  • A shocking defeat awaits you if you contest, APC tells Dogara

    The All Progressives Congress (APC) has asked Speaker of the House of Representatives, Yakubu Dogara not to recontest the House of Represent seat on the platform of the opposition party as “a humiliating defeat” awaits him.

    Reacting to the purported defection of the Speaker to the People’s Democratic Party (PDP), Acting National Organizing Secretary, Yekini Nabena said it was surprised if the Speaker decide to join the opposition in view of his anti-party activities in the National Assembly.

    He said the anti-party activities became more glaring when the PDP won his local government of Bogoro during the recently concluded Senatorial election in Bauchi state.

    Nabena said “We have received several media requests for a reaction to the purported defection of the Speaker, House of Representatives, Rt. Hon. Yakubu Dogara from the All Progressives Congress (APC) to one of the opposition political parties, as reported in the media.

    “In reacting, a recent comment by President Muhammadu Buhari, aptly sums Dogara’s reported defection: “The weakest people whose senses of expectation do not align with our vision have exited our Party”.

    “Dogara’s reported defection has not come to us as a surprise. It was only a matter of time judging by Dogara’s anti-party antics in the National Assembly where in connivance with the Senate President, Bukola Saraki, he exploited all available avenues to sabotage and undermine the APC-led executive.

    “Dogara’s anti-party activities which enabled one of the opposition Party’s sole victory in Bogoro Local Government Area (Dogara’s council) during the recent Bauchi South Senatorial bye-election won by the APC is another pointer, among several others.

    “Indeed, all politics is local. As a Party, we empathise with Dogara on his confusion and despair over his bleak political future given the fact that he is not on ground and a political paperweight in his home Bauchi state.

    “In his emergence as Speaker, Dogara was merely used by his political master to achieve their selfish political ends at the time. They have since moved on to pursue their individual political aspirations and left Dogara in the cold.

    “We would advise Dogara against his ill-advised decision to recontest his House of Representatives seat under the opposition Party he is linked with because a crushing and humiliating defeat surely awaits him.

    “As a Party, we remain united and committed to our Progressives ideologies. We urge Party faithful to consolidate on our strengths and collectively go into the 2019 general elections as a united and strong political fighting force to sustain the Change Agenda we are implementing for the benefit of Nigerians.”

     

  • Dogara denies aide over political aspiration

    House of Representatives Speaker Yakubu Dogara said yesterday that he had nothing to do with the political ambition of one of his aides who had declared his intention to seek a ticket to the Bauchi Sate House of Assembly on the platform of the Peoples Democratic Party (PDP).

    Iliya Habila, a media aide to Dogara, wants to represent the Bogoro Constituency.

    Habila’s declaration earlier in the week was thought in some quarters to have received the blessing of the Speaker.

    However, Dogara’s Special Adviser on Media and Public Affairs, Turaki Hassan,said yesterday that the Speaker had  no input in or influenced the political aspiration  of Habila.

    He said: “Contrary to reports published by some national dailies, His Excellency, Rt. Hon. Yakubu Dogara, Speaker of the House of Representatives, did not endorse any aspirant to vie for the Bogoro Constituency in the Bauchi State House of Assembly or any other.

    ”His constituents and political associates know that he does not interfere and will not endorse anybody, and neither will he ask anyone to seek election under the platform of any political party; whether the All Progressives Congress  or the Peoples Democratic Party.”

    Dogara though a  member of the All Progressives Congress (APC) ,has not been attending party functions for some time now.

    He is a close ally of   Senate President Bukola Saraki who recently defected from the APC to the PDP .

    He announced on Thursday that he would be seeking the party’s presidential ticket for next year’s election.

     

  • Dogara: I have not endorsed anyone for political office

     The Speaker of the House of Representatives, Mr Yakubu Dogara, on Friday denied claims that he had endorsed some aspirants to vie for elective offices.

    Dogara, while reacting to recent claims that he had endorsed some aspirants seeking elective offices in his constituency, described such rumours as “untrue and very wicked”.

