    Workers’ Day: Conference of speakers chairman calls for stronger labour laws

    As Nigeria celebrates International Workers’ Day, Rt. Hon. Adebo Ogundoyin, the Chairman of the Conference of Speakers of State Legislatures of Nigeria, has urged state legislatures to reinforce their commitment to enacting laws that promote job security, fair wages, and improved labour conditions for Nigerian workers. 

    In his May Day message, Ogundoyin emphasised the critical role of workers in driving national development and stressed the need for legislative actions that protect their rights and enhance workplace standards.

    He noted that the growing economic challenges require urgent government intervention to safeguard workers from instability and hardship. 

    He said, “The Nigerian workforce is the backbone of our economy, and we must prioritise their welfare through effective policies. I urge state legislatures to enact robust labour laws that ensure job security, equitable remuneration, and workplace protections. Workers deserve the assurance that their hard work is recognised and rewarded.”

    Recognizing the struggles faced by labour unions in advocating for better working conditions, Ogundoyin who is the Speaker, Oyo State House of Assembly, reiterated the commitment of the Conference of Speakers to supporting legislative measures that advance labour rights.

    He called on both federal and state governments to strengthen social protection programs and create economic policies that alleviate the burden on workers. 

    Rt. Hon. Ogundoyin also addressed the current economic realities, including inflation and unemployment, which have significantly affected the purchasing power of Nigerian workers.

    He urged the government to explore strategic reforms that would ease the financial burden and provide workers with sustainable livelihood opportunities.

    The speaker commended Nigerian workers for their resilience, dedication, and contributions to national progress despite prevailing challenges.

    He encouraged them to remain steadfast in their commitment to professionalism and excellence, assuring them that legislative bodies would continue to work toward creating a fair and conducive labour environment. 

    “The essence of Workers’ Day is to honour the sacrifices and contributions of our workforce. We must ensure that labour policies align with global standards and offer practical solutions to the challenges workers face.

    “The strength of our nation lies in the hard work, dedication, and perseverance of its people,” Ogundoyin added.

    Minister of Women Affairs, Hajiya Imaan Sulaiman-Ibrahim, has felicitated Nigerian women and the ministry’s staff members as they mark Workers Day. 

    She restated her commitment to their welfare.

    The minister, in a statement by her Special Adviser on media and publicity, Mr Jonathan Eze, in Abuja on Thursday, lauded staff members of the Federal Ministry of Women Affairs and others who drive the nation’s progress. 

    The statement reads: “I celebrate your hard work, commitment, and contributions to various sectors. 

    “Your tireless efforts have built a stronger, more resilient Nigeria. 

    “From healthcare and education to entrepreneurship and public service, your work has improved lives and shaped our nation’s future.

  • Baba Lekki lambasts labour leaders on Workers’ Day

    To iconic and historic Epetedo on Tuesday to listen to verbal fireworks as a drunken Baba Lekki and a feckless Okon mounted a makeshift platform to deliver a damning verdict on the state of the nation and the state of Labour leadership in particular. It was around the same premises almost twenty five years earlier that MKO Abiola made his historic declaration against military tyranny prompting his arrest, incarceration and subsequent martyrdom.

    The whole place was bristling with out of work layabout, hawkers and hookers, half-employed flotsam, the certificated unemployable, syndicated kidnappers, equal opportunity pickpockets and other waste products of a dysfunctional society in its last gasps. As he launched one scurrilous attack after another, it was obvious that Baba Lekki had come to bury the system and not to praise it. But rather than grant his wish for martyrdom, the authorities wisely chose to ignore him.

    It was at this point that Okon chose to make his deliberately delayed self-important entry sporting the uniform of ancient bus conductors to wild, spontaneous applause from the star-struck assemblage.

    “Comrade Okon!!! Comrade Okon is here. The lion of Clifford Station has arrived”, the crowd enthused.

    “Ha ma people, ma people. Make I tell you something about dat one. I no be come raid at all at all. Dem no ask me to come before I don dey raid dem well well. So I be Raid Okon”, the crazy boy screamed as he clambered up the makeshift stage with the agility of a cat and to the quiet consternation of a drunken and sagging Baba Lekki.

    “Redi-redi Okon, you no see how dem useless Labour leaders dey do Maradona for us? “ a virtually toothless veteran troublemaker inquired with hardy cynicism written all over his face.

