    • AGF hails Industrial Court for promoting industrial harmony

The Attorney General of the Federation (AGF) and Justice Minister Lateef Fagbemi (SAN) has assured Nigerians that the Federal Government will continue to prioritise workers’ welfare.

Fagbemi said beside the measures already put in place, including wage increase, the Federal Government will continue to prioritise the welfare of the nation’s workforce.

The AGF spoke yesterday in Abuja at the opening of a three-day training for state counsel on: Proceedings in the National Industrial Court, organised by Federal Ministry of Justice.

He said: “Aside the provision of palliatives, wage awards, and recent increment of the national minimum wage, I want to assure you that the government of President Bola Ahmed Tinubu will continue to engage labour unions and prioritise workers’ welfare.”

Fagbemi hailed judges of the National Industrial Court of Nigeria (NICN), including its President, Justice Benedict Kanyip, for their contributions to enhancing industrial harmony in the country.

He added: “Thus today, the NICN, being a specialised court with expertise in the increasingly complex field of labour law, employment matters and trade unions, plays a critical role in the protection and balancing of employer and employee rights, ensuring socio-industrial stability, and economic development of the country.

“The fact that the labour force serves as the driver of economy (in the production of goods and services) underscores the vital importance of the judicial institution saddled with the constitutional mandate of adjudicating over disputes arising from the utilisation of labour – one of the main factors of production.

“Let me emphasise that this court is also vital to the sustenance of government policies, as exemplified by cases which have challenged or border on interpretation of the Public Service Rules, government circulars, tenure policy in the Federal Public Service; issues bordering on sensitive matters of recruitment, remuneration, pension, termination, etc.

“The role of the NICN is, therefore, critical to our national interest, as it has the responsibility not only to resolve labour disputes but to shape the environment in which workers and employers can coexist productively.

“This court, by its decisions, promotes the stability required for sustainable economic growth and sets standards that encourage both foreign and local investments,” Fagbemi said.

Justice Kanyip noted that most people, including many legal practitioners, were not very familiar with the operations of the NICN.

He said this accounted for their uninformed criticisms.

The NICN president averred that in dispensing labour justice, the court de-emphasises technicalities and emphasises facts and evidence.

Justice Kanyip added: “We are different. Technicalities may work in the High Courts, but certainly not with us.

“Many frown at Section 12 of the NICN Act because we are permitted to apply the Evidence Act, but we may depart from it in the interest of justice.”

The NICN President, who noted that a similar provision exists in Zambia, where the court, for the purposes of Industrial and Labour relations Act, is allowed to dispense with the rules of evidence of the requirement of justice demands.

According to him, unlike the case in Nigeria, where the provision applies to only civil cases, it applies to both civil and criminal cases in Zambia.

Justice Kanyip added: “So, when I hear lawyers complain bitterly that the NICN is trying to extricate itself from the structure of the Judiciary; the NICN is trying to make itself like the Supreme Court where it is a one-off court that is final in its decision and so on, I merely laugh because most people don’t understand what labour justice is about.”

He explained that the training was intended to familiarise state counsel with the processes of the court and its operations.

Declaring the conference open, Oyetola said: “If, despite the crushing financial storm the state is experiencing as a result of the national financial meltdown, the relationship between the state and Labour is still strong and intact as it is today. We can confidently say that Osun State Labour is a model in contemporary labour relations, which emphasises dialogue and constructive engagement over and above confrontation.

“I regard the character and nature of Osun State Labour as a reflection and extension of the state’s Omoluabi ethos and I am proud of them.

“On our part as an administration, we shall continue to strive to prioritise workers’ welfare, we shall be unrelenting in finding creative means of delivering good welfare to our workers within our limited resources.”

  • Civil servants hail Akeredolu over workers’ welfare

Ondo State civil servants yesterday expressed appreciation to Governor Oluwarotimi Akeredolu, SAN, for always promoting their interests.

They hailed the governor for refusing to politicise the civil service.

According to them, Akeredolu deserved commendation for doing a lot to alleviate the pains his administration inherited from the immediate past administration.

Head of Service Mr. Toyin Akinkuotu spoke the mind of the workers at an expanded meeting the civil servants held with the governor in Akure.

He said: “It is on record that no worker is harassed or intimidated by Akeredolu’s administration. The person who alleviated our pains by constantly paying our salaries deserves our commendation.

“He has substantially paid our salary arrears. Promotion of civil servants and other benefits are not left out. We are bold to say that Akeredolu is fulfilling all his pre-election promises to Ondo State civil servants.”

The Head of Service, however, promised the workers’ continued support for Akeredolu’s administration.

