    Inter-agency cooperation vital tool to combat insecurity, says Ogunsakin

    A retired Assistant Inspector General of Police (AIG), Tunde Ogunsakin, has stressed the importance of inter-agency cooperation among security agencies in Nigeria. 

    He said the cooperation was crucial for managing conflicts and containing insecurity in the country. 

    According to him, by working together, security agencies can build trust in their capabilities to protect civilians and their property.

    Ogunsakin said this in a speech titled“ Inter-agency Unity: The Power of Collective Action” at a book launch in Abuja on Tuesday.

    He said Inter-agency unity in the country has become necessary “because one or more agencies has not been performing its responsibilities optimally” considering the ever-increasing and dynamic security challenges.

    He said: “Available evidence indicates that poor inter-agency collaboration among Nigeria’s security institutions is one of the major factors militating against effective conflict resolution and security management in Nigeria.

    “The consequences of not working effectively together culminate in increasing fear of insecurity and diminished trust in the capabilities of the security system to protect the lives and property of civilian populations across Nigeria in general and terror zones in particular.

    “From Boko Haram in the Northeast, banditry and criminal kidnapping in the Northwest, secessionist agitations in the Southeast and Southwest, the security system in Nigeria is practically overstretched. In this situation, only the working together of the units that make up Nigeria’s security system will de-escalate conflict and neutralize security threats through complementary operations and credible intelligence sharing among others.”

    The retired AIG identified some of the challenges militating against inter-agency cooperation among security agencies to include “lack of strategic guidance for inter-agency cooperation, inadequate intelligence technical equipment and insufficient capacity for national security operations.”

    According to him, Nigeria’s porous borders facilitate the infiltration of adversaries from West Africa, and as result no single agency could effectively tackle the complex security issues facing the nation, hence the need for deeper collaboration among security agencies.

    He said: “We must understand that modern security threats, and coordination influenced by technology and non-state actors, require a coordinated response to ensure national security.

    “The operating environment has evolved to a point where no single service or agency can effectively and independently tackle the threats to national security. It is therefore crucial that synergy is developed with other security agencies in the implementation of the whole societal approach to the threats.”

    Ogunsakin said if the security agencies could play their constitutional roles well played, especially in cooperation in the spirit of inter-agency unity, crimes, criminalities and violent conflicts in the society would be minimal. 

    “Although, there has been a continuous emphasis on the essence of interagency unity, however, nothing appears to have changed in the level of uncooperativeness among the agencies. 

    “This situation calls for the urgent action of the top echelon of all the security agencies in order to ensure national security and achieve maximum results in the security management of the country,” he said.

    Police: Okrika violence perpetrators ’ll be punished

    The Assistant Inspector General of Police( AIG) Zone 6, Mr. Tunde Ogunsakin, said yesterday there is no going back from the agreement to visit violators of the “no political violence” peace pact signed by political parties, stakeholders  and political aspirants in Rivers state with the punishment stipulated therein.

    Ogunsakin stated this at a news conference in Port Harcourt, the state capital, yesterday while giving an update on the on-going investigation into the All Progressives Congress(APC), Okrika rally attack with led to the death of a policeman and injury to many others.

    The former commissioner of Police in the state, frowned at the deliberate refusal of politicians to abide by the content of the peace accord, insisting that anybody indicted by the investigation must be prosecuted, irrespective of who he is.

    According to him, his office had temporarily been relocated to Port Harcourt to ensure full investigation.

    He said full scale investigation had already commenced.

    He maintained that anyone found wanting in any of the reports be made to face the music, insisting that he could not compromise peace and tranquillity in any of the states under him.

    Ogunsakin said: “I emphasised that political activities must effectively accommodate the interests of all without undermining the fundamental human rights of the citizens and without also compromising the peace, order, security and safety of lives and property in Rivers State.

    “Unfortunately, it has become apparent that the political actors who were present at the said meeting are not complying with the peace accord.

    “It was agreed at that meeting that in the event of violation of the content of the peace accord, we will not hesitate to visit any of the persons or parties concerned with the full wrath of the law.

    “It is on the strength of this that I am temporarily relocating to Port Harcourt. I once again warn that I shall not condone any act that will disrupt the peace and order in any of the states under my control especially Rivers state.

    “I have the capacity to overwhelm any person(s) or group(s) that will rise to contravene the Electoral Act or disrupt public peace, In line with my intentions to partner with all relevant stakeholders, I have met with politicians, religious leaders and key stakeholders in Okrika and Ogu/Bolo Local Government Areas where I re-iterated my commitment to ensuring zero tolerance to crime and violence.

    “I have warned them to advise their loved ones against being used by politicians to carry out any form of political violence as I have already ordered a heavy clamp down on any person (s), or group(s), that will disrupt the peace in Rivers state before, during and after the general elections.

    “My office has commenced a detailed investigation into the incident that took place during the APC rally in Okrika.

    “Also investigations on the case of attack and attempt on a Rivers State PDP convoy at Abua in Abua/Odual Local Government Area is nearing completion. I shall leave no stone unturned in a bid to ensuring that perpetrators of the acts are fished out and made to face wrath of the law.”