    In a statement signed by his Special Adviser on Media and Public Affairs, Mr Turaki Hassan, and made available to newsmen in Abuja, Dogara specifically denied ever asking anyone to contest the Bogoro Constituency seat in the Bauchi State House of Assembly.

    “As a policy, I do not interfere in such processes. My constituents and political associates know that.

    “I have never endorsed anybody and have never asked anyone to seek elective office under the platform of any political party,” he declared.

    Dogara advised reporters to always confirm stories before publishing them, and urged people spreading rumours about him to desist from doing so.

    He took to twitter to celebrate his wife whom he described as the rock of the family and the love of his life on her birthday.

  • Dogara greets Sultan at 62

    The Speaker of the House of Representatives, Hon. Yakubu Dogara has paid tribute to the Sultan of Sokoto and President-General, Supreme Council for Islamic Affairs in Nigeria, Alhaji Muhammad Sa’ad Abubakar lll as he turns 62.

    Dogara in a congratulatory message he personally signed, described Sultan Sa’ad as one of Nigeria’s most outstanding promoters of justice, unity, peace and harmony.

    According to him, the royal father has endeared himself to all Nigerians of goodwill, regardless of cultural, religious or political persuasions, owing to his relentless pursuit of peace and ethno-religious harmony among the diverse people.

  • No spat between Dogara, Saraki – Spokesman

    There is no disagreement, quarrel or misunderstanding between the Speaker of the House of Representatives, Hon. Yakubu Dogara and the Senate President, Dr. Bukola Saraki, the Special Adviser, Media and Public Affairs to the Speaker, Turaki Hassan has said.

    Dogara’s spokesman  in a statement denying the rumour of a rift between the leaders of the two Chambers said  the public should ignore lies being circulated in the social media especially Whatsapp.

    According to him, Dogara and Saraki have enjoyed cordial relationship in the last three years.

    His words: “Please beware of evil people, merchants of lies, falsehood and mendacity whose primary occupation is to concoct, contrive, fabricate and brew mischief and fake news which they spread and broadcast like wild fire on social media.

    “These paid minions who have sold their conscience and souls to the devil for a morsel have been broadcasting lies on social media especially WhatsApp with the sole aim of deceiving and hoodwinking the public into believing that there is a rift between the two leaders of the National Assembly – Dr. Abubakar Bukola Saraki and His Excellency Rt. Hon. Yakubu Dogara.

    “To the contrary, Dr. Saraki and Barrister Dogara have enjoyed harmonious working relationship in the last three years.”

    He further added: “The Rt. Hon. Speaker will never ever say those things about the President of the Senate.

    “But for the unsuspecting members of the public and supporters of the two leaders, we would have ignored this latest round of fallacious and fictitious perfidy which is nothing but a piece of devilish fiction as it will fizzle out and end in the pit of hell where it came from.”

  • No date for National Assembly resumption, says Saraki, Dogara

    Senate President, Abubakar Bukola Saraki and Speaker, House of Representatives, Yakubu Dogara, Tuesday said that no date has been fixed to reconvene the two chambers of the National Assembly to consider the budget for the 2019 elections.

    Saraki and Dogara in a joint statement informed Senators, House members and Nigerians that no date has been set for the reconvening of the Senate and the House of Representatives to consider the Independent National Electoral Commission (INEC) 2019 elections budget request forwarded by President Muhammadu Buhari on July 17, 2018.

    The statement by the media aides of Saraki and Dogara, Yusuph Olaniyonu and Turaki Hassan respectively, said that “the leadership of the two chambers had met and agreed to reconvene to consider the proposal this week before which a meeting between the Joint Senate and House of Representatives Committees on Electoral Matters and officials of the INEC must have held on or before Monday August 13, 2018.”

    The joint committees, it said, were also expected to meet with the joint Senate and House Committees on Appropriations, Loans and Debts on the Eurobond loan request after which two reports would have been ready for presentation in the two chambers.”

    “However, no such meeting had taken place yet as a result of which both Senate and House of Representatives cannot reconvene as there is no report to consider.

