Uzodimma warns MDAs over extortion, abuse of revenue collection

Imo State governor, Hope Uzodimma, has warned ministries, departments and agencies of government whose personnel are allegedly involved in extorting members of the public and abusing the collection of government revenue, saying the hammer will fall on them without notice.

The governor noted that reports from ministries, departments and agencies of government over continued harassment of hapless members of the public, particularly petty traders, have continued to question the integrity of those entrusted with the responsibility of managing the so-called MDAs.

A statement yesterday  by the Chief Press Secretary and Media Adviser to the Governor Oguwike Nwachuku, said Governor Uzodimma’s warning was against the backdrop of a trending voice message on social media alleging extortion of petty traders operating with umbrella shades in Owerri by those believed to be agents of government.

He said that government establishments should keep to their mandates, adding that the harmonised mode of revenue collection in Imo State (Treasury Single Account- TSA) under the watch of Imo State Internal Revenue Service (IIRS) still subsists and that any MDA doing the contrary will be poking its hands in the eyes of the government.

While the officials of the Owerri Capital Development Authority (OCDA) were linked to the voice message, the management of the body has distanced itself from the allegation, insisting that their mandate does not include collection of fees on the streets.

A message from the General Manager of OCDA, Hon. Franklin Nkem Nzewodo did not only frown at the trending voice mail, but saw it as an orchestrated ploy to undermine his office and the good job they are doing.

Nzewodo said: “The management of Owerri Capital Development Authority (OCDA) has frowned at insinuations from interested parties who go about creating the impression that the body collects money from vendors on the streets of Owerri.

“Contrary to such insinuations by callous blackmailers who would deploy any tool to undermine the good work the OCDA is doing in Imo State currently, the management notes that our job specification is not ambiguous for the personnel to comprehend.

“The Owerri Capital Development Authority (OCDA) is a government agency responsible for the planning, development, and maintenance of the capital city of Owerri in Imo State.”

He said that the victory given to the APC in the state would be replicated with resounding development and people-oriented programmes and projects in the coming four years of his tenure.

The Imo governor also commended the residents of the state for the support and solidarity at the polls, adding that their trust would be repaid with more dividends of democracy.

Similarly, Gov. Yahaya Bello of Kogi said that the support given to the APC in the state would translate to more development and better living standards for the people.

He said that the governor-elect would hit the ground running in taking Kogi to a new height, adding that as the outgoing governor he would not interfere in the administration of the new governor.

‘’As Gov. Yahaya Bello nobody dictated to me. I carried my cross and I believe the same thing would happen to Ahmed Usman Ododo as a governor.

“I will not interfere in the government and he also has to carry his own cross just as I did.

‘’What I will assure the people of Kogi is that they have a competent person to rule them and I have full confidence in his ability to govern well.

“The state will have a smooth transition into an efficient administration,’’ he said.

The governor-elect Ododo also gave the assurance that his administration would ensure a smooth transition from the good works of Bello, adding that all the people of the state are in for a new treat.

He said that all hands would be on deck to ensure that all stakeholders were carried along in the new task of a continued development of the state.

  • Why Uzodimma won with landslide

    Why Uzodimma won with landslide

    • By Declan Emelumba

Senator Uzodimma’s unprecedented landslide victory at the recently held gubernatorial elections in Imo State could not have taken any serious political watcher by surprise. This is for the simple reason that he started working hard for his re-election the very day he was sworn in for the first term as Governor of Imo State on January 2020. The expectations were so high, especially from the populace who saw him as a liberator from the tyranny of the past. Having also fought a tortuous legal battle to reclaim his filched mandate, Governor Hope Uzodimma knew that he had to post a spectacular performance to sustain the confidence of the people and erase any doubt concerning his integrity and capacity to govern. It was, therefore, not surprising that he hit the ground running by swiftly tackling the developmental challenges facing the state. From a decayed civil service to decrepit infrastructure, especially roads, Uzodimma moved swiftly to recover the years the locusts had eaten.

