked about ensuring light in the streets of Abuja and good sanitation, prohibiting street trading like people selling corn that drop their waste indiscriminately which oftentimes attracts insecurity as criminals come to buy and use the opportunity to spy and give information to criminals.

    Tinubu appoints mandate secretary for FCT Woman Affairs Secretariat

    President Bola Tinubu has approved the appointment of Adedayo Benjamins-Laniyi, as the Mandate Secretary for the newly created Women Affairs Secretariat of the Federal Capital Territory Administration (FCTA).

    FCT minister, Nyesom Wike had on Friday, October 13, announced the approval of Mr. President to establish the FCT Woman Affairs Secretariat.

    The president said Adedayo Benjamins-Laniyi will play a pivotal role in the FCTA’s commitment to promoting the well-being and empowerment of women and children in the Federal Capital Territory.

    According to a statement issued on Monday by the Director Press, Office of the Minister, Anthony Ogunleye: “Mrs. Adedayo Benjamins-Laniyi born in 1965 and hails from Ogun State, was appointed for her exemplary qualifications and dedication to public service. With over 35 years of experience as a communications consultant, social entrepreneur, international mentor, and environmentalist, Mrs. Benjamins-Laniyi brings a wealth of knowledge to her new role.

    “She attended Queens School Lagos for her secondary school education and is a 1989 graduate of English from the University of Ibadan.  She has made significant contributions to society as a prominent compere and renowned motivational speaker.

    Tinubu swears in three new ministers, presides over FEC meeting

    President Bola Tinubu has just sworn in three newly appointed ministers inside the Council Chambers of the State House, Abuja.

    Those sworn in include Jamila Ibrahim-Bio Jummai; Balarabe Abbas Lawal; and Ayodele Olawande, all of whom were recently screened and approved by the Senate.

    The brief swearing-in ceremony came ahead of the Federal Executive Council (FEC) meeting, which is the second edition the administration will be holding.

    On September 17, 2023, President Tinubu nominated Ibrahim and Olawande as Minister of Youth and Minister of State for Youth, respectively.

    He also requested the Senate to screen Balarabe Lawal as minister from Kaduna.

    Lawal, who served as secretary to the government under former Governor Nasir El-Rufai, replaces his principal in Tinubu’s cabinet as Minister of Environment.

    Ibrahim, 37, hails from Kwara State. She is a medical doctor, politician and development expert and advocate of the United Nations Sustainable Development Goals.

    The speaker of the House of Representatives, Hon Tajudeen Abbas; Governor Abdulrahman Abdulrazaq of Kwara; and Governor Uba Sani of Kaduna, were among those who witnessed the swearing-in ceremony.

    Immediately after the swearing-in ceremony, the FEC, which is also being presided over by President Tinubu.

    The Secretary to the Government of the Federation (SGF), Senator George Akume; the Chief of Staff to the President, Hon Femi Gbajabiamila; Head of the Civil Service of the Federation, Dr Folasade Yemi-Esan; and National Security Adviser (NSA), Mallam Nuhu Ribadu, are all attending the meeting.

    Also attending the meeting are all the ministers, including Attorney-General and Minister of Justice, Lateef Fagbemi; Health, Prof Ali Pate; Information and National Orientation, Mohammed Idris; Finance and Coordinating Minister of the Economy, Wale Edu; and the Minister of Agriculture and Food Security, Senator Abubakar Kyari.

    The Council also observed a minute of silence in mourning of one-time Minister of the Federal Capital Territory (FCT), Mobolaji Ajose-Adeogun, who died recently.

    Ajose-Adeogun who died at the age of 96 was appointed the Minister of Federal Capital in 1976 by the Murtala Mohammed military regime and served in the position till 1979.

    President Tinubu to preside over 2nd FEC meeting Monday

    The Federal Executive Council meeting is expected to hold on Monday.

    The Special Adviser to the President on Media and Publicity, Mr  Ajuri Ngelale, made this known to State House Correspondents on Sunday.

    He said that President Bola Tinubu would chair the meeting to be attended by the Secretary to the Government of the Federation, Chief to Staff to the President and Ministers.