    “Until the Committees have a ready report for the consideration of the two chambers, it will be most irresponsible to recall members from recess especially those that may have travelled to Saudi Arabia for the Hajj,” the statement said.

  • Dogara weighs options as PDP awaits Speaker’s defection

    Moves by the Speaker of the House of Representatives, Yakubu Dogara to defect from the ruling All Progressives Congress (APC) to the opposition Peoples Democratic Party (PDP) appear to be hanging in the balance.

    The Speaker, who has been having a running supremacy battle with the governor of his home state, Bauchi, Mohammed Abubakar is presently walking a tight rope.

    Having been allegedly squeezed out of the scheme of things by Governor Abubakar, it has become increasingly difficult for Dogara to gain control of politics back home.

    The Speaker’s utterances and body language in recent times tend to suggest a slant towards the PDP, had boycotted the recent state and local government congresses in Buachi State.

    Strategic and key political positions in his Bogoro constituency had since been filled with loyalists of the governor thereby leaving the Speaker in the lurch.

    Dogara, who was initially rumoured to have resolved to defect about the same time the President of the Senate, Dr. Bukola Saraki defected from the APC to the PDP about two weeks ago, was forced to put his plans on hold.

    Following the defection of 37 members on the floor of the House in July, the numerical strengths of the various political parties were altered.

    At present, the APC still holds a majority of 192 members; closely followed by the PDP with 156. APGA -five; ADC -four; Accord Party -one; SDP -one; and one vacant seat.

    As it were, it would require a two-thirds majority of 240 members to remove Dogara should he defect to the PDP with 156-member strength.

    Put together, the number of APC members, joined with other parties stood at 204 against PDP’s 156 members. This still leaves a gap of 36 members to attain the 240-member two-thirds requirement.

    It can be taken for granted that none of the 156 PDP members would vote in favour of Dogara’s removal in event of his defection to the main opposition party.

    It is also doubtful where the 11 members that make up APGA, ADC, Accord Party and the SDP would swing when the chips are down.

    Apparently, the horse trading that led to the recent defection of 37 members, mostly from the APC, was meant to weaken the numerical strength of the ruling party in the House.

    With recent developments in the National Assembly, particularly last Tuesday’s botched attempt, allegedly by the APC senators to impeach Saraki, the coast appears clear for Dogara to make good his threat any time soon.

    Dogara may ride on the crest of the global uproar and condemnation that greeted the alleged attempt to impeach Saraki with the invasion of armed and hooded operatives of the  Department of State Security (DSS).

    Turaki Hassan, the Media Adviser to Dogara,tactically avoided questions as to when his principal intends to announce his defection from the APC to the PDP.

    Inquiries by our correspondent on Friday through telephone calls, SMS and WhatsApp messages were ignored by the media aide.

    However, a member, who preferred not to be named, told our correspondent that the Speaker’s defection was only a matter of days.

    The member from one of the states in the Southeast geopolitical zone, said it would be political suicidal for Dogara to remain in the APC.

    He accused the leadership of the APC of deliberately abandoning the Speaker and watched as the Bauchi Sate Governor virtually ran him out of relevance in the state.

    “It would be unwise for the Speaker to remain in the APC because doing so would truncate his political career, a least in the next political dispensation.

    “How on earth would the leadership of a ruling party conspire with a state governor to ridicule the country’s Number Four citizen, more so a prominent member of their party.

    “All along, the leadership of the APC, instead of finding ways of reconciling the Speaker with the Bauchi Governor, chose to play the ostrich, burying their heads in the sand”, the Rep member said.

    The lawmaker, who is a member of one of the smaller minority parties in the House declared that the APC cannot muster the required 240-member two-thirds required to remove Dogara whenever he switched political camps.

    He said, “The threat by some people that the Speaker would be impeached if he defects to the PDP is an empty one. Don’t forget that a precedence was set in 2014 when the then Speaker, Aminu Tambuwal defected from the PDP to the APC and still retained his seat.

