  • Buhari to security agencies: Wipe out criminality

    President Muhammadu Buhari on Thursday in Gusau, Zamfara State, directed security agencies to improve their strategies of intelligence gathering, surveillance and accuracy in deployments, and ensure that criminal activities are brought to an end across the country.

    Accompanied by Governor Abdul’aziz Yari, in an interactive meeting with political leaders, traditional rulers, elders and victims of criminal attacks in Zamfara State, President Buhari assured all security agencies of improved conditions that will facilitate apprehending criminals that steal, maim and kill innocent Nigerians.

    In a statement by the Special Adviser on Media and publicity, Femi Adesina, said “As far as I am concerned, our security agencies have recorded some successes, but they need to do much more.

    “They are not to oppress anyone, but they have to gather and send intelligence and warnings when something is about to happen,’’ he said.

    The President commended the security agencies for eliminating a dreadful criminal, “Buhari general’’, who had for many years initiated killings and destruction of properties.

    “Before “Buharin-daji”, who calls himself a general, there was a criminal who killed many people and he was killed; “Buharin–daji’’ has followed him and others like them should also follow,’’ he added.

    President Buhari said the threats to lives and properties will be significantly reduced with improved relations among community leaders, citizens and the security agencies.

    He said “I have come here to commiserate with you over loss of lives and properties. We will continue to do our best to improve the security situation. However, those committing atrocities live with you.

    “Some of these people are not reported because you don’t trust the security outfits, instead you report back to the criminals. We should give priority to security’’ he said.

    The President warned that the ongoing war against corruption will be reinvigorated and sustained until public officers, who abused their positions, faced the wrath of the law.

    He told the elders and traditional rulers that properties that had been confiscated by security outfits from some suspected corrupt public officials will be sold out, after the completion of court procedures.

    He urged Nigerians to take advantage of the ongoing reforms in the agricultural sector, pointing that the era of depending on petrol will one day come to an end.

    On herdsmen attacks, the President said there was a need to revisit and review the old grazing area arrangements that guaranteed harmonious relationship between farmers and herdsmen, where differences were amicably resolved through the law without violence.

    In his remarks, Governor Yari, who is also the Chairman of Nigerian Governors’ Forum, said the state government had deployed resources that were initially designated for development into fighting criminal activities.

    The governor, who commended the security outfits for working hard to protect the state, pleaded with the Federal Government to improve the funding of operations, increase the number of security men working in the state and reimburse the state for monies spent on some Federal Government projects like roads, which he said was a major priority in fighting  criminals.

    In his presentation, the Secretary to the State Government, Prof. Abdullahi Shinkafi, said the state faced three major criminal challenges of cattle rustling, armed banditry and abductions and demand for ransoms.

    Listing out eight major flashpoints, the Secretary to the Government said 1,321 lives had been lost since 2011, while 1,881 people sustained various injuries from attacks, with about N14 billion spent on fighting the menace.

    The traditional rulers, elders and leaders of the affected communities also pleaded with the government to ensure immediate security intervention in order to save lives.

  • NUC approves Zamfara State University as 47th state university

    The National Universities Commission ( NUC ) on Monday approved Zamfara State University as the  47th state university and 162 among universities in the country.

    Prof. Abubakarheed, the Executive Secretary, NUC while giving a letter of approval to the government of Zamfara state in Abuja, called for more dedication toward promoting education development in the state and country.

    Abubakar also urged the government of Zamfara to take full advantage of the establishment of the university and contribute its quota to advance the course of education.

    He commended the governor for setting aside N3billion for specific use in staff development, establishment fund and laboratory equipment.

    According to him, this commitment is a good model that should be emulated by whoever wants to establish a university.

    “I write on behalf of NUC that with effect from Monday, March 12, the Zamfara State University is approved as the 47th state university and also 162 universities in Nigeria.

    “Zamfara is the last state to establish a university. But the establishment is apt when you will have to key into the reform programme the NUC is having now and will be of benefit to you.

    “The NUC is looking at how we can be more effective in our regulation of all universities in Nigeria.”

    Rasheed said investment in higher education, educational growth and knowledge was becoming more important than the natural resources.

    He, however, urged the state to increase its activities that would enable the university achieve its goals as it commenced operations later in the year.

    He said JAMB, TETFund and NYSC had been notified of the establishment of the university.