Governor Uzodimma quickly unfolded his prosperity agenda encapsulated on reconstruction, rehabilitation and recovery by tackling the dilapidated roads while at the same time working on the battered psyche of the people who had been denied basic amenities for so long a time. It was refreshing that the new administration started off by doing away with the corrupt past through the standardisation and automation of the civil service which ensured prompt payments of salaries and pensions.

As the Caterpillars were all over the place working on the roads from Owerri to the rural communities,  Uzodimma extended his attention to the health and education needs of the people.  The 305 health centres in the state received the much needed attention, and were enabled to provide free health services to the rural dwellers through mobile clinics.   State-owned primary schools in the 305 wards were also rehabilitated.

It is interesting to note that prior to the coming of Uzodimma, the capital city of Owerri had no public water supply. He changed that unacceptable situation. Some of the state-owned industries had become moribund, especially Adapalm Nigeria Limited – a major income earner that was widely described as the goose that lays the golden eggs. Today, Adapalm has come alive again, employing hundreds of Imo youths and boosting the economy of the state.  Other abandoned industries are receiving similar attention.  As expected, Imo people took notice of this.

They also took notice that the youths were being taken care of through a variety of ambitious youth empowerment programmes that saw most of them being taken out of the pit of unemployment. Apart from creating a separate Ministry for the initiative,  Uzodimma ensured that the state government trained and equipped these youths with skills and subsequently empowered them to be self employed and potential employers of labour.  He capped it by introducing the youths to digital skills under the Skillup Imo project.  Today, more than 20,000 of them are proficient in digital economy, while the project targets to train up to 300,000 beneficiaries.  That revolutionary act by the governor also caught the attention of Imo people who saw their sons and daughters being pulled out of poverty.

He also saved transporters and traders from poverty through his road revolution which spanned through the three senatorial zones of the state.  Uzodimma refused to discriminate between federal and state roads because he argued that Imo people use all the roads in the state. His three signature road projects, namely Owerri-Orlu, Owerri-Okigwe and MCC Toronto roads, are a testament to what a committed administration can do over a short period of time. He is also working on other critical roads that offer huge economic benefits to the people of the state. At the last count, he had delivered 100 good quality roads across the state. There is at least a new five- kilometre road in all the 27 local government areas of the state.

Uzodimma didn’t end there. He heard the cries of the people over the despoliation of the state by past administrations. He embarked upon the recovery of state-owned and private assets which were seized by the previous administrations.  He recovered K. O. Mbadiwe University at Ogboko.  He recovered the vast land and property of Alvan Ikoku Federal University of Education which was appropriated by the past administration. He recovered other assets which the owners had lost every hope of getting back, and returned them to the rightful owners. With that action alone, people knew they could trust Uzodimma and his government.

The governor also secured the confidence of the school leavers and students of Imo State when after the recovery of the KO Mbadiwe University went ahead to establish the Imo State University of Agriculture and Environmental Sciences, thus bringing the number of state-owned universities to three.  Currently, the government is funding five institutions of higher learning, thus creating more opportunities for the education of Imo youths,  creating employment for the people and boosting the economy of the host communities.  Through his efforts, Imo State University Teaching Hospital, Orlu is back on track and the training and graduation of medical doctors which was hitherto moribund, has now resumed.

However, outside infrastructure, curbing of corruption, rehabilitation of the civil service through a a number of enduring reforms and the prompt payment of pensions and salaries,  Uzodimma enthroned  a  democratic culture that inspired confidence in governance and ensured inclusiveness in government.  In his appointments of officials,  he ensured equity and balance.  In the relationship with the three arms of government, he deferred to the Constitution by ensuring the separation of powers while still working together with both the other arms of government, namely the legislature and the judiciary. The House of Assembly complex was also completely rebuilt, thus paving the way for the honourable members to return to the assembly complex from exile. The unpaid salaries of judges were also paid, in addition to providing them with new official vehicles for their use.