    “Baba Alausa, dem labour people no dey lead, dem dey deal. Some time sef I dey wonder why dem dey call them labour. Na only women dey do labour when dem wan comot pikin. Abi you don see where man dey labour before? Yeye people”, Okon snorted with wild relish.

    “As for….. as for, my pikin”, an old Edo man grunted with savage pleasure. It was at this point that Baba Lekki waded in with heavy duty Marxian dialectics.

    “Okon, point of correction. Those ones you see on television wearing funny uniforms and Aso ebi are not labour leaders. They are a bunch of bourgeois renegades working for government and looking to line their pockets with filthy lucre. They are answerable to no one but their masters in Aso Rock. When they see the real workers, they will run for dear life”. The old man intoned with magisterial severity.

    “Baba, see the plight of government workers in this land”, one man lamented.

    “On that one, I will not lie to you. I am a scholar of sick societies and not a labour propagandist. We have tell ourselves the truth and nothing but the truth. There are no government workers in this obodo in the real sense of the word. As they say in old Russia, people are pretending to work while government is pretending to pay them. Shikena, equation don balance. Liveable pay is the product of believable work. Three quarters of the workforce in the land are just an idle bunch of no-hopers hiding away in sinecure indolence”, the old man thundered.

    “And what about us factory workers?” one irate youth demanded in a rather threatening note.

    “Ah you see, young man, that is another lie we are living. To have factory workers, you must have functioning factories. You can count the number of functioning factories in the land. They have either been shut down or they are functioning well below capacity. Workers can only blackmail owners of functioning factories. Otherwise, they will just close the damned thing down and walk away. So you see, there is no functioning working class in the nation in the real sense of the word. We only have non-working underclasses or jetsam of collapsed industries”, Baba Lekki crowed.

    “Oga, but dem minimum wage no fit buy minimum food, abi your head no correct too?” one angry man demanded.

    “Ah you see, minimum wages are the wages of minimum people devised by minimum government of minimum nations. When you have a maximum nation ruled by a maximum government, you will get maximum wages. Please don’t ask me any further foolish question or I will place a curse on you”, Baba Lekki screamed.

    “Baba, and dem don thieve our pension finish”, one old man whimpered.

    “Nonsense, the real pension thieves are in the National Assembly with their humongous pay and humongous severance package. They need real severance before the nation can move forward. Tell your foolish labour leaders to go after those ones first”, Baba Lekki shouted as he jumped down and began to walk away with Okon in tow.

     

  • Lagos rolls out new buses with free ride in five routes

    The Lagos State Government Wednesday rolled out the new buses under the Bus Reform Initiative (BRI) with free service on five routes to commemorate the workers say.

     The five routes includes Berger to Tafawa Balewa Square (TBS), Berger to Oshodi, Oshodi to TBS, Ikeja to Alausa and Ikeja to Oshodi to commemorate the Workers Days, after which normal service is to start on May 2, 2019.

     The government assured that the development would redefine public transportation and make the State globally competitive.

     Speaking at Ikeja Bus Terminal, one of the modern terminals constructed as part of the BRI, an official of the Lagos Bus Services Limited, the operator of the buses, Mr Timi Olajide said it was a good thing that the buses have now been finally launched for the use of the people.  

    He said out of the 5,000 buses planned for the initiative, the government was launching the scheme with 820 high and medium capacity buses. 

    He said aside the intelligent transport system component of the initiative which will aid Lagosians to plan their journeys; comfort and safety of the people have also been factored into the whole process.

    “In each of the buses, we have six emergency exits and First Aid Box, while every seat has a dedicated USB port for charging of phones, free Wi-fi, television and CCTV cameras which are linked to our control centre to monitor everything going on in the buses, among other features.

    “We have also taken the issue of people with disabilities specially and there are seats reserved for them in the buses,” Olajide said.

    At the Oshodi Transport Interchange, a cross section of Lagos residents who enjoyed the free service, lauded the State Government especially Governor Akinwunmi Ambode for the buses and the infrastructure provided to support the transport reforms, saying the development was commendable.

    A resident, Adewusi Oluwatobi Emmanuel said: “I am very happy to enter this bus today because it is a thing of joy that something like this can happen in Nigeria. I am happy that I can enter a beautiful bus with free Wi-Fi, free USB port, free air-conditioning and so on.

