  • Udom Emmanuel’s scorecard in Akwa Ibom

    In today’s Nigeria, it is very rare for people who do not share similar political ideologies and goals   to acknowledge the giant strides of the opposition. This is probably because politics in this part of the world is still seen as winners take it all. This could also have accounted for the slow pace of Nigeria’s   development.  Here, political parties rarely work with members of the opposition once they are in government. There is this suspicion among the political class. Unfortunately, such suspicion has only fueled retrogression and inhibited our development.   Our politicians are yet to learn the important lesson that good governance should be expected after politics. Governance should target the good of all irrespective of the political divide. The fact that a ruling party wins in an election should not be the basis for excluding brilliant minds from any part of the country, locality or political group from offering   their quota to the overall development of the country. What should be of paramount concern in such contributions should be the overall interest of the country as a whole and assurance that such contributions are in line with the goals and aspirations of the ruling party or party manifesto, so to say.  Our goal should be even development and progress.

    Having said this, it becomes instructive also when electorate who for one reason or the other, in the course of exercising their fundamental rights of voting for political officers, showed preference for one candidate above the other, and still come out to publicly acknowledge the good works of the people they didn’t vote for. This is also a rarity in Nigerian politics. The norm here which is by no means the acceptable standard is for people to criticize those they didn’t vote for. Somehow too, consciously or unconsciously, the people voted into power, also seem to be more interested in the affairs of the people that voted for them before considering that of those who didn’t vote them in.

    The popular statement credited to President Muhammadu Buhari readily comes to mind here. The president had shortly after becoming the President, declared that the interest of the people who gave him 95 per cent votes would be prioritised above the ones that gave him just five per cent votes.

    Perhaps this is why the acknowledgment by   the Ikot Ambon community in Ibesikpo Local Government  Area of Akwa Ibom State that  the trademark  of their state governor, Udom Emmanuel,  is excellence is worthy of note.  Even though   angry with the government, these people could not hide their admiration for a governor who they believe, has worked relentlessly to deliver the dividends of democracy to his people.  The community had in a peaceful protest, asked the governor to ensure that the quality of road projects in their areas, match the world class standard of work that their governor is known for. The people called on the government to extend its trademark of quality road construction to the Ikot Ambon-Nung Ette-Ikot Abasi Idem Road.  These people testified to the good works of their governor and acknowledged diverse ongoing road constructions and rehabilitation works by the state government in Uyo, the state’s capital as well as in all major towns and communities across the state.

    However, the people made it clear to the governor that the ongoing road projects in their area which links the Nung Ette and Ikot Abasi Idem villages falls short of the expected standards for which their governor is reputed for. For the people to openly testify to the giant strides of Governor Udom Emmanuel is a big deal in this part of the world. Such is a testimony to the administration’s hard work in bringing development to every part of the state.

    Really, the Udom Emmanuel’s administration can rarely be faulted in some of his major cardinal projects. The administration has gone a long way in making its impact felt in all the local government areas in the state by embarking on even development of the state. When the governor got to office on May 29, 2015, he did not leave anyone in doubt as to his mission at the Government Office. He had presented a five-point agenda of wealth creation, job creation, poverty alleviation, political and economic inclusiveness as well as infrastructural consolidation and expansion.

    The administration has since recorded some accomplishments across all sectors of the economy. With a budgetary allocation of N65.42bn in 2015 state appropriation and 91.8bn in 2016, infrastructural development and road construction, bridges and drainages have remained some of its priorities.

    Dogged at accomplishing his objectives, the governor has ignored every form of distraction.  Since his inauguration, he has constructed nearly 200 kilometres stretch of roads across the state, touching every community. For instance, even the Ikot Ambon community confirmed that the governor awarded a road contract to a construction firm between May and June last year.  Indeed, as of mid last year, the Udom Emmanuel’s administration has constructed over 160km of roads, 12 bridges and other infrastructure across the state. The projects included the dualisation of 19.7kmUyo-Etinan Road; construction of 39.4km Etinan-NDON Eyo Road with bridges and spur; construction of 7.3 km Ebekpo-Ikot Ebidang road; construction of 3.5 km Ikot Udom Road with 15m span bridge in Ibiono Ibom Local Government Area;  construction of 5km Ikot Usop-Ikot Edegbe-Ikot Ekpuk Road with 30m span bridge in Mkpat Enin Local Government Area; construction of 5km Mkpok-Okat road in Onna local government area; dualisation of Eket-Ibeno road; dualisation of Oron-Uyo road ;  construction of Information Drive and other internal roads in Uyo.

