TCN bars website on power generation

The Transmission Company of Nigeria (TCN) has barred access to its website on the volumes of electricity generated, distributed and transmitted in the country.

This is coming as generation dropped to below 3,000 megawatts (Mw) in recent times, a development which has negatively impacted on electricity supply in Nigeria.

Known as www.nsong.org, the website, which provided information on what the state of turbines and their output are; how many megawatts of electricity are generated; the volume of power that is distributed, transmitted and projections made in respect of electricity production in the country, has been shut, with no explanation offered by TCN management.

The Nation’s findings revealed that visitors to the website have since last week been unable to access the site.

It was further gathered that the development has left stakeholders including journalists who use the site as a source for their stories disappointed.

Efforts to get TCN’s spokesman, Seun Olagunju, to speak on the issue proved abortive as calls and text messages made to her were not replied.

    N78.3m Website: BudgIT defends tweets

Nigeria’s foremost civic technology organization, BudgIT, Tuesday denied any political interest in the controversy trailing the award of N78.3 million used to upgrade the website of former Lagos state governor, Babatunde Fashola.

BudgIT, in a statement by its Team Lead/ Co Founder Oluseun Onigbinde, said that the organization only called for openness, accountability and transparency in the management of public funds.

He said that the organization has come under threats over its tweets in the past few weeks over the amount awarded for the website.

Onigbinde said that as a data-driven institution, it will continue to ask questions on projects carried out with tax payers’ money.

The statement reads: “In the last week, a lot has been said about the work BudgIT does. Our motives have been questioned, our support from trusted partners queried, accusations made against our staff – and now we have received new information about threats. These threats directly reference our Tweets about information published on the Lagos State Public Procurement Agency website for the “Upgrade of www.tundefashola.com website post May 29, 2015 Handover.”

“We are disheartened that in a democracy, threats are being made over the mere fact that a civic organisation highlighted public finance data to none other than the public.

“We reiterate that the information was, and (at the timing of this statement), still is on the website, and therefore in the public domain, and therefore legally open to scrutiny by BudgIT. http://www.lagosppa.gov.ng/awarded-contracts/details-contracts-award-2014 .We have made no accusations, neither have we published any (secret) document or violated any government rules.

“We are at a loss as to why these threats should be made, as our actions were motivated by nothing more than our role as an institution respected for data-driven advocacy for accountability, transparency and openness in the management of public funds in Nigeria.

“We state once more that we have no political interest as we don’t take funds or seek untoward favours from government officials or politicians. Our relationship with government institutions has always been on intersecting civic engagement with institutional reform and this is mainly funded by international donor support.

“We also want to state that we are not interested in any timing as regards the motives of this as we have only highlighted a public document published on May 13, 2015. We advise other Nigerians to interrogate the document and ask questions as responsible tax-paying citizens.”

  • ‘NIJ lacks functional website’

How can an institute seek to promote learning in the 21st century without a functional website? This was the question students of the Nigerian Institute of Journalism (NIJ) in Ogba, Lagos, asked when many of them learnt the school did not have a website.

This would make the institute lose its values as a foremost journalism school, Omolara Ogunwale, ND II student, said.

She said: “In this era when higher institution are exposed to the ouside world based on Internet traffic, NIJ cannot afford to lag behind. The management has to join the bandwagon and do what is necessary.  They have to make things easier. If any information needs to be passed to students, it has to be through the website for widespread dissemination.”

A student, who did not want his name in print, said: “It is disappointing that a school of mass communication does not have a functional website in information age. It confuses every right-thinking human and makes one feel like he belongs to a Stone Age school.”

A member of the Students’ Representative Council, Olusegun Akinleye, said: “It is not pleasant to hear that anytime our results are released, we cannot access them on the Internet, except we come down to the school. This is not the best thing for the school. The management needs to open a functioning website to make learning easy for us.”