    The Zamfara state governor, Alhaji Abdulaziz Yari said the event was historic as it would mark the beginning of effort to make Zamfara great, especially in the education.

    Yari said the establishment of the university would afford the opportunity to provide education for the teaming youths of the state and as well provide increased development in education.

    He said the courses to be offered would cut across social and natural sciences to quickly address the manpower need of the country.

    He said the government had set aside N3billion as take-off grant for the university.

    “Out of this N3billion, N1billion will be for staff training, N1billion for establishment fund and the other N1billion for laboratory equipment.

    “We believe that university education should not be exclusive but be made accessible irrespective of individual social background.’’

    According to him, a 350 beds hospital is under construction, which will take off as a university teaching hospital.

    Yari, however, said that the committee on the establishment of the university, which had been working for over eight months, had recommended a conventional type of university.

    He promised to make welfare of staff as paramount, adding that the state would avoid owing salaries.

    Yari also presented the physical master plan of the university and laws that would govern operations of the university to the Executive Secretary of NUC.

    Killings: Attempts to force emergency rule on Zamfara aborted in Senate

    Attempts to force a state of emergency in Zamfara State over the unabating killings in the state were yesterday aborted in the Senate.

    The Senator representing Zamfara Central, Kabiru Marafa, prayed the upper chamber to resolve to ask President Muhammadu Buhari to declare a state of emergency in the state as part of the measures to deal decisively with those behind the killings.

    Marafa who used unprinted words to described the handling of security in the state by the government insisted that those behind killings were known.

    Although Marafa argued the declaration of state of emergency in the state was the only way out of the worrisome situation, the motion was not seconded.

    Because the proposition was not seconded, it was dead on arrival

    Marafa again moved that the Senate should adopt a resolution calling on the state governor Abdulazizi Yari to stay in the state and do his work instead of always staying out the state.

    The motion was also not seconded.

    The Senate however agreed that its ad-hoc committee on security situation in the country should go to Zamfara to ascertain the extent of destruction of lives and property in the state.

    This followed a motion on the “Urgent need to look into the killings that took place in Zurmi L.G.A of Zamfara State” sponsored Senator. Tijjani Yahaya Kaura (Zamfara North)

    Kaura in his debate noted that cross border banditry has brought Nigeria’s frail security system to the lime light having triggered an orgy of violence in Zamfara State which left 39 people dead in Zurmi LGA on Wednesday 14th February 2018;

    He recalled that following a motion that I moved on the 23rd of November 2017 on the ” Urgent need to look into the killings and arson that took place in Shinkafi L.G.A of Zamfara State” as a result of which the Senate suspended plenary to discuss the deterioration of Internal Security in Nigeria, which led to the recently concluded Security summit;

    The lawmaker regretted that despite the notice and warnings to the Law enforcement agencies on the impending attack by the Zamfara State Government 24 hours before the attack no precaution was taken to avert the unfortunate event;

    He said that he is aware that Zamfara State Government has over the years taken a lot of measures to bring an end to the Menace including but not limited to providing logistics to security agencies as well as engaging the bandits on dialogue with a promise of laying down their arms to be reintegrated back into the society;

    He added that he also aware that the Federal Government since the last Shinkafi attack had deployed 1 Battalion of the Nigerian Army in the troubled area. In addition to the directives given by the President to security agencies to identify and bring the perpetrators to book;

    Kaura said that he is concerned that hundreds of lives have been lost to such attacks in the State over the last four years.

    He expressed worry that the latest attacks have caused fears across the State, especially around rural communities who have had similar experiences in the past and are helpless;

    He also express sadness that these security breaches are on the increase despite the huge resources being expended by the Federal and Zamfara State Governments,

    He prayed  the Senate to resolve  to urge the federal government to direct the Nigerian Air force to use air surveillance to identify the location of the armed bandits within the sparse forest and flush them out as well as urge the Federal Government to mount diplomatic pressure on Niger republic and Chad to forestall criminals from using their territories to launch attack on Nigeria.

    The two prayers were adopted.

    Buhari condemns Zamfara killings

    President Muhammadu Buhari has condemned Thursday’s massacre of innocent persons in Birane village, Zurmi Local Government Area of Zamfara State.

    The President, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, commiserated with families of victims of the heinous and inhuman attacks on defenceless citizens which left many injured.

