  • Osinbajo to govs: Stop blame game

    Vice President Yemi Osinbajo on Friday urged governors and other stakeholders to stop the blame game and focus on human capital development in their respective areas.

    He spoke during the launch of Human Capital Development Programme: Healthy, Educated and Productive Nigerians for a Globally Competitive Nation by 2030 at the extended National Economic Council (NEC), meeting at the Banquet Hall, Presidential Villa, Abuja.

    Advising them to resist playing politics with issues, he said that it was time to get the job done.

    The Vision 2030 focuses on the Human Capital Development hinged on health and nutrition, education and labour force participation.

    Osinbajo said: “There is no denying that debilitating levels of poverty existed in spite of huge earnings in the past.

    “We are doing exactly what countries like India and Brazil did in similar situation for instance kick-starting the Social Investment Programme (SIP).

    “Concerted collaboration is required now so we don’t repeat the mistakes of the past. Constant communication with the people is equally important because the resources belong to them.”

    He stressed the needs to promote transparency, accountability and improving existing data.

    Chairman of the Nigeria Governors Forum, NGF, Alhaji Abdulaziz Yari, said governors have been working hard to make the economy work in a more transparent manner.

    He said they remained accountable to the people, adding “we have tried to make sure that every cent is spent.”

  • Plateau killings: Perpetrators won’t go unpunished – Osinbajo

    Vice President Yemi Osibanjo, on Monday, visited Plateau  following attacks that left scores of people dead.

    It would be recalled that within the last two days over 80 persons were killed in the state from attacks on nine communities.

    Osibanjo, who was in the state to assess the situation and interact with leaders in the state, said perpetrators of the heinous crime would not only be arrested but be made to face justice.

    He said that Special Forces have been deployed to restore peace in the state.

    “The Inspector General of Police has deployed more personnel to Plateau and the Chief of Defence Staff has announced this morning that Special Forces will be deployed to Plateau.

    “The Special Forces would complement the Operation Safe Haven’s effort that has been keeping peace in the state,” he said.

    The vice president expressed sadness over the development.

    “The president has said in his statement that whatever it takes, those that committed the heinous crime will not only be arrested but made to publicly face justice,” he said.

    He said that the Federal Government was taken aback because in the last three years, Plateau had become an example of how to restore peace.

    Osibanjo urged all leaders to show restraint in what they say and do.

    According to him, the leaders should avoid things that would create situations that would be beyond control.

    Gov Simon Lalong, in an address, condoled with the families of those who lost loved ones and property.

    Lalong said that he was particularly sad with the development because when he came on board, the Beroms and Fulanis signed a pact and made some recommendations on how to stay and live together.

    According to him, some of the recommendations are being worked on to be passed into law.

    He thanked the Federal Government for the prompt intervention and expressed optimism that the Federal Government would help the state to restore peace in the state. (NAN

    Osibanjo vows to make it difficult for ghost workers

    Vice President Yemi Osibanjo Monday said that the President Buhari led administration will make it difficult for ghost workers to return to the public service payroll.

    Speaking at the Inter Agency Task Team (IATT) International Anti-Corruption Day 2017 in Abuja, he said that the ghost workers, whose names had been removed from the payroll had always found their ways back into the system.

    But his Special Adviser, Adegbolahan Adeniran, who represented him in the occasion, said that government has now put measures in place to making their return impossible.

    He said that the “Federal Government has used its anti-corruption war to weed out 50,000 ghost workers from the payroll. We are going to make it difficult for ghost workers to return.”

    According to him, owing to the operation of the Treasury Single account (TSA) government has blocked so many financial leakages in different government agencies.

    He cited examples with the Joint Administration and Matriculation Examination Board (JAMB) and the Nigerian Maritime administration and Safety Agency (NIMASA).

    He recalled that JAMB never remitted more than N3million into the federation account but only this year it has remitted N5billion and still has another N3billion to remit for the year.

    Meanwhile, the Minister of Solid Minerals Development and the chairman, National Stakeholders Working Group (NWSG) of the Nigerian Extractive Industries Transparency Initiative (NEITI) , Dr. Kayode Fayemi said that the government on July 5, adopted the National Anti-Corruption Strategy (NACS).

