  • Fed Govt to tackle waterway’s criminalities with Deep Blue project

    Transportation Minister Rotimi Amaechi has reiterated the Federal Government’s determination to rid the the nation’s territorial waters of criminalities through the integrated security and waterways protection infrastructure, otherwise known as the Deep Blue Project.

    Amaechi dropped the hint in Lagos during the graduation for participants of the C4I Intelligence System Operator Course for the Deep Blue Project.

    The event was attended by the top echelons of the Nigerian Armed Forces, led by the Chief of Defence Staff (CDS), Gen Gabriel Olonisakin represented by Rear Admiral A. Akinrinade.

    Amaechi stated that the 853-kilometre long Nigeria coastline and the country’s location in the Gulf of Guinea made it strategic for both maritime activities and security issues.

    Represented by the Director, Maritime Safety and Security, Federal Ministry of Transportation, Dajuma Dauda, the minister said: “The length of our coastline, our exclusive economic zone, as well as our strategic location on a major shipping route, which is the Gulf of Guinea, means that we cannot afford illegalities, such as piracy, oil theft, sea robbery, and other crimes.

    “The Deep Blue Project is a conscious effort towards addressing illegality in our territorial waters and, indeed, the Gulf of Guinea.”

    In his welcome address, the Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, said the Deep Blue Project would drastically reduce criminalities in the Gulf of Guinea.

  • Rivers govt: Amaechi has blood of Rivers people on his hands

    The Rivers State government has alleged that Transportation Minister, Rotimi Amaechi, a former Rivers Governor, has blood of people of the state on his hands.

    Rivers Commissioner for Information and Communications, Emma Okah, a lawyer on Tuesday reacted to comments by Amaechi, a chieftain of the All Progressives Congress (APC), during a news conference yesterday in Abuja, where he described as deadly, the ambition of Governor Nyesom Wike of the Peoples Democratic Party (PDP) to continue in office.

    Okah claimed that the transportation minister, who is also the leader of APC in Rivers state and Southsouth zone, should be blamed for the death of innocent persons during the February 23 presidential and National Assembly elections in Rivers, no matter how much he (Amaechi) shed crocodile tears.

    Rivers information commissioner said: “The Transportation Minister is notorious as a purveyor of violence. Since 2015, he has not been able to win one single election, without resort to violence and use of security agencies. That is why, he moves about with a long convoy of soldiers.

    “Nigerians cannot forget in a hurry that right in the presence of President Muhammadu Buhari during the APC Presidential Campaign Rally in Port Harcourt, the Minister for Transportation threatened to kill Rivers people, in order to ensure the presidential election of February 23, 2019 is rigged in favour of his party.

    “Amaechi made good his threat on Saturday, February 23 , 2019 when he worked with compromised security agencies and hired armed thugs to unleash violence on Rivers State. In the process, the minister’s game plan caused the death of over 30 persons. These killings were confirmed by the Independent National Electoral Commission’s (INEC’s) Electoral Officers (EOs), who indicted soldiers and the APC for the violence and snatching of electoral materials during the presidential and National Assembly elections. Amaechi should be held to account for these crimes against Rivers people.

    “It is unfortunate that the Minister for Transportation, who has sponsored the killing of Rivers people during the presidential and National Assembly elections, will rush to Abuja to lie against Governor Wike who promotes peaceful electioneering and insists that the votes of the people must count.

    “After killing Rivers people, especially PDP members, the Minister for Transportation is struggling to divert attention of the public, by claiming that those killed are members of the APC. This is a known trick of the failed minister. Each time he orders the deaths of Rivers people, he rushes to Abuja to lie.

    “The killings by Amaechi and security agencies during the last presidential and National Assembly elections are similar to the killings that they orchestrated during the rerun elections. Amaechi is involved in the promotion of politics of violence, simply because the APC is not on the ground in Rivers State and the party cannot win free and fair elections in the state.

    “It is unfortunate that after killing Rivers people to promote APC during the last presidential and National Assembly elections, Amaechi plans to make political capital from the deaths sanctioned by him. This is shameful and must be condemned.”

    Okah also described Wike, who earlier threatened INEC officials with death, by asking them to first write their wills, before coming to Rivers state for electoral duties, as a man of peace, a promoter of peaceful and credible elections, who he claimed had been insisting that the votes of Rivers people must count.

