    Town hall meeting tackles Nigeria’s diversity

    As she has done periodically in the last six years, Senator Oluremi Tinubu, who represents Lagos Central District in the upper legislative chamber on the platform of the All Progressives Congress (APC), interacted with her constituents last weekend at a town hall meeting in Surulere, Lagos Mainland. The meeting, the 23rd in the series, took place under the theme, ‘Embracing Our Complexity and Diversity.’ Deputy Political Editor RAYMOND MORDI was there.

    THE 23rd Town Hall Meeting of the Lagos Central Senatorial District came on the backdrop of the agitation and anger from the Southeast, the eviction notice issued by some youths demanding that fellow Nigerians vacate the North as a result of ethnic disparity and the quest for restructuring as a way forward for Nigeria.

    It was perhaps to bring the meeting in tandem with the state of the nation that Senator Oluremi Tinubu, who represents the district in the Senate on the platform of the All Progressives Congress (APC), chose the theme, “Embracing our complexity and diversity”.

    She said despite the seeming tribal animosities, Nigerians can live happily together, if they see their complexity and diversity as a blessing, rather than a curse.

    Senator Tinubu said this was only possible, if governments at various levels used an inclusive governance approach, where opportunities were provided to all citizens, irrespective of their ethnic groups, social standing and religious affiliations.

    She said Lagos has proved that this is possible, because the different ethnic groups that make up Nigeria reside peacefully within the state. Her words: “This is only possible because of the practice of all-inclusive governance by the Lagos State Government; and provision of opportunities for all regardless of ethnic groups, social standing or religion.”

    The lawmaker said Nigeria and other states have a lot to learn in this regard. She added: “We must be able to raise a new generation of compatriots – Nigerians united in the need to embrace diversity, while creating a blueprint for the younger generations to follow, educating our children and unlearning stereotypes.”

    Indeed, the senator said there was nothing wrong with ethnicity. Her words: “It can make and create avenues for healthy competition in economic development as exemplified by the period after independence that witnessed robust competition when the Southwest led in cocoa production; the North in the production of groundnuts, cotton and cereals; and the production of palm products and root crops dominated the economy of the Southeast; and where properly harnessed can be gainfully employed for the well-being of all.”

    She listed some of the advantages of Nigeria’s diversity. “With this comes the potential to greatly benefit – inter-tribal marriages, opportunities to travel, positions and employment opportunities that will have been otherwise unobtainable, other traditions, cultures and languages abound and are accessible to us,”  she said.

    Senator Tinubu said over the years, Nigeria has been faced with ethnocentrism, religious intolerance and allegations of marginalisation of minority groups. The result, she added, had been the absence of unity and a viable nation. She blamed the political class for the growing ethnic tension in the country, saying they have been riding on tribal animosities, sentiments and differences to access political office, gain constituents’ support and fulfill personal political ambitions.

    Alluding to President Muhammadu Buhari’s Presidential Broadcast of Monday, August 21, the lawmaker said most Nigerians agree that it was better for the country to remain indivisible. She commended the Arewa Consultative Forum (ACF) for withdrawing the quit notice earlier issued by the Coalition of Northern Groups, saying other groups should follow suit, by taking back statements capable of leading to hostilities and apprehension.

    The APC lawmaker said while it was impossible for Nigerians to erase their ethnic origins and affiliations, “focusing and obsessing over them will only serve to deepen ethnic rifts, differences and entrench parochial consciousness to the detriment of growth and development”.

    She said it was amusing that such dichotomy exists even among people of the same ethnic group. Her words: “I have heard certain Yoruba people discriminate or refuse to intra-marry with some other groups of Yoruba people. I have also heard of certain Ibo communities refusing to intra-marry and being weary of dealing with others, due to certain pre-conceived notions.”

    Senator Tinubu said Nigerians should re-evaluate their perception and that of others around them to adequately benefit from the diversity of ideas and experiences that are important for the development of the nation. “Thus diversity in all facets of our lives – education, sports, governance, economy etc – must be encouraged to ensure that all citizens participate, contribute and perform optimally,” she added.

    Former Lagos State Commissioner for Finance, Hon. Wale Edun, was full of praises for Senator Tinubu, saying: “We need to keep supporting her in what she is doing in Lagos Central.” He added: “There is a particular reason we should be thankful to her: the theme of today’s town hall meeting. That is the topic of the moment.”

    Hon. Edun said restructuring or true federalism is not just about revenue sharing. “It is much more complex than revenue sharing; it is about the future of this country and the future of our children,” he said.

