  • Ag. President, minister urged to probe fraud in ISPON

Ag. President, minister urged to probe fraud in ISPON

A group of concerned Health, Safety and Environment (HSE) practitioners has urged the Federal Government to wade into the ongoing crisis tearing apart the Institute of Safety Professionals of Nigeria (ISPON) – a government-backed advisory body on occupational health and safety matters.

The concerned HSE practitioners, under the banner of Safety Advocacy and Empowerment Foundation (SAEF), called for the probe of the Institute in their open letter titled: Safety family torn apart: Room for accidents, addressed to the Acting President, Prof. Yemi Osinbajo, and the Minister of Labour and Employment, Dr. Chris Ngige.

Describing the crisis as “unhealthy, unsafe and unprofessional leadership”, the HSE professionals, said the country’s recorded success in occupational health and safety regulation could be eroded if the leadership tussle within the Institute was allowed to fester.

They alleged that ISPON leadership was enmeshed in graft and embezzlement, which, they said, was the major reason the Institute’s Governing Board was factionalised. The HSE professionals said corruption had been institutionalised in the apex health and safety body, resulting in professional misconducts and bitter struggle for positions among ISPON leaders.

They urged full audit of ISPON’s accounts by the Economic and Financial Crimes Commission (EFCC) while calling on the Minister for Labour and Employment address the leadership crisis rocking the Institute.

A statement signed by SAEF National Coordinator, Mr Kadiri Shamusideen, Executive Director for Programmes, Mr Dapo Omolade, and Executive Director for Strategies, Mr Jamiu Badmos, reads: “ISPON is presently enmeshed in unhealthy, unsafe and unprofessional leadership tussle which, if not resolved on time, could lead to several unpalatable events that could have been prevented by a visionary and result-oriented leadership.

The professional body that is meant to save lives and properties, but it is now being factionalised with two Governing Boards that resulted from over seven different court cases.

“The national leadership of ISPON has been on the path of a selfish, egoistic and meaningless war, accusations and counter accusations on tenure elongation, financial misappropriation, and lack of financial stewardship in all the branches.

“We also observed irregularities in the running of the Lagos State Branch of the Institute, where members rejected the chairman based on poor accountability and dictatorial leadership. The chairman has been the only executive member since October 7, 2016 and he has not called for any branch meeting, but keep himself busy by organising unapproved training.

“In the light of the foregoing, we humbly plead with the Acting President, and Minister of Labour and Employment to intervene in the ISPON leadership crisis and reposition it to perform its responsibilities in line with its establishment Act 2014.

“We call for the freezing all ISPON’s bank accounts and retrieve the past audited accounts and direct the EFCC to investigate all the financial dealings of the national body and state branches. We want the prosecution of all the leaders (both national and branches) found culpable of any financial fraud, misappropriation, corrupt practices and other crimes.”

  • Lagos: Tears as bulldozer dismantle illegal structures along rail tracks

Lagos: Tears as bulldozer dismantle illegal structures along rail tracks

Occupants of the shanties along railway lines between Ilupeju bypass to Yaba axis of Lagos State, broke down in tears on Friday when a bulldozer ripped through their structures and destroyed goods and properties worth millions of Naira.

No fewer than five churches, three mosques and two preparatory schools were reduced to rubbles in the demolition carried out by the NRC to clear the rail track for the Federal Government Railway Modernisation Project.

The distraught occupants of the structures complained that the corporation did not give them enough time to remove their properties and relocate before the demolition.

The demolition started at 8 a.m when many of the traders were yet to open for business. The operation was led by the chairman of NRC Committee for Removal of Illegal Structures, Mr Anthony Ochuko Onyokoko.

More than 2,000 shanties were demolished in the operation.

The Nation gathered that the occupants got a notice to vacate the shanties on Thursday, less than 24 hours before the exercise was to be carried out.

It was gathered that the NRC officials were in the area on Thursday to mark the structures for demolition.

