    • FCSC chair pledges more excellent service

The Chairman of the Federal Civil Service Commission (FCSC), Prof. Tunji Olaopa, has promised to offer more excellent service to the public.

Olaopa spoke yesterday when the Oyo State government gave him the state’s Merit Award.

In a letter conveying his nomination as a recipient of the award to mark the golden jubilee of the state’s creation, the government said he was being honoured for his “selfless service to the growth and development of Oyo State and for ably representing the state on the world stage”.

In his acceptance of the award, which was conferred at an event hosted by Governor Seyi Makinde at the Government House, Agodi, Ibadan, Olaopa acknowledged what he called the subtext of the recognition of his modest accomplishments.

These, the FCSC chairman said, were meant to keep up his “unfailing efforts in pushing the boundaries of institutional and governance reforms that will connect, for example, the Oyo State public administration system to the larger federal system in terms of delivering the dividends of democratic development that the citizens of Oyo State need so badly, to make life better for them”.

On behalf of himself, the Afijio and Awe community and the Olaopa family, the FCSC chairman expressed appreciation to “our leader, the indefatigable Governor Seyi Makinde” and his team for considering him worthy of the recognition.

Expressing his determination to be of more service to the state and be a source of inspiration for its development, Olaopa offered what he called a “solemn promise to you, dear Excellency, that I will not stop working to keep pushing Oyo State ahead in the frontier of excellence”.

The FCSC chairman said he had every reason to be proud of his origin as an indigene of Oyo State.

He said: “No matter what one has gone on to achieve in life, one has every reason to be proud to have come from Oyo State for many reasons.”

Listing his reasons for showing gratitude for the award, the former Federal Permanent Secretary and professor of Public Administration noted that Oyo State “is a land of historical legacies, cultural heritage, and sociopolitical dynamics that stand it out as a formidable context of development in the whole of the Southwest Nigeria”.

He added: “When we talk of the glorious days of governance and of the civil service, it is the Southwest headquartered in Oyo State that is being referenced – standing tall as the Pacesetter State, a state of many firsts; a state like no other.

“The reason that ‘aji se bi Oyo la n ri, Oyo ki i se baba eni kokan’ has such a deep meaning that resonates with most indigenes.

“From the collective responsibilities of past leaders —traditional and political — to the current and exemplary leadership of the incumbent governor, Oyo State has consistently been pushed through the trajectory of internal development in all ramifications that make it truly the ‘Pacesetter State’ indeed.

“However, to set the pace demands that one must always be deploying frontier, thinking that puts the state ahead in terms of creative development initiatives.”

According to him, it is remarkable that Oyo State has benefited on average from committed leaders since it was created in 1976.

Olaopa hailed Governor Makinde for sustaining the developmental orientation with significant evidence of infrastructural progress to show for it.

The FCSC chairman urged Oyo as the lead state in the Southwest, to demonstrate being a pacesetter in creativity in leveraging inter-state partnerships to harness economies of scale, deepen infrastructural progress and restore the Southwest as an economic corridor in the context of fiscal federalism in Nigeria.

Ex-acting Accountant-General moves to halt final assets forfeiture

Justice Mohammed Umar of the Federal High Court in Abuja has fixed April 30 for ruling on an application by the Economic and Financial Crimes Commission (EFCC) seeking the final forfeiture of a property allegedly owned by a former Acting Accountant-General of the Federation, Chukwunyere Anamekwe Nwabuoku.

Yesterday, defence counsel, Norrison Quakers (SAN), informed the court that he had filed an application seeking to set aside the interim forfeiture order granted by the court on January 27, last year.

He also drew the court’s attention to a notice of preliminary objection dated August 15, last year, challenging the court’s jurisdiction to entertain the matter.

Quakers urged the court to discountenance the EFCC’s application for final forfeiture because the property is already a subject of a pending criminal trial in another court.

He further prayed the court to set aside the anti-graft agency’s application.

Prosecution counsel, Ekele Iheanacho (SAN), referred the court to a motion dated May 6, 2024, seeking the final forfeiture of the property. He argued that the property was reasonably suspected to have been acquired with the proceeds of crime.

He explained that the application was supported by an eight-paragraph affidavit deposed to by an EFCC operative, Chinyelu Vivian Okpara, with exhibits marked EFCC 1 to EFCC 7.

According to the prosecution, Nwabuoku, while serving as Director of Finance at the Ministry of Defence, allegedly diverted funds released for military operations against Boko Haram through fictitious accounts, amounting to about N900 million.

Iheanacho told the court that N355 million allegedly traced to the defendant was paid through an account belonging to M. Davies Enterprises Limited, from which the disputed property was purchased.

He added that Nwabuoku voluntarily handed over the keys to the property during the investigation and refunded part of the funds before later challenging the forfeiture.

