  • Russia defends weapon delivery to Syria

    Russia on Wednesday defended its supply of military equipment to Syria, saying it complies with international law.

    In a statement, Maria Zakharova, Foreign Ministry spokeswoman said Russia had long been supplying weapons and military equipment to Syria, which was done under the existing bilateral contracts and in full conformity with international law.

    She added that there were Russian military specialists in Syria instructing local troops in using the supplied armaments.

    According to Zakharova, Russia might consider extra counter-terrorism aid to Syria.

    “If additional measures are required to boost anti-terrorism efforts, then, undoubtedly, these issues will be additionally considered, but exclusively on the basis of international law,’’ she said.

    Earlier in the day, Deputy Foreign Minister, Sergei Ryabkov claimed that Russia would continue sending humanitarian aid to Syria using alternative flight routes.

    He made the remarks in response to the recent move of the Greek government, which closed its air space for Russian humanitarian cargo flights heading for Syria, obviously under U.S. pressure.

    Bulgaria on Tuesday also refused Russian flights to enter its air space on suspicion that the planes might carry military other than humanitarian cargoes.

    “Some countries are deviating from, what I would call, their international duty, namely, the provision of air corridors to the aircraft involved in the settlement of humanitarian problems,” Ryabkov said

    President Muhammadu Buhari has appealed to the United States Government and its Congress to review Nigeria’s status regarding the application of the ‘Leahy Law’ to enable the country access appropriate strategic weapons to fight insurgency.

    The President spoke in a paper he delivered at the U.S. Institute for Peace (USIP) in Washington yesterday.

    He said the blanket application of the Leahy Law by the U.S. on the grounds of unproven allegations of human rights violations levelled against the nation’s forces had denied Nigeria the necessary weapons to prosecute the war.

    The Leahy Law or Leahy amendment is a U.S. human rights law that prohibits the U.S. Department of State and Department of Defense from providing military assistance to foreign military units that violate human rights with impunity. It is named after its principal sponsor, Senator Patrick Leahy of Vermont.

    Buhari said: “In our efforts at combating the activities of Boko Haram, the new government has sought and obtained the support of not only our neighbours, but other international friends and partners.

    “Regrettably, the blanket application of the Leahy Law by the United States on the grounds of unproven allegations of human rights violations levelled against our forces has denied us access to appropriate strategic weapons to prosecute the war against the insurgents.

    “In the face of abduction of innocent school girls from their hostels, indiscriminate bombings of civilians in markets and places of worship, our forces have remained largely impotent.

    “This is because they do not possess the appropriate weapons and technology which they could have had, had the so-called human rights violations not been an obstacle.

    “Unwittingly, and I dare say, unintentionally, the application of the Leahy law amendment by the U. S. Government has aided and abated the Boko Haram terrorist group in the prosecution of its extremist ideology and hate, the indiscriminate killings and maiming of civilians, in raping of women and girls, and in their other heinous crimes.”

    According to him, this is not the spirit of the Leahy Law, and the American people cannot support any group engaged in these crimes.

    The President, therefore, appealed to both the Executive arm and the U.S. Congress to examine how the U.S. Government could provide Nigeria with far more substantial counter-terrorism assistance with minimal strings.

    “The longer we delay, the deadlier the Boko Haram gets. At all events, we have re-written the rules of engagement protecting the rights of combatants and in particular safeguarding civilians in theatres of conflict.

    “As we ramp up our efforts to defeat Boko Haram, we know that winning this battle sustainably will require that we expand economic opportunities and create jobs for our teeming young population,” he added.

    Buhari promised that he would work hard to sustain the goodwill his government has received at home and abroad.

    He said despite the perceived slowness and the reality of lack of resources he would work very hard “so that people will see and believe that we are trying and can deliver and hopefully become less critical.”

    Acknowledging the huge challenges confronting his administration such as the crash in the price of crude oil, oil theft, pipeline vandalisation in the Niger Delta, hostage-taking and insecurity in the Northeast, the president restated his determination to sustain the goodwill by working hard.

    Buhari assured that his administration would improve the quality of governance; ensure that governments at all levels were responsive, inclusive, transparent and accountable, and that public institutions delivered services in a timely and efficient manner.

    “We must win and sustain the trust of the people we govern,” he added

    According to the President, the fight against corruption is a full-time job that his administration would carry with sustained resolve, saying he always maintained zero tolerance for corruption.