    “Ironically, the same people and their political party who hailed Tambuwal and called the bluff of the PDP, are the same set of people are today threatening Dogara with hell fire.

    “So, if precedence is anything to go by, then a sauce for the goose should as well be a sauce for the gander. They are now confronted with their past and they cannot run away from it”.

    Meanwhile, as the various political parties gear up preparations for nominations into the various elective offices ahead of the 2019 general elections, time appears to be running out on intending defectors of all categories.

    Going by the timeline in the electoral timetable released by the Independent National Electoral Commission (INEC), political parties are to conclude their nominations into the various elective positions from August 18 to October 7.

    Apparently to beat the INEC timetable and to accommodate prospective defectors, the leadership of the PDP had deliberately relaxed its guidelines regarding the time frame allowed for new members to contest elective positions in the general elections.

    The opposition party, in anticipation of high profile defectors into its fold, had scaled down the deadline from 180 days to 30 days. Even at that, the party has also made provisions for waivers to allow members contest elections in less than 30 days of joining the party.

    Expectations of the Speaker’s imminent defection has reached a feverish pitch at the national headquarters of the PDP, even though none of its top officials was ready to comment on the matter.

    Speaking further, the lawmaker jokingly said, “The transfer widow in the Nigerian political league season is gradually drawing to a close and every player, including Dogara is fully aware of this fact. He is only tidying up the loose ends.

    “He may be worried about other consequences of his eventual defection or a backlash from the APC. But certainly not about the security of his position of as Speaker.

    “Let me make it clear to you that any call for Dogara’s impeachment after his defection would be overwhelmingly defeated because a good number of members among our colleagues in the APC will vote against it”.

    Dogara was one of the prominent members of the nPDP that defected from the then ruling PDP to the APC in the run up to the 2015 general elections.

    However, members of the group had continued to bemoan their fate shortly after the APC secured a resounding victory in the 2015 poll at different levels.

    The members had complained about being marginalised in the sharing of political offices across the board, culminating in the recent defection of a number of senators and House members from the APC to the PDP and other smaller parties.

    Senate President, Bukola Saraki and Speaker, House of Representatives, Yakubu Dogara, on Wednesday said that Tuesday’s siege on the National Assembly was an act of cowardice by those seeking to illegally impeach him and Deputy Senate President, Ike Ekweremadu.

    Saraki also vowed not to resign his position because he was elected Senate President by majority of senators.

    This is contained in a joint statement delivered by Saraki at a press conference in Abuja.

    Operatives of the Department of State Services (DSS) on Tuesday barricaded the National Assembly gate preventing senators, House of Representatives members, assembly workers and journalists from having access to the Assembly Complex.

    The action of the security operatives, which they claimed was an “order from above” almost, degenerated to break down of law and order.

    Saraki at the crowded press conference with a battery of cameras insisted that the siege was an act of cowardice by those seeking to carry out an illegal impeachment of the leadership of the Senate in flagrant disregard of the law.

    He said that the promoters of the siege were people who seek control at all costs, by whatever means, never minding the injury to democratic norms.

    The Senate President noted that the siege was part of the manifestation of “a government within this government” which he alluded to about two years ago.

    He said that it is curious and beats his imagination how the head of a security agency could have authorized the brazen assault on the legislature that was witnessed on Tuesday.

    Saraki said that it was a matter of record that on Tuesday, lawmakers and staff of the National Assembly were prevented from entering the National Assembly Complex by heavily armed security agents of the DSS.

    He said that all entries to the Complex were blocked as early as 6.30 am.

    He noted that the National Assembly, the seat of democracy in the country, was under lockdown.

    The Senate President described the ensuing standoff, as “a show of shame that played itself out over several hours in full view of the country.”

    He noted that in no circumstances should the siege have taken place.

    Saraki said that Nigeria as a nation, “reaped the bitter fruits instantaneously, as evident in media images relayed around the world, images that shame us as a democratic nation.”

    He said, “We have to say that this is not about us – Abubakar Bukola Saraki or Yakubu Dogara as an individual. It is not about Ike Ekweremadu, nor is it about Yusuf Lasun.