    All these construction works are aside the urban renewal projects within Eket township, emergency interventions, flood control, completion of outfalls and urban roads in Oron.  The administration also constructed a second Runway at the Akwa Ibom International airport. This is in addition to the construction of three collapsed bridges and internal roads in Obot Akara Local Government Area.

    The governor has also gone beyond road construction to investing in human capital, particularly in the youths through different vocational trainings. The farmers are not left out.  He established a Special Cocoa Maintenance Scheme (SCMS) to train farmers and youths on pruning/shading management, under- brushing, and tree care by fumigation, all in an effort to improve on farm yields.

    It is heartwarming that this is happening at a time that many Nigerians have come to the realisation that the nation should invest more in its agricultural sector to improve its foreign earnings.  The governor has re-introduced the second planting season in the state for enhanced food production and sufficiency.

    Leaders should learn to always put people at the centre of governmental policies. Gone are those days when elected officials can do what they like. The electorate are getting smarter. They watch and they prepare the scorecard at the end of the day. Doing things that uplift the electorate’ lives remains the surest way of getting a good score card.

    …Warns against inflammatory statements

     

    Vice President, Yemi Osinbajo and Akwa Ibom State Governor, Udom Emmanuel on Thursday met behind closed-doors at the Presidential Villa, Abuja.

    The meeting followed the alleged inflammatory statements by some political leaders on the onshore/offshore dichotomy occasioned by the report of the Governor Nasir el-Rufai-led Committee to the ruling All Progressives Congress (APC) on restructuring.

    Some of the recommendations of the report of the Kaduna State Governor committee on fiscal federalism and restructuring, centering on onshore/offshore dichotomy had not gone down well with some stakeholders from the oil rich region.

    Although the Federal Government claimed it had addressed grey areas relating to the sharing of Federation Account Allocation to littoral states as it concerns crude oil revenue.

    But Governor el-Rufai-led committee had recommended in the report presented to the party leadership, that “to promote the unity of the country and ensure that states are more financially empowered to deliver services to their residents, as well as ensure no one feels disadvantaged, the committee recommends that the Federal Government should expeditiously review derivation to reflect areas of consensus which are adoption of ‘state control of resources and pay FG,’ upward review of the current formula in favour of states and adoption of similar derivation formula in favour of solid minerals and power generation.”

    Reacting to the development while speaking with State House journalists, Governor Emmanuel said it was irresponsible for people who had no business with oil generation in the country to make sweeping statements that could jeopardise the polity.

    He said that he was bothered about inflammatory statements coming from people with little knowledge about oil and the economic implications.

    He said, “The Vice President is the Chairman of the National Economic Council so once you see a forward looking governor like us coming to have a discussion with him, you know it has something to do with the economy.

    “Whatsoever robs off in the state must also play part in the country especially a state that I run as the largest oil producer in this country today even though I mean as you all are aware, I don’t even have a dimple to show for it but at least we must do our best to make sure we contribute significantly to economy of this country, and probably also use this opportunity to tell those who do not understand few things not to make certain comments that would not allow this country to run the way it should run.

    “I hear people making all kind of comments at times somebody who doesn’t even understand, who has never seen crude oil before will come and tell you about onshore/offshore all those things is dead and has been buried, so let those people not just make inflammatory statements that will cause problems.

    “But by and large it has been a good meeting we discuss the entire economy of the nation I am also looking forward to a whole lot of happenings within this period because I can see our economy should move much faster, yesterday the oil price was well over $73 a barrel, this is a good sign of an economy that should get into a boom very soon.”

    He was optimistic that the nation’s economic recovery would move faster following Tuesday’s positive jump in price of crude oil at the international market.

