  • ‘Why PDP can’t bounce back in Plateau’

    Plateau State Commissioner for Information and Communication Yakubu Dati spoke with YUSUFU IDEGU in Jos, the state capital, on why the Peoples Democratic Party (PDP) failed to bounce back during the last governorship election.

    It was a two-man contest between Governor Simon Lalong of All Progressives Congress (APC) and Jeremiah Useni of Peoples Democratic Party (PDP). Why was it so?

    It was simply because the two parties are the ones that have elected representatives at various levels; I mean both of them have members in the state House of Assembly, they have members at the Senate and the House of Representatives. So, the two parties are the major contenders in the contest. Remember before the advent of the APC, the PDP was the only party known in this state. So, it was like a battle between the party that was in power, lost the power and is battling to return to power versus the APC that is in power at the moment. While the PDP was trying to come back to power in the state, the APC wanted to consolidate. At the end of the battle, the people decided to give power to the person they preferred, which is Governor Lalong of the APC. There are other governorship candidates representing other political parties, but their parties are not as popular as the APC and the PDP. Again, it might be the preference of the voters to reduce their choice for governorship to two, hence they had the APC and the PDP candidates to chose from and between the two, the people has demonstrated their preference for the APC. This boils down to the people’s choice; that is the beauty of democracy, the people’s choice must prevail. In other parts of the country, voters don’t even look at the parties, they looked at the personalities and so you see people making their choice of candidate outside the APC and the PDP. At the end of the day, it’s people choice. In Plateau State Lalong was the people’s choice.

    What do you think are Governor Lalong’s attributes that endeared him to voters?

    In the first place, Governor Lalong is humane, humble and he is a God-fearing man. His kind of humility is unparalleled, his nature is such that does not want to hurt a fly, not to talk of a human being. He came with a mindset to be fair to all residents of the state, irrespective of political leaning, ethnic, political or religious background. He is at home with everyone and that personal attributes reflected positively in his style of administration in the last four years. The administration that ruled the state before him was the type that did a lot to elevate one tribe above others in their policies and programmes and such ethnic politics caused major divisions among the multi-ethnic population of the state. But, when Lalong took over, he made it a deliberate policy to eradicate ethnic divisions and tried to bring the people together as equals. He made everyone equal stakeholder in the state and that alone endeared him to the people.

    Secondly, Governor Lalong has kept his electioneering promises to the people. As soon as he took over the mantle of leadership in 2015, he made wide consultations with the people to find out their areas of priorities and at the end he came up with what we called the “5-Pillar Policy” of the administration. It is a kind of developmental blueprint that guides the government in addition to the promises he made to the people. That was why, if you take the issue of welfare of the people, for example, Lalong is second to none. He did not only make salary payments regular, he also made sure that he cleared backlog of salary arrears. In fact, he came into office when workers were on strike and he promptly promised that he was going to pay the backlog and he has not disappointed them. The payment of salaries alone made the entire state happy, because even those that are not civil servants were happy because those who collect salaries patronise them and money is always in circulation. You can imagine a government that releases at least N2.5 billion into the state every month through salary payments. Definitely, it will impact on the economy of the state and petty traders, artisans, farmers ussually feel the impact of the money in circulation. If you realise the economic impact of one month salary no government can afford to delay salary payments because that salary touches on every aspects of the economy. The local economy has picked up and everybody is pleased with the government.

    Thirdly, Governor Lalong recalled all civil servants that were sacked by previous administration and those placed on indefinite suspension. He reinstated them and they were paid their arrears. The unemployed youths also like Governor Lalong, because they have also benefited from the administration through entrepreneurship trainings. As I’m talking to you, more than 100,000 Plateau youths benefited from the entrepreneurship programme organised by the Plateau State Small and Medium Enterprises Development Agency (PLASMEDA), an agency created by the governor himself. The beneficiaries of this entrepreneurship programme cut across all the 17 local governments. It was another means of job creation, because most of these trained youths were equipped with relevant tools for them to start their own businesses. Most of them did well and thereby also employed others on their businesses. So, everywhere in the state the youths are just singing praises of Lalong.

    His achievements in the areas of peace and security have also endeared the governor to the people. I can say Governor Lalong brought peace to people. You can only appreciate Lalong’s peace initiatives when you think of a period that the state was completely polarised along ethnic and religious lines. Then, there were no-go areas in Jos; where you go depends on your religion or the ethnic group you belong to. But Lalong did well to eradicate that within the first year of his administration. Why will people not like him? More so, he run an all-inclusive government. So, all these and many more really endeared him to the people and eventually made him the number one choice of the people during the election.

