    Don advocates new models in urban, transport planning

    The Chief Lecturer in the Department of Urban and Regional Planning at Yaba College of Technology (YABATECH), Dr  Abubakar Mobolaji Olaseni, has called on policymakers and planners to rethink Nigeria’s approach to urban and transport planning, urging a shift from the traditional focus on mobility to a more inclusive, sustainable, and accessible framework.

    Olaseni delivered the 20th Inaugural Lecture of the institution, entitled:  “Beyond Mobility”,   held at the Yusuf Grillo Auditorium on campus. The lecture explored the complex relationship between urban planning, transportation systems, and sustainable development, emphasising the need to move beyond the mere movement of people and goods to ensuring accessibility, equity, and environmental stewardship.

    A fellow of both the Nigerian Institute of Town Planners and the Nigerian Institute of Transport Management, Olaseni traced the evolution of urban development from ancient civilisations to modern smart cities. He stressed that transportation is not simply about movement but serves as the lifeblood of economic progress, social inclusion, and political empowerment.

    Transportation is not merely about moving from one point to another. It determines access to opportunities, defines the structure of our cities, and shapes the destiny of our people,” he said.

    Highlighting the growing burden of transportation costs on Nigerians, now consuming over 80 per cent of average wages, Olaseni noted that the nation’s overreliance on road transport has led to inefficiency, congestion, and environmental degradation.

    He, therefore, called for integrated transport systems that link seamlessly with urban planning strategies to create livable, equitable, and sustainable cities.

    Drawing from his extensive research, the don presented insights from two key studies: the Oshodi-Isolo Model City Plan and the Locational Analysis of Intercity Passenger Terminals in Lagos.

    He described the Oshodi-Isolo project as a model for transforming chaotic urban spaces into inclusive, well-structured communities, while the terminal study highlighted the importance of strategic location, safety, and accessibility in transport infrastructure.

    Olaseni also reflected on international frameworks, referencing global declarations from the 1972 Stockholm Conference to the 2016 New Urban Agenda, and urged the country  to domesticate these policies to drive national progress.

    “Mobility is not just about roads and vehicles; it is about accessibility, affordability, and dignity for every citizen,” he said. He called   on   the  government to prioritise affordable housing, green infrastructure, and people-centred transport systems.

     Rector of YABATECH,   Dr  Ibraheem  Abdul, commended  Olaseni for his scholarly depth and commitment to academic excellence, describing the lecture as “a roadmap for building sustainable cities and inclusive development.”

     The event, attended by senior officials, scholars, students, and industry experts, marked the third inaugural lecture at  YABATECH’s Department of Urban and Regional Planning, reaffirming the institution’s leadership in technical and vocational education in Nigeria.

    The Lagos State Commissioner for Transportation, Oluwaseun Osiyemi has said the soon-to-be constructed interchange hubs would enhance transportation, reduce travel time and improve the quality of life for Lagosians.

    He said the hubs are a testament to the commitment of the state government to transform Lagos into a world class megacity.

    The commissioner spoke during the groundbreaking of the interchange hubs organized by the Lagos Metropolitan Area Transport Authority (LAMATA) in partnership with Agence Française de Développement (AFD).

    The hubs are  part of the broader Lagos State Transport Master Plan aimed at creating a seamless and efficient transport network across the state.

     AFD’s Country Director in Nigeria, Xavier Muron said the  collaboration between AFD and LAMATA marks a significant milestone in  efforts to support sustainable urban development in the state.

    He noted that the project is important to the AFD, adding that the movement of people across the city  is an important sustainable goal. He explained that it is all about managing the last mile by connecting all the modes of transportation in Lagos.

    “The expectation is to have millions crossing these hubs daily. This is a real game-changer in Lagos”, he added.

    Managing Director of LAMATA, Engr. Abimbola Akinajo  thanked the consultants on the project for their commitment, noting that the agency is eager to return for the commissioning  in 15 months.

