  • Bayelsa launches manhunt for militants, vandals, robbers

Bayelsa State at the weekend began the enforcement of its new strategy to end the menaces of militancy, pipeline vandalism, pirate attacks, kidnapping and other criminal activities along the waterways and creeks of the state.

The governor of the state, Mr. Seriake Dickson, inaugurated a former militant leader, Mr. Africanus Ukparasia, popularly known as ‘General’ Africa, as the Chairman of the state Waterway Security Taskforce.

At the inaugural ceremony which reportedly took place at the Banquet Hall, Yenagoa, Dickson was said to have mandated the taskforce to provide security agencies with required intelligence to deal with criminals.

The ceremony which later moved to Africa’s palatial home attracted youths and leaders  from different parts of the state including the state Chairman of the All Progressives Congress (APC), Chief Tiwe Oruminighe and the state Secretary of the party, Mr. Marlin Daniel.

Youths were seen engaging in wrestling competition, dancing and singing at Africa’s compound where friends and family members including some former ex-militants went to identify with him.

In his remarks, Africa assured the government of adequate security and intelligence gathering along the waterways of the state.

He said criminals would no longer be allowed to take over the waterways to kill innocent people and subject travellers and traders to untold hardship.

He warned sea robbers and other criminals operating in the state to leave the creeks or face tough times.

Speaking on the choice of Africa, Oruminighe hailed Dickson for the appointment and said though the ex-militant leader is a member of APC, security is for everybody.

He said Dickson, though a member of the Peoples Democratic Party (PDP), recently visited President Muhammadu Buhari to seek ways of solving the Niger Delta problem.

  • NSCDC arrests 12 ‘vandals’ in Niger

The Nigerian Security and Civil Defence Corps (NSCDC) in Niger State has arrested 12 suspects specialised in vandalising power and water board cables.

State Commandant Philip Ayuba, while addressing reporters in Minna, the state capital, said the suspects were arrested in June.

His words: “We arrested 12 suspects for theft and vandalisation of power and water board cables within Minna and metropolis.

“They were charged to court and sentenced to three years imprisonment each, without an option of bail.”

Ayuba added that three other suspects, of which two are minors, were involved in the vandalisation of fibre optic water pipes and power cables.

“We are still investigating their case but two minors, Bashir Sani (17) and Aliyu Yusuf (16), both of Universal Basic Education School in Minna will be arraigned in court.”

  • Civil Defence, Airforce team up against vandals, oil thieves

The Bayelsa State commands of the Nigerian Security and Civil Defence Corps (NSCDC) and the Nigerian Air Force, yesterday, formed an alliance against pipeline vandals, oil thieves, kidnappers and other related crimes in the state.

The Air Officer, Commanding, Mobility Command, Air Vice Marshal Emmanuel Agungu, and the state Commandant, NSCDC, Mr. Desmond Agu, met at the corps’ command base Yenagoa, the state capital, and agreed to form a synergy in crime fighting.

Agungu who was newly posted to the state visited his counterpart in the company of air officers demanding partnership to effectively combat oil thieves, vandals and kidnappers.

Receiving his guests in company with other senior NSCDC officers, Agu said all the security agencies were established in the state by the Federal Government with a singular objective of maintaining law and order.

He said when security agencies work in unison, they will fulfill the purpose of their mission and make the government, their paymaster happy.

He told Agungu that the major criminal activities in the region are kidnapping, pipeline vandalism, illegal refineries and oil theft.

He said the corps under his command had so far destroyed over 3000 illegal refineries in many local government areas of the state.

Condemning activities of vandals, he said the corps was fighting against them because of their negative impact on the environment adding that farms, rivers and natural habitat had been destroyed by vandals.

“Illegal refineries are killing the region. Many people are involved in it. But we are not relating because we have so far destroyed over 3000 of such refineries. We are also combating pipeline vandalism and kidnapping.

“We are fighting vigorously against these vices because of their impact mainly on the environment. When pipelines are destroyed, crude oil spills into the environment destroying farms, water sources and aquatic lives. So, the people no longer catch fish”, he said.

He maintained that forging a synergy would help the security agencies to form a common front against the vices.

Agu also acknowledged that in their partnership, there could be inter-agency conflicts arising from misunderstanding among the other ranks.

