Niger governor pledges commitment to food security

Niger State Governor, Umar Bago, has reaffirmed commitment to using biotechnology and innovation as key tools for achieving sustainable agricultural growth and positioning Niger State as a leader in Nigeria’s quest for food self-sufficiency.

Speaking after receiving award at the Open Forum on Agricultural Biotechnology (OFAB), Media award in Abuja, Bago, represented by Chair of House Committee on Finance, Saidu Abdullahi, said receiving award for achievements in the agricultural sector is not just a personal honour but a testament to the state’s transformation into Nigeria’s agricultural hub.

He noted that the honour underscores the state’s push towards the governor’s “Feed the Nation” agenda, which aligns with President Bola Tinubu’s Renewed Hope Agenda on agriculture and food security.

“We must appreciate the organisers for bringing stakeholders together to look at issues surrounding biotechnology subsector. This recognition is for Niger as a state.

“In the past two and a half years, the governor has set out an agenda to feed the nation, leveraging the state’s vast agricultural potential, fertile land, water bodies, and a favourable climate.”

He added the government went beyond rhetoric, attracting local and foreign investment through multiple MoUs with key players, leading to technology transfer and infrastructural expansion.

“The governor is walking his talk. He has travelled the world selling what Niger has to offer. This award is proof our efforts have not gone unnoticed globally. It is a motivation to keep pushing,” he said.

He hoped that by the end of the tenure, the state would have consolidated itself as Nigeria’s food basket.

On Genetically Modified Organisms (GMOs), he noted that the state would intensify advocacy and public enlightenment to dispel misinformation and highlight their benefits for agricultural productivity.

“GMO is about information. Before criticising, people need to be informed. From what experts presented today, it’s clear GMOs enhance yields and reduce pest-related risks. Niger will be an advocate of GMO technology to boost food production and support national food security,” he said.

  • King of tractor

    King of tractor

He is named the king of tractors. Governor Mohammed Umar Bago, the helmsman of Niger State, has pushed himself to the forefront as the chief farmer of his state. He is called farmer governor. Niger State is such a vast land that it is big enough to feed the whole country. The Nigerian Institute of International Affairs invited him to give a keynote address on World Food Day. It was not a day to make a barn of rice but to say that he has knotted a deal with Dangote for over  a trillion Naira farm. It is not a day to feed Lagos, but he announced a deal with the BOS of Lagos, Babajide Sanwo-Olu for a N500 billion deal to make Niger State the farm and Lagos the barn. Lagos has the top appetite in the nation, so it made sense for food and mouth to coalesce.

He also spoke of his state as the capital of shea in the world, and President Bola Tinubu has proclaimed no to shea export. So, we can take it through its full value chain to the consumer. His address raises a point, though. He spoke of many crops going to waste for lack of use. How can excess cohabit with hunger? That is why he stresses, in tandem with many like Kaduna’s Governor Uba Sani, for infrastructure, storage and investment. The king of tractor is undertaking a royal trip to food sufficiency. Safe trip, farmer governor.

Editors, Minister fault Niger Govover closure of radio station

The Nigerian Guild of Editors (NGE) and Information Minister Mohammed Idris yesterday decried  the decision of Niger State Governor Mohammed Umar Bago to shut down  Badeggi Radio in the state.

The NGE and the minister said the governor has no power under the law to do what he did.

The guild described the governor’s action as a blatant attack on press freedom and democracy in Nigeria.

“This act of censorship and intimidation undermines the fundamental principles of a democratic society, where free press is essential for holding those in power accountable,” President of the NGE,Eze Anaba and the General Secretary,Onuoha Ukeh said in a joint statement.

They added: “Section 39 of the 1999 Constitution (as amended) guarantees freedom of expression and press freedom. Also, Article 9 of the African Charter on Human and Peoples’ Rights, which Nigeria is signatory to, also guarantees press freedom and freedom of expression

“The closure of Badeggi Radio, a vital platform for public discourse and information dissemination, is a worrying trend that threatens the very fabric of our democracy. Governor Bago acted outside his powers to order the closure of a radio station. The power to sanction television and radio stations only lies with the Nigerian Broadcasting Commission (NBC) after a thorough investigation of any alleged breach of the Code.

