  • Buhari’s leadership crucial to victory over Boko Haram, says AIG Ogunsakin

Buhari’s leadership crucial to victory over Boko Haram, says AIG Ogunsakin

Assistant Inspector-General of Police, Zone 12, Tunde Ogunsakin, yesterday said the political will of President Muhammadu Buhari and logistic support have assisted the military, the Police and other security agencies to win the war against Boko Haram.

He said there is no local government in the North-East that is under the control of Boko Haram insurgents.

He said the military and the police have reclaimed the Police Mobile College in Gwoza in Borno State and the flag of the Nigeria Police is already hoisted in the place.

He also confirmed that Inspector-General of Police Solomon Arase has redeployed more police officers and men to the Northeast.

Ogunsakin said Boko Haram suicide bombers have become frustrated in the last two weeks such that they have started killing themselves.

He said: “Well, I was not in the Northeast. But I can tell you that as far as I am concerned by the time I got there, President Buhari had assumed leadership of this nation.

“If the leadership is sound, the followership will equally follow suit. So, because of the leadership the President has shown to the military, the police and other security agencies, we have decimated or considerably weakened the insurgents.

“The President has given us the impetus and logistics to deal with the insurgents. You know he is somebody who wants to go to war; he is somebody who tells you and does what he tells you too.

“The impetus was there and when I went there, it was easy for me to go to all the nooks and crannies of the state with my officers and men. With the political will which the president has given, it was easy for me to follow suit. That is what I mean by leadership. If you have good leadership then the followership will be good.”

On the situation in the Northeast, Ogunsakin said: “There is no local government that is under the control of insurgents now; there is no local government that is under them. All the local governments in the Northeast as we speak now are being controlled by the Nigerian troops.

“So that is why I said the war is won. What we are now trying to do is to keep the peace. As we speak now, even the police force is taking over the control of some areas in Maiduguri and its environs.

“The police have taken over check points in Maiduguri and we have police taking over security in the mosque, in the churches and in the markets in Maiduguri.

“I can tell you that just last week, the road between Maiduguri and Biu was reopened to enable people conduct their lawful activities and businesses. The same thing applies to Damaturu-Biu road.

“Do not forget for the past four years, these roads have been impassable. “Consequent upon this, the IDPs in the seven camps in Damaturu have moved, even without prior prompting, to their towns and villages.

“Peace has returned to Biu axis and the police force is putting on a lot to ensure that the environment is conducive for these IDPs to go to their places of abode.”

Ogunsakin said the police had put measures in place to guarantee the safety of these returnee IDPs in their towns and villages.

He added:” Yes we are guaranteeing their safety. The military is still giving coverage too. You know the military has not moved out totally. The Inspector-General of Police, Mr. Solomon Arase, has redeployed more officers and men from all commands to improve on the strength of the police in the Northeast

“So the police are moving with these IDPs into those areas, they are returning to. As we move into Maiduguri and others, we still have pockets of military presence at the outskirts so that in case of any problem, they can bring the troops. But so far, we are on top of the situation.”

Regarding suicide bombing, Ogunsakin said: “In the past two weeks, the suicide bombers have been killing themselves and there has been less collateral damage to other persons and properties. I think it is just cowardly on them while running away from the military and the police.

“They are running away by trying to bring attention to themselves by going into suicide bombing.”

Responding to a question on the Police Mobile College in Gwoza, he said: “The place has been secured. I think about a month ago the DIG operations hoisted the Nigerian Police flag back there.

“We have police presence there but you know the structures have been destroyed but gradually we will rebuild it because for you to have effective training, good structures have to be put in place.”

Victory against Sunshine from training ground – MFM Coach

The assistant coach of Mountain of Fire and Miracles Ministries Football Club of Lagos, Suleman Obinna Alli has said that the hard earned three points over Sunshine Stars Football Club of Akure in match day 4 of the Nigeria Football Professional League was projected from the training ground.

MFM FC recorded their third win of the season on Wednesday at the Agege Stadium with a resounding 2-1 victory over experienced Akure Gunners courtesy of goals from Newman Musa and Stephen Odey.

Suleman said after the match : “Before the game we told our players that Sunshine Stars are a good team in Nigeria Football no doubt about it if you look at last season they were one of the most consistent teams that played good football.

“We were able to overcome them through determination and the way we took the game to them we knew we were going to win, so we told the players that we needed the maximum three points and we came out and did what we needed to do.

“One good thing about football is when you believe in your players, you know what they can do, then you have the right to say whatever you want to say, we got the three points from our training ground,  we’ve already projected the three points before the game,” he concluded.

The victory against the Akure-based side has taken the Olukoya Boys total points in the league to nine points from a possible12 in the four-week-old top flight.

