  • UNIPORT VC, ex-ASUU chair in war of words

Vice Chancellor of the University of Port Harcourt (UNIPORT) Prof. Ndowa Lale, and former Chairman of the Academic Staff Union of Universities (ASUU), UNIPORT chapter, Prof. Andrew Efemini, an activist, are entangled in a brawl.

Efemini accused Lale, who took office on July 13, 2015, of financial impropriety, highhandedness, intimidation and incompetence. He called for his immediate removal.

The ex- ASUU chair said he decided to petition the University’s Pro-Chancellor and Chairman of Governing Council, Prof. Mvendaga Jibo, to end Lale’s “abuse of office and poor performance”.

He said: “Prof. Lale criminally misled the Senate by not providing an approved schedule of fee in federal universities to the distinguished members. The fee schedule directed that the recommended fees for all students should be a maximum of N45,000 only.

“The directive is that students coming into the university should be charged fees not exceeding N45,000, all inclusive. The circular warned against the collection of acceptance fee, but Prof. Lale collected N30,000 as acceptance fee from each student. Under the draconian VC’s watch, first-year students are charged N128,000, excluding non-statutory charges at the various faculties and departments.

“In 2017, Prof. Lale, in pursuit of his ambition to see stooges and surrogates go to council, caused the withdrawal of elected internal members of council, who were yet to serve their statutory four-year tenure. In spite of protests, Lale ruled that two years in council for Senate representation is legal. Let him provide the law. Prof. Lale, after two years, conducted another election to council at the Senate on February 28. The tenure of four years, as stipulated in the university law, was violated.

“Prof. Lale must be urgently removed from office and investigated to save the university from further highhandedness and damage. He cannot be in office as VC, while Senate necessarily reviews all cases of injustice to students, arising from his criminal concealment since 2015.”

Efemini also alleged that the VC and his illegal internal council members unleashed terror on him and some members of staff, especially lecturers who were opposed to his ruthless abuse of office.

But Lale, in a statement, described Efemini as a certified fraudster and an eccentric anarchist.

The statement reads: “The allegations against me are mere concoctions from the warped mind of Prof. Efemini and his gang of professional trouble makers. In his now characteristic bravado and clownish shadow-boxing exercise, Prof. Efemini levelled allegations against me, without providing irrefutable evidence to back up his bogus and reckless claims.

“No federal university is allowed to collect school fees from students. Discerning observers will expect a self-advertised champion of students’ causes to know the differences between statutory charges and school fees. Such selective short-sightedness is typical of Prof. Efemini, in his haste to reach conclusions, before verifying the facts of any matter.

“The National Universities Commission (NUC) directed universities that might wish to exceed the N45,000 ceiling to consult students and other stakeholders, which Prof. Efemini did, while he served as Acting Dean of Students’ Affairs in 2013. The subsisting ‘acceptance fee’ was paid by students during the tenure of Prof. Efemini as Acting Dean of Students’ Affairs. I was not the VC at the time the ‘acceptance fee’ became official policy. I must be a superhuman to mislead Senate, comprising very distinguished academics.

“I was not the VC when Senate reached an agreement for its members to serve two-year tenure on the Governing Council. Nobody was ever prevented from contesting a second tenure, as recent election into the council has proven.

“Prof. Efemini is a certified fraudster, who has done incalculable damage to the hard-earned image of UNIPORT. His sadistic urge for cyclical chaos is not in synch with the activities of a conventional university. Prof. Efemini has not hidden his intention to disrupt normal academic activities in the university, since the subsisting peace does not conduce to his operational structure.”

Lale added that the current attacks on him were not the first by Efemini on a VC, stressing that he levelled similar allegations against his predecessor, Prof. Joseph Ajienka.

He added: “Prof. Efemini was pardoned by the management on account of a previous infraction that almost earned him sack. He prostrated from office to office and recruited all manner of persons to intercede on his behalf. No sooner was he pardoned than he launched his latest shadow-boxing exercise, to the embarrassment of all men and women of goodwill, who pleaded for the waiver of his suspension.

“Prof. Efemini has long ceased to teach his courses and he does not have contact hours with students, as required by extant rules. It is now time for him to be released from the services of the university, to give him enough time to pursue his destructive programme of unremitting anarchy outside the sane precincts of the campus.

“Such an eccentric anarchist has no place in an academic community that prides itself on polished behaviour, refined discourse and deference to the rights of others. Prof. Efemini should no longer be allowed to pollute the campus with his wild imagination and shadow-boxing pranks.”

  • Standards are still very high in UNIPORT, says VC

The Vice-Chancellor of the University of Port Harcourt (UNIPORT), Prof. Ndowa Lale, has stated that despite what critics of the university system may say, the standards are still very high in UNIPORT, with lecturers, students and others striving hard to make the best better.