    The News Agency of Nigeria (NAN) reports that the Head of Service of the Federation, Special Advisers as well as other top government functionaries will be at the meeting.

    Ngelale said that the second edition of the meeting in the life of this administration would discuss issues concerning approvals given by the president on economic and social matters.

    The inaugural meeting was held in August were new ministers attended to take their first brief from executive arm on their roles and responsibilities in the Renewed Hope Agenda.

    The FEC is a constitutional institution where government policies are discussed and endorsed by Ministers, with the President serving as the Chairman and the Vice President as the Vice Chairman.

    NAN reports that at the Aug.  29 FEC meeting, Tinubu unveiled eight-point agenda to revive the country’s ailing economy.

    He had said that the eight-point agenda was based on eight priority areas, with identified targets that would be delivered in the next three years.

    These are food security; ending poverty, economic growth and job creation, access to capital, particularly consumer credit, inclusivity in all its dimensions, particularly as regards youths and women, improving security, improving the playing field on which people and particularly companies operate, rule of law, and of course, fighting corruption.

    Relieve underperforming Ministers within six months, APC group tells Tinubu

    To ensure delivery of the “Renewed Hope Agenda” a support group of the ruling party, the APC Stakeholders Forum has advised President Bola Ahmed Tinubu to put in place a six-month evaluation mechanism of his Ministers with a view to relieving underperforming appointees.

    The forum noted that the success of the Tinubu administration and the delivery of all the electioneering campaign promises would greatly depend on the performance and otherwise of political appointees, especially the Ministers.

    National Chairman of the forum, Hon. Abdullahi Aliyu Katsina, told newsmen in Abuja that the call became necessary due to the lack of lustre approach of some appointees, stressing that President Tinubu-led Government can only succeed when members of his cabinet share the same vision of working for Nigerians and her greatness.

    He said that the forum has resolved to continually beam its searchlight on the activities of all the Ministers and other appointees in critical positions to put them on their toes and ensure performance.

    According to Kastina: “We are hereby using this medium to request President Bola Ahmed Tinubu to understand that the success of his administration is largely on the commitment of his ministers.  We are requesting you please introduce measures that could help you identify performing and underperforming ministers so you can fire all underperforming ones out of your cabinet. 

    “This time around APC family is not ready to remain silent about any factor undermining the government of the good people of Nigeria.

    “Relieving underperforming ministers is the only way to the success of this government, there are challenges in the country.

    “We can not fire any Minister but we can advise Mr. President. He could evaluate his Ministers and this he should do every six months and fire anyone that is underperforming.”

    When told that the duration suggested was too short, Kastina quipped, “Within the first two months of appointment, a Minister should come up with a template of what he or she will do to ensure the delivery of the ” Renewed Hope Agenda as it affects his or her assignment”. 

    Kastina noted that since the inauguration of President Tinubu’s cabinet about two months ago, the forum admitted some level of commitment, initiative and hard work of some Ministers in driving the vision of the President.

    The Supreme Court cannot at this stage admit the fresh evidence sought to be tendered by Atiku Abubakar in his appeal challenging the outcome of the February 25 poll, President Bola Ahmed Tinubu has argued.

    He urged the highest court to reject the purported fresh evidence Atiku and his party claimed to have obtained from the Chicago State University (CSU).

    Tinubu contented that the Supreme Court could no longer assume trial jurisdiction in the case since the 180 days for the hearing of the election petition had since lapsed.

    He added that not only is the new evidence strange to the proceedings having not been presented during the trial, but Atiku and the Peoples Democratic Party (PDP), who were joint petitioners at the Presidential Election Petition Court (PEPC), did not challenge the poll outcome on the ground of forgery.

    Also, Senate Leader, Opeyemi Bamidele, noted that Atiku and the PDP never pleaded before the PEPC any document or deposition from the CSU in support of their fourth ground on Tinubu’s alleged non-qualification.

    Bamidele, in a counter-affidavit, stated that if they had done so, Tinubu would have had the opportunity to respond appropriately, including raising alleged discrepancies in Atiku’s credentials.

    These are contained in the counter-affidavit and written address filed by Tinubu through his team of lawyers led by Chief Wole Olanipekun (SAN).