    He said: “The people of Rivers State will never allow the Minister for Transportation to rig elections in the state. The votes of the people must count.

    “Governor Wike runs an accountable and transparent administration. It is the best in terms of projects delivery and state-wide development. Nobody expects Amaechi to praise Governor Wike, given that he plays politics with everything and Governor Wike cannot allow him instal any of his boys as governor.

    “The Rivers State Neighbourhood Safety Corps Agency is a creation of the law. It was fashioned alongside the Lagos State Neighbourhood Safety Corps Agency, which is still functional. It is an agency established to support security agencies with credible intelligence to fight crime. There are neighbourhood security organisations in Anambra, Kogi, Nasarawa, Edo, Bayelsa, Lagos, Kano States, etc. It is embarrassing that Amaechi worked with the security agencies to frustrate the setting up of the Neighbourhood Safety Corps Agency. This shows that Amaechi is simply anti-Rivers.”

    Rivers information commissioner also called on President Muhammadu Buhari to order the arrest of transportation minister for sponsoring the violence and killing of Rivers people during the presidential and National Assembly elections, claiming that the President witnessed the threat by Amaechi, while urging President Buhari to act in the interest of Rivers people.

  • NLNG’s battle against militancy in Niger Delta

    The Nigeria Liquefied Natural Gas (NLNG) Limited, for many years, had its corporate headquarters in Lagos, before it relocated to Port Harcourt, the Rivers State capital, when Transportation Minister Rotimi Amaechi was governor of the Niger Delta state.

    NLNG’s befitting corporate headquarters building in the Garden City is nearing completion on Peter Odili Road, while the company’s operational base/liquefied natural gas plant is on Bonny Island, the headquarters of Bonny Local Government Area of Rivers state.

    Accessing Bonny, for now, is either by air, using helicopter or by water, through the use of NLNG’s executive boats with heavy security to prevent attacks from sea pirates, illegal bunkerers/refiners, militants and cultists, but many people who are usually unable to join NLNG’s timed boats, which are safer and usually booked in advance, have no choice, but to opt for the regular speed boats.

    Travelling to Bonny from Port Harcourt with speed boat is regularly associated with tales of woes from attacks by fully-armed sea pirates, who will dispossess innocent passengers of their valuables, especially cash, phones, laptops and rape ladies right inside the boat, while engine of the boat, which costs about N500,000, can also be taken away, leaving the boat’s driver with just paddle to get to the shore, before help will come.

    To put an end to the risk of travelling to Bonny by water, the abandoned Bodo-Ogoni to Bonny Road was recently re-awarded by the administration of President Muhammadu Buhari, a partnership between NLNG Limited and the Federal Government of Nigeria, but the construction is yet to commence, owing to minor disagreements involving benefiting communities and Rivers state government.

    NLNG Limited was incorporated as a limited liability company on May 17, 1989 to harness Nigeria’s vast natural gas resources and produce Liquefied Natural Gas (LNG) and Natural Gas Liquids (NGLs) for export, while the establishment of NLNG is backed by the NLNG Act.

    The company is owned by four shareholders: the Federal Government of Nigeria, represented by Nigerian National Petroleum Corporation (49 per cent), Shell Petroleum Development Company of Nigeria Limited (25.6 per cent), Total Gaz Electricite Holdings France  (15 per cent ) and Eni (10.4 per cent).

    NLNG has wholly-owned subsidiaries, namely: Bonny Gas Transport (BGT) Limited and NLNG Ship Management Limited (NSML).

    With six trains currently operational and train seven already approved for construction, the NLNG’s plant is capable of producing 22 Million Tonnes Per Annum (MTPA) of LNG, and 5 MTPA of NGLs from 3.5 Billion (standard) cubic feet per day (Bcf/d) of natural gas intake.

    NLNG’s expansion with train seven’s construction is to complement the existing six-train structure, which when in operation will up the company’s total production capacity to 30 million tonnes per annum of LNG.

    As the arrowhead of Nigeria’s efforts to eliminate gas flaring, NLNG’s operations have helped to reduce Nigeria’s flaring profile from 65 per cent to below 25 per cent, while the company also supplies about 40 per cent of the annual domestic cooking gas consumption, while the company’s driving force remains its vision to help in building a better Nigeria.