    The governor said the country should capitalize on the new oil price to step up economic recovery and move the country beyond present level of development.

    He said, “Our economy should move much faster; yesterday the oil price was well over 73 dollars per barrel; this is a good sign of an economy that should get into improving very soon.

    “The Vice President is the chairman of NEC and once you see a forward-looking governor like ours coming to have a discussion with him, know that it is 100 per cent about the economy.

    “Whatsoever rubs off in the state must also play part in the country, especially a state that I run as the largest oil producer in the country today even though  as you all are aware I do not have a deep to show for it.

    “But at least we must do our best to make sure we contribute significantly to the economy of this country,’’ he said.

    On flood in Akwa Ibom state, the governor stated that the administration had tackled that but noted that erosion was a major concern because of the damage caused by the ravine.

    He said the state was playing politics of development which isolated it from the kinds of politics seen in the rest of Africa.

    He said, “We are more particular about development; look at the quality of leaders we have been bringing out since 2003 till today; look at the profile of the leaders and it is a clear direction that we are out for development.

    “We are not out for some of the propaganda that some other states play and we are not out for deceit; we are out for the truth and the truth stands out; I think we have done well,” he stated.

  • Emmanuel presents certificates of recognition to 230 traditional rulers

    The Akwa Ibom State government accords great respect and recognition to the traditional institution. It prides itself as regarding traditional rulers as dependable and indispensable partners in building a peaceful, economically and politically vibrant state.

    Governor Udom Emmanuel recently issued certificates of recognition to 230 traditional rulers as part of government’s commitment to build and sustain a working bond between the traditional institution and his administration.

    At the colorful event, which held at the Banquet Hall, Government House, Uyo, Emmanuel said the traditional institution has a major role to play in the maintenance of peace and security in the state, and tasked them to increase efforts at ensuring  security in their respective domains.

    The governor, who decried the rate of moral decadence in the society, asserted that threat to security in communities is traced to cultism and charged the royal fathers to assist the state government in the provision of adequate security measures in their respective domains.

    While explaining that traditional rulers are closer to the people at the grassroot, Emmanuel said: “It is your duty as village heads, clan heads and paramount rulers to rise up and make sure that we have adequate protection to lives and property within your communities.”

    He stressed that security should form the major agenda in the traditional rulers council meetings to stem the tide of cultism and vandalisation of public infrastructure, assuring of government readiness to support security measures taken at their individual domains.

    The governor added that with the increase in the population of communities, it has become extremely difficult for the Nigeria Police Force and other security agencies to monitor every nook and cranny, imploring them to offer useful information on perpetrators of crime in their areas.

    He mentioned that the state government is vested with the authority to issue certificates of recognition where there are no legal injunctions, adding that the certificates can also be withdrawn at the final determination and judgement of the court.

    The State Chief Executive solicited for grassroot support through the royal fathers, tasking them to mobilise the people in their separate communities to ensure continuation of the present administration beyond 2019 for the consolidation of ongoing development programmes in the state.

    Emmanuel appealed to the traditional rulers to encourage their subjects to partake in the ongoing voter’s registration exercise.

    The Supervisory Commissioner for Local Government and Chieftaincy Affairs, Mr. Nsikan Nkan, said  the issuance of the certificates was an exposition of the state government’s friendly disposition to the traditional institution, applauding the newly recognised traditional rulers on their emergence from their respective communities.

    Nkan said the recognition of the royal fathers was in tandem and consistent with the provision of Akwa Ibom State Traditional Rulers Law 2000, Section 15, Cap 134, informing them that by the official acknowledgment of their status, they have automatically become officers of the state government.

    Obong Ikamaise Udo Ekong, the village head of Itu Andem in Ibiono Ibom local government, during an in interaction with our correspondent at the event, expressed gratitude and joy for receiving his certificate of recognition from the state government.

