  • Tukur Buratai: Reflecting on the counsel of a master strategist

     

    Nigeria’s Chief of Army Staff (COAS) and leader of the counter-insurgency operations, Lt. Gen. Tukur Yusufu Buratai is one enigmatic leader. He is passionate and tenaciously works according to his convictions on service to fatherland.

    Every day he steps out for his official assignments, he faces multiple risks of death from enemy camps, together with his troops. But it’s no deterrence to him and the team, as professional soldiers to the core.

    But his resolve never to relent or bow before the forces amassed against his country, who minutely, threaten the security, peace and unity of the nation has eternal remained unbowed.His constant and consistent thoughts are baked on the table of improving the security of Nigerians. On his Facebook page, Gen. Buratai, pensively posted this endearing comment;

    “The current crises are both induced internally and externally. So many forces are against Nigeria. The target is the corporate existence of Nigeria as a country. The blame game along ethnic and religious fault lines is not the solution. The military and the security agencies are doing a lot. Much more needed to be done but, surely we shall get the solution. Nigerians must unite to solve this serious challenge.”

    It re-validates his infinite his mindset for the insecurity tribulations of his dear country and reveals his irreversible determination, in spite of all odds, to reach the final bus stop of its termination. To repeat the obvious, Nigeria is unpretentiously, on the cliffhanger of insecurity.

    Terrorism and its spiral acts of armed local conflicts are still holding Nigeria captive in a few locations. It could have been worse, had President Muhammadu Buhari failed to deploy wisdom or reneged on his campaign promise to secure the lives and property of Nigerians.

    But the enemies of Nigeria, both within and outside the country are very determined to plunge the rest of the nation into debilitating violence, killings, confusion, chaos and anarchy.The camps spend more time plotting this evil on themselves and the country, because the time is really auspicious.

    The fragrance of the next general election is just months away. And Nigerians know the power monks; supposed “owners” of Nigeria who have brought the country on its kneels for decades hate to see a leader with the strong spirit President Buhari radiates. The enemies are averse to the posture of Buhari to free the nation from these manacles of political, economic, insecurity and ethno-religious servitude.

    But the President is more equally determined than the enemies of Nigeria. He has perfectly decoded their gimmicks and subterranean conspiracies to rattle his Presidency and Nigeria.To say, these opponents and enemies have subdued him is off target.

    The President is even more primed now to puncture their consuming inferno on Nigeria.He knows of the presence of active internal agents and collaborators and is also superbly aware of their external paymasters as confessed by security agents and confirmed by him.

    The shadows funding, encouraging and unleashing violence on Nigeria resonates more loudly from Iran, Libya and other veiled foreign nations. And their internal connivers in Nigeria have grabbed this destructive conversation and are spreading its tentacles incredibly.

    The predictions about the break-up and total disintegration of Nigeria in 2015 failed. So, emphasis has shifted to exploiting the nation’s hurtful and hackneyed struggles for political power and the blame-game along ethnic-religious fault-lines to propagate these destructive campaigns of bloodbath. It is against every value and norms which have tethered Nigerians together as a people and a united nation.

    Gen. Buratai, the leader of anti-terrorism operations in the country has also adequately discerned and decoded the diction of the detractors. On this one score like others, one senses that he is on the same page with Mr. President and his Commander–In-Chief. So, strategic thinking and actions have never been part of their official exhaustion.

    Therefore, when Gen. Buratai released the aforementioned post on his Facebook page, it only reminded of his unshakeable resolve and promise to Nigerians never to let them down on security. Deep thinkers and believers of the Nigerian Project knew the Army boss was expressing his deep-seated empathy and passionate disquiet with the extent internal forces have gone to destabilize their own country.

    At the same time, he offered a clue to Nigerians who are unmindful of the grand plots to make their country ungovernable, by serving as canon folders to haters of Nigeria.

    From the very first day Gen. Buratai assumed duties in his present capacity, he was very honest and abundantly articulate and coherent to all Nigerians that he has been saddled with a nationally patriotic duty to secure Nigerians and his country from bile acts of terrorism. And that it’s either he succeeds or sacrifices his life in order to give Nigerians peace and security. This much was personally conveyed on his early Tweets and Facebook posts on his handles.