“We are happy that the Minister of Information and National Orientation, Mallam Mohammed Idris, has pointed this out. This should go beyond observing the anomaly. The federal government should order the unsealing of the premises of the radio station, while investigation is carried out.

“Government officials should know that we are in a democracy and therefore, the act of arbitrary order for the sealing off and closure of a radio station is unacceptable. Arbitrary closure of media houses reminds us of the dark days of military rule, which ended 26 years ago.

“Governor Bago’s allegation of incitement of violence by the radio station is a serious issue, which has to be investigated and proven before any action can be taken. We urge the media to operate under strict adherence to the code of ethics of journalism, with responsible conduct at the back of the minds of the professionals.

“We also call on the authorities to take measures to respect the rights of citizens to access information and express themselves freely. Badeggi Radio should be reopened while the investigation continues.

“The Guild reiterates that a free and independent press is essential for a functioning democracy and demands that governments at all levels respect and uphold this fundamental right.”

Only NBC can suspend broadcast licences —Idris

In a separate statement, the minister said the suspension of broadcasting licenses falls within the purview of the National Broadcasting Commission (NBC), as stipulated by law.

He  welcomed the decision of the Niger State Government to formally report the perceived “unethical behavior” of Badegi FM to the NBC for resolution.

He appealed  to all parties to remain calm, and pledged  that the NBC has “the necessary mechanisms to resolve the issue in a fair and impartial manner.”

Governor Bago directed  the commissioner of police to seal off Badeggi FM radio station over alleged incitement of violence.

The governor claimed that  the “daily activities of the radio station have been unethical.”

Governor Bago also accused the owner of the station of incitement of the people against the government and asked that its license be withdrawn.

Bago expects full house at Minna Int’l Polo Festival

Fresh from the just concluded Ibadan polo tourney, Niger State Governor Mohammed Umar Bago has extended invitations to lovers of the noble game to the Power State for next month’s Minna international Polo Festival with over 20 teams expected to jostle for top laurels.

Bago who doubles as President of Minna Polo Club, has pledged to put Minna polo on the global stage by assuring the club his administration’s the continuous support, adding the state is working toward a successful and a most befitting 2025 tournament that would single out the state as a major tourism attraction in the country.

The Governor gave the assurances when he received the management Committee of the Minna Polo Club led by its Chairman and First Vice President, Mohammed Babangida, at the Government House as part of the build-up to the sporting festival.

He explained that polo is a unique sport which his administration is poised to ensure its growth and development, pointing out that his administration is working to use all the special attributes of the game to redirect the young ones from wrong vices to more positive endeavours for the good of the state.

Babangida used the forum to inform Bago about the upcoming polo tournament in July , and praised the Farmer Governor for his unwavering support to the club which has helped Minna polo teams to participate in various polo tournaments across the country and have been victorious in some of them.

Traditionally, the Polo festival in Minna has remained the biggest social, sporting and recreational event that has over the years attracted a large turnout of players, spectators and eminent personalities both locally and internationally who have been long-standing friends of Niger State and the noble game.

The tournament is usually powered by the Niger State government as the main sponsor, alongside a consortium of blue chip corporate organizations like Profile Group, El-Amin Polo, Heritage 5, Niger Food, Mazibe Farm, Niger State Internal Revenue Board, Senator Aliyu Wadada, Dangote Industries, among others.

Babangida who also takes charge as the Tournament Committee Chairman, confirmed that Niger State capital city is set to host the glamorous polo fiesta which remains the biggest annual sporting event in the state and one of the most attended polo tournaments in the country.

Minna Polo captain Jamilu King confirmed the approval from the games’ national ruling body to host the grand event, saying that preparations are in full swing for the annual fiesta that has attracted teams from all the major polo clubs across the country.