He noted that cultism was no longer a fashionable practice in UNIPORT, but upsurge in cult-related activities was recently witnessed in the university’s neighbourhood, especially in Choba, Alakahia and Rumuolumeni, while declaring that cultism would continue to attract automatic expulsion in the higher institution.

Lale stated these yesterday during the university’s 40th matriculation for 7,087 students, including Godwin Ajiboye and David Onuma.

He said: “Be on the alert at all times, to ensure that you are not lured into joining dare-devil groups that promise you invincibility, power and all the best things of life. Life does not work that way. Let me assure you that membership of cult groups ends up in absolute misery and self-destruction.

“Should you find any of the blood-thirsty cult groups attractive and have a compulsion to become a member, if you are not already a member, then the full weight of the law will descend on you, without mercy. You will be identified and chased down, until you are apprehended and brought to book.

“Rest assured that the Senate will summarily expel you from the university, after running you through the prescribed disciplinary measures, in line with the terms of the Matriculation Oath. No godfather can save you from the consequences of your foolish choices. You will be solely responsible for your actions.”

The vice-chancellor also described the university as a well-ordered community of scholars and students, who he said were dedicated to expanding and propagating higher knowledge, while insisting that UNIPORT is one of the best universities in Nigeria.

He noted that university education is quite a tortuous process that demands self-discipline and persistence at every turn.

Lale said: “Many negligent students have cried in the past for failing to do the needful. Do not join them. A word is enough for the wise. UNIPORT is the home of wise students. Be wise.

“The brain is the main currency required of anybody who genuinely seeks membership of a university community. Unfortunately, there is no Central Bank anywhere in the world which prints the currencies of self-discipline, focus, hard work, rigorous dedication to study and a culture of academic excellence.

“Despite all the woes that currently betide the Nigerian university system, there is no doubt that a university degree clearly separates the holder from those outside such a privileged community of teachers and learners. Apart from exposing the students to appreciate the world around them and the limitless possibilities it offers them, a university education fortifies its beneficiaries with the right skill set to make useful contributions and embrace better citizenship.”

The vice-chancellor also informed the matriculants that the three reasons for their being in UNIPORT would be to study, study hard and to study even harder, while urging them to be dedicated to a culture of academic excellence, hard work and refined conduct.

He said: “Classes commence  in UNIPORT on the first day of resumption for each semester. Students who miss classes on the first day of resumption will have themselves to blame.

“The Senate of this university has approved that only students who attain a mandatory 75 per cent class attendance will be eligible to write examinations conducted by departments and faculties.”

Lale also stressed that only the students who opted to make friends with the classroom, library and laboratory would wade through the rough waters of the academy and emerge triumphant in the end, adding that students who were determined and dedicated to their studies would cross the finish line in a blaze of glory.

  • UNIPORT honours Azikel chief for job creation

The Group’s Media Assistant, Mr. Austin Ebipade, in a statement yesterday, explained that Prof Lale said Eruani’s  rise to  the President of Azikel Group, with subsidiaries in dredging, power generation, aviation and petroleum made him a celebrity, adding that through the advisory board, Eruani has contributed to the infrastructural development of the institution.

“Though not many would return to improve infrastructure as worthy alumnus of their institutions, Dr Eruani, a distinguished alumnus has continued to support the growth of the institution.

‘’Dr Eruani, upon completion of  MBBS degree in the University of Port Harcourt, further trained in the United States and became a member of the American Society of Family Medicine Practitioners, just as his diversification into business saw him bag further certifications at the Lagos Business School and Wharton Business School, University of Pennsylvania,” Prof Lale said.

  • Automatic expulsion for cultism at UNIPORT

Cultism and examination misconduct attracts automatic expulsion without an option of suspension or rustication in the University of Port Harcourt (UNIPORT), it was learnt yesterday.

The Vice Chancellor (VC), Prof. Ndowa Lale, insisted that UNIPORT’s policy of “no payment of charges, no examination” had come to stay. He urged students who sued the university to return to complete their programmes, thereby meaningfully contributing to societal development.

The VC addressed a news conference as part of activities for the institution’s 32nd convocation ceremony. He was accompanied by the Deputy Vice Chancellor (Administration) Prof. Regina Ogali; Deputy VC (Academic) Prof. Hakeem Fawehinmi (also Chairman of the Convocation Committee); and other principal officers.

He said: “A major part of the problems I faced on assumption of office was anchored on my determination to do things differently. My insistence that lectures must start on the first day of resumption each semester has firmly taken root, despite initial resistance by people with vested interest in perpetuating the old way of doing things.

“Our students no longer enjoy the luxury of returning to the university whenever it suits them. Today, the process is on auto-pilot, as students now promptly attend lectures on the first day of resumption.