    In such early social media interface with Nigerians, the Army boss did promised Nigerians and his fatherland, the defeat of Boko Haram terrorists; the fall of its factional leader, Abubakar Shekau and the liberation of all Nigerians held hostage by the insurgents. He has substantially lived up to his promises.

    Insurgents have been weakened to the extent that even striking soft and obscure targets in the Northeast now is as difficult as cracking kernel nut with bare hands. Boko Haram terrorists have been decimated and defeated. They would have loved to do more than the once in a while strikes now. But its impossible.

    So, Shekau has fearfully deserted his Sambisa forest’s Camp Zero home in Nigeria and only releases once in a long while, faint, and frustrated voice from the caves and forests of the Republic of Cameroun, where he has presumably relocated.

    In his 2018 Democracy Day speech to Nigerians, President Buhari confirmed that.“Today,the capacity of the insurgents has been degraded leading to the re-establishment of authority of government and the release of captives including, happily,106 Chibok and 104 Dapchi girls, and over 16,000 other persons held by the Boko Haram.”

    Even the most ardent critics of Buhari’s government, including the opposition have not contested these figures, which untangle the positives, inside government’s counter-insurgency battles in the last three years.

    To this end, Gen. Buratai qualifies as a prophet in his own right and Nigerians must necessarily concede it to him. Whatever Gen. Buratai predicted from the outset on battling insurgency has come to pass and the final blow to terrorism and associated acts would also come to pass.

    Undoubtedly, Gen. Buratai’s Facebook post streams from the mindset of a leader genuinely worried. Only Almighty God knows exactly what must have gone through the mind of this Army General in the course of the night, when he dissected the problems confronting the nation and came out on his social media handle in this manner. It is what he rarely does.

    But it’s apparent that the consciences of Nigerians are being pricked by the Army General’s reflective post. The patriotic commitment of every country men and women to these festering internal armed insurrections is also being tasked.

    It begs for innermost soul-searching to make a moral detour, where there are observable lapses. It prods Nigerians to put the interest of this potentially great nation first and forward. It is a call to go into alliances with security agents, even in their small hamlets to completely eliminate terrorism menace from Nigeria.

    Until Nigerians think deep and act fast, it’s possible never to candidly appreciate the uncommon sacrifices of the military. And it’s same with the sister security agencies in terminating acts of terrorism and the peace presently savoured.

    Unassailably, much more needs to be done in Nigeria’s vineyard of absolute security redemption. But the complete solution would only descend with the support and importantly, co-operation of Nigerians. Military actions alone have never proven anywhere to be an absolute panacea to these strangulating terrorisms and crises, unless it is garnished with the teamwork of the citizenry.

  • ‘Nigerian will soon defeat insurgency, kidnapping and terrorism’

    The General Officer Commanding, 2 Mechanised Division of Nigerian Army, Major General Okwudili Azinta, on Monday assured Nigerians that the military onslaught against terrorism, insurgency and kidnapping across the country, especially in the North East will soon be won.

    He said the Nigerian Army will sustain the counter-terrorism and counter-insurgency operations in order to ensure internal security of Nigeria and also continue to defend the country’s territorial integrity.

    The 2Div boss gave the assurance at the opening of a week-long Nigerian Army Finance Corps Warrant Officers/Senior Non-Commissioned Officers Training Week 2018, holding at the headquarters of 2 Division of Nigerian Army, Ibadan.

    The training entitled: ‘Enhancing the Capacity of Nigerian Army Finance Corps Warrant Officers/Senior Non-Commissioned Officers for Prudent and Efficient Application of Financial Resources in the Nigerian Army,’ is being attended by the Chief of Accounts and Budget (Army), Major Gen Jehadi Jakko.

    Azinta, who was the special guest of honour on the occasion, noted that Nigerian Army “is currently involved in several internal security operations with the counter-terrorism and counter- insurgency operations in the North East,adding that “the operations have, no doubt, stretched the human and material resources of the Nigerian Army.”

