  • Matawalle inherited N252b debts from Yari, says transition chair

    Former Zamfara State Governor Abdul Aziz Yari allegedly left N252 billion in debts to Governor Bello Muhammad Matawalle, the state’s transition committee chairman, Alhaji Ibrahim Wakkala, said on Monday.

    Wakkala, who is also the immediate past deputy governor to Yari, said the liabilities from the Ministry for Finance stood at N65,361,873,755.75.

    The transition committee chairman, who gave the figures yesterday, added that the liabilities accrued to the state Ministry for Local Government and Chieftaincy Affairs were estimated at N35,399,498,154.53.

    Wakkala, whose committee was inaugurated by Matawalle, explained that N151,190,477,572.02 was accumulated debt from 462 projects embarked upon by the immediate past administration.

    The committee discovered that out of the N2,000,000,000 approved by the previous administration for the payment of backlog of gratuity owed to retired civil servants, only N400 million was paid to retired permanent secretaries.

    He added that unremitted National Housing Scheme’s deductions from state civil servants salaries from 2016 to 2019 stood at N1,431,645,305.99.

    On education, the former deputy governor said the state owed N2,812,172,155 against examinations  conducted by National Examinations Council (NECO), National Business and Technical Examinations Board (NABTEC), West African Examinations Council (WAEC), National Board for Arabic and Islamic Studies (NBAIS)  and tertiary institutions such as Crescent University, Abeokuta, Al-Hikmah University, Ilorin and Science Academy, Abuja.

    Wakkala said the figures were based on information submitted to his committee by the transition committee inaugurated by Yari’s administration.

    He added that officials of various ministries, departments and agencies (MDAs) in the last administration would be summoned to explain how the liabilities accrued, stressing that the former governor may be invited to explain if the need arises.

    Wakkala said the committee has received and review submissions from various MDAs through various subcommittees consisting of seasoned administrators and technocrats and also from the report of the transition committee of the immediate past administration.

  • Buhari commiserates with Zamfara State over banditry

    President Muhammadu Buhari has commiserated with the government and people of Zamfara State on the recent infiltration of bandits, who killed several innocent citizens in Tsafe Local Government Area of the State.

    Condemning the incident, President Buhari described the bandit attacks as callous and despicable, assuring the people of Zamfara and other Nigerians who have lost loved ones to violent attacks that the government, under his watch, will soon bring such dastardly acts to an end.

    Commending the new administration in the State for putting in new security measures to curtail the activities of criminals and bandits, the President urged them not to despair but to see the latest attack as a challenge to step up collective actions to rout the enemy, in partnership with the Federal government.

    While urging law enforcement agencies to take prompt and timely actions against the wicked attackers, President Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, appealed to citizens to have faith in the security agencies by giving them useful information on plans and the movements of the bandits.

  • The Nation reporter, NEMA, ZEMA officials escape abduction

    The Executive Secretary Zamfara state Emergency Management Agency, Eng. Sunusi Muhammad Kwatarkwashi, The Nation reporter in Zamfara state, Sani Muhammad Sani and NEMA officials escaped kidnapping at the weekend on their way to supervise distribution of relief materials to Internally Displaced Persons(IDPs) in Kanoma community of Maru local government.

    The kidnappers lay unsuccessful ambush along the pot holes road leading to the heart of Kanoma where the vehicle carrying the relief items was already on location.

    Kwatarkwashi explained the bandits were informed of their coming after noticing the arrival of the first vehicle.

    The bandits were first spotted by the Director Relief Distribution of ZEMA, Alhaji Aminu Muhammad Anka some 15 metres away with sophisticated guns.

    About five of them hid behind the trees while two others camouflaged as members of the vigilance team.

    The team’s vehicle quickly made a U- turn but a motorcyclist came after them, claiming the people hiding behind the trees sent him to allay their fears.

    He said the arm-bearing men were hunters while another two persons appeared from another direction, declaring the gunmen were hunters.

    But the team refused to stop, making a quick detour out of the community as Kwatarkwashi insisted Zamfara state has no hunters and Kanoma community is one of the operational bases of the bandits.

  • Breaking: APC expels Yari, Shuaibu over Zamfara electoral misfortune

    The immediate past governor of Zamfara State, Abdulaziz Yari, has been expelled from the All Progressives Congress (APC) for allegedly scuttling the party’s chances in Zamfara State.