He also went a step further to establish the Imo Stakeholders’ Forum with whom he interacts periodically to share what is happening in  the government, while allowing the members in turn gave him an update on the feelings of the people through a feedback mechanism.  Members of the forum were drawn from past governors and speakers of the house of assembly, traditional and religious leaders, presidents general of town unions and representatives of market men and women.  Using this medium, Uzodimma regularly felt the pulse of the people and responded accordingly.  He also worked with the Imo Elders’ Council which rendered a similar service for the state.

Indeed, it was from the initiative of the Elders Council that the Imo Charter of Equity which prescribes the orderly transfer of power from one senatorial zone to the other, was enthroned.  The  Charter of Equity prescribed that since Uzodimma was running for his second and last tenure that only candidates from Orlu zone where he hails from should join the fray. The understanding is that after Orlu zone, power will now shift to Owerri and Okigwe zones.  The idea is to ensure a rancour-free contest for power, while at the same time giving each zone the opportunity to produce the governor of the state .

The combination of these factors not only aided the victory of Uzodimma but greatly weakened the capacity of the opposition to even challenge him. Interestingly,  the so-called political analysts forgot that just few months ago,  the Governor’s party, the All Progressive Congress, convincingly won almost all the 27 seats in the state House of Assembly.  That was a clear confidence vote on the governor based on his programmes and policies.  They also forgot that the governor’ s aides who could be found in all the wards in the state campaigned vigorously for him using his projects in the wards as marketing tools.

The opposition’s error of judgement was that they dissipated energy talking about insecurity in the state, which they created as a weapon for de-marketing the incumbent governor.  Instead of campaigning as a united opposition, they were occupied by division and infighting in addition to their poor antecedents.  The people could not trust them, and their clandestine plan to align with some officials of the Nigerian Labour Congress to blackmail the governor backfired.

Funny enough, when tens of groups were endorsing the governor for a second tenure based on his superlative performance,  the opposition dismissed their position as political grandstanding.  But the people walked their talk. Based on the performance of the governor and the Imo Charter of Equity,  the election  became a walkover for Uzodimma.

Now that the people have spoken loud enough, almost in unanimity, to re-elect Uzodimma, the least, the opposition should do is to accept defeat gallantly because, by every account, he deserves the victory. And if his opponents are patriotic enough and are mindful of history, they should join hands with him and work to take Imo to the next level.

The governor doled out N185 million to the families of the deceased as well as to those who survived the attacks.

Imo General Assembly (IGA) has called on Governor Hope Uzodimma to intensify efforts towards tackling challenges of insecurity and infrastructural decay in the state.

The president of IGA, Nnewi chapter, Chinedu Igwe, who gave the advice in a chat with newsmen on Monday, November 20, described security as the highest point of any administration.

Igwe, who doubles as chairman and Chief Executive Officer of Suzuki Don International Limited, noted that not much could be achieved in a crisis-ridden society.

He argued that although security remained a collective responsibility, the government must spearhead the efforts.

While congratulating Uzodimma on his reelection, the IGA boss stressed that the governor’s second tenure was a unique opportunity for him to right the wrongs observed in his first tenure.

He said: “Now that the governorship elections are over, I congratulate Sen Uzodimma for his reelection, I hope he will address the infrastructural decay in the State in his second tenure.

Reacting to the outcome of the recently concluded governorship election in the state, Igwe said he was not surprised that the incumbent governor outclassed candidates of other political parties.

He stated: “I said before the election that opposing political parties were fielding weak candidates against the incumbent governor, so how can I be surprised to see what I saw a long time ago coming to pass.”

  • Imo: Uzodimma’s thorny road to re-election

Imo: Uzodimma’s thorny road to re-election

Damian Duruiheoma writes on the various hurdles faced by the All Progressives Congress (APC) candidate and incumbent governor, Senator Hope Uzodimma before his reelection in the November 11, 2023 governorship poll in Imo State.

