    Tinubu committed to improving lives of vulnerable Nigerians, says Shettima

    • VP receives committee’s report on flood response harmonisation

    President Bola Ahmed Tinubu remains committed to his administration’s Renewed Hope Agenda and improving the socio-economic conditions of Nigerians living in the most vulnerable communities in the country, Vice President Kashim Shettima said yesterday.

    The Vice President spoke when the Presidential Committee on Flood Mitigation, Adaptation, Preparedness and Response submitted its report to him at the Presidential Villa in Abuja.

    A statement in Abuja by the Senior Special Assistant to the President on Media and Publicity in the Office of the Vice President, Stanley Nkwocha, said the committee’s report outlines a roadmap for improving the country’s flood response and preparedness.

    At the formal presentation of the committee’s report, Shettima said: “Climate change is real and the existential threat it poses is glaring to us every day, from the extreme events being witnessed across the globe to the devastating climate facing Africa.

    “Africa is disproportionately impacted and, bringing it home to Nigeria, we have been witnessing drought, flood, among others. The saying on the climate crisis is that it is either too much (floods), too little (drought) or too polluted.

    “We are all gathered to find a solution for the ‘too much’ scenario that is flooding. Flood events have, in the past, affected communities with devastating impacts on livelihoods, people and the environment with loss of lives witnessed in some cases, such as the last flood witnessed in 2022.”

    Describing the report as a testament to President Tinubu’s commitment to the Renewed Hope Agenda, the Vice President stressed that the current administration was focused on improving the socio-economic conditions of Nigeria’s most vulnerable communities.

    He said in drafting the report, the committee was guided by science and forecasts from various agencies, such as the Nigerian Meteorological Agency (NiMet), the National Space Research and Development Agency (NASRDA), and the Nigeria Hydrological Services Agency (NIHSA).

    The report, according to him, identifies vulnerable communities prone to flooding and presents a roadmap with recommendations to address the issue.

    Praising the committee for its hard work and dedication, Shettima said: “I would like to start by thanking this committee for the hard work, commitment and dedication put in to develop the report.

    “I particularly thank everyone for the time put in to deliver this assignment within the seven days that I directed when we first met at this very chamber, which meant you all had to work through the weekend. The mandate was clear and it was delivered.”

    The Vice President directed the committee to present the report to the National Economic Council (NEC) for further deliberations and possible ascension by the council.

    In his presentation, the Director General of the National Water Resources Institute, a member of the Presidential Committee and Chairman of the Technical Working Group, Prof. Emmanuel Adanu, said the ultimate objective of the report of the committee was “to protect the nation from the devastating impacts of floods, safeguarding human lives and property while promoting the sustainable conservation and enhancement of water-related ecosystems”.

    A High Court of the Federal Capital Territory (FCT) in Maitama, Abuja, has revoked the bail earlier granted Geoffrey Olusegun Akindele, a defendant in the trial of former Accountant-General of the Federation (AGF), Ahmed Idris, and others, over alleged fraudulent diversion of public funds estimated at about N109 billion.

    Justice Yusuf Halilu revoked Akindele’s bail following his failure to appear in court yesterday.

    Akindele, described as a Technical Assistant to Idris, is being tried with the ex-AGF; a director in the office of the AG-F, Mohammed Kudu Usman; and a firm linked with Idris – Gezawa Commodity Market and Exchange Limited – on a 14-count charge.

    When the case was called yesterday, the judge observed that only Idris and Usman were in court, prompting him to ask the counsel to the defendant, S. E. Adino, about Akindele’s whereabouts.

    Adino said his client was on the way to court, adding that Akindele had always attended court.

    Ruling, Justice Halilu held that Akindele, who is the second defendant, was taking the court for granted.

    The judge said it was incumbent on a defendant, after getting a bail at a court, to reciprocate the gesture by always attending court.

    He added that Akindele, by his conduct, had clearly not shown good character and conduct by his refusal to attend court.

    Justice Halilu held that Akindele, by his absence in court, had abused the terms of the bail granted him.

    He revoked the bail and ordered the Commissioner of Police of the FCT and the prosecuting agency, the Economic and Financial Crimes Commission (EFCC), to arrest Akindele and produce him in court on the next adjourned date.

    The lawyer to the prosecution, Oluwaleke Atolagbe, had complained that two of the defendants were not represented by lawyers, a development he said was unfair to the prosecution.

    Further hearing in the case has been adjourned till February 1.

    Reps urge states to domesticate law against discrimination of ‘disabled persons’

    The House of Representatives has asked all the states of the federation to consider domesticating the Discrimination against Persons with Disabilities (Prohibition) Act.

    It said this would protection persons with disabilities across the federation without an exemption.