    “I am even more committed to fighting this number one enemy decisively because I am convinced beyond any shadow of a doubt that the much needed impetus for our country’s survival is held back by corruption.

    “I will not allow this to continue. Again, as with every action of the government that I lead, we would be fair, just, and scrupulously follow due process, and the rule of law, as enshrined in our Constitution.

    “I will lead by example to ensure the prudent management of Nigeria’s resources. The government will plug the leakages that fuel corruption in Nigeria,” he said.

    He noted that the future of Nigeria, indeed the future of Africa, “lies in democratic governance, not only because it is the expression of the will of the people, but because democracy can help us build fair, just and inclusive societies.

    “Only in a democracy can Africa’s numerous ethnic, cultural and religious diversities find harmonious expression, and the freedoms and opportunities that come with it.”

    Buhari called on the U.S. Government to help Nigeria’s democratisation process to gain roots by investing in the expansion of education, health and economic opportunities for the millions of youths.

    Ekiti State Commissioner for Works Kayode Oso, Special Adviser to the Governor on Political Matters Ademola Bello and four others were yesterday arrested by the police at the vicinity of the House of Assembly.

    They were among the loyalists of Governor Ayo Fayose who laid siege to the precincts of the Assembly complex, waiting for the 19 All Progressives Congress (APC) lawmakers.

    Also arrested are Adeyanju Oluwole, Raphael Adebayo, Babajide Adebayo and Wasiu Ogunsakin.

    Police sources said they were arrested with one black colour Ford pick-up van with registration number EK 05-B27 and one blue Toyota Hilux van with registration number AA 363 YEK.

    The two vehicles, believed to belong to the state government, were carrying weapons, including nine live cartridges, 10 cutlasses, charms, fake US dollars, a carton of Regal dry gin, a parcel of Indian hemp and six small kegs of kerosene.

    Some of the thugs in the entourage reportedly escaped during their encounter with the policemen.

    Police Commissioner Taiwo Lakanu could not be reached for comments on phone proved abortive as he did not pick his calls. Neither did he reply text messages sent to his cell phone.

    Police spokesman Alberto Adeyemi, in a text message, said he was not aware of the arrest.

    Military uncovers heaps of weapons in Baga, says DHQ

    The Defence Headquarters yesterday said heaps of weapons have been uncovered by troops in Baga, Borno State barely 24 hours after reclaiming the fishing settlement.

    It also claimed that a soldier was stabbed and another shot at close quarter during the cordon and search going on in the area.

    A statement by the Director of  Defence Information, Maj-Gen. Chris Olukolade, yesterday said: “Troops engaged in cordon and search in Baga  continue to discover more arms of various background and shapes abandoned in some houses and the surrounding by fleeing terrorists.

    “Heaps of weapons most of which were strange looking or destroyed are still being gathered. Many abandoned or destroyed motorcycles have also been discovered.

    “A soldier was stabbed while another was shot during a close quarter battle which ensued  as troops involved in cordon and search caught up with some of the fleeing terrorists yesterday (Saturday) evening.

    “ A number of individuals who claimed to be residents are also being interrogated in order to ascertain their identity and motive.

    “The group consisting mostly women continued to hail and cheer the troops as they conduct thorough search in the area. Wanting to be sure the group was not working for the terrorists despite the excitement, they had to be placed under watch.

    The cordon and search as well as patrol of the localities continue while the offensive on terrorists is progressing in other areas of the theater of the counter -terrorist campaign.”

    Campaigners accuse Shell over weapons

    Shell lobbied the government to send millions of pounds of weapons to Nigeria that may have fallen into the hands of militants guilty of human rights abuses, a report has warned.

    Oil theft in Nigeria cost Shell some £160million in its last set of quarterly results and the Anglo-Dutch firm has sought Government help to deal with the fragile security situation in the county.

    But sending weapons to Nigerian security forces risks further destabilising a dangerous situation, said campaign group Platform.

    The UK has spent close to £12million in military aid to Nigeria since 2001, according to a Freedom of Information request, including on machine guns and other weaponry.

    SPDC, Shell’s joint venture with the Nigerian government, also provides funding to the Joint Task Force, a military-police squad that helps protect its pipelines and rigs. And according to Platform, Shell lobbied the UK and US governments to increase military aid to Nigeria.