    In his welcome address, the APC Lagos Central District leader, Prince Tajudeen Olusi, also said the theme for the 23rd town hall meeting was apt, against the background of recent developments in the country.

    Prince Olusi said with the APC trying to articulate its position on restructuring, party chieftains should deliberate on the matter, to find out what kind of federal structure they would love to live under.

    He alluded to the quest for a special status for Lagos under the Nigerian federation, saying it is only fair for the state to be compensated for catering for citizens from virtually all ethnics groups in the country. He added: “Any gain that would come to Lagos would not be for the indigenes alone; it will be for the benefit of all Nigerians resident in Lagos.”

    Olusi said it was not fair that Lagos accounts for as much as 70 per cent of the Value Added Tax (VAT) that goes into the coffers of the Federal Government, but is not adequately rewarded for providing the enabling environment to generate that revenue.

    Senator Tinubu also briefed her constituents about developments in the upper legislative chamber, including activities at the committee level. For instance, a motion sponsored by 108 senators on June 17, on ‘The need for national unity and peaceful co-existence in Nigeria,’ Senator Tinubu said, urged, among others, that Nigerians should embrace patriotism and nationalism, as well as shun divisive comments.

    She added: “In contributing to the motion, I stressed on my ties to different ethnic communities, the importance of the different parts that make up the whole, and how we all have something to contribute to the development of Nigeria.”

    The senator representing Lagos Central District in the Red Chamber of the National Assembly sponsored the Police Act Amendment Bill within the period between the last town hall meeting and this one. The bill was first read on Thursday, June 15, and debated on Tuesday, July 11. “The bill, among other things, aims to bring in line with current realities, the punishments and fines contained in the act; and to eliminate institutionalisation of bias against women who seek to serve our great nation via the Nigeria Police Force,” she added.

    The lawmaker also highlighted other developments in the Senate, including the Report of the Committee on Judiciary, Human Rights and Legal Matters on Whistle Blowers’ Protection Bill, which was considered and passed; and the ongoing attempts to amend the constitution. On constitutional amendment, she said until Nigeria achieves a system that caters to the most unlikely situations and allows for strong institutions, the work must continue.

    Senator Tinubu said: ‘’There were 33 Amendment Bills, including: “Composition of members of the Council of State, to allow for inclusion of former heads of the National Assembly in the Council of State. This was overwhelmingly supported.

    “Authorisation of expenditure, reducing time frame within which a President or Governor may authorise expenditure pending appropriation from six months to three months. This was voted for by the majority.”

    The amendment bills also include the one that deals with devolution of powers, to move certain items to the Concurrent List, thus enhancing federalism and strengthening the states. Unfortunately, she said, the proposal did not get the required two-thirds majority votes.

    In all, she said since the last town hall meeting 34 bills had been presented to the Senate, while 30 bills and 15 motions were considered.

    At the committee level, the lawmaker representing Lagos Central District briefed her constituents about the four committees she belongs to: Environment; Employment, Labour and Productivity; Tertiary Education and Tetfund; and Constitution Review. For instance, on environment, she said the report of the Committee on the Erosion Control and Prevention Commission Bill (SB 32) was considered on Thursday, July 6, and subsequently approved and read a third time.

    As witnessed in previous town hall meetings, last weekend’s event attracted a lot of distinguished Nigerians, including members of the Lagos State House of Assembly (LSHA), the newly-inaugurated local government chairmen, chieftains of the APC at various levels, as well as supporters of the APC at the grassroots, traditional rulers, market men and women, artisans and students.

    Some of the personalities are: the traditional ruler of Lagos, Oba Rilwanu Akiolu, who was accompanied by a retinue of white cap chiefs; the Deputy Speaker, LSHA, Hon. Wasiu Sanni Eshinlokun; former Deputy Speaker, LSHA, Adetoun Adediran;   Surulere Local Government Chairman, Hon. Tajudeen Ajide; and former Lagos State Commissioner for Home Affairs, Hon. Tunde Balogun.

    Others include: Oba Owolabi Adeniyi of Igbobi-Sabe, Princess Abba Folawiyo, Alhaja Olufunke Gbajabiamila, Senator Muniru Muse, Hon. Mutiu Aare and Hon. Yahya Dosunmu.

