  • UK to Nigeria: Tackle electoral challenges before 2019

United Kingdom has challenged authorities in Nigeria to do more in tackling some of the challenges facing the electoral process.

UK also tasked political parties to abide by the rules guiding electoral process.

A statement yesterday by the Secretary of the UK Department for International Development (DFID), Penny Maudaunt, also called for an issue-based campaign with focus from all candidates on national interest and long term sustainability.

The statement reads: “Nigeria is Africa’s biggest, and one of its most vibrant democracies. It has made huge progress in recent years ensuring credible, free, fair and peaceful elections.

“It is vital to Nigeria, her people and to the confidence of the international community that this continues as the country heads towards elections in 2019

“I have just met with the Chairman of the Independent National Electoral Commission and heard how UK support has been instrumental in the election preparations.

“During this visit, I had the opportunity to meet with civil society groups and hear about their efforts to ensure that women, Persons with Disabilities and young people are able to embrace politics and to feel that have a voice and a choice.

“This past weekend, citizens of Ekiti went to the polls and voted for a new Governor.

“The British High Commissioner was joined by the EU Ambassador and US Consul General who led an international group of observers at those elections.

“Though the elections were largely peaceful and results widely endorsed by key stakeholders, vote buying by both the main political parties was widely criticised.

“There is time to tackle some of the challenges noted before next year’s elections.

“But INEC will not be able to solve all electoral problems on its own.  Everyone in society has a role to play and a contribution to make.

“Political parties must respect a code of conduct adhering to the highest standards.

“We encourage security agencies to remain visibly neutral and ensure a safe and secure environment for the electorate.

“Nigerians are entitled to an issues-based campaign with focus from all candidates on Nigeria’s national interest and long term sustainability.”

It went on: “I know people can get passionate about politics; in the UK, we have some lively debates inside and outside of Parliament.  Even within a party, we don’t always agree on what the position should be.

“But one of the fundamental principles of democracy is the very freedom to hold different views without fear of violence, prejudice or divisiveness, and for our society to be stronger because of it.

“This is vital for Nigeria’s reputation and stability as well as to protect and further enhance the business and economic conditions for investment and sustained growth.

“Whatever the outcome next year, the elections are Nigeria’s opportunity to demonstrate progress towards strengthening democracy.  I am confident that this ambition is within reach.

“I am therefore calling on political leaders, the media and Nigerians at large to act responsibly and use their platforms to urge the people to exercise their democratic right, and to do so within the law.

“I look forward to the upcoming election, and the invigorated, energetic and engaging public debate that will precede it.”

  • EU, UK, US demand credible election

The European Union (EU), the United Kingdom (UK) and the United States of America (US) have demanded the conduct of free, fair and credible governorship election in Ekiti State.

They noted that the Ekiti State election will be a pointer to what to expect in the 2019 general elections expected to be conducted in February and March.

Their position was conveyed at a joint press conference addressed in Ado-Ekiti by the EU Ambassador to Nigeria, Mr. Ketil Kalsen; the UK High Commissioner to Nigeria, Mr. Paul Arkwright and the US Consul General in Lagos, Mr. John Bray.

Kelsen explained that the international community was interested in the consolidation of democracy in Nigeria, noting that “the Ekiti poll is a litmus test for the general elections.”

He said the international community would want parties to avoid hate speech while security forces should not intimidate the electorate.

Kelsen expressed satisfaction with the preparations made by the Independent National Electoral Commission (INEC) for the Ekiti governorship election.

He said: “It is important that voters vote freely for their preferred candidates. Any state election in Nigeria is of interest to us because many states in Nigeria are bigger than many countries in Europe.

“We want peace to be maintained in Ekiti and we are also maintaining our neutrality in this election. We ask questions about the number of security officers deployed for this election.

“Let me emphasise on the importance of free, fair and credible election because Ekiti will show the way for February/March elections.

“This is the best way to secure development, stability and unity in Nigeria. What is good for Nigeria is good for EU and what is good for Ekiti is good for Nigeria.”

UK High Commissioner Arkwright explained that he had held meetings with the two major candidates in the election and they had given him their commitment to a peaceful poll.

Arkwright said: “I have seen Dr (Kayode) Fayemi of APC and Prof. Eleka (Olusola) of PDP. This afternoon, we met the police, particularly the DIG. It has been a busy day. We believe that this election should go on peacefully.

“We want to plead that everybody that is eligible should vote, civil society organisations are here in large numbers.

“This is a process of deepening democracy in Nigeria because in 2015, we witnessed the transfer of power from one party to another for the first time.”

US envoy Bray said: “What we want is free, fair and credible election. Over time, what I have seen is much greater preparation by INEC and CSOs.

“No election anywhere in the world is perfect, because the institutions that run election improve over the time.

“I questioned the number of security forces sent here, but I was assured that they are here to protect the people.

“I met the candidates and they said they are for free and fair election. I hope everything will go the way expected by the US, the UK and the EU.

The West has demanded a credible election next year.

United States, United Kingdom, the European Union and 19 others yesterday urged  free, fair and inclusive process.