    In NLNG Limited’s determination to discourage Nigerian youths, particularly the young men and women from the crude oil and gas-rich Niger Delta region, from getting involved in restiveness and militancy, it put in place the Youth Empowerment Scheme (YES).

    The 2018 YES graduation ceremony for 84 beneficiaries took place on August 3 at the Banquet Hall of Hotel Presidential, Port Harcourt, with many of the youths, mostly with First and Master’s degrees, showcasing their skills and talents.

    Eminent personalities at the graduation were so impressed with the eloquence, intellect, boldness and brilliance of one of the beneficiaries, Miss Candace John-Jumbo, an indigene of Bonny Island, when asked to respond on behalf of others, by declaring that: “We will surprise NLNG Limited and we will continue to meaningfully contribute our quota to Nigeria’s development.”

    John-Jumbo also lauded the liquefied natural gas company for the opportunities given to the youths to acquire various skills, the starter packs and take-off grant, while asking other companies to emulate NLNG.

    The paramount ruler of Ubeta Kingdom in Ahoada West LGA of Rivers state, King Chimezie Nathaniel, while also speaking on the occasion, stated that it would not be possible for everybody to go to school, particularly to acquire tertiary education, thereby making the youth empowerment scheme imperative and timely, in order to build capacity.

    The monarch, who was glad that NLNG organised the programme, reiterated that any youth who refused to go to school or learn a trade would be a problem/burden to the society.

    The Deputy Managing Director of NLNG, Sadeeq Mai-Bornu, in his opening remarks, revealed that the 84 beneficiaries graduated after intensive training in their chosen vocations, while most of them knew nothing about their current vocations nine months ago, but eventually became full-time practitioners with not just national certifications, but also life skills.

    Mai-Bornu, who was represented by NLNG’s General Counsel/Company Secretary, Mr. Akachukwu Nwokedi, disclosed that in 2004, when the company launched the youth empowerment scheme, NLNG clearly demonstrated a commitment to sustainable human capital development and alleviation of high rate of poverty in its host communities and other parts of Nigeria.

    He noted that since 2004, NLNG had trained over 900 youths, of 18 to 35 years, across its 110 host and pipeline communities in Rivers state in hairdressing and cosmetology, catering and events management, fashion designing, photography and video production, welding and fabrication, woodwork and furniture making.

    The deputy managing director stated that in 2014, the youth empowerment scheme was refocused towards equipping the youths with skills in relevant industries that would enable them to compete favourably for jobs anywhere in the world, revealing that for the 2017 scheme, NLNG signed a contract with five training centres to offer training opportunities to 267 youths in its host and pipeline communities, over a period of three years.

    He noted that refocusing the scheme made the company to be training the youths in automotive (mechanical and electrical), advanced welding, catering, video production/photography and farm management, with the beneficiaries now graduating with national certifications (NABTEB and Trade Test 11).

    He revealed that NLNG departed from the usual procurement and handover of starter packs to ensuring that the youths became self-reliant and employers of labour on graduation, with the training centres not only required to set the beneficiaries up, but would monitor and mentor them for three months post set-up, to ensure focused attention on the business, for success.

    The deputy managing director said: “They (84 youths) are now poised to forge ahead, to conquer poverty and wants, and build a new world of self-sustenance and self-sufficiency, to contribute to development of their communities, states and the nation.

    “We are glad that some of you (beneficiaries) have already taken up the gauntlet. Worthy of mention is Daniel Ebere, one of the graduates in Photography and Video Production, who has shown significant mastery of the field he formerly knew nothing about. He currently trains twelve students in Video Production and Photography at the Rivers State University, Port Harcourt. This is worthy of emulation and shows that we all can succeed in whatever vocation we choose.

    “Today, NLNG Limited is co-funding the world’s biggest Corporate Social Responsibility (CSR) project, the Bonny-Bodo Road, with a contribution of N60 billion. We have invested massively in the provision and upgrade of infrastructure in most of our host and pipeline communities. We are the highest tax-paying company in Nigeria, yet we invest heavily in our CSR programmes, because of our passion to make a difference and to touch lives.”