ON Sunday, November 12, around 10 am, Governor Hope Uzodimma, the governorship candidate of the All Progressives Congress (APC) was declared winner by the Independent National Electoral Commission (INEC) to retain his seat in Douglas House in Owerri, the Imo State capital.

That development, on a sunny Sunday morning, marked not just the conclusion of a contentious governorship election process of November 11, but also the culmination of Uzodimma’s arduous march to retain his seat.

In the election considered already won and lost, Uzodimma scored 540,308 votes to defeat his closest rivals, Senator Samuel Anyanwu of the Peoples Democratic Party (PDP) and Senator Athan Achonu of Labour Party (LP), who polled 71,503 and 64081 votes to come a distant second and third respectively.

Anyanwu and Achonu are calling for the cancellation of the November 11 poll, alleging that it was tainted by voter suppression, massive rigging through diversion of electoral materials and officials to the homes of the APC officials.

In a joint press conference on Monday, Anyanwu and Achonu asked the electoral umpire to either review the process or cancel the election.

Though INEC is yet to respond to the allegations, some of the parties like LP, have since declared their interest to take their grievances to the election petition tribunal, as stipulated by law.

The governor, a few hours later on Sunday after Mass at the Government House Chapel, reacted to his victory, stating that his reelection victory on Saturday, had vindicated him as the real winner of the 2019 election that brought him to power.

He also extended a hand of fellowship to his fellow contenders from other parties, urging them to join him in a united effort to build and uplift the state. According to him, he would operate a government that transcends political differences for the benefit of all in the spirit of inclusivity.

Since he took office for the first time on January 15, 2020, Uzodimma’s path has always seemed to be thorny. Interestingly, he always stands firm to take on the challenge and fight to a logical conclusion.

His trajectory into active political foray spans over two decades since 1998 when the PDP was formed. He first indicated his interest to be governor in 2003, during the tenure of his kinsman from Orlu, Chief Achike Udenwa and thereafter started playing the role of a political godfather.

In 2011, he sought nomination to go to the Senate and eventually won and got reelected in 2015. He was in the Senate till 2019, when he also sought to become the governor as then governor, Rochas Okorocha was winding up his eight-year tenure. Against the run of play, Uzodimma emerged as the candidate of the ruling APC and went ahead to contest the election.

He, however, came fourth in the election, trailing then winner Emeka Ihedioha of the PDP, Uche Nwosu of the Action Alliance (AA) and Senator Araraume of the All Progressive Grand Alliance (APGA). He did not give up as he believed that he won that election. And in a decision that was most shocking, the Supreme Court declared him the winner of the election.

While Uzodimma battled for acceptance after his Supreme Court victory, the #Endsars protest in October 2020 by Nigerian youths introduced a new vista of security challenge to his administration. Criminal elements took the advantage of the near anarchy created in the system by the #Endsars protesters to embark on kidnapping and armed robbery sprees. They took their criminal activities a notch further by attacking and setting ablaze security formations across the state with personnel either killed or sacked while suspects were released with arms and ammunition carted away.

The situation reached its crescendo in April 2021 when the state police command was attacked and destroyed with dozens of suspects released while the state headquarters of Nigeria Correctional Centre was equally attacked with nearly 2000 prisoners freed. That has culminated into a state of anarchy as the released criminals have since organised themselves into groups to either sack communities or perpetrate criminal activities in communities where they find themselves.

The criminals also found fervor in the activities of Pro-Biafra agitators, who recruited them to challenge the authorities. And in August 2021 when the Indigenous People of Biafra (IPOB), declared sit-at-home to press for the release of its leader, held by the federal authorities, Imo became an easy place to attack due to the number of condemned criminals still in circulation, who were initiating more youths into their criminal gangs through the cover of Biafra agitation.

Uzodimma could be said to have felt the pains of the Imo insecurity more than most victims as his personal house was also attacked and burnt in his Ozuh Omuma village with some security personnel losing their lives in the attack.