They advised the Federal Government and the legislators to work with the Independent National Electoral Commission (INEC) to work on the improvement of the electoral process at least six months before the elections.

They urged all political parties to maintain Nigerian and international norms and support a credible process.

The position of the EU and 21 others were contained in a joint statement in Abuja to celebrate with the nation on its Democracy Day.

They expressed concern over recent reports of violence, intimidation and corruption, both within parties and between parties, pleading with political actors to uphold the democratic ideal.

The signatories to the statement are the European Union, France, Germany, United Kingdom, United States, Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, Greece, Hungary, Ireland, Italy, Japan, Netherlands, Norway, Slovakia, Spain and Sweden.

The statement said: “We join Nigerians today in celebrating the day on which democracy and civilian rule were restored.

“In Nigeria, as in so many of our countries, the right for all citizens to enjoy equal participation in the democratic process was achieved after considerable struggle and suffering.  We remember and celebrate all those who sacrificed so much for the freedoms we enjoy today.

“The struggle to achieve democracy gives it a special value and places responsibility on all of us to support the democratic process.

“We congratulate Nigeria on its progress since 1999, including the first peaceful transition of power from a ruling party to an opposition party in 2015.

“As we celebrate your progress, we encourage and support Nigeria and its people to consolidate and deepen democracy as the country heads towards important elections next year.

“Who will win the general elections in 2019 is a decision for the Nigerian people. Our concern as partners of Nigeria is to see a process that is free, fair and inclusive.

“We are particularly keen to see greater participation in politics from under-represented groups, including women, young people and people with disabilities.

“We offer our strong support to the Independent National Electoral Commission (INEC) and welcome the technical improvements they have introduced to the electoral process.

“We encourage the government and legislators to work with INEC to achieve further improvements at least six months before the elections, in line with the established ECOWAS protocol.

“Democracy is not only about the voting process. It also requires a strong and ongoing commitment from political actors to uphold the democratic ideal.

“We have noted with concern recent reports of violence, intimidation and corruption, both within parties and between parties.  We take advantage of this national celebration of democracy to urge all political parties to maintain Nigerian and international norms and support a credible process. “It is the fundamental right of the Nigerian people to freely express their will now and in the forthcoming elections.

  • 61 assets in Dubai: Battle shifts to UK as EFCC writes NCA

Determined to recover the cash realised from the sale of 61 assets traced to a former Chief Executive Officer of the defunct Oceanic Bank, the Economic and Financial Crimes Commission (EFCC) has written to the National Crime Agency (NCA) in the United Kingdom to probe some suspects.

Besides, the anti-graft commission has identified two accounts in which the proceeds of the sale are suspected to have been deposited.

The accounts in Natwest Bank are 64535088(Sort Code 515001) and 77898583(Sort Code 50310) in a branch of the bank in Kensington Royal Garden.

About $112,000 was purportedly traced to account 64535088; about $209,000 was reportedly found in the second account.

The EFCC traced 61 assets to, including 41 shops, 16 mansions and four Park Towers, in Dubai.

Although all the properties were confiscated, their sale has been trailed with a fresh controversy because about $4,522,413.20 has remained unaccounted for in the last seven years.

Out of over $7million purportedly realised from the disposal of the properties, the Assets Management Corporation of Nigeria( AMCON)  received $3,278,238.69 .

A UK-based counsel, Mr. Williams Akintunde Oluwaseun, who handled the sale, insisted that only $4,406, 826.63 was realised.

But he has not accounted for the $1, 128,587.94 difference in what he remitted to AMCON.

The EFCC has written to NCA to “assist in the full scale investigation of the activities of some people and the laundering of the proceeds of Dubai portfolios”.

A source said: “The EFCC has located various sums of money wired from the proceeds into some accounts in Nigeria, the UK and Dubai, among others. We need the NCA to help track down the beneficiaries and probe their accounts. Two accounts have been located in Natwest Bank in the UK. They are 64535088 (Sort Code 515001) and 77898583 (Sort Code 50310) in a branch of the bank in Kensington Royal Garden.

“Some of the proceeds were lodged in third party accounts. Our detectives uncovered the re-looting of the proceeds by some of those under investigation. Most of these inflows went to individuals and companies

“The ongoing collaboration  with NCA will no doubt help us in bringing some suspects to justice and facilitate the recovery of the missing $4.5million proceeds.”

The source also claimed that six of the properties were sold in dollars but payment was effected in Naira to AMCON.

“The six properties were sold for N315million but only N100million was paid to AMCON. Detectives are looking at what informed payment to AMCON in Naira when the assets were bought in dollars.

“Also, the whereabouts of N215million balance is unknown to date. This is why we are investigating all the desk officers in AMCON, companies and the counsel connected with the sale of these 61 assets.

“We may be forced to declare some of the suspects wanted if they do not respond to our invitation for questioning.”

The source alleged that four properties, which were yet to be retrieved, were still suspected to be in Dubai.

The assets were developed by a company called DAMAC in Dubai. “We are seeking the assistance of the UAE Government to retrieve them back. The company is claiming that it can only release the assets if Mrs. Ibru and other owners can sign the power of attorney to release them to the Federal Government,” the source added.