  • Oil revenue drops to N457b, says CBN

Oil revenue drops to N457b, says CBN

FEDERAL Government’s earnings from oil dropped by 29.2 per cent to N457.23 billion in August, the Central Bank of Nigeria (CBN) has said.

In a statement obtained from its website, the CBN said the oil receipts constituted 60.1 per cent of the total revenue.

It said the revenue fall was largely as a result of the shortfall in receipts from exports and other oil revenue during the period.

At N303.06 billion, gross non-oil receipts constituted 39.9 per cent of the total, and was 0.9 per cent above the monthly budget estimate. This was however lower than the level in the preceding month by 25.1 per cent. The increase in non-oil revenue relative to the receipts in the preceding month, reflected largely the rise in receipts from corporate and education taxes.

It said the rise in receipts relative to the monthly budget estimate, reflected largely the increased receipts from Corporate and Education Taxes, adding that Federal Government estimated retained revenue was N261.88 billion, while total estimated expenditure was N362.16 billion. Thus, the fiscal operations of the Federal Government resulted in an estimated deficit of N100.28 billion, compared with the provisional monthly budget deficit of N73.92 billion.

The report said Nigeria’s crude oil production, including condensates and natural gas liquids, was estimated at an average of 1.88 million barrels per day (mbd) or 58.28 million barrels for the month. This was 0.03 mbd, or 1.6 per cent higher than the 1.85 mbd (57.35 million barrels) produced in the preceding month. It attributed the development to the successful arrests and constant clampdown of crude oil vandals, even though crude oil theft in the Niger Delta region continued to impact negatively on output.

The CBN said crude oil export was estimated at 1.43 mbd, or 44.33 million barrels per month, stating that this represented an increase of 2.1 per cent, compared with 1.40 mbd, or 43.4 million barrels recorded in the preceding month. Deliveries to the refineries for domestic consumption stood at 0.45 mbd, or 13.95 million barrels during the review month.

The regulator said the average price of the Organisation of Petroleum Exporting Countries’ (OPECs) basket of 11 crude streams increased by 2.9 per cent to $107.52 per barrel, compared with the level in the preceding month.

A breakdown of receipts showed that proceeds of industrial, manufactured, minerals, agricultural, and food sub-sectors stood at $88.05 million, $44.33 million, $27.12 million, $42.13 million, and $7.08 million, respectively.

It said world crude oil output in August was estimated at an average of 90.04 million barrels per day (mbd), while demand was estimated at 90.18 million barrels per day (mbd), compared with 89.95 and 89.64 (mbd) supplied and demanded, respectively, in the preceding month. The rise in demand was attributed to increased transportation and industrial fuel usage by the low income economies.

  • NGF: Ekiti has best website

    NGF: Ekiti has best website

THE Nigeria Governors’ Forum (NGF) has ranked Ekiti State’s website, www.ekitistate.gov.ng, the best in the country this year.

At its last meeting, the forum said Ekiti’s webpage clinched the first position for “its effectiveness and management”.

The state’s 3.0 six-channel website, which came second in last year’s assessment, was applauded for its “rich content, superb visual resolution, cross compatibility with mac and windows, as well as its accessibility by major browsers”.

Governor Kayode Fayemi hailed the state’s Information and Communication Technology (ICT) team for their efforts, noting that ICT has helped the government become more accountable.

Fayemi said: “There is nothing the state government does today in terms of social/infrastructural development, which the public do not have access to and cannot appraise. This supports our claims on participatory government and e-governance.”

According to the ranking, Ekiti is followed by Cross River State and Kano is third.

Other states in the top 10 include Ogun (fourth); Oyo (fifth); Bauchi (sixth); Bayelsa (seventh); Adamawa (eighth); Abia (ninth) and Nassarawa (10th).

The NGF’s panel of experts scored the 36 states’ websites in the following areas: technical, design, navigation, content and engagement.

Other key points were social media, feedback mechanism, FAQ, sitemaps, links, graphics, logo, language, load time, visual and validation.

Ekiti State’s website was scored 268; Cross Rivers 264 and Kano 252.