     

  • Tinubu hosts town hall meeting

    All is set for another edition of the quarterly meeting of Senator Oluremi Tinubu with the people of Lagos central senatorial district. According to a release from the office of the Senator representing Lagos central senatorial district at the national assembly, the meeting is part of her efforts toward bringing governance closer to the people. The quarterly meeting, geared towards promoting transparency and accountability, is the 22nd edition. It is billed to hold at Lagos City Hall, Catholic Mission Street, Lagos Island on Tuesday, 20th June, 2017 by 9.00am.

    Organisers say the meeting will also serve as another avenue to fulfill her promise of empowering constituents under her Youth Empowerment & Skill Acquisition Scheme (YESAS). “The interactive session shall be used to evaluate, highlight and discuss the activities of the Senate and success recorded so far since the inauguration of the 8th Assembly, Women Economic Empowerment Scheme (WEES), Post-Secondary School Scholarship Scheme (PSSS), Post-Elderly Citizens Assistance Scheme (ECAS) and Youth Empowerment & Skill Acquisition Scheme (YESAS).

    All members of the Lagos central senatorial district, party chieftains and supporters of the All Progressives Congress (APC) at ward and state levels are invited to the meeting which is the 8th edition in the 8th Assembly.

    “Guests and members of the public are expected to be seated at 9:00am for the meeting,” the statement said.

    The interactive session, to be held at The Event Place, Lekki-Epe Expressway, Lagos, shall be used to evaluate, highlight and discuss activities at the Senate and success recorded so far since the inauguration of the Eighth Assembly.
    Highlights and achievements of Women Economic Empowerment Scheme (WEES), Post-Elderly Citizens Assistance Scheme (ECAS) and Youth Empowerment & Skill Acquisition Scheme (YESAS) will be discussed.

    Lagos State Governor Mr. Akinwunmi Ambode, will tomorrow, host the 10th edition of the Annual Town Hall Meeting on Security, under the auspices of the Lagos State Security Trust Fund (LSSTF).
    The meeting, to hold at the Civic Centre, Victoria Island, is themed “Optimizing Security Funding in a Recession”.
    Executive Secretary of LSSTF, Dr. Abdurrazaq Balogun, in a statement yesterday, acknowledged the achievements made in the outgoing year by the fund, owing to the support from donors and partners, a development he said has continued to put Lagos as the cutting-edge in urban crime fighting.
    Balogun, however, noted that sustaining the funds in the face of recession might be a tough task, hence the need to fashion out new strategies to help donors and partners continue to see the need for supporting the organisation.
    According to him, these strategies will form the thrust of this year’s meeting, with discussions centering on the economic benefits of maintaining a safe and secured business atmosphere.
    He said: “For us at the Fund, our focus in the past year has been in the direction of Governor Akinwunmi Ambode’s tripod strategy of security, job creation and improved infrastructure. With security at the forefront, Lagos State increasingly becomes attractive to businesses and investors, which will in turn generate more taxes and pave the way for more infrastructural development.”
    “We really cannot emphasise this enough; and this is why a lot of resources has been committed to the Lagos State Police Command and other security agencies in the State, and we will continue to do so with the support of our partners and donors”, Balogun said.
    While stating that funding and supporting security agencies was the bedrock of peaceful co-existence in the State, Balogun added that involvement of every level in the society, from the community level to all corporate organizations was also critical.
    Those expected at this year’s Town Hall Meeting with the Governor are leading donors to the Fund, captains of various industries, heads of various security agencies operating in Lagos and stakeholders in the sector.

    Lagos State Governor, Mr. Akinwunmi Ambode will on Tuesday host the 10th Edition of the Annual Town Hall Meeting on Security under the auspices of the Lagos State Security Trust Fund (LSSTF).

    The Lagos Central Senatorial District office of Senator Oluremi Tinubu will host the Quarterly Town Hall Meeting with elderly citizens on December 20.
    The 20th edition of the town hall meeting and 5th edition of Elderly Citizens Assistance Scheme is tagged ‘‘Elderly Care in a Recessed Economy’’ and is to hold in all Local Government and Local Council Development Areas in the Lagos Central Senatorial District at 9am.
    The Town Hall Meeting will serve as an avenue to demonstrate Senator Tinubu’s love and care during the yuletide season to the elderly of her constituency.
    All elderly citizens 65 and above should visit their Local Government Council and Local Council Development Area within Lagos Central Senatorial District to collect invitation cards to the event.

    We are alarmed at the height of journalistic mischief exhibited by Okungbowa Aiwerie, the Asaba correspondent of The Nation newspapers in his story with the headline, “Protests Mar Delta” Deputy Speaker’s town hall meeting published on page 6 of The Nation on Sunday September 4th, 2016.