    They are in response to the application by Atiku and his party seeking the permission of the Supreme Court to introduce fresh evidence in their appeal.

    Atiku and the PDP had appealed the September 6 judgment of the PEPC, which dismissed their petition challenging Tinubu’s victory.

    The President, in the written address, argued that the Supreme Court cannot accept the written deposition of the Registrar of the CSU, who was not a witness before the PEPC and whose written statement was not activated through oral evidence as required by Section 41(1) of the First Schedule to the Electoral Act 2022.

    Tinubu argued: “It is not in doubt that the deponent of the deposition sought to be introduced as additional evidence was not orally examined at the lower court. 

    “The appellant has not made a case for the court to override the provision of Paragraph 41(1) of the First Schedule to the Electoral Act or referred to any law permitting the use of the deposition outside the confines of Paragraph 41(1) of the 1st Schedule. 

    “The appellants are attempting the impossible – thus, they have not stated whether the evidence is documentary or oral evidence because it fits into neither.”

    He also argued that the Supreme Court no longer has the power to assume trial jurisdiction because the 180 days allowed by the Constitution for the hearing of election petition lapsed on September 17.

    “In the circumstance, this honourable court is without the vires to consider the said deposition either as oral or documentary evidence, moreso when same was not considered by the court of first instance within the 180 days timeframe provided by the Constitution,” the President stated.

    According to Tinubu, admission of fresh evidence can only be based on sections 22 and 33 of the Supreme Court Act. 

    He argued: “For this honourable court to be able to give effect to Section 33 of the Supreme Court Act, which is the bedrock for Order 2 Rule 12(1), the jurisdiction of the lower court must be alive.

    “Unfortunately for the appellants, however, this jurisdiction died as far back as 17th September 2023 upon the expiration of 180 days from the date of filing of the petition by the appellants. 

    “In recent times, even in very dire and pathetic situations, this honourable court has been faced with supplications from parties to consider the merit of their actions which was left unattended by the trial court after consideration of threshold issues.

    “However, being bound by the provision of section 285(6) of the Constitution, this honourable court has consistently declined.”

    Tinubu, who is listed as the second respondent in the appeal, contended that the application by Atiku and the PDP did not satisfy the condition in which the court can accept fresh evidence.

    “We reiterate that the new document/deposition was neither pleaded nor listed at the lower court,” the President said.

    He accused Atiku and his party of deliberately misrepresenting facts before the Supreme Court in relation to their claim that he was not qualified to contest the election.

    Tinubu argued that the Supreme Court cannot admit the deposition by the CSU’s Registrar and additional documents (marked Exhibits C and D) because the deposition was not made before a court but in the office of Atiku’s lawyer.

    He argued that there is no connection between the appeal and the documents that Atiku and the PDP went to the US to obtain and which they seek to tender.

    Citing the Supreme Court’s judgment in the case Saraki v. Kotoye (1992) 9 NWLR (Pt. 264) 156 at 188, Tinubu submitted that the latest application by Atiku and the PDP “is meant to harass, irritate and annoy the respondent (Tinubu),” adding that “it is reckless and frivolous, and there is no iota of law supporting it.

    “From the foregoing, it is safe to submit that this application is a crass abuse of the processes of this honourable court. 

    “Arising from the foregoing, we urge the Supreme Court to resolve the sole issue formulated in this address against the appellants/applicants and in favour of the respondent. 

    “In conclusion, and for the reasons and arguments advanced in this address, we urge the Supreme Court to dismiss this application,” he said.

    Bamidele, in the counter affidavit, stated that the only fact Atiku and the PDP pleaded in support of ground (d) of the petition, relating to qualification was where they stated: “The petitioners aver that the second respondent was, at the time of the election, not qualified to contest the election, not having the constitutional threshold.”

    He noted that the ‘deposition on oath from the Chicago State University’, which the appellants are now praying the Supreme Court for permission to supply, “is not one of the documents listed by the appellants as petitioners in their petition and list of documents accompanying the petition”. 