    163,878 Nigerians enjoyed FG transportation rebate in 10 days

    Minister of Solid Minerals Development and chairman of the Committee on the Implementation of the End of Year Transportation Subsidy Programme of the President, Oladele Alake said 163, 878 Nigerians benefited from the federal government transportation rebate across the country.

    Special adviser to the minister, Kehinde Bamigbetan, who made this known in a statement said Alake described the programme as a huge success.

    According to him, Alake, made this known in a progress report on Monday, January 1, 2024.

    He added: “Alake said the programme, which was approved by President Tinubu on December 19, 2023, provided free transportation on the routes of the Nigerian Railway Corporation (NRC) and 50 percent subsidy on transport fares for passengers travelling on 30 routes serviced by bus operators under the umbrella association, the Association of Luxury Bus Owners of Nigeria, ALBON.

    “He also added the programme was a demonstration of the president’s empathy and love for the Nigerian people, who are culturally and emotionally committed to travelling to their home towns at the end of the year.

    “According to him, the programme was also aimed to ease the financial burden of the citizens, who are facing some economic challenges due to the global pandemic and other internal factors.

    “He said the committee took some remedial measures to address some identified gaps in the execution of the programme, such as adding two more routes, engaging other bus-owning stakeholders, such as the National Union of Road Transport Workers, NURTW, the State-owned Transport Companies, and the Private Transport Operators Association, PTONA, and collaborating and sensitising Nigerians through the press and other media platforms.

    “He said the programme recorded impressive results, as between December 21 and December 31, 2023, the NRC conveyed 71,000 passengers, while buses operating under the auspices of ALBON carried 77, 122 passengers.

    “The Minister in the report also revealed that 652 ‘bus trips originating travels’ from Oshodi Interchange in Lagos carried 15,766.

    “Between December 21 and December 31, 2023, figures avaialable show that the NRC conveyed 71,000 passengers, while buses operating under the auspices of ALBON carried 77, 122 passengers, and 652 bus trips originating travels from Oshodi Interchange in Lagos carried 15,766.  This means no fewer than 163, 878 passengers benefitted from the Presidential Yuletide Transportation Subsidy in the first 10 days of the programme.

    “Secondly, while train bound passengers enjoyed total free service, road travelers paid only 50 percent of the fares. The subsidies depended on the fares ranging from a saving of N21,500 on a Lagos-Abuja road trip fare of N43,000 and N15,000 on a Lagos –Onisha bus fare of N30,000,” Alake said in the report.

    He added: “He appealed for co-operation from the passengers and the bus companies to manage the return of passengers from their respective locations back to their bases till Thursday, January 4, 2024, as the programme is still ongoing.

    “On the overall assessment of the scheme so far, Alake enthused that it has been a huge success, emphasising that the transportation rebate was a demonstration of the level love President Tinubu has for Nigerians.

    “The programme has been a huge success. It is a vivid expression of the resonant leadership driven by emotional intelligence. The yuletide transportation programme sought to meet the mass of Nigerians at their point of need,” said the Minister.

    The special Adviser also stated: “On the arrangement for the return leg of the trip by travellers, Allake also urged them to initiate their return journey as early as possible to secure seats on the coaches and buses, and appealed to all the bus companies involved to demonstrate faith, integrity and patriotism by applying the 50 percent subsidy and making enough vehicles available.

    “The minister added that the committee would continue to monitor compliance and intervene whenever and wherever necessary, and assured that the appropriate government security agencies have been properly briefed to ensure the free embarkation and disembarkation of passengers at the parks.”

    The Special Assistant to Tinubu on Media and Publicity, Temitope Ajayi, disclosed this via his X handle yesterday.

    Parks in Uyo, Abuja, Lagos, Anambra, Abia, and Kaduna among others were listed.

    50% transport rebate: FG records geometric increase in travelling on Boxing day

    The Federal Government‘s 50% discount on transport during the yuletide has led to geometric rise in passengers travelling, The Nation learnt.

