    About Peter Obi, Obiano

    THE Italian painter Leonardo da Vinci once said that poor is the pupil who does not surpass his master. The governor of Anambra State, Willy Obiano, seems to have taken this nugget to heart as he prepares for the mother of all showdowns with his erstwhile political godfather Peter Obi.

    Not too long ago, Obi and Obiano were a beautiful tag team who together wrestled the other gladiators in Anambra politics into submission.

    During Obi’s eight-year reign, Obiano was the faithful lieutenant, helping his boss to deliver beautiful governance dividends while also learning the ropes from the master. But their relationship turned sour soon after Obiano assumed power as the executive governor of the state tagged the Light of the Nation. The erstwhile partners turned into foes with Obi defecting from APGA to the PDP.

    Come November 18, the former close pals will have a winner-takes-all face-off in the state’s version of Wrestlemania. Obiano will be gunning for a second term, while Obi will be deploying his heavy artillery in a bid to fire the PDP candidate, Oseloka Obaze, to victory.

    Anambra Massacre: Bring perpetrators to justice, Saraki, Ekweremadu urge police

    The President of the Senate, Dr Bukola Saraki, has expressed sadness over the killing of some worshipers at St. Philip’s Catholic Church, Ozubulu, Anambra, on Sunday.

    The Deputy President of the Senate, Ike Ekweremadu, also condemned the tragedy and called for the arrest and prosecution of those responsible.

    Saraki, in a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, stated that the killing of worshippers was evil.

    He called on security operatives to bring perpetrators of the crime to justice.

    “Today, my heart goes out to Nigeria’s Christian community, Gov. Willy Obiano, the people of Anambra and the families of the victims and the survivors of this terrible massacre.

    “This brutal act of attacking innocent and unsuspecting worshippers represents the purest kind of evil.

    “Our security forces must not stop until everyone involved in the orchestration and execution of today’s massacre in St. Philip’s Catholic Church is brought to book by the strong arm of justice.

    “The Senate will continue to offer assistance in this endeavour because today, all of us as Nigerians have been attacked by this senseless act committed by evil people,” he said.

    Saraki further urged security agencies in the country to step up their intelligence activities to prevent activities of criminals.

    He also called on security agencies to unravel any crime committed against Nigerians by undesirable elements in the society.

    • Assents to 2014 Budget

     

    Governor Willie Obiano of Anambra State Friday evening swore in 19 commissioners and 10 Special Advisers cleared by the state House of Assembly on Thursday to serve in his Government.

    Obiano while performing the ceremony at Government House, said that he demanded 100 percent loyalty from the newly sworn commissioners and special advisers and that any one he found wanting will be relieved of his appointment.

    The Governor described them as some of the finest in Anambra State and encouraged them to abide by the oath of office they have sworn to and so he expected the to deliver.

    He reminds them that Anambra people look forward to their delivering on the four pillars of administration.

    The Attorney-General and Commissioner for Justice, Mr. Anali Chude who spoke for the newly sworn in appointees pledged to work at the pace of the Governor and not to disappoint him and noted the vigorous effort put in by the Governor to accomplish his task of sifting from the many names available to him and thanked him for finding them worthy.

    The commissioners sworn in are: Anali Chude-Attorney-General; Commissioner for Justice; Callistus Ilozumba who served under Governor Peter Obi administration retains his portfolio as Commissioner of Works, Mrs. Azuka Enemuo who also served Governor Obi again retained her portfolio of Commissioner for Local Government Affairs, Greg I. Obi Commissioner for Finance and Prof. Kate Omenugha, former Head of Mass Communication department at Nnamdi Azikiwe University-Education.

    Others are: Professor Solomon Chukwulobelu-Commissioner for Economic Planning and Budget; Mr. Ifeatu Onyejeme- Trade and Commerce ;  Dr. Mrs. Vicky Chikwelu-Women Affairs,  Chinedu Emeka who was former  Deputy Governor to Chinwoke Mbadinuju was appointed Commissioner for Public Utilities and Water Resources and Community Development; former Sun newspaper Managing Director  Tony Onyima- Information and Culture, Chief Chukwuma Mbonu-Transport, Chief Evaristus Ubah-Environment; Mrs. Stella Onuora –Lands, Survey and Urban Planning.