    He, however, commended the efforts of all the officers and soldiers of the Nigerian Army, especially those in the North East, for their sacrifice on behalf of the Chief of Army Staff, Lt Gen. Tukur Buratai, saying the military onslaught would be sustained in order to win Nigeria’s territory against terrorism,  insurgency and kidnapping.

    Azinta urged officers and soldiers to remain steadfast, focused, discipline, and professional while been guided by the vision of the Chief of Army Staff, which is to have a professionally responsive Nigerian Army in the discharge of its constitutional roles in line with the global best practices.

    He described Nigerian Army Finance Corps Warrant Officers/Senior Non-Commissioned Officers Training Week as “an annual event organised for warrant officers and senior non-commissioned officers of the Nigerian Army Finance Corps to refresh their knowledge and skills in financial management as well as keeping them abreast of the global best practices.

    “The training week is also designed to enable the participants to the right competences essential for optimum performances. It is my belief that the outcome of this CAB training week will contribute significantly to actualising the Chief of Army Staff’s vision of having a professionally responsive Nigerian Army in the discharge of its constitutional roles.”

    Chief of Accounts and Budget (Army), Major Gen Jehadi Jakko, earlier in his welcome address, identified prudence as the thrust of responsibilities of the Nigerian Army Finance Corps, adding that warrant officers and senior non-commissioned officers of the finance corps must be committed to achieving the vision of the Chief of Army Staff.

  • Boko Haram: Military to reintegrate Northern Borno IDPs – Buratai

    Plans have been concluded by the Nigerian military to reintegrate Internally Displaced Persons (IDPs) from Northern Borno back to their communities, Chief of Army Staff  (COAS) Gen. Tukur Buratai said on Thursday.

    He said the IDPs, who fled their residences following attacks from terrorists’ sect, Boko Haram, would be returned home and protected by the military for four to five months.

    Buratai disclosed this during a telephony conference organised by the United States Mission, Nigeria to wrap up the African Land Forces Summit, 2018.

    Fielding questions from journalists in various African countries, Buratai said: “First look at where we are coming from, where we are and where we are going to. Boko Haram as a formidable force used to move around freely across the country. Before 2015, they had reached Abuja, Lokoja, Sokoto, Kano, Kaduna, Jos, Bauchi and virtually across many part of the country especially the northern and central parts.

    “But since 2015, there was no major attack outside the northeast. In 2017, there was no major attack in the northeast. In this context, you will agree with me that Boko Haram has been defeated. Even within the northeast where we have suicide bombings and few isolated cases, they use propaganda as one of thier tactics.

    “If you are in Maiduguri or any part of the Northeast, you will know Boko Haram has been defeated.

    Boko Haram is restricted between very few isolated areas. They have been moving from one point to another and we have continued to pursue them. We were not in Sambisa forest about a year or two ago but today we are firmly rooted in the Sambisa forest.

    “Along the border areas we have some attacks where they cross over from Cameroon to attack. With the combined efforts of all our forces, we are working together to get them contained.

    “As far as I am concerned, the narrative is that Boko Haram has been defeated. We have gone further than that. Many of the residents have started moving to their communities. The latest one is in Bama Local Government of Borno. The movement is still ongoing.

    “Very soon people will return to all those areas where they were displaced and start their lives again. We have to apply all the necessary means available to provide essential amentities, like schools, hospital for them to be able to move around.

    “The insurgents have not been able to hold any ground or move freely like before. Do not be carried away by the propaganda of the insurgents. People hardly pay attention to the efforts security forces are making.

    “The whole of Nigerian Army is moving to Northern Borno State to bring back those who left and we would stay with them in the next four five months.”

    Continuing, Buratai said there was need for Africa countries to work together to combat terrorism, adding that challenges of porous border, trans-border intrusion and other immigration concerns needed to be addressed.

    He said: “So we also take advantage of that to see that the right troops are mobilized to ensure that we degrade Boko Haram terrorists. Collaboration with our neighboring countries is very important and crucial to complete eradication of the Boko Haram terrorist.

    “You see that the effort of the Multinational Joint Task Force (MJTF) is most fundamental in the effect that there is need for us to continue to work together and this is being done right now with the bilateral as well as multilateral arrangement in place.