He also disclosed that while IBB Sports Complex, home of the tournament is gradually wearing new colours, the tournament that offers four major prizes, and a handful of subsidiary prizes, is primed to be the most exciting and the most competitive Minna polo fiesta in years.

The prizes are the event’s biggest prize, The IBB Cup, the Governor’s Cup, Emir of Minna Cup and Talban Minna Trophy, just as the organizers have lined-up a handful of individual awards and subsidiary cups to be carted home by the winning teams and players who distinguished themselves during the fiesta.

Last year, the Minna 2024 Annual Polo Tournament that was dominated by Georgian Cup Kings, El-Amin and Phoenix, lived up to its reputation as the most popular annual sporting fiesta in Niger State.

Phoenix parading Zayan Fodio, Tima Mohammad, Khalil Mohammad and Khalifa Mohammad playing their first ever Minna polo tournament defeated two rivals, Niger Fresh and El-Amin International School polo teams to win the newly introduced Aisha Babangida Cup.

Expectedly, serial champions and title holders, EL-Amin playing as EL-Amin/Keffi Ponys edged visiting Jos Malcomines polo team 4-31/ 2 in a fiercely fought final decided before a full house including Governor Mohammed Bago, to retain the IBB Cup and the Abdulsalami Cup respectively.

The governor emphasised that this year’s celebrations should be observed in a low-key manner across the state’s 25 local government areas.

Bago described the incident as a national tragedy and urged residents of the state to dedicate the Eid period to prayers for the repose of the souls lost to the disaster and for strength for the bereaved families.

“This is not a time for celebration. It is a time for deep reflection, sober remembrance, and unity in the face of loss. We must show compassion and solidarity with our brothers and sisters in Mokwa,” the governor stated.

Arewa Think Tank backs Bago on executive order to rid Niger of criminals

A Northern group, Arewa Think Tank (ATT), has thrown its weight behind the Niger State governor, Umar Bago to do whatever is within the ambit of the law to rid the State of crimes and criminals.

The group said there was nothing wrong with the governor signing executive order to arrest those behind the fomenting violence and killings in the State, and challenged whoever is criticising the governor to come up with alternative solutions to the worrisome situation.

Recall that the Governor Bago had ordered security agents to clamp down on thugs and those abetting them to disrupt public peace in Minna, the State capital where violence has become a daily occurrence.

A statement by the ATT Convener, Muhammad Alhaji Yakubu, praised the governor for the bold move to nip in the bud violence and crisis in the power State.

“We wish to throw our weight behind Governor Umar Bago of Niger State over the executive order directing security agents to arrest people wearing dreadlocks, following a series of calls by terrorised residents of Minna to curb the worsening thuggery that has claimed the lives of many innocent people.

“It is sad and worrisome that thugs have turned the streets of Minna into a battleground, notably since Mr Bago took over leadership of the State. We therefore urge him not to look back in fighting these criminal elements by all means.

“The number of killing in the State is becoming unbearable, as more than 10 people have been killed by the thugs this year, including a retired permanent secretary.

“Just recently, precisely on 22 April, some thugs stabbed a bank driver identified as Mohammed, with a scissors, causing his death, according to a statement by the spokesperson of the Niger State Police Command, Wasiu Abiodun. The deceased was assisting local vigilantes in arresting thugs who had assembled around his house.

“We are pleased with the Niger State House of Assembly members for meeting with heads of security agencies, telling them to find a solution to the scourge, because as representatives of the people, they cannot fold their hands and watch some criminal elements disguising themselves as thugs, making lives unbearable for the people.

“We urge the governor to have zero tolerance for rascality and thuggery, and parents to warn their children against disturbing public peace, especially in the State capital, Minna, to avoid the wrath of the law.

“We also support the governor’s order that houses harbouring criminals as well as any house found harbouring criminals should be demolished because Niger State is not for useless people. “

The group also gave thumbs up to the governor for banning the movement of commercial motorcycles and tricycles from 6 p.m. to 6 a.m. in Minna, excepting only those being used for medical emergencies.