“We took the matter further by persuading the school’s Senate to approve that only students who have attained 75 per cent attendance are eligible to write examinations. The policy has caught on, as lecturers now report fully to the classrooms during lectures. These are global best practices that bring respect to universities, and we cannot continue to operate in a silo if we want to be part of the global community.

“All the programmes offered in UNIPORT enjoy full accreditation status. This is a testimony to the quality of our academic programmes and the personnel who handle them. The oversubscription we are currently experiencing in the number of students seeking admission is on account of the quality of our teaching, research and public service, and the peace we enjoy.”

The school will be convocating 106 First Class graduands.

The award of certificates, first degrees and prizes will hold on March 29 and while March 30 is the grand finale of the combined convocation for 2016/2017 and 2017/2018 academic sessions, with the conferment of postgraduate diplomas and higher degrees.

  • UNIPORT to graduate 9,452

The University of Port Harcourt (UNIPORT) will on Saturday graduate 9,452 students with 106 of them bagging First Class degrees.

Its Vice-Chancellor, Prof. Ndowa Lale, said this at a news conference yesterday in Port Harcourt as part of programmes to mark the 32nd Convocation Ceremony of the institution.

Lale said the conferment of degrees, higher degrees, diploma, certificates and prizes would hold at the university on Friday and Saturday.

“In the undergraduate category, a total of 4,771 students were harvested with 3,205 and 1,566 for the 2016/2017 and 2017/2018 academic sessions respectively.

“Out of the figure, 106 graduands will receive the First Class Honours,  1,799 Second Class Upper Division,  2,533 Second Class Lower Division while 132 will receive Third Class degrees.”

  • UNIPORT contractors urge govt to intervene in debt recovery

Contractors, under the aegis of University of Port Harcourt (UNIPORT) Contractors Welfare Association, have urged President Muhammadu Buhari to prevail on the Vice Chancellor, Prof. Ndowa Lale, to release funds for contracts they executed since 2016.

The group, yesterday in a statement in Port Harcourt, alleged that the university owed its members over N500 million, adding that the VC refused to pay them.

But the authority absolved the vice chancellor of blame, saying the institution owed the contractors not the VC.

The documents signed by the Chairman, Chief Collins Amadi, Public Relations Officer, M. W. Abiola and Secretary, Thomas Ossai, said the money was for jobs certified completed by the school in the last two years.

The contractors listed the contracts as: accreditation jobs, road construction, renovation of classrooms, supply of electrical and civil engineering equipment, among others.

They said they had experienced hardship, hunger, and death, recalling that four members died because they were unable to seek medical care.

“Despite the huge revenue generated by the University of Port Harcourt, it remains indebted to us. The Prof. Lale-led-management has not paid us since January 2016.

“The challenge between us and the Lale administration is the huge debt owed us. We are always deceived that invoices will be processed and paid immediately jobs are certified completed. This promise is not fulfilled, as unpaid bills accumulate for two to three years.

“It is surprising that despite the revenue generated by the university from the Centre for Continuous Education, certificate and sandwich programmes, basic studies, science laboratory technology courses, IPS, Business School, etc., the Prof. Lale administration has been consistent in owing contractors. The revenue is not statutory, therefore it is free from Federal Government’s remittances.”

They accused the VC of highhandedness, corruption and contract-splitting, alleging that instead of paying the debt, the VC gave contracts to friends and cronies.

The contractors regretted that despite the revenue generated by the university, which is not statutory, it refused to pay them due to alleged looting of resources by the management.

They said they had written to the Ministry of Education, National Assembly, Bureau of Public Enterprise and Economic and Financial Crimes Commission (EFCC), to no avail.

“We seek the intervention of President Buhari, minister of Education and National Assembly. They should prevail on Prof. Lale to pay us. We have worked and our jobs were certified by relevant departments and units of the university.

“Many of our colleagues have died, leaving behind millions of naira owed them by the university. Money borrowed by our colleagues from banks has entered into default. Banks are chasing us. Many of our members have lost land, houses, cars and other valuables.”

UNIPORT spokesman Dr. Williams Wodi said the contractors were owed by the school, and not the VC.

Said he: “Payments are being prioritised. Those yet to be paid are the ones blackmailing the university.

“The school owes the contractors, not the vice chancellor. Contractors were owed before the tenure of the VC.

“Payments of contractors are prioritised. Those yet to be paid are the ones lamenting. The university will pay them. We have records of the amount owed them.”

On the allegation that the VC gave contracts to friends and cronies, Wodi said: “The vice chancellor does not award TETFUND and NEED Assessment contracts, they are Federal Government projects awarded through the Federal Ministry of Education. They have their registered contractors, who they bring to do jobs according to their specification. The university management and VC are not involved in it.”