    “As it is, our troops are working alongside each othe. Therefore, there is need for total cooperation.  We need to put our forces on ground and for necessary gadgets to be put in place. We are working to ensure right direction and right political support is gotten in terms of road infrastructure, health facilities, schools.”

    Explaining the use of armed drones by the military in the northeast, Buratai assured that precautions were taken, adding that the drones were mainly deployed inside the Sambisa Forest.

    “The drones are used as force multipliers and they also provide us with intelligence on the movement of arms. We also them to monitor the movement of troops and also mark the insurgents. It helps us improve response time of our troops in any area.

    “Some of our neighboring countries using these facilities will help us facilitate quick reactions before terrorists attack.”

    Acting Commander, US Army Africa, Gen. Eugene LeBoeuf said the focus of the summit was to bring the armies of the region together in order to tackle security challenges.

    “It was to ensure protection, safer logistics cooperation among the African continent. To support African partners in security operations through training techniques. Insecurity is one of the major forces we are confronted with.”

  • ‘Army needs more medical personnel’

    The Corp Commander, 68 Nigerian Army Reference Hospital, Maj.-Gen. Ikechukwu Okeke, on Tuesday in Lagos said that they needed more medical personnel for effective operational efficiency.

    Speaking at the inauguration of newly renovated Army Reference Hospital, Yaba, Lagos, Okeke said they needed to recruit more medical personnel in view of widespread deployment of doctors across formations and units, especially in the North East.

    “I wish to humbly appeal to the Chief of Army Staff , Lt.-Gen. Tukur Buratai, to continue the gesture of recuitement and commissioning of medical personnel to fill the gaps.

    “I also commend the efforts being made to persuade the Ministry of Defence to absorb some temporary civilian staff employed by the hospitals to ease the salary burden,” he said.

    He said that the upgrade and renovation of the hospital would no doubt increase its capacity in the discharge of its role as a tertiary health institution.

    Earlier, Maj.- Gen. Rasheed Yusuf, who represented the Chief of Army Staff  ( COAS ), said that they have increased the number of corps medical personnel for sponsorship in several institutions from six to 10 per annum.

    “I have also released funds for the improvement of facilities in the Nigerian Army College of Nursing to enable it meet accreditation requirements and be able to admit civilian students.

    “This will assist in providing the right calibre of staff to man these renovated facilities for the deployment of medical personnel in formations and units of the army,” he said.

    The COAS enjoined the staff to maintain and use the facility optimally.

    The COAS also inaugurated the remodelled students’ hostel at Nigerian Army College of Logistics, Bonny Camp, Victoria Island, Lagos.

    The COAS, during the inauguration, said that the army had employed retired personnel to train officers to enhance their professional training and operational efficiency.

    “The army places high premium on training of personnel as veritable tool for inculcating knowledge, skills and attitude to attain a battle winning force capable of meeting contemporary security challenges,” he said.

    Present at the inauguration were the 81 Division General Officer Commanding, Maj.-Gen. Enobong Udoh and other senior military officers, both serving and retired.

    Dapchi girls: Presidential committee visits Yobe

    Gov. Ibrahim Gaidam of Yobe has called on the Federal Government to intensify aerial survelliance to rescue the abducted Dapchi schoolgirls and enhance general security of the state.

    Gaidam made the call on Monday when the Presidential Committee to unravel circumstances surrounding the abduction of the students of Government Girls Science Technical School, Dapchi, visited the state.

    He commended the Buhari Administration for its committed zeal in fighting insurgency in the North-East.

    He said the visit by four different delegations sent by the federal government underscored the commitment of government to rescue the schoolgirls.

    The governor also commended to the Nigerian Army for acting with dispatch and realigning the check points in Ngelzarma and Damagum to beef up security.

    “I am optimistic that with the kind of inspiring concern exhibited by the federal government, other patriotic Nigerians and indeed, the international community, we will intensify our efforts until all the girls are found.”

    He lauded the efforts of security organisations, which he said, had recorded unprecedented success to the admiration of all.