    In a resolution following a motion on notice by Bashiru Dawodu (APC, Lagos), the House also asked the Federal Ministry of Information and National Orientation as well as religious organisations to sensitise the public about the Act.

    Leading a debate on the motion, Dawodu said the World Health Organisation (WHO) and the World Bank report showed that Nigeria has an estimated 30 million persons with disabilities.

    The lawmaker said countries that promote economic, political, social, and cultural aspirations without discrimination have fully implemented disability rights.

    These, he said, include Nigeria, as contained in the United Nations Convention on the Rights of Persons with Disability 2007, which Nigeria was a signatory to.

    Dawodu said the Act was signed into law to ensure full participation and inclusion of people living with disabilities in all sectors of the economy.

    The lawmaker said the Federal Ministry of Information and National Orientation, which is saddled with promoting and educating the public about the rights and inclusion of persons with disabilities, has been ineffective in sensitising Nigerians about the law.

    According to him, 23 states of the federation are yet to domesticate the law in their domains.

    Dawodu expressed worry that discrimination, stigmatisation, and non-inclusion continued in the private and public sectors against persons living with disablities.

    The lawmaker said about 15 per cent of the country’s estimated 250 million population has persons living with disabilities yet marginalised against in different ways.

    He said this contravenes Section 36 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

    Akpabio lauds Somali Parliament on female representation

    Senate President Godswill Akpabio has praised the Somali Parliament for having a high number of female representation.

    For this, he said: “Nigeria can learn from Somalia in giving the female gender opportunities in appointive and elective positions.”

    Akpabio gave the commendation when a delegation of female senators and members of the House of the People of the Republic of Somalia visited the Nigerian Senate.

    At least 30 per cent of seats on the Somali Parliament are legally reserved for women.

    A statement yesterday in Abuja by the Special Assistant to the Senate President on Media and Communications, Anietie Ekong, said Akpabio expressed the desire of Nigeria to have more female representation in the Parliament and other positions.

    He said: “We used to have more female aenators in Nigeria than we currently have in the 10th Senate. But one thing you should bear in mind is that for every female senator you see here, there is one male candidate that failed.”

    The Senate President, whose speech was interpreted into Arabic for the Somali parliamentarians, said Africans can work towards integration by removing language barriers.

    He said: “Though colonialism divided Africa in terms of territories and further divided us in terms of languages, we can encourage future generations of Africans to learn more than one language, a native language and one other African language. That way, we can bond together, realising our common heritage and ancestry.

    “I am convinced that no matter the difference in our parliaments, we share similar objectives of good governance and improvements in the living standards of Africans. We will like to see Africa without strife, where peace and prosperity reign.”

    Chairperson of the Senate Committee on Women Affairs, Ireti Kingibe, said the Nigerian Senate was happy to host their Somali counterparts, stressing that the Nigerian Parliament could do better by having more female representation.

    Leader of the Somali Parliament delegation and Senate Chief Whip Zamzam Ibrahim Ali said the female parliamentarians from Somalia were in Nigeria to exchange knowledge and ideas, knowing that Nigeria share similarities with Somalia in cultural and linguistic diversity.

    “Somalia is a growing democracy. With this opportunity, we will improve our knowledge of democratic participation,” she said and thanked the UNFPA for facilitating the visit.

    One hundred and seventy-nine Nigerian students have departed the country for Russia to pursue undergraduate degrees under the 2023/2024 Bilateral Education Agreement (BEA).

    Addressing the scholars at a media briefing before their departure, Minister of Education, Prof. Tahir Mamman, urged them to be good ambassadors of Nigeria in Russia.

    He said their selection was part of a broader plan of deepening the Renewed Hope Agenda of President Bola Tinubu, which ensures that brilliant Nigerians are supported to get the necessary knowledge, skills and competence that would be useful in Nigeria’s development agenda.

    The minister, who was represented by the Director of Tertiary Education in the ministry, Rakiya Iliyasu, advised the scholars to uphold good values and focus on their studies.

    He said: “I, therefore, need to advise you not to see this as uncontrolled freedom to do things that would be a disgrace to you, your parents, and the country.

    Speaking on behalf of the scholars, Moses Inalegu thanked the Federal Government and the Russian Federation for the opportunity.

    He promised to do their best in their studies.

    UNIDO ITPO, others boost SMEs at West Africa SME exhibition

    The United Nations Industrial Development Organisation (UNIDO) Investment and Technology Promotion Office (ITPO) in Nigeria has partnered the Federal Government, the Nigerian Association of Small and Medium Enterprises (NASME), Sterling One Foundation, and other stakeholders in organising the West African SMEs exhibition in Abuja.

    The partnership was aimed at advancing the Small and Medium Scale Enterprises (SMEs) sector for economic growth.