  • Why banks are falling over themselves to support Bago’s govt with loans -Niger commissioner

Why banks are falling over themselves to support Bago’s govt with loans -Niger commissioner

Niger State Commissioner for Finance, Lawal Adamu Maikano, explains how the state government is sourcing funds for its urban renewal and rural development projects in this interview with JUSTINA ASISHANA. He also explains why the Governor Umar Bago-led administration has decided to keep mum on its predecessor while highlighting the dreams and ideas of the new government.

What is the nature of the urban development project of Governor Umar Bago?

The state did the first groundbreaking ceremony in its urban renewal projects on the 14th of September 2023 with the Minna township roads. The contractor is CCeCC, and the contract is supposed to be delivered within 30 months. During this period, the contractor will do some urban renewal activities ranging from modernization to dualization of some roads around the metropolis while some internal critical roads would be reworked and modernised. This is in line with the Governor’s agenda for urban renewal. One of his four cardinal points is urban renewal and it has to do with the development of the communities, standardising them to what is obtainable in other climes.

Seeing this commitment, the Governor has demonstrated to be a man of his word and a man of action as he is matching his words with actions by ensuring that all the things he said during his campaigns are done accordingly. It comes with a lot of challenges considering the fact that the funds are not available. But he is thinking outside the box to make funds available, and you can see the amount of mobilization that has happened with the CCECC team.

This shows you that a lot of commitments have been made from the government side. No contractor in the world today would do that kind of mobilization without any commitment from his client. This is one of many to come and they will come on the same force with the possibility of greater force. All the contractors have been mobilized to site. The whole thing is based on what the governor has promised and this would be the line of how we would see the stripes of fulfilment of promises.

What would you say have been the high points of the administration so far?

Majorly, what has happened in the last couple of months is all about leadership, and the governor has promised to develop a fair and equitable Niger State that would be based on equity, justice, good conscience and service delivery to the people of the state irrespective of their political affiliation, tribe or religion.  As far as you are living in the state and you are a law-abiding citizen, you are a friend of the government and the government will do everything to protect and provide security for you.

He has been meeting up with his commitments in the past couple of months. This will continue and we have seen a massive improvement in terms of internal security not just within the metropolis but also in the localities. Very soon, we will see a massive reduction of IDPs, people going back to their communities doing their thing as they used to, going back to their normal lives as they used to. These are his key critical campaign promises, and he is going through them one by one to ensure he fulfills them.

As you can see, he has made several commitments and still, we are making some savings. Whatever we get, we don’t blow everything at the same time; we try to save for the rainy day. So financial discipline and inclusiveness has already been into effect and have been implemented, it will continue in this tradition until we get to the point that we are self-sustained, self-sufficient and we are able to take care of our business.

If you look at the rural development project of the governor, you could see a massive directional change whereby he created the Ministry of Rural Development. This is one of a kind. I am not sure there is any state in northern Nigeria that has the ministry. He did this because he intended to give a lot of concentration on rural development and not just urban renewal.

Rural development is one of the key agenda that he set for the government to achieve. There would be a massive inclusiveness of everybody within the system whether in urban or rural areas. The ministry will be key and will have a lot of activities and work going on.

The Governor said that N1 trillion would be spent in the next couple of years for urban development, rural improvement and all. That is massive. We are Nigerlites and some of us have lived in Niger State for a long time, and we can attest to the fact that in the last 10 to 15 years, no government has had this kind of ambitious dream. And the beauty about this is that the ambition is matched with willingness and desire for success. It has started manifesting. The action has been taken and very soon, the people will see the result. What is the quantum of compensation that would be paid to those whose properties would be affected by this construction exercise?

For compensation, there is a team that is responsible for that. You know, my job in the Ministry of Finance is to do a check on the sources and application of funds. The consultant responsible for all the roads has already taken their statistics and the people whose properties would be affected should rest assured that they would be taken care of adequately. There is a provision for that. We assure the people that if peradventure you have a property that cuts across or falls in the path of urban renewal, you would be taken care of and you would be compensated.