    According to the governor, the Police and the Nigeria Security and Civil Defence Corps (NSCDC) have deployed their personnel to schools across the state to build more confidence in the parents and students.

    Gaidam solicited for comprehensive strategy to mop up the remnants of Boko Haram insurgents in the North-East.

    The Chairman of the committee, Rear Admiral Victor Adedipe, said they were in the state to dialogue with stakeholders to uncover circumstances surrounding the abduction.

    He said that the committee had interacted with the Chief of Army Staff, Lt.-Gen. Tukur Buratai, the Theater Commander of Operation Lafiya Dole and other senior military officers engaged in the operation.

    He listed the committee’s terms of reference to include: to ascertain the circumstance of the abduction, determine the exact number of persons abducted, confirm presence and disposition of security operatives and communication facilities in Dapchi.

    Others are: to suggest to government, measures to locate and rescue the students, measures to forestall future occurrence and recommend any other measures that can assist the government.

    Meanwhile, the Dapchi Youth Development Association has declared total support for the ongoing efforts by government to rescue the schoolgirls.

    A communique signed by Alhaji Baba Shehu, Secretary of the association, called for engagement of all parents of the schoolgirls by government committees.

    “While rescue efforts are ongoing, we urge Yobe Government to decide in earnest the fate of the over 800 girls that escaped the abduction and returned home following closure of the school, “it said.

    Exercise Cat Race: Military officer, three suspected kidnappers killed, victim rescued

    A military officer and three suspected kidnappers have been killed by the men of the Nigeria military force, “Exercise Cat Race”, in an attempt to rescue a kidnap victim.

    The officer was killed during the cross fire between operatives and suspected kidnappers in Okene, Kogi State. 

    It was gathered that the incident occurred yesterday at around 8am, at a check point along the Okene-Ajaokuta road when an unidentified man in company of the military men was to deliver the demanded ransom to the suspected kidnappers.

    An eyewitness account had it that when the suspected kidnappers saw the man and the military men, they opened gun fire on them, leading to the death of the officer and three suspected kidnappers. 

    The victim, who is the chairman of Always Petroleum and Gas, Alhaji Otinau Momohjimoh, who was kidnapped 10 days ago, in front of a mosque in Okene, was shot on the arm during the rescue operation, and is currently receiving treatment in a private hospital. 

    One of the suspected kidnappers was captured alive. 

    A source further disclosed that the officer who got married some months back, later died in the hospital while another man that was injured during the operation is currently receiving treatment. 

    Items recovered from the kidnappers’ hideout included charms and ammunition, while the body of the officer was deposited at the mortuary of the General Hospital, Okene. 

    The Chief of Army Staff,  Lt.-Gen. Tukur Buratai, recently launched the

    Exercise Cat Race, in Benue State to check security situation in the six states of the north central. 

    When contacted, the Public Relation Officer of the Command Army Record, Capt. Weri Finikumor said that the operation was ongoing, stressing that he cannot confirm anything yet, but at the end of the exercise, will address the press.

    Army 81 Division gets new GOC

    Maj.-Gen. Enebong Udoh on Friday formally took over as the General Officer Commanding ( GOC ) 81 Division of the Nigerian Army, the Reporter reports.

    At a brief ceremony held at the Division’s Headquarters in Victoria Island, Lagos, Udoh’s predecessor, Maj.-Gen. Peter Dauke, handed over the division’s flag to the new GOC after signing the handing and taking over notes.

    Reporter reports that the highlight of the occasion was the inspection of quarter guard where the old flag was lowered and the new one hoisted.

    In his remarks, the outgoing GOC thanked President Muhammadu Buhari and the Chief of Army Staff, Lt.-Gen. Tukur Buratai, for the opportunity given to him to serve in the division.

    “I had an interesting time working with the commanders, staff and officers of the division.

    “I give God the glory for the peaceful environment within my seven month stay.

    “We overcome every challenge that crossed our path and I enjoin everyone to cooperate with the new GOC,” he said.

    Earlier, the new GOC said he would do everything in his powers to improve on what his predecessor did.

    Until his posting to 81 Division, Udoh was the GOC 6 Division of the Nigerian Army.