It took many of the traders by surprise when the NRC officials led a contingent of riot policemen to carry out the demolition.

Some of the affected occupants and traders could not be consoled as they counted their losses.

Mrs Kabirat Adeniji, 48, who operated a wholesale liquor trader rolled on the floor as her three shops were brought down.

She said she had recently stocked her shops with goods worth N500,000.

Mrs Adeniji, who said she rented the three shops 18 years ago, said: “These people (NRC officials) have finished me. There is nothing my children and I will eat again. As you can see, my source of livelihood has just been destroyed by the Railway Corporation. I don’t know where to start again. As I am talking to you, I don’t have anything again.”

The Imam in charge of Orire Mosque which was also demolished, Alhaji Abdulazeez Ajetunmobi, said the mosque was built on the approval of the NRC.

“This mosque was built in 1963 and there was no prior notice for the demolition. We only saw the NRC officials yesterday (Thursday) marking buildings for demolition. We were not told the demolition would be carried out today (yesterday), so that we could start relocating the mosque’s properties. Last month, we spent N2.5 million to renovate the mosque and carry out capital projects. Everything is gone now, ‘’ lamented the 54-year-old Muslim cleric.

Coordinator of a Pentecostal church’s Sunday School, which was also demolished, Mr Israel Komolafe, said the exercise took the church by surprise.

He said the church had been occupying the space for 16 years and had been paying monthly rent to NRC officials. He said the corporation did not give notice to vacate the space.

The affected traders said it was wrong for NRC not to give them time to relocate after its officials collected monthly rent from them. They said the NRC’s Station Manager in Mushin, whose name was identified as Mr Ojo, collected the undocumented rent in cash on behalf of the corporation.

Mrs Pelumi Aluko, a hairdresser, said she paid N2,000 as rent on Thursday, wondering why the occupants were not notified of the demolition before they paid the rents.

In protest, some of the traders besieged the Mushin station of the NRC to get back the rents paid to Ojo, who allegedly ran away on sighting the crowd.

Arguments ensued between the NRC officials and a septuagenarian, Pa Madamidola Aremu, whose property, leased to a Cherubim and Seraphim Church, was marked down for demolition. Aremu, who claimed to have Queen’s Conveyance approving the perimeter of the property, accused NRC of encroachment on his property. He threatened to sue the corporation if the property is demolished.

Prophet Eri Atobatele whose Cherubim and Seraphim (Ijo Temidire) church was also marked for demolition said he paid N275,000 to rent the property six month ago.

Reacting, Onyokoko dismissed the claims that enough time was not given the occupants to vacate the structures and relocate their properties.

He said the corporation had issued quit notice to the occupants three times in the last three years, adding that the notice for the yesterday’s demolition was issued two months ago.

Onyokoko said the demolition was to clear the rail track ahead of the commencement of the modern rail project of the government.

He said none of the shanties built on the rail track was approved by the corporation, dismissing claims that NRC collected rent from the occupants.

He said: “We are starting a standard rail project from Lagos to Ibadan and the only way to make the project successful is to clear railway’s corridors of illegal structures. We have continually reminded them the railway corridor will be cleared.

“The modernisation project will start next week. We gave the occupants notice of three months. We announced on radio and newspaper. So, they are all aware of what is going on now. That is why they are not resisting our officials from carrying out the demolition. The government’s railway modernisation project is for public good. Over time, the illegal structures’ occupants were served notices of demolition. They thought we would not come for the demolition as promised.

On whether NRC is aware of the rent collected from the occupants, Onyokoko said: “We are not aware of any rent paid by the occupants of the illegal structures. To the best of my knowledge, there is nothing like that. If the employees in the lower cadre collect rents and it is not brought to our notice, we cannot know. Why did they not complain before now that somebody was collecting money from them? If any money is paid by anyone, it is to keep them to illegally occupy railway land.”

  • Who becomes America’s 45th president?

    Who becomes America’s 45th president?