“I have alley told my operatives to avoid conflict with other sister agencies. We are one and we must work as a team”, he said promising to provide necessary assistance to the Air Force.

Agungu said the NSCDC under Agu was doing its best in the state to protect the country’s resources.

He said: “We need to work together to achieve results. It will be difficult if we don’t work as a team,”he said.

  • Navy arrests two suspected pipeline vandals in Delta

Navy arrests two suspected pipeline vandals in Delta

Security operatives have arrested two suspects for allegedly destroying oil and gas facilities in Warri, Delta State.

They were reportedly arrested in operations near Tebujoh community in Warri Southwest Local Government Area.

It was gathered that the suspects were among the seven  arrested in two operations on Tuesday afternoon and Wednesday morning by naval officers.

But the residents and other Ijaw indigenes have frowned at the military operation, which led to the arrests.

They described it as a breach of Federal Government’s “ceasefire” agreement.

The first arrest was reportedly made on Tuesday afternoon, involving four persons in a boat.

The second was at 6:30 a.m on Wednesday in which three suspects were rounded up in a boat.

A resident, Alaowei Cleric, told reporters that the suspects were fishermen who were cutting the wood for their fishing business when military personnel intercepted them on their way home in the creeks.

The Chairman of Kokodiagbene community, another Gbaramatu community in Warri Southwest Local Government Area, Comrade Sheriff Mulade, faulted the arrest.

He said: “The Joint Task Force (JTF) came at 6:30 a.m on Wednesday and arrested three persons. Out of the three, one is a student while another is a passenger who was at Tebijoh to board a boat to Warri. They left those two (the student and a passenger). They (JTF operatives) took two 200 horsepower speed boats.”

The Commander of Nigerian Navy Ship (NNS) Delta, Commodore Riami Mohammed, confirmed the arrest of two persons from two operations. He said more suspects had been arrested since the last parade.

The commander said those arrested in error would be released after their innocence would have been established, adding that the target of the operations were vandals of oil and gas facilities.

Mohammed said: “Some of your colleagues have called me that they heard that we arrested a kingpin of the Niger Delta Avengers (NDA). I just said you journalists are beginning to confuse me.

“Like I said, we are after those vandalising our pipelines and blowing them up. After our last press conference, we have made more arrests.

“Anybody, even if arrested in a wrong place, we try to determine their innocence. That one they told you we arrested four persons, we have released three of them.”

  • Residents flee as police, vandals clash in Ogun

Residents flee as police, vandals clash in Ogun

THERE was pandemonium at Elebute, near Ibafo, Ogun State yesterday following gun battle between policemen and suspected pipeline vandals.

Residents were said to have deserted the community after the vandals stormed the area in a reprisal attack against the police.

It was gathered that policemen from the state command on Sunday night stormed the vandals’ hideout and allegedly killed several of them.

The police’s onslaught was said to have been triggered by the murder of a police inspector on Saturday night by the criminals, who also seized his gun.

It was learnt that the area has witnessed several attacks since Saturday, forcing the residents to flee for safety.

The criminals were said to have threatened to torch the police station at Ibafo, but were repelled by soldiers deployed to the anti-pipeline vandalism Taskforce, Operation AWATSE.

According to a man who gave his name as Okon, three armoured tanks belonging to the police were stationed at the police division and other strategic areas along the Lagos-Ibadan expressway.

He said: “Fears of being hit by gun bullets made many house owners and tenants in the area to flee.”

Although the state police spokesman, Muyiwa Adejobi, denied there was a gun duel in the area, a police source said they were deployed to the scene after the hoodlums attempted to burn the station.

“As you can see, we heard the information as you heard. But we are here to protect our station from attack,” said the source.

  • Troops take over sites of vandalised pipelines

Troops of the Nigeria Security and Civil Defence Corps (NSCDC), have taken over the sites of vandalised pipelines in the creeks of Bayelsa State after intensed battle with armed militants.

The state Commandant, NSCDC, Mr. Desmond Agu, said on Sunday that the crack team from its command warded off the ambush laid by the militants to stop security operatives from getting there.

He said after hot exchange of gunshots with the militants, the troops cleared the areas to give room for immediate clamping of the damaged pipelines.

Armed militants had laid ambush after the Sunday’s bombing of pipelines belonging to the Nigerian Agip Oil Company (NAOC) and another oil firm, Aiteo in Nembe and Southern Ijaw local government areas of the state.