    He said that Nigeria has upon return to civil rule, had a strong ant-corruption policy embedded in both the constitution and several organic laws.

    But the policy, according to him,” has now resulted in the creation of the several anti-corruption initiatives to recover and apply proceeds of corruption.

    “We have the Whistle-Blower policy which has yielded significant dividends. At the international level, Nigeria has been at the forefront of proposing resolutions on the recovery and return of stolen assets kept in foreign jurisdictions.

    “We have also proposed resolutions to combat illicit financial flows most of which are from developing counties.”

    The policy, said Fayemi, has instituted several initiatives to recover and apply proceeds of corruption.

    H said that “we are not relenting in our effects to deal with the issues. We continue to see quickening of efforts in enforcement and sanctions as well as innovative methods to prevent corruption.”

    Nigeria recovers $85m Malabu loot from UK

    The Minister of Justice and Attorney General of the Federation (AGF) Abubakar Malami Thursday announced that the Federal Government had just recovered $85million Malabu fund from the United Kingdom (UK).

    His words: “I am also pleased to inform that Nigeria has just recovered the sum of $85million on the Malabu funds from UK.”

    He spoke at the Agenda for Pre-Global Forum on Asset Recovery (GFAR) Consultative Meeting organized by the Mac Arthur Foundation and the Africa Network for Environment and Economic Justice (ANEEJ) in Abuja.

    Malami also added that the Federal Government of Nigeria was concluding negotiation with that of Switzerland on the return of $331million recovered from the family of the late Head of State, General Sani Abacha.

    According to him, the Civil Society Organizations will be involved in the monitoring of the utilization of the funds.

    He stressed that with the conclusion of the negotiation, the different countries involved are to sign a Memorandum of Understanding (MoU) on the repatriation of the funds in the next few weeks.

    The minister said that “we are indeed concluding negotiation with Switzerland on the return of $331million recovered from the late Abacha family. I am pleased to inform that Civil Society Organizations were involved in the negotiation of the Memorandum of Understanding.

    “Most importantly, the Civil Society Organizations will be involved in monitoring the use of funds. With the conclusion of negotiation, parties are to sign a Memorandum of Understanding at the global forum at Asset Recovery meeting and repatriation all follow within weeks as agreed by the parties. ”

    He recalled that Nigeria has implemented the United Nations Convention Against Corruption requirement through the development of National Strategy on Anti-Corruption.

    The National Strategy on Ant-Corruption, according to Malami, was adopted by Nigeria and has been approved by the Federal Executive Council in July this year, which the President is expected to launch in due course.

    He revealed that the Nigeria is currently reviewing its anti-corruption laws, noting that the Federal Government has signed government partnership initiative and completed the National Anti-Corruption national action plan with practical implementation in the country.

    Malami noted that President Muhammadu Buhari is scheduled to launch the National Action Plan very soon.

    He said that “it is pertinent to state at this point that the repatriation of our stolen wealth need very tedious several bilateral agreements entered into between Nigeria and other jurisdictions.”

    Even when the provision of the United Nations Convention against corruption obliged same, the minister said that, parties to facilitate the return of stolen assets between Nigeria and parties are facing several challenges.

    He said that his office has held talks with office of interests during the global forum on asset recovery.

    He said the countries include the United Kingdom, United State of America, Canada, Switzerland, South Africa, Panama, United Arab Emirates, Northern Ireland, Gambia and others.

    The Swiss Ambassador to Nigeria, Eric Mayoroz said Switzerland and the government of Buhari are committed to fight against corruption.

    He noted that his country changed its legislation in the last decade so that stolen money could not be deposited there.

    The envoy said that his country’s law on money laundering is now the global model in the fight against the crime.

    According to him Switzerland was the first country to return stolen funds to Nigeria from the western world after it recovered $22million from the late Abacha’s family.

    He said that then, the Swiss Justice discovered that there were still other assets owned by the family in the country and it froze hundreds of million dollars deposited by the family in the banks.