    Also expel is the Deputy National Chairman (North) of the APC, Lawali Shuaibu for allegedly conniving with Yari to sabotage the National Working Committee of the party during the botched primary Elections of the state.

    The decision to expel the former governor and the Deputy National Chairman was taken at the end of an emergency meeting held in Gusau, the Zamfara state capital.

    A statement jointly signed by the chairman of the party in Zamfara, Alhaji Surajo Garba Mai Katako and the Publicity Secretary, Muhammad Bello Bakyasuwa, said the expulsion was sequel to the electoral misfortune, “Yari and his co-travellers exposed the party to in Zamfara state.”

    The party recalled how “the former governor frustrated its efforts to conduct primaries last year, thus laying the foundation for the electoral misfortune that befell it in the state.”

    The statement made available to reporters in Abuja said: “After reviewing the outing of our party in the last general election and the outcome of the Supreme Court Judgement, we hereby dismiss the former governor of Zamfara state, Abdulaziz Yari and the Deputy National Chairman Sen Lawali Shuaibu from the APC.

    “ Following this development, we are urging them to immediately surrender all the belongings of the party in their possession including funds.

    “ Yari and his boys scuttled the efforts of our national headquarters to conduct primaries on the 3rd and 7th of October 2018. His nefarious activities led to the death of six persons and over 200 others were injured.”

    The party said the expulsion would be communicated to its national headquarters for appropriate action on Thursday after the Sallah break.

  • APC’s Zamfara losers

    On Friday, the Supreme Court delivered a massive political blow to the APC in Zamfara State. It declared that it had no candidates at the 2019 general elections.

    That judgment in one fell swoop blew away the supposed governor-elect and would-be legislators at all levels. Over 30 persons are affected and many were just one week away from assuming office.

    The five-member panel of justices unanimously held that the party failed to conduct primaries in accordance with its rules.

    In the lead judgment delivered by Justice Paul Adamu Galinji, the court declared all ballots cast for APC as “wasted votes” and said all political parties with the second highest votes in the elections and the required spread, are elected to the various elections.

    If ever there was a classic case of snatching defeat from the jaws of victory this is it. As a united front and with the advantages of incumbency, APC was well positioned to win handily in Zamfara. But the desperation of Governor Abdulaziz Yari and his opponents who wanted to have their way by all means has now delivered a catastrophe to the party.

    I remember at one point when the party still had the time to holds some sort of primaries, the governor incensed that he wasn’t going to have his way, openly threatened he couldn’t guarantee the safety of the electoral panel that was coming from the party’s national headquarters. His defiance of the APC national leadership was open and vocal.

    Instead of common sense compromises, Yari, Senator Kabiru Marafa and others opted for mutually assured destruction. Today, they got their wish and they are all losers reaping the bitter harvest of their pig-headedness.

    Incidents such as these are the greatest advertisements of the imperative of enforcing the principle of party supremacy. The elephantine egos of some governors cost the party dearly in Imo and Ogun States. Similar bitter disputes played out in the Rivers State chapter.

    All parties whether in government or opposition must learn from this episode that no individual – senator, governor or president – should be bigger than the organisation that gave them the platform to become whatever they are  now.

  • Updated: INEC declares PDP candidates winner in all Zamfara elections

    The Independent National Electoral Commission (INEC) has declared the People’s Democratic Party (PDP) winner in the last general elections in Zamfara state.

    The commission declared PDP winner in all the elections save for one seat in the State Assembly.

    According to INEC Chairman, Prof. Mahmood Yakubu, the decision was based on ruling of the Supreme Court.

    He consequently declared PDP winner of the three senatorial seats and seven House of Representatives seats.

    The commission also declared PDP winners in 23 of the 24 seats of the Assembly with the remaining one seat going to the candidate of the National Rescue Mission (NRM).

    Yakubu announced these on Saturday at the end of the second marathon meeting of INEC management team.

    INEC had plans to make public its decision on the Supreme Court ruling on Monday but changed its mind at the end of Saturday’s meeting.

    Yakubu noted the commission considered other factors apart from just simple majority to declare Bello Mohammed Marawalle of and Mahdi Aliyu Gusau of the PDP governor and deputy governor- elect respectively.