    “With this, I know that this country is going to greater heights. One thing I believe we should do is to work together, love ourselves and before we know it, Nigeria will be one of the best countries in the world.”

    Another resident, Mr Demola Aleshinloye, said:” This is a lovely idea. I like this development and I want it to be sustained. God bless Nigeria.”

    On her part, Mrs Olorunfemi Funmilayo, another resident, said: “I am very grateful to enter this type of bus. When I entered I saw the USB charging port and free Wi-Fi. I so much like this and I pray that Nigeria will be great.”

    Also, Mr Adabayo David, said: “This is a great initiative and I believe that if Lagos can get it right, every other State can get it right and I must give kudos to the visionary Governor, Mr Akinwunmi Ambode for this wonderful initiative. Everything is working fine in the bus and as you can see, I’m charging my phone.

    “I believe that God will take him (Governor Ambode) to greater heights. Something like this, if it’s well managed, it’s going to last us for a long time and so I must commend our exceptional Governor for this.”

    Another commuter, who simply identified himself as Ifeoluwa, said: “Actually, I commend Governor Akinwunmi Ambode for doing a great job in Lagos State. Today, I can say Governor Ambode is still one of the best we have in this State. I love the Governor and the world loves him too. This Oshodi interchange is one of the greatest projects in Africa and I must commend the Governor and the contractor that handled the project.”

  • Workers Day in the change era

    Today is Worker’s Day, a day set aside all over the world to celebrate the historic struggles and contributions of workers to the development of the society. This year’s celebration is unique in two ways. First is that its coincidence with the hundred years’ anniversary of the International Labour Organisation (ILO) and also the fact that Nigerians are celebrating it in the wake of the new National Minimum Wage recently signed into law by President Muhammadu Buhari. While the occasion offers a golden opportunity for a periodic X-ray of the fate of workers globally, it is safe to assert that Nigeria is currently having the most labour-friendly government in her recent history.

    It is worthy of note that notwithstanding the teething challenges which the Buhari administration inherited in 2015, the president wasted no time in taking concrete measures to uplift the welfare of workers across the federation. Precisely on July 6, 2015, barely a month in office, the president displayed an unprecedented act of compassion, when he approved a whopping sum of N1.2 trillion bailout funds to  enable bankrupt states pay an embarrassing long arrears of  workers’ salaries. Again on December 2 of the same year, the president went on further rescue and released the sum of N522 billion to the states. Then, followed the Paris Club refund of March 2017 and December 2018 to help states discharge their obligations, and fight poverty.  Very remarkable is the clearing of the accumulated arrears of benefits and allowances totalling about N63 billion owed to federal civil servants by the previous administrations.

    It bears mentioning at this juncture, that the Ministry of Labour and Employment under Sen. Chris Ngige has through clarity of vision and administrative ingenuity, complemented the efforts of the president in stabilizing the national  industrial milieu while  broadening the frontiers of job creation and  repositioning  Nigeria’s international labour diplomacy.  Being in charge of the Ministry of Labour and Employment at a historic moment of crushing national poverty, occasioned by recession, Ngige succeeded in arresting what would have been conflagrating industrial unrests with roots far beyond the present administration. First was the NLC national strike of May 2016, and followed by the Academic Staff Union of Universities (ASUU) National Association of Resident Doctors (NARD) Association of Senior Civil Servants of Nigeria, Joint Action Committee of Non-Academic Staff of Nigerian Universities comprising NASU, SAANU and NAAT and unions in the health sector operating under JOHESU as well as the NUPENG, PENGASSAN among others. The list is long but adequate ventilation of all issues through open dialogue with the social partners staved off a wave of industrial strikes.

    Besides, whereas tribute is paid to workers especially the president of the Nigerian Labour Congress, AyubaWabba, and his Trade Union Congress counterpart as well as the Association of the Senior Civil Servants of Nigeria, for their patience and resilience all through the negotiation for the minimum wage, special commendation goes to Ngige, whose mature and skilled negotiation capability crowned the efforts of the social partners. But before all these, the immediate task which confronted the minister on assumption of office in 2015 was how to stem job losses in the financial, oil and constructions sectors. Hence, he invited all the parties and reached terms that saved millions of jobs in these sectors.