    The envoy added that after an agreement was signed by the Swiss government and that government of Nigeria in 2014,  the Swiss Attorney General in Geneva decided that the money about $320million  should be given back to Nigeria.

    It urged negotiation with the government of Nigeria and the modalities emerged in 2016 when Malami and the Swiss AGF signed the letter of intent ,that the money should be protected from another attempt of being looted again.

    He added that in June 2016, Vice President Yemi Osibanjo chose the projects to use the money on to include those that would benefit the poorest in the society and that it would be monitored by the World Bank.

    He said “a few weeks ago, at the moment of negotiation, leading to the final point and the writing of the Memorandum of Understanding, we are very grateful to the Nigerian authorities for its commitment to a transparent and accountable decision that is aimed to reduce absolute poverty and providing cash transfers to support the poorest and most vulnerable Nigerian population.

    He said that the Swiss government had insisted that measures must be taken to ensure that the money will not disappear again, noting that the role of the civil society is vital in the matter.

    Mayoroz said that “We openly expect to sign another agreement between the Nigerian Civil Societies and the World Bank even before the end of this year.”

    Speaking, the British High Commission/Ambassador to Nigeria Mr. Paul Arkwright, said that the United Kingdom is keen to see the quick passage of Nigeria’s bill on asset recovery and it is also ready to support its implementation.

    He said that Civil Society Organizations will have vital roles to play in the monitoring and oversight of assets.

    According to him, asset recovery is an important priority in the UK in its bilateral relationship with Nigeria.

    The transparent management and use of money and the returned assets matter more to the United Kingdom than Nigeria.

    He said that his government is insisting that the retrieved funds must be out to good use by the government of Nigeria for Nigerians.

    The United State Ambassador to Nigeria, who was represented by Senior Police Advisor, Mr. Michael Baner noted that the US was not a safe haven for stolen funds.

    The chairman of ICPC Prof. Bolaji Owasanoye  said that Nigeria needs to agree on some framework for asset returning saying that foreign countries a zealous to return stolen assets yet very conservative about returning the money.

    He said one should not criticize the position of the western world on asset return because previously returned ones were mismanaged or re-looted.

    According to him, Nigeria is now trying to put that accusation behind it by developing a roadmap for future asset recovery.

    He called for a framework and structure for the management of returned assets.

    He said that pending the passage of the bill in the National Assembly, there is now a framework which the government is using to diminish accusation against law enforcement agencies who recover asset in a transparent manner.

    GE requests for sovereign guarantee for investment in DisCos

    Management of General Electric (GE) has sought Sovereign Guarantee from Vice President Yemi Osibanjo as condition precedent for it to invest in the country’s Electricity Distribution Companies (DisCos).

    The request came on the heels of the meeting that the GE had with the DisCos in Abuja on Tuesday from which it was shocked at the dismal nature of the Nigeria’s power firms’ balance sheets.

    The Executive Director of Association of Nigerian Electricity Distributors (ANED) Barrister Sunday Oduntola broke this news in Electricity Policy Education Workshop: Energy Corespondents in Abuja Wednesday.

    The theme of the workshop was the “Challenges of the Nigerian Power Sector.”

    He said that   operators need much money for the sector to bridge the liquidity gap.

    The only way the GE can stake its money in the sector, according to Oduntola, is if the federal government can serve as a sovereign guarantee in case of any infraction.

    He said that “as at Tuesday we had a meeting with the team of people from the General Electric. The Head of General Electric had a meeting with ANED. He asked to see our balance sheets. He wanted to know how impressed the sector is. As soon as he saw the balance sheets, he said No! No! He said if the government can provide what is called sovereign guarantee, yes!”

    “In the case of the General Electric, it happened Tuesday. They wanted to know how the sector is doing in terms of doing business. So they are trying to see how they can come in. They have a lot of money to invest. They wanted to know the challenges like the issue of metering, network and others.”

    According to him, the meeting is an ongoing discussion because “they have the money and we need more foreign investors to come in.”

    Oduntola also noted that Nigeria was not conducive for investment even when the power sector was privatized as security of investment always means the sanity of contract.