    According to a statement signed by Olujimi Oyetomi, Director, Press and Public Relations, Federal Ministry of Transport, no fewer than 143 passaners benefitted from the gesture on Boxing Day in Abuja, as travellers continued to swarm various parks across the country.

    The government had promised to subsidise travelling fees of passangers wishing to travel during the yuletide.

    The governemnt had said it was part of the measures to cushion the effect of economic situation in the zcountry

    Olujimi said report from the Federal Ministry of Transportation, Transportation Palliatives,
    Monitoring Situation Room, showed that many passangers were recorded on Boxing Day, 26th of December, 2023 rushing to take advantage of 50%discount in public transportation fares.

    In summary for the Boxing Day, 26th December, 2023, 48 Passengers to Borno; 54 to Kano; 14 to Damaturu; 7 to Ilorin; 12 to Ikotun as well as another 8 to Lagos and the FG Monitoring Team was able to observe these Nigerians paid a 50%discount of the transport fares to their different destinations on Boxing Day especially with the working agreement between luxury bus owners’ association and different transport company operators in Abuja.

    He said: “At Jabi Motor Park on Boxing Day, three (3 Nos) Borno Express Buses of 16-passenger sitting capacity loaded and got 54 all passengers on their manifest refunded half of the fare they paid to Maiduguri from Abuja, so much so that passengers who left with buses that left earlier than the three just before the monitoring team got involved to create the awareness in Borno Express Park, Jabi who were related with on phone, rued missing out on the presidential largess.

    “The Manager of Borno Express at Jabi Park, Muhammad Ali pleaded that his State, Borno is the home state of the Vice President and this Federal Government largess should be extended to his people.

    “At Kano line Park, also in Jabi, passengers that boarded three (3 Nos) of the transport company’s vehicles leaving for Kano from the Park, after the monitoring team ensured that they benefited from 50%discount, stated that this direct dividend of democracy from their leader, is what they will be looking forward to at another festive period, especially Sallah. “Times are hard. I wouldn’t have been able to travel, but when I heard about this programme, I did a quick addition and subtraction and see that with less than N3,000, I can get to Kano. I made my decision and I have been paid”, one of the Kano-bound passengers who spoke in Hausa stated on record.”

    He also disclosed that the level of awareness about the gesture is increasing.

    “Monitors observed that there’s now a high-level awareness on the path of Nigerians so much so that every passenger, irrespective of the route or bus company operator they patronize, demanded the Jagaban palliative as of right.

    “Gombe line at Jabi Motor Park, operated an 18-Seater Capacity bus to Damaturu on Boxing Day with all the 18 passengers refunded 50% of their t-fare.

    “Yobe Line operated one (1) bus with 14-Passenger capacity. All the 14 passengers were refunded 50% discount on t-fare paid.

    “Kwara Express in Jabi operated a Sienna Bus with passenger capacity of 7-persons who got a refund of 50% t-fare paid. That of Kwara begins the monitoring of the discount implementation for the North Central Zone and especially for Kwara-bound passengers noting that their Governor, Abdurahman Abdurazaq is the Chairman of Governors’ Forum. His citizens should not fail to be availed this presidential palliative.

    “The implementation starting point of the discount was done with modest persuasion from Hamza Omolade, the manager of the operation of Kwara Express who was on ground at Jabi Park on Boxing Day.”

    He also said that comments have been very positive regarding the palliative.

    “Positive comments about the 50%discount and commendations for the administration of President Bola Tinubu could be heard from the likes of Naomi Barnabas and Mansur Waziri, Muhammad Waziri, Abubakar Ibrahim, Babagana Imam and Muhammad Ali (around Borno Express Park at Jabi, Abuja); Olawoju Obafemi (around Kwara Express Motor Park at Jabi, Abuja); as well as the likes of Muktar Abubakar (around Kano line Park at Jabi, Abuja); Sanni Magaji (around the Yobe Line Motor Park at Jabi, Abuja, Hamza Omolade (around Kwara Express Motor Park at Jabi, Abuja) and Surajo Abubakar, around Gombe Line Park at Jabi, Abuja.