    Verily, Ngige will for long be remembered as a minister who changed the emphasis from white to blue collar jobs, urging young Nigerians to tap the elastic opportunities that abound in skills acquisition. Apart from rehabilitating its skills centres, the ministry also established new ones. It similarly standardized their operations and programmes to give greater value and international recognition to the Trade Test certificates. Graduates in tiling, mechatronics, metal works, welding, plumbing, mason, POP production and laying, Info-technology  among others  were in some cases enabled to find  opportunities in the formal and informal sectors, thus,  arresting a situation where such skills were taken over by citizens of our West African neighbours.   The National Directorate of Employment, an agency under the ministry primarily charged with job creation has additionally been providing training and empowerment to hundreds of thousands of Nigerians.

    To further assist them, the ministry established inter agency partnership with other ministries for them to benefitfrom farmers scheme programme, Small and Medium Enterprises loan from the ministries of agriculture as well as trade and industry respectively. It also assists them access facilities from the Industrial Training Fund. The ministry moreover developed with the Ministry of Health, a programme for young doctors and other allied health professionals to broaden training opportunities. It is also in liaison with the Ministry of Interior for the strict implementation of the expatriate quota to ensure that Nigerians are not displaced by foreigners in their country.

    At another level, in order to help qualified Nigerians get legitimate employment opportunities abroad, the ministry developed a migration policy with the European Union to assist them work and earn decent living abroad. ‘And to curtail illegal migration and save thousands of Nigerians dying in the Sahara desert and the Mediterranean Sea, the ministry in conjunction with the International Organisation on Migration established a Migration Resource Centre in Benin City, Edo State to complement the ones in Lagos and Abuja.

    Notwithstanding the severe economic pressure which would have made any other administration place embargo on employment, the ministry spearheaded the creation of white collar jobs in the ministries and agencies of government, running into hundreds of thousands. It is on record that under the Buhari administration, no single worker was retrenched in the federal civil service even at the time the country was under recession. It is also of note that salaries of federal civil servants have in the last four years been paid as and when due.

    At the international level, the minister’s skilled labour diplomacy expressed eloquently and restored Nigeria’s pre-eminence in the comity of nations. Thus, from an ordinary member of the International Labour Organisation, Ngige brought Nigeria back to the ILO Governing Board in May 2017 after 10 years in limbo. On top of that is recent nomination of Nigeria by African ministers in Ethiopia to take up the titular position in the board next year. It is instructive that this nomination was in acknowledgment of the leadership which Ngige gave to Africa on the Governing Board since 2017 when he was elected a deputy.  At the African Regional Labour Administrative Centre with headquarters in Zimbabwe, the minister moved Nigeria from a situation where its representative at the secretariat was frustrated out to the current position where Nigeria is the deputy chair of the organization.

    As Nigerian workers therefore join their counterparts the world over to celebrate the May Day, lets also reflect on our collective responsibilities to building a stronger and prosperous Nigeria.

  • Pension Arrears: Edo commences verification, payment of LG pensioners

    …urges pensioners to report at LGA for screening, payment

     

    Following the approval given by the Edo State Governor, Mr Godwin Obaseki, to use the N1.5billion Paris Club refund to liquidate part of the outstanding pension arrears due to local government retirees, all local government pensioners have been asked to report for verification and payment.

    In a statement issued by the Commissioner of Local Government and Community Affairs, Hon. Jimoh Ijegbai, the state government directed “all local government pensioners to go to the local government where they retired, from Monday, May 7 – Wednesday 9, 2018 with all relevant documents for verification to enable us commence immediate payment of their arrears as approved by the Governor of Edo State.”

    At the 2018 Workers’ Day celebration in Benin City, last Tuesday, Obaseki told workers in the state that he has instructed that all outstanding salaries and pension arrears due to local government staff and pensioners be paid before the end of the year.

    “To ensure that this happens, I have approved that the sum of N1.5billion from the Paris Club refund should be used to liquidate part of the outstanding N2.5billion pension arrears due to local government employees,” the governor said.

    While assuring the workers that the balance will be paid before the end of 2018, he said the goal of his administration “is to ensure that local governments move into the Contributory Pensions Scheme next year, thus putting an end to the pension crises.”

    Noting that extensive reforms have been carried out to make the local governments more responsive to the needs of the people, he said, “We are great full to the Almighty for the very peaceful and successful local government elections. With the new chairpersons and elected officials, we are now poised to change the future and fortune of local government in Nigeria.”