    He said that the business environment in the country is so difficult to the extent that only two out of the 11 distribution companies can conveniently pay their workers’ salaries as when due.

    Arguing that the Discos have injected fund into their business since 2013, he said that they have installed a total of 612,552 meters.

    He insisted that the companies the major constraint to investment in the sector is lack of cost reflective tariff since there has been embargo on tariff increase since 2015.

    Oduntola recalled that part of the $1.4billion that the paid for the Power Holding Company of Nigeria (PHCN) assets was used to pay off the workers.

    The ANED spokesman commended the administration of President Muhammadu Buhari, which he said has been more faithful to the development of the power sector than the previous ones.

    He said the reason why some DisCos sometimes reject their load allocation, is when the Transmission Company of Nigeria (TCN) evacuates it where there are no equipment to cope with it.

    He added that the DisCos also reject load allocation when it is wheeled to location that is permeated with electricity theft, yet does not pay for power.

    “It is true that sometimes we reject load allocation. I have the right to tell you where I want my light,” he said.

    He condemned corrupt practices in the electricity market which he said are the handiwork of both staff of the companies and their customers.

    Confirming that the Federal Executive Council has approve the payment of N26billion as the verified Ministries, Departments and Agencies (MDAs) debt, he noted that the Minister of Power, Works and Housing, Babatunde Fashola directed that the money should be paid as part of the debt that the DisCos are owing Nigeria Electricity Bulk Trading Company (NBET).

    In other words, he said none of the distribution companies received the cash from the federal government.

    President Muhammadu Buhari, Vice President Yemi Osibanjo, All Progressives Congress (APC) National Chairman, John Odigie Oyegun and other ranking members of the party are expected to participate in the party’s mega rally in Abia State.

    The State Publicity Secretary of the party, Comrade Benedict Godson while speaking with newsmen on Monday in Umuahia, the state capital after the inauguration of the party’s Contact, Mobilization/Rally Committee said that the event would hold in the state capital in October.

    Godson said that the essence of the planned mega rally was to present new members of the party including former Governor of the state, Dr. Orji Kalu, Chidi Onyeukwu Ajaegbu, immediate past President Institute of Chartered Accountants of Nigeria (ICAN), Dr. Sampson Uche Ogah, CEO Masters Energy and former Abia PDP governorship aspirant in 2015 election, Chief David Ogba Onuoha, MD of defunct Bourdex telecommunication and Abia North Senatorial candidate of the All Progressives Grand Alliance, MD of defunct Hallmark Bank and brother to former senate president (Adolphus Wabara), Mark Wabara among other Abia political big weights who will be presented to the public at the event scheduled to hold at the state capital.

    According to Godson, the rally was preparatory to the party’s efforts to woo more supporters ahead of the 2019 general election.

    Earlier in his speech, state chairman of the party, Hon. Donatus Nwankpa who stressed that the party’s doors were wide enough to accommodate others who may join the party even after the rally charged the committee to work hard in order to make sure that the event was a success.

    Nwankpa who recalled how the immediate past government in the state barred the incumbent President Buhari from making use of public facilities during the campaigns and the use of state’s machinery to frustrate efforts of the founding fathers of the party in the state to reach out to intending in 2015.

    The state chairman of APC maintained that he was sure that the people in the party and the popularity of the party in the state, that they were going to produce the next Abia governor.

    He restated that the party would not zone the governorship position in the state to any zone, stressing that the party through an open and credible primaries would present candidates who are willing to serve Abians and deliver dividend of democracy to all parts of the state.

    “A governor is like a father with many children. He loves the children equally and shares his wealth to them without favouring anyone. APC will produce a governor and leaders that have the interest of their subjects at heart. We are not going to promote godfatherism, but to present candidates based on their acceptability by the people who will elect them through a credible primary.”

    Chairman of the committee and deputy chairman of the party, Chief Ogumka Adiele promised that they were going to do the work entrusted in their care with their best.

    Adiele assured that the committee would make sure that more people would join the party before the event holds, stating that they would make sure it became a success.