    He added: “The respondents vehemently objected to the introduction by the petitioners of fresh allegations of forgery of academic certificates and dual citizenship through their reply on diverse grounds, including the fact that they were not pleaded; that there was no ground in the petition to connect them; that they could not bring in those fresh allegations through a reply; that the time for them to introduce new facts had elapsed by statutory and constitutional imperatives.”

    Bamidele stressed that the appellants were aware of the existence of the documents they now seek to tender, but chose to wait for the PEPC to conclude its proceedings before seeking to present them.

    He stated: “It was only on 2nd of August, 2023 that the first appellant commenced his action against the Chicago State University at the U.S. District Court for the Northern District of Illinois – in re: Application of Atiku Abubakar for on Order Directing Discovery from Chicago State University Case No. 23-CV-05099. 

    “August 2nd, 2023 when the appellants commenced their application … is a period of 155 days from the date the second respondent (Tinubu) was announced as the winner of the presidential election on 1st March 2023; 134 days from the date the appellants filed their petition on 21st March 2023; 40 days from the date the appellants closed their case before the lower court on 23rd June 2023; and 24 hours after parties adopted their addresses before the lower court on 1st August 2023.

    “The 180 days from 21st March 2023, when the appellants filed their petition, expired on 17th September 2023.”

    Bamidele stated that the appellants deliberately went silent on the date they commenced their case before the US court because they knew they were acting outside the time allowed by the Electoral Act.

    “Throughout the supporting affidavit to the appellants’ motion, they deliberately 

    omitted/left out the day they commenced their action against the Chicago State University at the US District Court,” the Senator added. 

    Bamidele stated that he testified as Tinubu’s second witness before the PEPC and knew that Atiku and his party never raised the issue of forgery against Tinubu, which would have afforded him the opportunity to respond.

    The Senate leader insists that had the issue been raised at the lower court, Tinubu would have had the opportunity to demonstrate that it is only Atiku who has discrepancies in his secondary school certificate, which he has failed to explain. 

    He stated: “It is the 1st appellant’s acclaimed Primary School certificate, bearing the name ‘Atiku Kojoli’ and his purported 1965 West African School Certificate and General Certificate of Examination bearing the name ‘Siddiq Abubakar’ (as opposed to the name ‘Atiku Abubakar’, which he claims to Nigerians and INEC to be his) that are yet to be explained by Jeda Primary School Adamawa (which he claimed to have attended), the University of Cambridge Local Examinations Syndicate, West African Examination Council or such other credible institution with the capacity to so do. 

    “If the appellant had made a case of forgery in his petition at the lower court, the respondent would have put the appellant’s said alleged West African School Certificate and General Certificate of Examination in issue. 

    “There are so many allegations against the first appellant in the public domain, and to which he has access, but that since the appellants as petitioners before the lower court did not make any iota of allegation against him regarding forgery in their petition, he did not join issues with them in his reply, as he could only reply to what they did not plead in their petition.

    “There is no singular ground of appeal against the decision of the lower court touching on its resolution of the issue of forgery, which the appellants attempted to introduce at the lower court, despite not being part of their petition. 

    “The appellants have also consequently not formulated any issue in respect of any subject bordering on forgery in their brief of argument filed on 2nd October 2023.

    “The appellants are not praying this honourable court for leave to raise a new issue on appeal, either in their notice of appeal or brief of argument. 

    “It is improper for the appellants to maintain any form of ex-parte correspondence with this honourable court as they confess to having done, without putting other parties, including the second respondent in copy/notice of same. 

    “The first and third respondents (INEC and the APC) were not present at the proceedings in the US and they never had the opportunity of examining or cross-examining the witness whose deposition and record of proceedings, the appellants seek to tender herein.”

    The British Broadcasting Cooperation (BBC) is standing by its story published last week that President Bola Ahmed Tinubu’s Chicago State University (CSU) certificate is not forged.

    The international media outfit in a reaction to complaints forwarded to it by certain individuals,  insisted on the content of it story.

    A letter signed by BBC Complaints Team, addressed to it Audience Member at the weekend, expressed regret that some people are unhappy with “our findings on this matter”.

    The BBC letter reads: “Dear Audience Member. Thank you for taking time to write to us.