    “We are speaking for my colleagues when I say that this is about the soul of Nigeria, what we represent as a country, (people) and our standing in the comity of nations.

    “This is a country where so much is expected of us, so many rungs of the ladder that we are supposed to have ascended as a nation.

    “Instead we are wallowing in impunity and illegal show of force, all of which retard our progress.

    “This is most disheartening. We don’t get any joy in saying: We said so. We don’t.

    “However, some of you may recall that about two years ago, I stated that there was a government within this government, to a purpose that was not in the interest of what the people voted for.

    “I said it then, and now, almost on a daily basis, we are seeing the manifestations of that government within a government.

    “It beats one’s imagination how the head of a security agency could have authorized the brazen assault on the legislature that we saw yesterday.

    “Only recently we saw in Benue how 8 members of the 30 members of State House of Assembly with the collaboration of security forces, DSS and police tried to impeach the Governor.

    “Despite the threat to our lives, we shall continue to fight impunity and injustice in this country.

    “Happily by the actions that Nigerians took on Tuesday, they demonstrated our strong resolve as a nation not to give ground to oppression.

    “The legislature, more than any other institution in this country, more than any other arm of government, represents the will of the people.

    “We are elected by the people, and an assault on the legislature is an assault on the people of Nigeria.

    “The forcible shutdown of the legislature was an unconscionable assault on a national institution, and thanks to all your efforts, the aggressors have been put to shame.

    “The resistance mounted by staff of the National Assembly, our colleagues in both chambers and Civil Society Organisations (CSOs) who refused to leave the entrance of this Complex until the siege was broken, strengthens our faith in the people of this country.

    “The rain fell, the sun rose, but Nigerians stood their ground in defence of democracy.

    “With the strength of will demonstrated by everyone against unwarranted and unconstitutional militaristic might, the siege could not stand.

    “By this, we have shown that Nigerians can resist government within government in whatever guise, and this is humbling for us.

    “Those who sought to defend the attack on the National Assembly under our leadership for their selfish ends have further affirmed our belief in this country.

    “They attempted to execute an illegal impeachment of the leadership of the Senate without the backing of the law, but they faltered. We are confident that, together, we shall always defeat acts of unconstitutionality. The rule of law shall always prevail.”

    The Senate President thanked those who monitored the situation on radio, television and social media, voicing their outrage at the siege, “thereby sending a clear message to those that hatched the plot that the Nigerian public would not buy this act of gangsterism using instruments of state such as the DSS.”

    He also thanked the international community – particularly the European Union that visited the complex – and the international press, for their prompt reactions to the invasion of the National Assembly.

    Saraki singled out for special mention, Hon. Boma Goodhead, a member of the House of Representatives, spectacularly standing up to challenge DSS operatives.

    He said, “She looked a masked security operative in the eye and dared him to shoot. She let it be known that Nigerians would not stand for the barricade at the National Assembly, that we would not be cowed.

    “It was another pointer to what is possible in this country when women take their place in leadership.”

    The principled stance and defiant reactions to the ugly incident, he said, proved crucial to the failure of the plot.

    He said, “This is what we have been saying about the power of the people. The role of the people in defending democracy is paramount.”

    Saraki also thanked the Acting President, Prof. Yemi Osinbajo, “for his handling of the situation we were all confronted with yesterday (Tuesday).”

    Prof. Osinbajo’s “decisive action went a long way towards restoring confidence and the image of our country.”

    “It sent a powerful message – that the DSS cannot be recklessly deployed against institutions of our democracy.

    “The path of leadership is not by party, and we must commend it wherever it is found.

    “Mr. Acting President did the right thing. However, the damage control so far does not address the question of how this invasion was allowed to happen in the first place” Saraki said.

    Saraki said that they had it on good authority that the incident has been in the planning for months.

    He said, “How is it that such an atrocity was not prevented? How is it that the masterminds were not deterred? Very serious questions remain that can only be answered by a full investigation.

    “We call for an investigation, and we demand that all perpetrators are brought to book.