    The facts and truth which are sacred are as follows:

    The Town Hall Meeting/Constituency Briefing and Interactive Session organised by the Deputy Speaker of Delta State House of Assembly Rt. Hon Friday Ossai Osanebi took place at Ogbe-Ukwu Town Hall, Aboh, Headquarters of Ndokwa East LGA, on Friday, 2nd Sept 2016.

    The event had in attendance, Traditional Rulers, Elders, Opinion Leaders, Party Chieftains, Captains of Industry, Professionals, Women and youths from the 10 wards and 22 clans which make up Ndokwa East. Among them were; HRM, Goldring Ugbome II, Igwe of Okpai Kingdom, HRM Kanegede, The 7th Ogene of Ibedeni and his wife, former speaker of Delta State House of Assembly, Rt. Hon. Olisa Imegwu, Chief (Barr) Tony Uti former Chairman, Ndokwa East, Chief Mary Chidi, former Chairman, Ndokwa East, Commissioner, Bareau of Special Duties, Hon Chika Ossai, DESOPADEC Commissioner Comrade Nnamdi Ezechi, Hon Alex Aniche, former Chairman, Ndokwa East Dr. A.Oku Oguafor, Comrade Ken Ebueku of Nonye Petroleum, Mr. Juan Governor, Ex Nimasa, Chief Prince Mike Oputa, member, Delta State House of Assembly Service Commission, Chief Charles Ugbomah, The Ndaurke of Aboh Kingdom  who represented HRM Imegwu II, the Obi of Agboh Kingdom.     During the interactive session, two representatives from each of the 10 wards were given opportunity to ask questions, make comments and observations while Rt. Hon Osanebi responded with appropriate clarifications on issues raised.

    Of particular interest, was the contribution by Prince Nwanne (Jnr) from Ossissa speaking for the youths who asked Osanebi what he expected from the youths in return for the sustained empowerment he had been extending to the youths. Osanebi’s simple reply was: Youths should ensure peace in their communities by shunning violence, cultism, and all forms of criminal activities.

    The highpoints of the town hall meeting were:

    (a)         Life line of N300,000 three week old baby born with cleft up to undergo surgery.

    (b)         Over N5Million doled out by Osanebi to women from the wards to stimulate small and micro business activities in Ndokwa east LGA.

    (c)          Half a million Naira to a High Chief of Aboh, Charles Ugbomah the Ndanike of the Kingdom to settle his medical bill for an undisclosed ailment.

    There was no protest, no placard and no threat to peace. It was therefore ridiculous and highly mischievous, why Okungbowa Aiwerie concocted the story of protests which marred an epochal event that lasted over five hours in the historic town of Aboh. If   Okungbowa could report 13 fictitious paragraphs of lies and imaginary tales of protests by anonymous “Placard Carrying” youths in Aboh without mention of empowerment of women, youths and elders. Okungbowa should have had the simple courtesy and compassion to report the three week old baby born with cleft lips, gasping for breath who received a life line from the Golden heart of Rt. Hon. Friday Osanebi.

    We demand Okungbowa to report the threat of flood ravaging Ndokwa East after his visit to Aboh for the town hall meeting as well as how Rt. Hon. Osanebi attracted a whopping N2bilion naira shore protection project to Onyah, the historic town in Ndokwa East from where the Niger Delta begins which was almost washed away by coastal erosion.

  • Protests mar Delta Deputy Speaker’s town hall meeting

    Protests yesterday marred the town hall meeting organised by the Delta Deputy Speaker, Friday Osanebi, for constituents of Ndokwa East constituency.

    The town hall held at Aboh, headquarters of the local government area.

    Trouble started when aggrieved youths who felt short changed over the sharing of the largesse by the legislator to each ward stormed the venue of the meeting demanding a review of the sharing formula.

    The youths threatened mayhem, shoving and pushing, and using profanities on the each other while women and the elderly scampered for safety.

    But for the heavy presence of security details attached to the legislator, the situation would have escalated.

    Policemen who prevented irate youths from forcing their way into the venue had a hectic time.

    The protesters threatened physical harm on the legislator, adding that he (legislator) will not leave the meeting venue in one piece except more money was given to them.

    As the situation subsided, another group under the auspices of Ndokwa East Youths Association (NEYA) protesting alleged inept representation and chanting   war songs stormed the meeting venue.