    The Commission, he said, will issue Certificates of Return to the new winners on Monday 27th May 2019 for the governor and deputy governor elect, Senators-elect and House of Representatives –elect.

    In Abuja while the 24 State Assembly members -elect will receive their certificate of returns on Friday 31st May 2019 in Gusau.

    In his update on the matter, Yakubu said: “Following the judgment of the Supreme Court, the Commission has met in two emergency sessions and taken briefings from our lawyers and staff on the implementation of the Supreme Court judgment. While the legislative elections (Senatorial, House of Representatives and State House of Assembly elections) are straight forward to deal with because they entail first-past-the-post or simple majority of votes, the Governorship election is determined not just by majority votes but also spread in accordance with Section 179 (2) of the 1999 Constitution (as amended).

    “This means that we had to first discount the votes cast for the APC at the elections and then carefully rework the spread by Local Government Areas based on the new valid votes.”

    He further added: ” It is important to provide a background to the legal process that culminated in the Supreme Court decision on 24th May 2019.

    “You may all recall the Commission issued the Timetable and Schedule of Activities for the 2019 general elections on 9th January 2018, over one year in advance.

    ‘’Among other activities, the conduct of party primaries was scheduled to take place between 18th August and 7th October 2018.

    ‘’Unfortunately, the APC did not conduct its primaries in Zamfara State within this stipulated time and the Commission duly informed the party that it would not be in a position to present candidates for elections in the State.

    ‘’Subsequently, various interested parties, including the APC itself, approached the court over the decision of the Commission. Just before the election, the subsisting court judgment at the time ordered the Commission to include the APC on the ballot for the Governorship, National Assembly and State Assembly elections, which the Commission complied with.

    “However, since the elections were completed, a Court of Appeal judgment and now a Supreme Court judgment have determined that the APC did not conduct valid primaries for the elections in question.

    ‘’In its judgment delivered on 24th May 2019, the Supreme Court, having determined that the APC did not conduct valid primaries, said that the votes cast for the party in all the elections in question were “wasted” and ordered the Commission to recognize the runners-up as the winners.

    ‘’This judgment affects the positions of Governor and Deputy-Governor, three Senatorial, seven Federal and twenty-four State Assembly Constituencies.

    Yakubu also used the opportunity to appeal to political parties to learn from the Zamfara APC and ensure proper primaries in the forthcoming Kogi and Bayelsa governorship polls.

    He said: “For the 2019 Bayelsa and Kogi Governorship elections by which party primaries are scheduled to hold between the 2nd and 29th August 2019.

    “I appeal to political parties intending to field candidates in the elections to adhere strictly to this and other timelines in the Timetable and Schedule of activities.”

  • 2019 polls: APC suffers reverses in Zamfara

    THE Zamfara State chapter of the All Progressives Congress was hit by a legal Tsunami yesterday as the Supreme Court voided the election of all the party’s candidates elected into various offices in the just concluded general elections.

    Affected by the judgment are the governor-elect, Alhaji Bello Matawalle; three senators-elect, namely Tijjani Yahaya (Zamfara North) Aliyu Bilbis (Zamfara Central) and the incumbent governor, Abdulaziz Yari (Zamfara West).

    Also to forfeit their mandates in the just concluded elections are seven House of Reps members-elect and 24 memberselect of the state’s House of Assembly.

    A five-man panel of the Supreme Court, in a unanimous judgment yesterday, held that the APC in Zamfara State did not conduct valid primaries from which its candidates emerged.

    The panel, led by Acting Chief Justice of Nigeria (CJN), Justice Ibrahim Muhammad, held that the APC had no valid candidates for the elections.

    It declared that the first runners-up, who scored the second highest votes and the required spread are winners.

    Candidates of the APC had won all the seats contested, including the outgoing governor, Abdulaziz Yari, who won a senatorial seat, with candidates of the PDP emerging first runner-ups in most cases.

    In the lead judgment by Justice Paul Galumje, the court upheld the earlier judgment by the Court of Appeal in Sokoto and dismiss the three appeals the affected APC candidates filed.

    The Court of Appeal in Sokoto had, in its March 25, 2019 judgment, set aside the judgement of the High Court of Zamfara. The Appeal Court, Sokoto was of the view that the APC did not conduct valid primary elections for the last general elections, and as such had no candidate for any of the polls in the state.