    Others are: Chief Nnamdi Meko, former chairman of Nigeria Farmers Association, Anambra State chapter-Agriculture, Obi Nwankwo-Science and Technology; Tony Nnacheta-Sports, Dr. Joseph Akabike-Health; Chief Nobert Obi-Special Duties; Chief Tony Nnachetam-Youth and Sports as well as Chief Law Chinwuba who is Commissioner for Housing.

    Also sworn in were 10 Special Advisers namely: Mr. Alex Ejesieme-Legal counsel;Amaechi Akume- Urban Planning; Hon,Tonia Tabansi Okoye-Special Duties, Mrs. Vivian Nwandu-Millennuim Development Goals; Amaka Ilobi-Public Works, Ngozi Okonkwo-Internally Generated Revenue (IGR), Chukwudi Anara-Security and Onyekachukwu Ibezim-Youth Empowerment; R.O. Udemba-Special Duties, Mr. Amaechi Ogume-Urban Development and Town Planning. One of them Chief Joe-martins Uzodike was absent at the ceremony. He was said to be absent on medical grounds.

    Obiano also assented to the Anambra 2014 budget “for the family and wealth creation” and thanked the state House of Assembly for passing the budget saying it  is a sign of continuity.

    The budget is N145.4 billion which is 24 percent higher than the 2013 budget.

    Obiano said he has commenced alignment of the budget to the economic  focus areas of his government which he called economic pillars including Agriculture , Industrialization, trade and commerce and oil and gas.

    He pointed out t that his model for driving economic growth in Anambra is reflected in a wheel of progress which with successful implementation of initiatives developed around these economic pillars, the state sustainably deliver the dividends of democracy to our people such as good roads, an orderly and well secured society.

    Obiano concluded : ‘’….so we must focus our energy and resources to being the best in the four economic pillars relative to other states and regions around us. …we will restructure our budget such that over 50 percent of the budget is spent on establishment enabling environment for the four pillars making it easy for investors and businesses to come in and excel here with resultant significant growth in IGR collected in the state. It will also enable us to effectively fund continued investment in achieving our MDG Goals and capacity to deliver the dividends of democracy.

    ‘’It is my intention to implement this budget successfully and in so doing set the stage for a more vibrant economy in our state……….relevant state functionaries will get copies of the state’s economic blueprint and will participate in various strategic retreats and economic summits planned to keep us adequately informed and prepared to deliver on our budget and make the dividends of democracy available to our people as planned for in this year’s focus based and result oriented budget.

    ‘’….As you can see , power, security , health , education , the use of modern technology in the civil service called E-Government and by the citizens, roads, and other types of modern means of transportation, law, order and cleanliness as well as SME sector are enablers that will receive a huge proportion of our budget expenditure. These are areas that we must address to pave way for significant investments in the economic engines by private sector.”

    Obiano informed that’s special efforts will be made to establish Public –Private Partnership (PPPs).

     

  • Obiano reappoints Obaze as SSG

    Governor Willy Obiano yesterday made his first appointment by re-appointing Mr. Oseloka Obaze as the Secretary to the State Government (SSG).

    He also appointed Prof. Joseph Asike as the Chief of Staff and Mr. Willy Nwaokoye as the Principal Secretary to the Governor.

    The oaths of allegiance and oaths of office were administered by the Solicitor-General, Mrs. Emeke Ekwue.

    The appointments were announced after the first Executive Council meeting.

    Obiano said they were his first appointments, expressing confidence that the appointees were capable hands, who had done well in their careers and would carry out their duties efficiently.

    He added: “The task ahead is huge. We need the best of hands and I believe they will deliver.”

    Obaze on behalf of others thanked the governor for the honour, saying they would meet his expectations by meeting the challenges of governance.