    The AGP said several stop and search points have been established in Okrika and Ogu/Bolo to recover illegal arms and ammunitions in the area.

    AIG to Ebonyi governor: I’ve a mandate to ensure peaceful elections

    The Assistant Inspector-General (AIG), Zone 6, Tunde Ogunsakin, has said he has a mandate to ensure elections in the zone are free and peaceful.

    He spoke in Abakaliki, the Ebonyi State capital, when he visited Governor Martin Elechi, who described the officer as fit for the demands of policing.

    The visit was part of the AIG’s response to the instruction by the inspector-general of Police for politicians to sign a peace pact.

    The governor described the AIG as a square peg in a square hole and hailed him. He said he was a different breed of AIG.

    Elechi said his administration would co-operate with the police and expressed surprise at the high rate of crime.

    Ogunsakin vowed to uphold the tenets of the police in maintaining order and protecting life and property.

    He also met with the resident electoral commissioner, the attorney-general and commissioner for Justice, candidates and party leaders.

    The police chief said no individual or group would be given a status as a ‘sacred cow’.

    He said he and his men would ensure that the elections were credible and peaceful.

    “I have a mandate from the Inspector General of Police, Suleiman Abba, to ensure that the elections are peaceful and credible. As a renowned law enforcer, there is a call to duty, which I will use my expertise to perform, to ensure that there is no breakdown of law and order.”

    Ogunsakin advised against brigandage, malpractices and crimes during the elections, quoting sections 128 and 129(4) of the Electoral Act to buttress his point.

    He urged the men and officers of the Ebonyi State Police Command to discharge their responsibilities, admonishing them to be responsible and uphold the ideals of the police, which include discipline, prompt response to incidents, zero-tolerance for corruption and commitment to duty.

    Ogunsakin said the welfare of the men and officers was important to him, adding that they would be taken care of.

    •Police chief assumes duty

    The new Assistant Inspector-General of Police (AIG) in-charge of Zone 6, Tunde Ogunsakin, has urged policemen in the zone to be professional and law-abiding.

    Ogunsakin assumed office on January 26 as the AIG for the zone comprising Cross River, Rivers and Akwa Ibom states. He presented a four-cardinal programme for the police.

    Outgoing AIG in-charge of the zone, Mark Adamu Idakwo, handed over the affairs of the zone to the new AIG.

    Idakwo hailed the men and officers in the zone for their dedication to service.

    The former AIG noted that men and officers in the zone had been dedicated and exemplary in their duties.

    He urged them to cooperate with the new AIG.

    Ogunsakin restated the need for professionalism among police officers in the zone.

    The new AIG urged them to study the Electoral Act to ensure safety of life and property during the February elections.

    He noted that it was essential for police officers to also study the new Code of Conduct prepared by the Inspector-General of Police (IGP) Suleima Abba on the elections.

    The Police have assured prospective foreign investors not to entertain fear about security.

    Assistant Inspector General of Police Tunde Ogunsakin spoke at the Invest in Nigeria Forum, a gathering of Irish business stakeholders.

    Ogunsakin highlighted the importance of business cooperation between countries. He was representing Inspector General of Police Suleiman Abba.

    He added: “Successive administrations in Nigeria have sought different ways to advance the Nigeria economy in this regard and have achieved varying degrees of success in building a strong economy for Nigeria.

    “It is agreeable that for any foreign establishment to  have any form of investment in any country,  it has to be assured of security and stability within the polity and socio-economic set up of such  country.  My country Nigeria is not in any way different from this.

    “Little wonder in recent times Nigeria has put up a giant stride in our economic front .the different machineries of government have pooled efforts together to improve the Nation economic status using every tool at their disposal. One notable government institution that has stood out is the police. In our effort to improve the security situation in Nigeria, the police authority headed  by Inspector General Suleiman Abba  have developed a police reform programme through which it has embarked on different project and programmes ranging from infrastructure development to capacity development.

    “The present administration headed by Inspector General of Police Suleiman Abba wants me to assure you all that we will not rest on our oars despite the challenges and the success the government is recording.

    “Come and invest in Nigeria. The government recognises the importance of infrastructural development and security of lives and properties to the development of any nations and the transformation agenda of the present administration led by President Goodluck Ebele Jonathan is a pointer to this fact.”

    Residents of Aba, the Abia State commercial city, are praising the military for the arrest of 486 youths travelling from the North, in their state.

    In Port Harcourt, the Rivers State capital, Police Commissioner Tunde Ogunsakin said he had scanty information about the arrest of the youths, who were said to be heading for Port Harcourt.

    Although business activities were going on as usual at various parts of Aba, some residents nursed the fear that if measures were not adequately taken to curb the insurgents, they could have  the leeway to perpetrate their evil act in the East.

    Mr. Chukwu Joshua said: “We want to use this opportunity to thank the army for their alertness and being able to spot these guys before they could unleash terror in the Southeast and Southsouth.