    The exhibition, with the theme: MSMEs 4.0: Enhancing Quality, Productivity, Competitiveness, Resilience, and Sustainability in an Era of Digital Transformation, focused on business support for West African SMEs in the Renewable, Digital and Greentech spaces with high growth potential.

    UNIDO ITPO and the other partners also aimed at mobilising and promoting bankable and impactful investments and the transfer of green technologies from industrialised countries towards Nigeria and select African Continental Free Trade Area (AfCFTA) countries and economies in transition with a focus on SMEs.

    At the exhibition, UNIDO ITPO connected SMEs with business partners, business development organisations, and international industry specialists, as well as promoted sustainable technologies relevant for improving local investment opportunities.

    The show was also designed to harness the potential of the AfCFTA by promoting trade, fostering economic development, and creating opportunities for businesses across West Africa.

    The Minister of Industry, Trade and Investment, Dr. Doris Anite, who was represented by the Director General of Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), Charles Odii, hailed the organisers and expressed the government’s commitment to establishing a technology incubation hub in Abuja.

    The minister said the initiative aims to generate over one million jobs across various economic sectors in the country.

    “These initiatives are a testament to our commitment to fostering entrepreneurship, creating employment opportunities, and significantly contributing to the growth of our nation’s economy,” she said.

    Head of UNIDO ITPO Nigeria, Ms. Abimbola Olufore, expressed appreciation to the delegates from across the sub-region, saying the exhibition was in alignment with UNIDO’s mandate to connect investors and technology providers to create synergies and accelerate solutions for sustainable development; connect companies and investment projects with investors and technology providers.

    She added that her organisation would continue to support innovative SMEs working with partners like NASME in building the nation’s economic sustainability.

    Also, the Chief Executive Officer of Sterling One Foundation, Olapeju Ibekwe, hailed the leadership of UNIDO ITPO for providing and improving sustainable funding opportunities for SMEs and MSMEs in the country with focus on green and clean technology.

    She noted that Nigeria needed more forward-thinking organisations with service-oriented mindsets to facilitate the kind of change the nation desired.

    According to her, Sterling One Foundation was proud to partner UNIDO ITPO, NASME and other organisations for the summit.

    Ibekwe said economies perform better when businesses at the bottom of the ladder are properly supported.

    President and Chairman of the Governing Council of NASME, Dr. Abdulrashid Yerima, stressed that the goal of the exhibition was to invite MSMEs in technology to meet with investors, grant providers and financial institutions.

    He said the exhibition also provided a platform for them to engage and identify businesses they wanted to support.

    President Bola Tinubu has condoled with the family of retired soldier, broadcaster, and veteran actor, Usman Baba Pategi (aka Samanja), who died on Sunday at the age of 84.

    In a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, the President described the death of the popular thespian as a painful loss.

    He said the late Samanja contributed to the country through the various vocations he pursued in his lifetime.

    “The late Pategi chose to obey the call to national duty when the country needed his service. His television show, Samanja, was must-watch entertainment for decades. Through the show, he taught young citizens national values and respect for our service people. He was a patriot who left behind several indelible impressions,” the President said. 

    President Tinubu urged the Pategi family, the people and governments of Niger and Kwara states, the Pategi Emirate Council, and members of the Nigerian entertainment industry to take comfort in the worthy legacy the deceased left behind.

    Council boss, 13 others kidnapped in Benue

    The Chairman of Okpokwu Local Government of Benue State, Mrs. Amina Audu and 13 other passengers travelling on Makurdi – Naka road in Benue State have been kidnapped by gunmen.

    While the Chairman of Okpokwu Council was abducted yesterday, 13 passengers travelling in Benue Links Transport bus were kidnapped on November 9th and 11th on the same road.

    One of the victims, who escaped from the kidnappers’ den, Raymond Mbabov, told reporters that he was travelling from Lagos to Makurdi when suspected herdsmen waylaid their bus near Naka and abducted all the passengers.

    He said only three passengers escaped, adding that the remaining 13 were being held by gunmen in the bush.

    Mbabov said the gunmen, who wore military uniform and were armed with sophisticated weapons, fired bullets at the bus, which forced the driver to stop.

    Police spokesperson Kate Aneene confirmed the incident, saying investigation is on.

    Troops of Operation SAFE HAVEN (OPSH) on Operation HAKORIN DAMISA IV, in coordinated operations from November 6th to 13th  arrested 15 suspects in connection with kidnapping, murder, arms dealing, criminal attacks, cattle rustling, drug peddling and farm destruction.

    They recovered arms/ammunitions and illicit drugs.

    On November 6, 2023 troops arrested Jerome Bulus Alamba and Denis Yohanna at Fang village in Riyom Local Government of Plateau State, in connection with the murder of Abdulkarim Saidu on October 24, 2023.