    The highpoint of the event was the formal presentation of the certificates by Nkan, assisted by Paramount Rulers. The event was witnessed by the Secretary to the State Government

    Dr. Emmanuel Ekuwem, Chairman of the State Traditional Rulers Council and Paramount Ruler if Ini Local Government Area, Edidem Ntoeng Udo Effiong Akpan, State Chairman of  the Peoples Democratic Party, PDP, Obong Paul Ekpo, former Commissioners in the Ministry of Local Government and Chieftaincy Affairs, Hon. Udo Ekpenyong and  Chief Uwem Etuk as well as some members of the State Executive Council among others.

    Akwa Ibom plans 10 hectares of tomato plantation

     

    The Akwa Ibom State Government has announced plans to inaugurate ten hectares of farmland for hybrid tomatoes by May this year to meet up with at least fifty percent demand for domestic markets

    Governor Udom Emmanuel announced this while on inspection of the Green House Plantation on Ibom International Airport road.

    The Governor stated that although the State Government was aiming at having One hundred percent for domestic markets, there are some that are purely for exports.

    Governor Emmanuel described as a major revolution, the farming that was being carried out there, noting that the cucumber produced in the farm was the best in the world due to its content.

    He said Government was taking steps to ensure that the items are exported.

    The Governor who said that the State Government was running the administration based on its vision and blueprint, stressed that any Government that cannot feed its own citizens is not working, irrespective of the infrastructure it provides.

    According to Governor Emmanuel, Akwa Ibom was taking a total approach towards the welfare of its people by thinking right from what the people eat, wear and to the building of individual capacity to the expected level.

    The Governor who made a stop over at the State Airport Power Substation Project, announced that the essence of the project was to stop the daily use of generating sets to power the airport and avoid wastage.

    He said part of the over One hundred megawatts of electricity generated by the Ibom Power Plant is to be drawn to the substation at the airport.

    Governor Emmanuel explained that the power project was to effectively boost power supply to the MRO, the terminal building, cargo operations and other airport facilities when they become fully operational.

    Speaking further on the developments at the airport, the Commissioner for Housing and Special Duties, Mr Akan Okon, explained that the second runway which is 3.6km will, on completion, have the capacity to carry a 747 Cargo Aircraft.

    The Commissioner stated that so far, 3.5 out of the 3.6km in the 60 metres wide runway has been completed.

    He said Akwa Ibom Government has made significant progress on the Airport and expressed optimism that the Federal Government would work with the State with a view to completing the MRO facility which was originally designed to be a National Maintenance Aviation Centre.

    The Group Managing Director of ALCON, the Contracting Company at the Airport, Engr. K. C. Akuma, explained the workings of the Power Distribution Centre in the Airport noting that the current consumption was 2 megawatts.

    He said the MRO, International Terminal building phase 2 and others expected to come on stream subsequently will consume about 7.5 megawatts still leaving enough gap for whatever facility the State Government may intend to bring on board in the future.

    Collapsed church building: Akwa Ibom spends N300m on victims

    The Akwa Ibom government says it has spent a total of N300 million as medical bills for victims of the Reigners Bible Church building collapse that occurred December 2016.

    The state Health Commissioner, Dr Dominic Ukpong, disclosed this on Thursday in Uyo while presenting cheques to the proprietors of the various hospitals that assisted in the treatment of the victims.

    The church building collapsed during the bishopric consecration service of the founder of the church, Apostle Akan Weeks, with Gov. Udom Emmanuel in attendance.

    Ukpong said that a total of 168 victims were evacuated from the scene of the unfortunate incident out of which 30 worshipers had been confirmed death at the last count.

    “On Dec. 10, 2016, a tragedy befell this state, a clergyman was about to be ordained as a bishop, unfortunately the roof of the church caved in.

    “The state governor, who was in attendance, escaped unhurt while 18 persons were crushed to death on the spot.

    “Many injured people were moved to hospitals, majority of the injured were moved by kindhearted Nigerians; we had mobilised only four ambulances, we want to say thank you all Nigerians.

    “I want to give credit to all Nigerians, I express my gratitude to you all on behalf the state governor, for standing with us at that moment of grief,” Ukpong said.

    Ukpong said that a total of 14 hospitals were involved in the treatment and care of the victims, most of which were private hospitals.

    The commissioner said that the state governor was impressed with the different hospitals that heeded his plea to treat the victims without any payment.