    “What is it that 486 youths from the North, according to reports, will be doing in the East? I learnt they told the army personnel they were looking for job. What is the assurance that they would be employed? Have we employed all our unemployed youths? How can unemployed youths pay for their transport from the North to the east?

    “I must commend the army for their effort in apprehending these persons. In Owerri, the Imo State capital, a police team diffused a bomb planted at the premises of Winners’ Chapel at the weekend. Who knows where next they are going to strike and who is even sure that army arrested all of them? It is high time security agencies stepped up their network to curb the activities of this group.”

    Commissioner of Police Ogunsakin said: “I don’t have any information on the mission of the 486 Northern travellers to Port Harcourt. They were arrested in Abia State,  I have not seen them,  we are yet to find out what happened for now. We are having very sketchy information about them.

    “We appeal to our people to continue to be vigilant. As far as the state is concerned, we are putting all structures, measures in place, as well as sensitising our people to be as vigilant as possible, in all churches, in mosques, in supermarkets and all public places, that if there is any strange or unusual movements notice, the Police should be immediately alerted and everybody should be his brother’s keeper and, above all, people should feel free to give out information to the Police at all times.

    At a meeting, the police boss urged political parties to maintain peace.

    Said the police would not tolerate of political rallies that are against the provision of the Electoral Act.

    Insisting that political rallies remain outlawed in the state, Ogunsakin urged groups and political associations that wish to organise peaceful protests and demonstrations to ensure they inform the police five days before the time to enable them provide security.

    “We are following what the Electoral Act has said on political rallies. It states clearly that there cannot be political rallies 90 days before the elections, and this we have reiterated and we have told them.”

    Rivers CP dissolves PCRC

    Rivers State Commissioner of Police Tunde Ogunsakin has ordered the dissolution of the Police Community Relations Committee (PCRC).

    Ogunsakin made the declaration yesterday in a statement by police spokesman Ms Grace Iringe–Koko.

    The statement said the lingering crisis in the PCRC was due to allegations of mismanagement, embezzlement, and maladministration and tenure elongation.

    It reads: “In view of this, the commissioner has ordered the immediate dissolution of the PCRC executive. A care-taker committee will be constituted to oversee the affairs of the PCRC and prepare ground for election and the inauguration of substantive executive.”

    Rivers State Commissioner of Police (CP) Tunde Ogunsakin has decried the inability of banks to provide modern equipment that would protect policemen on escort duties.

    Ogunsakin, who addressed bank executives at a bankers’ forum meeting yesterday, said: ‘‘It is not the number of policemen escorting cash that matters, but the quality of equipment available to them.

    “Two weeks ago, some policemen were pulled out by a bank official from their bank guard duty post and made to escort them with some cash worth about $400,000.

    “The men were ambushed and killed by robbers who also carted away the cash.

    “There is a difference between policemen on guard duty and those who serve as special escorts.

    “Policemen on guard duty are to act as stationary units while special escorts  are released based on written request to the police headquarters and should have on them body armour and should use Armoured Personnel Carrier (APC).

    “This command will no longer tolerate indiscriminate killing of policemen who are posted on normal guard duty.”

    Rivers APC raises alarm on CP’s transfer

    The All Progressives Congress (APC) in Rivers State has raised the alarm on the plot by the Presidency to transfer the Commissioner of Police, Tunde Ogunsakin.

    Ogunsakin was transferred to the state in February.

    The APC Chairman, Davies Ibiamu Ikanya, said: “We have been informed that arrangements have been concluded by the Presidency and the Peoples Democratic Party (PDP) to redeploy CP Ogunsakin.

    “We will resist the transfer through every legal means available to us.

    “We need peace in Rivers State and the Commissioner of Police has demonstrated that he is a thorough police officer.

    “We do not need another  Joseph Mbu to take us back to the terrible route we survived by the grace of God.”

    The party congratulated Governor Rotimi Amaechi for winning the 2014 Best Governor on Security in Nigeria Award.

    It said: “This is an award well deserved, considering the governor’s giant strides in the area of security.

    “The Port Harcourt that Amaechi inherited was more like a jungle, where the fittest determined the fate of lesser animals.

    “The once glamorous city was ranked among the four most dangerous cities in the world.

    “For Amaechi to have rescued Rivers State from militancy shows that he is ahead of his peers. The award is justified.”

    The APC urged the Federal Government to understudy Amaechi and learn from his methods and tactics.

  • Kidnap suspect arrested

    A kidnap suspect has been arrested by the police in Rivers State.

    Recovered from him were dynamites, detonator and a cordless wire .

    Ibrahim Aliyu (30), who hails from Ndo in Agbada Local Government Area of Nasarawa State, was arrested at Ndele in Emouha Local Government Area.

    Police said the suspect confessed to be a member of a kidnapping syndicate in Ogbogoro and member of a robbery syndicate operating in Rivers and Akwa Ibom.

    Commissioner of Police Tunde Ogunsakin said investigation was on.

    He said other members of the syndicate, who are on the run, would be arrested.

    Ogunsakin said: “The command has arrested a kidnap suspect with dynamites. The command is committed to protecting life and property in the state.”