  • ‘Akeredolu ’ll take APC to victory’

‘Akeredolu ’ll take APC to victory’

A group, the United Youths For Positive  Change, has urged the All  Progressives  Congress (APC) in  the Ondo State to pick the former governorship candidate of the defunct  Action Congress of Nigeria (ACN), Oluwarotimi  Akeredolu (SAN), as its flagbearer in the governorship election.

According to the group, Akeredolu has the experience and clout to defeat the Peoples Democratic Party (PDP) candidate at the poll.

In a statement by its spokesperson, Akinwale  Akinmoladun,  the group said the APC will do itself a great disservice, if it fields a rookie “who is inexperienced about the true nature of Ondo politics” as its candidate in the election.

He said the incumbent governor has failed to maximize the enormous human and natural resources available in the state for the benefit of the people.

Akinmoladun: “We  are appealing to our leaders in APC to give all the aspirants a level playing ground but we strongly believe that only Rotimi  Akeredolu possesses the wherewithal to defeat whomsoever the PDP and Governor Mimiko presents at the polls”.

“Akeredolu aside being an experienced and thoroughbred politician has a firm grip on Ondo politics.

“He is loved both by the aged and the youths. Unlike others who are just jumping into the race now that APC is in power at the national level, Akeredolu has been on the field immediately after the conduct of the governorship election in 2012”.

  • College hails Ajimobi on victory

The management of Oyo State College of Agriculture and Technology (OYSCATECH) in Igboora has congratulated Governor Abiola Ajimobi for the Supreme Court’s verdict affirming his victory in the last general election.

The college, in a statement by its Provost, Prof Gbemiga Adewale, described the governor’s success at the court as triumph of democracy, saying the verdict reflected the confidence the people reposed in the governor to administer the affairs of the state.

The statement reads: “The OYSCATECH management and students heartily felicitate with our Visitor, Governor Abiola Ajimobi, as the Supreme Court confirmed the mandate freely given to him by the people in the last general election.

“As the governor marches on to fulfil the people’s mandate, we pray that the Almighty God offer him the much needed guidance, energy and the wisdom to take the state to enviable heights.”

  • Victory over vermin

    Victory over vermin

•Other states should learn from the Lagos example

Reports that 7,243 rats have been killed in eight markets in Lagos State simultaneously testify to the extent of the rat-infestation problem facing the state and the increased efforts that will be needed to overcome it.

Inspired by the Lagos State government and thanks to the “De-Rat Market” programme of the Lagos chapter of the Environmental Health Officers’ Association of Nigeria, the state’s thriving markets have come under increased rodent-control scrutiny due to the outbreak of Lassa fever and its rapid spread across the country.

The association has laudably taken upon itself the task of eliminating rats in one market per Local Government Area (LGA) every day. Onigbongbo, Oshodi, Oke-Odo, Ikotun, Idanwo, Ojuwoye, Mile 12, and Alaba Rago were the markets where nearly 8,000 rats were killed.

Rats are primarily responsible for the spread of Lassa fever; their bodily fluids contaminate grains and other foodstuffs, thereby infecting humans. Comprehensively eliminating them from all areas of human activity like homes, markets and other places is obviously a major plank in any viable anti-Lassa fever strategy.

The Lagos State Government has reacted to the Lassa emergency with a speed born of experience. The state’s health officials have drawn upon institutions and processes first utilised in its widely-commended response to the outbreak of Ebola Virus Disease (EVD) in July 2014. Isolation centres have been set up; information leaflets are being distributed across the state; anti-viral drugs have been acquired and dedicated ambulances are on stand-by. Disease Surveillance and Notification Officers (DSNOs) in all the LGAs in the state are also facilitating early-detection efforts.

However, the fact that so many rats were found in markets where mandatory sanitation exercises are ostensibly carried out on a weekly basis is an indication that more rigorous exercises may be required in the next few months. Periodic rodent-control measures were not an integral part of such clean-ups, especially given the natural attraction markets have for rats and other vermin.

If rat-infestation is so prevalent in the state’s markets, there must be some misgivings about the condition of its many high-density neighbourhoods, where the sheer mass of inhabitants is likely to cause similar problems. There is also the challenge inherent in inspecting the thousands of foodstuff-carrying vehicles that come into the state on a daily basis to ensure that they are rat-free.

In addressing the rat-infestation problem, the state government is building upon the praiseworthy example set by the Lagos Environmental Health Officers’ Association and increasing its rodent-control efforts in all parts of the state. In addition to private homes, public facilities such as schools, halls, malls, bus stops and similar places must be subject to intensive de-ratting.