    Ukpong said that the church collapse incident happened at the time the state was financially hard up.

    “Thank you for being patient with the state government, standing with the state government at that critical time.

    “The oath of medical practice requires that we make sacrifice, I thank you for the extra sacrifice you made at the time this state faced one of its greatest challenges,” Ukpong said.

    Responding on behalf of the hospitals that received the cheques, the Medical Director of Uwakmfon Clinic, Uyo, Dr Emmanuel Effiong, thanked the state government for paying the bills.

    Effiong said that the proprietors of the private hospitals were willing to cooperate with the government and save lives in the state.

    “We thank the Health Commissioner for keeping faith with the private hospitals by the bills incurred during the church collapse incident,” Effiong said.

    In his remark, the proprietor of Resurrection Clinic, Uyo, Dr Memfin Ekpo, a professor of Pathology, noted that the number of medical specialists in the state was too small.

    Ekpo, who is the former provost, College of Health Science, University of Uyo, thanked the state government for paying the medical bills for the victims of the church collapse.

    The continued delay by the federal government to remit N140 billion spent by the Akwa Ibom State government on federal roads in the state has affected the number of roads that would been executed in the state.

    State Commissioner for Works, Mr. Ephraim Inyang-Eyen told reporters yesterday in Uyo that the FG owes Akwa Ibom state not less than N140billion being amount expended by the state government on the construction and rehabilitation of federal roads in the state.

    He said the Governor Udom Emmanuel administration is currently handling 44 major road projects across the state despite the huge amount owed by the FG.

    The works commissioner stressed that the non-refund of the whooping sum has negatively affected the pace of work and number of roads that would have been done across the length and breadth of the state.

    His words, “We are currently doing 44 roads in Akwa Ibom. If the federal government had refunded even a kobo to us, we would have done 80.

    “The federal government is owing us in the region of N140billion. And from genuine approvals and verified positions, they came to the conclusion that in the first tranche, they will give us N70 billion as the first payment.

    ” They (FG) also said that at the completion and verification as the other jobs are ongoing they will pay us the balance but as we sit today, the FG has not refunded any money, not even a dime to the Akwa Ibom state government.

    “But we are hopeful. His Excellency the Governor keeps getting promises and assurances from Abuja that he would be paid but as at today, nothing yet”.

    Inyang-eyen said the achievements recorded by the administration in roads infrastructure and other key areas was due to Governor Emmanuel’s prudence in the management of the lean resources which accrues to the state.

    He said the state government has rehabilitated 45 internal roads in Uyo, the state capital, 8 in Oron and Eket adding that such interventions have been extended to other local government areas in the state.

    Akwa Ibom Governor Udom Emmanuel has warned youths against disrupting road projects in the state.

    Commissioner for Health Dr Dominic Ukpong, conveyed the governor’s warning while speaking with newsmen in Eket yesterday.

    He said theconstruction of the Eket-Etinan road was going at slow pace because of demands for payment of compensation by owners of houses in the area.

    “The governor has requested me to plead with my people in Oron and other people in Eket to desist from disrupting road construction in the area. There are a lot of issues about compensation. I think it can be resolved without problem by sitting with the commissioner for works to come to an agreement without any rancour,” he said.

    He appealed to the people of Okon and Eket to allow the Eket-Etinan road to be completed.

    “The people obstructed the work and till now the work is not moving.  I want to plead, especially with my people in Okon, the road from Eket to Etinan should be allowed to be completed. I do not know another governor who will come and complete that road, if the current governor does not complete it for us,’’ he said.

    The commissioner described Eket as a special area of Akwa Ibom, saying “if there is any difficulty and challenge about road, don’t block it because if we leave it, nobody will construct it for us.’’

    Gov Emmanuel opens UNIUYO arts gallery in honour of mother in-law

    Governor Udom Emmanuel of Akwa Ibom has commissioned an arts gallery in the University of Uyo ( UNIUYO ) in honour of his mother in-law, Late Professor (Mrs.) Stella Idiong.

    Late Mrs. Idiong was the first female professor of Fine and Industrial Arts in the country, hence the building of the arts gallery by her family to   showcase her works.