    Obaseki explained that: “We have commenced payment of pension and gratuity arrears as far back as the year 2000. So far, we have paid batches 37, 38, 39, 40 and 41. As we resolve a few lingering problems, other Batches will be paid though I must note that resources are limited.

    “We have meetings with retirees every two weeks and we have an open line of communication to avoid misunderstandings. Our commitment is to make our retirees that have laboured so much for our present and future, feel comfortable.

    “In line with my promise last year to resolve all outstanding pension issues, I have directed that the amount used for paying outstanding pension arrears be doubled by 100 per cent from N100 million monthly to N200million.”

    Edo State Governor, Mr Godwin Obaseki, has rolled out bumper package for workers, job seekers and pensioners in the state which includes recruitment of new hands, approval of outstanding promotions and provision of social housing for workers in the state.

    The governor also said outstanding issues with pension arrears payment are being addressed as he has approved the release of N1.5bn from the Paris Fund Refund to liquidate the outstanding local government pension arrears.

    Speaking to workers on the commemoration of the 2018 Workers’ Day at the University of Benin Sports Complex, Ugbowo, Benin City, the governor said the workers have been supportive and instrumental to the successes being recorded in the state.

    Noting that capacity building forms a huge part of the reforms in the civil service, he said, “An Edo State Civil Service Training Institute for civil servants will be unveiled before the end of the year.  The facility is ready with relevant technology and experts are now putting together courses, training modules and the faculty.  This is to empower our workers and make them relevant to our developmental goals.  All Edo workers will henceforth have the opportunity to attend one or two trainings annually.  This will strengthen our civil service and empower our workers to do much better.”

    On social housing for workers, he said the state was working with partners to develop a package to provide housing to workers in the state, adding, “In delivering Housing to workers, plans are on between the Federal Mortgage Bank, Nigeria Labour Congress (NLC), Trade Union Congress (TUC), Nigeria Employers Consultative Association (NECA) and the Edo State Government to provide Housing for Edo State workers.  The repositioned Edo Development and Property Agency (EDPA) is also working on social housing for Edo workers by private investors.

    According to him, “The process of computerising all government offices is on-going.  The first set of 1000 computers have been procured and distributed.  Another set of 1000 computers are on order.  Workers are being trained by the ICT Agency.  The overall goal is to maintain document security, reduce waste, improve efficiency and enhance service delivery.  I am pleased to note that our workers are responding appropriately to this initiative.”

    He added that the state government has not sacked any worker, but rather provisions are being made to employ more hands.

    “This government is proud that it has not sacked any worker even those that were moribund in their functions.  Rather, we have done so much to reabsorb, retrain and reassign these workers. About 186 staff of the moribund Edo Line and Edo Courier have been redeployed to the Ministry of Infrastructure while we are working out ways of liquidating its debt of about N1.5bn.  In a few weeks, the Civil Service Commission will advertise to recruit more civil servants to fill critical vacancies in the system,” he said.

    The governor stressed that efforts are being made to ensure workers get the best support to work and deliver on their tasks, noting that a revamp of the offices and government buildings would make the work environment more appealing.

    According to him, “In line with our policy of making the workplace comfortable, our Power Purchase Agreement (PPA) that will supply uninterrupted power to all Government Establishments along the Sapele Road axis as well as light up our streets at night will come into operation in October this year.   We also continue to renovate offices, provide new equipment, and working on providing new office spaces.

    “Apart from promotions coming into effect as at when due; we have commenced rectification of pending promotions which so far have been updated to the year 2017.  In a short while from now, all pending cases of promotions would be harmonised and resolved.  Every worker that deserves to be promoted will get the promotion.

    “We have introduced a new Reward System to motivate our workers.  Those that work hard need to be further encouraged.  Our goal is to encourage our workers to reach the highest points of their creative and productive abilities. Hence, our new system makes it possible for a worker to gain accelerated promotion for outstanding performance; without recourse to established sequence or last date of promotion.”

    On reforms to automate the processes in the civil service, he said, “We have approved the conversion and training of about 200 Secretarial Assistants to Data Processors for efficient service delivery and to enable them to move beyond the secretarial cadre in the State Civil Service.  Their conversion will be accompanied with further training to empower them to perform better.”