But Agu, who spoke on Sunday said following the superior firearms of troops, the militants fled the scene by navigating the creeks.

He said the operatives were following some leads to apprehend them.

“We have secured the crime scene to give room for immediate clamping of the ruptured sections on the pipelines. For the fleeing militants, we will surely get them,” he said.

  • Militants, vandals, sponsors must face the law, says Buhari

Militants, vandals, sponsors must face the law, says Buhari

With the escalating attacks and bombing of oil and power installations in the Niger Delta region, President Muhammadu Buhari on Sunday said that the militants, vandals and sponsors involved will not go unpunished.

He however said that the ongoing attacks will not stop dialogue with the Nigeria Delta leaders towards finding a lasting solution to the crisis.

This was part of his 30 minutes National Broadcast marking his one year in office and Democracy Day.

The President described the last one year as a year of triumph, consolidation, pains and achievements, noting that the people have proved inherently good, industrious tolerant, patient and generous despite the many years of hardship and disappointment.

Buhari disclosed that a significant part of the looted funds have been recovered by the government.

The President therefore directed the Ministry of Information to publish the details and regurlar give updates to the public when new recoveries are made.

The recovered funds, he said, will be openly and transparently used in funding developmental projects.

He said: “The recent spate of attacks by militants disrupting oil and power installations will not distract us from engaging leaders in the region in addressing Niger Delta problems. If the militants and vandals are testing our resolve, they are much mistaken. We shall apprehend the perpetrators and their sponsors and bring them to justice.

“The policy measures and actions taken so far are not to be seen as some experiment in governance. We are fully aware that those vested interests who have held Nigeria back for so long will not give up without a fight.

“They will sow divisions, sponsor vile press criticisms at home and abroad, incite the public in an effort to create chaos rather than relinquish the vice-like grip they have held on Nigeria.” He added

He however said that his administration is committed to implementing the United Nations Environment Programme report and advancing clean-up operations.
Harping on a sustainable approach to address the issues affecting the Niger Delta communities, he noted that re-engineering the amnesty programmes was an example to follow.

On recovered stolen funds, he said: “But today I can confirm that thus far: significant amount of assets have been recovered. A considerable portion of these are at different stages of recovery.

“Full details of the status and categories of the assets will now be published by the Ministry of Information and updated periodically.

“When forfeiture formalities are completed these monies will be credited to the treasury and be openly and transparently used in funding developmental projects and the public will be informed.” He said

But the President noted that the processes of recovering stolen assets, which are in different jurisdictions, are tedious and time consuming.

According to him, the economic misfortune of low oil prices, which averaged at $100 per barrel from the year 2010 and fell to $30 per barrel at the inception of his administration, has provided Nigeria an opportunity to restructure her economy and diversify it through agriculture, livestocks, solid mineral resources, industrial and manufacturing base.

By doing that, he said that Nigeria will import less and make the social investments necessary to boost large and skilled workforce.

Noting that the past administration did not keep anything for the rainy day, he said: “Oil prices have been declining since 2014 but due to the neglect of the past, the country was not equipped to halt the economy from declining.

“The infrastructure, notably rail, power, roads were in a decrepit state. All the four refineries were in a state of disrepair, the pipelines and depots neglected.

“Huge debts owed to contractors and suppliers had accumulated. Twenty-seven states could not pay salaries for months. In the north-east, Boko Haram had captured 14 local governments, driven the local authorities out, hoisted their flags. Elsewhere, insecurity was palpable; corruption and impunity were the order of the day. In short, we inherited a state near collapse.

“On the economic front, all oil dependent countries, Nigeria included, have been struggling since the drop in prices. Many oil rich states have had to take tough decisions similar to what we are doing.

“The world, Nigeria included has been dealing with the effects of three significant and simultaneous global shocks starting in 2014:
A 70% drop in oil prices.
    Global growth slowdown.
Normalization of monetary policy by the United States federal reserve.