    No matter the partisan fealty, ethnic grandstanding or media posturing, the Anambra gubernatorial polls of 2013 did not pass the muster of a clean poll.

    However the courts decide the case, Willy Obiano, the declared winner, is not about to play Umaru Musa Yar’ Adua: clutching his controversial prize, if he wins at the courts, but conceding his victory is near-fatally tainted. That would be too stiff an admission for the nasty realpolitik that propelled Mr. Obiano.

    Still, there is gripping moral from vote fiddling — and Mr. Obiano need not look far: Governor Peter Obi, his benefactor and former Governor Chris Ngige, his electoral rival.

    Indeed, the contrast between Mr. Obi and Dr. Ngige is stark, bordering on the dramatic. From the stigma of a court-nullified poll, former Governor Ngige emerged the face of sane governance in Awka, a fresh liberating force from the ruthless clamp of Anambra election fixers.

    It was the political equivalent of a Saul turned Paul, so much so that Ngige’s gubernatorial exploits provided him the spur to romp to senatorial victory a few years later.

    On the other hand, Governor Obi, acclaimed beneficiary of a court-reclaimed mandate, should have been an uncompromising ambassador of clean polls. But his unabashed association with the abjectly flawed Anambra 2014 vote — that was the near-unanimous verdict of poll observers — may well be the electoral equivalent of a Paul turned Saul!

    Still, in Nigeria’s polity of convenience, ideals might indeed be desirable, but what rules the roost is crass expediency. So, it is with Governor Obi, proud prince of electoral rectitude unfazed by electoral turpitude, and Mr. Obiano, his protégé!

    But let no one think Anambra 2013 was a one-off accident or debacle; particularly with Prof. Attahiru Jega, the Independent National Electoral Commission (INEC) chair, entering his usual post-debacle default setting of piping INEC would use lessons learnt to improve on future polls. If you believe that, you probably would believe anything!

    Indeed, Anambra 2013 was a dress rehearsal for Ekiti/Osun 2014, just as Ondo 2012 prepared the grounds for the Anambra manipulation. Any wonder then that like Rotimi Akeredolu, SAN, in Ondo, Dr. Ngige, the major opposition candidate in Anambra came third, not second, at the polls?

    The parallels are just too stark to ignore! The constant, of course, is an ultra-desperate Jonathan Presidency.

    In Anambra, the win of Obi’s protégé was absolutely strategic for Jonathan’s lifeline in the 2015 sweepstakes, even if Obi is an All Progressives Grand Alliance (APGA) member, and a PDP candidate was in the race.

    In Ekiti/Osun gubernatorial polls 2014, Governor Olusegun Mimiko, another Jonathan ally, would labour (every pun intended!) to deliver for presidential protégés (Labour candidate in Ekiti and PDP candidate in Osun), to return an earlier presidential favour; and gift himself life after two gubernatorial terms.

    Again, with a crumbling PDP, such foothold in the South West would give the troubled president a bounce in his desperation to remain president post-2015 — at all cost, if necessary. Again, it is no coincidence that Mimiko belongs, not to PDP, but to Labour.

    Labour! At best a platform of convenience, at worst a platform of perfidy, and in-between a platform of vacuity, Mimiko’s LP has perhaps the worst brand equity in Nigeria’s troubled democratic polity.

    Both party and leader perfectly fit each other though, for Mimiko’s opponents would swear — and not without good reasons — that he is unrepentant master of the political self, in which serial perfidy is a ready political tool.

    Still, Jonathan’s impunity-powered political manoeuvring and Mimiko’s predictable perfidy would not have mattered much, if the South West progressives-in-government had not manifested, yet again, that penchant to self-destroy. The Ekiti/Osun elections ought to have been a breeze, given the admirable toil of the sitting governments. Yet, they are condemned to toiling hard for victory, especially in Ekiti. Should Ekiti fall, the spectre of an illicit “bandwagon” is real.

    In Osun, the Ogbeni-Governor, Rauf Aregbesola, has his own challenges; and the opposition strategy would be to drum up the religious divides, insisting the Mullah of their malevolent imagination was bent on some Islamist agenda; and calling the other side to electoral arms.