In the face of all this, Uzodimma, however, did not give up as he took the battle to the bandits with its attendant collateral damage. While he was succeeding in ridding the state of criminal elements, his political opponents attempted to pitch him against the people as a result of the collateral damage, thus resulting in him being accused of the whole insecurity in the state.

Nevertheless, the result was that Imo, particularly Owerri the state capital and most parts of the state, became the first to ditch the agitators’ sit-at-home order in the Southeast as markets, schools, offices and businesses began to open again for businesses.

Soon, the people of the state who were then feeling the brunt of the killings and violence by the criminal group, euphemistically called, “the Unknown Gunmen,” started appreciating Uzodimma’s efforts.

As he weathered the storm of insecurity, battered image resulting from killings and violence, among others in the state, Uzodimma also began to shift attention to infrastructure and some critical reforms as well as human capital development.

The governor also faced the worst form of propaganda against his government over the killings and the general insecurity in the state. Despite all the propaganda, the governor, party’s hierarchy and all supporters of the APC remained undaunted vowing to retain the number one exalted seat at Douglas House in Owerri, the state capital.

Even in the face of provocation during the electioneering campaigns, the governor was busy preaching peace and appealing to the Labour unions and those who felt aggrieved in one way or the other to give peace a chance.

Uzodimma, a charismatic leader began to woo the opposition just before he picked his nomination form for second term, reaching out to all known political juggernauts, traditional rulers, religious, community and market leaders and asking them to join hands within him in a bid to move Imo to next level.

He did not mince words to convince them in his bid to take the state to a higher pedestal. He noted emphatically that his administration had done enough in the areas of infrastructural development, education, health, security, economy and other critical sectors in the state economy to win the governorship poll.

Read Also: FG flags off release of 4,068 inmates

He also along with the party hierarchy and critical stakeholders transversed the three senatorial districts of the state for intensive campaigns.

Expectedly,  Uzodimma’s victory in the election did not come as a surprise to many. This is because of the groundwork he and his party had done in the run up to the election.

The gubernatorial poll would have been regarded as the most keenly contested election by the senatorial districts in the state. But, Uzodimma proved to be rooted in all the senatorial zones of the state. Thanks to his 100 percent victory in all the 27 LGAs.

One of the biggest factors that aided the Uzodimma /APC to retain the state had to do with the APC being well rooted in Imo since the 2015 governorship election that produced Rochas Okorocha. Also, Governor Uzodimma’s promise to hand over power to Owerri Zone (Imo East Senatorial District) by 2028, became a major key that opened the door for the support of the people of Owerri Zone, which had hardly tasted the seat of power. This accounted for the reasons why the people of Owerri came out  en masse to vote for  Uzodimma.

Secondly, the inability of the opposition to give the voters alternative better than Uzodimma himself worked heavily in favour of the governor, who trounced his opponents by winning in all the 27 local government areas of the state.

No fewer than 17 candidates participated in the election. But only Governor Uzodimma was visible in the political arena. The candidates of PDP and LP barely managed to be seen.

Reasons given for the poor visibility of some the opposition parties were Uzodimma’s alleged stifling of the political parties and stopping them from having a robust campaign by imposition of levies for displaying of their banners along the streets of Owerri and its environs among others.

One such of such levies was the mandatory payment of N54 million before a party could display its banners.

While that lingered, the PDP candidate, Anyanwu was being distracted in his party by those who did not want him to remain as the party’s national secretary. As the campaigns became more intense, the PDP Southeast Zone unanimously nominated the former PDP National Youth Leader, Hon. Sunday Udeh-Okoye as the new party National Secretary.

At the Southeast Zonal Executive Meeting, held in Enugu, the party’s National Vice Chairman, Southeast Zone, Chief Ali Odefa noted that the decision to replace Anyanwu with Udeh-Okoye as National Secretary of the party was to allow Senator Anyanwu concentrate on his electioneering campaign in Imo State.