    The outgoing GOC is now the Deputy Commandant at the National Defence College, Abuja.

    Yobe donates vehicles worth N350m to Nigerian Army

    The Yobe Government on Thursday donated 20 hilux operational vehicles worth N350 million to the Nigerian Army.

    Gov. Ibrahim Geidam of Yobe handed over the keys to the vehicles to the Chief of Army Staff, Lt.-Gen. Tukur Buratai, at Government House in Damaturu.

    The army chief was in the state in continuation of his tour of military formations and visit to troops in frontline in the North East.

    The governor said that the donation of the vehicles was to enhance the military operations aimed at flushing out remnants of the Boko Haram terrorists, as well as to tackle other forms of criminality in the state.

    Geidam disclosed that so far, the state had donated 300 vehicles to the army other security agencies, including the 20 he handed over to the army on Thursday.

    Responding, the chief of army staff commended the governor for his commitment to the security of the state and by extension the North East and the entire country.

    Buratai recalled that apart from the vehicles, the state had donated lands to the army to build the Nigerian Army School of Special Forces at Buni Yadi and Army Level 2 referral hospital, close to the state capital.

    Earlier, Buratai inspected the site of the hospital, where construction work had begun, and inaugurated accommodation for officers and soldiers on transit, at the Army headquarters Logistics Base 2, Damaturu.

    Army vows to punish erring officers

    The Chief of Army Staff, Lt.-Gen. Tukur Buratai has warned that any act of disloyalty, disobedience to constituted authority and insubordination by officers and  personnel of the Nigerian Army would henceforth be decisively dealt with.

    Buratai further warned that defaulters would be shown the way out of the army.

    Buratai said on Thursday at Jaji, at the Passing out Parade and Commissioning for 205 officer cadets of “Executive Commission Course VII” of Nigerian Army School of Infantry.

    “The Nigerian Army is currently taking stock and undergoing a period of self-appraisal.

    “Therefore, there is zero tolerance for indiscipline and unprofessional conduct.eria newspaper

    “You have all taken your oath of allegiance to be loyal first to the Commander-in-Chief of the Armed Forces, thereafter to the Nigerian Army and down the line.

    “Consequently, I command you to avail yourself with the approved Harmonized Terms and Conditions of Service as it applies to your Commission.

    “The Nigerian Army is strictly guided by this document in its engagements and re-engagement of its personnel.

    “I also need to emphasize that as a professional Army, there are established channels of communication with regards to official matters, correspondences and even expression of grievances.

    “You are to be guided by these channels throughout your career,” Buratai said.

    He charged the newly commissioned cadets to contribute their quota to the army’s efforts at preserving the national security.

    Buratai noted that their commissioning was coming at a period when the army was consolidating on the gains of several years of intensive security challenge in the North East, North Central and South South regions.

    The Chief of Army Staff, Lt-Gen. Tukur Buratai, on Thursday assured Nigerians that the army would remain responsive and apolitical in the discharge of its constitutional duty.

    Buratai gave the assurance in Ibadan at the closing ceremony of the 2017 Chief of Army Staff Annual Conference.

    He appealed for  the understanding of Nigerians as the army continues to  perform  its responsibilities as enshrined in the constitution.

    The army chief  also promised that the resolutions  reached at the end of the conference would be judiciously implemented.

    “As we enter 2018, the Nigerian Army identified the core values  of discipline, professionalism and responsiveness as the benchmark to reposition the service.

    “There is the need for maintenance culture and  continuous infrastructural development and welfare of personnel in the performance of their operation.

    “I promise to use all available resources that would encourage all officers and soldiers perform optimally in their various command,’’ Buratai said.

    He  said that the objective of the conference had  been achieved as the army performed creditably  well in 2017.

    Buratai  also said that the Official Secrets  Act of 1962 would be applied strictly in the conduct of future army operations.

    He  expressed gratitude to  President Muhammadu Buhari for  the successes recorded by the army.

    Declaring the conference closed, Gov. Abiola Ajimobi of Oyo State commended  the participants, saying the forum  confirmed the patriotism and unity of the army.
