    Eulogies, encomiums as Yemi-Esan bows out as Head of Civil Service

    The outgoing Head of Civil Service of the Federation (HoSF), Dr. Folasade Yemi-Esan, received glowing tributes from her successor, Mrs. Didi Esther Walson-Jack, OON, along with Permanent Secretaries and other civil servants, in recognition of her dedication, selflessness, and transformative leadership in the civil service.

    At a Townhall meeting organized by the Joint Union Negotiating Council (JUNC) and held in Abuja, Walson-Jack praised Yemi-Esan for her monumental contributions to the Nigerian civil service.

    She highlighted Yemi-Esan’s embodiment of the core values of the service, captured in the acronym AMPLE: Accountable, Meritocratic, Professional, Loyal, and Efficient.

    The Permanent Secretary of the Common Services Office at the OHCSF, Mr. Raymond Omachi, FCA, in his opening remarks, emphasized that the meeting was not only a celebration but a testament to the sacrifices made by Yemi-Esan for the betterment of the civil service.

    Representing the staff, the President of JUNC, Mr. Sylvester Ameh, commended Yemi-Esan’s leadership in implementing the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25).

    He acknowledged her efforts in improving the welfare of civil servants and called on the incoming HoSF to further enhance workers’ welfare.

    In her response, Yemi-Esan expressed her satisfaction with the evident transformations in the civil service, particularly noting the increased confidence and assertiveness among civil servants.

    She urged them to continue upholding the high standards achieved and to boldly speak out about the positive developments within the service.

    Reflecting on her tenure, Yemi-Esan thanked former President Muhammadu Buhari and current President Bola Ahmed Tinubu for their support and leadership.

    She attributed her successes to the collective efforts of the transformative Permanent Secretaries and the entire OHCSF staff.

    Yemi-Esan remarked on the unprecedented nature of the event, noting that it was uncommon for organized labor to celebrate the departure of their principal, given their primary role in negotiations.

    She reminded the audience of the ongoing FCSSIP25 initiative, emphasizing its focus on improving service delivery for the betterment of the nation.

    In her final act as HoSF, Yemi-Esan presented six official vehicles to Directors within the office and handed over keys to two Coaster (Hiace) buses to the Union to ease staff transportation, particularly in the current challenging economic climate.

    Mrs. Didi Walson-Jack is set to assume office on August 14, 2024, as Yemi-Esan’s five-year tenure as Head of Service comes to an end.

    Head of Service Yemi-Esan gets NIPR fellowship

    Head of the Civil Service of the Federation (HoSF) Dr. Folasade Yemi-Esan has been awarded an Honourary Fellowship by the Nigerian Institute of Public Relations (NIPR).

    The award recognises Dr. Yemi-Esan’s commitment to restructuring the Civil Service into a world-class institution.

    It was conferred during a public lecture commemorating the 2024 World Public Relations Day in Abuja. The event’s theme, ‘The Future of Public Relations in a Changing World: Journey in the Nigerian Federal Civil Service’, highlighted the significant advancements in the service under Dr. Yemi-Esan’s leadership.

    It was presented by NIPR President and Chairman of Council, Dr. Ike Neliaku.

    The HoSF thanked the NIPR President and Council Members, saying the civil service is a progress in inclusivity, reforms, and digital transformation.

    She congratulated NIPR on its diamond jubilee, acknowledging its role in regulating and building the capacity of public relations practitioners in Nigeria.

    Dr. Yemi-Esan also emphasised the importance of effective storytelling in public relations, saying ‘if you don’t tell your story, someone else will’. She highlighted the critical role of public relations in corporate governance and called for maintaining high ethical standards in the profession.

    Nigeria’s civil service best in the world – Yemi-Esan

    Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation (HOCSF), says Nigeria has the best civil service in the world.

    Yemi-Esan stated this on Saturday in Abuja during a sporting event organised for workers as part of activities to mark the 2024 Civil Service Week.

    According to her, Nigerian civil servants are hard working, intelligent, adding that, “they can look after their own health for greater productivity in the course of discharging their duties.

    “You know I am always proud of civil and public servants because Nigeria has the best civil service in the world and I can say that confidently anywhere”.

    She expressed satisfaction with high turnout of the civil servants from various Ministries, Departments and Agencies at the events.

    “I recall three or four years ago, we only used to have a handful of civil servants and today, the numbers that are here have increased tremendously.

    “Thank you for a very good turnout today, you know this sporting activities, you don’t have to take it for granted because if we are not healthy, we can’t give the country the best that we have.

    “And please this exercise is very important for us to be productive and to give our very best, our body system must be healthy enough.

    “Apart from today’s sporting exercise, always ensure to visit our wellness centre to exercise yourself. I am sure a lot of civil servants don’t even know where the centre is. Some people are taking advantage of the centre, some are not,” she said.

    Yemi-Esan said the government invested a lot of resources at the wellness centre towards ensuring healthy civil servants with sound mind to offer their best.

    Also speaking, Minister of Sport Development, Mr John Enoh, lauded Yemi-Esan for sustaing the initiative since assuming office, especially during the annual Civil Service Week.

    According to Enoh, the required results are always achievable with the an active administrator put in place whether elective or appointive office, adding that the HoS has made a remarkable legacy in the sector.

    “When you have an active administrator in an office, whether the officer is elected, appointed, you would see the required results.

    “In the course of my journey here this morning , I was just reflecting and I imagined the great initiative that started these programmes on physical fitness, the programme on exercises for the public servants.

    “And I think that the head of service has done a great job for everyone who is here, and I will like to commend her for such initiative.