    The Permanent Secretary in Rivers Ministry of Employment Generation and Empowerment, Mr. Lawson Ikuru, in his remarks, stated that NLNG’s youth empowerment scheme was designed to rekindle the entrepreneurial spirit of the teeming youths and reduce poverty.

    Rivers State Commissioner for Social Welfare and Rehabilitation, Mr. Damiete Herbert Miller,  thanked NLNG  for the  initiative.

  • Hope rises for indegenes as Amaechi visits Itakpe-Ajaokuta-Warri Rail Lines

    Daily,one thing that has always dominated the mind of the Transportation Minister Rotimi Amaechi is the quest to deliver on the assignment entrusted to him by President Muhammadu Buhari

    Amaechi’s zeal to ensure that Nigeria is ranked one of the best in the transportation sector is already receiving accolades from both political watchers and key  stakeholders  across the country.

    The urge by Amaechi to provide the much talked about ‘change’ by the ruling All Progressives Congress (APC) spurred Amaechi’s visit to one of the Rail projects started in far back 1987.Since then, after it was awarded not much had been done by successive governments to complete a project which has cost tax payers millions of naira . The project sites had since become a habitat for wild life and all manner of dangerous animals alike.

    Before now, for the local dwellers of the ancient Agbor town in Delta State,the project was already dead and forgotten.For them,they believed that such a project would never see the light of the day until this life fades away,yes,it was as bad as that.

    But hope was however restored when President Muhammadu Buhari took over office in May 2015, with the appointment of Amaechi as the transportation minister.

    Due to the economic importance of the Itakpe-Ajaokuta-Warri Rail Line,the Federal Government issued a directive to the Transportation Minister to ensure the completion of the project. This directive by the Federal Executive Council warranted Amaechi and his team to visit the project site which money was disbursed to the contractor last year December as confirmed by Amaechi himself.

    But with the presence of the top government functionaries at the project site, the local dwellers could not hold back  their views about what they think concerning the long abandoned project. Mrs Oghenegewe, a local farmer, was of the view that Amaechi’s visit was a sign of good things to come.

    She said: ” See let me tell you, I may not be educated but certainly I am aware of what is happening in the polity.We have never had a serious Government in Nigeria but with the level of sincerity and commitment demonstrated by the President Muhammadu Buhari government I can authoritatively tell you that this project is good to go. This project may have been abandoned the truth is that the present leadership will rescue it from rot.

    ” We have been praying for this country so that we can have a better government and i am optimistic that this government in power holds good things for us,we are earnestly praying for the quick recovery of our President and we know God will see him through.”

    For Mr Jackson , a retired staff of the Nigerian Railway Cooperation(NRC, the commencement of the project will bring about job opportunities for the teeming unemployed.

    Briefing reporters after the tour, Amaechi  said the projects are in two different phases. Amaechi also confirmed Government readiness to deliver on the project.

    According to the minister,” There are two phases of the contract, the first was awarded in 1987. We have a directive from the cabinet that we must complete the Itakpe-Ajaokuta-Warri Rail Line and it was included in this year’s budget. By the end of December last year we had disbursed money to the contractor ;Julius Berger and others to commence work , so we have come to see how far.We are constructing bridges too in order to reduce contact with human beings who would try to cross the track. This is a speed lane and once it starts it is going to be 120 to 150 kilometers per hour and the chances of killing human beings are going to be higher than Narrow Gauge because it is a Standard Gauge.

    “Julius Berger was handling the project before  but they said they cannot continue because they had demobilised and taken all their equipment back to France.”

    Amaechi acknowledged that insecurity was a threat to contracts particularly in the Southsouth. ” Part of the contract includes security. The problem we have with contracts in Nigeria, especially in the Southsouth area is basically security. If the contract is worth N10 million, we must set aside another N5 million for security. This project was started by February but it stopped in April because they kidnapped a staff of Julius Berger and they said they won’t work unless we provide for their security. The Rail Line will run through Kogi and Delta,this is called a Central Line and it is economic belt because this is where we have solid mineral activities. We are also ensuring that commercial activities are done,we are also looking for funds to connect Itakpe to Abuja and by that we can do both Freight and Passenger Services,” Amaechi explained.