    But it is doubtful if the gambit would work. For one, the governor works hard and hollers even louder about it. For another the projects are so groundbreaking even the sensory-challenged can feel them, not to talk of citizens endowed with full faculties. Besides, whatever Osun PDP would offer, with balance of forces on ground, are likely to be no more than lambs led to the electoral slaughter.

    Then, the governor mobilises, mobilises and mobilises, starting with incessant fixing of the infrastructure of the mind, apart from touching grassroots flesh with his monthly walk-for-life manoeuvres. He calls it health walks. But old Action Group (AG) veterans could well call it “Gbogbo Igba, E stand by” — “On the ready, always” in straight English! Those who claim “federal might” would try, but Osun may well be a suicide mission for any electoral hanky-panky!

    Ekiti, unfortunately, would appear less clear cut. And The Punch solid interviews with Governor Kayode Fayemi (7 December 2013) and budding challenger, Opeyemi Bamidele (28 December 2013), underscore the quagmire: why is Ekiti so blest that the ruling party there had to invent credible electoral opponents where there was none?

    Beyond demonisation and lionisation, the bastion of the emotive, Mr. Bamidele could have played for painful patience, thus playing Pericles, the wise Greek who endured forced banishment to later trump his foes to become the greatest Athenian lawgiver ever. By defecting to Labour however, he appears to have played Coriolanus, the rash Roman, who allowed his traducers to push him into fatal enemy embrace, and ended in abject ruin.

    Should Mr. Bamidele fail, he faces possible political destruction. Should he win, he would engineer a further South West progressive fissure, the nemesis of sane governance and sustainable development in the region. Either is no flattering epigram to a promising political career.

    But the Fayemi gubernatorial court is no less indicted in this sorry pass. For tact, they embraced swashbuckling spin and media demonisation, bordering on wilful denial. For clinical thinking, they embraced emotive grandstanding that worsened the conflict. Now, those hawks in Fayemi’s court have to walk their talk!

    Again, deja vu, ala 2003: gifting the Ekiti opposition life they don’t deserve! The definitive difference though, is that whereas the South West Gubernatorial Class of 1999-2003 were perceived to have generally underperformed, the present breed are perceived general high performers.

    The Ekiti electorate would probably be loath to waste their vote for another Fayose-era paralysis. But you can bet the opposing column to give it their best shot, cook the vote and claim illicit victory from the Ekiti progressives’ “civil war”!

    If that spectre is real, then the Ekiti warriors have not learnt from history. That is a big shame.

    Even then, before any desperado blunders into skewing the vote: in the South West, electoral robbers always pay hefty prices!

    Group advises Obiano on good governance

    Caring and Loving Nigeria Initiative (CNLI) has called on the governor-elect of Anambra State, Mr Willy Obiano, to govern the state in accordance with his manifesto.

    The promoters of the CLNI, Tony Chukwuemeka and Chidozie Nnebedum, during the launching of the “Grace Revolution through Advocacy for Manifesto Agreement” in Lagos, said working in accordance with his manifesto would bring about dividends of democracy for the people of Anambra State.

    The promoters called on the Ohanaeze Ndi Igbo and Aka Ikenga to monitor Mr Obiano to ensure the full implementation of his manifesto, adding that “all people of Anambra State should give their full support to government programmes in order to make the state achieve greatness in all aspects of life”.

    “The CLNI, as a group, is out to make Nigerians aware of attributes of good governance which are transparency, responsibility, accountability, full participation and responsiveness to people’s needs,” said the promoters.

    Anambra State Governor, Peter Obi, may have finally revealed his plan on who succeeds him in 2015. The recent entry of a banker, Willy Obiano, to contest the governorship is said to be causing ripples within the ruling All Progressives Grand Alliance (APGA). Obiano, a former Executive Director of Fidelity Bank (where Obi allegedly controls the majority stake), is alleged to be Obi’s long time confidant and financial advisor and a man whom he can trust to watch his back when he vacates the government house next year.