    “And I thank the Head of Service for succeeding this tradition looking at the kind of excitement that I find, it appears that there are some of you that wish that this took place everyday just to keep you physically fit,”  Enoh said.

    The initiative, she said, was an added advantage to keep civil servants alert mentally for productivity, stressing that, “its sustainability is very necessary and vital”.

    Earlier, Dr Deborah Bako, Permanent Secretary, Service Policy and Strategies Office (SPSO) office of HOCSF, said the inclusion of sport activities as part of events to mark civil service week was imperative to acquire mental ability.

    Also, Mr Aliyu Tajudeen, Sport Manager, Ministry of Education, said that involving civil servants in sporting activities was highly recommended to promote productivity.

    Highlights of the include athletics like running, football, aerobatics, cycling among others.

    HoS tongue lashes Permanent Secretaries over PMS

    The Head of the Civil Service of the Federation Dr Folashade Yemi-Esan has slammed Permanent Secretaries for alleged lackadaisical approach to implementing the Performance Management System (PMS) across Ministries, Department and Agencies (MDAs) of the Federation.

    Speaking at the 2024 PMS retreat in Abuja, Yemi-Esan didn’t hold back, accusing Perm Secs of being “clueless” and neglecting their duties.

    With veins bulging, she asked: “How many perm secs have read the PMS policies and guidelines? Some permanent secretaries don’t even know what is in the guidelines.”

    She tongue-lashed Perm Secs for their apparent ignorance of PMS guidelines and their failure to take charge.

    With frustration boiling over, she admonished them to stop passing their duties to directors and start taking responsibility.

    Fuming, she questioned: “What else do Perm Secs want the Office of the Head of Civil Service to do for them? We have gotten consultants to train and handhold them on the implementation of the PMS. Are consultants suppose to do the work for them in their various MDAs? The consultants are there only to point perm secs in the right direction.

    “Even the consultants are complaining to me that while there are in MDAs for months, the Perm Secs don’t even have time to sit with them. That is not good enough.”

    Yemi-Esan warned that the era of complacency was over, vowing to crack down on underperformance with rigorous scrutiny of quarterly reports.

    “A team of officers has been appointed to monitor the affairs of all MDAs. The report of the evaluation and monitoring exercise for the first quarter of 2024 will be considered,” she said.

    She urged Perm Secs to step up their game, warning of consequences for those who fail to deliver.

    Emphasising the importance of effective performance management, Yemi-Esan stressed the need for Perm Secs to drive accountability and foster a culture of improvement within their teams.

    She said:;”Appropriate institutional frameworks provide the opportunity for effective documentation of measured performance across sectors and priority areas of government. This ensures that the strengths of MDAs are identified, areas of weakness are addressed to improve performance, and regular feedback is received for their rankings.

    “PMS as we know is being driven as the

    second Pillar of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25). In the emplacement of PMS within the implementation framework of the FCSSIP 25, a key building block that accounting officers must begin to accord due priority, is an effective incentive and consequence management system. 

    “One of the hallmarks of a functional Performance Management System is one in which employees face sanctions for non-compliance with procedures or get incentives for high performance.”

    She maintained that as accounting officers, it is pertinent for Permanent Secretaries to implement effective performance monitoring and reporting systems, providing timely and accurate data to inform decision-making and drive organizational performance.

    Head of the Civil Service of the Federation, Folasade Yemi-Esan, has called on all Ministries, Departments, and Agencies (MDAs) to strictly adhere to the revised Public Service Rules (PSR) to enhance principles of transparency, accountability, and efficiency in the civil service.

    In a one-day sensitization workshop held in Abuja, Yemi-Esan addressed participants regarding the significance of the revised 202 Public Service Rules in Nigeria’s public institutions.

    She highlighted the pivotal role of the revised Public Service Rules, unveiled on July 27, 2023, in shaping the administrative landscape and guiding the conduct of public servants.

    These rules, she emphasized, uphold principles of transparency, accountability, and efficiency.

    She said: “The idea to hold a service-wide workshop on the revised Public Service Rules was conceived immediately after the approval of the 2021 P.S.R by the Federal Executive Council (FEC) on the 27th of September 2021. The planning of the workshop had gone on under the supervision of my predecessors but has now come to fruition today. This is the first in a series of sensitization workshops that is being planned as the next phase of the sensitization will include non-core MDAs.

    “At their core, the Public Service Rules embody the notion of public trust. As stewards of taxpayer resources and representatives of the people, public servants have a solemn duty to act in the best interests of the communities they serve. These rules provide the framework through which this duty is fulfilled, ensuring that decisions are made with integrity and fairness.

    “Moreover, Public Service Rules foster a culture of professionalism and excellence within our institutions. By setting standards for recruitment, promotion, and conduct, they ensure that those who enter public service are qualified, competent, and dedicated to the public good. Through continuous training and development, we strive to equip our workforce with the skills and knowledge needed to meet the evolving needs of our society.

    “Central to the Public Service Rules is the concept of public trust, reflecting the responsibility of public servants to act in the best interest of the communities they serve. Dr. Yemi-Esan stressed the importance of professionalism and excellence, with the rules setting standards for recruitment, promotion, and conduct.

    “Aligning with the administration’s agenda of “Renewed Hope,” the workshop underscores efforts towards effective administration, service delivery, and capacity building in the public service. Yemi-Esan urged participants to leverage their professionalism and the knowledge gained for the nation’s progress.”

    Yemi-Esan urged the directors of human resources to organize mandatory training and retraining programs to ensure officers stay updated with the revised rules and policies. She expressed gratitude for their dedication to efficient Human Resource Management and wished them success in their roles.