    President Buhari also directed the Minister of Defence, Brigadier-General Mansur Dan Ali (Rtd) to proceed immediately to the state to undertake an on-the-spot assessment of the situation and report back.

    In addition, he also directed security agencies to immediately mobilize and deploy their members to the vulnerable areas of the state, and ensure that the perpetrators are brought to face the full wrath of the law.

    The President assured the Zamfara State government, victims of the mayhem and residents in the state, that the Federal Government will continue do all it takes to support security agencies to secure lives and property, not only in the affected state but all parts of the country.

    President Buhari restated his administration’s determination to put an end to the spate of senseless spilling of innocent blood in parts of the country, and calls for restraint to allow the nation’s security apparatus to stem the undesirable trend.

    The President prayed that almighty God will receive the souls of the departed, and comfort their families.

    Thirty six people killed by gunmen in Birane Village in Zurmi Local Council of Zamfara State on Wednesday have been buried, amidst outrage in the social media that the tragedy was being downplayed and that there has been no official reaction.

    However, the Police Command in Zamfara admitted that  18 persons  died in the attack, which appears to be a reprisal against the villagers for intercepting a suspected cattle rustler.

    The Public Relations Officer of the command, DSP Muhammad Shehu,  said on Feb. 13, hunters from Birani village of Zurmi local government area intercepted and accosted a herder in the bush with some suspected stolen cattle and sheep.

    “The herder abandoned the animals and escaped into the bush, but unknown to the hunters, the cattle rustler went to Isah Local Government Area of Sokoto State and mobilised bandits to attack the hunters.

    “On Feb. 14, the bandits ambushed the hunters in the bush and there was a clash that led to fatalities on both sides.

    “Police/Military and other sister agencies reacted by combing the bush and it’s environs to salvage the situation and discovered 18 dead bodies.

    “It is believed that the bandits took away their own members that were killed. Meanwhile, bush combing is in progress so as to further profile the area.

    “Mobile  policemen/Special forces and other security personnel from other sister security agencies have already been deployed to the area to restore peace and stability,” he said.

    The spokesman also said that the command’s Intelligence Unit had already embarked on investigation to arrest the perpetrators of the attack.

    There were comments on social media about the latest tragedy to befall the state, North west of Nigeria.

    Joint venture cash call not remitted by NNPC for five years, says Yari

    Zamfara State Governor and Chairman of the Nigeria Governors Forum (NGF), Abdulaziz Yari, on Thursday reported the Nigerian National Petroleum Corporation ( NNPC ) to President Muhammadu Buhari for failure of the corporation to remit to the Federation Account the Joint Venture Cash Call for five years.

    Yari, briefed State House correspondents after closed-door meeting with President Buhari, involving six other governors at the Presidential Villa, Abuja.

    He stressed that the country was shortchanged by NNPC for five years when the oil price was about $110 per barrel and as high as the Cash Call Joint Venture.

    On the purpose of the visit, Yari who was flanked by Governors Aminu Bello Masari of Katsina State and Simon Lalong of Plateau State said: “The meeting is on the decision of NEC (National Economic Council) that the 7-man Committee was established to engage the NNPC and discuss a way forward so that we can be able to resolve the issue that is outstanding most especially on the remittances to the Federation Account.

    “Yesterday (Wednesday) the 7-Man Committee sat with the NNPC group and today (yesterday) we have come to brief the President. One of the things is about how they are paying the Joint Venture batch four and we have seen that what is being remitted to the Federation Account to the entire people of Nigeria is lower and what is being paid for the Cash Call Joint Venture is higher than what is going to the Federation Account.

    “So, we are concerned about that and NEC is concerned about that.  So they told the committee under my leadership to engage with the NNPC to discuss a way forward.” he added 

    On what was the response of the President, he said, “The entire federation is being shortchanged by those activities. The NNPC since 2010, there were no payments of Joint Venture Cash Call when the oil was $110 per barrel up to when the President took over in 2015. 

    “So why the Federation Account is always low is because they are paying dual, paying the existing and at the same time paying the arrears. 

    “So we sat down with them to fine-tune how best we are going to get our partners to understand where we are more especially now the oil has started picking and the price is becoming moderately good and then we are slightly out of recession and we want to sustain that tempo.”

    Others that attended the meeting with the President included governors Udom Emmanuel of Akwa Ibom State (PDP), Dave Umahi of Ebonyi State (PDP), Atiku Bagudu of Kebbi State (APC) and Nasir El-Rufai of Kaduna State (APC).