    Other members of the committee including Hon Acho Obioma, former House of Rep member and chairman Akoka Federal College of Education Governing Board Council, Chief Oxford Wabara and others pledged their commitment in ensuring that they work cooperatively with the committee’s chairman to produce a positive result.

    Health challenges: Makarfi urges Buhari to hand over to Osinbajo

    The chairman of the Caretaker Committee of the People’s Democratic Party (PDP), Senator Ahmed Makarfi, has urged President Muhammadu Buhari to hand over power to Vice President Yemi Osibanjo pending his full recovery from his undisclosed illness.

    Makarfi, who made the call in an interview with our correspondents in Abuja on Thursday, said if President Buhari is not fit enough to remain in office, it’s better to tell the Nigerian people and allow the Vice President to continue as Acting President and return to work after full recovery.

    The leadership of the ruling All Progressives Congress (APC) has said that the President would be working from his official residence, after failing to attend the weekly Federal Executive Council (FEC) meeting for three consecutive weeks.

    But Makarfi disagreed with the APC’s position, saying, “It cannot be okay and it can never be okay. My take is that if the President is not fully fit to stay in office, it is better that he tell Nigerians, so that the Vice President will continue to be Acting President, exercising the powers of acting president.

    “Then you run away from this kind of situation when we allow time for the President to fully recover and assume his mantle of leadership. Me as PDP person, as a human being, I will never wish any human being ill-will even if I disagree with you politically.

    “So it does not matter that it is APC that is the person that is sick. May prayer is that he is fit to serve his term. As a politician, I equally want him to finish his term. So when some people begin to insinuate things, of what interest would it be to PDP should the President be unable to finish his term.

    “We don’t wish him ill will, we want him to be well, we want him to be fit enough to be on seat when in 2019 we go for election and defeat the APC .

    “For a number of reasons, the PDP wishes the President well, for stability of this country, political stability and the fact that we want to defeat a sitting President. We don’t want any confusion politically in this country. It is not good for anybody and as a human being; I never wish anybody ill will irrespective of political differences”.

    Makarfi also reacted to the claim by former President Goodluck Jonathan that some prominent members of the PDP from Northern Nigeria, including the erstwhile party chair, Alhaji Adamu Mu’azu, betrayed him by working against his re-election in the 2015 elections.

    The Caretaker Committee chairman said Jonathan was betrayed by sycophants he surrounded himself with, coupled with the fact that the party leadership made many mistakes and failed to take wise counsel.

    Said he, “The PDP made many mistakes and I have said it before. Of course there were betrayers left, right and centre, even those of us who stood for other elective offices we can be talking that way.

    “We made mistakes; we were not listening to what people had to tell us. We were too comfortable, then of course sycophancy took over and when sycophancy takes over what would you end up with.

    “There were all kinds of betrayals. We have learnt our lessons now. I don’t want to cry over spilled milk. We should learn from the mistakes that we have made for not listening to the true voices of the people.

    “Going forward, we should try to avoid a situation where we would be saying someone betrayed us. No matter what, you will find Judases here and there and you cannot do away with them in life not even in politics.

    “And when they are in majority, you have to look at yourself as a party and the honest truth is that we made fundamental errors. And it created a fertile ground for that betrayal. I am not defending it because it ought not to have happened. And people would have been more patient but not everybody can be patient”.

    On the argument by some prominent Northern party chieftains that PDP would have won the 2015 election if the party had fielded a popular candidate from the North, instead of Jonathan, Makarfi agreed that the race would have been easier for the party.

    “Yes, the result would have been different, but even then, Jonathan as the candidate if the party had listened a lot more, and rejigged its campaign, its language and the message.

    “True or false, the votes difference was about two million. It would have been different even with Jonathan as a candidate. It is not just of him as a candidate, but communicating better and dealing with the right people could have made the situation different.

    “But that is history. So we should learn from the mistakes we have made. So you cannot entirely say because Jonathan was a candidate, of course it would have been much easier, but even with him as candidate, the characters fronting for PDP were not characters that could have won election for the party”.