    Yesterday, Justice Galumje held that since the APC had no valid candidates, having not conducted valid primaries, the votes recorded by its candidates are wasted votes.

    The judge said: “I find and hold that the 1st appellant (APC) never conducted primary elections. I come to the conclusion that this appeal, as constituted, has no merit.

    “For the avoidance of doubt, the party

    that had no candidate in the 2019 general elections cannot win.

    “This makes all the votes credited to the candidates of the 1st appellant (APC) in the 2019 general elections in Zamfara State wasted votes.

    “For that reason, it is hereby ordered that candidates of the parties other than the 1st appellant (APC), that polled the highest number of votes and the required spread, stand elected into the various offices contested for in Zamfara State in the 2019 general elections.

    “I award the cost of N10 million against the appellants in favour of the 1st to 140th respondents as well as the 180th respondents, and the cost shall be paid by the appellants.”

    Justice Galumje warned politicians to always play by the rules, noting that “the democratic system in this country was borrowed from the United States of America.

    “Those from whom we borrowed have forged ahead and developed into an economically viable nation,” he said.

    The judge expressed disappointment that “for this our dear country” out of the ignorance or mischief of politicians, Nigeria continued to be held down.

    Justice Galumje cautioned that “if care is not taken, the class of politicians we have today will take this country back to the stone age, which will consume all of us.

    “I urge all to always play the game according to the rules.”

    Justices Muhammad, Olukayode Ariwoola, John Okoro and Uwani Abba-Aji, who were also members of the panel, agreed with the lead judgment.

    Reacting to the judgement, lawyer to some respondents in the appeals, who

    are mainly of the Senator Kabir Marafa faction of the Zamfara APC – Mike Ozekhome (SAN) – praised the Supreme Court for its decision.

    Ozekhome said: “What the apex court has done today is to deepen, widen and strengthen democracy and our democratic precepts.

    “It shows that parties must maintain internal democracy and cannot whimsically, capriciously and arbitrarily operate outside their constitution, guidelines, the Electoral Act and the Constitution of the country.

    “The Supreme Court has redefined our jurisprudence, showing that when a party damages its primaries, it can never reap the proceeds of its illegalities.

    “That is why and how the PDP that came second has today produced the governor, all Senators, all House of Representatives and House of Assembly candidates today in one fell swoop. “All Glory and full adoration belong to God.”

    Judgment sweet, bitter, says Marafa

    Reacting to the judgment yesterday, Zamfara Central senator and Chairman, Senate Committee on Petroleum, Senator Kabiru Marafa, regarded as the main brains behind the suit, described it as both sweet and bitter,. He reckoned, however, that it was a huge victory for democracy, Zamfara State and the country as a whole.

    Marafa, in what he described as his “interim reaction” to the Supreme Court judgment, noted that “no matter how long, truth will always prevail over falsehood.”

    Marafa said: “Today’s (yesterday’s) judgment is a victory for democracy, triumph of truth over falsehood and redeemer of the integrity of the judiciary.

    “As we all know, the APC was unable to conduct primaries in Zamfara State, following (Abdulaziz) Yari’s thuggery and violent machinations.

    “With this, lesson has been served that only strict adherence to rule of law and due process will take the country to the next level as being advocated by President Muhammadu Buhari.

    “This Judgment has shown that the President is religiously sincere with his non-interference stance on the functions of other arms of government.

    “He has further endeared himself to Nigerians and the world for resisting all efforts by Abdulaziz Yari to force him to interfere in the judgment.”

    Marafa urged his adversaries to take the judgment as the will of Allah and a lesson that only Allah, the Almighty, can crown a king.

    Commending the Acting Chief Justice of Nigeria (CJN), Justice Tanko Muhammad for leading the Justices aright, he said that the judiciary remains the last hope of the common man.

    Atiku, Dickson hail judgment

    The presidential candidate of the Peoples Democratic Party (PDP) in the February 23 presidential election, Atiku Abubakar, and Bayelsa State Governor, Seriake Dickson, both hailed yesterday’s judgment in different statements yesterday.

    Atiku, in a statement issued by his media adviser, Mr Paul Ibe, commended the judgment, saying it has upheld the rule of law and done justice by declaring the PDP as winner of the three categories of election.