    • Continued from yesterday

    Electoral College

It is automatic victory for the winner of today’s election. According to the U.S. Constitution, America’s presidents and vice presidents are not elected by citizens’ votes alone. After today’s popular election, Trump and Clinton will go for another election at the Electoral College.

Electoral College, as the name may have implied, is not an institution, but a group of representatives (electorals) from all the federating states. It is a form of check and balance in the U.S. electoral system to prevent election of a dangerous president.

The purpose behind Electoral College as is to give every constituency an opportunity to have input in the selection of who becomes occupant of the White House.

There is a total 538 Electoral College votes that will be cast. This number is determined according to constituencies represented in the Congress. Each party nominates its loyal members as electorals.

For any candidate to be elected president or vice president, he must garner 270 majority out of 538 Electoral College votes.

It doesn’t mean the popular votes are meaningless; they give candidate a chance to win the Electoral College votes. For a candidate to win electoral votes in a state, he has to win the state during presidential election.

    How Electoral College works

Traditionally, Republican and Democratic parties put together a slate of electorals in each state. These are loyal members and people that could be counted on to support their candidates. According to the U.S. Constitution, one month after the presidential election is held, the electorals of the winning party in each state go to the state capital to cast their Electoral College votes for the president and vice president.

Each electorate will cast ballots for the president and do the same for the vice president. This is regarded as the official election to the U.S. presidency.

Does that mean the popular vote is meaningless?

Winning majority of the states’ popular votes in today’s presidential election is not enough to declare any of the candidates a winner. But, it gives the leading candidate a clear opportunity to win the Electoral College votes of states he or she wins. For a candidate to win electoral votes in a state, he or she needs to win the state in the election.

The State of New York, for instance, has 29 Electoral College votes. Any of the candidates needs to win simple majority of the popular votes to win the New York’s 29 Electoral College votes. It is the same way in almost every state. There are couples of states that are different. Such states include Nebraska and Maine; the reason being that they are very small states.

Can any electoral change his mind?

There is the possibility that an electorate may change his mind and vote against the party’s directive. Although, the electorates are chosen on the basis of long time loyalty to the party and trust, but America’s founding fathers wanted in the system to run a final check and ensure Americans did not elect somebody too dangerous.

The electorates are deemed as responsible people and can ultimately make the decision on behalf of their constituencies. Electorates vote according to their conscience. They, technically, will cast two different ballots. This is why it is technically possible for the U.S. to have a president from one party and vice president from another party.

    Latest Electoral College map

Polls conducted, a few weeks ago, by the Washington Post-ABC News indicated that Mrs Clinton was leading in the Electoral College votes. About 265 electorates polled in favour of Clinton, against 168 going for Mr Trump.

As the election draws closer, the equation changed as more controversies blew out of the both candidates’ camps. The latest Electoral College’s map as the election heads into the final hours is a little more favourable to Mr Trump, but Mrs Clinton still holds a substantial number of the electorates.

What has changed? State of Maine’s second Congressional District moves from being a battleground for both candidates to lean towards the Republican Party. Although Maine only has four Electoral College votes, the state has the potential to decide the ultimate winner of the election.

New Hampshire, too, yesterday moved from being leaned towards Democratic Party to a battleground state. Like Maine, New Hampshire has four Electoral College vote. As it turns out to be a battleground, it means Mrs Clinton and Mr Trump must fight to keep the electorates.

State of Ohio was, for months, a battleground. Some Ohio voters had cast their ballots weeks before the election, but the rest will cast their ballots today. Yesterday, Ohio leaned towards the Republican Party, putting Mrs. Clinton in a precarious position to win the state’s 18 Electoral College votes.

Also, State of Utah switched from being a battleground to leaning towards the Republican Party. Its six Electoral College votes may go for Mr Trump of the GOP wins the state’s popular votes.

    Which way America?

Already, about 40 million people have voted in early voting in 38 states; some 100 million votes are still up for grab today. Americans are faced with hard choice to elect a candidate they can trust between Trump and Clinton. With baited breath, the world expects to see how the U.S. would elect its 45th president and it would manage the outcome of the most divisive election in its history.