    In a similar incident, according to a statement by spokesman, Capt. James Oya, on November 7, 2023 troops of Sector 5 OPSH arrested Alhaji Yakubu Shanono in Bokkos community, Bokkos Local Government of Plateau State in connection with the killing of a Mobile Police personnel attached to OPSH. On the same day, troops apprehended 75 cows for farm destruction at Kassa village in Barkin Ladi Local Government of Plateau State.

    Your appeal lacks merit, ambitious, Abiodun, others tell Adebutu, PDP

    Ogun State Governor, Prince Dapo Abiodun, the All Progressives Congress (APC) and the Independent National Electoral Commission (INEC), yesterday urged the Court of Appeal to dismiss the appeal filed by the Peoples Democratic Party (PDP) and its candidate, Ladi Adebutu against the judgment of the Ogun State Governorship Election Petition Tribunal, which affirmed the election of the governor during the March 18 elections.

    At the hearing of the appeal by the Appeal Court, sitting in Lagos, Abiodun, APC and INEC told the three-man panel of justices led by Justice Joseph Shagbaor Ikyegh that the appeal by Adebutu and PDP lacked merit and was ambitious.

    The tribunal had on September 30, dismissed the petitions by Adebutu and his party and affirmed the re-election of Governor Abiodun.

    Leading the charge, counsel for the first respondent (INEC), A. J. Owonikoko, SAN, urged the court to dismiss the appeal for lacking in merit.

    Reacting to the issue of 49,000 disenfranchised voters, raised by the appellants’ counsel (Chief Chris Uche SAN), Mr Owonikoko referred to paragraphs 4.37 to 4.40 at pages 18 and 19 of his brief to point out that appellants only called 48 witnesses. He explained that in cases of disenfranchisement, all the disenfranchised voters must be called as witnesses, but appellants did not do so. He concluded that the court cannot amplify 48 witnesses to 49,000 witnesses as appellants want. 

    He urged the court to dismiss the appeal.

    Counsel for the 2nd respondent (Prince Abiodun), Chief Wole Olanipekun SAN, also identified and adopted his brief.

    The Court of Appeal reserved judgment to a date to be communicated in future.

    As a preliminary point, Chief Olanipekun said contrary to the position set out by Chief Uche SAN, the recent decision of the Supreme Court in the Atiku v. INEC case completely encapsulates the issues in the appeal. 

    He argued that in that appeal, the Supreme Court simply adopted in ‘toto’ the decision of the Court of Appeal, adding that incidentally, the same Samuel Oduntan, who was rejected as a witness by the Court of Appeal in Atiku’s case metamorphosed as PW 93 in the appeal under consideration.

    The Court of Appeal reserved judgment to a date to be communicated in future.

    In response to the court’s demand, Chief Olanipekun promised to provide a copy of the judgment.

    In addition, Chief Olanipekun SAN emphasised pages 3-5 of his brief where he identified about eight key findings of the trial tribunal that appellants did not challenge, paragraph 4.3 of the brief arguing that appellants have abandoned about five grounds of appeal, and issue 3 at page 17 of 2nd respondent’s brief where 2nd respondent argued that trial tribunal rightly struck out paragraphs of the appellants’ pleadings. 

    On the margin of lead, Chief Olanipekun argued that there was nothing to even consider on margin of lead and urged the court to dismiss the appeal for lacking merit. 

    Dr. Onyechi Ikpeazu, SAN, appearing for the third respondent (APC), said  Exhibit PT609 is not a proper document to use (referring to Pages 71-72 of his brief). 

    On the Atiku appeal, Dr Ikpeazu SAN noted that the Supreme Court did not do anything novel as it relied on settled constitutional positions already espoused in _Ararume v INEC_ and in  _Oke v. Mimiko_ to the effect that all witness statements must accompany the petition. 

    He argued that all the witnesses who could be said to have given substantial evidence in this appeal did so on subpoenas and thus were rightly discountenanced. He too urged the court to dismiss the appeal.

    Chief Uche SAN counsel for the appellants had noted that there is a distinction between the facts in the Supreme Court decision in Atiku v. INEC & 2 Ors and his clients’ appeal as cited by the 2nd respondent in support of first and second issues raised. 

    He also told the judges that appellants called 94 witnesses, half of which were polling unit agents, adding that on the issue of margin of lead, that elections did not hold in 99 polling units based on which about 41,000 votes were excluded.

    He also pointed out that up to 37,000 ballot papers utilised by INEC were either not thumb printed or carried multiple thumb prints.

    Calling on the appeal to be allowed, Chief Uche said when the 41,000 and 37,000 votes are utilised, the declaration of Governor Abiodun would have been set aside.

    The Court of Appeal reserved judgment to a date to be communicated in future.