    “Nothing is as pleasing to the ears of believers as justice being served in the holy month of Ramadan, Atiku said. He commended the Lord Justices for putting aside the interests of the powerful and upholding the interests of Nigeria and Nigerians, adding, “God first, Nigeria second must be our priority as trustees of the people.

    “When justice prevails, the people rejoice, chains are broken, freedom is multiplied and society is enriched,” the statement added. Atiku, whose election petition against President Muhammadu Buhari’s victory in the presidential election is pending be fore the Court of Appeal, expressed optimism on favourable judgement in the petition.

    He commended the apex court for siding with justice and congratulated the governor-elect of the PDP, Mr. Bello Matawalle and the people of Zamfara.

    He assured that the Zamfara people will finally have a government that will address the issues that have made life an ordeal in the state.

    “The storm is over and peace and calm are coming to Zamfara.

    “May God bless the Supreme Court of Nigeria. May God bless Zamfara State and may God bless Nigeria, now and forever,” the statement said.

    Dickson on his part congratulated Dr. Bello Mohammed Mutawalle, who he said has become the governor-elect of Zamfara by virtue of the judgment.

    In a statement by his Media Adviser, Mr. Fidelis Soriwei, the governor also congratulated the leaders of the PDP and its supporters in Zamfara for their dedication, commitment and resilience, which culminated in the party’s eventual victory.

    Governor Dickson, who is the chairman of the PDP Governors Forum, thanked the Judiciary for standing up to the expectations of all well-meaning Nigerians as an impartial arbiter of justice.

    He said that it was rather reassuring and commendable for the judiciary to display such a high level of courage and professionalism, especially given the unusual times.

    Congratulating Mutawalle, Dickson said: “I also commend the leaders of the PDP and the teeming supporters of the party in Zamfara for their dedication and resilience.

    “And very importantly, I thank the Judiciary, once again, for standing up to the expectations of the well-meaning Nigerian public as a strong, impartial arbiter that could be trusted.

    “This landmark judgment is victory for justice and indeed democracy in action.”

    Oshiomhole mum on judgment as APC holds emergency NWC meeting

    The national Secretariat of the All Progressives Congress (APC) was in a sober mood yesterday as the news filtered in on the Supreme Court judgment sacking all its elected candidates in Zamfara State.

    An emergency meeting of the National Working Committee presided over by the National Chairman, Comrade Adams Oshiomhole, was summoned and lasted for about two hours without any statement from the party on the outcome.

    An inaugural press conference by the new Chairman of the Progressives Governors Forum and Kebbi State governor, Atiku Bagudu, had to be called off as he led other governors on sympathy visit to Zamfara State governor, Abdulaziz Yari, who was also affected by the judgment.

    National officers of the party were seen discussing the development, with the Deputy National Chairman, South, Otumba Niyi Adebayo, heard saying, “It is a bad day for the party,” while the Organising Secretary, Emma Ibediro, was also heard saying, “Why won’t we agonise?”

    Comrade Oshiomhole, who presided over the emergency meeting however left without saying anything to anxious newsmen who were waiting to get his reaction on the Zamfara judgment.

    Reacting to the development, National Vice Chairman, South-South, Utufam Hilliard Eta, described the development as sad, saying, “It’s a sad day for every member of the APC. It’s a very sad day for us.”

    Eta would however not agree that the party failed to manage the Zamfara situation well, saying: “I don’t think that the party mismanaged the crises in our Zamfara State chapter.

    “We don’t have any option but to accept the judgement of the Supreme Court and go ahead and learn some lessons from it. That is what I can say for now.

    “For me, I am a democrat. The issue of internal democracy is a serious problem in our country, but it is work in progress. We have made a lot of stride in the party.”

  • Zamfara: Supreme Court ruling a sad one for APC -Chieftain

    Mr Hilard Etta, All Progressives Congress (APC) National Vice Chairman South-South, has described the Supreme Court ruling which upturned the party’s electoral victory in Zamfara, as a sad one for it and its members.

    The News Agency of Nigeria (NAN) reports that the five-member panel of the Supreme Court justices, in a unanimous judgement on Friday, declared that the APC in Zamfara had no candidates in the 2019 general elections.