    Ex-Rivers commissioners, LG chairmen defend Amaechi’s wife on Wike’s corruption allegation

    All the commissioners and local government chairmen that served when the Transportation Minister, Rotimi Amaechi, was the Governor of Rivers State, have declared that his wife, Dame Judith, never asked them for money.

    The former commissioners spoke Thursday in Port Harcourt, through Fred Mbombo-Igwe, ex-Rivers Commissioner of Sports, while a former Chairman of Asari-Toru LG Council, Ojukaye Flag-Amachree, spoke on behalf of the council chairmen.

    Rivers Governor, Nyesom Wike, had earlier said: “When I was Chief of Staff to Amaechi (between 2007 and 2011), all LGA Chairmen and Commissioners were paying N3 million and N2 million respectively to Amaechi’s wife monthly.”

    The transportation minister, in his response, however, described Wike as a liar, who should not be taken seriously.

    Amaechi said: “By accident of Goodluck Jonathan, I do not want to attribute it to God, but by the accident of Jonathan, the man (Wike) takes office and talks rubbish. My wife and family, including my younger brothers and sisters, no one had access to government when I was governor (of Rivers State). Even as minister, nobody will have such, because it is not a family business. It is government business. My wife will never do such. We do not do family business. I care about transparency. My wife is a trader. She buys and sells and Wike knows that.

    “If he (Wike) does not shut up his mouth and do his work, I will bring his wife (Justice Eberechi Suzzette Nyesom-Wike, appointed by Amaechi as a Judge of Rivers State Judiciary, when he was governor) to the focus. I have been very mature not to talk about his (Wike’s) wife. Do you believe Nyesom Wike is well? He (Wike) does not know how to speak English. He is poorly dressed. He is a thug.”

    The former Rivers commissioners and LG chairmen noted that the state’s governor, since his assumption of office, had a major agendum to tarnish the sterling reputation of the transportation minister, his erstwhile benefactor.

    The ex-office holders in Rivers said: “He (Wike) is bereft of ideas and unprepared for the task of governing a heterogeneous state like Rivers.

    “Wike, while serving as the Chief of Staff to Governor Amaechi, interfaced regularly with council chairmen. With this rare privilege, his avarice and his corrupt tendencies, he elected to commit a lot of fraudulent and sharp practices, including massive looting and various degree of financial extortion on the council chairmen and commissioners, who felt hapless due to his perceived closeness to the governor, as the chief of staff.

    “On many occasions, Wike, hiding under the subterfuge of his office as intermediary between the then Rivers governor and other elected or appointed public officials, made financial demands and extorted money from council chairmen, including armtwisting them to award contracts to him.

    “It is on record that many LGA projects then, including the new secretariat of Port Harcourt City Council and Etche Council, were done by Wike. Council chairmen and state officials were forced to contribute many millions of naira to Wike, under the pretext of fighting his legal battle with the Economic and Financial Crimes Commission (EFCC), when he was arrested and tried for corruption. For the most flimsy excuses, Wike, as Chief of Staff, placed hefty levies on council chairmen. Failure to pay was usually met with stiff sanctions.

    “Wike is indeed morally bankrupt and cannot point accusing fingers at the wife of former governor Amaechi. In fact the then Chief of Staff to Rt. Hon. Amaechi gave stern directives to council chairmen never to support the activities of the wife of the governor.”

    Amaechi’s allies also stated that no commissioner or council chairman, either individually or as a group, was told, coerced, intimidated or persuaded to pay any money to the wife of the former Rivers governor, maintaining that no money was given to Dame Judith.

    They said: “Wike lacks moral rectitude. He is bereft of ideas and has no respect for his wife. Hence his shameful attempt to drag the name and reputation of the wife of his former boss into disrepute.

    “Wike is too economical with the truth and he is in fact a pathological liar, who should be ignored. His allegation is baseless, untrue and a figment of his warped imagination.”

    The former commissioners and LG chairmen who served in Amaechi’s administration also warned the Rivers governor against the “disgraceful and disgusting mischief” against the wife of the ex-governor, asking him to immediately tender an unreserved apology to Dame Judith or be ready to face the consequences.