    Noting that reforms are ongoing in the education sector to up-skill the teachers, he said, “In addition to restructuring and repositioning the State Universal Basic Education Board (SUBEB) in the interest of our children, we are investing in infrastructure, technology, and trainings.  This April we trained about 2,500 teachers and school heads on the modern trend of driving teaching and learning with technology.  We are very concerned with the future of our children because we believe that if the foundation is flawed, the future would be compromised.”

    Explaining how the state was addressing issues with pension management system, he said, “To avoid the past suffering of persons who were under the Direct Benefit System, where retired persons were not paid their benefits as and when due, we introduced the Contributory Pension Scheme since January 2017. Since then we have been faithfully remitting the Employers’ and Employees’ contributions and workers have been receiving credit alerts on their contributions and interest generated.

    “Edo State has been adjudged as one of the few states that pay their contributions on time. The Contributory Pension Scheme also comes with a Group Life Insurance Policy which entitles a beneficiary to three times the amount of the annual salary.”

    He continued, “We have commenced payment of pension and gratuity arrears as far back as the year 2000. So far, we have paid batches 37, 38, 39, 40 and 41.  As we resolve a few lingering problems, other Batches will be paid though I must note that resources are limited.  We have meetings with retirees every two weeks and we have an open line of communication to avoid misunderstandings.  Our commitment is to make our retirees that have laboured so much for our present and future, feel comfortable. In line with my promise last year to resolve all outstanding pension issues, I have directed that the amount used for paying outstanding pension arrears be doubled by 100 per cent from N100 million monthly to N200million.

    “To make things easy for serving civil servants in Edo State, we have introduced a system whereby a retiring officer will simultaneously enter the Pension Payroll from the date of retirement, provided all documentations are perfected six months before retirement.  This way we avoid the usual confusion and frustration that retired workers experience.  I urge all prospective retirees to take full advantage of this system, so we avoid the bottlenecks of the past.

    “On Pension Harmonisation of 6 per cent, 15 per cent and 33 per cent, I assure you that we have completed the relevant paperwork and analyses, and in no distant future, we intend to effect the harmonisation.  We want to ensure that everyone who is entitled to pension first receive their pension before we begin to harmonise. I believe that is the fair and just thing to do.

    “On gratuity, I am aware that 2012-2013 have been screened.  Limited resources prevented us from effecting payment.  However, I can assure you that as soon as our revenues improve, this issue will be promptly addressed.

    He disclosed that the state is developing a state health insurance scheme to make healthcare affordable and accessible to the people, noting, “Edo State is developing a State Health Insurance Scheme to the benefit of workers in the urban and rural areas. This will go in line with our plans to rehabilitate and make functional our Primary Healthcare System to bring healthcare closer to the people.

    “We are doing everything to make access to affordable medical care available to all Edo workers and citizens. We commenced the rollout of our model Primary Health  Centres with the pilot of the first 20. Within the next two years every ward should have a well-staffed PHC with water and electricity.

    Noting that the state is not relenting on the effort to stem the tide of human trafficking in the state, he said, “As we work hand-in-hand to fight the scourge of human trafficking and irregular migration that has claimed over 3,000 lives of our young men and women in the desperate effort to travel to Europe via Libya, I urge you, as progressive workers, to join us in the fight against this horrible challenge.  The Oba of Benin, Oba Ewuare II, is already in the forefront of the fight.  We have established the Edo State Taskforce Against Human Trafficking (ETAHT) for this sole purpose and they need the support of labour to tackle human trafficking in all its ramifications.  I am pleased to inform you that we have so far received over 3,200 returnees through our rehabilitation and reintegration programme.”

    On restructuring of higher institutions in the state, he said, “We are drastically restructuring our tertiary institutions.  In the past they engaged in reckless recruitment of staff and this bloated their wage bills.  Some took loans at high interest rates to execute white elephant projects.  With the restructuring currently underway, we shall sort out all outstanding matters including salaries once we complete verifications, programme review, financial and staff audits, and student realignments. Prompt payment of salary continues to be one of the hallmarks of the APC Government in Edo State.  I assure you that this will continue.

    Noting that extensive reforms have been carried out to make the local governments more responsive to the needs of the people, he said, “We are great full to the Almighty for the very peaceful and successful local government elections. With the new chairpersons and elected officials, are now poised to change the future and fortune of local government in Nigeria. I have instructed that all outstanding salaries and pension arrears due to local government staff must be paid before the end of this year.