Justice Umar adjourned the matter till April 30, 2026, for ruling.

EFCC is also prosecuting Nwabuoku on an amended nine-count charge of money laundering involving N868,465,000 before Justice James Omotosho of the Federal High Court, Abuja.

  • Reps begin airport, seaport concessioning probe

Reps begin airport, seaport concessioning probe

The House of Representatives yesterday began investigations of the concessioning and management of the nation’s sea and airports to determine whether it has delivered value for money and contributed to economic development of the country.

Speaking at the inaugural meeting of the ad-hoc committee set up to conduct the investigation, Speaker of the House of Representatives, Abbas Tajudeen said the House was determined to ensure that concession of the nation’s critical infrastructure was yielding the desired result

The committee is to investigate, examine, and appraise the performance of concessionaires operating federal air and sea port terminals, as well as related shipping activities, from 2006 to 2025, and to determine the benefits accrued to the Federal Government over the period.

The Speaker said the decision of the government to concession key national assets, particularly the seaports and airports, was driven by the desire to enhance efficiency, attract private sector investment, modernize infrastructure, improve service delivery, and ultimately increase government revenue while reducing operational burdens on the state.

He said nearly two decades after the commencement of these concession arrangements, it is both timely and imperative for the Legislature, as representatives of the Nigerian people, to undertake a comprehensive review of their outcomes.

READ ALSO: U.S. confirms troops on ground in Nigeria amid ISIS counterterror push

He said: “for the avoidance of doubt, this exercise is not an attempt to undermine legitimate private sector participation. It is rather an expression of the House’s constitutional mandate to conduct oversight, ensure accountability, and safeguard national interest.

“Nigerians deserve to know whether these concessions have delivered value for money, complied with contractual obligations, enhanced national competitiveness, protected public assets, and contributed meaningfully to economic growth, employment, and revenue generation.”

The Speaker said further that the scope of the Committee’s assignment is broad and critical, including “an examination of the terms and conditions of concession agreements entered into from 2006 to 2025; an assessment of revenue flows, remittances, and other financial benefits accruing to the Federal Government and its agencies and a review of compliance with contractual, regulatory, and safety obligations by concessionaires.”

    The committee is also to conduct an appraisal of infrastructure development, operational efficiency, service quality, and labour issues;

Identify the challenges, gaps, and systemic weaknesses within the concession framework; and formulate clear, practicable recommendations to improve policy, legislation, and future concession arrangements.

Turning to members of the committee, the Speaker told them that “the House has reposed enormous confidence in your integrity, competence, and sense of patriotism. You are expected to carry out this assignment with objectivity, professionalism, and transparency, guided solely by facts, documents, and the overriding national interest. Your work must reflect fairness to all stakeholders while remaining firm in the defence of public assets and public trust.

“I urge you to openly and constructively engage relevant stakeholders; Let your proceedings be thorough, evidence-based, and free from preconceived conclusions. Above all, ensure that your findings and recommendations will strengthen governance, deepen accountability, and enhance the sustainability of Nigeria’s transport and maritime sectors”.

He said the outcome of this investigation will not only shape public confidence in concessioning as a policy tool but will also inform future reforms in public-private partnerships across critical sectors of our economy. History will judge us by how faithfully we discharge this responsibility to the Nigerian people.

Chairman of the committee, Kolawole Akinlayo said the Committee was constituted in response to growing national concern over the management, performance, transparency, and value outcomes of concession arrangements governing some of Nigeria’s most strategic public assets.

He said these assets which include seaports, airports, terminals, and jetties are not ordinary commercial facilities, but are sovereign economic gateways, national security infrastructure, and critical enablers of trade, mobility, and development.

The Ekiti Lawmaker said the House recognizes the critical importance of the nation’s maritime and port infrastructure to economic growth, trade facilitation, and national revenue generation and resolved to establish this Committee to ensure a thorough and evidence-based review of the benefits accruing to the Federal Government from these operations.

Her assured that the Committee will engage relevant government agencies, regulatory bodies, and private sector stakeholders, including the Nigerian Ports Authority, concessionaires, the Nigerian Maritime Administration and Safety Agency (NIMASA), Nigeria Customs Service, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Bureau of Public Procurement, the Shippers’ Council, operators of crude oil and gas terminals, domestic vessel owners and charterers, importers, shipping companies and Banks.

He said: “Our engagements will focus on compliance with applicable laws, operational efficiencies, complaints of statutory breaches, and revenue performance, among other critical areas.

“Our objective is clear: to ensure that the Federal Government and the Nigerian people derive maximum benefits from our port and terminal operations, that revenues due are fully captured, and that operational lapses or inefficiencies are identified and addressed.

“This is not only an exercise in review but a critical step toward strengthening governance, promoting accountability, and fostering an enabling environment for sustainable growth in Nigeria’s maritime sector.”