    But, there was gang up against his re-election bid. What do you have to say about that?

    Yes, there was that gang up against Lalong in the election; the gang up was made up of some elites who felt he did well to deny them access to public funds, as it used to be in previous PDP administrations. You know in the past, these elites lived big on state resources and they don’t care if civil servants are paid salaries or not. Such elites never cared if there are provisions of social infrastructure for the benefit of the entire populace.

  • Plateau local govt polls: Lalong’s aide berates PDP over protest

    Plateau State Commissioner for Information Yakubu Dati has berated the People Democratic Party (PDP) for protesting against the victory of the All Progressives Congress (APC) during the recent local government elections.

    Dati told reporters in Lagos at the weekend that the elections were adjudged free and fair by all the stakeholders and the civil society groups that monitored the exercise and wondered why the party should protest against an exercise adjudged transparent by most stakeholders and observers.

    This was coming after Governor Solomon Lalong inaugurated the chairmen of the 11 local government councils who were declared winners of the election at the Plateau State Government House, Jos.

    Dati attributed the protests to the “troublemaking” legacy of PDP. He advised the party to take advantage of the available legal means to resolve their grievances.

    He said: “I know that genuine people who are democrats, who know that in every contest there must be a winner and a loser, will take advantage of the tribunal set up by the government, which is an independent arm of government, to present their grievances and it will be looked at.

    “Resorting to self-help does not help. You also know that the elections were conducted peacefully all over the state. But, of course, what do you expect from PDP? They are an opposition and they believe that opposition means creating fear and anxiety in the hearts of people which is far from the ethos of democracy.”

    The commissioner attributed the large turnout of voters at the polls to the confidence the public has in the Plateau State Independent Electoral Commission.

  • Lalong regrets fresh attacks in Plateau

    Plateau state government says it is intensifying collaboration with security agencies to bring to an end attacks on communities by criminal elements who are bent on taking the state back to the dark days.

    The State Commissioner of Information & Communication Yakubu Dati in a statement commiserating with the people of Foron and Abonong where eight people were killed and many houses burnt as confirmed by the police conveyed the deep sympathy of Governor Simon Lalong.

    Dati said Governor Lalong has directed security agencies to leave no stone on unturned in ensuring that the perpetrators of the dastardly act are brought to justice.

    He recalls various peace initiatives being put in place by Governor Lalong to ensure lasting peace in the state, the latest being the just ended Northern Region Christian Association of Nigeria summit in Jos.

    The government explained that the review of the criminal justice act in the state is to ensure criminals are tried in the state.

    Dati conveyed the condolences of Governor Lalong to all those who lost their loved ones and property, including the Church of Christ in Nations which lost a priest and his family in the attack.

    The Governor appreciated COCIN for providing sanctuary for some Internally Displaced Persons (IDPs) as well as other organizations for their role in bringing succour to victims of conflict.

    He implored citizens not to give up on the state’s cherished values of peace and hospitality adding that they should not take laws into their hands when provoked but collaborate with security agencies to prevent any break down of law and order and bring criminal elements to justice.

    Plateau State Governor Simon Lalong has called on international investors in the United States that there are vast opportunities in the agricultural sector of in Plateau state awaiting willing investors.

    Governor Lalong who is part of President Muhammad Buhari’s engagement with US President Donald Trump and the business community was said to have told a gathering of agricultural investors that Plateau’s temperate weather gives it advantage in all year agricultural production.

    In a statement issued by the state commissioner for Information and Communication Yakubu Dati reads, “Governor Lalong took advantage of his trip to US to woo investors who has interest in agriculture, the governor told them the fact that Plateau state is suitable for the production of exotic crops, assorted grains, livestock & Irish potatoes among others.

    “The Governor explain areas of investment in agriculture include dairy products, juice making, storage and processing of farm produce.

    He said his administration has created the enabling environment for business to thrive through the establishment of a one – stop shop and easy access to land.

    “Governor Lalong added that the Federal Government has  designated the Yakubu Gowon Airport Jos, as a Cargo Airport, to facilitate the exports of perisheable produce abundant in the State. He added that the Inland container depot is being constructed near the airport to support the transportation of agricultural produce and other goods and services”

    The spokesperson for the aviation parastatals, Mr. Yakubu Dati, yesterday debunked claims by critics that the former Minister of Aviation, Princess Stella Oduah, had a hand in the removal of the former heads of aviation agencies.