    “To ensure that this happens, yesterday, I approved that the sum of N1.5billion from the Paris Club refund should be used to liquidate part of the outstanding N2.5bn pension arrears due to local government employees. The balance will be paid before the end of this year. Our goal is to ensure that local governments move into the Contributory Pensions Scheme next year, thus putting an end to the pension crises.”

    Speaking on efforts to industrialise the state, he said, “As you know, agriculture remains at the core of our overall development programme. This year, we are deploying 2,200 Hectares of Land located within Ekpoma, Sobe, and Usugbenu for the State’s Agripreneur project. We are also preparing 1,460 Hectares of Land for FADAMA; and an additional 19, 000 hectares of Land dispersed all over the State for other agricultural purposes.  This will provide inputs for industry, real income for farmers and hundreds of jobs for our young people.

    “Our industrialisation process is designed to create jobs for our teeming youths among other goals.  Hence, projects such as the Edo Industrial Park, Benin River Port, Modular Refinery, upgrade of Benin Airport with Cargo Terminal, the new Shopping malls and many others will provide more jobs for our people.

    “Similarly, with our Edo Jobs programme that has trained about 34,200 persons to become self-reliant or recruited into jobs through our synergy with the private sector, it has become clear that one of the major problems in the past has been the lack of post-graduation preparation for the labour market.  In addition, our new engagements with the private sector, the influx of investors in the state and new opportunities that accompany our urban renewal and infrastructural development continue to create more jobs for Edo people.”

    In their speeches, Chairman of the Nigeria Labour Congress (NLC), Comrade Emmanuel Ademokun and his counterpart in the Trade Union Congress (TUC), Comrade Marshall Orhue, commended the governor for prompt payment of workers’ salaries, infrastructural development, reforms in the state’s basic education sector and economy.

  • Makarfi lauds workers for perseverance

    The former Chairman of the Peoples Democratic Party (PDP) National Caretaker Committee, Senator Ahmed Makarfi, on Tuesday lauded Nigerians workers for their perseverance despite the deteriorating socio-economic conditions in the country.

    Makarfi, in a May Day message signed by his media aide, Murktar Sirajo, urged the workers to continue to work towards creating a better tomorrow for all Nigerians.

    He rejoiced with all Nigerian workers on the occasion of the 2018 Workers’ Day, stating that “labour, as the engine which runs any nation’s life-support system, certainly deserves to be appreciated, celebrated and feted on this day.”

    The statement reads: “The Senator joins compatriots in saluting Nigerian workers’ consistent courage, dedication and perseverance in the service of society and appeals to them to use this day to reflect on how much more they can contribute to nation-building. Countries are only as efficient, fit and strong as their workforce is.

    “Senator Makarfi also shares in the deep disappointment with the deteriorating socio-economic conditions under which our workers and majority of Nigerians live and work today but also urges that we all persevere and continue to work towards creating a better tomorrow.”

  • Reps ready to pass minimum wage bill – Dogara

    The Speaker of the House of Representatives, Yakubu Dogara, said on Tuesday the House is ready to pass the minimum wage bill as National Assembly awaits the executive to forward the bill for upward review.

    Dogara, in a statement to mark 2018 Worker’s Day celebration and signed by his Special Adviser on Media and Public Affairs, Mr. Turaki Hassan, reiterated the desire of the House to provide a better life for workers.

    The Speaker said he was not unmindful of the struggles and hardship faced by Nigerian workers in their daily lives.

    He said this is why the National Assembly is committed to putting more resources in the hands of workers.

    He expressed optimism that the Federal Government Committee on Minimum Wage currently conducting public hearings across the six geo-political zones in the country would soon conclude its assignment.

    He said a new national minimum wage bill would be transmitted to the parliament by the President.

    “On behalf of the entire members of the House of Representatives, I want to use this occasion to, once again, underscore the importance of workers to the growth and prosperity of our dear nation, Nigeria.

    “We see the struggles you go through to survive on wages that can barely last through the first week of the month. We see your dedication to doing your bit in ensuring that Nigeria continues to run effectively despite unfavourable conditions.

    “We commend your courage, your commitment to service and nation building and urge you to continue supporting government policies and agenda.

    “I assure you, on this occasion, that the National Assembly will give expeditious passage to the Minimum Wage Bill whenever it is transmitted by the executive and any other initiative that will promote the welfare of the Nigerian worker.

    “We will support it wholeheartedly,” the Speaker said