    This, it explained was because the party failed to conduct a recognised primaries in accordance with party rules.

    In the lead judgment by Justice Paul Galinji, the apex court held that all votes cast for the APC during the general election were “wasted votes”.

    He declared that all political parties with the second highest votes in the elections and the required spread, were elected to various elective positions in the state.

    “It is a sad day for every member of the APC. It is a very sad day for us,”Eta said while speaking on the development on telephone.

    On internal democracy in the party, Eta said internal democracy was a serious problem in the country, saying that it was work in progress.

    He added that the party leadership had, however, made a lot of stride within its fold.

    One of the party’s members of the National Working Committee (NWC), who spoke to NAN on grounds of anonymity, blamed the development on ego among some ranking officers of the party.

    NAN reports that shortly after the court ruling, the APC NWC went into an emergency closed-door meeting.

    The party leadership, however, did not speak to newsmen after the meeting.

    Earlier, Gov. Atiku Bagudu of Kebbi, who was on Thursday night elected as the new Chairman of Progressives Governors’ Forum (PGF), postponed the briefing with the media.

    The PGF is an umbrella body of governors elected on the APC platform.

    Bagudu was unanimously elected at the forum’s meeting held at Imo Government Lodge on Thursday night.

    According to Alhaji Salihu Lukman, Director -General Progressive Governors Forum, Bagudu postponed the briefing because APC governors that were supposed to be part of it, had to go sympathise with the Zamfara governor over the Supreme Court ruling.(NAN)

  • Zamfara residents pay highest bus fare – NBS

    The National Bureau of Statistics (NBS) said residents of Zamfara State paid the highest bus fare of N305.00 within city in April, 2019.

    Residents of the state also paid highest bus journey of N308. 57 in March.

    The NBS said this in its Transport Fare Watch for April, 2019 report published on its website.

    The bureau said the residents of Cross River were the second highest with N284.00 followed by Abuja that paid N280.00 per bus fare in the month under review.

    The report said the states with lowest bus journey fare within city were Sokoto (N132.00), Abia (N130.70) and Bauchi (N95.00).

    The transport fare watch covered the following categories: bus journey within the city per drop on regular routes; intercity bus journeys and state routes as well as charge per person.

    It also covered air fare charge for specified routes per journey; journey by motorcycle (Okada) per drop and waterway passenger transport.

    According to the report, average fare paid by commuters for bus journey within the city decreased by 0.07 per cent month-on-month and increased by 9.22 per cent year-on-year to N181.24 in April from N181.36 in March.

    Also, the report said average fare paid by commuters for bus journey intercity increased by 0.77 per cent month-on-month and decreased by -6.88 per cent year-on-year to N1,604.36 in April from N1,592.07 in March.

    It, however, said states with highest bus fare intercity were Abuja (N4,050), Borno (N2,550) and Adamawa (N2,400) while States with lowest intercity bus fare were Bayelsa (N1,000.50), Bauchi (N985.00) and Enugu (N945.00).

    In addition, it said average fare paid by air passengers for single journey increased by 0.33 per cent month-on-month and decreased by -3.49 per cent year-on-year to N30,721.19 in April from N30,620.19 in March.

    The bureau said states with highest air fare were Abuja (N35,500), Kwara (N35,150) and Jigawa (N35,050) while States with lowest air fare were Katsina (N25,500), Nasarawa (N25,400) and Oyo (N25,200).

    It said average fare paid by commuters for journey by motorcycle per drop increased by 0.01 per cent month-on-month and 9.46 per cent year-on-year to N116.30 in April from N116.29 in March.

    According to the bureau, states with highest journey fare by motorcycle per drop are Ondo (N191.00), Rivers (N190.00) and Ogun (N188.00).

    It, however, said states with lowest journey fare by motorcycle per drop were Kebbi (N60.00), Adamawa (N55.00) and Jigawa (N55.00).

    Field work for the report was done by over 700 NBS staff in all states of the federation supported by supervisors who were monitored by internal and external observers.

    Fuel prices were collected across all the 774 Local Government Areas (LGAs) across all states and the FCT from over 10,000 respondents and locations.

    It reflected actual prices households said they actually bought those fuel together with the prices reportedly sold by the fuel suppliers.

    The average of all these prices was then reported for each state and the average for the country is the average for the state.