    He said in an interview in Lagos that the Federal Government had, in its wisdom, effected changes in the management of the aviation agencies, in the public interest.

    He said the erstwhile Managing Directors of FAAN, Mr. George Uriesi; the Nigerian Airspace Management Agency (NAMA), Mr. Nnamdi Udoh; Rector of the Nigerian College of Aviation Technology (NCAT), Capt. Chinyere Kalu; and the Director-General of the Nigerian Civil Aviation Authority (NCAA), Capt. Fola Akinkuotu, worked with the former minister throughout her tenure without any issue.

    “These gentlemen worked under Princess Oduah when she was the Aviation Minister. So if she wanted to remove any of them, she possibly could have done so,” he said.

    The Federal Airports Authority of Nigeria (FAAN) yesterday gave reasons for the withdrawal of State Security Services (SSS) from immigration points at the Murtala Muhammed International Airport (MMIA), Lagos.

    FAAN’s spokesman Yakubu Dati said SSS operatives were withdrawn from Immigration points because their services at such points could affect passengers’ facilitation.

    In a statement yesterday, Dati said: “The FAAN wishes to correct the wrong impression that the services of the SSS were withdrawn from Immigration points at our international airports because such services were unnecessary at airports and they inhibit passenger facilitation.

    “Nothing could be further from the truth because government security services are pivotal to aviation security service internationally, even though their functions are secret in nature.

    “For the purpose of clarity, some government agencies at airports, including the SSS, were recently relocated from the Immigration counters at our international airports, to enable FAAN achieve the International Air Transport Association’s (IATA’s) requirement that passenger facilitation be completed within six minutes of arrival, in line with international standards and practices.”

    THE Nigerian Meteorological Agency (NIMET) and the Accident Investigation Bureau (AIB) recorded significant achievements in aviation safety and security last year, spokesman of the Aviation Parastatals Yakubu Dati has said.

    He listed some of achievements by NIMET to include the installation of the Doppler Weather Radar and the Calibrated Meteorological Instrument used to detect and track hazardous weather systems on real-time basis and which guarantees weather data reliability.

    Wind shear, he said, a major weather hazard that has contributed to many aircraft accidents in the past, adding that with the installation of the equipment the occurrence of low level wind shear can be detected and early warnings relayed to pilots through the Air Traffic Controllers (ATC) before take-off and landing.

    “The existence of these instruments guaranteed accurate and timely weather forecasts, measurements and observations that met International Civil Aviation Organisation (ICAO) standard pilots obtained accurate and reliable weather information prior to every flight out of any Nigerian airport.

    Besides, the AIB can download, extract, decode and analyse the aircraft accident data from the (Cockpit Voice Recorder CVR and (Flight Data Recorder) FDR (Black Boxes), thereby saving time and money and speeding up investigation and upgrading the skills of aircraft accident investigators.

    “With the public release of all nine outstanding accident investigation reports from previous reports from previous years, critical safety information in the form of 36 safety recommendations have been pushed out for implementation by the Nigerian Civil Aviation Authority (NCAA) to aid in further enhancing the safety net,” Dati said.

    He said the Nigerian College of Aviation Technology ( NCAT), also recorded some achievements as several aircraft and aircraft engines had been overhauled were now back in operation.

    This development, Dati said has increased the training capacity for the college.

    Dati said : ” The college had no Visual Tower Simulator for Air Traffic Control training, but in 2013, a 360 degree Visual Tower Simulator for ATC training was purchased and installed. Also, a Boeing 737-200 for cabin crew training was also procured in 2013.

    “In addition to the positive changes made in NCAT, EADS SOCATA TBM 850single engine turbo prop trainer aircraft, two No Bell 2061-iv helicopters and Gas Turbine Trainers which were unavailable beforeJuly 2011were procured in 2013 for the institution.

    “An ARTMACS Pc-Based Radar Simulator and an Auto pilot Training station has also been procured and installed in the institution.

    “Another commendable milestone recorded in NCAT is the renovated briefing room for pilots which has been in a deplorable state for many years.”

    The Federal Government on Thursday cited non compliance with security procedures as part of the reasons why it grounded a Kenyan aircraft that brought in three Nigerian deportees to the Murtala Muhammed International Airport (MMIA), Lagos.