    “It is worth mentioning that Federal Government Officials who are at the apex of managing the 50% Discount on t-fare during the yuletide as directed by President Bola Ahmed Tinubu, GCFR have to be reviewing the strategy for implementation as intel comes to them from different parts of the country with the sole objective of being fair in its implementation. There were therefore more routes application and redistribution of target numbers of passengers for the programme with repeated strategy/review meetings and brainstorming.

    “The FG-Monitoring Team from Transportation Ministry still remains on ground at Kubwa and at Mararaba Parks in Abuja where passengers who benefited from the discount.

    “From God is Good Motors (GIGM) Kubwa Park, 12 passengers bound for Ikotun in Lagos got the 50% discount refund before setting off on their journey.

    “A vehicle with plate number JRT-140ZY operated by GIGM from its Mararaba (Abuja) Park had all its 8-passengers who were heading for Lagos, also got reimbursed with 50% discount on t-fare paid.”

    Fed govt unveils blueprint for transport sector, vows to tackle challenges 

     Vice President Kashim Shettima has unveiled a road map aimed at reforming the transportation sector in the country. 

    He stressed the need for a robust and efficient transportation system that would connect every part of the country and drive socio-economic prosperity.

    He said that none of the government’s eight presidential priorities, from food security to job creation, could be achieved without a functional transportation system.

    He stated this during the unveiling of the blueprint on Tuesday, December 12, at the 5th National Summit of Chartered Institute of Transport Administration in Abuja.

    Shettima said the federal government was committed to addressing the transportation challenges Nigerians were grappling with following the removal of subsidy on petroleum products.

    Represented by Special Adviser, General-Duties, to the President, Office of the Vice-President, Aliyu Modibbo, Shettima canvassed for a collaborative revolution with the institute as the driving force for the blueprint.

    The vice president acknowledged the crucial role the institute plays as the “lifeblood” and “artery” of the nation’s economic and social progress.

    Shettima said: “I must appeal to you to remain the architects of a robust and efficient transport system and to partake in managing the connection of every part of our nation, for that is the pathway to knitting together the fabric of our socio-economic prosperity.”

    He added that the institute’s objectives aligned perfectly with the Renewed Hope Agenda of President Bola Tinubu.

    ”Mr President’s critical points of focus require an efficiently functional transportation system to achieve our mandate.

    ”We will find it useful to have suggestions from the institute: well-thought-out policy enunciation, transportation infrastructure designs, and effective operational management strategies in all modes of transportation.”

    The vice president urged the institute to provide valuable expertise in the form of policy recommendations, transportation infrastructure designs, and effective operational management strategies across all modes of transportation.

    Shettima recognised the technical and managerial skills of the members of the institute.

    He expressed confidence in their ability to build a sector that drives employment, manufacturing and production within the industry.

    He acknowledged the various concerns raised by the institute, including road construction materials, local airline viability, rapid rail development, pipeline security and waterway navigability while assuring the institute of an open door to the government for collaborative problem-solving.

    He said: “We are offering you an open door to the government where we can work together to understand your fears and needs as we redeem the cross-cutting issues of energy pricing, green energy, and funding strategies for various aspects of the transportation project.

    “We will also provide workable modalities for public-private partnerships, safety and security, technology adoption and adaptation.”

    He further stressed the importance of training and attitudinal development for transportation operation personnel, particularly in the road sector.

    Shettima highlighted the need for closer collaboration with transport worker unions and associations to improve the traveling and business experiences of Nigerians.

    He said: “The reality of our post-subsidy removal adjustment, in which you have played quite a critical role in stabilising the nation, isn’t lost to us.