    Buhari orders military crackdown on banditry in Zamfara 

    President Muhammadu Buhari on Wednesday ordered a military crackdown on bandits operating in rural communities in Zamfara State, following fresh attacks on some communities in Shinkafi and Maradun Local Government Areas.

    To enable the army carry out this new mandate, the President has approved the request of the Minister of Defence, Brig-Gen. Mansur Dan Ali (rtd) for the stationing of a full battalion of Special Forces in Zamfara State, and the operationalization of the newly-established 8 Division of the Nigerian Army in Sokoto in the new Order of Battle (OBAT).

    The President, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, has also approved the movement of the 1 Brigade of the Nigerian Army from Sokoto to Gusau upon the take-off of the 8 Division.

    To tackle the desperate actions of Boko Haram terrorists in the North-east, through the use of mostly female, underage girls as suicide bombers, President Buhari has equally approved the setting up of an intelligence fusion centre in Maiduguri, the Borno State capital, for the purpose of gathering and sharing intelligence among the security agencies in the country.

    “This phase of the war will be intelligence-driven and the new centre is expected to intensify the harvesting and sharing of intelligence so as to bring to an early closure, the desperate last-minute activities of the terrorists,” it stated.

    Poverty rate in the North alarming, says Sanusi

    The level of poverty in the northern part of the country is alarming and remains a major reason why peace is elusive, Emir of Kano Muhammadu Sanusi II said yesterday.

    Speaking at the Union Bank Plc Centenary Anniversary tagged: ‘The Next 100: A Call to Action’ in Lagos, he said Zamfara State has 91 per cent poverty rate; Yobe State  90 per cent; Kano State 77 per cent while he put the poverty rate in Lagos at 8.1 per cent.

    But the emir, a former governor of the Central Bank of Nigeria (CBN) and one-time Managing Director of the First Bank, did not give the basis for his statistics.

    He said the conflict in the north-east where insurgency has lingered for many years, could not be separated from the level of poverty prevalent in that region adding that “there cannot be prosperity where there is no peace.”

    He said if Bornu and Yobe states were to be countries of their own, they will be poorer than Cameroun and Niger, hence it is not surprising that those two states are unstable.

    Sanusi said that the high level of poverty is fueling crisis in the region. He said that after leaving the CBN, he transited from dealing with numbers to dealing with human beings. “In the CBN, I used to look at the Gross Domestic Product (GDP) growth and measured prosperity in those terms. We have failed to bring economics down to earth,” he said.

    He said his experience as an Emir made him to come face to face with the level of poverty in Nigeria. “People cannot even afford N3,000 drugs. There is to access to medical health care. About 75 per cent of adolescent girls in the north are married. More Nigerians are living on less than $1 a day. Now, how can there be peace in such a country,” he said.

    The Emir insisted that Nigeria can never have peace unless its leaders give issues that concern the people a priority. He said politicians should begin to tackle major issues that affect majority of the population, including child abuse, poverty, early marriage, divorce, among others. “We are responsible for protecting the minority and we have failed them. There is no prosperity without peace. And I say to you: There is no peace without prosperity,” he said.

    According to him, the cost of governance is very high, adding that there is no justification for having 774 Local Government Areas and 10 councilors in each of them.

    There are also 109 Senate seats with three members from each state and one from the Federal Capital Territory, Abuja and the House of Representatives with 360 seats.

    Sanusi said the government structure made it difficult to pay salaries of workers, hence the need for the country to open a discussion on restructuring. “We have this type of government structure and you are surprised that states cannot pay salaries? Let’s have a discussion on restructuring. Must we have 46 ministers or more? It will be an intelligent dialogue. Let’s sit down on the table and discuss what works for Nigeria. It is all about bringing development to the grassroots. We must stop being in denial,” he said.

    He raised some posers. How many of the 170 million people in Nigeria are living on less than $1 a day? How many young people have education? The population of Germany is just around 85 million, the third largest economy in the world. What type of future are we building for our children?

    How many politicians have done something for those children that are not in school, forced into marriage or divorced?

    “When China goes to the table to negotiate international treaties, it will always ask itself what benefits those treaties will bring to its people. Nigerian leaders should also begin to ask such questions to help alleviate the level of poverty in the country,” he said.