    Minutes of a meeting between Shell’s Malcolm Brinded and the Foreign Office in 2006 state that Shell was ‘keen to see HMG [Her Majesty’s Government] looking for further opportunities to assist Nigeria with Niger Delta security and governance’.

    The amount of military aid from the Government to Nigeria subsequently increased, helping offset Shell’s own costs in Nigeria. But Platform warned that no measures were put in place to prevent arms falling into the hands of militant warlords and human rights abusers.

  • 10 ‘mercenaries’ arrested with weapons in Benue

    Men of Operation Zenda, the Benue State security outfit, have arrested 10 suspected mercenaries who allegedly attacked Kurayemen village and killed five Tiv farmers in Mbayer-Yandev ward, Guma Local Government Area, last Sunday.

    The suspects were also said to have set ablaze 400 houses in 11 compounds. Property worth millions of naira were allegedly destroyed in the attack.

    A member of the House of Assembly, representing Makurdi North, Avine Agbom (ACN), told The Nation that he got distress calls from members of his constituents that their village was under heavy attacks by suspected Fulani.

    The lawmaker said the callers told him that the attackers were killing harmless farmers and setting their homes ablaze.

    Agbom said: “I immediately called the Benue State security outfit, code named Operation Zenda, with a combined team of soldiers and mobile policemen. They responded immediately. They stormed the village and arrested 10 suspected mercenaries and recovered several sophisticated weapons from them.”

    The lawmaker said the security team also recovered over 40 motorcycles.

    He alleged that the suspected mercenaries came to the village with over 300 cows and pretended to be grazing before they carried out the Sunday attack.

    Agbom hailed the Commandant of 72 Special Forces Battalion in Makurdi, Lt-Col. Abubarkar, for his immediate response, which led to the arrest of the suspected mercenaries.

    Police spokesman, Daniel Ezeala, a Deputy Superintendent of Police (DSP), confirmed the arrest of the 10 suspects.

    He said: “The Army handed over 10 suspects for murder and mischief by fire (arson)…”

    Mimiko’s claims on weapons false, says Akeredolu

    The Akeredolu Campaign Organisation (ACO) of the Ondo State Action Congress of Nigeria (ACN) yesterday said the allegation by the ruling Labour Party (LP) that it had bought N200million weapons of destruction was false.

    Through its Director of Publicity, Mr Koye Odogiyan, the LP yesterday in Akure, the state capital, alleged that “as part of the plans to effect this, arrangements have been concluded by the opposition party to bring to the state, ahead of the October 20 election date, 100 sophisticated guns and the accompanied ammunition as well as bullet-proof vests”.

    But in a statement in Akure by its spokesman, Mr Idowu Ajanaku, ACO said the LP allegation showed that the party was practising “elementary subversive techniques”.

    The statement reads: “It is on record that security agents have apprehended LP thugs in several parts of the state with dangerous weapons, as a confirmation of the alarm already raised by ACN in several statements. It is also a fact that it is the LP that has been unleashing violence on members of opposition parties in the state. We believe the LP is only trying to practice elementary subversive techniques.

    “It was LP thugs that attacked the chieftains of ACN during the late Adebayo Adefarati memorial lecture in Akure. They attacked Mr Oluwarotimi Akeredolu’s convoy after the state primaries. They attacked him during campaign in Okeluse. They have attacked our members in Akure during ward meetings in Lafe, Ijoka area of Akure and at Oka Akoko. In fact, Akeredolu confronted Mimiko for promoting violence during the meeting of the Director of the State Security Service (SSS) with leaders of the parties in Ondo State.

    “It was LP that can afford to spend N200million on weapons and not ACN, a party that is not in government. If we had such money, we would rather spend it on our campaign.

    “We, therefore, call on the security agents not to allow the LP to practise their diversionary tactics on them. It is the LP that they should beam their searchlights on.

    “For us in ACO, we want to remind Governor Olusegun Mimiko and his co-travellers that the Ondo State people are not cowards and that no amount of intimidation and lies will make them change their minds from voting him out in the October 20 poll.

    “The people of the state are determined to vote for ACN, which has promised to replicate the massive infrastructural development of Lagos, provide 30,000 jobs within 100 days in office, to stem the tide of the criminal neglect of the youths of the state.

    “The ACN standard bearer, Akeredolu (SAN), is a honest man. He has the pedigree and integrity. He is trustworthy. Ondo State people can trust him to fulfil his promises because he is another SAN with a sound mind.”