Akeredolu said workers’ welfare was not what a responsible government should politicise.

Stressing that a labourer deserves his wages, the governor said no condition would make his administration “return the state civil servants to Egypt, where they would be owed backlog of salaries.”

The civil servants, however, hailed the governor when he broke the long-awaited news to them.

He promised to pay their leave bonuses and their remaining one month arrears.

  • Ondo APC hails Akeredolu over workers’ welfare

The Ondo State chapter of the ruling All Progressives Congress (APC) has lauded  Governor Oluwarotimi Akeredolu (SAN) for his unwavering commitment to workers’ welfare.

The party also hailed the  efforts of the governor at ensuring that kidnappings and other crimes are nipped in the bud.

A statement yesterday in Akure, the state capital, by the party’s Publicity Secretary, Alex Kalejaye, reads: “It is ordinarily an unthinkable thing for a government with a lean purse to adhere to prompt payment of salaries, and strive to offset all the backlog of salaries and pensions.

“It is equally unfathomable to the opposition, which plunged the state into huge debts before this administration, that Governor Akeredolu could also effect promotion of civil servants, besides regular payment of salaries and wages.

This, in no small measure, gladdens the heart of the work force that is currently in love with and prays for the administration consistently.

“Contrary to the position of the opposition, the administration seeks better and secured living situations for the good and peace-loving people of Ondo State.

“While it is unethical to discuss security measures in the open, suffice it to say that the recent comprehensive meetings with the major stakeholders are geared towards a kidnapping-free state.

“The leader of the party in the state, and governor, would not be distracted by idle and arm-chair publicity pretenders and critics from his mission and commitment to a safe and prosperous Ondo State.

“We urge all those playing politics with the security and peace of the state to desist forthwith and join hands with the governor to implement to the fullest his laudable plans for the state.”

“I plead with you that in your representation, let  the spirit of excellence with which you have led in this country be reflected in your leadership so that for once it will be adjudged by the entire world that Nigerians are competent, efficient and effective when it comes to the provision of leadership.

“I have no doubt that you are going to succeed because you have demonstrated it in this country and I think that the entire world must-have used it’s own binoculars invite search for leaders to lead the world at this point in time. I believe you will not fail us and you will not disappoint us.”

He said that the President received the election of Wabba as the first African and first Blackman to occupy the the position of President of ITUC with great delight, adding that the government was not unaware of the fact that in attaining such position, Nigerians have always had stiff opposition.

He said: “It is not easy to attain this position because when  it comes to region elections, we have always had resistance.  But for the whole world to come to the logical conclusion that we desire a Nigerian to lead at this time, or to occupy this strategic administrative post at the regional level,  I believe we have come of age and we will continue to give effective leadership to the different organisations to which you have been appointed. Be confident that your own government is solidly behind you.

  • How to take care of workers’ welfare, by expert

A Port Harcourt, Rivers State-based financial expert and economist, Omo Akin John, has described the demand for pay rise by workers in the country as unnecessary, noting that adequate and affordable goods would lead to improvement of workers’ welfare.

Speaking with The Nation, John noted that wage increase against the backdrop of high prices of goods and services would be an exercise in futility.

He said: “Agitation for increase in minimum wage in the spate of high prices of common products and salary/wage that cannot take care of basic needs of workers is not necessary. The unjustifiable allowances to politicians and some public office holders with decay in public infrastructure should be given priority attention. Until these are done, threat to shut down the economy for pay rise would be in futility.

“The solution would be adequate, accessible, affordable price regime and improved infrastructure that will be commensurate with workers income. Also, until leadership is determined and feared by the rational, indivisible and incorruptible followers, then we are heading somewhere.

He suggested reduction in the salary, allowances and emoluments of the country’s federal and state lawmakers and unnecessary expenditure by the executive arm of government.

  • NLC: workers’ welfare should be priority

The Bayelsa State chapter of the Nigeria Labour Congress (NLC) has called on the Federal and state governments to make workers’welfare top priority in their efforts to promote good governance across the country.

Speaking with reporters in Yenagoa, the state capital, NLC Chairman, Mr. John Ndiomu, reiterated the importance of workers to nation building.

Ndiomu, who described workers as the “engine room of the economy” of a nation, said regular improvement of workers’ welfare packages was necessary to enable them overcome economic hardship.

On the recent protest by workers for the new minimum wage, he said: “We, however, call on the governments at all levels to listen to the cries of workers.

“Imagine a situation in 2011, when workers were receiving N18,000 and look at the imbalance between 2011 and 2018, where workers still earn the same.

“So, let us compare it. What was the cost of a bag of rice in 2011 and what is obtainable in the market?’’
