    Ex-Rivers Administrator Ibas at Villa to brief President

    President Bola Ahmed Tinubu yesterday former Rivers State Administrator Vice Admiral Ibok-Ete Ibas at he Presidential Villa, Abuja.

    Rear Admiral Ibas, who arrived at the State House at about 5:5 p.m., was seen in the company of the Minister of Finance and Coordinating Minister for the Economy, Mr.  Wale Edun and the Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ola Olukoyede.

    Edun had early been sighted entering the Villa, only to return later carrying a file, underscoring the gravity of the engagement with the President.

    Vice Admiral Ibas’ tour of duty as administrator in Rivers State on September 17, following the termination of the six-month emergency rule proclaimed by the President on March 18.

    Last Thursday, President Tinubu had directed the reinstatement of suspended Governor Siminalayi Fubara, his deputy, and Prof Ngozi Odu and members of the Rivers State House of Assembly.

    At its maiden post-emergency rule plenary, the Rivers State House of Assembly, presided over by Speaker Martin Amaewhule, said it would not hesitate to invite the administrator for clarifications should the need arise.

    The lawmakers resolved “to explore the process of knowing what transpired during the emergency rule with regard to spending from the consolidated revenue fund for the award of contracts and other expenditure.”

    But Admiral Ibas publicly rejected the decision to probe the state’s expenditure during his six months in office.

    Records show that Rivers State got at least N254.37 billion from the Federation Account Allocation Committee (FAAC) between March and August, covering the six-month emergency period.

    Details of Tinubu’s meeting with Rear Admiral Ibas were not made public as at press time.

    Bode George warns Rivers Sole Administrator against ‘unconstitutional’ appointments

    Former Deputy National Chairman of the Peoples Democratic Party (PDP), Chief Olabode George, has cautioned the Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), against making appointments and restructuring state boards in defiance of existing court orders, describing such actions as illegal and potentially regrettable.

    In a statement released on Friday, George urged Ibas to respect the Constitution and adhere to the rule of law, following reports that he had appointed officials to oversee the 23 local government areas and reconstituted boards of state agencies despite a court order barring such actions.

    Justice Adamu Turaki Muhammed of the Federal High Court in Port Harcourt had earlier issued a ruling prohibiting Ibas from making such appointments.

    Reacting, George stated, “I want to warn Admiral Ibas: if you act against the spirit of the Constitution, you will be held responsible. Your appointment is for just six months. Even if the President extends it, you will still leave one day, because nobody elected you. Your position as Sole Administrator is not legally recognized.”

    He reaffirmed that Siminalayi Fubara remains the duly elected governor of Rivers State and questioned Ibas’ authority to take far-reaching political decisions.

    “What happens to those appointments when you leave office on September 18? Why are you flouting a valid court order? Did you receive approval from the National Assembly to reconstitute the boards? Do you now wield both executive and legislative powers in Rivers State?” he queried.

    George further warned, “You have no legal right to appoint anyone. This is not a military regime. The Constitution is still in force. Those using you now will throw you under the bus once you leave office.”

    Appealing to Ibas’ legacy as a military veteran, George added, “You behaved honorably as a Naval officer. Don’t let unconstitutional actions stain your record. You did not drown in the Navy—don’t let politics drown you legally and politically. Now is the time to apply the brakes.”

    Rivers: Profile of Vice Admiral Ibok-Ete Ibas (rtd)

    Born in Nko, Cross River State on September 27, 1960, Vice Admiral Ibok-Ete Ekwe Ibas attended Nko and Big Qua Primary Schools before moving on to Hope Waddell Training Institute and later the School of Basic Studies in Ogoja.

    He enlisted in the Nigerian Defence Academy (NDA) on June 20, 1979, as part of the 26th Regular Course and was commissioned as a Sub-Lieutenant on January 1, 1983.

    Throughout his  career, Admiral Ibas pursued extensive professional development. He attended various training programmes, including a technical course in India, pilot training in Kaduna, and amphibious warfare training in the U.S. He also specialized in underwater warfare at NNS Quorra and obtained a master’s degree in Defence and Strategic Studies from Quaid-i-Azam University, Pakistan.

    Vice Admiral Ibas held several command and instructional positions in the Nigerian Navy including  watchkeeping officer and executive officer on various naval vessels in his early days.

    Later, he commanded the Nigerian Navy Underwater Warfare School and Forward Operating Base Ibaka, demonstrating his expertise in maritime security and naval operations.

    His administrative roles were also significant as he served as the Directing Staff and later as Director of the Department of Maritime Warfare at the Armed Forces Command and Staff College, Jaji. He was also the Navy Secretary and Chief of Administration at the Naval Headquarters, where he played key roles in naval policies and logistics.

    In January 2013, Vice Admiral Ibas became the Flag Officer Commanding,  Western Naval Command, where he oversaw major naval operations along Nigeria’s western maritime borders. This role prepared him for his appointment as Chief of Logistics in February 2014, followed by his leadership at the Nigerian Navy Holdings Limited in December 2014.

    On July 13, 2015, President Muhammadu Buhari appointed Vice Admiral Ibas as the 22nd Chief of Naval Staff. During his tenure, he focused on enhancing Nigeria’s maritime security, tackling piracy, and modernizing the naval fleet. His leadership strengthened Nigeria’s naval presence in the Gulf of Guinea and improved collaborations with international maritime security agencies.

     His tenure also saw an impressive recapitalisation of naval fleet with several capital ships, patrol and House boats acquired and built to boost surveillance of the country’s maritime domain.

    Vice Admiral Ibas served as Chief of Naval Staff until January 29, 2021 when he retired and was appointed  as Nigeria’s High Commissioner to Ghana, a position he assumed on July 30, 2021. His diplomatic role strengthened Nigeria-Ghana relations, particularly in maritime security and regional stability.

    His service earned him numerous military decorations, including the Silver Jubilee Medal, ECOMOG Medal, Forces Service Star, and Distinguished Service Star. He was also recognized with the Passed Staff Course (DAGGER) designation and became a Fellow of the National Defence College.

    In October 2022, Vice Admiral Ibas was honored with the Nigerian National Honour of Commander of the Order of the Federal Republic (CFR) by President Buhari. This award recognized his outstanding contributions to Nigeria’s naval operations and national security.

    Beyond his military and diplomatic career, Vice Admiral Ibas is a member of prestigious organisations such as the Nigerian Institute of International Affairs and the Nigerian Institute of Management. His career remains a model of dedication, leadership, and service to Nigeria’s defence and international relations.

    Vice Admiral Ibas is married to  Theresa, a lawyer and their union is blessed with children and grandchildren.