You said that funds have already been made available to the contractors as they have been mobilised. Where is this money coming from? How has revenue generation been in the state for the past three months the administration began? How has the IGR in the state been?

Let me start with the IGR of the state. Over the years, the IGR of the state has grown but on a very slow projection. But in the last couple of years, we have seen a projection ranging between N1.6 billion and N1.8 billion per month. What that means is that we are moving towards N18 billion to N19 billion per annum. But the drive going forward, based on the strategies being put in place, is that we are looking at an average of N120 billion in the coming year. It is a long tall dream and we will do whatever it takes to achieve that with the help of the Governor.

The Governor has given the Chairman of the state’s Board of Internal Revenue the go-ahead to do the right and needful thing to ensure that those targets are achieved. So that is one aspect of our financing.

The other one is that we have credit lines with banks. We have very positive relationships with banks and banks are falling over themselves to offer us their facility so that we can conclude on the constructions that we are embarking on. There are a lot of banks that are lined up and we are choosing. You know why thst is so? It is because they have seen the government’s commitment; they have seen a reason why they want to do business with us.

We have like seven or eight banks reaching out to us and all of them want to give us facilities, and we are choosing. So there are other revenue aspects that we are looking at, but those are not jokers that we are ready to throw to the public now.

Again, the FAAC (federal allocation) is there which is coming regularly, and we will make sure that it is utilised judiciously for the development of our state and for the goodwill of our people. We will dish out the jokers as we progress in our activities.

One thing is for sure: there is funding and people are falling over us. For example, the Islamic Development Bank were here, and we want to use that facility to bring back to life the Minna-Bida Road that has been abandoned for some time. The work will be finished soon.

How much has the state government released so far for mobilisation?

The normal mobilization for contractors is 15 per cent, but the governor wants to see how he can galvanise these people to show his seriousness. He will work within the procurement law, and whatever the procurement law has provided to be given, the contractors will be given. Whatever we are going to do, we are going to do it within the ambit and provision of the law. If they do their work the way they need to, we will release the funds as confirmation or certification is being done on the job they do.

What are the state government’s plans for the Gurara Falls, Zuma Rock and other tourist centres with a view to generating revenue?

We have a vibrant Ministry of Tourism, and one of the key aspects of urban renewal is modern parks and recreational parks. Gurara Falls and other recreational facilities in the state will be rejuvenated and will be put to useful action within the shortest possible time. That place can actually generate revenue for us. That axis of Tafa Local Government Area, we believe that when necessary and proper actions are taken, we can generate N1 billion in tax from the Zuba to Tafa axis.

Abuja is getting saturated and people are looking for a gateway, and once those places have been developed by putting all these recreational and modern parks there, that is where people will want to go, and it would generate huge revenue for us. That is one critical aspect that this government is focusing on. In no distance time  you will see positive things happening around there. It will create job opportunities for a lot of people, cutting across all the cadre.

There are certain deliberate activities that would happen which would improve the standard of living of the people by providing them with jobs.

Before the end of the last administration, the imprest given to MDAs was not as forthcoming as it should. What is being done to ensure that imprest given to these MDAs do not suffer the same fate?

I don’t want to talk about past administration. We have drawn a line, and we want that after the tenure of Bago, let the masses use that to do their judgement. What we are focusing on is what we need to do for the betterment of the people living in Niger State. Imprest is a function of availability. You cannot give in the midst of none. When you have, you will give,  but you can’t produce when you don’t have.

The ministries and those within the ministries know and understand that there are certain times when exigencies could occur and you can’t get what you are expecting to get. We pray that that won’t be our position. We will always as a matter of fact be able to provide for the people of the state and for the civil servants.

One part of the governor’s agenda is good governance, and good governance is circled around civil service. You have to get an effective, efficient and motivated civil service. If you don’t have one, you have nobody to run your administration and policies.