“Our problems as a government are like that of a farmer who in a good season harvests ten bags of produce. The proceeds enable him to get by for rest of the year. However, this year he could only manage 3 bags from his farm. He must now think of other ways to make ends meet.” He said

He also promised that the Central Bank of Nigeria will offer more fiscal incentives for business that prove capable of manufacturing products that are internationally competitive.
Stressing that his administration is committed to reforming the regulatory framework and improving the ease of doing business in Nigeria, he said that the first steps to self-sufficiency in rice, wheat and sugar, which are the big users of Nigeria’s scarce foreign exchange, have been taken.

The Labour Intensive Farming Enterprise, he said, will boost the economy and ensure inclusive growth in long neglected communities.

He said: “Special intervention funds through the Bank of Agriculture will provide targeted support. Concerns remain about rising cost of foods such as maize, rice, millet, beans and gari. Farmers tell me that they are worried about the cost of fertilizers, pesticides and the absence of extension services.

“The federal and state governments are on the same page in tackling these hurdles in our efforts at increased food production and ultimately food security.

“And by growing more food in Nigeria, mainly rice, wheat and sugar we will save billions of dollars in foreign exchange and drastically reduce our food import bill.” He stated

On foreign exchange and fuel shortages, he said that the plan of the administration is to save foreign exchange by fast tracking repair of the refineries and producing most of the fuel requirements at home.

He expressed the belief of his administration in democracy as the form of government that best assures the active participation and actual benefit of the people.

  • Vandals are public enemies, says commissioner

Nigerians have been advised to protect public infrastructure.

Lagos State Commissioner for Home Affairs Dr AbdulHakeem AbdulLateef gave this charge at the third Pre-Ramadan Lecture organised by Ojodu Muslim Council in collaboration with Al-Wajud Mosque in Ojodu, Lagos on Saturday.

Delivering a lecture titled Muslim character: Expectations in a corrupt society, AbdulLateef said the world was perfected for man to live in.

He said the presence of natural resources, such as gas, ocean, and crude oil, were to add value to the living standard, if well used.

“The presence of numerous natural resources in Nigeria is a plus because there are many countries that lack the resources endowed in this nation. Nigerians should be grateful by not abusing it,” he said.

The commissioner, who condemned the vandalism of oil facilities by Niger Delta Avengers, said the heinous act would further reduce oil production and revenue generation.

“Nigerians should rise up against those who claim to be Niger Delta Avengers. The destruction of oil pipelines will further bring hardship to the masses,” he said.

  • Northern group wants pipeline vandals prosecuted

A northern group under the aegis of Voice of Northern Nigeria Youth Initiative has called for the arrest and prosecution of any individual found guilty of vandalizing oil installations in the Niger Delta region.
The Niger Delta Avengers had continued to destroy oil installations belonging to multinationals, leaving the country to lose billions daily. National President of the group, Yusuf Musa, during a briefing on Wednesday, in Abuja, explained that the country could no longer endure bloodsheds in the region.

He called for the questioning of any powerful individual supporting the Niger Delta Avengers, including former president, Goodluck Jonathan, if found to be involved with the group. Musa, called on elder statesman Chief Edwin Clark, to intervene in the situation by calling the new agitators to order to protect the region.

President of the National Coalition of Niger Delta Ex-Agitators, NCNDE-A, Israel Akpodoro, recently accused President Jonathan to have created the Niger Delta Avengers prior to his exit in office last year. Musa said: “We the voice of northern Nigeria youth initiative wants to align ourselves to that stand of the leader of the ex-agitators. “He is a very patriotic Nigerian for him to have revealed this
information. It is for the Federal Government to seriously attend to this issue because Nigerians are tired of bloodsheds. We are tired of crisis.

“Jonathan, Asari Dokubo, Tompolo, Edwin Clark should be invited for questioning. Already, leader of ex-agitators have said it that Jonathan has hand in this. He should be brought to book because nobody is above the law. We need the militants as Nigerians so we do not want anybody to be killed.” He stated that the country, after winning the war on Boko Haram could not afford to embark on another battle with the emerging Niger Delta group.

Musa, emphasized that the country needed peace, adding that any individual who “has hand in crisis of this type should be arrested and
prosecuted.” He further said the lives of Nigerians are at stake considering the current state of the economy. In his remark, an All Progressive Congress (APC) chieftain, ‎Chief Peter Igho, threw his support for questioning of those involved. He stated that the people of Niger Delta should be cautioned to promote peace in the region. “People like Israel can still manage whatever problem or destruction of pipes in the region if given the opportunity,” Igho added.