    The aircraft has been detained by security agencies since June 3 under the directive of the Ministry of Foreign Affairs.

    The Coordinating General Manager, Corporate Communications, Aviation Parastatals, Yakubu Dati, who confirmed the grounding of the aircraft said that the flight is going through routine security checks and would be released on completion.

    He also disclosed that the aircraft, a DC-9 with registration number, 5Y-SAX owned by Cavoc Airlines arrived Nigeria on June 3 with 18 persons on board, 15 of which were crew members and three Nigerians that were deported.

    The deported Nigerians he said were still in detention at the Ministry of Foreign Affairs under the watchful eyes of security agencies.

    His words, “On June 3, 2013 , about 18:36 hours, a Kenya aircraft with registration number 5Y-SAX, owned by Cavoc Airlines arrived Nigeria with a total of 18 persons. Among them, 15 were crew members while the three other persons on board were passengers.

    The three Nigerians were said to be deportees from Kenya, but the security agencies in Lagos discovered that certain procedures were not complied with and subsequently grounded the aircraft.

    “That is why the aircraft has been grounded and it is going through security routine at the moment. As soon as the grey areas are clarified the aircraft will be released according to the laws of the land. The type of aircraft is DC-9 and the deportees are still under detention.”

     

     

  • FAAN, Bi-Courteny disagree over revocation of lease agreements

    The Federal Airports Authority of Nigeria (FAAN) on Tuesday announced the termination of two leases granted Bi-Courtney Limited at the Murtala Muhammed Airport, Ikeja for the development and management of a four-star hotel and conference centre.

    The yet to be completed four – star hotel and conference centre is opposite the MMA 2, terminal , Ikeja, Lagos.

    Bi- Courtney in a reaction dismissed the termination of the lease Bi- Courtney insisting that there is a court injunction restraining FAAN from carrying out such actions.

    According to the general manager, corporate communications of FAAN, Mr Yakubu Dati, the authority had In two separate letters, dated April 19th 2012, informed Bi-Courtney that the leases granted it in respect of the two projects had been terminated as a result of breaches committed by the company in the agreements it signed with FAAN on the two projects.

    Dati explained that by the said agreements, the two projects were to be completed in 2008 but FAAN graciously extended the construction period to July, 2009 but Bi-Courtney failed to complete the two projects at the expiration of the extended period.

    He said :” By that termination order, the demised premises, in respect of the two projects, have reverted to FAAN automatically, in line with the terms of the agreements.”

    However,  in a statement, the public relations officer of Bi-Courtney Aviation Services Limited, Mr Steve Omolale- Ajulo said :” For FAAN to say it has terminated the projects and taken possession of the land is laughable and a clear disobedience of subsisting court orders.”

    “Nigerians should please ignore them, as they are not saying anything new. Like they themselves admitted in their latest statement, they first issued the statement purportedly terminating the two projects on April 19, 2012.

    “As it is usual with them, they have re-issued the same statement in order to confuse aviation stakeholders and continue to create crises in the sector.

    “Every aviation stakeholder knows that it was the same old statement, issued last year that they have rewritten and presented to the media as a new one to deceive the public.

    “FAAN knows that it cannot terminate the projects because of the court injunction. There are consequences for such an action.”

    Ajulo, further  said: “Justice S.J. Adah of the Federal High Court, Ikeja Division, had, on April 23, 2012, issued an order restraining the Attorney-General of the Federation, Inspector-General of Police, Managing Director of FAAN and FAAN itself (all defendants in the suit we filed against them) from commencing, continuing and/or completing any actions or permitting the commencement, continuance and/or completion of any action.

    “This in respect of taking over possession of and/or interfering with Applicant’s possession of the Four-Star Hotel and the Conference Centre situate at the Murtala Muhammed Airport Terminal Two, Ikeja, under construction pursuant to its letters reference: FAAN/1600/0210213 and FAAN/1600/0210214, both dated April 19th, 2012, or any other letter, instrument or instruction whatsoever pending the hearing and determination of the Applicant’s application for interlocutory injunction.

    “The court order, originating motion, affidavit in support, exhibits and the Notice of Arbitration were all served on FAAN and its Managing Director, and received and signed for, on their behalf, by one Mrs. C. Akinola at 11.55a.m on April 24th, 2012,” Ajulo stated