In doing this, however, there should be clearly-worded information on the safest ways to eliminate rats. In particular, the proper use of poisons, traps and rat-disposal methods must be an essential part of the ongoing anti-Lassa information campaign.

Nigeria’s other states would do well to learn from the Lagos example. The EVD episode has shown that there can be no alternative to making comprehensive preparations to locate, track, isolate and cure outbreaks of highly-infectious diseases. Those states with large cities must step up their urban sanitation and public enlightenment campaigns and must ensure that their medical facilities are equipped to treat infected patients. States with large farming communities must enhance their agricultural extension services in order to reduce the plague of rats in agrarian areas.

Ultimately, Nigeria as a country must improve its capacity to combat all kinds of vermin. The persistent inability to do this has made the war against diseases like malaria, cholera and typhoid difficult to win. Even while the country struggles with these familiar foes, the mosquito-spread zika virus is beginning to spread across the world. Nigeria must prepare itself.

  • Kwara Central PDP senatorial candidate petitions CJN over ‘stolen victory’

Kwara Central PDP senatorial candidate petitions CJN over ‘stolen victory’

The Kwara Central senatorial candidate of the Peoples Democratic Party (PDP) in the March 28, 2015, National Assembly elections, Abdulrahman Abdulrazaq, has petitioned the Chief Justice of Nigeria (CJN), Justice Mahmud Mohammed and the National Judicial Council (NJC) on the “unjust” ruling of the election petitions tribunal.

In a 13-page petition, which he anchored on six grounds, Abdulrazaq noted that the tribunal overlooked “widespread non-compliance with various provisions of the Electoral Act, 2010 (as amended) and Independent National Electoral Commission’s (INEC’s) election regulations and procedures” in arriving at its decision.

The politician accused the three members of the tribunal – Justices Joshua J. Majebi (Chairman), E. G. Omukoro and U. Z. Mohammed – of ignoring the overwhelming evidence his legal team presented, yet slammed a “shameful verdict”.

He said the action of the justices showed alleged bias, misuse of judicial power, brazen breach of his right to fair hearing and miscarriage of justice, dereliction of duty as well as the judges’ alleged “violation of Judicial Oath of office vide the Seventh Schedule of the Constitution of the Federal Republic of Nigeria (as amended)”.

Abdulrazaq said he contested the March 28 election against Dr Bukola Saraki of the All Progressives Congress (APC), adding that following INEC’s declaration of Dr Saraki as the winner of the poll, he (Abdulrazaq) and his party filed a petition at the tribunal on April 19, 2015.

According to him, by May 7, “the battle had been fully joined, with Dr Saraki, the APC and INEC as the first, second and third respondents”.

Abdulrazaq said he filed the petition because he, rather than Dr Saraki, “scored majority of the lawful votes cast at the election”.

“Hence, I urged the tribunal to annul Dr Saraki’s alleged victory and declare me the genuine winner, instead. Or, in the alternative, to annul the election altogether and order a fresh poll,” he said.

The PDP candidate said the tribunal adopted five issues for determination at the close of the pre-hearing. These are:

    • Some paragraphs in the petition, which Dr Saraki objected to, should not be struck out;
    • Allegations of non-compliance by the petition were proven and, if so, whether they substantially affected the outcome of the election;
    • The allegations of commission of crimes (electoral misconduct) were proven beyond reasonable doubt;
    • The petition was not filed in flagrant violation of relevant provisions of the Electoral Act, 2010 and other relevant laws; and
    • The petitioners are entitled to any of the reliefs sought.

Abdulrazaq said he personally testified, presented certified true copies (CTC) of the election results which INEC supplied and called three other witnesses, “including the leader of a forensic analysis team that inspected and submitted a four-volume report on all the materials used in the election, polling unit-by-polling-unit, which were all admitted in evidence”.

He said Dr Saraki and INEC neither appeared in person nor call any evidence while APC called one witness, Alhaji Ladi Hassan, who tendered INEC’s Form EC 8D (1) and Form EC 8E (1), both admitted as Exhibits D1 and D2.

The PDP candidate said in the course of the trial, his lawyers tendered what he called undeniable evidence of breaches of the electoral law, rules and procedures, “notably huge over-voting, abuse and misuse of the electronic card reader for voter accreditation which helped Dr Saraki, and other acts that proved his purported victory was predetermined and pre-written”.

According to him, his lawyers established that Alhaji Hassan’s exhibits were forgeries, “which at once rendered the election’s return – the very material basis and fact upon which the tribunal was invited to adjudicate – as plainly fraudulent and thus a nullity”.