    “This is why we trust your aspirations as we develop more solutions while we keep our doors open for innovative thinking, well-researched, and workable recommendations to tackle emerging governance challenges in your industry.”

    The vice president urged the institute to increase its visibility and make its professional voice heard more frequently.

    He described the institute as a strong partner of the government in tackling emerging governance challenges.

    President, Chartered Institute of Transport Administration, Segun Obayendo there was a need to support the federal government to develop the transport sector. 

    Obayendo said recent incidents across all transport modes have sounded a clarion call for urgent and decisive action in the sector. 

    He said 200 lives were lost to boat accidents 

    He said: “From air and rail incidents to road accidents and unsafe waters; between January and June this year, thousands of people have died in road crashes across the 36 states and the Federal Capital Territory. 

    “Also, this year alone, more than 200 lives were lost to boat accidents from Kwara to Calabar, Nasarawa and Adamawa to Sokoto, Kebbi and Ondo.”

    Lagos State Governor Babajide Sanwo-Olu has responded to calls for the reinstatement of the 50 per cent rebate on fare for regulated bus and rail transport by directing the implementation of 25 per cent discount, beginning from today.

    The governor had on August 2, 2023 announced 50 per cent discount in fare on regulated transport bus and rail transport, which ended on Sunday.

    Following appeals to the governor, he has extended the passenger fare reduction by 25 per cent across the regulated bus and rail transport services until another review is announced.

    Within the three-month period of the rebate, the pump price of diesel increased from N867 in August to N1,300 in November 2023, representing about 50 per cent increment.

    Lagos State has introduced the Bus Industry Transition Programme (BITP) to restructure the transport industry by incorporating existing bus operators and their routes into a future Quality Bus Corridors (QBS).

    According to the Commissioner for Transport, Olwuaseun Osiyemi, the BITP is at creating a policy framework to restructure the existing bus industry and develop a new business model.

    This, he said, will curb the unscrupulous activities associated with the yellow commercial buses.

    Osiyemi spoke during a familiarisation meeting with the House of Assembly Committee on Transportation, headed by Temitope Adewale.

    He said: “The BITP is something that Lagosians should embrace. It is a three-year model plan to migrate the informal sector and marry them to the formal sector. We all know the madness associated with our yellow buses.

    “Work is ongoing and, presently, there is data gathering to ensure we know the routes that are plied and the number of commuters. We are involving the transport unions to reassure them we are not yanking off whatever it is they are doing; we are only formalising the sector in such a way that we will have an efficient transportation system and build the kind of Mega City we crave for.

    “It involves a lot of stakeholder engagements to be able to explain, especially what we are planning to do with the transport unions, so that they will be in the know of what we are trying to do. It will come out well, and I can assure you that by the time we are done, the kind of Mega City that we pray for will come to play.”

    On the role the House of Assembly could play in aiding activities of the Transport Ministry, Osiyemi reiterated that functions of the House cannot be overemphasised, adding that the support of lawmakers is needed to help the ministry move forward.

    “The legislature, of course, has a lot of roles to play in what we do because the lawmakers coordinate and assist in forming policies and regulations, and in getting our budget, planning, and funding right…”

    Speaking during a familiarisation meeting with the Lagos State House of Assembly’s committee on transportation, headed by Hon. Adewale Temitope Adedeji, the commissioner said that the initiative will curb the unscrupulous activities associated with the yellow commercial buses.

It will come out well, and I can assure you that by the time we are done, the kind of Mega City that we pray for will come to play.

    He said: “The legislature, of course, has lots of roles to play in what we do because the lawmakers are the ones that coordinate and assist in the areas of forming policies and rules and in situations when we need to get our budget, planning, and funding right.

    “They also assist in areas of PPP. We all understand that we need a lot of money to sort out infrastructure and all. We will also continue to collaborate with the private sector in the PPP arrangement. And of course, we need the House to ratify all of these things.

    “Therefore, the functions of the House cannot be overemphasised. We need their support to get the ministry to where we intend to get it to.”