Justice Daniel Abutu of the Federal High Court in Lagos on October 9, 2010 convicted and sentenced Mrs. Ibru to 18 months imprisonment.

He ordered that Mrs Ibru should forfeit N191billion worth of assets to the Federal Government through AMCON.

The assets to forfeit include properties in Nigeria, United States and Dubai.

She was also ordered to forfeit shares in over 100 firms both listed and unlisted at the Nigerian Stock Exchange.

  • UK to announce new £50m malaria programme for Nigeria

The United Kingdom (UK) says it will announce a new malaria programme worth £50 million in Nigeria that will run until 2024.

The UK said it would also provide a £9.2 million of new research funds to develop new triple artemisinin combination treatments.

A statement issued by Ready to Beat Malaria, an NGO, said the UK Government had re-affirmed its commitment to spend £500 million a year on malaria through to 2020-21.

The statement said that the UK would also announce additional £100 million match fund commitment to the Global Fund to match new contributions from private donors pound for pound.

It said the funds were part of the Britain’s renewed commitment to accelerate progress against malaria.

The statement said the UK government would make this known at the Malaria Summit London 2018, co-hosted by the UK Government, and the Heads of State of Rwanda and Swaziland.

It said 15 Heads of State and Government from across the Commonwealth were to attend the Malaria Summit together with senior ministerial attendance and leaders from the world of business, science, civil society and international organisations.

It said the Global Fund to Fight AIDS, Tuberculosis and Malaria would also announce commitments totalling 2 billion dollars from 46 countries affected by malaria between 2018 and 20.

According to the statement, the Bill and Melinda Gates Foundation will extend its investments in malaria by an additional 1 billion dollars (£700 million) through to 2023.

It said the 1 billion dollars investment was to reduce the burden of the disease towards ending malaria for good.

The statement however noted that most effective tools in the fight against malaria such as nets, sprays and treatments are under threat from drug and insecticide resistance.

“ The malaria parasite and the mosquitoes that carry it are evolving resistance to existing interventions – malaria is fighting back.

“The Malaria Summit call for new tools to stay ahead of the disease, announcing commitments to invest in future innovations,’’ it said.

It said GSK is committing to invest a further 175 million dollars in its research and development efforts against malaria.

The statement added that Novartis would invest more than 100 million dollars through 2023 to advance research and development of next-generation treatments to combat emerging anti-malarial drug resistance.

It quoted Ms Theresa May, Prime Minister of United Kingdom, saying that: “UK is a proud leader in the fight against malaria, which has seen deaths cut by 60 per cent and saved seven million lives since 2000.

“We have made a major contribution to that progress, including investing 500million dollars each year over the next three years, developing new drugs and technologies and making life-saving solutions available to millions at risk from malaria.

“But the job is not yet done. Today there are millions still at risk, economies held back and a child’s life needlessly taken every two minutes from this disease.

“This is why I am championing a new Commonwealth commitment to halve malaria across member countries by 2023.

Bill Gates, Co-chair of the Bill and Melinda Gates Foundation who are co-convening the Malaria Summit, said: “History has shown that with malaria there is no standing still – we move forward or risk resurgence.’’

He added that the commitments made today, from the UK, country leadership and the private sector, show that the world is ready to beat malaria.

  • Man jailed for presenting fake marriage certificate for UK visa

An Ikeja Special Offences court has sentenced a man, Kolawole Whesu Viyon to two years imprisonment for presenting a fake marriage certificate to facilitate United Kingdom (UK) travel visa.

Viyon was arraigned on a three count charge, preferred against him by the Independent Corrupt Practices and Related Offences Commission (ICPC), before Justice Mojisola Dada.

The offences bordered on “making of false statement, making statement intended to mislead and making statement which is untrue in any material” contrary to Sections 25 (1)(a) and punishable under Sections 25(1)(b).

The defendant pleaded guilty to the three count charge preferred against him by the ICPC.

He also pleaded for leniency with the court.

During trial, ICPC prosecutor, Mr Gogodaye West had told the court that Viyon on December 13, 2016 made a false statement that one Olaronke Akerele, now at large, is his third legally married wife when he knew no such marriage existed between them.

West stated further that on same day made a statement intended to mislead when he asserted that the marriage ceremony between him and Olaronke Akerele was officiated by an Imam and contracted under Islamic law.

Viyon, he said, claimed that the marriage was evidenced by Certificate of Marriage with no JUN/LB/0000064 and dated 9/1/2016 issued by the Jama-at-ul-Islamiyya of Nigeria.

He said the defendant knew the information was untrue and intended to mislead as no such marriage was contracted by the Jama-at-ul-Islamiyya between them.

West had further told the court that the defendant admitted to having personally signed the said marriage certificate which he evidenced to have been issued by the Jama-at-ul-Islamiyya at no 109, Tokunboh Street, Lagos Island.

Delivering judgment in the matter, Justice Dada noted the guilty plea of the defendant, the fact that he did not waste the time of the court and sentenced him as charged.