    The gallery was built ten years after her death as a memorial, to also showcase her works and promote art in the institution.

    Speaking at the Main campus of the University, Governor Emmanuel commended the Vice Chancellor of the University, Prof. Enefiok Essien for allowing the sponsors of the gallery build the arts center in the school.

    He promised to connect the gallery to the power source from the national grid.

    He said, “I also want to thank you for the peace in the campus. Not all campuses are as peaceful as the UNIUYO. Whenever you see peace of this nature, it is leadership. Let me thank the members of this committee that put up the fine and international work here, the family, and everybody.

    “I thank the University community for giving us the space, the Vice Chancellor, Senate and the entire governing council of this university for this honour done to a great woman, who touched lives, who meant so much to a lot of people who are living and can still bear testimony to the quality of life that she lived. 

    “In memory of the first ever female Professor of Fine and Industrial Arts in this country and the first ever female dean of the University of Uyo, Late Prof. Mrs Stella Idiong, I commission this Arts gallery to the glory of God the Father, and I pray this will serve as a resource centre for industrial arts, and people that will study here will make meaning into this country and into the continent at large.”

    Also speaking, wife of the governor, Mrs. Martha Emmanuel, who is also a daughter of the late professor said the gallery was built to satisfy the longing of family member to immortalize the late Idiong, and promote the achievement of students in the University.

    She described her mother as “an artist, a great teacher who distinguished herself in a seemingly male dominated career; who also exhibited discipline and love in her motherly role to us and a pillar of support to her husband despite her academic attainment”, and appealed that the gallery be maintained.

    Continuing she said, “Today, on behalf of my siblings and family, we stand here to fulfill a longing in our hearts to immortalize our role model, our shining star, a one in a million mother by providing the University of Uyo the first of its kind Art gallery which I believe will support innovation, encourage exhibition by showcasing the achievement of students in the University.

    “It is my hope that this gallery will facilitate collaboration between the teachers and students. By establishing this arts gallery, we have established an enabling environment for the development of painting, sculpture as well as developing the graduates of this department for social and economic gains”.

    Joint venture cash call not remitted by NNPC for five years, says Yari

    Zamfara State Governor and Chairman of the Nigeria Governors Forum (NGF), Abdulaziz Yari, on Thursday reported the Nigerian National Petroleum Corporation ( NNPC ) to President Muhammadu Buhari for failure of the corporation to remit to the Federation Account the Joint Venture Cash Call for five years.

    Yari, briefed State House correspondents after closed-door meeting with President Buhari, involving six other governors at the Presidential Villa, Abuja.

    He stressed that the country was shortchanged by NNPC for five years when the oil price was about $110 per barrel and as high as the Cash Call Joint Venture.

    On the purpose of the visit, Yari who was flanked by Governors Aminu Bello Masari of Katsina State and Simon Lalong of Plateau State said: “The meeting is on the decision of NEC (National Economic Council) that the 7-man Committee was established to engage the NNPC and discuss a way forward so that we can be able to resolve the issue that is outstanding most especially on the remittances to the Federation Account.

    “Yesterday (Wednesday) the 7-Man Committee sat with the NNPC group and today (yesterday) we have come to brief the President. One of the things is about how they are paying the Joint Venture batch four and we have seen that what is being remitted to the Federation Account to the entire people of Nigeria is lower and what is being paid for the Cash Call Joint Venture is higher than what is going to the Federation Account.

    “So, we are concerned about that and NEC is concerned about that.  So they told the committee under my leadership to engage with the NNPC to discuss a way forward.” he added 

    On what was the response of the President, he said, “The entire federation is being shortchanged by those activities. The NNPC since 2010, there were no payments of Joint Venture Cash Call when the oil was $110 per barrel up to when the President took over in 2015. 

    “So why the Federation Account is always low is because they are paying dual, paying the existing and at the same time paying the arrears. 

    “So we sat down with them to fine-tune how best we are going to get our partners to understand where we are more especially now the oil has started picking and the price is becoming moderately good and then we are slightly out of recession and we want to sustain that tempo.”
