Uganda seeks $2bn support for South Sudan refugees

Uganda hopes to raise two billion dollars in donations at a UN refugee summit in June to help fund relief operations for refugees flowing in from neighbouring South Sudan, Prime Minister Ruhakana Ruganda said on Tuesday.

The east African country hosts a total of 1.2 million refugees, of which almost 800,000 are South Sudanese who fled the world’s youngest country since the outbreak of civil war.

Ruganda said Uganda faced difficulties in coping with the influx, which ballooned recently since the latest wave of violence erupted in July.

“The … numbers are placing a huge strain on our already stressed ability to cater for food,” Ruganda told a news conference.

“We are hoping that … we will be able to raise two billion dollars from the summit,” he said in Kampala, where the UN-hosted gathering is set to be held.

The conflict in the oil-producing country began when President Salva Kiir fired his deputy Riek Machar in 2013, two years after the country won independence from neighbouring Sudan.

The fighting that followed split the country along ethnic lines, spurred hyperinflation and plunged parts of the nation into famine, creating Africa’s biggest refugee crisis since the Rwandan genocide in 1994.

The latest bout of warfare erupted in July, less than a year after both sides signing a peace pact in 2015.

Rugunda said the money Kampala sought to raise from the summit would fund relief operations for the next twelve months from June.

Uganda has won plaudits for its liberal refugee policy that maintains open borders and allocates land plots to individual refugee families.

Kampala also grants refugees free movement and employment in the country, as well as some public services such as free education and healthcare.

Rugunda said Uganda expected an additional 400,000 refugees to arrive in the country this year “because of the recurring cycles of insecurity and instability in the region.”

The 20-man delegation was led by the Director of Petroleum in the Ugandan Ministry of Energy and Mineral Development, Mr. Ernest Rubondo and the Counselor, Ugandan High Commission in Nigeria, Mr. Nurh Byarufu. Other members  included regulators, bankers, oil industry executives among others and they sought strategies for local vendor development, capacity building of their citizens to meet industry standards, ensuring compliance by operating and service companies, transparent bidding process among other subjects.

In his remarks, Rubondo said the East African country was at the cusp of investing $20billion in the development of 15 oil fields, construction of a refinery and an export pipe line- projects, expected to be completed within five years.

According to him, the leadership of the country were determined to retain a substantial part of the $20 billion spent within the country, hence their mission to share Nigeria’s experience in local content which would help their country succeed in that regard.

Welcoming the delegation, the Acting Executive Secretary, Mr. Daziba Patrick Obah commended the Ugandan Government for identifying Nigeria as a shining example in the implementation of local content, noting that other African countries such as Kenya and Congo Brazzaville had also sought Nigeria’s mentorship of their local content initiatives.

He also extolled the Ugandan officials for deciding to institutionalise local content at the onset of their oil and gas industry as it would guarantee tangible benefits for their citizens aside the revenue that would accrue from the sale of crude oil and gas.

He said Nigerian Content has helped the government and the Nigerian people to reverse the flight of industry to foreign countries in the form of personnel, materials, equipment, fabrication and engineering designs. The Executive Secretary further said Nigerian government was the driving force behind the implementation process, stressing that strong political will was necessary to overcome powerful forces opposed to the implementation of local content.

He advised the Ugandans to develop robust regulations  applicable to the state of their industry and technological base while encouraging collaboration with local and international stakeholders to domicile capacity in-country.

Manager, Strategy and Policy Development Division (SPDD), Mr. Abdulmalik Halilu, said the percentage of Nigerian Content in the oil and gas industry had increased from less than five per cent before 2010 to 14 per cent in 2014 and 35 per cent in 2015. He added that the Board’s interventions were expected to increase local content levels to 50 per cent by 2017.

According to him, contracts awarded by operating companies to Nigerian service companies had also increased from about 40 per cent of total contracts before 2010 to 75 per cent in 2015, while the target was to achieve 85 per cent by 2017.

    •Beaten 1-0

Two-time Ugandan  champions Vipers SC defeated Enyimba 1-0 in the first leg of the Caf Champions League preliminary round on Friday.

Erisa Sekisambu’s goal in the last 20 minutes was enough for the Ugandan club to take a goal advantage into the second leg in Port Harcourt in a fortnight.

Paul Aigbogun, head coach of two-time African champions, named a startlist and bench without Mfon Udoh with Christian Pyagbara anchoring their attack.

Vipers head coach, George Nsimbe included two of Uganda’s national team players, Kizito Keziron and Sekisambu, among his outfield players with Moses Alitho in goal.

The Ugandans had the first say with some good early spells and Mike Mutyaba almost stole the lead inside the opening 15 minutes but his effort from a free kick missed the target by inches.

It was the turn of Halid Lwaliwa to miss from a volley after a fine build-up in Enyimba’s area.

Then within the space of seconds, the Peoples Elephant created anxious moments for their hosts who had their hearts in their mouths.

Pyagbara did well to evade two of his markers but could not apply the finish.

Enyimba captain Chinedu Udoji watched in agony as his headed attempt was cleared off the line.

Andrew Abalogu was the biggest culprit when he failed to convert Pyagbara’s perfect pass into an empty goal just a minute to the half hour mark.

After the first 45 minutes the Peoples Elephant looked capable of stealing the show at the Nakivubo War Memorial Stadium in Kampala.

On the hour mark, Sekisambu spurned the best chance of a cagey second half.

Twelve minutes later, the Ugandan international midfielder made no mistake when he brilliantly fired the ball past Theophilus Afelokhai for the winner.

Aigbogun’s attempt to salvage a draw witnessed the introduction of Stephen Chukwude for Pyagbara in the 85th minute.

Nsimbe’s men held out for the last five minutes and added time to claim a goal victory over their more illustrious opponents.

Nigeria’s Acting High Commissioner to Rwanda Ferdinand Nwoye who disclosed this, said arrangement has already been concluded for bus to ferry the Nigerians to Rabavu and back.