    “We received a number of similar complaints and we regret that you are unhappy with our findings on this matter. We have looked into this and the BBC has not seen any evidence that the certificate was forged. We contacted the Chicago State University and they confirmed that Bola Tinubu graduated from the university in 1979 with a Bachelor’s degree. We believe our text piece has been informative and responsible, reporting known facts. We therefore stand by our journalism.”

    Foremost philanthropist and businessman, Arthur Eze has commended President Bola Tinubu on appointments of cabinet members and heads of agencies.

    Eze, who spoke yesterday  to mark the 65th birthday of Rev Patrick Alumuku at St Louis Catholic Church, Abuja, said the President has shown he is a detribilised man with good intentions for Nigerians.

    While commending the President for appointing George Akume as Secretary to the Government of the Federation, he said his appointments showed that he is the ideal President for Nigeria.

    He said: ‘’Through Tinubu, Igbo got their share, Hausa got their share, Yoruba got their share, and others too’’.

     ”I realise that every day we live in God’s presence and we need to thank him, especially at a moment like this, we give thanks to God. I want to use this opportunity to say to everyone that every birthday is a major event in our life to thank God’’, Alumuku added.

    Tinubu to preside over FEC Monday

    The Bola Tinubu administration will hold its second Federal Executive Council (FEC) meeting tomorrow, Monday, October 15, having held the inaugural one almost one and a half months ago, August 28.

    The Nation gathered, from a senior source within the administration on Sunday, October 15, said that the meeting, which had been preceded by public anticipation, is expected to many of the approvals granted by President Tinubu since the last time it convened.

    Although there were no details on the planned meeting, it was gathered that it will be convening from about noon, expecting members to arrive ahead.

    According to the source, who sought to be unnamed, among issues likely to be discussed will be those approvals he already granted some ministries all along the line.

    The source said: “It is holding tomorrow, at least that’s the last I heard and likelihood of any change is really slim. Mr President will be presiding over the FEC for the second time. It should start by 12pm and ministers are expected to have arrived before that time.

    “As to what might be on the agenda, I don’t know, but I suspect they will be ratifying some of the approvals already granted some ministries by Mr President. At least I can remember the in the last few days he approved some projects and policies for Works and FCT ministries”, he said.

    The council is comprised of statutory members, led by the President, who is the Chairman of Council, and in his absence the Vice President.

    Those expected to sit in council will include Secretary to the Government of the Federation (SGF); the National Security Adviser; the Governor of the Central Bank; the Head of the Civil Service of the Federation; Chief of Staff to the President, all the ministers; and some other executive principal officers who might have roles to play.

    Vice President Kashim Shettima will, however, not be sitting in today’s meeting, having departed for China yesterday (Sunday), to represent President Tinubu at the 3rd Belt and Road Initiative (BRI).

    It was learnt that the government has settled for Monday for FEC meetings, a departure from what obtained under the previous administrations.

    A regular FEC meetings during the Muhammadu Buhari held weekly on Wednesdays.

    The source added: “In this dispensation, it was learnt that FEC will meet on Monday’s and might not be weekly to enable the ministers time to deliver on the assignments before them”, the official said.

    Forty-five ministers were inaugurated on August 21. They had an inaugural FEC on August 28.

    Three more ministers-designate – Balarabe Lawal (Ministry of Environment), Jamila Bio Ibrahim (Ministry of Yotuh) and Ayodele Olawande (Ministry of Youth) – will join the cabinet at its next meeting to bring the number to 48.

    Many of the ministers had been up and running since their inauguration.

    The works minster, Dave Umahi, who was mandated by the president to see for himself the state of the federal roads, as moved around the country and has given his report to the President.

    He has also got the Presidential approval for the use of concrete to build federal roads.

    Yesterday, the minister said the President had approved immediate interventions to make more than 260 critical roads motorable across the country.

    Aviation and Aerospace Development Minister Festus Keyamo; Marine and Blue Economy Minister Adegboyega Oyetola, Minister of Solid Minerals Dele Alake, Minister of Humanitarian Affairs Dr. Betta Edu, Interior Minister Olubunmi Tunji-Ojo and Federal Capital Territory (FCT) Minister Nyesom Wike, among others, have also been impactful.