  • College republicans revoke Trump’s endorsement

    College republicans revoke Trump’s endorsement

Young republicans at the University of Virginia (UVA) have withdrawn their support for the Republican Party candidate in the November 8 presidential election of the United States (U.S.), Mr. Donald Trump. The decision came barely four weeks after the young republicans grudgingly endorsed Mr. Trump’s candidature.
The UVA republicans withdrew their endorsement for the party’s candidate, following the widespread condemnation trailing Trump’s offensive comments in a sex tape released by the Washington Post last week.
Last month, it was a hot battle of wits and arguments at the series of meetings held last month by UVA college republicans for the endorsement of Mr. Trump. The decision of the young republican to support Trump’s candidature in the presidential election was taken after a close vote.
The young republicans said their Mr. Trump’s past remarks and actions toward women had changed the way many people feel about him.
A statement by the group’s Executive Board reads: “In light of recent events, we, the Executive Board of the College Republicans at UVA, have decided to issue a revoke our endorsement of Donald Trump. We respect our members’ original vote to endorse him, but we also realise Mr. Trump’s past remarks and actions toward women have changed the way many people feel about him.
“We were elected to our positions by our members, who count on us to represent them to the best of our ability. This revoke is nothing more or less than to ensure we are doing just that, by making sure our current actions and positions continue to accurately reflect the views and desires of our members.”
  • How next U.S. president will emerge

How next U.S. president will emerge

Many democracies across the world are fashioned to reflect the United States (U.S.) presidential model. How many of those democracies have constitutional technicalities that almost made the U.S. presidential system a flawless model?

Presidents and Vice Presidents are elected by popular votes in a presidential system. But, the U.S. model is complex. According to the U.S. Constitution, America’s presidents and vice presidents are not elected by citizens’ votes alone. After the popular votes, the contenders for the U.S. presidency will need to go for another election at the Electoral College.

Electoral College, as the name may have implied, is not an institution, but a group of representatives (electorals) from all the federating states. America’s founding fathers ostensibly foresaw a situation where an unpopular candidate may find his way into the White House. “American founding fathers feared the rule of the mob and feared about democracy,” John Zogby, a renowned pollster, said of the Electoral College.

Zogby, senior partner at John Zogby Strategies, said the purpose behind Electoral College as is to give every constituency an opportunity to have input in the selection of who becomes occupant of the White House. He said it is a form of check and balance in the electoral process to prevent election of a “dangerous candidate”.

In the U.S., there is a total 538 Electoral College votes. This number is determined according to constituencies represented in the Congress. The representatives of these constituencies may automatically become the electorals or each party may nominate loyal members as electorals.

Each state has two senators. Membership of the House of Representatives is varied, because it is based on population and size of a constituency.

For any candidate to be elected president or vice president, he must garner 270 majority out of 538 Electoral College vote.

Does that mean the popular vote is meaningless?

Winning popular votes during the presidential election is not enough to declare a candidate as winner, but it puts such candidate in a position to win the Electoral College votes of the state. For a candidate to win electoral votes in a state, he has to win the state during presidential election.

In his analysis, Zogby said: “New York State, for instance has 29 Electoral College votes. A candidate does not have to win the majority of the popular votes to win New York; if that person just wins the total votes cast, that person gets the full 29 electoral votes. It is the same way in almost every state. There are couples of states that are different, such as Nebraska and Maine. It is because they are very small states.”

The electorals are deemed as responsible people and can ultimately make the decision on behalf of their constituencies.

Zogby said: “It is impossible that electorals may go to the state capital to cancel out that state’s votes. This has not happened, but individual electorals vote according to their conscience. When people cast popular votes on election day, they vote for candidates in each party as a single ticket.

“But, electorals, technically, will cast two different ballots. It is technically possible to elect the president from one party and vice president from another party. It depends on who each party chooses as electorals in the first place.”