    Senate approves Transport Ministry 1.3bn budget proposal 

    The Senate Committee on Marine Transport has approved the N1.3billion budget proposal for Transportation Ministry.

    The Committee stated that it was committed to ensuring that the objectives of the 2017 budget are achieved through oversight exercises.

    The Chairman of the Committee, Sen Ahmed Yerima, also said in Abuja Thursday during budget defence of the ministry that rigorous oversight would follow the budget approval to ensure proper implementation.

    He assured that the senate would work with the executive to get the country out of recession, adding that they would support any agency of government that showed commitment.

    Also speaking, the Transportation Minister has also disclosed that contract for the dredging of the critical part of River Benue has been awarded and that work will soon commence.

    He said the project was a fall out of the decision of the Federal Government to maximize the use of the resources of 12 major rivers in the country.

    The minister added that the capital dredging of the Lower River Niger from Warri to Baro, covering a distance of 572 kilometers had commenced.

    He added that Baro River Port had achieved 95 percent completion, adding that arrangement was being made for the provision of cargo handling equipment and the turning basin for the port.

    According to him, government has approved the upward review of fees and tariffs for the National Inland Waterways Authority (NIWA), to enable the country look inward and improve its economic base.

    He said the government was determined to encourage a river dependent sustainable economic development through marine transportation.

    “The 2017 budget is for economic recovery and growth, therefore the Federal Ministry of Transportation and its agencies under the 2017 budget seek to consolidate and sustain on the achievements and performances recorded in the past years.

    “We will focus on the sustainability of the gains achieved in the sector, in terms of port infrastructure development, maritime administration, human capacity building and effective technical and economic regulation.

    “The Federal Executive Council has approved the Outline Business Case (OBC) for Ibom Deep Sea Port on 60, 20, 20 per cent basis between the concessionaire, Akwa Ibom government and Nigerian Ports Authority.

    “On Badagry deep sea port, FEC has approved the OBC for the project to the funded 100 per cent by the proponent,” he said.

    FG fixes boarding fare ahead of Abuja-Kaduna rail commissioning

    As President Muhammadu Buhari prepares to commission the completed Abuja-Kaduna rail project, the Transportation Minister, Rotimi Amaechi on Thursday, fixed boarding fare for passengers who intend to ply the route.

    The Minister, who was accompanied by the National Chairman of All Progressives Congress (APC), Chief John Oyegun, former Ondo State Governor, Olusegun Oni, and other party chieftains in Abuja, stated that the project has been finalized and ready for commercial operation.

    Amaechi said passengers who intend to board executive and economy seats would be charged N900 and N500 respectively.

    On perimeter fencing, Amaechi disclosed that the contract has been awarded and work will soon commence at the terminals.

    “When we get money, we will start fencing. The contract has been awarded and we are looking for money but we will soon get money and we hope to start fencing in the next two – three months.

    “We are expecting new locomotives and when it comes, we will then make arrangement in next year budget to buy more coaches so that we can have one of the trains stopping in all the stations and the other doing Kaduna – Abuja,” the Minister said.

    In his remark, Oyegun admitted the project was initiated by the past administration but far from completion.

    He added that aside from other additional considerations, the project also gave attention to the disabled persons who may want to access the service.

    “Within one year of the present minister, under direction of the president, he set every other thing in place that makes it a railway line. It is functional, ready to roll. It will start rolling commercially,” Oyegun said.

    Also speaking, the Managing Director, Nigeria Railway Corporation (NRC), Engr. Fidet Okhira said the service will ease pressure on the roads, increase easy delivery of goods and services.

    He expressed optimism that before 2017, the railway corridors will also witness fast development.

    Okhira said: “This will project will also take a lot pressure off the roads, the roads will last longer and accidents will reduce. You cannot quantify all these in naira and kobo.

    “Rail infrastructure brings development. In less than a year you will see industries and estates spring up along the rail corridor because there is means of transportation.

    “Right now, we are moving three trains of fertilizers from Lagos to Kaduna for Flour Mills. We started moving for Lafarge from Gombe to Kafanchan and Kaduna. We are still talking with the petroleum suppliers to partner with us.

    “Presently we have a few customers we move petroleum products for with our pressurized tanks. We also use some to move our diesel across our stations. We use over 15 trucks of diesel a month.