    He said there is need to empower women, adding that 2012 was declared year of the woman in the banking sector, where it was directed that 50 per cent of new entrants into the industry should be women, 40 per cent top management board members should be women, and there was also documentation on number of women-businesses banks that banks lend to.

    He said the CBN under his leadership, also took steps to promote women directors and appointed women as directors in strategic units of the bank, adding that the women did well in those jobs, or even better than their male counterparts.

    NDE trains 100 youths in five skills in Zamfara

    The National Directorate of Employment ( NDE ) on Monday said it had started training 100 youths in five vocational skills in Zamfara State.

    The skills are Phone repairs, Computer appreciation, Confectionery, Knitting as well as Tie and dye.

    The state NDE Coordinator, Mr Alhassan Muhammad, in Gusa said that the training was under the Basic National Open Apprenticeship Scheme ( B-NOAS ).

    He said that the scheme was initiated by NDE as part of its measure to provide more employment opportunities to youths.

    He said that the trainees comprised of 50 male and 50 female drawn from 14 Local Government areas of the state.

    “We have employed five trainers who are training the participants and both trainers and trainees will be paid allowances at the end of the month.

    “The period of training is three months, it has already started last week and it would end in December,” he said.

    According to Alhassan, the B-NOAS scheme is under the Vocational Skills Development Programme (VSD), one of the core programmes of the NDE.

    He said that the NDE Headquarters had directed each of the 36 states to train youths under the B-NOAS-Scheme which was targeted to train 4,820 youths across the country.

    Alhassan advised participants to be committed to all sections of the training, saying that the directorate would ensure regular monitoring during the exercise.

    He warned that the directorate would not tolerate any act of indiscipline from participants.

    The Zamfara state coordinator appealed to stakeholders to continue to cooperate with the NDE to provide employment opportunities to youths.

    Police intercept vehicles carrying arms in Zamfara

    The Zamfara State Police Command on Wednesday intercepted two vehicles carrying arms in different parts of the state.

    The spokesman of the command, Mr Muhammad Shehu, confirmed the development in Gusau.

    He told the News Agency of Nigeria (NAN) that items recovered from the vehicles were three AK47 riffles, an automatic pistol, locally-made pistol, magazines and live ammunitions.

    According to him, other items recovered include N103, 435 cash, ATM card, three voters’ cards, military camouflage and a stamp of the Cattle Traders Association of Nigeria in the Bukuru Local Government Area of Plateau.

    Shehu said that the drivers of the two cars, a Honda Civic marked Sokoto State BDN358AA and another marked Kano State KMC 321AA, were arrested and were now assisting the police in investigations.

    The spokesman explained that a police patrol team arrested one of the suspects, a native of Birnin-Yero village in the Shinkafi Local Government Council of Sokoto State on Sept. 25 on the Gusau-Sokoto highway

    He named items recovered from the vehicle as two AK 47 Riffles with number 3745485 and 1977CK22457 respectively and five magazines with 165 rounds of live ammunition,

    “Others items recovered are N68, 750 cash, ATM card and three 3 voters’ cards, military camouflage and several mobile phones.’’

    He said also that the police similarly, caught another suspect, a native of Bassa Local Government Council in Plateau on the Kauran-Namoda-Jibiya road.

    Shehu said that exhibits recovered in the man’s vehicle were one AK 47 riffle with number 804151, two magazines with 20 rounds of live ammunition and one pistol with four bullets.

    “Other items recovered are a locally-made pistol, eight mobile phones, cash of N34,685, two pairs of military camouflage and a stamp of the Cattle Traders Association of Nigeria, Bukuru Local Government Area of Plateau State.”

    The police image maker said that investigation into the matter was going on at the command’s Criminal Investigation and Intelligence Department, after which the suspects would be charged to court.

    He said that the successes recorded showed the level of commitment of the command led by the Commissioner of Police, Alhaji Shaba Alkali.

    Shehu assured residents of the state of adequate security coverage and the determination of the command to reduce crime in the state.

    He appealed to members of the public to always cooperate with the police and other security agencies in the state.

    “Therefore, we should support the police with useful information on security from our respective areas.”

    Meanwhile, Gov. Abdul’aziz Yari has chided security agencies in the state for their poor performances in tackling security challenges in the state.

    Yari, who voiced his displeasure over the poor security in the state, while meeting with heads of security agencies in the state, described the security situation as worrisome.