    “We owe it to ourselves to ensure that such a situation never occurs again.

    “Many agencies have abused their powers and acted outside the ambit of the law on occasion.

    “Where abuses occur, similar actions must be taken immediately and full investigation instituted.

    “We must say that when we fought for Change, we could not have envisaged a scenario such as unfolded yesterday (Tuesday) – an atmosphere where people cannot tolerate dissent, or mere differences of opinion as to the future of our dear country. This is not the Change we fought for.

    “We did not fight for instruments of state to be used to oppress Nigerians and their lawmakers. We know that we, certainly, did not fight just so the legislature could be undermined and subjected to this onslaught.

    “There are many lessons to be drawn from the ugly incident we all witnessed yesterday.

    “For one, government must ensure that security agencies remain neutral and act in line with the position of the constitution as well as their enabling laws.

    “Heads of agencies should be accountable, and those who step out of line must be held responsible for their actions. Enough with impunity. Enough with the reckless and senseless deployment of militaristic force. Enough.

    Saraki noted that in dark cloud, “we can see the silver lining, and that silver lining is the commitment of Nigerians to defending their hard-won democracy.”

    The Senate President assured that they were committed to doing their utmost as lawmakers to ensure that the responsibility and functionality of governance are met.

    He said, “Although we are on annual break, we are daily reviewing the situation and are alive to the responsibility to take action as necessary.

    “Unfortunately, yesterday’s (Tuesday’s) shutdown prevented us from meeting with INEC, as scheduled, to address their request.

    “We will continue to do all to ensure a smooth and successful 2019 election.

    “In the spirit of that we also appeal to Mr. President to sign the new 2018 Electoral Act Amendment Bill in line with his recommendations, which has been sent for his assent.”

    Saraki reiterate that neither myself, Deputy Senate President or Speaker belong to the class of politicians that are desperate to stay in power by al means and at all costs.

    According to him “The day, two thirds of our members feel they do not have confidence in our leadership, we will gracefully bow out.

    “I repeat again and again, this is not about us, but about respecting the constitution and the rule of law.”

    Asked if he would resign due to stringent demands for him to give way following his defection from the ruling All Progressives Congress (APC) to the Peoples Democratic Party (PDP) Saraki was categorical that he would not.

    He said that he was duly elected by members not because he was a member of the APC.

    Saraki said, “I was not given the seat of the Senate President. I was elected by members. Secondly, according our Constitution, it says members of the National Assembly who are elected can elect their leaders. It does not say you have to come from a political party.”

  • Saraki’s continued stay as Senate President is constitutional – Makarfi 

    One of the Presidential Aspirants in the People’s Democratic Party (PDP),  Ahmed Mohammed Makarfi has called on all those crucifying the Senate President, Bukola Saraki to leave him alone as his continued stay as Senate President irrespective of his party affiliation is lawful, constitutional and democratic.

    He said that Senator Bukola Saraki, Senator Ike Ekweremadu and Yakubu Dogara were elected based on the provision of the constitution and not party based.

    Speaking to newsmen during his visit to the PDP Secretariat in Minna on Saturday, Markafi told those who have been calling on Saraki and Dogara to vacate their seats to leave them alone.

    “The position of the presiding officers of the National Assembly, based on the constitution of Nigeria is an election of one among equals based on voting irrespective of party affliction. The constitution said that the Senators are to elect among themselves, it did not say that it must be from a majority party.

    “Positions tied to party affliction are the positions like majority and minority leaders and Chief Whips along with their deputies. Therefore Senator Bukola Saraki, Ike Ekweremadu and Dogara should be left alone because they are elected based on provision of the constitution and their continuing stay irrespective of the party they belong to is constitutional, it is lawful and it is democratic. ”

    Speaking further, the Presidential hopeful who expressed his delight over the recent defection to PDP said that, “We are still expecting more” but noted that the party would need to manage the defections well to ensure that there would be no fall out.

    He then said that all members of the PDP should be ready to make sacrifices for the peace and unity of the party.