    The youths numbering over 20 carried placards with inscriptions such as, ‘Hon Osanebi stop sharing our money on frivolities, we want light, roads, schools,’ ‘We want robust representation at the House of Assembly, ’Stop influencing contracts to only your cronies, we have a right to partake of the dividends of Democracy’, ’Osanebi ,step down we are tired of your high-handedness.’

    The leader of the protesters who preferred anonymity accused the legislators of colluding with multinational oil companies in the area to exploit the people, adding that despite abundance of natural resources in Ndokwa land only a select group from the Deputy Speaker clan (Beneku) benefit.

    He urged the Deputy Speaker to stop doling out money on undeserving causes, but rather concentrate on projects that would benefit Ndokwa land.

    “What manner of representation is this? Hon Osanebi will prefer to dole out hundreds of thousands of Naira on unworthy causes to win the admiration of men rather than improve the lives of the average Ndokwa person. The level of unemployment is high among the youths, the electricity we have here is courtesy Agip Oil, and the flooding problem is exacerbated because communities do not have embankments to protect them from the River Niger.”

    He accused the legislator of spearheading the campaign for the re-election of Delta Governor Ifeanyi Okowa in 2019, and threatened that Ndokwa nation may have no option but to recall the legislator should continue to poorly represent Ndokwa people.

    Herdsmen: IGP orders CPs to convene town hall meeting

    The Inspector-General of Police (IGP), Solomon Arase has directed State Commands Commissioners of Police (CPs) and the FCT to immediately convene town hall meeting in their respective State Commands.

    The meeting is expected to address the misinformation, anxiety and animosity being generated in relation to the current security challenges associated with local communities and herdsmen.

    The IGP also directed all Assistant Inspectors-General of Police in charge of Zonal Commands (AIGs) to personally oversee the process in order to ensure urgent compliance.

    The IGP who stated that the proposed meetings be held at State and Area Commands as well as at Divisional levels, explained that it will enhance the process of reassurance policing and need for peaceful coexistence and sensitivity of each community’s value, space and interest.

    The forum would have traditional rulers, community leaders, public officials, religious actors, youths bodies, local vigilante groups, women/market associations, Police Community Relations Committee, other sister security agencies, professional bodies, media, State and non-State actors as participants.

    While reassuring the public of the Force’ commitment to the safety and security of all Nigerians, Arase urged the citizen to put their differences aside and courageously continue to support the Police in the face of current security challenges confronting the country.

    El-Rufai holds town hall meeting on 2016 budget

    Kaduna State Governor, Mallam Nasir El-Rufai, on Saturday held a town hall meeting with stakeholders to deliberate on the proposed 2016 Budget before its formal presentation to the State House of Assembly.

    The meeting held at the General Hassan Katsina House in the Kaduna.

    The total estimate of the budget is N166bn, with a sum of N104bn voted for capital expenditure, while N62bn was earmarked for recurrent expenditure.

    In his address titled ‘Putting the people first: Back to Budget Realism,’ the governor accused previous administrations in the state of reducing the yearly budget into a “fictographic art with scarcely any relationship to reality.”

    He further alleged that huge annual budgets were approved in the past without being implemented, leaving a legacy of abandoned projects.

    The governor, who said he would always puts the people first in all his actions, maintained that the present administration is determined to make the state great again by reversing the neglect that public interest had suffered.

    He disclosed that the proposed budget contains pro-poor programs, including interventions in school feeding, planting of economic trees and waste collection, which he said, would create about 200,000 jobs.

    He said: “We have called this meeting today to present to you the broad principles informing the policy choices that are reflected in the draft 2016 budget. The budget is anchored on the commitments outlined in the Restoration Programme, the manifesto platform on which the Kaduna State APC campaigned.

    “When we formally launched our election campaign, we made it clear that the APC believes in the capacity of our people to make the best choices for themselves if they are properly educated, given decent healthcare and jobs in a secure environment.”

    El-Rufai continued: “Year after year, only the recurrent part of the budget attained perfect performance. Capital investments repeatedly suffered, sometimes reaching only 1% in some sectors or 17% performance overall. They had reduced budgeting into a fictographic art, with scarcely any relationship to reality. Huge annual budgets were approved without being implemented, leaving a legacy of abandoned projects.

    “We knew we had to reorient the whole thrust of governance, replacing it with a culture that puts the people first. Democracy construes the people as the masters; we must obey their command to improve their lives.

    “Capital investments captured in the draft budget include the Kaduna Ring Road, comprehensive security interventions in partnership with neighbouring states, textile revival and youth entrepreneurship programs, lighting up Kaduna with streetlights and the statewide Tree Planting programme.”