The party’s decision was followed by an order by an Enugu State High Court sitting in Enugu for the PDP to replace Senator Anyanwu as the party’s National Secretary.

The order was granted following a motion on notice filed by Nwabueze Ugwu, who was seeking the court to declare Senator Anyanwu’s seat vacant due to his then position as the candidate of the party in the election in Imo State.

While ruling on the motion on notice, the court compelled the defendants in the suit- the PDP National Chairman, the PDP National Secretary and the National Vice Chairman, South-East to recognise Sunday Udeh-Okoye as candidate recommended by the South-East Zonal Executive Committee to replace Anyanwu pending the determination of the motion on notice.

The presiding judge, Justice C.O Ajah held that the motion on notice was brought under order 38 rule 1, order 39 rule 1 of High Court rules of Enugu State 2020, supported by 23-paragraph affidavits deposed to by the applicant.

As Anyanwu battled to save his position as the national secretary of the party, he lost a lot of grip on the campaigns. This is as most voters saw him as not being serious with the governorship seat he was vying for. Hence, the abysmal performance at the poll.

Similarly, the LP candidate also got enmeshed in litigation over who was the authentic candidate for the party in that election. He battled for the party’s ticket with Chief Ukaegbu Ikechukwu Joseph.

While the case lasted it was a tension soaked period because it was the peak period for the electioneering campaigns and the election date was drawing nearer.

The Supreme Court finally nailed the coffin of the legal tussle on the 28th of September 2023 when it affirmed that Achonu was the duly elected candidate.

With the conclusion of the governorship election in Imo State, expectations are rife and there are enormous tasks ahead as Uzodimma consolidates on the achievements on security, infrastructure and human capacity development.

The 2023 governorship election has come and gone and against the expectations of many people, it went without troubles. The winner has emerged while the losers are expectedly groaning in pain as a result of scars which may take a long time to heal.

One good deed about the election was that Imo needs peace to return to its body politics to the effect that rotational governorship should be entrenched going forward. More than anything also, the state needs enduring peace to end the allegations of police brutality, extortions and illegal arrests and return the confidence of the people back to the government.

    Victory march for Uzodimma

The leadership and members of the All Progressive Congress (APC) in Imo State yesterday embarked on a march within the Owerri capital territory to express their happiness over the victory of Governor Hope Uzodimma during last Saturday’s governorship election.

Imo State APC Chairman, Dr. Macdonald Ebere, had led his team of party officials from the state, local governments and wards on the march, starting from the APC headquarters on Okigwe road round the metropolis before anchoring at the Government House, Owerri to formally congratulate their leader and governor, Senator Uzodimma, on his electoral exploits.

Addressing reporters and members of the party, Ebere said the march round the state capital was to show how happy the members were and to thank God for Governor Uzodimma’s victory.

”The happiness of the members of the party in the state and beyond knows no bounds,” he said.

Ebere urged the governor to use his second term opportunity to do more for the state and to make the party members happier, saying “God chooses only one person at a time to lead.”

Secretary to Government of Imo State, Chief Cosmos Iwu, who represented the governor, thanked the APC faithful for deeming it fit to come to congratulate their own.

On behalf of the governor, Iwu assured Imo people and the party that though “the renewed mandate is full of challenges, His Excellency is equal to the task.’’

He added: “Imo people should be happy because to whom much is given much is expected.”

He reminded the APC faithful that Governor Uzodimma’s victory was foretold and expected “because His Excellency worked very hard for it and the party campaigned vigorously at all the nooks and crannies of the state, soliciting votes and the efforts paid off.”

Iwu said the governor’s foot soldiers did not expect anything less despite that “unfortunately, some people gathered against the party, the government, the governor and the 3R administration in the state, but because they were not of God they were scattered.”

The Chief of Staff to the Governor, Nnamdi Anyaehie, Deputy Chief of Staff, Emeka Agbo, other members of the state expanded Exco, the entire State Working Committee SWC of APC in the State among others attended the event.