    On the future of the PDP, in view of the party’s protracted leadership crisis, Makarfi said his group are waiting for the commencement of its appeal against the court backed National Chairman of the PDP, Alhaji Ali Modu Sheriff. The Supreme Court is to commence hearing in the matter on May 5.

    Asked what would be the fate of the PDP should his faction lose the case to Sheriff at the apex court, Makarfi said that would spell the death knell of the crisis-ridden opposition party.

    He continued, “If it happens that way, PDP would die. But those who would be working to kill PDP that way, I assure you they would end up being confronted with a bigger political force than the PDP itself.

    “Because politics is about people, there is no way, let me speak here for the North that I know so well; there is no way in the North with Sheriff at the helm of affairs of PDP that voters would on their own go and vote PDP. There is no way.

    “We have just seen it in a recent election in Delta State that they have turned their back against PDP because of Sheriff. And it may be so in many states of the southern part of this country.

    “These people are alive, they are politicians, they are active. Water will surely find its level. And consistently, we have been saying that we are not going to be caught unawares. We are not going to be caught without options.

    “We cannot boast of what the Supreme Court judgment would be but we are hopeful that they would do what is right. And in our opinion, what is right is upholding the Convention.

    “But should what we think is right not be in law right before the Supreme Court, so be it. We will decide our political direction in good time. And that political direction, I assure you, would be one that would be more potent than the PDP as it is.

    “Because PDP as it is, we know that we carry wounds, a lot of stigmatism, a lot of things and in an effort to kill a rat, you may let a lion loose because God  Almighty that created us loves us and He looks over everybody.

    “God wants something that is good for our people and there is no way you can deny whatever is good for our people no matter the intrigues you apply. You may think you are squeezing people one way, but you may be giving birth to something that you may not be able to squeeze.

    “Win or loose, members of PDP have a bright future. So I am saying PDP members should not be bothered because win or loose at the Supreme Court, they have a brighter political future. A decision will be taken at the appropriate time”.

    Describing what he described as Sheriff’s sinister antics, the party chief accused some prominent members of the ruling APC of foisting him on the PDP against the wish of the majority.

    Said he, “There are invisible hands that are hoisting him, and hoisting him purely with the view to destroying opposition and that is what he is basking in. Nigerians should wake up.

    “It is not about PDP, it is about development of democracy and the voice of democracy in Nigeria. And if it is PDP today, it will be another party tomorrow.

    “That is what we are standing on and that is what we are fighting for so that tomorrow whichever party may find itself in power will not be able to stop easily or decimate opposition in order to have an easy way.

    “You can take a horse to the river, you cannot force it to drink water.  And people will decide for themselves at the appropriate time”.

    According to him, PDP members across the federation would never remain in the party with Sheriff calling the shots, stressing that the party chairman has gone into financial deal with some APC governors with the sole aim of destabilising the PDP in their various states ahead of the 2019 elections.

    “Sheriff is busy factionalising the PDP across the states but we are not going to erect parallel structures in any state in deference to the Appeal Court ruling and in order not to further compound the problem.

    “He is doing this for the APC governors to win comfortably in their various states and he is being paid for the job. Sheriff has taken up a job to destroy the PDP for a fee and that is exactly what he is doing”, Senator Makarfi said.

    On the fate of the PDP in the forthcoming governorship election in Anambra, Ekiti and Osun States, Makarfi said voters in those states will never allow themselves to be without options.

    “You see, politics is local, those states are not sleeping. They have their eyes wide open; they would never allow themselves to be without options.

    “PDP men and women would never allow themselves to be without options, our prayer is that on May 4, all the motions filed before the Supreme Court would have been heard.

    “And if all this are heard, our prayer is that the Supreme Court would do justice in time. And mind you, within the week, even the INEC said this crisis in PDP is affecting its ability to properly plan for elections.

    “So this matter is more of elective matter than that of political party issue because every day there are elections and it is causing confusion in the land.

    “Our prayer is that the Supreme Court will do justice and in our opinion, justice is respecting what the overwhelming party men and women want and do it in good time.

    “Either way, whatever they decide, people would take their position as to what they are going to do and our prayer is that their decision will bring sanity in the land”, he stated.