Abdurazaq added: “The ‘Summary of Results from Local Government Areas Collation at Senatorial District Level’ or INEC’s Form EC 8D (I), which the tribunal admitted as Exhibit D1, showed it was made on March 28, 2015. So, too, was the resulting ‘Declaration of Result of Election’ or Form EC 8E (I) the tribunal admitted as Exhibit D2 and solely relied upon to dismiss my petition.

“Exhibit D1 – the alleged entire collated results – was signed by Dr Saraki’s party agent, Alhaji Hassan and INEC’s Collation/Returning Officer, Dr (Mrs) Mulkah A. Ahmed alone behind the backs of all other party agents, while the ‘Declaration of Result’ (Exhibit D2) was signed by Dr (Mrs) Ahmed.

“But it turned out that a number of results and the Summary of Results from Polling Units Collation at Registration Area level or Form EC 8B (I) which were admitted as parts of Exhibit P1, were completed on March 21, 2015 – that is, one day after the final result that also included the as yet non-existent figures from Form EC 8B (I) were declared on March 28, 2015.

“All these showed INEC trying to do the impossible – riding two horses in opposite directions simultaneously!

“Now, even a rookie ‘bail-me lawyer’ can figure out that Exhibits D1 and D2 were phony. Alas, their Lordships – Justices Majebi, Omukoro and Mohammed – saw things differently. To justify their laughable decision to dismiss my petition, they held that only the ‘Declaration of Results’ (Exhibit D2) is relevant evidence, whose authenticity they also readily accepted – by assumption.”

Emphasising the essence of his petition to the CJN and why he wanted to get justice, Abdulrazaq said: “In sum, I stand by all our submissions as regards all the issues for determination and state that by reason of those submissions, it is clear the tribunal did not properly consider, let alone evaluate, all the evidence before it; and as such, its conclusions were, with respect, bound to be erroneous and faulty.

“The tribunal failed to appropriately use the documents, which were statutory, as the major barometer for ascribing probative value to the evidence with the law.

“By failing to give proper effect to the documentary evidence and by considering the oral evidence alone or with only passing reference to the documents, the tribunal inevitably drew itself into the path of error and infamy.”

Although the Appeal Court upheld the tribunal’s verdict, the petitioner said he believed the CJN would still investigate the matter to ensure that justice is done.

He said: “I realise that litigation must come to an end at some point, and an aggrieved party should accept judicial rulings in good faith; provided, however, that justice is done and seen to be manifestly done.”

Speaking with our correspondent on phone, Abdulrazaq stressed that he was not accusing the tribunal judges of corruption but of dereliction of duty.

The politician said he was interested in judicial justice because the courts are the last hope of the common man to get justice when he feels cheated in certain circumstances.

He said it was baffling that the tribunal under the justices ignored the evidence he presented to them on merit.

According to him, this is the crux of his contention on his election and not the personalities of the tribunal judges.

Efforts to get the CJN’s reactions have been unsuccessful.

But it was learnt that the NJC had acknowledged receipt of the petition and was working on it.

NIGERIA VS NIGER (5PM): Oliseh targets victory

Nigeria will hope to get off to a winning start in the 2016 CHAN against next-door neigbours, Niger today. Kick-off time is 5pm Nigerian time.

Nigeria coach Sunday Oliseh said it was crucial to start the 2016 CHAN on a winning note.

“We have a very good team to do well, but we pray for a good start in the tournament,” said Oliseh, who faces his first major championship since he was appointed the country’s coach in July 2015.

Christopher Madaki and goalkeeper Femi Thomas said they are seeking victory in the opening game in Rwanda.

“It’s victory we are going for against Niger Republic. Opening games are important in competitions and we are looking forward to start the CHAN on a winning note,” said Giwa FC defender Madaki.

Enyimba goalkeeper Femi Thomas said he believes a two-week training camp in Pretoria, South Africa, has been worth it and this will be evident against the Mena of Niger.

“Our camping in South Africa helped us, it brought us together as a team. We are like a family in camp with high spirit. Victory is our target,” Thomas said.

Nigeria will be buoyed leading up to today’s game after they defeated the same team 2-0 in a friendly in Port Harcourt in September.

Ghanaian-born Kofi Dan Kowa will be one of the most experienced players for Niger on Monday having being an international since 2008. He featured at  the 2012 and 2013 AFCONs for his adopted country.

He has posted foreign stints in Tunisia, South Africa and most recently India.

The daring central defender could also play as a defensive midfielder and scored in both legs of the qualifiers against Togo.

Both West African countries are featuring for the second time in this competition.

Niger made their debut at the 2011 tournament in Sudan and reached the quarterfinals, where they lost on penalties to the hosts.

As it were, Niger stopped Nigeria from the 2011 competition after they overcame coach Daniel Amokachi’s team in Kano.
